American intervention in the 1948 Italian national election campaign has long been a source of contention. Most scholarship has assessed the Truman administration's activities in binary terms that revolve on simplistic notions of ‘success’; the idea that American efforts did or did not affect the outcome. The subsequent tendency has been to celebrate or critique US intervention. This article traces the difficulties experienced by the American government in post-war Italy, which laid the platform for an improvised effort in support of non-communist forces. The mobilisation was neither unified nor coherent and, moreover, was influenced by Italians. The final result nevertheless masked problems with the campaign. Rather than a normative critique of American efforts, this article argues that the outcome fostered a ‘perception of success’ that reframed US conceptualisation of the post-war Italian case and considers the wider ramifications of this mind-frame for future US–Italian relations and broader American approaches in the Cold War.

The increasing share of renewable energy sources on the supply side, as well as the so-called electrification pathways on the demand side, has led to peculiar challenges for electrical systems: Indeed, the increasing load demand has to be balanced from the supply-side viewpoint. In particular, the residential sector contributes to nearly 26% of the final energy consumption in Europe, suggesting that a further understanding of households’ consumptions and load profiles is needed to support an energy transition. In this context, this paper contributes to the existing discussion by proposing a sociodemographic analysis of Italian households’ load profiles using a smart metering experimental study, while also considering the households in energy poverty conditions. For the sake of generality, results are presented based on a previously proposed household segmentation of the Italian residential sector. The outcomes point out three prominent peaks on load profiles for all the identified clusters, with a notable distinction in intensity. Where children are present, a higher load profile is noted, reaching a maximum value of 600 W of absorbed power between 19:30 and 22:30. Conversely, households in an energy poverty condition show a relatively regular load profile, ranging from a minimum of 110 W of absorbed power in baseload conditions at night time to a maximum of 280 W in the evening hours. The findings in this paper are in agreement with existing research in the field, and accordingly the study proposes a better focus on domestic appliances and sociodemographic parameters.

Globally, there has been a high burden of COVID-19-related mortality amongst physicians and other healthcare workers during the ongoing SARS-CoV-2 pandemic. Fortunately, anti-COVID-19 vaccination campaigns have helped to protect frontline workers and reduce COVID-19-related mortality amongst this occupational group. We analyzed COVID-19-related mortality data for doctors in Italy and compared the crude mortality rate between March–May 2020 (i.e., the beginning of the pandemic in Italy, with the highest rates of COVID-19-related deaths) and the same time period in March–May 2021 (high vaccination coverage amongst Italian physicians). The mortality rate was 12 times higher in March–May 2020 compared to the same time period after the start of the Italian vaccination campaign. Moreover, there was a strong inverse correlation between the number of deaths and the cumulative number of vaccine doses administered in the Italian population. Although non-pharmaceutical interventions, virus evolution and environmental factors probably had an effect, our analysis clearly supports the hypothesis that the vaccination campaign helped to protect Italian physicians and reduce COVID-19-related mortality. The latest available death trends from September to October 2021 for both physicians and the general population are also in favor of the need for the third vaccine dose, currently underway for the majority of the population at risk.

This paper explores equity crowdfunding platforms from a marketing perspective. The present exploratory study attempts to make a double contribution to the current literature on equity crowdfunding. Firstly, it analyzes the marketing strategies of the platforms by focusing on the well-known 4Ps marketing mix framework, i.e. product, price, promotion and placement. Each dimension presents three types of categories. Second, the study investigates the marketing strategies of both large platforms and small platforms, then the differences between these two types of platforms are examined in terms of campaigns’ outcomes, i.e. funding collected (in %), funding amount (in €) and number of investors. Platforms adopt a standardization strategy for pricing and placement, while a differentiation strategy is mainly adopted for promotion and products. Large platforms offer a wider range of services (in particular ongoing campaign services and post-campaign services) and promotional activities (in particular leverage many communication channels). The analyses disclose significant statistically differences between these two types of platforms. Projects posted on large platforms are more likely to get higher campaigns’ outcomes. In literature, little is known about marketing strategies in equity crowdfunding platforms, thus this study tries to fill this gap. The paper is the first to analyze the 4Ps of platforms and to conduct a comparative empirical study to determine the differences of campaigns’ outcomes between large and small platforms. The Italian context represents a significant case of developed country in theme of equity crowdfunding. The results are useful for platform managers, entrepreneurs, investors and authorities.

The COVID-19 pandemic has changed society and people’s lives. The vaccination campaign started December 27th 2020 in Italy, together with most countries in the European Union. Social media platforms can offer relevant information about how citizens have experienced and perceived the availability of vaccines and the start of the vaccination campaign. This study aims to use machine learning methods to extract sentiments and topics relating to COVID-19 vaccination from Twitter. Between February and May 2021, we collected over 71,000 tweets containing vaccines-related keywords from Italian Twitter users. To get the dominant sentiment throughout the Italian population, spatial and temporal sentiment analysis was performed using VADER, highlighting sentiment fluctuations strongly influenced by news of vaccines’ side effects. Additionally, we investigated the opinions of Italians with respect to different vaccine brands. As a result, ‘Oxford-AstraZeneca’ vaccine was the least appreciated among people. The application of the Dynamic Latent Dirichlet Allocation (DLDA) model revealed three fundamental topics, which remained stable over time: vaccination plan info, usefulness of vaccinating and concerns about vaccines (risks, side effects and safety). To the best of our current knowledge, this one the first study on Twitter to identify opinions about COVID-19 vaccination in Italy and their progression over the first months of the vaccination campaign. Our results can help policymakers and research communities track public attitudes towards COVID-19 vaccines and help them make decisions to promote the vaccination campaign.

The Second World War Italian campaign has long been overshadowed by the Normandy landings. Yet it was the longest campaign in Europe in which British forces were involved, and the first to be crowned with success. Much has been written about the strategic and tactical aspects of the Allies' Mediterranean policy, and the Italian campaign within that context, but little attention has been paid to the soldiers who executed that policy. It was principally an infantry and artillery war: the topography of Italy mitigated against any larger-scale use of armour. This thesis examines the morale, the willingness to fight, of the British front-line soldier, the infantryman, and the factors which influenced his morale during the 22 months of the campaign, and it looks at the army's response to fluctuations in morale, both at institutional and battalion levels. Morale is never constant it varies across time, across units and the individuals who make up the units, and there is ample evidence to suggest that morale in Italy, in the winter of 1944-1945, was seriously degraded. But the evidence also indicates that as high as the desertion figures were, absenteeism was not in the main the result of men's unwillingness to fight, a symptom of cowardice and self-interest. On the contrary, many deserters were men who had fought too hard, for too long, as the result of a series of political and military decisions over which they had no control, but whose morale was robust enough, in the end, to accomplished their goal.

This thesis examines the performance of the Wehrmacht's medical service during the Second World War via a case study of the German Tenth Army. Earlier histories of the Wehrmacht and its medical service drew a distinct line between 'bad' Nazis and 'good' Wehrmacht doctors. So, just as combatant officers were upheld as honourable, decent men, doing a gruelling job, medical officers were represented as the guardians of humanity in the worst of times. However, these myths have gradually been eroded due to an increasing awareness of both the medical profession's and the Wehrmacht's close relationship with National Socialism, and this led to the emergence of a more critical analysis. As the involvement and complicity of German doctors in all aspects of the Nazi regime has become apparent, focus has turned to the ways in which National Socialist ideology influenced the work of Wehrmacht doctors. This thesis focuses on the ways in which doctors responded to a variety of health challenges faced by Tenth Army troops during the first year of the Italian campaign. It examines their underlying motivations and takes into account the factors which may have influenced their decisions. As these issues are examined, this thesis demonstrates that Tenth Army medical officers were not mere Nazi automatons whose decisions were underpinned entirely by National Socialist ideology. Instead their responses were based primarily on pragmatism and influenced by their immediate environment and current experiences.

Intelligence was declared by Clausewitz to be a source of uncertainty on the battlefield, and he advised commanders to rely on their intuition instead. It is a paradox of the Second World War that when, as never before, an abundance of intelligence was available to Allied commanders, Clausewitz's dictums still influenced some of their operational decisions. This thesis explores this duality, and how it influenced the relationship between intelligence and command at the operational level of war during the conflict. It does so through the medium of the British Army, in particular Eighth Army's operational performance - under Bernard Montgomery, Oliver Leese and Richard McCreery - at defining moments of the Italian campaign. The thesis demonstrates the ambiguity present within the British Army's doctrinal attitude towards intelligence at the operational level, which was reflected in the . tardiness with which intelligence was incorporated into the army's operational machinery during the first half of the war. That this was eventually achieved was illustrated by the general efficacy of Eighth Army's intelligence organisation in Italy, and the viability of its intelligence product. Nevertheless, the peculiarities of the Italian theatre reduced the productiveness of the chief sources of intelligence, and created occasional, but critical, gaps in the intelligence picture. This only partially explains, however, why Eighth Army's operational performance in Italy was punctuated by intelligence failure. Under Montgomery and Leese, intelligence was merely an ancillary, and often sidelined, tenet of their operational technique, and it was only under McCreery that Eighth Army practised intelligence-led warfare. These findings seriously question the historiographical belief that, by the second half of the war, the British Army had fully and unconditionally incorporated intelligence into its operational considerations, and that commanders were willing to act upon it and fashion their operational methods according to its dictates.

Studies on Canadian Army military intelligence remain sparse in Canadian military historiography. This study is unique in that it focuses on the development, doctrine, and influence of intelligence within the I Canadian Corps throughout the Liri Valley battles during the Italian Campaign. It will be argued that I Canadian Corps intelligence achieved notable overall success in helping to break the Hitler Line by providing comprehensive and relatively up-to-date information on enemy dispositions and strengths which helped commanders and staff planners properly prepare for the operation. This success was attributable to three main factors: excellent intelligence personnel selection and training; the successful mentorship of I Canadian Corps intelligence by Eighth Army's intelligence cadre; and the overall effectiveness of 1st Canadian Infantry Division's intelligence organization which had been in the Mediterranean theatre since July 1943. Notwithstanding these successes, a number of faults within the Canadian Corps intelligence system must also be explained, including the poor performance of 5th Canadian Armoured Division's intelligence organization during the pursuit up the Liri–Sacco Valleys, and the mediocre execution of Corps counter-battery and counter-mortar operations. This study will demonstrate how an effective intelligence organization must augment existing army doctrine and how it can mitigate, though not completely eliminate, battlefield uncertainty. Further, it will also demonstrate that a comprehensive lessons-learned process must be undertaken to continually refine existing intelligence doctrine and procedures, with frequent training programs inculcating personnel in this doctrine. Taken as a whole, this study is unique as it is one of only several studies devoted solely to developing a greater understanding of a little-understood, and often forgotten, staff function within the Canadian Army during the Second World War.

Dans une premiere partie sont analyses les facteurs determinant la morphogenese plio-quaternaire (lithologie et structure geologique, climats et vegetation actuels et passes). La deuxieme et la troisieme partie sont consacrees a l'etude regionale des massifs et bassins littoraux, puis de la chaine axiale. Trois themes ont ete privilegies : la tectonique recente : la distension est le mecanisme dominant, a partir du miocene superieur a l'ouest, du pliocene superieur a l'est ; elle est interrompue par deux episodes compressifs. Elle determine une orogenese decalee chronologiquement d'ouest en est. Le soulevement quaternaire atteint une moyenne globale de 15 a 20 cm 1000 ans, valeur inferieure de moitie environ a celle de la calabre. La neotectonique et l'instabilite sismotectonique declenchent des crises erosives efficaces, en synergie avec les crises bioclimatiques. La morphogenese bioclimatique. Elle s'inscrit dans le contexte humide d'une facade occidentale au vent. La degradation climatique de longue duree du pliocene superieur coincide avec une crise rhexistasique importante. Les cycles bio-climatiques du quaternaire ancien et moyen favorisent le creusement des grandes vallees, le developpement du karst et la regularisation des grands versants calcaires. Le wurm est caracterise par l'importance de la cryoclastie et l'apparition d'une morphogenese glaciaire en altitude. L'anthropisation des paysages ne devient perceptible qu'a la fin de l'age du bronze. Elle engendre une crise detritique continue jusqu'a l'epoque moderne.

L’esercito italiano e la conquista della Catalogna (1808-1811) Uno studio di Military Effectiveness nell’Europa napoleonica Settori scientifico-disciplinari SPS/03 – M-STO/02 La ricerca ha lo scopo di ricostruire e valutare l’effettività militare dell’esercito italiano al servizio di Napoleone I. In primo luogo attraverso un’analisi statistica e strategica della costruzione, e del successivo impiego, dell’istituzione militare del Regno d’Italia durante gli anni della sua esistenza (1805-14); successivamente, è stato scelto un caso di studi particolarmente significativo, come la campagna di Catalogna (1808-11, nel contesto della guerra di Indipendenza spagnola), per poter valutare il contributo operazionale e tattico dei corpi inviati dal governo di Milano e la loro integrazione con l’apparato militare complessivo del Primo Impero. La tesi ha voluto rispondere alla mancanza di studi sul comportamento in guerra dell’esercito italiano e, allo stesso tempo, introdurre nella storiografia militare italiana la metodologia di studi, d’origine anglosassone e ormai di tradizione trentennale, di Military Effectiveness. La ricerca si è primariamente basata, oltre che sulla copiosa memorialistica a stampa italiana e francese, sulla documentazione d’archivio della Secrétairerie d’état impériale (Archives Nationales di Pierrefitte-sur-Seine, Parigi), del Ministère de la Guerre francese (Service historique de la Défence, di Vincennes, Parigi) e del Ministero della Guerra del Regno d’Italia (Archivio di Stato di Milano). Dal punto di vista dei risultati è stato possibile verificare come l’esercito italiano abbia rappresentato, per Bonaparte, uno strumento duttile e di facile impiego, pur in un contesto di sostanziale marginalità numerica complessiva di fronte alle altre (e cospicue) forze messe in campo da parte dell’Impero e dei suoi altri Stati satellite e alleati. Per quanto riguarda la campagna di conquista della Catalogna è stato invece possibile appurare il fondamentale contributo dato dal contingente italiano, sotto i punti di vista operazionale e tattico, per la buona riuscita dell’invasione; questo primariamente grazie alle elevate caratteristiche generali mostrate dallo stesso, ma anche per peculiarità disciplinari e organizzative che resero i corpi italiani adatti a operazioni particolarmente aggressive.
The Italian Army and the Conquest of Catalonia (1808-1811) A Study of Military Effectiveness in Napoleonic Europe Academic Fields and Disciplines SPS/03 – M-STO/02 The research has the purpose of reconstruct and evaluate the military effectiveness of the Italian Army existed under the reign of Napoleon I. Firstly through a statistic and strategic analysis of the development, and the following deployment, of the military institution of the Kingdom of Italy in the years of its existence (1805-14). Afterwards, a particularly significant case study was chosen, as the campaign of Catalonia (1808-11, in the context of the Peninsular War), in order to assess the operational and tactical contribution of the regiments sent by the Government of Milan and their integration in the overall military apparatus of the First Empire. The thesis wanted to respond to the lack of studies on the Italian army’s behavior in war and, at the same time, to introduce the methodology of the Military Effectiveness Studies (of British and American origin and, by now, enriched by a thirty-year old tradition) in the Italian historiography. The research is primarily based, besides the numerous memoirs of the Italian and French veterans, on the archive documentation of the Secrétairerie d’état impériale (Archives Nationales of Pierrefitte-sur-Seine, Paris), of the French Ministère de la Guerre (Service historique de la Défence, of Vincennes, Paris) and of the Italian Ministero della Guerra (Archivio di Stato di Milano). About the results, it has been verified how the Italian army has become a flexible and suitable instrument for Bonaparte, albeit in a context of substantial overall numerical marginality in comparison to the heterogeneous forces available to the Empire and its others satellites and allied states. Regarding the campaign of Catalonia, instead, it was possible to ascertain the fundamental contribution of the Italian regiments, in an operational and tactical perspective, for the success of the invasion. This was primarily due to the excellent general characteristics shown by the expeditionary force, but also to disciplinary and organizational peculiarities that have made the Italian corps suitable for particularly aggressive operations.

The following thesis has the purpose to expose the historical and cultural evolution that interested marketing and advertising disciplines in the post-modern society. The thesis opens with a brief introduction, over the evolution of the global perception of marketing during the last century. In particular, the essay outlines how the introduction of advertising has firstly made its appearance and then, has evolved in the Italian context. Through the analysis and the comparison of various ads on means of communication like television, radio, billboards, posters on the streets and internet issued on different epochs, the essay assumes to investigate how the Italian society and its perception towards advertising has changed through the decades. An important attention has been given to the post-World-War II period and to the following process of Americanization experienced in Italy. The Americanization process meant for the Italian society a real change, or an evolution, from a peasant to a welfare society. Subsequently, the final part of the thesis is focused on giving a wider attention to controversial advertising, which is a communication method adopted by several business companies, nowadays in Italy and all over the world, in order to boost the impact generated by the ads over the users. Indeed, companies foster customers' attention to the brand or products generally violating moral, social or religious norms socially shared. In the last century, this tendency to excess in publicity contributed to give a jolt to the Italian culture which had always been controlled and influenced by moral stereotypes, taboos and values mostly set by the Catholic Church and the Italian public authorities. Eventually, the last part of the thesis is dedicated to give some useful examples of controversial marketing through the analysis of the most iconic campaigns. These campaigns helps the thesis project and researches made in the previous chapters to better understand the impact got over the Italian population during the long process of modernisation, and above all, how the controversial marketing campaigns helped to change the Italians’ mind-set anchored to the traditional patterns for too long.

AbstractAchieving gender equality and empowering all women and girls are part of the ultimate global challenge (Goal 5 of SDGs). The gender balance in STEM education is a challenge that has both horizontal and vertical dimensions. This paper focuses only on the first one. Politecnico di Torino, an Italian technical university with Engineering and Architectural courses, has a long history of attraction campaigns aiming to reduce the gender gap in its engineering enrolment. Despite these efforts, more remains to be done for the student population and high-level academic positions. During the academic year 2018/19, considering the engineering first-year enrolled students (around 4500), 25% were female, and a new innovative project was set, “WeAreHERe”. This campaign aims to introduce a new vision to overcome both recruitment and retention: the female students become the main actors of the project by a guided training that let establish them as fresh role models. The use of social media and new technology support this storytelling and reach a variety of Italian girls. In this paper, the structure of “WeAreHERe” is described with some data analysis of its impact.

Abstract. Extrusion is one of the most widely used but energy-intensive processes for shaping polymers. It is thus fundamental to understand the process conditions that enable a cost-efficient operation of the extruders. The energy required by the process is highly affected by system variables and material properties in a complex manner. The aim of this work is thus to investigate the correlation between the process settings, the material properties, and the extrusion energy consumption. An extensive experimental campaign was conducted, testing different flexible PVCs. The power was recorded for both the motor of the extruder and the entire machine during continuous single-screw extrusion for various process conditions. A regression model was developed to correlate the specific energy consumption with the material properties, thus providing a valuable tool for estimating the cost of the final manufactured products.

Abstract. The use of composites is constantly increasing in several sectors, from wind energy to automotive, thanks to their mechanical properties, lightweight, and resistance to corrosion. Despite this, the recycling and reuse of these materials in high-added value applications is not yet performed at the industrial level. In particular, End-of-Life (EoL) products are sent to landfills (if possible), incinerated, or inserted in co-processing in cement plants. This work presents an experimental approach to treat End-of-Life wind blades based on High Voltage Fragmentation (HVF). This technology, based on the creation of electric spark channels, is able to generate localized shock waves at the interface between two different materials. The potential of its application has been shown in the literature, but an experimental campaign is needed to find the optimal parameters to obtain an output material with proper characteristics to feed specific output products, following a demand-driven approach.

Abstract. Carbon fibre reinforced plastics (CFRPs) are a very attractive family of materials used in various application fields such as automotive, marine or aeronautic, due to their high specific mechanical properties. However, the large use of CFRPs dramatically increases the amount of waste materials that derives from the end-of-life products and the off-cuts generated during the manufacturing. In this contest, especially when thermosetting matrices are considered, the need to further study the recycling process of CFRPs is an open topic, both in academic and industrial research. Therefore, in this experimental campaign, CFRP materials deriving from the aeronautic field were recycled by using a milling process. The obtained chips were sieved and inspected with a confocal microscope aiming to evaluate the presence of residual matrix on the recovered fibre’s surface. Then the sieved reinforcement was impregnated with new epoxy resin and three-point bending tests were performed to understand the mechanical properties of the recycled composite materials. To produce recycled composites, two manufacturing techniques, i.e. open moulding and compression moulding were considered.

Abstract. The automotive industry has grown increasingly interested in electric propulsion over the past few years, which has led to an increase in engine and battery efficiency improvements. The study of rare earth permanent magnets has recently become essential for the development and improvement of electric engines because rotors are constructed of permanent magnets that interact with the stator windings. Due to its strong remanence and coercive field, neodymium magnet is the most frequent rare earth employed in electric motors. Nd2Fe14B magnets are made by sintering in the simple geometries of prismatic, cubic, and cylindrical, and they typically require machining to achieve the final shape necessary for the construction and assembly of the rotor. However, prismatic Nd2Fe14B row materials that have just been sintered are extremely brittle and challenging to produce; as a result, they are typically finished through grinding with a CBN grinding wheel. This study's objective is to evaluate the effects of a dry grinding process with a wet traditional one through an experimental campaign. Process parameters such as cutting speed and feed rate were varied and surface roughness and morphology were compared, together with the magnetic field loss due to the increment of the temperature occurring during the processes. Due to the large number of electric motors that are anticipated to be manufactured in the upcoming years, dry grinding could represent the turning point in terms of eco-sustainability of the process.

Questo rapporto evidenzia come le discriminazioni strutturali e l'esclusione sociale influenzino le percezioni e gli atteggiamenti nei confronti del vaccino per il COVID-19 tra le comunità rom in Italia. Uno degli obiettivi è mettere in luce il ruolo che le autorità pubbliche e le comunità possono svolgere nel sostenere l'adozione del vaccino e nel contrasto ai più ampi processi di esclusione sociale.1 Le risposte contraddittorie che lo Stato italiano ha fornito durante la pandemia di Covid-19, insieme alle forme di esclusione già in atto, hanno comportato un aumento della sfiducia delle comunità rom nei confronti delle iniziative statali, impattando anche sull’adesione alla campagna vaccinale.2 Questo documento si propone di supportare e informare le amministrazioni locali e le istituzioni sanitarie pubbliche coinvolte nell’assistenza e nei processi di inclusione delle comunità rom in Italia. Il presente documento si basa su una ricerca condotta di persona e a distanza dal novembre 2021 al gennaio 2022 in Italia con le comunità rom e sinti di Milano, Roma e Catania. Sebbene queste comunità si caratterizzino per diversità storica e per differenti forme di identità linguistica, geografica, religiosa, sono state individuate delle somiglianze nel modo in cui hanno vissuto la pandemia di COVID-19 e nelle decisioni a proposito del vaccino. CasaPound Italy is one of the most interesting and ambiguous populist right-wing extremist groups emerged in Europe. Its supporters say they are not ‘racist’ but are against immigration because of its impact on wages and houses; not antisemitic, but anti-Israel vis-à-vis Palestine; not homophobic, but supporters of the ‘traditional family’. Never before there was in Italy an explicitly neo-fascist group enjoying the strategic viability and the marge of political manoeuvre that was secured today by the CasaPound. Although CasaPound remains substantially marginal from an electoral point of view, its visibility in the Italian system is symptomatic of the ability of the extreme right to assimilate populist and alternative agendas in order to increase the attractiveness of their communication campaigns.

Questo documento espone alcune considerazioni a proposito della promozione dei vaccini per il SARS-CoV-2 e delle strategie per garantirne un’equa distribuzione tra gli immigrati senza documenti residenti in Italia e, in particolare, a Roma. Quanto emerge dal caso italiano può essere in parte applicabile ad altri contesti in cui la somministrazione del vaccino è stata legata al dispositivo del “passaporto vaccinale”, ovvero il certificato COVID digitale dell'UE, in Italia Green Pass. Nell’organizzazione della campagna vaccinale alcune categorie sociali sono state identificate come “difficili da raggiungere” (hard to reach) e per cui è necessario immaginare interventi specifici.1 In questo testo si sceglie di parlare di persone razzializzate e illegalizzate poiché senza documenti per riferirsi a persone immigrate che non hanno cittadinanza, permesso di soggiorno e status di rifugiato. Questo documento esplora il contesto quotidiano delle vite delle persone illegalizzate e come l’esperienza della pandemia di COVID-19 abbia esacerbato le difficoltà che queste persone incontrano, 23 mettendo in luce il collegamento tra le vulnerabilità, consolidate ed emergenti, con la percezione dei vaccini. Si suggerisce come l’orientamento e la percezione dei vaccini si inseriscano all’interno dei contesti di vita delle persone, in cui molto spesso la priorità è data al sostentamento economico. In molti casi, l’accettazione della vaccinazione è motivata dalla necessità di continuare ad avere un lavoro retribuito piuttosto che a una preoccupazione connessa alla salute o a una fiducia nei confronti delle istituzioni sanitarie. Il seguente documento si pone l’obiettivo di esaminare come i vaccini possano essere distribuiti in modo equo e capace di aumentare la fiducia e i processi di inclusione nella società post-pandemica. Il testo si basa principalmente sulla ricerca etnografica e le testimonianze raccolte attraverso interviste e osservazioni con persone razzializzate e illegalizzate nella città di Roma, insieme a rappresentanti della società civile e operatori socio-sanitari tra dicembre 2021 e gennaio 2022. Si l’on s’en tient aux chiffres de la vaccination contre la COVID-19 dans les pays du G7, la campagne apparaît comme un véritable succès tant au niveau global qu’au niveau national. En effet, à ce jour, 79,4 % de la population totale des pays du G7 a reçu une première dose, 72,9 % une seconde, et 45,4 % une dose de rappel (données du 28 avril 2022) 1 En France, c’est 80,6 % de la population totale qui a reçu une première dose, 78,2 % qui a reçu deux doses, et 55,4 % qui a reçu un rappel (données du 28 avril 2022).2 Au Royaume-Uni, 79,3 % de la population totale a reçu une première dose, 74,1 % une seconde, et 58,5 % un rappel.1 Enfin, en Italie, 85,2 % de la population totale a reçu une première dose, 80,4 % a reçu deux doses et 66,5 % a reçu leurs rappels (données du 28 avril 2022). Ces taux de vaccination élevés masquent pourtant des disparités importantes à l’intérieur de chaque pays. Ainsi, à Marseille, deuxième ville de France, moins de 50 % des habitants des quartiers nord de la ville étaient vaccinés à la fin de l’année 2021, alors que plus de 70 % des habitants des quartiers sud l’étaient au même moment.3 Dans le quartier populaire de Ealing, situé au nord-ouest de Londres, 70 % de la population admissible avait reçu une première dose, soit près de 10 % de moins que la moyenne nationale. 4 (Données du 4 avril 2022). Des disparités similaires ont été observées dans d’autres métropoles urbaines des pays du G7. Ce document examine ces disparités au prisme de la notion d’« (in)égalité vaccinale ». En s’appuyant sur des recherches qualitatives menées pendant la campagne de vaccination de la COVID-19 dans les quartiers nord de Marseille, le quartier de Ealing à Londres (Nord-ouest) et dans la région de l'Émilie-Romagne et à Rome, en Italie, il montre comment les autorités locales peuvent agir pour atténuer ces inégalités. Mieux comprendre les inégalités en matière de vaccins fut primordial lors de la pandémie de la COVID-19 en ce sens que les populations sous-vaccinées étaient la plupart du temps des minorités ethniques ou culturelles, vivant dans des zones défavorisées, ou sans-papiers, donc plus susceptibles de contracter la COVID-19, et d’en subir les conséquences les plus dramatiques. 5 6 7 8 Ainsi, à Ealing, quatre mois après la campagne de vaccination, seulement 57,6% des personnes dans le décile de pauvreté le plus bas avaient reçu une dose, contre 81% des personnes dans le décile le plus aisé. 9 En outre, 89,2 % des résidents britanniques blancs de Ealing étaient vaccinés, contre 64 % des Pakistanais et 49,3 % des habitants issus des Caraïbes.9 À Rome, comme c’est le cas dans d’autres métropoles urbaines des pays du G7, nos données révèlent des disparités particulières importantes entre le recours aux vaccins des populations sans papiers et celui des citoyens établis. Les facteurs d’inégalité vaccinale dans ces environnements urbains sont complexes et liés à l’interaction de nombreux phénomènes tels que les inégalités économiques, le racisme structurel, l'inégalité d'accès aux soins de santé, la méfiance envers les professionnels de santé, les représentants de l'État, et plus encore. Les collectivités locales tout comme les professionnels de la santé, les groupes communautaires et les résidents jouent un rôle clé dans la manière dont s’exprime l’(in)égalité vaccinale. Pour autant, peu de leçons ont été systématiquement tirées des efforts menés en matière d’ «engagement vaccinal » au niveau local. Dans ce document, nous proposons d’expliquer comment l’expérience des inégalités structurelles se recoupe avec celle des habitants, et comment ces expériences ont été prises en compte ou au contraire ignorées dans la promotion et l’administration des vaccins contre la COVID-19 par les collectivités locales. Nous adressons également un ensemble de recommandations qui s’appliquent aux programmes de « vaccination de rattrapage » contre la COVID-19 (visant à atteindre les personnes qui n’ont pas encore reçu leur schéma vaccinal complet), mais elles concernent également les programmes de vaccination d'urgence à venir. Ce document repose sur des recherches menées entre octobre et décembre 2021 à Marseille et sur des échanges réguliers avec les autorités du Borough de Ealing initiés dès mai 2021. Il identifie comment les gouvernements locaux, les acteurs de la santé, les groupes communautaires et les résidents jouent un rôle clé dans la production d’(in)égalités vaccinales.
