The importation of more than 60,000 Chinese laborers to work in the Witwatersrand gold mines in South Africa between 1904 and 1910 remains an obscure episode in the history of Asian indentured labor in European colonies. Yet the experience of the coolies on the Rand reverberated throughout the Anglo-American world and had lasting consequences for global politics of race and labor. This chapter examines the development of the labor movement in Fort Smith, Arkansas, after World War II to answer the question of why unions in the South lacked the strength and influence of their northern counterparts. City leaders created a culture based on conservative economic principles to attract industry and disseminated it through the media and civic events. Unions organized arriving factories but anti-labor laws and infighting reduced the scope and effectiveness of their actions. Faced with hostile state Democrats and weak unions, the white working class increasingly supported racially moderate, economically conservative Republicans over Democrats whose campaigns continued to focus on opposition to integration which culminated in an election wherein a supermajority decided to change the municipal form of government into one more closely resembling corporate governance. Electoral results show that political realignment in Fort Smith was predicated upon residents’ adoption of local elites’ business-friendly ideology.

This chapter, by Mae M. Ngai, locates the origins of the Chinese Question as a global racial discourse in the gold rushes of the nineteenth century and the broader context of the globalization of trade, credit, labor, and the rise of Anglo-American power. The gold rushes launched into motion hundreds of thousands of people from the British Isles, continental Europe, the Americas, Australasia, and China. Notably, they were the first occasions of large-scale contact between Westerners (Europeans and Americans) and Chinese. The chapter traces the development of anti-Chinese politics as it arose in the United States, Australia, and South Africa from conditions that were specific to gold rushes and gold mining in these regions, as well as how politics borrowed from each other and evolved into a global political discourse.

The first chapter examines Italian and Jewish immigrants’ efforts to oppose proposed restrictions on new immigrants from eastern and southern Europe from the passage of the 1882 Immigration Act to the adoption of a literacy test in 1917. During this critical period in the rise of the antirestrictionist movement, both groups created national advocacy organizations (American Jewish Committee and the Order Sons of Italy) to negotiate with legislators in hopes of achieving more political influence. These organizations successfully opposed the passage of a literacy test for arriving immigrants older than 16 until World War I, when organizations like the Immigration Restriction League successfully used the war to mobilize labor unions, reformers, regular Americans, and politicians from the South eager to preserve their political influence to push for the test, which Congress passed over President Wilson’s veto. War and immigration emerge as linked processes in U.S. history. Amid rampant anti-immigrant rhetoric and violence during WWI, the debate over immigration policy pitted advocates for qualitative restriction against those who advocated for quantitative restriction as the best approach to curtail immigration from eastern and southern Europe. Supporters of the literacy test won a temporary battle.
