Texto completoAbstract The Intervention Unit is currently the unit directly responsible for organizing troops for International Missions, sending to East Timor, on average, a contingent of 130 soldiers every six months. This kind of commitment with this turnover has implications both for the soldiers and their families. It is important to understand how difficulties in communication interfere with family relationships and mental balance in the troops, while trying, at the same time, to determine the factors associated with these difficulties. The main objective of this paper is therefore to identify the problems related to communication between the soldiers detached and their respective families. This work is essentially exploratory, and we established a set of questions, defined hypotheses and attempted to find out clues to answers through the field work. The field work was based on the method of interview survey. There were fifteen semi-structured interviews to various contingent commanders, sergeants, officers of the 10th Contingent and their respective spouses. The majority of respondents believes that the media available are sufficient. The most widely used means of communication is the telephone; it is used daily by most respondents. It appears that there is more difficulty in communicating over the Internet, and less difficulty using the telephone. The main difficulties in maintaining contact through the Internet relate to the fact that it is constantly failing. One of the suggestions made by several interviewees is to increase the capacity of the Internet, namely by acquiring broadband Internet.

Texto completoAbstract Nowadays, stress has increasing and troubling in several institutions, causing thus having a large impact on society. Indeed, stress is a factor that influences the well-being and health of people, affecting their personal performance and productivity, and sometimes decreasing it. The National Guard is an institution with a large number of professionals who work in harsh environments, such as international missions, so it is normal that the presence of stress and matters of well-being may be at issue. The problem under study is the impact of international missions in stress levels and the well-being of the military who participated in the mission in Iraq. The overall goal of this research is to assess the impact of the international military missions. The specific objectives of this study are to evaluate the impact of international missions in stress levels and the well-being of the military and check what is the influence of international missions in the economic capacity of the military. The research was divided into two main sections: a theoretical section and practical section. The theoretical section deals with literature, with a particular focus on reference works and works studying the theme in question, so as to be able to validate the field work. The field work is divided into two chapters: the chapter on stress and well- being and the chapter on international missions. The practical section was based on the collection of data through questionnaire surveys to the soldiers who took part in the mission in Iraq and through interviews to platoon commanders of the various contingents, who dealt directly with the military. With this study it is possible to conclude that the international missions have an impact on levels of stress and well-being in the GNR military GNR, varying proportionally during displacement.

The emotional labor (TE) was a concept coined by Hochshild in 1983, meaning the management of their own emotions or the other to present a face required by the organization. Studies on the TE developed in many ways, especially in relation to research methodologies, gender issues and their consequences. The present research related to this last line, confirmed the applicability of the model of cause and effect of Newman, Guy, and Mastracci (2008) in TE executed by Brazilian Army‟s (EB) militaries in peacekeeping missions of the United Nations, using the methodology of structural equations. Qualitative analysis of the data also allowed us to identify specific features: the most important dimension of the TE in that context is related to interpersonal relationship management of subordinates by superiors.
O trabalho emocional (TE) foi um conceito cunhado por Hochshild em 1983, significando o gerenciamento das emoções próprias ou do outro para apresentar uma face exigida pela organização. Os estudos sobre o TE se desenvolveram em vários sentidos, principalmente em relação às metodologias de pesquisa, questões de gênero e as suas consequências. A presente pesquisa, relacionada a esta última linha, confirmou a aplicabilidade do modelo de causa e efeito de Newman, Guy e Mastracci (2008) no TE executado por militares do Exército Brasileiro (EB) nas missões de paz das Nações Unidas, utilizando-se da metodologia das equações estruturais. A análise qualitativa dos dados também permitiu identificar especificidades: a dimensão mais importante do TE naquele contexto está relacionada ao gerenciamento do relacionamento interpessoal dos subordinados pelos chefes.

O presente trabalho surgiu do desejo em compreender o aparecimento da variável impulsividade que no projeto de pesquisa trouxemos como hipótese, que policias militares de Missões Especiais apresentariam respostas de impulsividade mediante resultados em avaliações anteriores com outros testes como o Palográfico e o Wartegg. A impulsividade nos inquietou pelo fato de fazer parte dos critérios de corte em seleção para o exercício das funções policiais militares. A proposta de nossa pesquisa em utilizar a Prova de Rorschach como instrumento de investigação consolidou-se pela propriedade do teste em avaliar a dinâmica da personalidade e por ser uma técnica projetiva. O método escolhido teve um delineamento quantitativo e qualitativo e foram destacados do instrumento os fatores relevantes à investigação dos indícios de impulsividade. Os sujeitos correspondem a 20% do efetivo operacional da tropa pesquisada e foram selecionados segundo critérios baseados na função que exercem, permanência na unidade, dentre outros. Com a pesquisa, refutamos a hipótese inicial e constatamos que a impulsividade interpretada anteriormente apresentou-se como prontidão e imediatismo de atitudes, e que mesmo com índice Imp elevado, o grupo apresentou recursos de controle interno satisfatórios para que a impulsividade não se torne prejudicial ou mesmo interfira em suas funções operacionais. Discuti-se sobre a possibilidade de investigação de um escore específico para o tipo de atividade policial especial desenvolvida por esse grupo ou por outros de atividades semelhantes, pois, no caso em questão, mesmo que 80% do grupo não tenha correspondido ao resultado esperado na fórmula de impulsividade, em nenhum dos sujeitos os outros elementos relacionados às respostas de Cor e Forma confirmaram a fórmula, o que leva a conclusão de que a impulsividade está presente no grupo, porém, não se apresenta de forma prejudicial e sim contida.
This dissertation arose from the desire to understand the presence of the variable of impulsiveness. The research project had led to the hypothesis that uniformed police personnel in the Special Missions Command would show responses of impulsiveness, based on findings in previous research using other testing instruments, such as the Palographic Test and the Wartegg Test. The characteristic of impulsiveness intrigued us because it is one of the criteria for rejecting candidates for the exercise of police functions. The purpose of using the Rorschach Test as an instrument of investigation was due to its adequacy for appraising the dynamics of the personality and because it is a projective technique. The method chosen was delineated quantitatively and qualitatively, and factors relevant to an investigation on impulsiveness carried special weight on the instrument. The subjects corresponded to 20% of the total members of the troop studied and were chosen on the basis of the function they exercised and the length of time they had been in the unit, as well as other criteria. The findings led us to refute the initial hypothesis; it was seen that the impulsiveness detected in the earlier study could be better classified as readiness and immediatism of attitudes. Even with a high Imp rate, the group showed capacity for satisfactory interior control to prevent impulsiveness from becoming prejudicial or interfering in their operational functions. The possibility of investigating a specific score for the type of police activity carried out by this group or by others in similar operations is discussed. In the case at hand, even though 80% of the group did not correspond to the expected results in the formula on impulsiveness, other factors related to the responses of Color and Shape failed to confirm the formula in any of the subjects. This leads to the conclusion that impulsiveness is present in the group but it does not appear as prejudicial, but rather, contained.

Texto completoEste trabalho centra-se nas soluções de que o Exército Português lançou mão para melhorar o seu conhecimento do Exército espanhol, fazendo o estudo das missões militares de observação enviadas a Espanha de 1934 a 1939, numa fase crítica na história das relações entre os dois países ibéricos. Após as visitas realizadas antes da Guerra Civil espanhola, analisaremos o percurso da Missão Militar Portuguesa de Observação em Espanha (M.M.P.O.E.), e as principais linhas de força das suas actividades e os efeitos por elas produzidos em Lisboa. Assim que estalou a guerra em Espanha, o Exército Português agarrou a oportunidade para dissecar em detalhe o seu rival espanhol tão rapidamente quanto foi possível, tendo em conta o carácter excepcional da conjuntura. Aos primeiros contactos informais mantidos com os rebeldes espanhóis no Verão de 1936 por alguns oficiais portugueses seguiu-se uma diminuta mas motivada Missão Especial da Arma de Aeronáutica. Impressionados com a guerra aérea moderna, os seus membros sugeriam a criação de uma missão de observadores militares permanente, que viria a ser oficialmente criada em Março de 1937. Assim nasceu a M.M.P.O.E. O dispositivo assim criado servia na perfeição os objectivos do Governo, ao permitir o estabelecimento de um canal de comunicação directo com a Junta de Burgos. Paralelamente, constituía uma ferramenta preciosa para o Estado-Maior estudar o Exército Espanhol a partir de dentro e sopesar diversas implicações políticas e militares do conflito. Independentemente do custo económico e complexidade que um empreendimento desta natureza significou para um país pequeno e periférico como Portugal, os homens da M.M.P.O.E. deram boa conta de si, apesar de lhes faltar experiência de combate prévia.

Texto completoAbstract This Applied Investigation work concerns the approach to the New Missions of the Military Police. Its purpose is to study the new missions of Detention and of the Police in the police of the Portuguese Army. It is important to mention that the word “new” is used taking into account the terminology and framing given by the Allied Joint Doctrine for Military Police. Thus and according to the present time scenes, not only Security Guard, Prisoners of War and Support to Mobility, but also the missions of Detention and Police are now doctrinal missions of the Military Police. These missions also deal with a similarity which is supposed to be reflected to the level of the Military Police of the NATO countries. Beyond an international level investigation NATO, this work also intends to practice the component of these missions, not only in the scope of the Missions of Public Interest, where the Portuguese Army acts as an agent of Civil protection, but also, together with this role, to increase the participation in missions of cooperation with the Forces of Security in some areas that integrate the above mentioned missions. The methodology used in this work was based on the Practical Guide of Methodology of the Teacher Manuela Sarmento. The information was obtained through bibliographical research, documentary analysis, structuralized and semi-structuralized interviews as well as several informal talks with experts in this area. The purpose of this study was to emphasize the role of the Military Police in the scenes of international conflicts, justifying its work. It was also done a reinforcement of what the Police of the Army could do in time of peace and in which areas it could employ its means, in the country, giving logic to this action through its type of missions.

Texto completoAbstract This work of applied research concerns the following topic: “Military riding – analysis of its missions, structures and resources”. The budgetary constraints of the OMDN-E and the inflection of the DCCR available by the UEOE, have been leading to a limitation of the conditions for the practice of the military riding in the Portuguese Army, particularly regarding to human, animal and material resources, as well as to budgetary and funds. This work is important as it conveys the assurance that this resource management can be optimized. In this context, comes the present study based on the fundamental question: “Is it possible to maximize the resources management pertaining to the Military Riding of the Portuguese Army?“The objectives defined for this work intend to verify the hypotheses formulated from the questions raised, in order to answer to the above fundamental question. The methodology used to perform this work complied with the steps outlined by Quivy and Campenhoudt, having picked up the information through bibliographic and documentary research, exploratory interviews, direct observations and interview surveys. We concluded that, it is necessary a restructuring of the existing regulation, where the training, the maintenance of the horses and the representation of the Army must be obvious, as missions of the Military Riding. On the other hand, in the short term, the management of the military resources devoted to riding, although already quite saturated, can be optimized. The levels of quality of the support staff, mainly from the TH, will be the main point to overcome to address the deficient amount of these resources. Finally, the DCCR, a result of the allocation of civil horses and of the opening of the teaching of riding to society, are a potentiality to indicate in favor of the system.

Texto completoAbstract The present study is subordinate to the subject: “The GNR and international Missions.” Due to the vastness of the subject there was a need to delimitate it and also to work on the following problem: “Bearing in mind all GNR capabilities, which is its in terms of peacekeeping missions?” In order to better reach some conclusions about the above mentioned problem, this study is structured in two different parts: the theoretical part, and a more practical one. Therefore, the first part deals with the existing theory on the subject of Peacekeeping operations, focusing on its historic evolution; the importance of the police in this kind of operations and the participation of GNR in Peacekeeping operations. The second part, on the other hand, deals with a set of interviews made to specific people experienced in this type of matter. The methodology used in this study was based on documental analysis, and semidirected interviews. In order to process the results the content analysis technique was used. After processing all information, it could be concluded that the GNR, in face of the appropriate training of its elements and its specific characteristics - like its military nature -is a force that fits perfectly in the needs that a Peacekeeping operation present. The GNR can respond to a large spectrum of missions, and is the appropriate force to work on the transition to the post-conflict. The GNR can also respond to a growing level of threat, and this is something that a civil police might have difficulties to do. This study took place between January and March 2009.

In response to the actions of the Soviet Union, the Federal Government of the United States rigorously articulated and funded such strategies. In particular, it created the Advanced Research Projects Agency Defense (DARPA) to develop the U.S. Science & Technology & Defense (S&T&D) through new, revolutionary and risk studies, such as the research and development on the internet, ballistic missile defense, precision guided munitions, unmanned aerial vehicles, satellites, and stealth technology. Therefore, the aim of this research is to investigate the role that the Federal Government and the DARPA played in building strategies for supremacy on C&T&D in the United States in the Cold War.
