Resumen
The paper approaches the ‘market versus state’ issue from the perspective of constitutional political economy, a research program that has been advanced as a principal alternative to traditional welfare economics and its perspective on the relation between market and state. Constitutional political economy looks at market and state as different kinds of social arenas in which people may realize mutual gains from voluntary exchange and cooperation. The working properties of these arenas depend on their respective constitutions, i.e. the rules of the game that define the constraints under which individuals are allowed, in either arena, to pursue their interests. It is argued that ‘improving’ markets means to adopt and to maintain an economic constitution that enhances consumer sovereignty, and that ‘improvement’ in the political arena means to adopt and to maintain constitutional rules that enhance citizen sovereignty.

Resumen
The interactions between legal and political system has been strengthened in recent years, especially through judicial review, with the transference to Courts of themes that define and divide a political system. In brazilian case, in the absence of legislative deliberation some of these discussions are forwarded Brazilian courts, who gave controversial decisions about “mega politics”. So, the research´s question “” is the Brazilian Federal Supreme Court (re) building electoral legislation, as a manifestation of judicial activism, interfering in mega politics?The study starts from a theoretical approach, with the deductive method, combined with a qualitative case analysis about courts´s decisions regarding party loyalty, coalition verticalizations, threshold clauses and the rights of legislative minorities, and political donations. Therefore, the research is supported by a bibliographical and documentary survey. Based on the methodological approach of Judicial Politcs, the legal protection of fundamental political rights and the structure of the Brazilian strong judicial system are described (Normative Theory), and evaluated the motivations of legal decisions, taking into account judicialization as exercise of a political activity (Positive Theory).

Este trabalho procura analisar o fenômeno das trocas de legenda no Brasil, com um enfoque diferente do que tradicionalmente se aplica. Ao invés de buscar as ambições do migrante, procurei entender as trocas de legenda no agregado, buscando apreender como os atores coletivos, no caso os partidos políticos, utilizam as trocas de legenda para aumentar seu poder na arena parlamentar e na arena eleitoral. Não pretendo com isto afirmar que os parlamentares não busquem aumentar suas chances de sucesso quando trocam de partido, ao contrário, o que pretendo é mostrar que, se ocorre migração partidária, é porque os deputados percebem a importância dos partidos para seus objetivos. Mais do que isso, o que se pretende é mostrar que os partidos políticos não são vítimas de parlamentares ultra-individualistas, estes atuam no processo e estimulam a migração partidária na busca por aumentar seus recursos. E que aliciam parlamentares para aumentar seu acesso a cargos no legislativo e para aumentar seus votos em regiões onde não eram bem votados.
In this work we present an analysis of the party switching phenomenon in Brazil. We try to understand how political parties use the switching party strategy to increase their resources in both parliamentary and electoral arenas. The focus of this work is to explain the role played by the switching parties strategy in the aggregated level without, however, losing sight of the costs and benefits of each switch for individual representatives. It is not my intention to affirm that the parliamentarians do not look to increase his chances of success when they move from one party to another; what I intend to show is that, if party migration occurs, it is because deputies realize the importance of the parties to his own objectives. More than that, which is claimed, is to show that the political parties are not victims of ultra-individualist parliamentarian, they act in the process and stimulate the switching party to increasing his resources.

Resumen
This thesis focuses on the Kosovo Albanian national movement between 1968 and 2008. Using a multi-layered approach, it analyses a) the factors that determined its political success, b) its continuous transformation and, above all, the internal dynamics of power competition, and c) the prevalence of the independence option in the early 1990s. A key feature of this research project is that it emphasises intra- Albanian struggles, elite competition and tensions over internal legitimacy and power to dominate and generate political identities. In other words, it depicts the way in which nationalism is contested within a national movement that seeks independence. As regards the political success of Kosovo Albanian nationalism, the thesis has demonstrated that although the latter has been fragmented, especially during the war, external intervention was essential in the removal of the Serbian/Yugoslav control and, later on, in achieving independence. It not only proved to be a determining factor in the achievement of Kosovo’s independence, but also played an essential role in sustaining a minimal consensus within the deeply fragmented nationalist movement. Regarding the issue of the internal dynamics of contention and power-struggles and ideological and political transformations of the nationalist movement, the findings suggest that the Kosovo Albanian nationalist movement has constantly been an arena of struggle for competing groups/organisations and political stances. Such power struggles in turn led to the bifurcation, trifurcation or even total fragmentation of the movement, with various groups and parties standing at opposite ends of the spectrum of political and nationalist demands. The thesis contends that the internal power struggle intensified in the aftermath of critical junctures that provided new opportunities (such as audiences) and constraints for the competing parties/groups. These ‘episodes of contention’ in turn resulted in the fundamental transformation and the restructuring of the power relations within the Kosovo Albanian nationalist arena and political field and, consequently, of the political demands and ideological orientation of the movement. The thesis adopts the institutionalist approach to explain the predominance of the independence option. While examining the role of political institutions in structuring political life and forging a new political identity, it argues that the project of an independent Kosovo is tightly linked to, and even stems from, the existence of Kosovo’s quasi-republican status in Yugoslavia. In other words, the existence of separate Kosovan cultural and political institutions during the period of autonomy was crucial in the process of the emergence of independence-oriented elites. Finally, as regards the contribution of this thesis to the wider scholarly work on nationalism, it reinforces the necessity of shifting the focus from the political success of nationalism to its sociological development and the properties of political and social interactions that define the emergence of factionalism and competing political stances. Most importantly, this thesis has shown that even in cases of apparent ethnic homogenisation and cemented inter-ethnic distance, internal dissent and strife is inevitable as groups and individuals strive for power and domination.

This thesis explores the interplay between digital social movements and political parties on social media. The overarching aim of the thesis is to contribute to the understanding of how the digitalization of the electoral arena has transformed social movements, and how this affects the political parties' perceptions of them. The theoretical framework consists of three analytical lenses to conceptualize this interplay, these are George and Leidner’s (2019) categorization and classification of digital activism, Gunnar Sjöblom’s (1968) theory on partystrategies in a multiparty system, and Anne Kaun’s (2017) concept desynchronization. Acombination of methods is used, including network analysis and interviews, to explore this interplay. The results of the study indicate that there is a desynchronization in the practices of digital social movements and Swedish political parties.

Resumen
The main purpose of this paper is to understand if an equal descriptive representation of women and men in Örebro and Västerås city councils results in equal participation in political debates. The papers purpose is also to study if women in Örebro and Västerås city councils engage in debates more frequently when questions concerning welfare are debated. According to some theories and previous research women in politics tend to participate less than men in debates on the political arena. Previous studies made in the 1980s suggests that women although in quite high numbers in city councils were relatively silent compared to men. Other theories suggests that women representation needs to reach a critical mass to have an impact on womens participation. There is also previous research that suggests that women in an higher degree than men participate in debates concerning welfare questions. Our aim is to apply this on our two cases, which are Örebro city council and Västerås city council. In order for us to do this we collected 3 time reports from previous meetings of each council and calculated the time the women and the men participated during the meetings to see if gender played a role in the participacion. For the second part of the study we observed two video recordings of council meetings, one from each council in order to determine if women according to the theories participated in greater numbers when welfare questions were discussed. Our result is that women and men according to our samples and variables generally participates in an equal degree during the council meetings. Small variations are to be found but in general the differences are insignificant in this paper. On the question if women participated in greater number than men when welfare questions were debated we can not agree with the theories because the men participated more in Örebro, and almost equally as much in Västerås when welfare questions were discussed.

With a long and complicated history with Turkey's EU relations began in 1963 with Ankara Agreement. Turkey has been engaged the full membership since 2005 but nevertheless it could not have achieved results during the negotiations. Behind the slow pace of Turkey's membership, many political and cultural barriers can be shown. The events showed that reveals Turkey cannot be an EU member as soon as possible. This case may cause the Turkey have different pursuits in the political world arena. Turkey moved away from the EU, it can be motivated to participate in different political and economic union at the same time. Because, the world is constantly changing in terms of economic and political conditions and Turkey is hard to question the position in these new conditions. Founded in 2015 Eurasian Union has similar cultural and historical heritage alongside the geographical closely EAEU with Turkey. This common history may create opportunities for both sides. In this study, economic, social and political relations between Turkey and the EAEU countries are briefly discussed. Datas about this issue were gathered by Eurostat, europa.eu, wto.org and eurasiancommission.org etc. official data sources. The findings were compared with similar indicators between Turkey and the EU. So the EAEU is evaluated likely to be an alternative political and economic union to Turkey. Such a vision changes in Turkey will revise its economic and political stability of the region. This paper may contribute to further studies by providing a solid base.

Resumen
Political dynamics in the European Union since 2015 have been strongly marked by the refugee or migrant crisis which has polarized the political arena and triggered an intense political debate which has produced various theses on the causes, nature and consequences of this crisis. In this contribution we substantiate the need for a new approach to modeling of migrations and present the state of our research and development of an international migrations flow model focused on the Balkans. The approach used represents the integration of knowledge and findings from the social sciences and natural sciences which in our view represents an optimal framework for understanding migration processes. We argue that complex social phenomena, such as migration, are in themselves interdisciplinary problems, requiring a multidisciplinary approach and the integration of all relevant influencing factors in the decisions of migrants. This approach will allow modeling of migration flows based on a realistic geopolitical model and the modeling of decisionmaking processes of individuals and groups in migration processes.

The geopolitics position of the Central Asian Countries place them in the centre of conflicting powers; that is to say, on the one hand they are providing energy to Europe and USA, and on the other hand they are next to China, which has the highest and growing demand for energy consumption. In political arena, China accordingly seeks to prevent the independence of East Turkistan, which has historical links to Turkistan (West) in Russia. In this regard, we examine the energy policies and trade between states, and we particularly focus on the gas and oil pipelines from said countries to Europe. We also examine the demand from Caucasian and the Central Asian Countries by European, and Pacific Countries and, as well as, the USA. Correspondingly, we discuss the political conflicts upon the energy investments, and mainly concentrate on the investments in Central Asian and Commonwealth of Independent States (“CIS”), and the political risks and legal disputes relating to foreign energy investment and stability implications in this regard.

This article provides a detailed review of bilateral strategic relations between the Republic of Uzbekistan and the Republic of Korea in the political, economic, trade, cultural and humanitarian spheres. The purpose of this study is to determine the most important areas of bilateral cooperation between countries in the near future, as well as to identify new topical areas of cooperation, taking into account modern realities in the international arena. Based on the results of the work, the author gives recommendations regarding the intensification of bilateral relations, identifying promising areas of cooperation between the countries.

In the last quarter of the century, there has been a steady increase in the number and scope of organizations operating under the so-called third sector. These organizations implement a wide range of activities, from social services to recreational activities, from political pressure groups to groups that promote art or history. Foundations and associations are an important arena of social, economic and political activity, alongside the state and the private sector, they feature an increasingly important role in today's world. European public funds provide a plentiful supply of financing for these activities. It has been shown that European funds change the statutory objectives of foundations and associations as public funds determine their operational priorities and directions of development. Active civil society supports the creative processes of social capital, and the most important function of NGOs is precise to strengthen social capital. Participation in NGOs is a determinant of civic maturity for citizens. On the other hand, due to the active participation of citizens in such organizations, societies have changed. This is the reason why the direction of the third sector development and the phenomena of its growth is so crucial for every European State.

This research explores the argument that developing countries (DC) need effective and good quality C&IT policies as a strategy for socio-economic growth. It focuses on Venezuela and attempts to gain an understanding of the current and potential impact of national C&IT policies and strategies in the C&IT diffusion process and globalisation arena. It is suggested that a shift is needed towards a wider concept of policy design. The traditional design reflects a rather ‘prescriptive’ approach, while I propose that a ‘participatory’ approach, which encompasses social, political, technical, ethical and other issues, is both necessary and desirable for effective policies to exist. A multiple perspective interpretative methodology is used in order to understand the complexities of effective C&IT policies in Venezuela to attract C&IT investment and achieve socio-economic growth. Consequently, the study of C&IT policy is based on an approach that emphasises a multiple level of analysis encompassing the levels of the individual, society, organisation, and technology.

It has been over 20 years since the Soviet Union collapsed. Despite that the post-Soviet countries were not able to build strong economic structure, which would be competitive in the international arena. They failed to implement the economic integration among themselves using communication that they had during the Soviet Union time. There have been various attempts to change the situation, but efforts were not successful due to various obstacles. Among these obstacles take place the influence of America, Russia and China, which are considered as great powers and which are pay great attention to Central Asia. This issue attracts attention due to the fact that the problems associated with the integration of the Central Asian countries still exists and that any integration process in the region does not achieve success without the involvement of other external forces. In this paper basic information about the integration processes between the Central Asian countries and their results will be analyzed. In addition, the attitudes of the Central Asian countries towards integration as well as economic and political influence of the great powers to the integration processes in the region will be examined.

The model of political empowerment in building women's awareness of their political rights has been carried out in various places, but the application of the model of women's political empowerment in the conflict areas has not yet been maximized. This is due to the tradition of political education among women in the conflict has not been implemented. Cultural faktor that do not involve women's participation in the political aspect continue to this day, at least in Aceh. This study is an academic response to a number of phenomena that limit the involvement of women in filling seats in the legislature, both in the Regency and Province. This qualitative based on 5 informants to find information about women's political participation through observation, interviews and participants. Based on the field study, it was found that 20 women who fail to be members of the legislature because do not understanding the political procedures in accordance with the regulations in the conflict area. No special academic participation has been found in empowering women's politics. Not yet found the participation of ulama in empowering women's politics in conflict areas, especially Aceh. According to the author's analysis, this is an important skill to increase women's political awareness in conflict areas. The results of this study can be used by all parties who are interested in increasing women's political participation in conflict areas.

The long-term impacts of global upheaval unleashed by Covid-19 on economic, political, social configurations, trade, everyday life in general, and broader planetary sustainability issues are still unfolding and a full assessment will take some time. However, in the short term, the disruptive effects of the pandemic on health, education, and behaviors and on science and education have already manifested themselves profoundly – and the chemistry arena is also deeply affected. There will be ramifications for many facets of chemistry’s ambit, including how it repositions itself and how it is taught, researched, practiced, and resourced within the rapidly shifting post-Covid-19 contexts. The implications for chemistry are discussed hereunder three broad headings, relating to trends (a) within the field of knowledge transfer; (b) in knowledge application and translational research; and (c) affecting academic/professional life.

Despite global recognition of the urgency of climate action and the need to transition to a low-carbon economy, greenhouse gas emissions continue to rise, and adaptation needs remain urgent. For a number of years, there have been calls for greater attention to political economy in tackling climate change and development outcomes. The political economy analysis is important as it can be used to assess the factors that may enable or constrain the implementation of climate change policies and actions and sustain political commitment. A framework can guide the process of political economy analysis, identifying relevant stakeholders, their incentives and motives, and other structural factors. This rapid review summarises several such frameworks specifically aimed at climate governance issues developed in recent years, some of these also include useful guidance and steps on the implementation of the framework. The review focuses strictly on the literature around political economy analyses in relation to climate change. It does not explore the history of and rationale for political economy analysis in development in general, nor the accompanying frameworks or operational How-To guides. Another K4D helpdesk by Lucas (2019) looking at what factors affect the political will of African governments to address climate change highlights a number of political economy frameworks that may also be useful to draw on.

Violent conflicts and crime have reached new heights in Nigeria, as cases of kidnapping, armed banditry, and communal unrests continue to tear at the core of the ethnoreligious divides in the country. Southern Kaduna has witnessed a virulent spree of communal unrest in northern Nigeria over the last decade due to its polarized politics and power differentials between the various groups in the area, particularly the Christians and Muslims, who are almost evenly split. In response to their experiences of violence, the people of that region have also shown incredible resilience and grit in transforming their stress and suffering. This policy note focuses on the transformative practices of the Fulani and other ethnic communities in southern Kaduna in terms of how they problem-solve deep-seated socio-political rivalries and violent relations by working through their shared identity, history, and cultures of peace. The note explores how peace practitioners and donor agencies could consolidate local practices of sustaining peace as complementary or alternative resources to the state’s liberal system.

The article examines the problem of the image formation of Ukraine in the international arena in the historical journalism of Timothy Snyder. The subject of the research is the historical context in the journalistic collection «Ukrainian History, Russian Politics, European Future». It identifies the main considerations of the author on the past of Russian-Ukrainian relations and the need to develop historical consciousness in the fight against Russian manipulation. Methodology: the comparative, historical, system analysis and other methods are used in the process of scientific research. The results of the study were obtained by analysing the author’s journalistic works and by considering the main historical themes raised by Timothy Snyder. Main results: The historical context in Timothy Snyder’s journalism is often focused on the Holodomor and the events of World War II. After all, these events are connected with the beginning of the image formation of the Ukrainian people as supporters of Nazism by the Russian authorities and the devaluation of the Ukrainians’ contribution to the establishment of peace during the Second World War. It is determined that the non-reflective attitude to history, the inability to draw parallels between the events of the past and the future leads to an ineffective response to manipulation and propaganda, which can threaten world peace. Conclusions: the realization that Russian aggression against Ukraine has its own history is a necessary aspect in the elucidation of this issue. The Eurasian Union and cooperation with the European far-right are Russian propaganda tools that discredit the Ukrainian state in the world community. Publicist Timothy Snyder points out that Europe’s future interconnects with the past, so he emphasizes the need to study and rethink history, which today has become the object of propaganda and manipulation. Significance: The results of our study will help journalists who study the historical aspect of journalistic materials and research foreign materials on Ukrainian issues. In addition, our research is necessary for Ukraine, because Russia’s aggression continues, as well as the aggressor’s propaganda, which is based on the distortion and falsification of historical events.

The IDB has been a predominant partner supporting Haiti development efforts for many years. Nowadays, the IDB is the main source of investment for the country. Considering the vital weight of road transport sector in the socio-economy of the country, the IDB has concentrated a large part of investment efforts in rehabilitating and improving national road infrastructures. In the same time, a rapid increase of motorization and relatively higher speeds have contributed to increasing the number of traffic fatalities and injuries. In 2017, road injuries were the fifth cause of mortality in Haiti. The Road Safety situation of the country is preoccupying with many Vulnerable Road Users involved, in particular pedestrians and motorcyclists. The country is facing multi-sector challenges to address this Road Safety situation. Despite recent efforts, high political will has not been continuous in promoting a multi-sector coordination and the success of technical efforts remained mitigated over the last years. Road user awareness is still weak in the country. Risk factors include dangerous driving, bad safety conditions of vehicles, together with limited law enforcement and poor maintenance of safety devices on the roads. In this context, the Road Safety situation of the country may be getting worse in the coming years if no action is taken. However, the new Decade provides with a unique opportunity to achieve Sustainable Development Goals (SDGs) including significant progress in reducing the burden of traffic crashes. The IDB has already initiated vital investments in modernizing crash data collection, promoting institutional dialogue and supporting capacity building in the area of Road Safety. Future actions to address Road Safety challenges in Haiti in the framework of the five UN five pillars would require a range of investments in the area of political commitment, institutional coordination and technical efforts. A change of political paradigm from making roads for travelling faster to making roads safer for all users is highly needed at national level. This technical note on Road Safety in Haiti present the current situation of the country and provides with recommendations for future actions on Road Safety.
