Resumen
This article looks ethnographically at the cocaine trade in and through Bissau, Guinea-Bissau. It clarifies some of the less obvious aspects of illegal cross-border trade and ties the minor flow of drugs, often trafficked by the desperate and disenfranchised, to larger global dynamics. While international media and commentators alike frequently depict transnational organized crime as a pathogen attacking the healthy global order, a closer look at the Bissau cocaine trade clarifies that the trade is neither external nor parasitical but integral to it. The trade’s grasp of Bissau is anchored in enduring critical circumstance, stretching from the social to the political, and displays several ironic feedback loops and interdependencies linking misfortune in time and space. The article thus shows how negative conditions may travel and circulate in a manner that ramifies vulnerability across economic and political borders.

The conflict between pregnant women freely using cocaine and the well-being of fetuses presents a difficult social problem. Since 1985, at least 200 women, in thirty states, have been criminally prosecuted for using illicit drugs or alcohol during pregnancy. Such policies enjoy considerable public and political support. Nonetheless, treatment programs that include referral to law enforcement officials raise serious ethical and legal issues for hospitals and health care providers. In this paper, we assess the development of one medical university's controversial treatment program for pregnant women addicted to cocaine.In October 1989, the Medical University of South Carolina (MUSC) instituted a new program, called the Interagency Policy on Management of Substance Abuse During Pregnancy (Interagency Policy), designed “to ensure appropriate management of patients abusing illegal drugs during pregnancy.” This program required some pregnant women to seek drug counseling and prenatal care under the threat of criminal sanctions.

Resumen
Polttical Conflicts between Bolivia and its peasantry over the production and distribution of the coca leaf during the 1980s is the focus of this essay. The first section describes several of Bolivia's comparative disadvantages (among Andean producer nations) for waging effective coca leaf control programs. Following is an analysis of the interplay and results of specific statepeasant conflicts during the 1982-1988 period of civilian democratic rule. To give a Bolivian contextual backdrop to these conflicts, aspects of the national political culture which shape the terms and conditions of the struggle over controversial drug-related issues are explained. A final section presents a brief analysis of the Chapare region's prospects for a successful coca leaf eradication program.Explanations for the Bolivian government's ineffectual campaign against the coca leaf and cocaine industry range from its status as a weak state to its fragile and deteriorating economy (Healy, 1986). Bolivia's political system holds the world record for changes in government by way of the coup d'etat.

Cocaine is an alkaloid obtained from the leaves of the coca plant, Erythroxylum coca. Cocaine sulfate, a brown paste, is obtained from coca leaves and from this, cocaine hydrochloride, a white substance, soluble in water and with a bitter taste that may be in the form of white crystals or powder. From cocaine hydrochloride crack is obtained by heating, a more purified form and with greater power of intoxication and addiction. Once in the organism, cocaine behaves like an indirect sympathomimetic amine and produces a blockade of the presynaptic reuptake of dopamine, adrenaline, noradrenaline and serotonin, thus increasing their levels. At the cardiovascular level cocaine is responsible for malignant arrhythmias, sometimes responsible for sudden death. Other symptoms that can occur are aortic dissection, arterial hypertension and coronary vasoconstriction able to trigger an acute myocardial infarction. The authors present a case of sudden cardiac death due to cocaine intoxication in a young male without any cardiac risk factors. The autopsy, together with the results of the complementary tests, indicate that the most probable death mechanism has been a cardiogenic shock secondary to extensive myocardial necrosis due to cocaine intoxication.

This thesis aims to investigate and deconstruct the relationship between the narcotic, its narrative, and western modernity. To reveal the relationship, this thesis argues that it is possible to understand the philosophical, political, cultural and ethical dimensions of western modernity through the ulterior lens of the narcotic. As such, this thesis investigates western modernity's relationship to (a) cocaine as a specific narcotic, and (b) the concept of the narcotic with all its attendant connotations of addictions, illegitimacy, transgression, illegality, and so on. Accordingly, the thesis is both interpretive of the historical narrative of the narcotic of cocaine, and generative in its deconstruction of the relationship between western modernity and the concept of the narcotic. The deconstruction of this relationship ultimately reveals both prior narratives not as oppositional, but as supplementary. This has radical consequences for the manner in which we engage with narcotic use and the user - if the narcotic is supplement to the logic of western modernity, at each attempt to expel the use and user of the narcotic, rather then create difference, we self implicate ourselves in that expulsion and distance. To seek a new and more just means of dealing with the concept of the narcotic, and its use, therefore requires a new epistemological framework which can at once contemplate both narratives at the same time. To this end, the thesis suggests the use of critical complexity theory as one such methodological tool, if supplemented by the thoughts and strategies of Derridian deconstruction and Foucauldian discourse analysis.

The main purpose of the research described in this dissertation was to evaluate various aspects of cocaine in pharmacokinetics and pharmacodynamics including: physiologically based-pharmacokinetics modeling; the influence of ethanol on cocaine disposition. Further, cocaine and cocaethylene (CE) were compared using pharmacokinetic-pharmacodynamic (PK-PD) models. Lastly, PK-PD models after cocaine and a combination of cocaine and ethanol dose were developed. Cocaine was administered by iv with or without ethanol in rats. CE was formed only in the group of rats given cocaine in the presence of ethanol. The extent of benzoylecgonine formation from cocaine significantly suppressed in the presence of ethanol. There were no statistical differences in cocaine disposition kinetics following iv cocaine dose in the presence or absence of ethanol. The PB-PK model was developed to describe cocaine disposition in the rat, dog, monkey and ultimately for scaling to humans using information developed in animals. The model gave a good prediction of tissue concentration-time profiles in animals. The prediction of the plasma concentration-time data in humans was poor when using the same tissue-to-blood-partition coefficients (R) obtained in rats. However, an excellent prediction was obtained after R was adjusted for differences in the apparent volume of distribution at steady state (rat vs. humans). The PK-PD model for cocaine or CE was developed by analyzing literature data. CE appears to be less potent in producing euphorigenic effects and equipotent to cocaine in producing physiological effects (e.g., cardiovascular function). The sigmoid Emax model was selected to describe the relationship between the physiological and euphorigenic effects produced by cocaine, ethanol and CE and their respective concentrations in the effect compartment. This model gave a good prediction for those effects. It appears that increased heart rate and "cocaine high" after a combination dose of cocaine and ethanol compared to cocaine alone was due to both the increase in cocaine concentration and the CE formed following ethanol exposure. Similarly, increased effect of "any high" or "good effect" after a combined dose appears to be due to cocaine (in the presence of ethanol), ethanol and CE formed in the presence of cocaine and ethanol.

Addiction is a complex social phenomenon resulting from psychological and physiological dependence. The aim of the study was to create a clinical impression of the lived experiences of cocaine dependents. A transcendental phenomenological approach was used to elicit the essence of addiction as experienced by the participants. Theoretical sampling ensured relevant participants were selected through haphazard sampling procedures. Data was collected through the use of biographical questionnaires and individual, semi-structured interviews with three cocaine dependents. Data was processed according to the four phenomenological principles epoche, phenomenological reduction, imaginative variation and synthesis using Tesch’s eight steps. The essence of cocaine dependency is contained in the psychological experiences of the drug which define and perpetuate that addiction. The psychological addiction develops prior to physical dependence resulting in an entrenched addiction before treatment is sought by the cocaine dependents.

L’objectif de cette thèse est d’explorer plusieurs phénomènes liés à la migration en prenant en considération différents aspects de la réalité économique contemporaine : l’importance du secteur non-échangeable, l’asymétrie entre les flux migratoires et les flux des investissements, ainsi que les problèmes persistants entre différentes communautés ethniques. Dans le premier chapitre introductif, nous explorons la littérature sur la politique économique de l’immigration et nous étudions les différentes voies par lesquelles les immigrés peuvent affecter le bien-être des résidents domestiques. Dans la deuxième partie, nous développons un cadre théorique afin d’analyser les effets de l’immigration sur le bien-être individuel dans une petite économie ouverte avec le secteur non-échangeable. Nos résultats expliquent pourquoi les résidents domestiques sont généralement opposés à l’immigration peu qualifiée et favorisent l’influx des immigrés hautement qualifiés. Dans le chapitre trois, nous faisons une extension du modèle élaboré dans le chapitre deux, en prenant en compte les flux internationaux du capital. D’abord nous cherchons à décrire le lien entre la migration peu et hautement qualifiée et les investissements directs à l’étranger. Puis, nous analysons le changement dans les attitudes envers l’immigration suite à l’introduction de la mobilité internationale du capital. Dans le quatrième chapitre, nous démontrons comment la diversité ethnique peut affecter les intentions d’émigrer. Nous traitons le cas de la Lettonie où les minorités ethniques constituent 40% de la population. Nous pouvons constater que les individus appartenant aux minorités ethniques sont plus probables d’émigrer et que cette probabilité augmente avec le revenu. Les individus appartenant à la majorité ethnique, au contraire, sont plus probables d’émigrer si leurs revenus sont plus bas
The objective of this thesis is to contribute to a better understanding of migration-related economic issues in the world today. We concentrate both on immigration and emigration and at various stages of our work address all three parties involved in migration process : people hosting immigrants, people left behind and the migrants themselves. We account for several important features of today’s rapidly globalising life : the importance of the non-traded sector, asymmetry between capital and labour flows, and persisting problems between ethnic communities. The first chapter in an overview of the political economy of immigration literature and addresses the multiple ways in which immigrants may affect natives’ welfare. In particular, we discuss the role of economic and non-economic arguments in shaping immigration attitudes and summarise main labour market and welfare-state effects of immigration. Chapter two develops open economy with a non-traded sector. Our finding provide additional understanding of why native population is generally opposed to low-skilled immigrants and favouring high-skilled foreign workers. The third chapter extends the model developed in chapter two to accommodate internationally mobile capital. First, we investigate whether immigration of high-skilled and low-skilled labour leads to positive or negative FDI. Then, we find out how would immigration attitudes change if a country allows international capital movements. Chapter four investigates how ethnic diversity at home may influence emigration intentions of an individual. We explore the case of Latvia where ethnic minorities constitute 40% of the population. We find that ethnic minorities are more likely to emigrate and are positively self-selected on the basis of income, while the opposite is true for ethnic majority population

ENGLISH ABSTRACT: This research study aims to approach illicit market activity, particularly transnational organ-ised crime, from a political-economy point of view. The study of illicit market activity is characterised by various and often ambiguous concepts and approaches. The benefits of a political-economy approach include the provision of an alternative view of the illicit, combin-ing aspects from these various approaches. The study of the Global Political Economy (GPE) examines the relationship between authority, mostly in the form of states, and markets. This thesis looks at the relationship between the state and illicit markets. It does so by using the concept Illicit Global Political Economy (IGPE), which is defined as concerning the social, political and economic arrangements affecting the global systems of illicit production, ex-change and distribution, and the mix of values reflected therein. States, illicit markets and criminal actors are considered here as interdependent and interrelated parts of the IGPE spe-cifically, and the overall GPE. Within this relationship several „roles‟ of the state are identi-fied: the state as a creator and regulator of the illicit, through its legislative and executive au-thorities; the state as a locale of the illicit, as home, host, transhipment or service state for transnational criminal activities; the state as a victim of the illicit, for example, through the inherent nature of crime denying the state´s jurisdiction over its territory and also through the use of violence or corruption by criminals; and the state as a facilitator for illicit activity, meaning that certain characteristics of states can enable illicit activity. This thesis is primarily concerned with the last role of the state. It is argued that certain characteristics of states, par-ticularly weak and transitional states, enable the state´s exploitation by criminal actors. In the framework provided by Phil Williams (2002) seven of these characteristics are referred to as capacity gaps, which can result in functional holes, possibly enabling illicit activity. The pri-mary research question of this thesis is, consequently: Is the role of the state as a facilitator in the IGPE enabled by the existence of capacity gaps and functional holes? The West African state of Guinea-Bissau has been chosen as a case study for its role as a transhipment state in the global cocaine trade. In the first part of the analytical process of this thesis, the global cocaine trade and its historical development are described and analysed for the social, political and economic arrangements affecting it. This highlights the im-portance of taking into account these arrangements for a full understanding of the illicit. Addi-tionally, an analysis of the political-economy of Guinea-Bissau provides the necessary back-ground for understanding the second part of this thesis´ approach. Here, the state of Guinea-Bissau is examined firstly for the existence of capacity gaps and functional holes. If they are found to exist, whether and how they are being used by cocaine traffickers is examined. It was found that six out of seven capacity gaps exist in Guinea-Bissau, most of which are being used by the cocaine traffickers. The involvement of the military in the drug trade in combina-tion with its apparent extra-judicial standing is found to be of particular importance for the cocaine traffickers. This analysis allows for the research question to be answered positively. Moreover, the thesis can be considered to generally affirm the usefulness of a political-economy approach to analysing the illicit and affirms specifically the usefulness of the con-cept of the IGPE.
AFRIKAANSE OPSOMMING: Hierdie navorsingstudie poog om onwettige markaktiwiteite, spesifiek transnasionale georganiseerde misdaad, uit 'n politiek-ekonomiese standpunt te benader. Die studie van die onwettige word gekarakteriseer deur verskeie en dikwels dubbelsinnige konsepte en benaderings. Resumen
The cocoa sector has, historically, been the backbone of the Ghanaian economy. Many households depend directly on the cocoa sector for livelihoods, and aspects of the cocoa industry, such as input supplies to farmers and cocoa pricing, have historically featured prominently in national and local politics. This paper examines the basic underlying political economy dynamics of the cocoa value chain, with particular focus on how the interests, powers and interactions of various actors along the value chain have contributed to agricultural commercialisation in Ghana. The paper also explores the challenges affecting the cocoa value chain, social difference within the chain, and how various segments of the cocoa value chain have been affected by the COVID-19 pandemic in Ghana since March 2020.

Resumen
The article analyzes the media discourse around the figure of Oriana Fallachi and her journalistic work during 2017-2020. The actual media image of the figure of Fallachi is highlighted, examples of positive and negative statements are given. It is substantiated why her journalism should be researched in various ways, taking into account other aspects of her work that are not related to Islamophobia. The subject of the study is critical texts in modern foreign media dedicated to the author’s work. The objective of the study is to outline the media discourse around the figure of Oriana Fallaci and her journalism during 2017-2020. The methodology. The following methods have been used in the process of scientific research: historical, comparative, systems analysis, content synthesis, and others. The main results. In total, we have analyzed eight materials in foreign publications, published over the past 3 years, as well as the two most famous biographies of Oriana Fallaci. Some of the most recent reviewed texts have been published in the last few months, reflecting the interest in the author’s journalism, her writing, and reporting. Therefore, we see the need for further tracking and analysis of this body of texts. Conclusions. Critics of Fallaci express polar views that are not all negative. Authors re­commend quite cautiously her texts for reading, emphasizing their positive aspects. Both Fallaci’s biographies are also not entirely complementary: some aspects of her work are glorified, others are condemned. We managed to find general tendencies in the criticism of Oriana Fallaci’s journalism. These include accusations of xenophobia and Islamophobia, uncompromisingness, lack of political correctness, and moral value. The authors emphasize, at the same time, the openness and directness that bribe the reader, patriotism and honesty, strength of spirit and firmness of position. Significance of the research. The analysis of the latest criticism reveals what kind of media image Fallachi’s figure has today, and gives the possibility to research it for demonization and one-sided coverage. This is important not only for thorough research of the author’s work but also for understanding how the modern world perceives journalism, which is contrary to the generally accepted principles of political correctness, journalistic ethics, and humanity.

Resumen
This paper poses a different lens on informal social protection (ISP). ISP is generally understood as practices of livelihood support among individuals. While studies have explored the social dynamics of such, they rarely do so beyond the conceptual space of informalities and poverty. For instance, they discuss aspects of inclusion, incentives and disincentives, efficiency and adequacy. This provides important insights on whether and to what extent these practices provide livelihood support and for whom. However, doing so in part disregards the socio-political context within which support practices take place. This paper therefore introduces the lens of between-group inequality through the Black Tax narrative. It draws on unique mixed method data of 205 personal support networks of Namibian adults. The results show how understanding these practices beyond the lens of informal social protection can provide important insights on how economic inequality resonates in support relationships, which in turn can play a part in reproducing the inequalities to which they respond.

Based on the proposal by the European Council, more than 25 heads of state and the World Health Organization (WHO) support development of an international treaty on pandemics, that planned to be negotiated under the auspices of WHO, will be presented to the World Health Assembly in May 2021. Given that the treaty alone is not enough to ensure compliance, triggers for a high-level political response is required. To this end, to inform the design of a support system, we explored institutional mechanismsi with a mandate to review compliance with key international agreements in their signatory countries and conduct independent country investigations in a manner that manages sovereign considerations. Based on our review, there is no single global mechanism that could serve as a model in its own right. There is, however, potential to combine aspects of existing mechanisms to support a strong, enforceable treaty. These aspects include: • Periodic review - based on the model of human rights treaties, with independent experts as the authorized monitoring body to ensure the independence. If made obligatory, the review could support compliance with the treaty. • On-site investigations - based on the model by the Committee on Prevention of Torture according to which visits cannot be blocked by state parties. • Non-negotiable design principles - including accountability; independence; transparency and data sharing; speed; emphasis on capabilities; and incentives. • Technical support - WHO can provide countries with technical assistance, tools, monitoring, and assessment to enhance emergency preparedness and response.

Resumen
The purpose of this review is to assist FCDO in understanding the evidence of impact and any valuable lessons regarding the effect equitable quality education can have on ‘open society’. The search revealed that there is a considerable volume of evidence which focuses on education’s ability to reduce poverty, increase economic growth, boost employability and achieve better health outcomes. There is less which focuses on the aspects of ‘open society’ as defined in this paper. The scope of this review was narrowed to focus upon areas of the ‘open society’ definition where the most evidence does exist, given the timeframe for the review. The scope was narrowed to focus on: democracy, civic engagement, and social cohesion. The review of the literature found strong evidence that equitable quality education can have a range of positive impacts on democracy (specifically, its institutions and processes), civic engagement and social cohesion. There is a considerable body of evidence which indicates that there is a correlation between equitable quality education and benefits to societies (more peaceful, higher levels of trust, greater participation in politics, etc). However, there was no clear evidence that investment in equitable quality education directly leads to positive societal outcomes. This is because there are so many other factors to account for in attempting to prove causation. The lack of rigorous studies which attempt to attribute causation demonstrates a clear evidence gap. It is important to note that education systems themselves are politicised and cannot be divorced from the political process. The extent to which education can impact positively on open society depends a great deal on the value education has within the political system in which it is operating.

In this article considered Journalistic and editorial activity of Volodymyr Lenika (14.06.1922–02.11.2005) – one of the leading figures of Ukrainian emigration in Germany. First outlined basic landmarks of his life and creation. Journalistic and editorial activity of Volodymyr Lenik was during to forty years out of Ukraine. In the conditions of emigration politically zaangazhovani Ukrainians counted on temporality of the stay abroad and prepared to transference of the created charts and instituciy on native lands. It was or by not main part of conception of liberation revolution of elaborate OUN under the direction of Stepan Banderi, and successfully incarnated in post-war years. Volodymyr Lenik, executing responsible commissions Organization, proved on a few directions of activity, which were organically combined with his journalistic and editorial work. As an editor he was promotorom of creation and realization of models of magazines «Avangard», «Krylati», «Znannia», «Freie Presse Korespondenz», newspapers «Shliakh peremogy». As a journalist Volodymyr Lenik left ponderable work, considerable part of which entered in two-volume edition «Ukrainians on strange land, or reporting, from long journeys». Subject of him newspaper-magazine publications directed on illumination of school, youth, student, cultural, scientific problems, organization and activity of emigrant structures, political fight of emigration, to dethronement of the antiukrainskikh Moscow diversions and provocations. Such variety of problematic of works of V. Lenika was directed in the river-bed of retaining of revolutionary temperament in the environment of diaspore, to bringing in of it to activity in public and political life. Problematic of him is systematized publicism and journalistic appearances, which was inferior realization of a few important tasks, namely to the fight for Ukrainian independence in new terms, cherishing and maintainance of national identity, counteraction hostile soviet propaganda. On an example headed Volodymyr Lenikom a magazine «Knowledge» some aspects are exposed him editorial trade.

The COVID-19 pandemic has created enormous challenges for national economies, livelihoods, and public services, including health systems. In January 2021, the World Health Organization proposed an international treaty on pandemics to strengthen the political commitment towards global pandemic preparedness, control, and response. The plan is to present a draft treaty to the World Health Assembly in May 2021. To inform the design of a support system for this treaty, we explored existing mechanisms for periodic reviews conducted either by peers or an external group as well as mechanisms for in-country investigations, conducted with or without country consent. Based on our review, we summarized key design principles requisite for review and investigation mechanisms and explain how these could be applied to pandemics preparedness, control, and response in global health. While there is no single global mechanism that could serve as a model in its own right, there is potential to combine aspects of existing mechanisms. A Universal Periodic Review design based on the model of human rights treaties with independent experts as the authorized monitoring body, if made obligatory, could support compliance with a new pandemic treaty. In terms of on-site investigations, the model by the Committee on Prevention of Torture could lend itself to treaty monitoring and outbreak investigations on short notice or unannounced. These mechanisms need to be put in place in accordance with several core interlinked design principles: compliance; accountability; independence; transparency and data sharing; speed; emphasis on capabilities; and incentives. The World Health Organization can incentivize and complement these efforts. It has an essential role in providing countries with technical support and tools to strengthen emergency preparedness and response capacities, including technical support for creating surveillance structures, integrating non-traditional data sources, creating data governance and data sharing standards, and conducting regular monitoring and assessment of preparedness and response capacities.

Spread across Brazil and attaining an unparalleled political force, therapeutic communities are as inescapable in the debate on drug policy as they are complex to define. Although they are not a Brazilian creation, they have been operating in that country for decades, and their dissemination intensified in the 1990s. In 2011, they were officially incorporated into Brazil's Psychosocial Care Network (Rede de Atenção Psicossocial, or RAPS). Since then, therapeutic communities have been at the center of public debates about their regulation; about how they should—or even if they should—be a part of the healthcare system; about the level of supervision to which they should be submitted; about their sources of funding, particularly whether or not they should have access to public funding; and, most importantly, about the quality of the services they offer and the many reports of rights violation that have been made public. However, a well-informed public debate can only flourish if the available information is based on sound evidence. The SSRC’s Drugs, Security and Democracy Program is concerned with the policy relevance of the research projects it supports, and the debate around therapeutic communities in Brazil points to a clear need for impartial research that addresses different cross-cutting aspects of this topic in its various dimensions: legal, regulatory, health, and observance of human rights, among others. It is in this context that we publish this working paper series on therapeutic communities in Brazil. The eight articles that compose this series offer a multidisciplinary view of the topic, expanding and deepening the existing literature and offering powerful contributions to a substantive analysis of therapeutic communities as instruments of public policy. Although they can be read separately, it is as a whole that the strength of the eight articles that make up this series becomes more evident. Even though they offer different perspectives, they are complementary works in—and already essential for—delineating and understanding the phenomenon of therapeutic communities in Brazil.
