Daniel Bethlehem’s proposed principles grapple bravely with the familiar tension between law and power, between the aspirational and the real, between states’ words and irreconcilable acts. His principles “are proposed with the intention of stimulating a wider debate on these issues.” With that invitation in mind, I offer this thought: while Bethlehem posits a need for objectivity—by which he appears to mean neutral principles indifferent to power disparities—his proposed principles nonetheless substitute the opinio juris of the powerful for the practice of all, and they aim to bridge a division among states that he supposes merely to be a division among publicists.

Resumen
The solution of new tasks facing the leaders of public administration at the present stage of development of the Ukrainian state requires an increase in the efficiency of public administration and public administration as one of the priorities based on the principles of democracy, nation and human-centrism. The relevance of the topic of updating the principles of leadership development in public administration is closely related to updating management mechanisms in the information society, changing the traditional paradigm of management, characterized by stability, control, competition, homogeneity, egocentrism and heroism to a new one, which is characterized by fluidity, delegation of power, cooperation, heterogeneity, social relevance and modesty. The new management paradigm, which is partially being introduced into public administration and public administration, increasingly requires the introduction of modern leadership principles, which are manifested through the assertion of moral values in the personality of a leader, his behavior models and reforming organizational structures. According to the author, such signs of leadership as delegation of power and cooperation in public administration determine the development of leadership through its consideration in conjunction with the principle of command. The purpose of the article is to reveal the essence of the priority principles of leadership in public management activities, revealing the state of the study of this issue in domestic and foreign literature. The author of the article focuses on the definition – principle, which is analyzed as the basis for any theory or teaching, explanations or guidelines for action, a person’s inner conviction; basic rule of conduct; features in the creation of something, etc. The article reveals the priority principles of leadership as a prerequisite for the formation of a successful personality, successful leadership qualities. The system of principles of leadership development in public administration activities consists of an innovative principle of leadership development; the principle of independence for the development of new rules and regulations; the principle of subsidiarity to ensure the implementation of powers to the bodies of representative power; the principle of socially responsible leadership to ensure ethical relations between subordinates and the leader; the principle of justice, which is a special value measure for maintaining a balance between legal and moral values; the principle of professional and psychological readiness for public administration activities; methodological principle of information and analytical support.

The hydrodynamic principles common to many wave power converters are reviewed via two representative systems. The first involves one or more floating bodies, and the second water oscillating in a fixed enclosure. It is shown that the prevailing basis is impedance matching and resonance, for which the typical analysis can be illustrated for a single buoy and for an oscillating water column. We then examine the mechanics of a more recent design involving a compact array of small buoys that are not resonated. Its theoretical potential is compared with that of a large buoy of equal volume. A simple theory is also given for a two-dimensional array of small buoys in well-separated rows parallel to a coast. The effects of coastline on a land-based oscillating water column are examined analytically. Possible benefits of moderate to large column sizes are explored. Strategies for broadening the frequency bandwidth of high efficiency by controlling the power-takeoff system are discussed.

This thesis presents a theoretical foundation and methodology for designing novel 4-coil high frequency coreless power transformers from first principles via lumped equivalent circuit models. The procedure is applied to construct a design for 100W transformer with an S21 parameter value of .96. Using MATLAB and LTspice, simulation tools have been developed to produce accurate predictions of inductance, resistance, coupling coefficients, and S21 parameter values for an ensemble of coil models. These theoretical calculations have been employed for spiral and cylindrical coils and have been validated with numerous constructed experimental designs. The utility uses a first principles approach and derives these calculations directly from the physical parameters and relative positions of the coils. Simulation outputs greatly aid the engineering task of designing an efficient coreless power transformer.

Resumen
The demand for high power proton beams is at an all time high. The global community has identified many applications ranging from spallation sources, material irradiation facilities and secondary beams factories to accelerator driven systems for energy production, transmutation of waste or production of tritium. The typical path to high power beams involves the use of a linac at least in the lower energy stages. For high intensity, high power operation, significant developments are needed particularly in the linac section and the front end of the machine. Consequently, this thesis brings original contributions in tackling several limiting aspects to do with two major pillars of high power operation in linacs: energy and intensity. One of the major decisions in any linac design concerns the choice of normal accelerating structures. The general aim of every designer is to find the optimal path to the final energy without compromising the beam quality or increasing excessively the structure complexity. In the absence of a much needed comparative assessment of accelerating cavities, this choice was often made based on available local expertise rather than solid reasoning. This problem is tackled at length in two chapters of this thesis in which a framework is created for a methodical examination of available structures. The result is the first systematic analysis of normal conducting structures for proton acceleration which includes beam dynamics, electromagnetic, mechanical, thermal and vacuum aspects of cavity design. On the intensity side, several innovative developments have arisen through involvement in the Front End Test Stand Project (FETS) and the ISIS linac upgrade efforts. Beam dynamics studies for the Medium Energy Beam Transport line (MEBT) of FETS, as well as an analysis of several other MEBT designs for existing international projects, highlighted the difficulty in reducing beam loss and emittance growth in high current MEBT lines incorporating beam choppers. Through end-to-end tracking studies, it was shown that the initial beam quality produced in the MEBT will heavily influence the emittance evolution, halo development and beam loss in subsequent structures. As a result, a novel distributed MEBT design is proposed as an alternative, allowing better matching and chopping as well as higher intensity, lossless operation. Further downstream, the beam quality is not only affected by initial mismatch and MEBT beam quality, but by the choice of operating points as well. Theoretical work developed over the last two decades indicate that safe tunes outside conventional equipartitioning limits can be found, but the lack of experimental verification remains a problem. This problem was tackled through an experimental campaign at J-PARC, where for the first time emittance exchange driven by the kz/kt = 2 resonance was measured in a linac with emittance ratios close to 1. Finally, these principles are applied to the design of a future upgrade of the ISIS linac. Three linac options have been developed accelerating the beam to 100, 180 and 800 MeV opening the possibility of MW-level operation in ISIS.

The growth of renewable generation (and wind generation in particular) in distribution networks is leading to the development of Active Network Management (ANM) strategies and solutions. ANM systems aim to increase the capacity of renewable and distributed generation that can connect to power networks. One such ANM strategy is generation curtailment where distributed generation is given a non-firm connection under which the network operator instructs the generator to reduce its power output under specified conditions and this is practically achieved through the implementation of automatic controls in the ANM system. The rules which define the method of curtailment are often referred to as Principles of Access (PoA). The UK is currently at the forefront of ANM research and there are a number of full scale trials in Orkney [1], Shetland [2] and Cambridgeshire [3]. All of these schemes will apply PoA for curtailment of wind generators. There has been little research undertaken to date on alternative PoA for non-firm wind generation other than those implemented in these trial schemes. This research performs a qualitative analysis of PoA using industry recognised assessment criteria, and a quantitative analysis of PoA using an Optimal Power Flow (OPF) method. Business models present a means of recovering the costs of ANM and compares this to the cost of traditional methods of network reinforcement. Alternative PoA can have a significant impact on the capacity factor of generators and a PoA which implements a market system is found to deliver the best result for both network and generator. Alternatively, PoA which distribute curtailment more evenly across generators such as Pro Rata provide an increase in capacity factor for generators lower in the priority stack under a LIFO arrangement.

Most large enterprises are facing numerous challenges concerning their information systems, IS, and information and communication technology, ICT. Today, many enterprises employ a considerable number of applications that often have redundant functionality. There is also a large diversification in the ICT products and technologies employed. Further, integration costs are a major issue in almost all acquisition projects and many enterprises experience a lack of data quality and information security. The list of IS/ICT management challenges can be made much longer. At most enterprises, IS/ICT decisions are made by autonomous business units. In order to change the situation described above and build a more cost-effective IS/ICT environment, all business units need to make consistent IS/ICT decisions. Distributed and consistent decisions can only be made if the decision maker knows which decisions to make and why he/she needs to make them. The latter can be described by the target architecture for the whole enterprise IS/ICT, the information needed to conduct the business and its relationship to the business processes and business organization together with the benefits that the target architecture provides to the business. Which decisions to make are formulated into architectural principles, i.e. rules that express how your enterprise needs to design and deploy IS/ICT. The present thesis is a composite thesis including eight papers. The first four papers describe the reference model for IS/ICT management responsibilities that is one of the outcomes of the present research. Two different surveys have been performed in order to find out what the major IS/ICT management challenges are. The first survey was answered by 62 Swedish Chief Information Officers, CIOs, from large private enterprises as well as municipalities. The second survey was answered by twelve CIO’s from the European electric power industry. In the fifth paper, one of the IS/ICT management responsibilities, i.e. data quality, is used to illustrate how the IS/ICT manager’s responsibilities can be decomposed into measurable units. Over 70 respondents were used in order to perform an enterprise- wide measurement of the data quality at a Swedish insurance company. The last three papers are devoted to architectural principles. Architectural principles are introduced and guidelines on how to define and manage them are proposed in the sixth paper. The guidelines have been used in a review of Vattenfall’s architectural principles. In the last two papers, architectural principles and the reference model are combined in a methodology for assessing the enterprise architecture. The methodology has been used in two different case studies, one at Vattenfall and one at Scania. In both case studies multiple information systems were assessed from many different viewpoints resulting in that many respondents were interviewed.

The Women’s Handicrafts Production Cooperative is a success story that has transformed the lives of its members, who had been finding it hard to obtain employment. They are now focused on creating their own enterprise. Started in 2018, today the cooperative’s membership has expanded tenfold and created employment opportunities by using the principles of social solidarity economy and collective business models. The Youth Participation and Employment (YPE) project in Egypt, developed in partnership with the Better Life Association for Community Development (BLACD), provided technical training to the cooperative in handicrafts production, as well as life skills training, to empower the workers to continue despite all the societal pressure for them to give up. Assistance from BLACD came in when it was needed. Particularly during the COVID-19 crisis, with the tourism market shut down, BLACD has provided crucial technical advice and support, supporting the cooperative to brainstorm and identify several parallel income-generating activities. This case study contains some testimonies from members of the cooperative on how their collective strength was harnessed to create employment and income.

There is growing consensus that political factors are a key determinant of development impact. The practice of Thinking and Working Politically (TWP) is built around three interconnected principles: (i) strong political analysis, insight, and understanding; (ii) detailed appreciation of, and response to, the local context; and (iii) flexibility and adaptability in program design and implementation. The literature notes that while TWP emphasises the centrality of politics and power, technical knowledge is still important and can reinforce the political agenda, for example by increasing the confidence of smaller states or by strengthening collective understanding. Furthermore, improving the quality of domestic cooperation can be a step towards regional cooperation, and flexible engagement with the diverse range of actors that populate transboundary settings has been shown to be an effective strategy. The literature also highlights lessons learned including Transboundary cooperation can be built from the bottom up and for development partners, pre-existing bilateral partnerships may facilitate their engagement at a transboundary level, particularly on sensitive issues. Given the relatively isolated experience of TWP in transboundary settings, the evidence base for this report is also limited. The two areas where most examples were found concern regional integration and transboundary water management.

El objetivo de esta serie es constituirse en una guía para ministerios y secretarías de Educación de la región interesadas en el diseño y la implementación de sistemas de protección de trayectorias. La serie consolida el conocimiento existente sobre la protección de las trayectorias educativas de los estudiantes, en un contexto en el que el desafío de la exclusión en América Latina y el Caribe (ALC) es cada vez más extenso. Esta primera publicación tiene por objetivo introducir los sistemas de protección de trayectorias, con una exposición que abarca desde su conceptualización y sus objetivos hasta sus dos principales componentes: detección e intervención. Además, presenta un breve panorama de la exclusión educativa en ALC, junto con una revisión de la literatura sobre los principales factores que inciden en la desvinculación de los estudiantes. Los motivos económicos están entre los factores explicativos básicos de las migraciones, tanto de las internacionales como de las interiores dentro de los países. A su vez, los movimientos migratorios tienen efectos en la economía; en el crecimiento económico en general y también en los distintos mercados (trabajo, vivienda, bienes de consumo, etc.) y los servicios públicos (educación, sanidad, servicios sociales, etc.) El propósito de este documento reside en ofrecer una visión sinóptica de estas interacciones entre migraciones y economía para el caso de las Islas Canarias. Para ello se plantearán inicialmente algunas aclaraciones conceptuales sobre la determinación mutua de ambos procesos, para luego especificarlas con evidencia sobre el caso canario en los principales temas a tener en cuenta: los motivos económicos de las migraciones, su impacto en el crecimiento económico, el mercado de trabajo y las condiciones de vida de la población inmigrante. El apartado final alude a la importancia del marco institucional que regula estas relaciones entre migraciones y economía, ya que están lejos de poder interpretarse como una relación mecánica y alejada de la esfera política.

La masificación de los sistemas de transporte, debido al crecimiento de la población y las ciudades, ha generado la necesidad de implementar sistemas de recaudo electrónico para mejorar su eficiencia operativa, y poder controlar y fiscalizar adecuadamente sus ingresos. Esta publicación presenta principios y condiciones técnicas, operativas y de seguridad, recomendados para el diseño de un sistema de recaudo para servicios de movilidad, con el fin de garantizar su interoperabilidad y flexibilidad. Asimismo, expone unos lineamientos generales que se recomiendan sean aplicados por las autoridades para el desarrollo de sistemas que permitan la interacción de distintos medios de pago y múltiples proveedores tecnológicos y/o de servicios. Se definen lineamientos específicos para la implementación de diferentes medios de pago: tarjetas bancarias sin contacto que satisfacen el estándar Europay Mastercard Visa (EMV), tarjeta de transporte, códigos de barras 2D y efectivo con validación electrónica. Para ilustrar estos lineamientos, se desarrollan casos de estudio de la puesta en marcha de los medios de pago en diferentes países: Costa Rica, Paraguay y República Dominicana.
