This article provides a concise and critical overview of the notions of borderwithin regionalism theory and praxis. It also discusses the last decade’s increase of border barriers in this globalized world and its relation to regionalism. We provide a historical approach to theoretical construction and consider implied ideas of border derived from theoretical and empirical developments of regionalism. This paper finds that old regionalism indicates a notion of border as separation; new regionalism implies a notion of border as filter. The current wave of comparative regionalism identifies two apparently contradictory processes (multilevel regionalisms and nationalisms) that actuate the formation of (cross) border regions embedded into tangled webs of global networks, which requires a globalist perspective of regionalist dynamics.***Noções de fronteira na teoria e práxis do regionalismo: Uma visão crítica***Este artigo fornece um panorama conciso das noções de fronteira na teoria e nas práxis do regionalismo. Também se discute o aumento, na última década, dasbarreiras fronteiriças neste mundo globalizado e a sua relação com o regionalismo. Através de uma aproximação histórica à construção de teorias, considera-se as ideias implícitas de fronteira derivadas dos desenvolvimentos teóricos e empíricos do regionalismo. Este paper conclui que o antigo regionalismo indica uma noção de fronteira como separação. O novo regionalismo implica em uma noção de fronteira como filtro. A atual onda do regionalismo comparado identifica dois processos aparentemente contraditórios (regionalismo multinível e nacionalismo) que acionam a formação de regiões (trans)fronteiriças incorporadas em teias entrelaçadas de redes globais, exigindo uma perspectiva globalista no estudo dessas dinâmicas.

The study of regionalism has been, perhaps, one of the trends in the world political science for more than half a century. At the same time, the main attention of researchers is attracted by cases of “successful” regionalism (for example, in Spain or Great Britain), while “unsuccessful” (in electoral terms) regionalisms remain without proper analysis. The purpose of this study was to identify the main factors contributing to the decline of the regionalism. Based on the materials of three regionalisms in Central Eastern Europe (Somogy, Moravia and South Slovakia), these factors were identified. As a research method, a small-N qualitative comparison was used. The study identified three groups of factors that can potentially influence the success of the regionalist movement: factors associated with the activity of regionalist actors, institutional factors and factors of regional identity. Each of these factors, directly and in combination with others, can affect the success of the regionalist movement. Thus, for Moravian regionalism, the decisive factors of decline were the organizational weakness of the regionalist party combined with the decline of regional identity; for regionalism in Somogy, the fatal reform of the administrative-territorial structure of Hungary, depriving the regions of any autonomy and real power, and Hungarian regionalism in Slovakia, deprived institutional and organizational privileges, has lost its electoral significance. In general, the decline of the regionalist movement in this context only in one case out of three led to the disappearance of the regionalist movement itself, in two cases it was successfully transformed into other organizational forms. Thus, the study identifies the main factors of the decline of regionalism and identifies possible models of its transformation.

Muito já foi dito sobre a invenção do Nordeste como uma construção imagético-discursiva. Tomando tal interpretação, já consagrada, como premissa fundamental, este trabalho tem como objetivo mostrar de que forma a elaboração da região Nordeste pelos intelectuais regionalistas pernambucanos na década de 1920, procurou frequentemente qualificar Pernambuco como o centro da região nordestina. Assim, o estado foi sendo constituído como um centro irradiador responsável não apenas pelo despertar de uma consciência regionalista, mas também por defender e consolidar a causa regionalista. Desta forma, se regionalismo nordestino, de forma mais explícita, questionava o federalismo brasileiro da época, considerado centrífugo por prestigiar apenas dois ou três estados, os intelectuais de Pernambuco que participaram desta luta pareciam propor, sub-repticiamente, um regionalismo igualmente centrífugo.*A lot of things have been said about the invention of the Northeast of Brazil as an imagediscursive creation. Taking such established interpretation as a fundamental premise, this paper intends to show in which way the elaboration of the northeastern region of Brazil by regionalist intellectuals from Pernambuco in the 1920s sought often to qualify their State as the Center of the region. Thus, this State has been constituted as a radiating Center responsible for not only the awakening of a regionalist consciousness, but also to defend and consolidate the regionalist cause. Therefore, if the northeastern regionalism questioned the contemporary Brazilian Federalism, in a more explicit way, considering it centrifugal for benefiting only two or three States, the intellectuals from Pernambuco who participated in this fight seemed to propose, surreptitiously, an equally centrifugal regionalism.

With the expanding representation of the regions and the emergence of new resources for the electoral struggle within political processes in the EU, the number of political parties is multiplying, and regionalist parties are no exception. Earlier most regionalisms had one historically established regionalist party as a representative (for example, SNP in Scotland or Sardinia Action Party in Sardinia). Now, however, the number of regionalist parties within the region may reach up to 10 or higher (Valley D'Aosta, Sardinia). That said, this trend is not obvious: in some cases, there is no fragmentation of regionalism, and regionalism is still represented by one party (for example, Bayernpartei in Bavaria). What is the reason behind the fragmentation of regionalist parties in some cases and absence of it in others? What are the conditions for the emergence of a "second" regionalist party? The research is devoted to answer these questions. Based on 24 cases of Western European regionalism, an attempt was made to explain the factors of regionalist parties fragmentation using the QCA methodology. The structural parameters of the institutional, identity and party orders were used as factors. The study found that structural factors do not directly determine the presence or absence of fragmentation of regionalist parties.

A partir de los instrumentos teoricos ofrecidos por los estudios regionales contemporaneos este articulo explora el tipo hibrido que emerge del regionalismo vasco que consiste en componentes nuevos, postmodernos y transnacionales que sirven para fortalecer la competencia economica, politica y social de la region como un jugador activo en los asuntos europeos. La cuestion de la direccion de las estrategias regionalistas en la Union Europea resulta especialmente sobresaliente a la vista de la gobernanza multinivel europea emergente donde el poder ha sido apartado de los gobiernos centrales: hacia arriba al nivel supranacional, hacia abajo a las jurisdicciones subnacionales y a los costados a las redes publicas y privadas de los actores no estatales que ha dado a los regionalistas nuevas posibilidades de alcanzar similares objetivos. ABSTRACT: This paper analyses the changing nature of the contemporary subnational regionalism through the example of the Basque Country. It shows in what ways the Basque regionalist strategies have evolved from parochial and confrontational to outward looking, cooperative and innovative, adapting to the challenges of European integration and the emergence of new modes of European governance. On the basis of theoretical tools provided by contemporary regional studies this paper explores the emerging hybrid type of Basque regionalism consisting of the new, postmodern and transnational components which serve to strenghten the economic, political and social competence of the region as an active player in European affairs. The question of the direction of regionalist strategies in the EU seems especially salient in the view of the emerging European multi-level governance where power has been dispersed away from central governments; upwards to the supranational level, downwards to subnational jurisdictions and sideways to public and private networks of non-state actors which has given the regionalists new possibilities of achieving similar goals.

For more than a decade regionalism has been on the rise in the global economy. Based on the concept of allocative efficiency, standard trade theory regards regionalism as a form of protectionism. The paper confronts this view with an institutionalist explanation and draws on recent research on the role of specific investments into international market access, uncertainty and asymmetric information in policy coordination. A distinction between regionalism and regionalist policies is proposed. Endogenous regionalism reflects the economic forces of path-dependent comparative advantage and manifests the embeddedness of trade relations in social networks. Regionalism translates into regionalist policies via political entrepreneurship in policy networks that aims at stabilizing expectations about future market access and balancing negotiation power in a multilateral setting. Regionalism is thus presented as the standard case in global economic integration between the two extremes of unilateral liberalization and complete multilateralism.

Artikel ini mencoba menawarkan cara pandang ontologis baru untuk melihat ASEAN dengan memperkenalkan konsep 'compartmentalized regionalism' ('regionalisme terkompartementalisasi').Berbeda dengan pandangan umum para praktisi diplomasi ASEAN maupun para akademisi yang melihat sejarah ASEAN sebagai sebuah evolusi linear dari sebuah proyek regional yang berfokus pada dimensi politik dan keamanan menjadi sebuah proyek regional yang bersifat multidimensional melalui 'perluasan dan pendalaman' ('widening and deepening'), gagasan 'compartmentalized regionalism' mengenali perkembangan ASEAN sebagai perkembangan dua proyek regionalisme yang terpisah namun diletakkan dalam satu nama. Kedua proyek regionalisme ini memiliki pengaturan yang berbeda, didorong oleh aktor-aktor yang berlainan, serta bekerja berdasarkan logika yang tak sama. Dengan demikian, perkembangan ASEAN selayaknya tidak dilihat hanya sebagai 'perluasan dan pendalaman' ('widening and deepening'), namun sebagai perkembangan dua proyek regionalisme yang berbeda itu dan interaksi yang kompleks di antara keduanya.

The emergence of new arenas of representation in the context of increasing European integration and the complexity of a multilevel management system leads to qualitative changes in regionalist parties. Transforming from “niche” parties, regionalist parties acquire a new place in regional party systems, which affects the overall electoral success of the regionalist movement. At the same time, in many cases there is a fragmentation of regionalism, in some cases, the number of regionalist parties reaches ten or more. On the other hand, the tolerance of national parties towards decentralization further enhances electoral competition in the regionalist segment. The study is intended to answer the question of how the complexity of inter-party interactions affects the electoral dynamics of regionalism. Based on two competing theories (ethnic outbidding and the theory of "nested" competition "), a hypothesis is put forward on the diversification of supply as a factor favorable for the regionalism dynamics. It finds confirmation on the empirical material of the Italian autonomies (South Tyrol, Sardinia, Valle D'Aosta). At the same time, the study shows that some factors such as internal party cohesion, the coalition policy of regionalist parties, and their government status also have a significant impact on the dynamics of regionalism.

The rise of “new regionalism” is one of the most salient features of the post-Cold War international order. Despite the resurgence of regionalism in Europe, little consensus exists on how regional identity impacts public opinion toward the European Union. To remedy this problem, this study examines the impact of three types of individual-level regional identity on support for integration: parochialism (exclusive regionalism), inclusive regionalism, and pseudo-exclusive regionalism. Contrary to scholarly expectations, the multilevel analysis reveals that inclusive regionalists are as equally Eurosceptic as parochial regionalists. In general, regional identity depresses support for integration unless it is expressly combined with a supranational identity. This finding holds true even in minority nations, where respondents are, on the whole, less Euro-friendly.

Critical regionalism is an architectural approach that seeks to correct sterile and abstract modernism by using contextual forces that focus on local needs and potential. As globalisation disrupts and displaces local building traditions in India’s metropolitan cities, critical regionalism offers resistance to the homogenising forces of global modernism. This paper analyses five key architectural works realised in Delhi in the past four decades that incorporate the ideas of critical regionalism in their designs. The different approaches adopted by regionalist architects in dealing with local climate, topography, materials and sociological complexes have been presented. By limiting itself to regionalist works in Delhi, the paper attempts to highlight that critical regionalism is not a set of aesthetic preferences but a philosophical framework capable of producing diverse forms of architecture despite analogous external influences arising from similar site conditions.

Catalonia and Bavaria today cling tightly to their linguistic distinctiveness, their cultural traditions, their culinary specialties, and their political particularity. Even after the passage of some centuries, these regions have not yet amalgamated into the nation states that contain them. And yet, Bavaria’s stubborn regionalism does not translate into any real longings for secession, whereas many Catalonians struggle actively and adamantly for autonomy. Why are there strong independence movements in Spain, but not in Germany? How have state formation and the relationship between the center and the region affected independence movements? This thesis provides a historical analysis of Bavarian and Catalan regionalism and argues that autonomy mitigates secession if the predominant state has accommodated sub-state regionalism. This thesis explains that the EU can either strengthen or weaken regional governments, depending upon the nature of the relationship between the regional governments and their associated national government. This thesis argues that the security of both a newly independent state and its parent government is worse off in the short term; the severity of the security situation depends on the nature of the divorce.

Regional architecture defines a type of architecture that adapts to the everyday needs of a people and is constructed by the building methods and materials of the region. Regions do not have clear boundaries, but are largely defined by the conditions of nature: climate, soil, topography, vegetation, water. Through this thesis project I have tried to create a regional architecture in Indianapolis, Indiana that embraces the surrounding context, but does not imitate the architecture of the past, through a mixed-use building for everyday life.

Why do some states develop deeper regionalism while others do not? Comparing European and Asian regionalism, this study provides an alternative explanation of different types of regionalism and the national variations in regionalization since the mid 1980s. It defines regionalism as a strategy pursued by a state that desires to enhance its governability of the national economy when market authority outgrows state authority. The rise of regionalism in the neoliberal world economic order changes the balance between the state’s public power and the state’s market governability, consequently resulting in a political convergence toward a majoritarian political system based on individualism and delegative democracy. However, regionalism is realized in very distinctive patterns across different regions as the different historical paths of regional capitalism shape the state-society relationship and the state’s capability of governing the national economy. European welfare states developed a deeper regionalism because they sought to impose a neoliberal economic transformation on their societies by shifting their economic priority of equality and economic policy making based on social concertation toward efficiency and the formation of an encompassing distributional coalition. In contrast, Asian developmental states prefer preserving national autonomy to relying on a formal regional institution to constrain states’ national authority because they are more capable of implementing the neoliberal economic transformation in terms of market governability and the formation of encompassing distributional coalitions.

Arising out of the work of Marshall McLuhan, Eric Havelock, Walter Ong, Jacques Derrida and Gregory Ulmer, among others, it is widely thought there are three stages in the history of human communication: the oral, the literate and the electronic. Nonetheless, debate is ongoing over the integration, ordering and the substantive separation of these stages. An upshot of these debates is that each stage is loosely allied to a particular socio/political structure: hunter/gatherer or tribal societies, nation states, and globalisation respectively. In the current alloying of ‘electronic communication’ and ‘globalisation’ though there is a rising interest in what is termed ‘new regionalism’, or regionalisation, even regionality. Accordingly, Chora-Logic: Electracy as Regional Epistemology examines the possibility of an emerging conceptual alliance (and through reference to two Australian regions a sometimes embodied and situated one) between the embryonic communicational infrastructure of electracy and the age-old spatial scale of the region, a relationship that might just come to represent a means of rethinking the civic and the psychic, the commercial and governmental frameworks of an electro-energised global skein. It may also be a way of reinvigorating a study in the relation of the body (in its capacity as a citizen-subject) to the nation state, especially as all these entities are increasingly though ambiguously constituted in and through globalisation. The method of synthesising and antagonising these relations between electracy and regionalism is through the philosophy of chora, Plato’s conception of embodied place as found in the middle section of the Timaeus, coaxed along by a range of interpretations of this important genesis myth in Western philosophy. In particular, chora is taken up in the work of Gregory Ulmer as a key method in the ongoing conceptualisation of an electrate epistemology. Arising out of these concerns Chora-Logic is an experimental re-configuration of the sovereign, abstracted and disembodied citizen-subject of the Cartesian mould (a significant psycho-political mooring of the literate national character) to one situated both in the virtual density and multidimensional actuality of a particular place (organically conceived of herein as an idiosyncratic mix of psychic, domestic, workplace, local and regional proximities), but whose both [dis][embodied] self-knowledge and world-knowledge are now increasingly realised by access to an electronically arbitrated global/regional polis. In sound-bite terms, the bumper sticker could just as easily proclaim the following inversion: ‘Think and feel chora-logically, act globally’. Finally, the nucleus of Chora-Logic: Electracy as Regional Epistemology is a risky praxis whose experimental eddy (in both formal and content terms) spins within the current ambivalence, uncertainty and fast-paced change in electronic communicative arrangements (electracy), as these are themselves wrapped in the psychic and socio-political variabilities of spatial affiliation, all of which are symbiotically entwined regardless of the historical period and/or the geographical context.

Resumen
The last thirty years of Renaissance scholarship has debated the extent to which the origins of English nationalism can be traced back to the early-modern period. Countering the scepticism of modernists like Gellner, who date the rise of nationalism to the eighteenth century, Richard Helgerson and others have argued that the literary, legal, theatrical, and religious cultures of the period all present evidence for the existence of an early-modern English nationalism. Historiography has always been key to these debates: national identity is defined by creating histories and modes of historical thought suitable for the needs of that nation. This thesis will show that early-modern culture can better be interpreted through an understanding of its prevailing 'regionalism', and that local affiliations to places, counties, institutions, or patronage circles are obscured by a teleological interest in the rise of nationalism. The first chapter presents a re-evaluation of British antiquarianism from the perspective of the history of scholarship. It argues both that antiquarianism was an outgrowth of the transnational world of Latin scholarship, and that regional histories were emerging through the work of devolved networks of scholars. The second chapter considers two poets, one the poet of nationalism (Spenser), the other the poet of metropolitanism (Jonson), and through picking apart their encounters• with early-modern antiquarianism shows that each had complex regional affinities. The third chapter, on drama in the regions, shows that the circumstances of dramatic performance make for unique (and problematic) encounters with regional jurisdictions. The history play, and the historical scholarship of early-modern dramatists, are the focus here. And finally a chapter on Milton explores the impact of the polarising effect of the civil war on clerical erudition

Resumen
We drew attention in our study to two directions of the growing regionalism in the Post – Soviet countries. The regionalism in the Post – Soviet Space has an indecisive character. A group of the country (Ukraine, Moldova, South Caucasus countries) is evaluating the regionalism as a medium of the integration with global markets and liberal world, but the other group (leading through Russia, Belarus and countries of Central Asia) see the regionalism as a factor, which is against the globalism. We made a conceptional analyze in the first part of our study. The second part of our study contents the implementation. The main these of our study “Regionalism processes in the Post – Soviet space” have been researched and analyzed under the title of Commonwealth of Independent States and Eurasian Economic Union. The foundation of the Eurasia Economic Union with the aim of more supporting of the economically integration in the Post – Soviet countries is a very important example of the new regionalism tendencies. There will be analyzed in our studies the phases of the Eurasian Economic Union – Eurasian Economic Community, Custom Union and Common Economic Space in scope of regionalism concept. It will be also explained the strategically aims of the mentioned regional structure.

Resumen
In this paper, we try how the idea of economic regionalism has developed within the framework of the interests of the Russian foreign policy, which adopted a Eurasianist rhetoric for nearly fifteen years. As the trends of globalisation spread over the world after the end of the Cold War period, the regional integration movements also gained speed with different forms and contents. Meanwhile the countries in the post-Soviet geography adopted different political approaches towards regionalisation and globalisation by taking into consideration their own capabilities and interests. At its own side, Russia was in search of integration within the world economy by trying to implement its own regionalist policies both at the level of the CIS area and with the neighbouring countries like China and the EU. The Eurasianist discourse has no doubt such impact on Russian leadership’s choices of partners and orientations for economic regionalisation. At this point, we want to discuss if it is possible to talk about some “Eurasianist model of regional integration” as a new idea which can combine, at one side, the institutional integration process within the CIS area and, at the other, the strong regional cooperation with the Asian economic partners like China. This model can be also Russia’s answer to embrace both globalism and regionalism by preserving its own hegemonic expectations after the Soviet legacy.

Abstract: The contents of an unpublished letter (FLC I1-17-5), sent to Le Corbusier from the Basses-Pyrénées during the development of the Villa Ocampo project (1928), is the key to understanding the Swiss-French master’s particular response to the site at the end of the 1920s. Countess Adela Cuevas de Vera, who negotiated the project from Anglet, revealed the Côte Basque as an attractive new market and claimed Le Corbusier's presence there. Furthermore, she reminded him of the prevailing regionalism and the strong cultural identity of the place, as well as the fact that Robert Mallet-Stevens, a great competitor of his, had already embarked there. Whatever the content of this letter awakened in Le Corbusier, led him to submit a very similar version of the third Villa Meyer project (1925) (designed for Paris) to be built in Buenos Aires. This paper re-evaluates the reasons behind a site exchange between two Southern cities on different sides of the Atlantic, studying the role of the negotiation site in the design process; and reassesses Le Corbusier’s critical attitude towards regionalism, mapping out his relationship with a French region in which he never intervened. Through primary source research, this paper also recognizes that in architecture, rivalry, pride and ambition can quite often be authentic triggers for action. Resumen: El contenido de una carta inédita (FLC I1-17-5), enviada a Le Corbusier desde los Bajos Pirineos durante el desarrollo del proyecto de la Villa Ocampo (1928), es la clave para entender la muy particular respuesta al lugar del maestro suizo-francés a finales de los años 20. La Condesa Adela Cuevas de Vera, que negoció el proyecto desde Anglet, presentó a Le Corbusier la Côte Basque como un atractivo mercado, al tiempo que reclamó allí su presencia. Le habló del regionalismo imperante y de la fuerte identidad cultural del lugar, recordándole que Robert Mallet-Stevens, un gran competidor suyo, había desembarcado ya allí. La reacción a esta carta llevó a Le Corbusier a entregar un proyecto muy similar a la tercera versión del proyecto de la Villa Meyer (1925) (proyectado para París) para ser construido en Buenos Aires. Este artículo reevalúa las razones que pueden existir tras el intercambio de lugar entre dos ciudades del Sur situadas a los dos lados del Atlántico, estudiando para ello el papel que el lugar de negociación juega en el desarrollo de un proyecto; y reexamina la actitud crítica de Le Corbusier hacia el regionalismo, mapeando su relación con una región francesa en la que nunca intervino. A través de la investigación de fuentes primarias, este artículo muestra también cómo la rivalidad, el orgullo y la ambición pueden asimismo ser auténticos desencadenantes para la acción durante el desarrollo de un proyecto. Resumen
В статье развивается идея о приграничном регионализме как парадигме пространственного развития на примере приграничных практик Китая и России. Автор выявляет особенности китайского приграничного регионализма: характеризует основные мозговые центры приграничных исследований и специфические социокультурные практики развития приграничных регионов КНР. На основе сравнительного анализа приграничного регионализма Китая и России разрабатывает рекомендации. In the article the authors idea of border regionalism as a paradigm of spatial development is developed. The author reveals the features of Chinese border regionalism: characterizes the main PRCs think tanks of Border Studies and specific sociocultural practices of border regions development. Based on a comparative analysis of China and Russia border regionalism, the recommendations are developed.
