Resumen
Latino parents have lower levels of school involvement compared to other ethnic groups, which is often attributed—though not tested—to low English language proficiency. Using a population-based sample of 637 7th grade Latino youth attending an urban school district, we find no significant difference in maternal school involvement when mothers and students are either both fluent in English or both non-fluent. When students are more fluent than their mothers, however, maternal school involvement is significantly lower, suggesting that schools may need to take additional steps to encourage parental involvement when there is language dissonance between parents and their children.

This study examined the relations of maternal warmth, behavioral control, and encouragement of sociability to social, school, and psychological adjustment in migrant children in China. The participants were 284 rural-to-urban migrant children ( M age = 11 years, 149 boys) in migrant children’s schools and their mothers. Data on parenting were collected from mothers’ reports. Data on children’s adjustment were collected from multiple sources including peer assessments, teacher ratings, self-reports, and school records. It was found that maternal warmth was associated with children’s social and school performance, and that maternal encouragement of sociability was associated with children’s psychological adjustment. Maternal behavioral control was not associated with children’s adjustment. The results indicate that maternal warmth, behavioral control, and encouragement of sociability may serve different functions in different domains of adjustment among migrant Chinese children.

Resumen
Most research examining the influences of maternal employment focuses on the mother and the child at only one stage of the child's life. By contrast, this study examines how temporal and status aspects of mothers' jobs during daughters' early childhood (aged 0 to 6), preadolescence (aged 7 to 12), and adolescence (aged 13 to 18) affect a key transition: the rate that daughters leave school. The sample consists of 246 White and 188 Black daughters aged 18 to 23 in 1990, drawing on data from both mothers and daughters from the 1968-1990 waves of the Panel Study of Income Dynamics. Findings suggest that part-time maternal employment during any point in childhood increases the likelihood that Black, but not White, daughters will remain in school. Maternal employment characteristics have little influence in determining whether White daughters remain in school.

Resumen
In this thesis, I investigate spatial aspects of education and family economics. In the first chapter, I explore the effect of voucher school competition on pupil achievement in Chile. Specifically, I create spatial indices to measure spatially determined competition: a choice index which counts the number of schools that are accessible from a given municipality; and a competition index which summarizes the choice index for a given community of students. The chapter tests the hypothesis that schools which spatially compete more are also more efficient. The results show no effect of spatially determined competition on value added. I discuss how the absence or slow response of parents to “poorly performing” schools and a “too low” voucher can be proposed as two of the causes of the poor functioning of the voucher system. In the second chapter, I exploit a police report on occupied schools in the socalled Chilean Winter—a huge social outburst of pupil protests, walk-outs, riots and school occupations, which started in early June of 2011—and test the hypothesis that a decrease in attendance has a causal effect on reducing students’ performance in standardized tests. My evidence indicates that the performance of pupils affected by missed days from school dropped to nearly 0.18σ, which is sizeable in terms of human capital accumulation. In the last chapter, I produce the first quantitative evaluation of maternal surrogacy. I exploit variation in surrogacy legislation in every US state over time and study surrogacy’s causal effect on vital statistics such as marriage, divorce, births and out-of-wedlock births. Using arguably exogenous changes in legislation to identify the causal impact of surrogacy, I show that one additional standard deviation in the surrogacy rate causes an increase of 0.05σ in the number of marriages and of 0.04σ in the number of divorces. It also causes a decrease of -0.02σ in births and of -0.03σ in out-of-wedlock births. The three chapters introduce novel results that advance current knowledge and should be carefully considered by policy makers in these areas.

This paper investigates possible effects of maternity leave extension from 120 to 180 days in Brazil on labor market participation of mothers. In order to do so, we explore changes in leave taking rules between January 2007 and December 2009 affecting public sector workers in a RD design. Using administrative data we are able to measure maternal employment outcomes. Results suggests there was no impact of extension on maternal employment one year after leave or at the time of the child's school enrollment. However eligibility for maternity leave extension increase maternal employment by 2 percentage points on maternal employment one year after childbirth for high income mothers. Preliminary findings indicate indicate no effect of leave extension on school enrollment by age 6.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior
Retrospectivo de 465 casos de Ãbitos maternos registrados na Secretaria Estadual de SaÃde (SESA), incluindo 36 prontuÃrios investigados da MEAC. Utilizou-se o Teste de AssociaÃÃo Linear, o Teste do Qui-Quadrado de Pearson e o Teste de RegressÃo LogÃstica (OR). Calculou-se a RazÃo de Morte Materna por 100.000 Nascidos Vivos (NV). Resultados: Estudo das variÃveis na SESA: A maior RazÃo da Mortalidade Materna (RMM) ocorreu no ano 2002: 88,7/100.000 NV, e o segundo maior em 2003: 78,1/100.000 NV. No perÃodo estudado, as causas obstÃtricas diretas caÃram de 78,6% para 59,1%, enquanto as indiretas aumentaram de 21,4% para 40,9%. Quando analisada a relaÃÃo das causas obstÃtricas diretas e indiretas, identificou-se uma RegressÃo LogÃstica, proporcionalmente decrescente à Objetivos: Analisar o perfil da mortalidade materna no Cearà no perÃodo de 2000 a 2003 e, particularmente, na Maternidade Escola Assis Chateaubriand (MEAC) â Universidade Federal do CearÃ. CasuÃstica e Metodologia: Realizou-se um estudo medida que os anos se sucediam, caso as medidas no perÃodo considerado continuem as mesmas. NÃo se identificaram associaÃÃes significativas nos testes analÃticos aplicados segundo os dados observados nas demais variÃveis. No que diz respeito Ãs faixas etÃrias, verificou-se o maior percentual entre 20 e 24 anos (18,3%). Quanto ao local: ocorreram em hospital 352 casos (76,2%), em domicÃlio 69 (14,9%) e em outros locais 41(8,9%). Em relaÃÃo à assistÃncia prÃ-natal, o que mais chama a atenÃÃo sÃo 96 casos (32,8%) com menos de quatro consultas. No tocante ao tipo de parto: vaginal, 180 casos (51,3%) e cesÃrea, 171 casos (48,7%). Na revisÃo dos prontuÃrios da MEAC, a ocorrÃncia dos casos de mortes maternas por causa obstÃtrica direta, com 29 eventos, mostra a eclÃmpsia com presenÃa em 11 dos casos (30,5%); a RMM variou entre 86,4 e 220,8/100.000 NV; e o tempo permanÃncia hospitalar mostrou 12 casos com ≤ 1 dia (33,3%). ConclusÃes: As causas obstÃtricas diretas foram as principais responsÃveis pelo obituÃrio materno, apresentando decrÃscimo ao longo do perÃodo. Pela anÃlise estatÃstica, segundo se conclui, caso as medidas adotadas neste perÃodo se mantenham, anualmente, poderà haver uma reduÃÃo. No estudo da SESA, a RMM oscilou em uma mÃdia de 80,6/100.000 NV, enquanto no estudo dos prontuÃrios da MEAC esta razÃo foi crescente, mostrando um valor mÃximo no ano de 2003 de 220,8/100.000NV.
Objectives: Analyse the profile of maternal mortality in Cearà from 2000 to 2003 and, particularly, in Maternidade Escola Assis Chateaubriand (MEAC) â Universidade Federal do Cearà (UFC). Casuistry and Methodology: A retrospective study of 465 maternal death cases was made and 36 clinical records of the MEAC were investigated. As statistic methods were used the requirement: the Linear Association Test, the Qui-Square of Pearson Test, and the Logistic Regression Test. The Maternal Mortality Ratio was computed per 100.000 NV. Results: The study of the diversity at the Secretaria Estadual de SaÃde (SESA): the largest RazÃo da Mortalidade Materna (RMM) happened in the year 2002: 88.7/100.000 NV, and the second largest in 2003: 78.1/100.000 NV. In analysed period, the direct obstetric causes fell from 78.6% to 59.1%, while the indirect grew from 21.4% to 40.9%. When the relation of the direct and indirect obstetrics causes was analysed, it was identified a Logistic Regression proportionally decreasing whereas the following years, if the measures of the considered period keep the same. It was not identified significative association in the analytical tests applied stated by the observed data in other diversities. According to age the largest percentage was between 20 and 24 years old (18.3%). As stated by place: 352 cases (76.2%) occurred in hospital, 69 (14.9%) at home, and in other places 41 (8.9%). According to antenatal care, what calls more attention are the 96 cases (32.8%) with less than four antenatal cares. In relation to the kind of delivery: 180 cases (51.3%) vaginal and 171 cases (48.7%) caesarean. In the revision of the clinical records of the MEAC, the incident of the cases of maternal deaths by direct obstetrics, with 29 events, shows the eclampsia with occurence in 11 of the cases (30.5%); the RMM varied between 86.4 and 220.8/100.000 NV; and the hospital stay time showed 12 cases with ≤ 1 day (33.3%). Conclusions: The direct obstetrics causes were the principal responsible for the maternal mortalities, decreasing during the period. Through the statistical analysis, according we may conclude, in the case that the adopted steps on the above period endure the same, it is expected annually a reduction. In the study made by SESA, the RMM varied on an average of 80.6/100,000 NV, while in the study of the clinical records of the MEAC, it was increased, showing a maximum value in the year 2003 of 220.8/100,000 NV.

Resumen
The purpose of the study is to investigate the level of loneliness and social dissatisfaction among third, fourth and fifth grade elementary school students considering three variables: maternal work status, after school care arrangement type, and after school activities. The sample of the study consisted of 732 (third, fourth and fifth grade) elementary school students in three public elementary schools in Ankara. In the present study Loneliness and Social Dissatisfaction Scale (Asher &
Wheeler, 1985) and the information form was used. The information form included questions about gender, age, sibling status, after school care arrangement, maternal work status, people/ place they spend their after school time, and activity types done after school. The results of analysis of variance showed that there is no significant difference in loneliness and social dissatisfaction level of students depending on their after school care arrangement types as relative care, non relative care, sibling/self care, and center care. Moreover, no significant difference was found among loneliness and social dissatisfaction level of students who have working mothers and stay-at-home mothers. Additionally, analysis of the activity types students are involved after school, namely, active, passive and adult supervised/preprogrammed activities, revealed no significant difference in terms of loneliness and social dissatisfaction level. Independent from the analysis done, gender or age differences of students were examined considering their loneliness and social dissatisfaction level. However, no differences were found among the groups.

ABSTRACT Background: Childhood stunting remains a significant public health concern with its short- and long-term negative impacts. In Indonesia, the national prevalence of stunting was estimated at 30.8% and in Jambi Province 30.1% in 2018. Maternal knowledge about stunting contributes to a major role in stunting prevention. This study aimed to determine the maternal characteristics and knowledge on the risk of childhood stunting at Simpang Kawat Community Health Center, Jambi. Subjects and Method: This was a cross-sectional study conducted at Simpang Kawat community health center, Lebak Bandung, Jambi. A total of 306 mothers with toddlers was selected by purposive sampling. The dependent variable was stunting. The independent variable was maternal knowledge. The data were collected by questionnaires. The data were analyzed by chi-square with odds ratio. Results: As many as 68.3% of mothers were 20 to 35 years old. 58.3% were secondary school graduated. 85% were housewives. Lower maternal knowledge increased the risk of childhood stunting (OR= 12.67; 95% CI= 3.68 to 43.61; p <0.001). Conclusion: Lower maternal knowledge increases the risk of childhood stunting. ABSTRACT Background: Breastfeeding peer support helps lactating women to sustain breastfed and reduce cultural barriers. This study aimed to examine the effects of maternal age, maternal education, maternal employment, type of labor, knowledge, attitude, family support, and social capital on breastfeeding practice. Subjects and Method: A cross sectional study was conducted at 25 integrated health posts in Karanganyar, Central Java, from August to September 2019. A sample of 200 lactating mothers with children aged 7-12 months was selected by stratified random sampling. The dependent variable was exclusive breastfeeding. The independent variables were maternal age, maternal education, maternal employment, type of labor, knowledge, attitude, family support, and social capital. The data were collected by questionnaire and analyzed by a multipe logistic regression. Results: Exclusive breastfeeding increased with maternal age 20-34 years (b= 1.96; 95% CI= 0.53 to 3.39; p= 0.007), maternal education ≥Senior high school (b= 1.47; 95% CI= 0.08 to 2.87; p= 0.038), good knowledge (b= 1.73; 95% CI= 0.33 to 3.12; p= 0.015), positive attitude (b= 1.61; 95% CI= 0.28 to 2.94; p= 0.017), strong family support (b= 1.39; 95% CI= 0.13 to 2.65; p= 0.030), and strong social capital (b= 1.34; 95% CI= 0.01 to 2.68; p= 0.049). Exclusive breastfeeding decreased with mothers working outside the house (b= -2.95; 95% CI= -4.37 to -1.53; p<0.001) and sectio cesarean labor (b= -1.57; 95% CI= -3.06 to -0.08; p= 0.039). Conclusion: Exclusive breastfeeding increases with maternal age 20-34 years, maternal education ≥Senior high school, good knowledge, positive attitude, strong family support, and strong social capital. ABSTRACT Background: Menstruation is the cyclic, orderly sloughing of the uterine lining, in response to the interactions of hormones produced by the hypothalamus, pituitary, and ovaries. Many factors influence the age of menarche, such as body mass index, history of maternal menarche and exposure to pornographic media. This study aimed to determine the relationship between body mass index, history of maternal and exposure to pornographic media with menarche age in elementary school students in Jambi City. Subject and Methods: This was a cross sectional study conducted at elementary school 207/ IV Jambi City, Indonesia. A sample of 74 students was purposively sampled. The dependent variable was age of menarche. The independent variables were body mass index (BMI), history of maternal menarche, and exposure to pornographic media. The data were collected by questionnaires, digital scales, and microtoise. Bivariate analysis was performed by Chi-Square. Results: Large body mass index (PR= 4.50; 95% CI= 0.40 to 51.29), history of early menarche (PR= 9.75; 95% CI= 3.35 to 28.36), and exposure to pornographic media (PR= 4.81; 95% CI= 1.74 to 13.29), accelerated age of menarche. ABSTRACT Background: Social economics and environmental factors contribute to low birthweight. Cigarette exposure to tobacco smoke in pregnant women has been discerned as an important risk factor for low birth weight. The purpose of this study was to investigate social economic determinants of birth weight using path analysis model. Subjects and Method: A case control study was carried out at Asembagus community health center, Situbondo, East Java. The study population was children aged 0-1 years. A sample of 150 children with normal birthweight and 50 children with low birth weight was selected randomly. The dependent variable was low bierthweight. The independent variables were maternal age, maternal employment status, family income, maternal knowledge, and cigarette smoke exposure. The data were collected by questionnaire and analyzed by path analysis. Results: The risk of low birthweight was directly and positively associated with maternal age <20 or ≥35 years (b= 1.78; 95% CI= 0.83 to 2.73; p<0.001), low maternal education (<Senior high school) (b= 0.93; 95% CI= 0.00 to 1.86; p= 0.049), mother work outside the home (b= 1.24; 95% CI= 0.26 to 2.22; p= 0.013), low family income low (b= 1.33; 95% CI= 0.42 to 2.24; p= 0.004), low maternal knowledge (b= 1.17; 95% CI= 0.13 to 2.21; p= 0.026), and high cigarette smoke exposure (b= 1.11; CI 95%= 0.08 to 2.13; p= 0.035). The risk of low birthweight was indirectly and positively associated with maternal education, maternal knowledge, and family income. Conclusion: The risk of low birthweight is directly and positively associated with maternal age <20 or ≥35 years, low maternal education (<Senior high school), mother work outside the home, low family income low, low maternal knowledge, and high cigarette smoke exposure. The risk of low birthweight is indirectly and positively associated with maternal education, maternal knowledge, and family income. ABSTRACT Background: Good nutrition and adequate stimulation for early learning are estimated as essential components for child development. The purpose of this study was to determine nutritional factors associated with child development aged 3-6 years. Subjects and Method: A cross sectional study was carried out at 25 preschools in Tanjung Jabung Timur, Jambi, Indonesia, from September to October 2019. A sample of 200 children aged 3-6 years was selected by stratified random sampling. The dependent variable was child development. The independent variables were child nutritional status, dietary pattern, exclusive breastfeeding, maternal education, maternal employment, and family income. Child development was measured by early childhood developmental screening. The other variables were collected by questionnaire. The data were analyzed by a multiple logistic regression. Results: Child development improved with good nutritional status (b= 1.86; 95% CI= 0.54 to 3.19; p= 0.006), exclusive breastfeeding (b= 0.58; 95% CI= -0.67 to 1.84; p= 0.363), good dietary pattern (b= 1.55; 95% CI= 0.31 to 2.79; p= 0.014), maternal education ≥Senior high school (b= 2.27; 95% CI= 0.98 to 3.55; p= 0.001), and family income ≥Rp 2,840,000 (b= 1.84; 95% CI= 0.34 to 3.33; p= 0.016). Child development decreased with mother working outside the house (b= -1.31; 95% CI= -2.42 to -0.19; p=0.021). Conclusion: Child development improves with good nutritional status, exclusive breastfeeding, good dietary pattern, maternal education ≥Senior high school, and family income ≥Rp 2,840,000. ABSTRACT Background: Complementary feeding practice is needed to be optimized to maximize children’s potential for growth and development. However, there are still many obstacles in provide complementary feeding practice. This study aimed to examine the determinants of complementary feeding practice. Subjects and Method: A cross sectional study was conducted in Gunungkidul, Yogyakarta, Indonesia, from October to November 2019. A sample of 200 mothers who had infants aged 6-24 months was selected by probability sampling. The dependent variable was complementary feeding practice. The independent variables were birthweight, child nutritional status, maternal knowledge toward complementary feeding, maternal education, and family income. The data were collected by infant weight scale, infantometer, and questionnaire. The data were analyzed by a multiple logistic regression run on Stata 13. Results: Complementary feeding practice increased with birthweight ≥2500 g (b= 2.67; 95% CI=0.59 to.89; p= 0.008), child nutritional status (WHZ) -2.0 to 2.0 SD (b= 2.72; 95% CI=o.75 to 4.61; p= 0.006), high maternal knowledge toward complementary feeding (b= 2.27; 95% CI= 0.27 to 3.79; p= 0.023), maternal education ≥Senior high school (b= 2.19; 95% CI= 0.23 to 4.25; p= 0.028), and family income ≥Rp 1,571,000 (b= 2.42; 95% CI= 0.39 to 3.77; p= 0.015). Conclusion: Complementary feeding practice increases with birthweight ≥2500 g, good child nutritional status, high maternal knowledge toward complementary feeding, high maternal education, and high family income. ABSTRACT Background: Stunting, chronic malnutrition, results from the exposure of the fetus and young child to nutritional deficiency and infectious disease. In Indonesia, 30.8% of children were stunted, in which 26.2% was in East Java and 8.1% Banyuwangi Regency. This study aimed to investigate the factors affecting stunting among children under five years of age in Banyuwangi, East Java. Subjects and Method: This was a cross-sectional study conducted at Klatak and Wonosobo Community Health Centers, Central Java. a sample of 60 children under five years of age was selected for this study. The study variables were child’s gender, maternal age at pregnancy, maternal education, maternal work status, iron intake, history of chronic energy deficiency, exclusive breastfeeding, supplementary feeding, and history of infectious disease. The frequency distribution data were reported descriptively. Results: The majority of stunted children under study were male (53.3%). Most of the women were at age 20 to 34 years during pregnancy (58.3%). As many as 73.3% mothers were low educated. Most of the mothers were housewives (85%). 78.3% of women took iron supplement during pregnancy. Most of the children did not have the history of chronic energy deficiency (60%). Most of the children received exclusive breastfeeding (61.7%) and supplementary feeding (65%). Only a few children had the history of infectious disease (6.7%). Conclusion: The characteristics of subjects under study vary with maternal age at pregnancy, maternal education, maternal work status, iron intake, history of chronic energy deficiency, exclusive breastfeeding, supplementary feeding, and history of infectious disease. In this Insight Note, we report results of a phone survey that the RISE Tanzania Research team conducted with 2,240 parents (or alternate primary care-givers) of primary school children following the school closures in Tanzania. After the first case of COVID-19 was confirmed in Tanzania on 16 March 2020, the government ordered all primary schools closed the following day. Schools remained closed until 29 June 2020. Policymakers and other education stakeholders were concerned that the closures would lead to significant learning loss if children did not receive educational support or engagement at home. To help stem learning loss, the government promoted radio, TV, and internet-based learning content to parents of school-age children. The primary aims of the survey were to understand how children and families responded to the school closures, the education related activities they engaged in, and their strategies to send children back to school. The survey also measures households’ engagement with remote learning content over the period of school closures. We supplement the findings of the parent survey with insights from interviews with Ward Education Officers about their activities during the school closures. The survey sample is comprised of primary care-givers (in most cases, parents) of students enrolled in Grades 3 and 4 during the 2020 school year. The survey builds on an existing panel of students assessed in 2019 and 2020 in a nationally representative sample of schools.4 The parent surveys were conducted using Computer Assisted Telephonic Interviewing (CATI) over a two-week period in early September 2020, roughly two months after the re-opening of primary schools. We report the following key findings from this survey: *Almost all (more than 99 percent) of children in our sample were back in school two months after schools re-opened. The vast majority of parents believed it was either safe or extremely safe for their children to return to school. *Only 6 percent of households reported that their children listened to radio lessons during the school closures; and a similar fraction (5.5 percent) tuned into TV lessons over the same period. Less than 1 percent of those surveyed accessed educational programmes on the internet. Households with access to radio or TV reported higher usage. *Approximately 1 in 3 (36 percent) children worked on the family farm during the closures, with most children working either 2 or 3 days a week. Male children were 6.2 percentage points likelier to work on the family farm than female children. *Households have limited access to education materials for their child. While more than 9 out of 10 households have an exercise book, far fewer had access to textbooks (35 percent) or own reading books (31 percent). *One in four parents (24 percent) read a book to their child in the last week.

This paper assesses the effectiveness of an intervention aimed at improving the reading skills of struggling third-grade students in Colombia. In a series of randomized experiments, students participated in remedial tutorials conducted in small groups during school hours. Trained instructors used structured pedagogical materials that can be easily scaled up. Informed by the outcomes of each cohort, the intervention tools are fine-tuned for each subsequent cohort. The paper finds positive and persistent impacts on literacy scores and positive spillovers on some mathematics scores. The effectiveness of the program grew over time, likely because of higher dosage and the fine-tuning of materials.

To address chronically low primary school completion rates and the disconnect between learners’ skills at the end of primary school and the skills learners need to thrive in secondary school identified in many low- and middle-income countries, more investment is needed to improve the quality of teaching and learning in upper primary grades. Accordingly, we provide guidelines for improving five components of upper primary education: (1) In-service teacher professional development and pre-service preparation to improve and enhance teacher quality; (2) a focus on mathematics, literacy, and core content-area subjects; (3) assessment for learning; (4) high-quality teaching and learning materials; and (5) positive school climates. We provide foundational guiding principles and recommendations for intervention design and implementation for each component. Additionally, we discuss and propose how to structure and design pre-service teacher preparation and in-service teacher training and ongoing support, fortified by materials design and assessment, to help teachers determine where learners are in developmental progressions, move learners towards mastery, and differentiate and support learners who have fallen behind. We provide additional suggestions for integrating a whole-school climate curriculum, social-emotional learning, and school-related gender-based violence prevention strategies to address the internal and societal changes learners often face as they enter upper primary.

This study responded to one key research question: What are the accountability relationships between the actors in implementing the 3Rs curriculum reform? A qualitative research approach informed the study, using key informant interviews, focus group discussion and document review. The data were analysed using thematic and content analysis. The study established that the key actors in implementing the 3Rs curriculum are the government institutions and the development partners. These actors provide teaching, learning materials and support in the provision of in-service teacher training. Yet, the pupils’ and teachers’ materials prepared by the donor programmes were never authorised by the Commissioner for Education. The study also found that the implementation of the 3Rs was very uneven across the country, with some regions receiving support from both the government and donors, and others receiving support from the government only. Consequently, schools in areas that were exposed to more than one type of support benefited from various teaching and learning materials, which led to confusion regarding when to use them. Moreover, the initiatives by several donors exclusively focus on public schools, which use Kiswahili as the medium of instruction and hence, there existed inequality across the various types of schools. Furthermore, the funds for implementing the reform were provided by both the development partners and the government. The Global Partnership for Education (GPE)—Literacy and Numeracy Education Support (LANES) Program— provided a large proportion of the funds. However, the funds remained insufficient to meet the training needs. As a result, the training was provided for only few days and to a few teachers. Consequently, the sustainability of the reform, in the absence of donor funding, remains largely questionable.

Resumen
Access to books is key to learning to read and sustaining a love of reading. Yet many low- and middle-income countries struggle to provide their students with reading materials of sufficient quality and quantity. Since 2008, RTI International has provided technical assistance in early reading assessment and instruction to ministries of education in dozens of low- and middle-income countries. The central objective of many of these programs has been to improve learning outcomes—in particular, reading—for students in the early grades of primary school. Under these programs, RTI has partnered with ministry staff to produce and distribute evidence-based instructional materials at a regional or national scale, in quantities that increase the likelihood that children will have ample opportunities to practice reading skills, and at a cost that can be sustained in the long term by the education system. In this paper, we seek to capture the practices RTI has developed and refined over the last decade, particularly in response to the challenges inherent in contexts with high linguistic diversity and low operational capacity for producing and distributing instructional materials. These practices constitute our approach to developing and producing instructional materials for early grade literacy. We also touch upon effective planning for printing and distribution procurement, but we do not consider the printing and distribution processes in depth in this paper. We expect this volume will be useful for donors, policymakers, and practitioners interested in improving access to cost-effective, high-quality teaching and learning materials for the early grades.
