Approximately 35,000 fatalities are attributed to accidents on U.S. highways each year and more than half of them occurred in rural areas. With such a high percentage of fatalities, rural areas are in critical need of timely and reliable Emergency Medical Services (EMS). EMS provide important prehospital care to victims before they are transferred to a hospital. After an accident occurs, the time it takes for victims to receive care from EMS is crucial to their survival. Compared with urban EMS, rural EMS face multiple challenges. One of them is how to properly site EMS stations to provide cost-effective services in rural areas. The goals of this paper include analyzing the spatial patterns of EMS station and incident locations, and optimizing rural EMS station locations. The data were collected from South Dakota, a rural state. This dataset was used to perform spatial analysis and to develop and evaluate an EMS location optimization model. The location optimization model aims to maximize the rural EMS coverage while taking service equity into consideration. The model was solved by a genetic algorithm toolbox in R. The proposed model provides an important and practical tool for rural EMS officials to select new EMS stations or relocate existing stations to improve service performance under budget and resource constraints.

The article deals with the issue of access of freight carriers to services in railway stations. With the liberalization of the rail freight market, the number of carriers is gradually increasing. In this situation, infrastructure capacity is often insufficient. Therefore, it is necessary to set the order of access to services in railway stations. The article will use the process of analytical hierarchy as one of many methods of multicriteria analysis. Four important indicators will be selected for carriers: railway stations where the service of stabling tracks can be used, railway stations where rail scales are located, railway stations where it is possible to use the services of a shunting movement from the infrastructure manager, railway stations where the carrier can be using the services of a mobile workshop. At the end of the article, the order of access to these services will be compiled according to the order of importance for railway undertakings. A significant factor will also be an approximate quantification of the performance of individual carriers passing through the selected station.

Integrated energy supply service stations (IES) are a new type of transportation energy infrastructure offering the advantages of comprehensive functions and intensive land use while providing more convenient and efficient energy supply services. Through the analysis of service station characteristics, this study regards the IES as a spatially superimposed combination of various energy supply services, proposes a layout method from the perspective of combination optimization, and establishes a station optimization model for energy supply stations. This method aims to further coordinate and optimize the combination of various energy supply stations to achieve global optimization of the energy supply service system. Finally, this study uses a hypothetical situation for example analysis to verify the validity and rationality of the method. The layout plan proposed in this study has important theoretical and practical significance for how to achieve the optimal layout of an IES.

According to the innovation in services theory any substitution or addition of characteristics to a service is considered as incremental innovation with the objective of improving the final client’s utility. Moreover by service relationship, it is meant the establishment of relationships between the client and the provider with the objective of producing the final product. In the light of this theory stations are here conceived as a set of services and the added characteristics as temporary offices designed inside and around High Speed Rail stations. Therefore, the traditional concept of a station as a node changes since stations can be also considered as workplaces. The objective of this contribution is to identify the characteristics of the clients renting temporary offices and the role of High Speed Rail and more generally transport in this respect. A survey was employed, interviewing clients renting flexible offices inside the Garibaldi station in Naples in Italy. Data were collected concerning the clients’ socioeconomic characteristics, the transport mode chosen to reach these offices and the services used.

In order to improve the real-time control and optimization of assembly process, this article takes the basic execution unitassembly station as the study subject. Based on real-time manufacturing information, the concept of the intelligent navigation of assembly activities is put forward. Through the application of RFID technology to capture the multi-source information, three kinds of navigation services, namely real-time assembly operating guidance service, collaborative manufacturing service among assembly stations and real-time optimization service of task queue, are designed to implement optimal navigation. The presented concept and services will facilitate the real-time data driven process monitor and control between the assembly line and assembly station.

To equally distribute the workload and minimize the travel distance for fire departments, we developed a new dynamic floating stations model (DFSM) to target traffic-related emergency medical services (EMS) during peak hours. This study revealed that traffic-related EMS incidents have different characteristics to other EMS incidents. The number of floating stations was determined by the number of available ambulances at a given time. The optimum floating station location was identified by using the given capacity to establish the smallest service radius. In DFSM simulations using floating stations with a capacity of 100 and 150 EMS incidents, the result shows significant improvements in comparison to the current situation.

The article presents the assumptions of a modern management model of railway stations. In this model, the station is perceived as part of a multimodal hub which includes, besides the building used for passenger’ check-in, also railway platforms, access routes and surrounding infrastructure in the form of public transport stops and parking lots and other facilities. The authors point to the necessity of constructing interchange nodes integrating the station with the urban tissue. The article discusses the issue of categorizing stations and standardizing services at railway stations to best meet the needs of users. The authors point out that innovative solutions are the key condition for improving the quality of stations. The station design process should be linked to the current review and the search for innovations in the field of materials, energy, ICT, architecture and passenger services. An interesting direction for the development of railway stations are services related to the sharing economy, such as co-working, car-sharing and bike-sharing. The article also presents the concept of creating an integrated entity managing the passenger station area, a model of solutions in other European countries.

Mobility in cities is a fundamental asset and opens several problems in decision making and the creation of new services for citizens. In the last years, transportation sharing systems have been continuously growing. Among these, bike sharing systems became commonly adopted. There exist two different categories of bike sharing systems: station-based systems and free-floating services. In this paper, we concentrate our analyses on station-based systems. Such systems require periodic rebalancing operations to guarantee good quality of service and system usability by moving bicycles from full stations to empty stations. In particular, in this paper, we propose a dynamic bicycle rebalancing methodology based on frequent pattern mining and its implementation. The extracted patterns represent frequent unbalanced situations among nearby stations. They are used to predict upcoming critical statuses and plan the most effective rebalancing operations using an entirely data-driven approach. Experiments performed on real data of the Barcelona bike sharing system show the effectiveness of the proposed approach.

The measurement of spatial accessibility of fire services is a key task in enhancing fire response efficiency and minimizing property losses and deaths. Recently, the two-step floating catchment area method and its modified versions have been widely applied. However, the circle catchment areas used in these methods are not suitable for measuring the accessibility of fire services because each fire station is often responsible for the fire incidents within its coverage. Meanwhile, most existing methods take the demographic data and their centroids of residential areas as the demands and locations, respectively, which makes it difficult to reflect the actual demands and locations of fire services. Thus, this paper proposes a fixed-coverage-based two-step floating catchment area (FC2SFCA) method that takes the fixed service coverage of fire stations as the catchment area and the locations and dispatched fire engines of historical fire incidents as the demand location and size, respectively, to measure the spatial accessibility of fire services. Using a case study area in Nanjing, China, the proposed FC2SFCA and enhanced two-step floating catchment area (E2SFCA) are employed to measure and compare the spatial accessibility of fire incidents and fire stations. The results show that (1) the spatial accessibility across Nanjing, China is unbalanced, with relatively high spatial accessibility in the areas around fire stations and the southwest and northeast at the city center area and relatively low spatial accessibility in the periphery and boundary of the service coverage areas and the core of the city center; (2) compared with E2SFCA, FC2SFCA is less influenced by other fire stations and provides greater actual fire service accessibility; (3) the spatial accessibility of fire services is more strongly affected by the number of fire incidents than firefighting capabilities, the area of service coverage, or the average number of crossroads (per kilometer). Suggestions are then made to improve the overall spatial access to fire services.

Railway stations are centers of mass accumulation of people. Additional regulations change the intensity of the flow of visitors and the time of entering the station. Delays become an essential factor affecting the perceived satisfaction with all services at stations. This paper analyzes the impact of the intensity of passenger flow in the key areas of the station (entrance groups) on the satisfaction of visitors with station functioning (by the example of Moscow railway stations). The authors of the paper used methods of observation to measure the current passenger flows at the entrances to the station and also collected secondary data on transport flows at city railway stations. To predict passenger flow, the authors used statistical methods to assess the relationship between variables and regression. The paper used a survey of passengers to analyze satisfaction with the functioning of railway station facilities and assess the acceptable delay time at the entrance/exit to the station. The article substantiates that in the context of current requirements for transport security, an important factor for perceived satisfaction with station services is the forecasting and management of passenger flows and control of time of entering the station.

O crescente interesse em Sistemas de alta densidade do Serviço Fixo por Satélite (High Density Fixed-Satellite Services - HDFSS) deu origem a estudos na União Internacional de Telecomunicações (UIT) para que sua implantação siga recomendações no intuito de minimizar a interferência em outros serviços de telecomunicações. Tais sistemas são interessantes devido à sua flexibilidade na implantação ubíqua de terminais de pequeno porte, sem a necessidade de coordenação. Com o objetivo de regulamentar a implantação de tais sistemas, o Grupo de Estudos 4 do Setor de Radio comunicações da UIT, que trata do serviço fixo por satélite, tem desenvolvido e sugerido estudos visando à criação de uma recomendação contendo metodologias para o compartilhamento de frequências envolvendo estações terrenas (terminais) ubiquamente distribuídas. Assim, em 2003, na Conferência Mundial de Radio comunicações da UIT, foram identificadas faixas de frequências específicas para a operação de sistemas HDFSS, sendo que grande parte das faixas de frequência identificadas é compartilhada, em caráter primário, com os sistemas do Serviço Fixo Terrestre (FS) e, por este motivo, é importante que sejam desenvolvidos estudos para regulamentação e o controle deste compartilhamento. No âmbito da UIT a principal motivação desses estudos é a análise da interferência provocada por sistemas HDFSS implantados em um país em serviços que compartilham a mesma frequência em um país vizinho. É neste cenário que o presente trabalho propõe uma metodologia para avaliação da interferência produzida por terminais ubiquamente distribuídos em sistemas FS. Essa metodologia visa a determinação de uma região de coordenação, possibilitando, assim, que terminais sejam implantados livremente fora desta região, garantindo níveis adequados de interferência nos sistemas FS.
The growing interest in High-Density Fixed Service Satellite systems (HDFSS) has led to studies at the International Telecommunication Union (ITU) aiming the development of a recommendation for guidance on its implementation in order to minimize interference affecting other telecommunications services. Such systems are of interest due to their flexibility in the ubiquitous deployment of small terminals, Without the need for coordination. In order to regulate the implementation of such systems, the Study Group 4 of the ITU Radiocommunication Sector, responsible for the fixed-satellite service, has developed and suggested studies aimed at creating a recommendation containing methodologies for frequency sharing involving earth stations (terminals) ubiquitously distributed. Thus, in 2003, at the World Radiocommunication Conference of the ITU, specific frequency bands for HDFSS systems operation have been addressed, and most of the frequency bands identified are shared, on a primary basis, With the terrestrial fixed service systems (FS) and, for this reason, such studies for regulation and control of this share has become important. The ITU main motivation for these studies is the analysis of the interference caused by the HDFSS systems deployed in a country, into the communication sevices of neighboring countries. In this scenario, this paper proposes a methodology for evaluating interference produced by a ubiquitously distributed terminals into FS systems. This method aims at determining a coordination region, thus enabling terminals to be freely deployed outside this region, without producing unacceptable levels of interference into the FS receivers.

The aim of this thesis is to develop an integrated methodology for investigating the potential for new local railway stations within a given area, with particular emphasis on the use of Geographical Information Systems (GIS). Existing methods for assessing the case for constructing new local railway stations have often been found wanting, with the forecasts produced proving to be inaccurate. A review of previous work in this field has been undertaken and methodologies with the potential to enhance local rail demand models have been identified. Trip rate and trip end models have been developed which are capable of forecasting usage at new station sites anywhere in England and Wales. Geographically Weighted Regression (GWR) has been used to enhance the performance of these models and to account for local variations in the effects of explanatory variables on rail demand. Flow level models have been produced for stations in South-East Wales, with a range of model formulations tested. A survey of ultimate passenger trip origins and destinations was carried out in the same area, enabling the accuracy of theoretical station catchment definition methods to be tested. A GIS-based procedure for locating potential sites for new railway stations within a given area has been developed. This was combined with the results from the demand models and estimates of associated costs and benefits to give a synthesised appraisal procedure capable of assessing the case for constructing particular stations. This procedure was applied to 14 sites in South-East Wales and, along with trip end forecasts for 421 sites across the country, this indicated that there is almost certainly a positive case for constructing a significant number of new railway stations in the UK.

Little attention has been paid to the quality of the spaces within rapid mass transit stations in the United States, and their importance as places in and of themselves. For many city dwellers who rely on rapid transit service as their primary mode of travel, descending and ascending into and from transit stations is an integral part of daily life and their urban experience. Beyond being simply a piece of infrastructure offering mobility throughout a city, transit stations are an important part of the daily morning and evening rituals for many transit riders in cities with such rapid transit systems. Given their importance, it is surprising how underutilized are the interiors of stations as well as how poorly stations reveal what lies within their walls. The purpose of this thesis is to examine how ancillary uses affect the station environment; how non-elevated mass rapid transit stations within the Massachusetts Bay Transportation Area (MBTA) system are being improved through ancillary uses; which uses are particularly beneficial to transit authorities and riders alike as well as which uses require additional operations considerations; and to make suggestions as to how to further improve the station environments through the continued use of ancillary uses.

The requirement to provide en route temporary duty training is not unique to the Navy, but is a requirement common to al four military services. This thesis is a comparative study as to how the Navy and its sister services plan, program and budget for active duty personnel training conducted en route between permanent duty stations. Specific attention will be given to the Navy's Temporary Duty Under Instruction (TEMDUINS). This thesis will also examine related programs used by the United States Army, Air Force and Marine Corps to determine how they manage their en route training activities. The focus will be both on the mechanics of their respective planning, programming and budgeting processes, and managerial interactions and management control procedures used.

As estações metroferroviárias sempre fizeram o papel urbanístico de agregar atividades econômicas e sociais nos seus arredores. Contudo, as estações do Metrô de São Paulo foram concebidas visando o embarque e o desembarque rápido de passageiros, e não foi previsto nos projetos o uso de espaços para atividades comerciais no interior das estações ou em áreas agregadas aos edifícios. Na atualidade, em função da necessidade de facilitar os deslocamentos das pessoas na metrópole, as estações devem acomodar outras atividades e serviços que possam agregar facilidades ao cotidiano dos usuários. Assim, verifica-se a ocupação de espaços com comércio e serviços nas estações existentes cujos projetos não contemplaram este uso. Da mesma forma, foram implantados os empreendimentos associados na modalidade de shopping centers em áreas agregadas às estações ou no seu espaço aéreo. A presente pesquisa, a partir de estudos de caso, utiliza-se dos métodos e técnicas de Avaliação Pós - Ocupação - APO aplicados em estações metroferroviárias, focando na utilização de áreas para o desenvolvimento de atividades comerciais. O escopo deste estudo se restringe à análise dos impactos da utilização de espaços para comercialização pós - ocupação dos edifícios. A partir dessa análise, identificou-se as melhorias que podem ser adotadas para os próximos projetos e para as estações estudadas. Foram selecionados os instrumentos que se mostraram adequados para avaliação desses espaços, e após sua aplicação foram analisados os resultados. A partir do diagnóstico, contendo os pontos positivos e negativos, foram propostas melhorias para os estudos de caso e diretrizes para os projetos de novas estações. A utilização de espaços para o desenvolvimento de atividades comerciais nas estações deve ser contemplada no programa arquitetônico, de modo que possa ser considerada nos estudos econômicos financeiros que nortearão os investimentos destinados à construção de uma linha de metrô.
Metro rail stations have traditionally played a role in the urban planning process by contributing to the incorporation of economic and social activities to adjacent areas. However São Paulo\'s metro stations were designed for rapid passenger boarding and disembarking. As such, the original designs did not include the designation of areas within or adjacent to metro stations for retail and service activities. Yet, because of the importance today of facilitating the movement of people throughout the greater metropolitan area, a need has arisen to accommodate retail and service offerings capable of providing users with added convenience. To this end, retail and service spaces have been occupied in existing stations in which the original designs did not set aside specific spaces for these activities. Similarly, shopping centers have been opened in areas adjacent to or above existing stations. This survey drew on case studies to apply Post-Occupancy Evaluation techniques and methods to metro rail stations, with a view to analyzing the use of specific areas for retail and service activities. The scope of the study was limited to examining the impact of using designated spaces in metro facilities for post-occupancy retail and service activities. Through the survey, enhancements to future design projects and existing stations were identified. Appropriate instruments for evaluating the respective spaces were selected and, following their application, the corresponding outcomes analyzed. The diagnostic study, which considered and laid out advantages and disadvantages of the proposal, offers a series of recommended improvements on the individual case studies as well as the project guidelines for new metro stations. Finally, the designation of dedicated spaces for retail and service activities in metro stations should be contemplated in the respective architectural designs as a means to ensure consideration of this important factor in the economic-financial studies aimed at determining the investment requirements for new metro lines.

As U.S. states are planning and designing for future nationwide and regional high-speed rail (HSR) services, an important issue to consider is where to locate stations. Station location determination is critical not only because it influences the perceived utility of the HSR services and can greatly influence ridership, but also due to its impact upon the local and regional transportation mobility, land use, and urban economic development. The main purpose of this paper is to provide information to HSR planners, engineers, and decision-makers in the U.S. on the practices of other countries in locating HSR stations. This paper examines HSR stations in several of the earliest countries which built HSR infrastructures: France, Spain, and Japan, to analyze how HSR station locations were selected, as well as the applicability of those methodologies in the planning process for the United States.

Resumen
The first-mile, last-mile problem is a significant deterrent for potential transit riders, especially in suburban neighborhoods with low density. Transit agencies have typically sought to solve this problem by adding parking spaces near transit stations and adding stops to connect riders to fixed-route transit. However, these measures are often only short-term solutions. In the last few years, transit agencies have tested whether new mobility services, such as ridehailing, ridesharing, and microtransit, can offer fast, reliable connections to and from transit stations. However, there is limited research that evaluates the potential impacts of these projects. Concurrently, there is growing interest in the future of automated vehicles (AVs) and the potential of AVs to solve this first-mile problem by reducing the cost of providing these new mobility services to promote access to transit. This paper expands upon existing research to model the simulate the travel and revenue impacts of a fleet of automated vehicles that provide transit access services in the San Francisco Bay Area offered over a range of fares. The model simulates a fleet of AVs for first-mile transit access at different price points for three different service models (door-to-door ridehailing and ridesharing and meeting point ridesharing services). These service models include home-based drop-off and pick-up for single passenger service (e.g., Uber and Lyft), home-based drop-off and pick-up for multi-passenger service (e.g., microtransit), and meeting point multi-passenger service (e.g., Via).

Public, fixed-route transit services most commonly operate on public streets. In addition, transit passengers must use sidewalks to access transit stops and stations. However, streets and sidewalks are under the jurisdiction of municipalities, not transit agencies. Various municipal policies, practices, and decisions affect transit operations, rider convenience, and passenger safety. Thus, these government entities have an important influence over the quality, safety, and convenience of transit services in their jurisdictions. This research identified municipal policies and practices that affect public transport providers’ ability to deliver transit services. They were found from a comprehensive literature review, interviews and discussions with five local transit agencies in the U.S., five public transportation experts and staff from five California cities. The city policies and practices identified fall into the following five categories: Infrastructure for buses, including bus lanes, signal treatments, curbside access; Infrastructure for pedestrians walking and bicycling to, and waiting at, transit stops and stations; Internal transportation planning policies and practices; Land development review policies; Regional and metropolitan planning organization (MPO) issues. The understanding, acknowledgment, and implementation of policies and practices identified in this report can help municipalities proactively work with local transit providers to more efficiently and effectively operate transit service and improve passenger comfort and safety on city streets.

Resumen
This report, prepared for The Jim Henson Company, shares findings of a sub-study investigating the types of support parents and caregivers need when navigating and using the second-screen Splash and Bubbles for Parents app. This study originated from a prior field study finding indicating families would benefit from support around the app since it represents a new kind of digital tool. In partnership with local Public Broadcasting Service (PBS) stations, we provided parents and caregivers more detailed support around the features of the app. Based on survey and interview findings, parents and caregivers found the app helpful for supporting their children’s science learning, thus validating the field study findings. We also found that all sections of the app were used and could help promote conversations between parent/caregiver and child. Moreover, families expressed choosing to use a specific app section when they felt it was more relevant or developmentally appropriate for their child.
