Resumen

Sport is a very important component of our life. Many people play sports as a hobby, on an amateur level. However, for some people, sport is a part of their life, and they are engaged in sports activities at a professional level. The work shows the positive and negative sides of sports as a profession. In particular, after leaving the “high-performance sport”, outstanding and famous athletes become coaches, businessmen, political, public figures, etc. However, a completely different plot of life awaits people who receive injuries that are incompatible with further engaging in professional sports at the height of their career. If they do not achieve permanent excellent results, and do not reach the “Olympus of glory”, they become useless to anyone. To alleviate these consequences of athletes who are forced to end their professional careers due to injury, European countries have certain social support programs that help athletes cope with crises. At the same time, evaluating our legislation, we can note that at the moment in the Russian Federation there is no well-established system of social support programs for professional athletes who are forced to leave the “high-performance sport”.

Resumen

The article examines the causal relationship between the emergence of a dialogue between the Russian Federation and the European Union on the preparation of an agreement on the abolition of visas and the liberalization of visa laws. The process of preparing the agreement is traced. The article proves the desire of the Russian side to promptly introduce a provision on the adoption of appropriate measures for the cross-border movement of citizens of Russia and the European Union (visa-free regime), as well as opposition from the European officials. During the consideration of the problem, both legal and political aspects are touched upon, which hamper the development of a constructive dialogue on the road to achieving a visafree agreement between Russia and the European Union. The author comprehensively considers the dynamics of bilateral negotiations, as well as changes that arise in legal documents due to political, economic and social conditions. The author notes significant milestones in the development of a visa- free regime, including the steps taken by the Russian Federation to change legislation with a view to signing an agreement on cross-border movement.

The subject. The leading position of the personal income tax in most countries is due to a number of circumstances. First, it is a personal tax, the object of which is the income actually received by the payer, and not the estimated average income that could be received in specific economic conditions. Second, income tax allows to maximize the implementation of the basic principles of taxation - universality and uniformity. In recent decades, national regimes of personal income taxation regimes have been actively developed both in foreign countries and in Russia. Purpose of the study. The article shows the results of analysis of the framework of personal income taxation in the Russian Federation in the context of the principle of the social fairness. Dealing with selected provisions of the national legislation of European countries and Russia the article shows that elements of progressive taxation can be applied only in particular aspects. The proposals of taxation of rich taxpayers are also brought into light. Methodology. The research was carried out with the application of the formally legal interpretation of legal acts as well as the comparative analysis of Russian and European legal literature. Structural and systemic methods are also the basis of the research, The main results. After studying the European experience of personal income taxation the authors come to the conclusion that some of the ideas described can be transferred to the Russian tax legislation, but this should be done with caution. It is not necessary to introduce a progressive tax system in its pure form in the Russian Federation, but it is worth considering options for switching to a dualistic system. The authors believe that the elements of borrowing foreign experience should be aimed rather at a fair distribution of benefits, for example, through rules that fix tax benefits. Conclusions. The following proposals can be formulated to improve the legal regulation of personal income taxation in the Russian Federation: the distinction between taxation of taxpayers with ultra-high incomes and those with minimal incomes should be based not on the income criterion, but on the expenditure criterion; to establish a non-taxable minimum in the amount of the minimum wage, which will ensure tax fairness for taxpayers with lower-average incomes; to review the criteria of taxation of luxury vehicles, raising the border separating the mass and premium segments of the Russian car market by at least two times - up to 6 million rubles. The best solution would be to abolish the vehicle tax and impose an increased excise tax on fuel and lubricants for personal transport.

Nowadays the hybrid attacks that use propaganda and fake news and are actively inculcated by the information centers under the control of Russian Federation on the territories of EU countries present serious threat not only to Ukraine in the view of disseminating false information about the events in our country but to the population of EU countries who are the final users of such information as well. On the basis of examples fixed by the European representatives concerning a great number of facts when Russia interfered into the process of elections in France and Germany, hackers attacks on social networks of Great Britain during public discussions and referendum on Brexit, we ascertained that the informational presence of the RF propaganda schemes played the decisive role in choosing the European policy, presaged Brexit and ensured the growth of European populists rating on the eve of the important political processes in a number of countries. The aim of the article is to show the means and methods of Russian information propaganda in EU countries on the example of the Chech Republic. Such methods of Russian information propaganda as strict following the multilingual principle while disseminating the same information to different resources in different countries; active usage of English as a mediator; usage of local internet resources; broadcasting the reiterative stories about the migrants from Arab states, the threat of Islamism for Europe, criticism of Western political elite, military crises in Ukraine; forming the image of Russia as the main opponent of aggressive US policy, the symbol of stability; focusing on the negative news, i.e. on protests, political rows, notorious retirements in EU and Western countries; ignoring the success and achievements etc. have been defined. We came to the conclusion that hybrid war in Ukraine drew attention of not only the European population but of the whole world to political, media and social phenomena that is the information war of Russia vs. Ukraine and in broad aspect – to a modern propaganda of Russia which has already challenged the whole democratic world, with an impact on public opinion formation and views of young people. Resumen

Methodological approaches to the organization of social and labour relations are systematized. The dynamics of the institutional environment of the labour market and vocational training system interaction in Russia is revealed. The peculiarities of the Russian experience of institutionalization of labour relations in the field of qualifications are shown. Post-industrial development of socio-economic systems, the processes of globalization, the transition of the Russian economy to an innovative model of development, the knowledge economy, the acceleration of scientific and technological progress and other objective challenges have necessitated the development of new human resource management mechanisms. In modern conditions the staff of an organization is considered to be the human capital, i.e. the field for strategic investments, a key factor in ensuring the competitiveness and sustainable development of the country, the region, the sector, the company rather than the costly part of the economy. Currently, one of the main problems of human resourcing for economic growth in the European Union and the Russian Federation is professional and qualification imbalance of supply and demand on the labour market. The National Qualifications System is aimed at solving the problems of linking the labour market with vocational training. Problematic aspects of development of the Russian National Qualifications System are marked.

Resumen

The focus of this paper is based on the analysis of bilateral relations between Federal Republic Germany and the Russian Federation in the period from 2000 to 2017. Until November 2005, the German Government was led by Social Democratic party leader Gerhard Schroeder. After the triumph, the Christian Democrats at extraordinary parliamentary elections that were held in September the same year the rudder of the government is in hands of Angela Merkel until the present. Vladimir Putin largely determines main directions of Russian politics and represents a dominant political figure since the beginning of his first mandate as the Russian Federation President. These three political leaders have mostly dictated bilateral relations dynamics between FR Germany, as an economic leader in Europe, and the Russian Federation as the biggest country in the world. Germany settles its needs for energy and vital resources mostly from Russia, while the great importance is paid to the import of the German technologies and capital by the Russian side in order to diversify its economy and ceased to be an economy based on the export of the national resources. Unlike most of the growing economies, Germany's relations with the Russian Federation overcomes the capacity of the economy and relates to political and security aspects. The peak of the German-Russian relations had been achieved in 2008 by the project Partnership in modernization. The European Union attempted in 2010 to establish a similar partnership with Russia following the same model. The Ukrainian conflict eruption in 2014 and introduction of sanction to Russian Federation by EU, as well as counter-measures undertaken in opposite direction, has frozen, at least until the moment of the Ukrainian conflict settlement, the possibility for further development of German-Russian relations and partnership agenda between EU and RF.

Today both in foreign countries and in Russia, public-private partnership (PPP) is seen as an important mechanism for solving public significant economic and social problems. The main purpose of PPP is to achieve synergies by the sharing of resources and knowledge, risk allocation, and integrating efforts to meet the needs of all participants of a PPP project. The article considers the history of the PPP and its different determinations. The authors present an organizational model of PPP, reflecting the main issues of organization and possible effects from using this mechanism. The analysis of foreign experience of using PPPs is conducted by the example of two economically developed European countries — Great Britain and Germany; some aspects of the foreign experience can be used in Russia. The choice of these countries for comparative analysis with Russian practice of using PPP is clearly substantiated in the article. Trends, features and directions of development of this type of legal relations between the state and business in terms of Russian reality are revealed. The main problems related to using this mechanism in the Russian Federation and its subjects are generalized. The measures allowing expanding using public-private partnership for effectively solving public significant problems are presented.

The paper is devoted to examining some legal aspects of implementation of the right to unionize for individuals employed through the Internet platforms — digital applications that serve as a link between the participant providing the service and its consumer. The emergence of such intermediaries has become a part of digitalization of wage labor characterizing the beginning of the 4th Industrial Revolution. The modern labor market is characterized by instability due to the withdrawal of some sectors of the economy from the traditional Fordist model of labor organization. The instability caused desocialization of workers, their disintegration and had a negative impact on the traditional labour movemen that has always been expressed in the form of trade unions. In this regard, the authors’ objective is to investigate the prospects and legal grounds for creating unions of workers employed through the Internet platforms, as well as the legal specifics of their labor rights protection with due regard to their precarious legal status. To achieve this objective, it was necessary to resolve the issues of expediency, effectiveness of trade union protection of digital labor and the place of trade unions in social and partnership relations with the participation of workers employed through the Internet platforms. The author formulates the conclusion about the effectiveness of trade union protection of labor rights of workers employed through the Internet platforms, provided the socio-partner procedures are employed.

The aim of this article is to offer an in-depth analysis of the different legal aspects of international framework agreements (IFAs) negotiated between multinational companies and global union federations. Using examples from different agreements, the article shows the potential added value IFAs have in contributing to an effective social regulation within international groups and global supply chains that are today regulated insufficiently by national, European and international labour law standards. It also analyses the impact of the international negotiation process of the IFAs and the powers of the signatory parties on the legally binding character of these texts. To conclude, the article discusses the potential added value of an optional legal framework for IFAs.

Resumen

Up to 50% of the adult population fail to meet the recommended total water intake despite the adverse health outcomes associated with chronic low fluid intake. Total fluid intake plays an important role in the energy and nutrient intake of individuals. Dietitians’ role is to advise and guide the population toward a healthier diet. However, based on existing evidence, dietitians’ current knowledge and practices regarding healthy hydration is an area for improvement. The European Healthy Hydration Awareness Campaign (EuHHAC) is an initiative between the European Federation of the Associations of Dietitians (EFAD) and the Hydration and Health Department of Danone Research, which aims to increase knowledge and awareness of healthy hydration and provide dietitians with evidence-based resources to use in practice. Since 2016, a series of tasks were undertaken by the EuHHAC group targeting dietitians across Europe. These tasks included an online survey addressing gaps in hydration knowledge, a webinar providing information on the terminology and impact of hydration on health, an interactive session addressing facilitators and barriers to healthy hydration, and a tutorial summarizing key hydration information and take-home messages. Dietitians were actively engaged in each aspect. Based on the feedback received, awareness of hydration was increased among dietitians. To further enhance understanding, an online Hydration Resource Center, including the resources of EuHHAC, will be created and uploaded on the EFAD website. Once completed an evaluation study will be undertaken to assess the usefulness of the resources in practice. The deliverables will be cascaded across Europe and worldwide via social media, conferences, and publications.

Resumen

Russia has always been a primary factor in the development of the Baltic States. It is impossible to analyse Baltic security without looking into the processes inside Russia and the prevailing trends vis-a-vis the Baltic States. However, the changes in the Baltic security landscape in the 21st century lack a comprehensive analysis. This thesis seeks to bridge the gap. Two key aims are being pursued in this thesis. The first is to present an analysis of Russia's European agenda under President Vladimir Putin and to examine the place of the Baltic States in this agenda. The second aim is to define Russia-related threats and challengers to the Baltic States, as well as prospects in Russo-Baltic relations. To attain these aims, inter-active approach to international relations, comprising three levels of analysis - the international system, the nation state (domestic level) and the individual (personality) level - has been applied. The neo-realist paradigm of international relations theory, comparative analysis and the Knudsen model, which addresses the peculiarities of relations between great powers and small states, are the methodological framework of the thesis. When analysing the development of Russo-Baltic relations in 1990-2006, this thesis focuses on the evolution of the Baltic States from factors to actors and their chance of shaping Russo-Baltic relations from within the enlarged EU and NATO. It also examines possibilities for more active engagement of Russia in the Baltic region. The thesis concludes with an analysis of perspectives for the Baltic States in countering Russia-related threats and building cooperativer elations with Russia. The author maintains that 'high politics' in Russo-Baltic relations has ended, yet, the tensions do remain in 'low politics'. Russia seeks to retain her political and economic influence in the Baltics by exploiting various tools, primarily economic levers and Baltic dependence upon Russian energy.

Global energy trade is one of the most important topics of international relations. This thesis analyzes the European Union (EU)-Russian Federation (RF) energy trade relationship (1991-2008) within an international regime theory perspective. Main hypothesis of the dissertation is that the EU-RF energy trade relationship is an example of partial international regime based on the totality of the Energy Charter Treaty (ECT), Partnership and Cooperation Treaty (PCA) and the Energy Dialogue. The concepts of power and state - particularly embedded in the idea of the Great Power, with a geopolitical perspective and a profoundly aggressive character - are tantamount in importance to the Russia's elite political ideology. However, the existence of different emphases within such a political ideology, ranging from the active-obstructive to the passive stances, brings into question the factors of variation that might be responsible for the elite's level of determination to pursue these concepts over an internal or foreign policy development. In addressing this query, two tasks are set: descriptive - involving a survey of the content of Russian aggressive political ideology over different periods in history; and explanatory - determining circumstances that might account for the empowerment of one or other option of Russian aggressive political ideology. Therefore, the thesis includes a comparison of historical periods with similar relevance to the Russian state. The concern here is in relation to shifting factors of variations of aggressive political ideology acting in the space-frame of one state, but in different time-frame. Resting on these frames the thesis explores the shaping of the Russian elite's defining principles of state internal and foreign policy development and traces the factors of variation responsible for the empowerment of one or other particular form of the aggressive political ideology. The factors of variation discussed in the thesis are different in nature and intensity. The primary impetus for variation in the form that aggressive political ideology would take is determined by the factor of national distress. Other factors (regime volatility, political and economic motivations, information dissemination, and challenges within the international system) are responsible for the depth and extent to which aggressive ideology is going to resonate. No factor could create the variation by itself. The argument is that a specific set of factors is required to create the conditions for variations in the form the aggressive political ideology would take and to determine whether aggressive ideology would generate or not an obstructive political decision.

Large numbers of incoming refugees since 2015 were perceived as a major challenge for European cooperation and migratory regimes and the situation has within Europe soon been seen as a crisis. Since then, European states and the European Union (EU) have intensified measures to shut down migrant routes to Europe as well as their attempts to externalise means of protection of refugees in Africa. Based on a theoretical framework consisting of political science border studies, postcolonial studies and the method of Critical Discourse Analysis (CDA) together with the study of narratives in politics, this thesis analyses two critical events in this field, the 2015 Valletta Summit on migration where European and African leaders discussed the terms of migration cooperation and the 2018 debate on disembarkation platforms. The focus in this work lies especially on neocolonial elements in the power relations between Europe and Africa and how these are expressed in the narratives that were used to justify and explain the action taken. For this purpose, official documents, speeches, interviews and additional utterances from European heads of states and European politicians as well as from African heads of states and African Union (AU) representatives are analysed. Eventually, the thesis comes to the conclusion that a form of neocolonial exists that is here named implicit or indirect neocolonialism.

Resumen

Olfactory behaviour in the European rabbit (Oryctolagus cuniculus) has been studied extensively under laboratory and semi-natural conditions. Results of observations on aspects of the olfactory behaviour of a free-living population of rabbits are presented. To facilitate interpretation of these results, considerable preliminary information about the population was collected. The study was conducted over a three year period on the Isle of May off the east coast of Scotland. A total of 326 rabbits were trapped and marked to permit identification in the field, and data on sex, age and social status of these individuals was collated. Data on the overall structure and fluctuations in the population are presented. The social organisation and home ranges of rabbits at four study sites throughout the three years are described. Observations indicate that the social organisation of free-living populations is more complex and variable than previous descriptions of semi-natural populations would have led us to expect. The reproductive performance of the population was investigated and intra and interwarren variations are analysed with respect to warren and group size. Results indicate an inverse relationship between warren size and reproductive success. The most frequently observed group composition (2 males, 2 females) was also the most reproductively successful. Daily and seasonal activity patterns of different age, sex and social status classes of rabbits are described. Olfactory communication was investigated by analysis of the frequency, daily and seasonal variation, and behavioural context of odour related activities performed by members of different age, sex and social status classes. The importance of using appropriate methods for the sampling of behaviour in field studies of olfaction is stressed. The present study concentrates on behaviour related to latrines; chin marking of the substrate and of conspecifics; enurination and urine squirting; and pawscraping. The results suggest that different scent products may carry similar information but analysis of variations in the frequency and context of odour deposition suggests that the deposition of scent fulfills a variety of functions.

Resumen

A culture of accommodation and tolerance is a necessary part of establishing and preserving a functional multi-national and multi-ethnic European Union. Civil society organizations and their associated social capital have been shown to foster civic capacity and achievement of public policy goals. However, social capital that is based on group identity can also contribute to a sense of intolerance towards out-groups, undermining the stated tolerance objectives of the social pillar of the European Union. States with a strong presence alongside civil society are expected to be curb the development of the exclusionary bonding form of social capital in favor of bridging social capital which will improve progress toward policy goals. This study tests the link between government capacity, social capital and tolerance using data from the 1990-2009 waves of the World Values Survey and European Values Study. Using path analysis and multi-level models of the relationships between political capacity, social capital and intolerance, the model establishes that government capacity enhances bridging social capital and which increases social tolerance. The study fills a gap in understanding how government capacity and policy can result in improved social capital even with greater diversity. A proposed relationship between political capacity and bonding forms of social capital was not supported.

Resumen

Global biodiversity is currently being lost at an unprecedented rate, posing a threat to vital ecosystems and hence the generation of ecosystem services that human society is entirely reliant upon. Within the European Community, the EU has set a target of halting biodiversity loss within the territory by 2010. This goal is intended to be operationalized by the implementation of the Habitats Directive and the Birds Directive. These directives constitute the framework for the establishment of a coherent ecological network, referred to as the Natura 2000 network.

This study examines and analyses the socio-ecological complexities surrounding the designation of Natura 2000 sites in Östhammar municipality, Sweden. The use of a case study-approach to focus on this area is applied in pursuit of identifying and explaining the inherent intricacies in the designation processes and linking them to the broader global context. Throughout Europe, biodiversity exists in a rich variety of grasslands, but only a few studies have been performed to establish appropriate conservation management strategiesrequired for each habitat. This study makes a significant contribution towards shedding light on the Natura 2000 designation process, a phenomenon which has previously been only modestly documented, especially in Sweden. Ecosystem management is discussed and utilized as the theoretical basis for managing ecosystems sustainably, and an important aspect of note is the recognition that the distinction between man and nature needs to be understood as artificial and arbitrary.

The study explains how social-ecological factors have had a prominent effect on the designation process of Natura 2000 sites. The main determining factor behind the designation process has been the time-constraints, which have affected the designation of SCIs as well as the interaction between the Uppsala CAD and local stakeholders. The lack of adequate participatory approaches used during this process has heightened the risk of compromising the aim of the network: to achieve Favourable Conservation Status (FCS) for natural habitat types as well as species.

Biodiversiteten världen över minskar i en tidigare aldrig skådad hastighet vilket resulterar i ett hot mot fundamentala ekosystem, samt dess produktion av de ekosystemtjänster som det mänskliga samhället är beroende av. På grund av detta har EU satt upp målet att stoppa förlusten av biodiversitet inom unionens gränser tills 2010. Detta mål skall uppnås genom implementeringen av Habitat- och Fågeldirektivet. Dessa direktiv utgör ramen för etableringen av ett sammanhängande ekologiskt nätverk, det så kallade Natura 2000 nätverket.

Denna studie utreder samt analyserar de socio-ekologiska aspekter som omger utpekandet av Natura 2000 områden i Östhammars kommun, i Uppsala län i Sverige. Genom appliceringen av en fallstudie av området söker denna uppsats att identifiera samt förklara inneboende svårigheter i processen av dessa utpekanden, samt att sätta dem i ett globalt sammanhang. Inom Europa existerar biodiversitet bland annat i olika typer av ängar, dock har endast ett fåtal studier tagit sig an uppgiften att formulera anpassade förvaltningsstrategier för dessa habitat. Denna studie bidrar till att sprida ljus över implementeringen av Natura 2000, ett fenomen som tidigare endast studerats i blygsam utsträckning, speciellt i Sverige. Den teoretiska grunden utgörs ekosystemansatsen, som appliceras för att utvärdera ett uthålligtförvaltande av ekosystem. Vidare understryks vikten av att betrakta ekosystem och mänsklig aktivitet som ett och samma system, och att synen på dem som skilda system bör anses artificiell och motsägelsefull.

Denna uppsats förklarar hur socio-ekologiska aspekter har påverkat utpekandeprocessen av Natura 2000-områden i Östhammars kommun. De avgörande faktorerna bakom detta är en identifierad tidsbrist, vilket har influerat utpekandet av områden av gemenskapsintresse samt interaktionen mellan Länsstyrelsen i Uppsala och lokala markägare. Bristen på samverkan och information har resulterat i en förhöjd risk av att målet med nätverket inte kommer att nås: att åstadkomma gynnsam bevarandestatus för arter och habitat.

In Europe, in the Middle Ages, ostrich feathers were used for the decoration of military headgear, as a representation of the high lineage of the possessor and his military virtues. They were imported from the coasts of West Africa, from Egypt and Syria into Italian and Spanish ports and from there exported to England and continental Europe. Venice, at the end of the fourteenth century, began to color feathers and soon the new fashion was spread throughout Europe. During the fifteenth century, even women began to use ostrich feathers on their hats or in their fans. When European ships reached America, Central Africa and the islands of the Indian Ocean, a huge amount of exotic bird feathers became available and ostrich feather fad spread through the population.

AbstractThis chapter presents and characterises the way in which, in the twenty-first century, after years of feminist struggles inside and outside of institutions, gender relations are organised in the different countries of the INCASI project (on the European side, Spain, Italy, Finland, France and the United Kingdom, on the side of the South American Southern Cone, Argentina, Brazil, Chile and Uruguay). It pays special attention to the implementation of feminist issues on political agendas, and in particular the assignment of women to unpaid care work—an aspect of the power continuum that we look to relate to other aspects. Gradually and for almost a century all countries in both continents have granted women the status of subjects, citizens and employees. However, the conditions, challenges and timelines of this process differ considerably from one continent to another, so they need to be addressed separately. The neoliberal era did not have the same impact in Europe as it did in South America (nor was it exactly the same between particular European countries or among South American ones).

AbstractCombating social exclusion of older adults is a key objective of European social policy. But from the beginning of the debate, social exclusion has mainly been interpreted as arising from economic circumstances. Doubts have been raised as to whether this narrow focus contributes to solving the problems identified. In particular, spatial aspects come to the fore, highlighting the fact that exclusion always happens in a specific place. However, spatial exclusion is often reduced to a territorial concept of ‘where’ the exclusion takes place. – but it is simplistic to state that everything happens in a space. The aim of this chapter is twofold. First, it presents a theoretical model, developed during and through the ROSEnet COST Action. The model integrates dimensions of age, space and exclusion in one perspective – the ASE Triangle. Second, this chapter explores the potential of the ASE Triangle to enhance our understanding of two specific European case studies of older people’s exclusion, in Greater Dublin – Ireland, and Nicosia – Cyprus. By ‘upgrading space’ as a theory-led idea we contribute to and challenge existing (human) gerontological theory of space. Similar to the exploration of a relational vision of space, our model does not only consider “experience” of space exclusion, but offers the possibility to simultaneously encompass it in societal processes.

Resumen

The article examines the processes of recomposing and revising methodological, theoretical, applied principles and approaches to social and humanitarian knowledge that have emerged in recent decades within the whole world and in relation to Russian society. As the key circumstances, the author highlights a sharp turn in local and global development associated with the collapse of the USSR and the social transformation of the Eastern European states (social transit), rapid progress at the opposite pole (China, India). Other aspects such as the rapid development of social and humanitarian innovations, the deployment of a new wave of multipolar globalization, generating new social realities of the micro and macrostructural level are mentioned. All this is relevantly reflected in the concept of global social transformations supported by UNESCO and the corresponding MOST program that is implemented with the participation of the Commission of the Russian Federation for UNESCO.

Resumen

On the territory of Russia there are more than 70 species of ticks of the family Ixodidae. Many of them are vectors of infectious diseases. The most common tick-borne infections are tick-borne encephalitis and Lyme disease. In recent decades, in many countries there has been a process of tick occupation of the territories of settlements, including large cities and megapolices. This leads to an increase in the number of tick attacks on peoples, as well as the cases of tick-borne infections.

Resumen

This article discusses the concept of the social orientation of activity and the entrepreneurial approach at the level of the Russian Federation, including a number of aspects of the legal regulation of public relations between organizations of state power and social entrepreneurs. The main problem of the study is the study of the sequence of the assignment of the status of a social enterprise by the authorities Russia at the federal level. Currently, the question is being raised about the adoption of a separate federal legislative act "On the development of small and medium-sized enterprises in the Russian Federation." The introduction of the relevant law is necessary, since the reasons are the basis for the inevitability of consideration of public problems and the adoption of relevant official documents in all regions of the Russian Federation.

The main recommendations of the panel report can be summarised under five key headings:  Building blocks: The ultimate aim should be to build rich, detailed and testable narratives situated within a European context, and addressing phenomena from the longue durée to the short-term over international to local scales. Chronological control is essential to this and effective dating strategies are required to enable generation-level analysis. The ‘serendipity factor’ of archaeological work must be enhanced by recognising and getting the most out of information-rich sites as they appear. o There is a pressing need to revisit the archives of excavated sites to extract more information from existing resources, notably through dating programmes targeted at regional sequences – the Western Isles Atlantic roundhouse sequence is an obvious target. o Many areas still lack anything beyond the baldest of settlement sequences, with little understanding of the relations between key site types. There is a need to get at least basic sequences from many more areas, either from sustained regional programmes or targeted sampling exercises. o Much of the methodologically innovative work and new insights have come from long-running research excavations. Such large-scale research projects are an important element in developing new approaches to the Iron Age.  Daily life and practice: There remains great potential to improve the understanding of people’s lives in the Iron Age through fresh approaches to, and integration of, existing and newly-excavated data. o House use. Rigorous analysis and innovative approaches, including experimental archaeology, should be employed to get the most out of the understanding of daily life through the strengths of the Scottish record, such as deposits within buildings, organic preservation and waterlogging. o Material culture. Artefact studies have the potential to be far more integral to understandings of Iron Age societies, both from the rich assemblages of the Atlantic area and less-rich lowland finds. Key areas of concern are basic studies of material groups (including the function of everyday items such as stone and bone tools, and the nature of craft processes – iron, copper alloy, bone/antler and shale offer particularly good evidence). Other key topics are: the role of ‘art’ and other forms of decoration and comparative approaches to assemblages to obtain synthetic views of the uses of material culture. o Field to feast. Subsistence practices are a core area of research essential to understanding past society, but different strands of evidence need to be more fully integrated, with a ‘field to feast’ approach, from production to consumption. The working of agricultural systems is poorly understood, from agricultural processes to cooking practices and cuisine: integrated work between different specialisms would assist greatly. There is a need for conceptual as well as practical perspectives – e.g. how were wild resources conceived? o Ritual practice. There has been valuable work in identifying depositional practices, such as deposition of animals or querns, which are thought to relate to house-based ritual practices, but there is great potential for further pattern-spotting, synthesis and interpretation. Iron Age Scotland: ScARF Panel Report v  Landscapes and regions:  Concepts of ‘region’ or ‘province’, and how they changed over time, need to be critically explored, because they are contentious, poorly defined and highly variable. What did Iron Age people see as their geographical horizons, and how did this change?  Attempts to understand the Iron Age landscape require improved, integrated survey methodologies, as existing approaches are inevitably partial.  Aspects of the landscape’s physical form and cover should be investigated more fully, in terms of vegetation (known only in outline over most of the country) and sea level change in key areas such as the firths of Moray and Forth.  Landscapes beyond settlement merit further work, e.g. the use of the landscape for deposition of objects or people, and what this tells us of contemporary perceptions and beliefs.  Concepts of inherited landscapes (how Iron Age communities saw and used this longlived land) and socal resilience to issues such as climate change should be explored more fully.  Reconstructing Iron Age societies. The changing structure of society over space and time in this period remains poorly understood. Researchers should interrogate the data for better and more explicitly-expressed understandings of social structures and relations between people.  The wider context: Researchers need to engage with the big questions of change on a European level (and beyond). Relationships with neighbouring areas (e.g. England, Ireland) and analogies from other areas (e.g. Scandinavia and the Low Countries) can help inform Scottish studies. Key big topics are: o The nature and effect of the introduction of iron. o The social processes lying behind evidence for movement and contact. o Parallels and differences in social processes and developments. o The changing nature of houses and households over this period, including the role of ‘substantial houses’, from crannogs to brochs, the development and role of complex architecture, and the shift away from roundhouses. o The chronology, nature and meaning of hillforts and other enclosed settlements. o Relationships with the Roman world
