Social workers' understanding of ethical issues has matured significantly. This article traces the evolution of the profession's approach to the values and ethics. During its history, social work has moved through four major periods-- the morality period, the values period, the ethical theories and decision-making period, and the ethical standards and risk-management (the prevention of ethics complaints and ethics related lawsuits) is diverting social workers from in-depth exploration of core professional and personal values, ethical dilemmas, and the nature of the profession's moral mission. The author encourages the profession to recalibrate its focus on values and ethics.

Resumen
Abstract This essay is the result of observations drawn from our decades of experience as a social worker and professor, particularly of classes in professional ethics in Social Work. It is also based on theoretical studies and qualitative empirical academic research about ethics/professional ethics and Social Work. The content was partially presented and debated in a lecture at the XV ENPESS. The arguments seek to deepen the debate about the relationship between pluralism and Social Work. Such a debate is essential to professionals in the field, since it is linked to the fundamental ethical principles of the current Code of Professional Ethics of Social Workers. It should be noted that there is a sufficient and critical apprehension of the subject by Social Work professionals and students must have an adequate and critical grasp of these issues, particularly considering the present moment when current conservative waves that are expressed with such importance in the social life of Brazilians and seem to have repercussions in this professional field.

The article presents key components of a pedagogical system for professional and ethical training of future social workers, which contribute to increasing their level of professional ethics. It determines the essence of the pedagogical system, which unities the processes of forming, developing, education and learning with all forms, methods and terms of their occurrence.
 The pedagogical system for forming professional ethics in future social workers at universities is described. It is considered as the multiplicity of interrelated components necessary for anorganized and purposeful professional and pedagogical influence on the process of developing moral and ethical qualities in future specialists. The objectives of the pedagogical system for forming professional ethics in future social workers are determined. They are the following: professional and ideological (to form moral consciousness in students; to intensify their activities in professional and ethical training); behavioural and deontological (to facilitate the processes of decision-making in accordance with the requirements of professional ethics, to acquire skills in ethical modelling and predicting production situations, to follow moral and ethical norms); personally significant (to consolidate such personal qualities as humanism, ethical maturity, responsibility, sense of justice, dignity and respect for others, tolerance, politeness, decency, empathy, attentiveness, diligence, sincerity, sociability, social adaptability).The possible stages of forming professional ethics in future social workers at universities are outlined.

Recognizing ethical issues and dilemmas that arise in professional practice is crucial for social work practitioners, educators, and students. After a discussion about the limited, although growing, literature on social work ethics, the ten main tenets form the most current NASW Code of Ethics are presented. These topics include limits to confidentiality, confidentiality and technology, confidentiality in family and group work, managed care, cultural competence, dual relationships, sexual relationships, impairment and incompetence of colleagues, application to administrators and relevance to social work educators. In addition to understanding the Code of Ethics, social workers can use the ETHIC model of decision making for resolving ethical dilemmas. This easy to use five step process includes examining personal, agency, client, and professional values, thinking about ethical standards and relevant laws, hypothesizing about consequences, identifying the most vulnerable, and consulting with supervisors and colleagues. A case example involving confidentiality, HIV/AIDS and family therapy demonstrates how social workers can use the ETHIC model.

The problem of ethics is acute in the modern Ukraine.Its relevance is due to the general level of our society, the low level of social responsibility for what is done in society in all its spheres and what society does. We come across misunderstandings, disrespect for ethics all the time in the process of our lives. Higher education also does not pay due attention to the formation of professional ethics of future professionals. The relevance of the topic is due to the need of Ukrainian society for social workers with a high level of professional ethics and responsibility for performing professional duties and solving complex life problems of the social sphere, as well as updating the search for an effective pedagogical system of professional and ethical competence of future social workers. The aim of the article is a scientific reasoning and experimental verification of the effectiveness of the pedagogical system of formation of professional and ethical competence of future specialists in the social sphere to improve the quality of their professional training. The following research methods are used in the article: logical-structural analysis – to determine the essence and structure of the concept: «professional and ethical competence of future professionals in the social sphere»; structural-systematic analysis – to ensure the complexity of reasoning of the concept and structure of the pedagogical system of formation of professional and ethical competence; modeling – to develop a model for the formation of professional and ethical competence of future professionals in the social sphere; questionnaire-diagnostic methods (questionnaires, testing, interviews, diagnostics) – to establish the effectiveness of the pedagogical system of formation of professional and ethical competence of future specialists in the social sphere. As a result of our research, a pedagogical system of formation of professional and ethical competence of future social specialists was developed and experimentally tested that its effectiveness is ensured by the principles of systemic, humanistic, deontological, axiological, acmeological, personal-activity, subject-subject, competence, andragogical approaches, specific principles, pedagogical conditions and factors. It was based on the author's concept of formation of professional and ethical competence and a model aimed at the formation of moral and ethical values, professional and ethical knowledge, skills and personal-moral and professionally important qualities during training was designed. The obtained results allow us to state that the diagnosis of professional and ethical competence was carried out at the ascertaining and formative stages of the experiment, gave us the opportunity to compare the levels of professional ethics of students of the studied groups and draw conclusions about the effectiveness of the proposed author’s pedagogical system.

Unlike other types of activities, social workers deal with special people, their complex problems associated with difficulties in the implementation of life.From qualified specialists requires no formal approach but understanding of the clients and ability to empathize him. All of this implies the organic unity of professional knowledge and skills of a social worker and personally individual sacred qualities, a sense of high moral responsibility, and a willingness to fulfill his professional duty to protect human rights. Formation of professional and ethical competence of future social workers at universities is a process of purposeful and systematic influence on the motivational, cognitive and emotional sphere of students. One goal are the formation of a person who understands the importance of the ethical component of his professional duties, has the developed moral and personal qualities and practical skills of a social worker in the field of professional ethics, which ensures the choice of conscious ethical behavior in accordance with professional and ethical standards. Formation of professional ethics for future social workers of universities is facilitated by two classification groups of factors.The first of these is those that affect the level of formation; the second is the conditions for ensuring this level. Yes, the factors directly convert the properties of raw materials, materials into a set of properties necessary to meet some needs. Conditions, however, indirectly affect the quality, contributing to a more complete and effective influence of factors on the formation of properties of the desired quality. Three groups of factors are described in detail: professional, pedagogical, person-oriented (psychological). From the following groups of factors are distinguished: psychological compliance with the requirements of the profession; focus on activities in the social sphere (the presence of stable interest and propensity to the profession); development of creative activity of the future specialist; high level of professionalism, competence.

Current study presents professional qualities of social worker and summarizes his professional knowledge, skills and qualities. Like any other profession, social work also has its obligations and responsibilities. They are based on ethical norms and requirements. Ethical rules are set in the Social Worker's Code of Ethics. It represents standards of ethical conduct in professional relations with clients, colleagues, institutions and society as a whole.Professional ethics is an integral part of the components that form the structure of the professional competence of the social worker. The term "professional ethics" refers to the set of requirements for the morality of the worker in each area of professional activity. There are common, valid for all professions requirements for labor morality, as well as specific for the specific profession or position.In the context of social work, the issue of professional ethics is particularly important because of the often necessary need in the daily life of the specialist to confront ethical dilemmas, to make a choice between the purely human response and the professional solution, to observe and apply moral norms.Moral categories in professional and educational activity are manifested in several ways: professional abilities; relations between the subjects in the pedagogical process; ethical relationship within the work team.Professional social work also requires the need for other components in the structure of professional ethics considered as a helping activity, more in the context of social support and assistance, such as caring for the social well-being of people. Professional social work also requires the need for other components in the structure of professional ethics - confidentiality, support volunteering, anti-discriminatory attitude, the best interest of the client, etc.Social work is among the professions that are realized and represent a special category - filled with humanity, compassion; a profession that requires love and concern for people, concern and responsibility towards their destiny, readiness for conscious and voluntary support in the name of their prosperity. It is these characteristics that can only occur when the social worker has high morals, values that are transformed into ethical attitudes and behaviors.

Ethical practice is fundamental to any practiced based profession including social work. The social work profession is a diverse one with a mission to promote wellbeing and quality of life for vulnerable people. Despite serving the society it’s also central to promoting social work Ethics to maintain the professional standards and lessen the ethical issues and dilemma’s faced in day today practice. Ethics are really important to any profession, yet a necessity for those rooted in and human services. In the Sri Lankan context, it is disheartening to see how social workers have lost their professional identity with the absence of a professional code of ethics in place. A qualitative research approach was followed to explore and describe the key ethical challenges faced by the social workers in Sri Lanka. Survey method, in-depth interviews and key informants interviews were utilized and analyzed based on purposive sampling method. The data were categorized based on different themes. The finding proves that there is no proper guideline to be followed for the practitioners, particularly in situations of ethical dilemmas and conflicts. Most of the Human Service Organizations have their own set of rules with lesser focus on the code of ethical conduct. The unethical practice unintentionally promotes the malpractice leading to scenarios where organizational set of rules violates the client’s self determination and confidentiality. Although most of the upcoming social work graduates are made aware of the importance of maintaining an ethical conduct, when they join the work force as social workers they face many constraints due to absence of a formal code of ethics. This has resulted most of the social workers not having any obligations to continue an ethical practice hence their practice is inevitably not much embedded in ethics. Thus the study provides an outlook on the ethical challenges faced by the social workers specially working in different sectors in Sri Lanka.

In this study, the authors examined the impact of religiosity on social workers' ranking of ethical principles. The findings indicate that religiosity may be a distinguishing variable in some, but not all, contexts of ethical decision making in social work practice. The religiosity of religious social workers may influence their ethical decision making in situations with religious connotations. Moreover, religious social workers' ethical hierarchies seem to be more consistent both in different contexts and in comparison to those of secular social workers. The prospect that social workers may be influenced in some situations by a competing code of rules in conflict with the professional code of ethics emphasizes the need for social workers' awareness of their own belief system.

Resumen
The basic principle for the exercise of professional social work is the respect for human rights and social justice. The social worker's activity is associated with high expectations on the part of society, although the moral standards of society are typically on a lower level. The legislative environment or norms governing the decisions of social workers are determined by legislation as well as generally applicable ethical norms. In practice, this creates ethical dilemmas consisting in the acceptance of a hierarchy or priorities of individual norms, whereas the adopted and applied values and norms can be counterproductive. This situation may cause a conflict between professional ethics and valid social norms. The following article tackles the issues in social work arising from the stereotypes surviving in society and a lack of competence of many social workers.

Ajzen's Theory of Planned Behavior with the addition of Perceived Moral Obligation was used to investigate the behavioral intentions of 65 caseworkers of the Children's Services Division (CSD) to cooperate with Court Appointed Special Advocates (CASAs) on cases involving abused or neglected children. Hierarchical regression analyses indicated that the subjective norms and perceived moral obligation constructs were significant predictors of the three behavioral intention categories and of all three categories combined. The two constructs, however, seem to have a considerable amount of overlap, suggesting that they may be measuring what is broadly called "social pressure to perform/not to perform 11 the target behavior. Perceived Behavioral Control was not significant in any categories and the attitude measure was marginally predictive. Possible reasons for the nonsignificant contributions of the two constructs include low inter-item correlations, questionnaire format, missing data concentrated in the two constructs, and finally, the notion that the caseworkers' attitudes and perceptions of control were of little consequence in their decisions to cooperate with CASAs. Of the three behavioral intention categories, all models performed best for the second category, 11voluntarily sharing pertinent Information about the cases with CASAs." The attitude construct performed best for this category, especially in the first and second models. Unlike the other two, this asked about the caseworkers' 11voluntary" cooperation. This finding seems to confinn the argument that Ajzen's models work better for a behavior for which one perceives greater volitional control. Prior, direct working experience with CASAs turned out to be an essential part of the attitude construct. The tested models performed better with the 54 caseworkers who had had direct working experience with CASAs in the last .. 24 months. This finding seems to indicate that the data from the 11 "no-experience" workers should not be combined with that of the 54 workers. Future studies of the theory of planned behavior with this sample are discussed.

Guided by Netto's (2005) thesis that the profession contains a syncretic structure originate its social-professional condition in monopoly capitalism, we adopt the foundations of this structure, identified by the cited author, as the guiding threads of the reflections developed here, consecutively, has double justification. First is that the foundation of professional ethics is Social Work itself, and therefore, the theoretical-philosophical foundation it incorporates, professional morality and the ethicalpolitical effects of professional work, as well as the Code of professional ethics (BARROCO, 2003) are products that correspond to the demands and social needs placed on the profession, and, simultaneously, the choices that it makes under precise historical conditions. That is, the Social Work is carried out ethically from the determinants that explain it professionally. The second one is that the social question, the everyday and the "manipulation of empirical variables" (NETTO, 2005), as the foundations of the syncretic structure of Social Work, are taken here as those that guarantee the registration and the periodical update of Social Work in the division of labor, since they are only feasible by the correct articulation between the three highlighted grounds, forming or not syncretic components in the profession. If these fundamentals support the professional statute of Social Work, that is, their professional status, the ethical configuration of the profession necessarily passes through them, justifying them as conductors of the research. If the professional statute of Social Work results from the dynamism existing between the requisitions and demands placed on the profession and its "own reserves of forces", according to the same analysis of Netto (2005), the ethical condition of Social Work is engendered at the heart of this dynamism and expresses the social contradictions existing between one and the other. Thus, it is constituted by the professional statute of the Social Work itself, while simultaneously focusing on it as its ethical constituent. Given the radical historicity implied in this process, we inquire about the ethical perspectives potentially present in Social Work, in the face of contemporary capitalism ideologically articulated by neoliberalism and its immanent conservative condition; this scenario is compounded by traits that mark the formation of Brazilian society and state, persistent throughout history and which are evidenced today by the confrontation of the sequels of the social question, by the way of its moralization and by the militarization of daily life. The analysis of contemporary capitalism has shown a dominant ethos oriented by the values of competition, competitiveness, individualism, but also order and discipline, which guide the current sociability and rebate in the profession for the particularities processed in the dynamism between demands and requisitions professionals at such a conjuncture and the "own reserves of forces" of Social Work. In this place, we have identified the possibility of establishing a strictly normative / legalistic professional ethics compatible and functional to neoliberal-conservatism, which, precisely because of its enhanced dynamism, is confronted with the professional ethics built in the center of the ethical project in the last decades, and that is expressed in the Code of Ethics of 1993<br>Nesta pesquisa, procuramos compreender a realização ética do Serviço Social nas condições histórico-sociais atuais. Orientados pela tese defendida por Netto (2005) de que a referida profissão contém uma estrutura sincrética advinda da sua condição sócio-profissional no capitalismo monopolista, adotamos os fundamentos dessa estrutura, identificados pelo citado autor, como fios condutores destas as reflexões aqui desenvolvidas, o que, por sua vez, possui dupla justificativa. A primeira delas é a de que o fundamento da ética profissional é o próprio Serviço Social, e, portanto, a fundamentação teórico-filosófica que ela incorpora, a moralidade profissional e os efeitos ético-políticos do trabalho profissional, bem como, o Código de Ética profissional (BARROCO, 2003) são produtos que correspondem às exigências e necessidades sociais postas à profissão, e, simultaneamente, às escolhas que ela realiza em condições históricas precisas. Ou seja, o Serviço Social realiza-se eticamente a partir das condicionalidades que o explicam profissionalmente. A segunda delas é a de que a questão social, o cotidiano e a “manipulação de variáveis empíricas” (NETTO, 2005), como os fundamentos da estrutura sincrética do Serviço Social, são tomados aqui como aqueles que garantem a inscrição e a periódica atualização do Serviço Social na divisão social e técnica do trabalho, uma vez que elas só se viabilizam pela justa articulação entre os três fundamentos destacados, formando eles ou não componentes sincréticos na profissão. Se esses fundamentos sustentam a condição profissional do Serviço Social, isto é, seu estatuto profissional, a configuração ética da profissão passa necessariamente por eles, justificando-os como condutores da pesquisa. Se o estatuto profissional do Serviço Social resulta do dinamismo existente entre as requisições e demandas colocadas à profissão e suas “reservas próprias de forças”, segundo a mesma análise de Netto (2005), a condição ética do Serviço Social é engendrada no âmago desse dinamismo e expressa as contradições sociais existentes entre um e outro. Assim, ela é constituída pelo próprio estatuto profissional do Serviço Social, ao mesmo tempo em que incide nele como seu constituinte ético. Dada a radical historicidade implicada nesse processo, indagamos acerca das perspectivas éticas potencialmente presentes no Serviço Social, em face do capitalismo contemporâneo ideologicamente alinhavado pelo neoliberalismo e sua imanente condição conservadora; esse cenário é adensado por traços que marcam a formação da sociedade e do Estado brasileiros, persistentes ao longo da história e que se evidenciam hoje destacadamente pelo enfrentamento das sequelas da questão social, pela via de sua moralização e pela militarização do cotidiano. A análise do capitalismo contemporâneo evidenciou um ethos dominante orientado pelos valores da concorrência, da competitividade, do individualismo, mas também, da ordem e da disciplina, que norteiam a sociabilidade atual e rebatem na profissão pelas particularidades processadas no próprio dinamismo entre as demandas e requisições profissionais delineadas numa tal conjuntura e as “reservas próprias de forças” do Serviço Social. À vista disso, identificamos a possibilidade de estar-se configurando no Serviço Social uma ética profissional estritamente normativa/legalista compatível e funcional ao neoliberalconservadorismo, a qual, exatamente pelo dinamismo realçado, se confronta com a ética profissional construída no bojo do projeto ético-político, nas últimas décadas, e que se expressa no Código de Ética de 1993

Resumen
The purpose of this study is to examine child welfare workers' attitudes towards culturally diverse consumers. Social workers from four local foster family agencies were asked to complete a voluntary and anonymous questionaire. The survey also consisted of filling out the Multicultural Counseling Inventory (MCI) which, consisted of forty Likert type questions. The MCI served as an instrument scale to measure the workers' multicultural competencies.

Resumen
This study was designed to extend the research on ethical beliefs to child-oriented mental health practitioners. The purpose of the study was to identify the beliefs and practices of psychiatrists, psychologists, and social workers regarding confidentiality, competence, and multiple relationships, and to determine whether ethical beliefs vary by profession, gender, or other demographic and professional characteristics. A two-part questionnaire was mailed to 3000 child-oriented psychiatrists, psychologists, and social workers regarding their ethical beliefs in the areas of competence, confidentiality, and multiple relationships. A total of 1029 responses were obtained. Part One of the questionnaire addressed demographic and professional information, and Part Two contained 43 behavior description stems. Respondents were asked to indicate the degree to which they felt each behavior was ethical, using a Likert-like scale. Significant (p <.001) differences were obtained between the three professional groups in their beliefs regarding multiple relationships, competence, and the total ethical belief rating. Psychiatrists were the least conservative/most accepting in their ethical belief ratings, social workers were the most conservative/least accepting and psychologists tended to fall in the middle on each measure. In addition, female practitioners endorsed a significantly (p < .001) more conservative viewpoint than did male practitioners in multiple relationships, competence, and total ethical behavior ratings. Although respondents were most in agreement in their respective beliefs about confidentiality, a significant (p < .05) difference was found for gender, with females being more conservative/less accepting than males. In the area of multiple relationships, psychiatrists indicated a greater willingness to engage in relationships such as treating the child of a close friend, and entering into business or social relationships with current or former clients, than either social workers or psychologists. Additionally, respondents as a group were more likely to rate as acceptable breaking confidentiality when working with children than when working with adolescents (p <.001). This study points to the differences, as well as areas of general agreement, in the ethical beliefs of psychiatrists, psychologists, and social workers.

The purpose of this study was to identify salient factors contributing to the overrepresentation of African Americans in the child welfare system. This study seeks to examine whether or not public child welfare workers are biased in their assessments of African Americans, and if years of experience influence their judgment. By understanding some of the salient factors that contribute to these disproportionate numbers, Child Welfare Services can begin to revamp their programs and services to ensure that they are more culturally sensitive and equitable.
