Abstract White farmers, or their political representatives, sat on a number of key conservationist commissions, and the progressive elite clearly shared a general concern about soil erosion. Some anglophone landowners in the midlands and eastern Cape had contributed significantly to defining South African environmental problems and elaborating conservationist concerns in respect of pastoral farming. For them, intensifying production was closely linked to environmental management; both were in their own and the national interest. In the inter-war years, however, major reports by the Drought Commission (1923) and of the Native Economic Commission (1932) tended to pin most of the responsibility for environmental degradation on the methods and practices of white and black stock-owners respectively. In more recent years critical, anti-apartheid academic research has also targeted white farmers for their environmental record.

Abstract This chapter examines distinctive features of religion and education in public policy and school pedagogy in East Africa, focusing on religion and education in the seven member countries of the East African Community: Burundi, Kenya, Rwanda, South Sudan, the Democratic Republic of Congo, Tanzania, and Uganda. The chapter provides insights into the often conflictual and dissonant features of religion and education’s interface, particularly those revolving around evangelical public preaching and unregistered or unlicensed religious schools. Given that religious traditions are diverse, tensions over religion and education can spark conflict. To manage tensions, interfaith counsellors from East African Community countries work in conjunction with the United Nations Human Rights Commission to ensure that religious education and peace agreements accord with international practices and protocols.

Democratic governance in South Africa is facing multiple challenges, jeopardising the rule of law, constitutionalism, and executive accountability. The erosion of the rule of law and judicial independence emerges as a fundamental challenge. Recent failures to use parliament to hold the executive accountable in both the fifth and sixth parliaments, coupled with the suspensions and impeachments of the former public protector and the Judge President of the Western Cape Division of the high court, are testimony to the erosion of democratic governance in South Africa. So too are the inconsistent judgments of the Constitutional Court and other courts. Corruption and state capture also present formidable obstacles to democratic governance and the rule of law, as the pervasive influence of corrupt networks undermines public trust and transparency in government institutions. The landmark case of Economic Freedom Fighters v Speaker of the National Assembly (2016) and other Constitutional Court judgments underscore the significance of judicial oversight in holding the government accountable and preserving constitutional supremacy. The Zondo Commission of Inquiry into State Capture and the Democratic Alliance v President of South Africa (2018) case underscore the role of the judiciary in fostering transparency and accountability. Upholding judicial independence, transparency, and accountability remains paramount in fostering democracy and maintaining the rule of law amidst South Africa's evolving political landscape. Concerted efforts are necessary to confront the challenges to democratic governance in South Africa to bolster the rule of law, safeguard human rights, and combat corruption. Using doctrinal legal research which involves examining laws, legal principles, case law, and legal literature to understand and interpret legal concepts and issues. This chapter examines some of the legal challenges facing democratic governance in South Africa and their repercussions on the nation's legal structure and constitutional integrity, post-1994. The chapter scrutinizes the weakening of parliament and the office of the Public Protector, as oversight institutions and the undermining of the independence of the judiciary. Using subtopics, the chapter provides a comprehensive analysis of the legal challenges confronting democratic governance in South Africa, emphasizing the interconnectedness of these issues and the imperative for legal reforms to fortify democracy and uphold the rule of law.

South African universities were divided along racial lines of historically Black, White, and Afrikaans universities. Pieces of legislation such as the Bantu Education Act No. 47 of 1953 and the Extension of University Education Act No. 45 of 1959 were enacted by the apartheid regime to provide inferior education to Black communities. However, after the transition from apartheid to democracy, the National Commission on Higher Education was established in 1996 to develop a framework to transform higher education. The transformation of higher education led to the integration of information management systems. The governance structures, resources allocations, training and development of staff were pillars to transform higher education. The exclusion of information management implies poor administration and little access to information. Post-apartheid South Africa recognized the significance to access information for university internationalization.

South Africa’s performance in mathematics at school level is not impressive, even when measured against countries with fewer resources. As a country, it is one of the lowest performers in the world with a wide range of achievement between schools, with historically white schools achieving results much closer to the international average compared to historically-black African schools. The South African National Planning Commission has identified mathematics education as a key area of concern, particularly amongst poor children. In response, the Mapungubwe Institute for Strategic Reflection (MISTRA) initiated a research project to explore the possibility of a ‘unifying pedagogy’ that could help improve mathematics teaching across the range of schools in the country. This paper presents a summary of the ‘cumulative resonances’ of ‘sagacious’ members of the mathematics education community in South Africa and abroad. The marginalisation of persons with disabilities (PWDs) in South Africa and the world over is not a novel concept; this is evidenced by such persons experiencing poorer health outcomes, higher rates of poverty, economic exclusion, and lower educational achievements. Although general inroads have been made in the realisation of equality in South Africa, the Commission for Employment Equity’s Annual Report for 2021-2022 notes that PWDs comprise 1.2% of the total workforce. Disability is viewed as both the proverbial seed and fruit of poverty and is regarded as a contributory factor to societal exclusion. Higher education institutions (HEIs) play a pivotal role in promoting lifelong learning in addition to the provision of skills, competencies, and expertise to the labour market. In conjunction with various societal stakeholders, HEIs are instrumental in eliminating barriers to entry experienced by students with disabilities (SWDs).

Abstract Chapter 9 discusses how, in the 1920s and 1930s, social scientists became key players in defining rural problems and proposing solutions. These education experts formed a dense transnational network of state-sponsored educators, sociologists, and welfare practitioners who were responding to the global crisis in agriculture after the First World War with high modernist social engineering. Experts travelling between the United States and South Africa produced generalizing reform blueprints, including eugenicist and segregationist measures for tackling rural destitution. Besides promoting agricultural education as a means of segregating Blacks from whites, social scientists also proposed a solution to the supposed threat posed by the rapid increase in ‘unfit’ whites. Reformers’ chauvinism towards lower-class whites culminated in the Carnegie Poor White Commission (1932) and its aggressive promotion of adapted education. This chapter explores vocational training, school farms, children’s clubs, and the ‘project system’, all of which the South African authorities partly adapted from Europe and the United States, as examples of a transnational Tuskegeeism for poor whites that was more often than not rejected by the targeted families.
