The Surinamese Javanese diaspora includes distinct Surinamese Javanese communities living in Suriname and the Netherlands. Inspired by the success of diaspora policies launched by the Indian government recently the Indonesian and Surinamese governments have started to consider the introduction of similar initiatives. As a result the Surinamese Javanese diaspora has been confronted with requests to contribute more substantially to their homeland and contemplate “going back home.” This article argues that the Indonesian and Surinamese governments have no reason to set their expectations too high. Jakarta and Paramaribo are reluctant to take necessary legal action which negatively impacts the effectivity of their diaspora policy. Overall Surinamese Javanese in Suriname are unwilling to settle in Indonesia, whereas Surinamese Javanese in the Netherlands contemplating return to Suriname carefully weigh their chances. For most of them, family, friendship and community ties and concomitant socio-cultural, spiritual and religious motives override economic motives as pull factors.

Wij slaven van Suriname (We slaves of Suriname) by Anton de Kom (1898-1945) stands out as one of the classics of Surinamese historiography and one of the most debated books among contemporary scholars involved in Surinamese studies. In this article I argue that Wij slaven van Suriname marks a new stage in Surinamese history writing and a novel way of dealing with the Surinamese past. To determine the characteristics of the book and its contribution to Caribbean historiography I juxtapose Wij slaven van Suriname with two other groundbreaking works in Caribbean political thought: Capitalism and Slavery by Eric Williams (1911-81) and The Black Jacobins by C.L.R. James (1901-89). The three works display many similarities, but also important differences. In my opinion De Kom’s hitherto surprisingly weak Caribbean profile is not justified given that his work represents the formative phase of Surinamese decolonization. It therefore deserves a prominent place in twentieth-century Caribbean history writing.

This essay tells a narrative of various contexts in the Afro-Surinamese diaspora that share a struggle around the meanings of Black. What happens to Black in the Afro-Surinamese transatlantic diaspora? Some of the questions addressed are, Which terms have African descendant people in Suriname and in the Netherlands used for themselves in different periods? What have Whites called African descendant people in Suriname and in the Netherlands in different periods? When does Black come to the fore? Who mobilizes the term and for what purposes? This exercise brings forward important features of the Afro-Surinamese “cultural archive”: the orderings of the world, specifically the terms of ethnic self-reference, that Afro-Surinamese forged historically. These terms also traveled to the Netherlands, where they met with clashing cultural-political terms and understandings in the dominantly White Dutch world.

Focuses on the annual celebration at the 1st of July of the abolition of slavery in Suriname (1863). Author describes how Emancipation Day celebrations in Suriname have developed over time. He relates how in the earliest celebrations after 1863 Emancipation Day was used by the authorities, in collaboration with the Moravian Church, to discipline and control the formerly enslaved, and thus strengthen the colonial status quo. This was done by emphasizing the necessity of white guidance for the blacks' development, and by creating a "cult of gratitude" to God and the Dutch king. Around 1900 a developing consciousness among Afro-Surinamese, due to migrations to the US, began contesting the way of commemorating slavery and the abolition, including a wider sense of belonging to an African diaspora in the Americas. Since then a gradual process of partly secularization of the celebrations began. Further, the author outlines how the African diaspora- and black consciousness influences, often from the US, continued to transform the content and style of the celebrations, but also had a wider influence among Afro-Surinamers regarding their sense of pride and cultural identity, reflecting in the changed names for Afro-Surinamers. The July 1 celebrations increasingly became linked to African-Surinamese ethnicity, while it also became a folkloric, festive, and wider national event, until it became again more politically charged since the 1980s.

This paper examines the influence of language contact and multilingualism on the encoding of transfer events in the heritage variety of Javanese spoken in Suriname. Alongside Javanese, this community also speaks Sranantongo and Dutch, of which Sranantongo had the longest contact history with Javanese. It is shown that this long period of contact had a structural influence on the expression of transfer events in Surinamese Javanese: Surinamese speakers use double object constructions and two-predicate constructions more frequently than homeland Javanese speakers, a change which we argue to be due to contact with Sranantongo. In addition, Surinamese Javanese speakers overgeneralize one of the two applicative suffixes found in transfer constructions, a phenomenon that results from simplification processes.

Abstract The Saamaka, one of Suriname’s six Afro-descendant maroon groups, have lived in the rainforest since they escaped slavery in the colonial era, adapting Indigenous foods and materials to survive in a new environment. In 1762 the Dutch signed a treaty that recognized Saamaka freedom and autonomy one hundred years before the abolition of slavery. However, the Saamaka have struggled against persistent attempts at ecocide by the Dutch colonial government and then, since independence, by the Surinamese state. This article highlights the plight of tribal and Indigenous groups in Suriname, especially the Saamaka, who have protested against logging and mining by demanding rights to their lands. The article relies both on qualitative interviews with maroon and Indigenous groups as well as Surinamese literature, especially Anton de Kom and Cynthia McLeod, to understand the Saamaka’s own ecological awareness vis-à-vis their representation as forest peoples. The article critiques alphabetic literacy as limiting of Indigenous and maroons’ use of orality, which emphasizes collectivism. The interviews show the innovative techniques through which Indigenous and Black ecologies define the relationship of humans to their environment in the Guiana Shield. Indigenous and maroon cartographic and spatial practices are confirmed through interviews and storytelling.

Abstract Political struggles over national belonging often involve ideas on what a ‘proper’ family looks like. This article connects this important insight from the field of family migration politics to the study of postcolonial citizenship. Rather than focusing on dominant (State) perspectives, we ask: how do citizens from formerly colonised territories themselves conceptualise ‘the family’ and ‘the nation’ in the former metropole? We do so in a historical exploration of the political claims that three different Surinamese–Dutch organisations made regarding family migration rights, in the wake of Suriname’s independence (1975). We find that the organisations collectively claimed the recognition of Suriname-specific family forms in Dutch migration policy, such as unmarried coupledom (konkubinaat) and temporary foster children (kweekjes). Thereby they put forward a vision of postcolonial citizenship which challenged dominant conceptions of nationhood in the Netherlands, assuming instead that formerly colonised subjects and their ‘difference’ inherently and inevitably belong to Dutch national history and identity. In this vision, they reframed the Dutch nation’s spatio-temporal boundaries (the colonial past did not end at independence and there are ongoing transnational ties), and cultural boundaries (‘Surinamese difference’ is a constitutive element of Dutch postcolonial citizenship). In view of contemporary calls for decolonisation of European societies and scholarship, these claims represent important and inspiring contributions to ongoing debates on citizenship in a postcolonial nation.

This article investigates the post-indenture choice of Hindustani indentured labour migrants in Suriname either to settle in Suriname or repatriate to India between 1873 and 1940. Based on extensive demographic statistical analyses and the autobiography of Rahman Mohammed Khan, this research concludes that familial relations, especially those formed in Suriname, had a strong effect on the relative share of Hindustanis settling themselves in Suriname after their contract period. Additionally, this study convincingly proves that the Surinamese context had an important effect on the development of the individual life courses of Hindustanis.

Uma das razões a que se pode atribuir o fato de a literatura surinamesa permanecer um bem-guardado segredo é sua produção ocorrer em uma língua de menor difusão, o neerlandês, mas a isso somam-se outras questões. Muito conhecida na ex-metrópole, circula pouco em traduções mundo afora. Este artigo tem como objetivo lançar luz sobre a possibilidade de que se possa estabelecer um diálogo entre os sistemas literários brasileiro e surinamês por meio da tradução para o português brasileiro de, entre outras obras, romances históricos surinameses, em especial os que têm a diáspora como tema. O Brasil e o Suriname compartilham uma história de migrações forçadas e relatos sobre essas migrações perpassa o sistema literário de ambos os países. presume-se que o leitor brasileiro possa se interessar pela representação desses temas que lhe são tão familiares e que se disponha a ler literatura surinamesa traduzida para o português brasileiro.

Through comparing the repertoires, presentational characteristics, and rehearsal procedures of Surinamese Maroon culture-based performance groups within Paramaribo, I outline the concept of personalizing tradition. This is based on the premise that differing social and performative practices lead to different understandings of the same performance genre, and that culture-based collectives, like those discussed here, mobilize tradition in order to fulfill a variety of social needs and aspirations. Their personalizing practices lead to embodied understandings of a variety of concepts, among them tradition, culture, professionalism, and cosmopolitanism. Through learning and presenting this composite of physical significations, performers generate visual and sonic representations of Maroon cosmopolitanism, thereby articulating aspects of the lived realities of Maroons whose life experiences diverge from the most commonly circulated characterizations of Maroon society—namely a population isolated from (or even incapable of comprehending) cosmopolitan and national technologies, aesthetic forms, and knowledge systems. Borrowing from jazz discourse, I posit that satisfaction and social poetic proficiencies arise from performers’ adeptness at playing the changes, in other words their capacities to understand the changing social circumstances in which they are acting and selecting expressive gestures that compliment those circumstances. The concept of playing the changes helps initiate a turn away from assessments of right or wrong ("real" or "made up") and focus instead on the ability to portray oneself to one’s best advantage, come what may. Finally, I demonstrate the advantages of pursuing an integrated approach to performance analysis, in which the study of musical and choreographic elements of performance are examined in combination.

Located in South America, and being a post-colonial Dutch colony, Suriname has an ethnically diverse population of transplants. After its independence in 1975, Suriname underwent gruesome civil unrest while ruled by a Militia coup that killed specific ethnic groups for claiming their own identities, juxtaposed to its acceptance of ethnic diversity. The film, Suriname’s Identity Construction and Negotiation by Danielle Celeste Castillo, follows a select group of people who claim to be Surinamese and something else, as they reject or claim prescribed forms of identities further negating ethnicity and nationality’s relationship with a person’s internal and external selves. This project shows identity is fluid and also fixed depending on the context while also expanding anthropological, psychological and sociological works on ethnic and national identities.

Surinamese Dutch is widely considered to be distinct from Netherlandic Dutch varieties, but grammatical differences remain understudied. The primary aim of this chapter is to explore some of the claims made in the literature about how the grammar of Surinamese Dutch differs from Netherlandic Dutch, using spoken data from the Surinamese parliament. We also introduce an exploratory method that uses automatic speech-to-text software to efficiently construct a corpus of spoken-language data, avoiding some of the pitfalls associated with working with spoken language data. We explore constructions involving the particle er ‘there’, word order, and non-standard imperfective constructions in the Surinamese Dutch data. Our analyses illustrate that pinpointing characteristic differences between Surinamese and Netherlandic Dutch is extremely nuanced.

Abstract High reliability, high potential risk industries, such as aviation, have recognised through root cause investigations that most accidents are the result of human errors. The O&G industry is no different and drilling is particularly reliant on human actions and interactions. In August 2020, the organisations mentioned above deployed a fully immersive On-The-Rig (OTR) Simulator for the execution of a Drilling-Well-On-Simulator (DWOS) project on the semi-submersible Maersk Developer to prepare the crew to drill the 1st Petronas Deepwater exploration well (name redacted to Well X) offshore Suriname. The offset well data showed a high-risk probability of Well control and stuck pipe in addition to other risks that required to be actively managed. The business partners created a high-fidelity / fully immersive DWOS by programming and conducting rig and well specific simulations. A combination of leading simulator technology with advanced human factors and technical coaching accelerated crew competence. The overall impact of the DWOS was significant both in terms of learning and operational impact: The well was best-in-class in cost – (Cost Per Foot) and best-in-class in Schedule – (Days Per Thousand Foot). There was NO stuck pipe or well control issues. The operator has now recommended DWOS for all future complex wells, under a pre-defined criteria. Initiatives or enterprises are only successful if there is full support and coordinated collaboration between the requisite parties. Three groups collaborated closely on the delivery of this coaching and training project, namely: the operator, the hardware and software provider and a specialist coaching and training company, utilising an OTR drilling simulator. It had already been identified that there had been significant challenges on offset wells and that several substantial lost time events had occurred. The coaching and training modules would therefore need to be created to prepare the crews in threat and error management of the anticipated hazards and those well construction tasks that had historically been troublesome, in this area. Well X was the operator's first deepwater venture offshore Suriname, (Block 52), in ‘mid-water’ at 520 meters. Block 52 is located north of the coast of Paramaribo, Suriname's capital city and is situated in the prospective Suriname-Guyana basin where several major hydrocarbon discoveries have been made recently. Block 52 covers an area of 4,749 km² with water depths ranging from 50 to 1,100 meters. Well X was planned as a five-string design with a contingency Liner. The objective of the project was to explore, test and evaluate the potential of hydrocarbons and to obtain sufficient geological and geophysical data for future exploration in the basin of offshore Suriname. On completion of the drilling and data acquisition the well was to be abandoned. The dual activity semi-submersible, Maersk Developer, was chosen to drill and abandon the well. The Developer had completed a campaign in March and vast majority of the crew were new to the rig but were working on other D Rig designed rigs in the Maersk fleet.

This study examines the barriers that have traditionally hindered private sector development in Suriname and presents a set of proposals to promote the role of the private sector as a driving force of Suriname's economic growth. The paper provides a description of the key characteristics of the Surinamese economy, an examination of the private sector structure, its weaknesses and capabilities, and an analysis of the main obstacles and issues to improve the enabling environment for private sector development, the challenges and opportunities faced by a small and isolated country that had a poor economic record because it encouraged the private sector to enter into rent seeking activities instead of focusing on productivity gains. Finally, there is a set of recommendations on areas of focus to support private sector development in Suriname.

This paper provides an overview of Suriname's trade sector and, based on an assessment of the sector's performance, presents policy recommendations, so that becomes a useful tool for improving the country's economic growth and development prospects. The paper suggests that Suriname's primary objective in this area should be to maximize the benefits and mitigate the costs of trade liberalization. To achieve this, the country should focus on eight strategic areas related to trade: defining and adopting a trade strategy, strengthening trade-related institutions, improving public-private sector coordination, enhancing the regulatory framework, improving the quality and coverage of statistics, expanding access for Surinamese products in international markets, boosting domestic supply conditions, and supporting export diversification.

Suriname faces unprecedented challenges in transforming its agricultural sector to a market based system, and it will need to offset the deterioration of the sector resulting from the probable loss of its preferential markets in the next decade. This study seeks to contribute to the understanding of the measures that are necessary to address the constraints on agricultural growth and development. The analysis builds on discussions that took place in May 1996 with government officials, representatives of private sector organizations and international agencies. Based on field work and subsequent analyses, this report offers recommendations on actions needed to sustain and enhance the growth of Surinam¿s existing export products, promote the emergence of promising new products, and strengthen institutions that support both of those activities. The study includes a general introduction and background information on the contribution of agriculture to the economy and the performance of agriculture, the main constraints on the growth and development of the sector, key factors affecting competitiveness, Government¿s plans for development in the area and, finally a strategy for revitalizing the agricultural sector in Suriname. The rationale for revitalizing the agricultural sector is to increase national income ad to foster the economic and social development of Suriname. Since agriculture is a sector of vital importance to the Surinamese economy, it provides a good vehicle for achieving this aim.

This paper applies probit regression models to a nationally representative household survey dataset collected in 2016-2017 to analyze the relationships between various socio-demographic variables and adult Body Mass Index (BMI) in Suriname. Our results indicate that women, the elderly, and couples either married and/or living together are more likely to be obese or overweight. As expected, this is also true for individuals who have chronic illnesses. The analysis also finds that individuals who engage in a sport or in other forms of exercise, even if modest, have lower odds of being overweight or obese. Interestingly, the findings indicate that individuals who benefit from government social safety net programs are less likely to be associated with being overweight or obese. The results of this study have implications for the adjustment of current Surinamese nutritional guidelines as well as the design and implementation of targeted obesity-reduction policies that recognize that being overweight is influenced by various characteristics. Although the results are country-specific, they have the potential to influence action in all countries in the Caribbean that lack policies to address obesity.

This paper discusses Suriname's efforts in regional integration initiatives, starting in the 1990s. In the first section, the authors identify some concrete initiatives undertaken by Suriname to broaden and diversify its economic links, and highlight the many barriers that remain to be overcome in that area. Next, they examine, from a theoretical point of view, the costs and benefits of regional integration, which have been one of the key components of Suriname's increasingly outward-oriented development agenda. Subsequent sections provide a more detailed analysis of Suriname's recent integration efforts, and how these may influence its future development prospects. It is the authors' contention that by adopting the tenets of "open regionalism", Suriname has embarked on an effective process of global market integration, which will both shield it from --and gradually prepare it for-- the harsh adjustments of full-blown international competition.

Resumen
This study advocates the adoption of an alternative development model in Suriname. Suriname adopted a state-centered and inward-looking development model in the early 1980s, although elements of the model had been present long before that time. Chapter II discusses nine major elements of that development model and their implications for policymaking. Chapter III reviews the performance and consequences of this 'old' development model and argues that it led Suriname astray and served the country badly. The misguided policies inspired by the 'old' development model have had damaging consequences for Suriname's development. Over the last two decades, economic growth has been minimal and living standards have stagnated. Poverty has persisted and probably worsened.
