Resumen
Public administration in Slovakia is organized on three levels, one of which is self-government. A local self-administration is defined as a territorial self-government, which is lower on the hierarchy than a regional government. In the Republics of Slovak and Czech, local self-government consists of municipals of privileged entities or incorporations that are attempting to achieve the most secure environment for their citizens. Obtaining this status is possible with a sufficient local budget to form and use services of municipal police. The municipal police force is a disciplinary unit within an area of its territory. In study is the possibility of improving the municipal police of the Slovak Republic. To identify limitations, the Slovak municipal police force is compared with that of another nation exercising activities under similar conditions. For this purpose, the municipal police force of the Czech Republic is compared with that of the Slovak Republic using various indicators. The results show several weaknesses of the municipal police force of Slovak Republic and recommendations are provided to improve its effectiveness.

Resumen
The municipal police agencies increase the safety of a municipality’s citizens and thus increase their quality of life. When performing interventions, municipal police officers may endanger their safety and health. This paper deals with the analysis of the riskiness of municipal police officers working in the Slovak Republic and the Czech Republic from 2004 to 2019 and the assessment of their occupational safety. The risk analysis was carried out on the basis of a risk matrix and calculations of the probability of attack and injury to municipal police officers. Using the Pearson correlation coefficient, the dependence between the selected variables was investigated. The reliability of this dependence was examined by the determination coefficient. The main result of the paper is the determination of the riskiness category of municipal police officer work based on the assessment of the occupational health protection of officers through statistical indicators of their activities and risk matrix. The results will serve as part of the explanatory memorandum for the proposal of legislative changes in order to increase the occupational health protection of municipal police officers.

One of the institutions, which directly reports to the city and participates on tasks influencing the security, is the municipal police. The cities spend their finances for the program of safety, which main purpose is to ensure a safe city. The contribution will be primarily focused on subprogram's budget of public order and security dedicated to the safeguarding of public order, property and health of inhabitants. In this subprogram are the funds of the municipal police. It is very important that the municipal police use these funds effectively in order to try to increase the quality and effectiveness of the provided services. This paper deals with the activities of the municipal police in the local government and its results in a certain period of time. Resumen
The subject of this article is the current legislation of the Russian Federation pertaining to establishment and potential implementation of the norms on the functions of protection of public order by the municipal authorities. Based on the conducted analysis, the authors determine problematic issues in legal regulation of application of these norms, explore foreign experience in the sphere of protection of public order, and consider the prospects for application of this experience in the Russian Federation. The main conclusions of the study consist in proposals on creation of an independent institution of municipal police, prospects for further work within the framework of development of the project of Federal Law “On Municipal Police in the Russian Federation”, taking into account delineation of authority of municipal police and the centralized apparatus of police sub-branches of internal affairs departments; complete transfer of the police patrol functions to the municipal authorities on protection of public order; formation of the mechanism of interaction between the internal affairs authorities and municipal police. The original conclusions made in this research are aimed at helping in preparation of the normative legal framework pertaining to legal position and organization of the work of municipal authorities on protection of public order, as well as formation of the mechanism of interaction between the internal affairs authorities and municipal police.

The touted benefits of inter-governmental contracting are cost savings and simplicity when compared to shared service agreements. Some managers and public officials resist contracting given the assumption that there may be a drop-off in service quality. However, inter-governmental contracting introduces market forces which theoretically would improve performance while keeping costs per unit of output low (Boyne, 1998). This paperexamines municipal police contracting in the State of New Jersey, the purpose of which is to determine if there are statistically significant differences in non-violent crime rates among municipalities that maintain their own police force versus those that contract with neighboring municipalities for police services. Contracting costs are also explored. While summary statistics indicate lower non-violent crime rates among municipalities that maintain their own police force compared to those that contract for police services, multiple regression results indicate that contracting does not predict higher non-violent crime rates at the .05 level. Therefore, contracting for police services should be explored as an alternative municipal policing model.

Purpose The purpose of this paper is to compare views of the community, views of the organization head, and perceptions of organizational justice between deputies working in sheriff’s offices and officers working in municipal police departments. Design/methodology/approach This study used surveys of 2,012 sworn deputies representing 19 full-service county sheriff’s offices and 10,590 sworn officers representing 70 municipal police departments. Bivariate and multivariate analyses were used to compare the three dependent variables between sheriff’s offices and municipal police departments. Findings Deputies in sheriff’s offices expressed more positive views of the community and organization head, and more favorable perceptions of organizational justice than officers in municipal police departments. Regression analyses indicated that views of the organization head and perceptions of organizational justice remained significantly more positive in sheriff’s offices than municipal departments, even after controlling for agency size and concentrated disadvantage. Research limitations/implications The sample of agencies should not be considered as a representative of all sheriff’s offices and municipal police departments in the USA. The number and scope of agency-level variables included in the regression models were limited. Practical implications The results suggest the importance of ensuring more equitable systems of rewards and organization heads taking steps to communicate more effectively with sworn personnel, especially in municipal departments. Originality/value By its focus on sheriff’s offices, the study broadens knowledge of law enforcement agencies and sworn personnel, which is usually based on studies of municipal police departments and officers.

Resumen

A lack of alignment between police performance evaluation policy purposes and officer performance evaluation perceptions has implications for the organizations’ resource management, officer morale, and public safety. A literature review points towards a gap existing between policy purpose statements and employee perceptions. The purpose of this study was to investigate the relationship between the policy purposes of police performance evaluations and the officers’ perceptions of those evaluation experiences in 4 Ontario municipal police services. DiMaggio and Powell’s (1983) Institutional theory was the foundation for this study. Data for this study were collected from 4 police services in Ontario, Canada. The data consisted of police performance evaluation policies and in-person interviews with 12 officers. Data were inductively coded, and then the coded data were subjected to content analysis. Three policy purpose themes and 13 officer perception themes emerged that indicate that: 1) there seems to be a lack of alignment between the policy purpose theme of assessing work performance and eight of the perception themes; 2) officers perceived performance evaluations as negatively impacting their morale: and, 3) healthy relationships with supervisors were more useful to officers than performance evaluations in terms of performance and career outcomes and progression. Consistent with Institutional theory, officers perceived performance evaluations to be necessary even with limited utility. The positive social change implications stemming from this study include recommendations to police executives to consider alternative processes in tandem with performance evaluations to improve morale, in turn creating better opportunities for improved public and officer safety.

Resumen

During the decades between 1950 and 1970, unionization in the United States was at its peak. Private and public employees gained advances in the improvement of working conditions and other terms and conditions of employment through cohesive action and collective bargaining. Today, unions represent only 11.1% of America’s workforce with the numbers constantly declining with one exception – the public sector. Employers, both public and private, lament the involvement of an outsider, asserting that the collective bargaining relationship impedes management’s ability to manage workforces and to accomplish agency performance objectives effectively. Law enforcement management, plagued by problems of increasing crime and decreasing fiscal and staffing resources, confront the same challenges. However, evidence is lacking regarding whether there are variances in performance between union and non-union departments from a public safety perspective. This research measures police department performance in 76 municipal non-union and union departments using crime rates, arrest rates, clearance rates, and community relationships. Statistical analysis was conducted using multiple regression and MANCOVA. There was a significant, positive relationship between collective bargaining status and department size. As department size increased, the departments were more likely to have collective bargaining. There was no significant relationship between collective bargaining status and crime rates, arrest rates, clearance rates, and total community score in a univariate analysis. However, when considering the inter-correlation of these factors, there was a statistically significant relationship. Therefore, collective bargaining status was not significantly related to police department performance. The null hypothesis for Research Question One was not rejected. The findings of this research indicate no measurable difference in individual performance indicators between unionized and non-unionized police departments. However, significance was indicated when examining the performance indicators together as a whole using MANCOVA. Therefore, the null hypothesis for Research Question Two was rejected.

Citizen complaints about inappropriate use of force indicate negative police-public relations, unresponsive police services, and the unresponsiveness of police management to citizens' concerns. However, the effective delivery of key policing services depends on the performance of individual police officers. Surveillance technology can monitor and control the behavior of officers, ensuring that police officers provide high quality policing services that meet the needs of citizens. Examples of surveillance technology such as in-car cameras and CCTV can be used as an administrative tool to respond to citizen complaints by police chief executives. This research examines the effect of surveillance technology on the behavior of municipal police departments that is operationalized as the number of citizen complaints that were filed against municipal police departments. This research also examines the impact of surveillance technology on dismissed and sustained complaints by using 511 large municipal police departments in the U.S. from Law Enforcement Management and Administrative Statistics (LEMAS) 2003 dataset. Three different models are developed to evaluate the impact of in-car cameras and CCTV on the citizen complaints and their dispositions. Two ordinary least square regression (OLS) models and a Heckman selection model are used to analyze the data. The Heckman selection model is utilized to correct for selection bias in truncated data for sustained complaints after log transformation. The results suggest that the use of surveillance technology by the police is necessary, but insufficient, in reducing the number of complaints. The finding suggests that videotaped evidence, recorded by surveillance technology, increased the number of convictions of accused officers in municipal police departments. The analysis also suggests that municipal police departments that used CCTV only in 2003 received a higher number of citizen complaints, in comparison to municipal police departments without CCTV, both in 2000 and 2003. No evidence was found to indicate that surveillance technology has a positive impact on the percentage of dismissed complaints.

AbstractThe federal administration is significantly small (around 10 percent of all public employees). This speciality of the German administrative system is based on the division of responsibilities: the central (federal) level drafts and adopts most of the laws and public programmes, and the state level (together with the municipal level) implements them. The administration of the federal level comprises the ministries, subordinated agencies for special and selected operational tasks (e.g. the authorisation of drugs, information security and registration of refugees) in distinct administrative sectors (e.g. foreign service, armed forces and federal police). The capacity for preparing and monitoring government bills and statutory instruments is well developed. Moreover, the instruments and tools of coordination are exemplary compared with other countries, although the recent digital turn has been adopted less advanced than elsewhere.

The article deals with the application of data envelope analysis (DEA), in examining the efficiency of selected public services provided by municipalities and cities. The method is focused on calculating indicators for individual municipalities and groups of municipalities. When calculating the efficiency, the DEA model with variable returns to scale and superefficiency is used. The distance from the efficiency limit (data envelope) is not measured by Euclidean, as classical DEA models, but by Chebyshev distance. The analysis focuses on examining efficiency within groups of municipalities, defined according to the number of inhabitants and location in relation to development centers, but also these groups in the context of the entire data set. The created model allows to calculate the efficiency of each municipality and monitor its ranking within the given category, but also the type of municipality, administrative district or region. It then shows the practical results of the calculation of efficiency - the achieved average value on the example of schools and municipal police. The variability of the results achieved is subject to interpretation with respect to the services examined. Finally, the limits of DEA use are discussed with regard to the quality of available data and the overall appropriateness of the method for monitoring the efficiency of municipalities.

Resumen
Housing policy on municipal level is in the Czech realm neither thoroughly analysed, nor systematically performed. Policymakers lack basic data-base for taking competent decisions. This study shall establish a base for further discussion on factors, effects and importance of municipal housing policy for urban development. A comparative analysis of three Czech cities has been performed with the aim to answer the questions what explains a housing policy, whether and how housing policy may impact urban development (factors) and what the effects are. This study proved that housing policy does have an impact on urban development and that this fact is not clearly reflected in the Czech multilevel governance. The relevance of multiple socio-economic factors of housing policy for urban development has been examined. From the identified effects of these factors, a set of hypotheses for further research has been developed. The study consists of four parts. The first one frames housing policy in a context of place-based regional theories and explains the Czech system of multilevel governance in this field. The second section explains the use of comparative analysis and the selection of indicators as well as the collected data. The third part comments on obtained data and the final one draws suggestions for further research of academics and better decisions of policymakers.

Resumen
Literature suggest that local cultural centers have a potential to contribute to local sustainable development, spillovers to other sectors, urban regeneration and promote practices of care and solidarity. This being especially relevant in the times of crisis and post pandemic reorganization of cultural and creative ecosystems. This paper analyzes how the pandemic affects sustainability of local cultural center Kino Usmev, community non-governmental organization in the second biggest city of Slovakia, European Capital of Culture in 2013 and how local and national policies and COVID-19 related measures affect its future sustainability. Paper uses policy documents, government and municipal websites, but the core of the analysis is a case study based on three semi structured interviews with management of Kino Usmev, focused on four pillars of sustainability – economic, environmental, social and governance - complemented by policy related questions. The results indicate that policies of austerity and resilience are mostly applied by both national and local governments, with insufficient coordination, chaotic measures and lack of strategic planning. This creates vulnerability for local cultural centers, threatens their existence and prevents them to fully develop their potential as important actors of urban ecosystems with further socio-economic spillovers to other sectors.

Municipal insurance–a collective compact in which municipal government is the lead actor in designing, delivering, and supervising a health care financing arrangement—is considered by some Guatemalans as a potential new avenue for improving financial protection against rising costs and improved access to quality health care. This brief presents a political economy analysis of the prospects for the adoption of municipal insurance in Guatemala. Municipal insurance has so far been tried only once, in 2015, by the large suburban municipality of Villa Nueva. Drawing from the Villa Nueva experience, based on interviews with nearly 30 key informants, this brief examines the potential obstacles to municipal insurance reform as well as leading factors favoring its introduction. Consistent health ministry support and equity concerns are potential limitations, for example, while decentralization and the recent emergence of creative insurance products are likely to be supportive. This brief then concludes with consideration of the policy implications of such a reform. We also offer a series of policy recommendations for policymakers and practitioners who may be looking to implement municipal insurance reform.

Public, fixed-route transit services most commonly operate on public streets. In addition, transit passengers must use sidewalks to access transit stops and stations. However, streets and sidewalks are under the jurisdiction of municipalities, not transit agencies. Various municipal policies, practices, and decisions affect transit operations, rider convenience, and passenger safety. Thus, these government entities have an important influence over the quality, safety, and convenience of transit services in their jurisdictions. This research identified municipal policies and practices that affect public transport providers’ ability to deliver transit services. They were found from a comprehensive literature review, interviews and discussions with five local transit agencies in the U.S., five public transportation experts and staff from five California cities. The city policies and practices identified fall into the following five categories: Infrastructure for buses, including bus lanes, signal treatments, curbside access; Infrastructure for pedestrians walking and bicycling to, and waiting at, transit stops and stations; Internal transportation planning policies and practices; Land development review policies; Regional and metropolitan planning organization (MPO) issues. The understanding, acknowledgment, and implementation of policies and practices identified in this report can help municipalities proactively work with local transit providers to more efficiently and effectively operate transit service and improve passenger comfort and safety on city streets.

We employed a three-pronged research strategy involving: (1) an analysis of the current literature on on-demand mobility and AVs; (2) a systematic content analysis of 23 CAPs and general plans developed by municipalities in California; and (3) a comparison of findings from the literature and content analysis of plans to identify opportunities for GHG emissions reduction and mobility equity. Findings indicate that maximizing the environmental and social benefits of AVs and on-demand mobility requires proactive and progressive planning; yet, most cities are lagging behind in this area. Although municipal CAPs and general plans in California have adopted a few strategies and programs relevant to AVs and on-demand mobility, many untapped opportunities exist to harness the GHG emissions reduction and social benefits potential of AVs and on-demand mobility. Policy and planning discussions should consider the synergies between AVs and on-demand mobility as two emerging mobility trends, as well as the key factors (e.g., vehicle electrification, fuel efficiency, use and ownership, access and distribution, etc.) that determine whether deployment of AVs would help reduce GHG emissions from transportation. Additionally, AVs and on-demand mobility can potentially contribute to a more equitable transportation system by improving independence and quality of life for individuals with disabilities and the elderly, enhancing access to transit, and helping alleviate the geographic gap in public transportation services.

Key Message Ontario long-term care (LTC) home residents have experienced disproportionately high morbidity and mortality, both from COVID-19 and from the conditions associated with the COVID-19 pandemic. There are several measures that could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes, if implemented. First, temporary staffing could be minimized by improving staff working conditions. Second, homes could be further decrowded by a continued disallowance of three- and four-resident rooms and additional temporary housing for the most crowded homes. Third, the risk of SARS-CoV-2 infection in staff could be minimized by approaches that reduce the risk of transmission in communities with a high burden of COVID-19. Summary Background The Province of Ontario has 626 licensed LTC homes and 77,257 long-stay beds; 58% of homes are privately owned, 24% are non-profit/charitable, 16% are municipal. LTC homes were strongly affected during Ontario’s first and second waves of the COVID-19 pandemic. Questions What do we know about the first and second waves of COVID-19 in Ontario LTC homes? Which risk factors are associated with COVID-19 outbreaks in Ontario LTC homes and the extent and death rates associated with outbreaks? What has been the impact of the COVID-19 pandemic on the general health and wellbeing of LTC residents? How has the existing Ontario evidence on COVID-19 in LTC settings been used to support public health interventions and policy changes in these settings? What are the further measures that could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes? Findings As of January 14, 2021, a total of 3,211 Ontario LTC home residents have died of COVID-19, totaling 60.7% of all 5,289 COVID-19 deaths in Ontario to date. There have now been more cumulative LTC home outbreaks during the second wave as compared with the first wave. The infection and death rates among LTC residents have been lower during the second wave, as compared with the first wave, and a greater number of LTC outbreaks have involved only staff infections. The growth rate of SARS-CoV-2 infections among LTC residents was slower during the first two months of the second wave in September and October 2020, as compared with the first wave. However, the growth rate after the two-month mark is comparatively faster during the second wave. The majority of second wave infections and deaths in LTC homes have occurred between December 1, 2020, and January 14, 2021 (most recent date of data extraction prior to publication). This highlights the recent intensification of the COVID-19 pandemic in LTC homes that has mirrored the recent increase in community transmission of SARS-CoV-2 across Ontario. Evidence from Ontario demonstrates that the risk factors for SARS-CoV-2 outbreaks and subsequent deaths in LTC are distinct from the risk factors for outbreaks and deaths in the community (Figure 1). The most important risk factors for whether a LTC home will experience an outbreak is the daily incidence of SARS-CoV-2 infections in the communities surrounding the home and the occurrence of staff infections. The most important risk factors for the magnitude of an outbreak and the number of resulting resident deaths are older design, chain ownership, and crowding. Figure 1. Many Ontario LTC home residents have experienced severe and potentially irreversible physical, cognitive, psychological, and functional declines as a result of precautionary public health interventions imposed on homes, such as limiting access to general visitors and essential caregivers, resident absences, and group activities. There has also been an increase in the prescribing of psychoactive drugs to Ontario LTC residents. The accumulating evidence on COVID-19 in Ontario’s LTC homes has been leveraged in several ways to support public health interventions and policy during the pandemic. Ontario evidence showed that SARS-CoV-2 infections among LTC staff was associated with subsequent COVID-19 deaths among LTC residents, which motivated a public order to restrict LTC staff from working in more than one LTC home in the first wave. Emerging Ontario evidence on risk factors for LTC home outbreaks and deaths has been incorporated into provincial pandemic surveillance tools. Public health directives now attempt to limit crowding in LTC homes by restricting occupancy to two residents per room. The LTC visitor policy was also revised to designate a maximum of two essential caregivers who can visit residents without time limits, including when a home is experiencing an outbreak. Several further measures could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes. First, temporary staffing could be minimized by improving staff working conditions. Second, the risk of SARS-CoV-2 infection in staff could be minimized by measures that reduce the risk of transmission in communities with a high burden of COVID-19. Third, LTC homes could be further decrowded by a continued disallowance of three- and four-resident rooms and additional temporary housing for the most crowded homes. Other important issues include improved prevention and detection of SARS-CoV-2 infection in LTC staff, enhanced infection prevention and control (IPAC) capacity within the LTC homes, a more balanced and nuanced approach to public health measures and IPAC strategies in LTC homes, strategies to promote vaccine acceptance amongst residents and staff, and further improving data collection on LTC homes, residents, staff, visitors and essential caregivers for the duration of the COVID-19 pandemic. Interpretation Comparisons of the first and second waves of the COVID-19 pandemic in the LTC setting reveal improvement in some but not all epidemiological indicators. Despite this, the second wave is now intensifying within LTC homes and without action we will likely experience a substantial additional loss of life before the widespread administration and time-dependent maximal effectiveness of COVID-19 vaccines. The predictors of outbreaks, the spread of infection, and deaths in Ontario’s LTC homes are well documented and have remained unchanged between the first and the second wave. Some of the evidence on COVID-19 in Ontario’s LTC homes has been effectively leveraged to support public health interventions and policies. Several further measures, if implemented, have the potential to prevent additional LTC home COVID-19 outbreaks and deaths.
