Germany is facing a contemporary mainstreaming of the far right, which has a long tradition of wanting “Turks out!” Turkish immigrants have been the main strangers in Germany following the guest-worker treaty signed in 1961, physically close as friends, yet culturally distant as foes. From September 2015 onwards, German–Turkish politics of belonging, the Turkish issue, underwent a contentious period resulting in secessions between German and Turkish authorities in September 2017. Against this background, this article asks: How did mainstream political actors in Germany emplot the Turkish issue while a far-right challenger party sought to establish a far-right narrative of ethno-national rebirth? The temporal unfolding of the Turkish issue is explored by drawing on media analysis (n = 1120), interpretive process-tracing and narrative genre analysis of claims raised by political actors in German and Turkish newspapers. In order to visualize how the Turkish issue evolved between 2000 and 2017 in media discourse, 546 articles in the mainstream quality newspaper Frankfurter Allgemeine Zeitung were collected. The Great Secession period between 2015 and 2017 was selected for an in-depth case study. To conduct interpretive process-tracing and narrative genre analysis of this case, another 574 articles in the German Süddeutsche Zeitung and Turkish Hürriyet were analysed. In so doing, this article contributes to (1) the study of belonging and identity by adopting a novel approach to boundary studies, combining narrative genre analysis with Habermas’ communicative action theory, and (2) the study of political strategies of adapting, ignoring or demarcating far-right contenders by, again, introducing a narrative approach to political communication and mobilization processes. The analysis shows that, in the first stage of the Great Secession period, inclusionary and exclusionary boundaries competed, while in later stages inclusionary boundaries were cast aside by exclusionary boundaries after reputable mainstream party-political actors adopted and thus legitimized far-right story elements.

In order to reduce children's online risks as well as promote online opportunities, provide digital literacy, mediation, and internet safe use, it is imperative to acquire a better understanding of digital children's rights. In order to address this problem and to provide a representative voice for the millions of Turkish speaking children, the authors developed T-GKOS, a reliable and validated digital children's rights scale in Turkish adopted from GKOS (the English version). The Turkish digital child right scale (T-GKOS) was designed, tested, and validated with numerous factors regarding digital children's rights. Two hundred seventy-seven Turkish-Cypriot children answered the question on digital children's rights. it was noted that mediation plays a better role than digital literacy when it comes to children risk and online security while gender does not play a vital role.

Abstract This study examines the different patterns used to code complement clauses in Caucasian Urum, an endangered variety of Anatolian Turkish spoken in Georgia that exhibits considerable influence from Russian. Urum shows some substantial deviations from Turkish in its morphosyntax of complementation. The data indicate that primarily left-branching and synthetic Turkic patterns are replaced in favor of right-branching and analytic constructions. Furthermore, different classes of complement-taking predicates and their selectional restrictions on complement choice are analyzed and compared to the patterns in Turkish and Russian. The findings reveal that the Urum complementation system resembles the Russian pattern.

Resumen

The right to work, one of the fundamental human rights, expresses the right of all individuals to maintain a dignified life by having an income, earned through work (UDHR, 1948). Following the coup attempt on 15 July 2016, the Turkish government declared a state of emergency on 20 July 2016. This lasted 730 days until 20 July 2018. During this period, 32 decrees were issued by the Turkish government. With these decrees, 150,348 public officials including judges, pros- ecutors, civil servants, teachers, bureaucrats, medical doctors and academics were dismissed without any investigation (Turkey Purge, 2019). With regard to the group of forensic professional experts, many have been dismissed following decrees issued by the Turkish government.

A).European Court of Human Rights, March 23, 1995.The applicant, a Greek Cypriot woman, stated that since July 20, 1974, Turkish troops had prevented her from returning to land in Northern Cyprus that she owned and had intended to use, inter alia, for her family home. Furdiermore, she alleged that her arrest and detention by Turkish Cypriot policemen for ten hours after she had crossed die cease-fire line in 1989, when participating in a women's march aimed at asserting the Greek Cypriot refugees’ right to return to their homes, violated her human rights. Rejecting in part die preliminary objections raised by the respondent Government, die Grand Chamber of the European Court of Human Rights held that die facts of die case are capable of falling widiin Turkish jurisdiction as a result of die presence of Turkish troops on the territory of Cyprus, so that the European Convention on Human Rights (ECHR) may be applicable to these acts.

AbstractIn this study, we examine substantive representation of women in the 2011–15 Turkish Parliament by focusing on sponsorship of private members’ bills by members of parliament (MPs) across eight major issue areas. The Turkish case offers new insights into women's representation, not only because this topic is unexplored in the Turkish context but also because it provides an opportunity to examine the tension between gender as a social identity and ideology as a political identity in a legislature characterized by disciplined political parties and low gender parity. Findings indicate that women MPs in Turkey substantively represent women by sponsoring more bills on women's rights and equality issues than their male colleagues, despite their low numbers in parliament and affiliation with highly disciplined parties. Party ideology also shapes women MPs’ issue priorities depending on the emphasis placed by the parties on different issue areas. Whereas left-wing women MPs sponsor more bills on women's rights and equality issues defined with a feminist accent, right-wing women MPs sponsor more bills on issues regarding children and family. Left-wing women also differ significantly from right-wing women in their sponsorship of bills on health and social affairs issues, as left-wing parties prioritize those issues more than right-wing parties.

Resumen

Apart from many other important and urgent problems in labour law, the right to collective action is increasingly the most violated and ignored labour right in this continuing period of economic, political and social crises around the world due to the very fact that it constitutes the most effective and progressive power of workers. Therefore, it is essential and urgent that fundamental hindrances are identified and substantial solutions are put in place to ensure efficient protection and exercise of the right. In this respect, I aim to evaluate the right to collective action of private sector workers under the instruments of the Council of Europe, the European Union and Turkey, and to examine selected fundamental impediments to its effective protection and enforcement under European law and Turkish law, which essentially arise from sovereignty and exceptionalist concerns as well as the subordination of social rights to economic interests. Lastly, I will propose some solutions for a more progressive protection and implementation of the right to collective action whose evolution requires a lot of effort, dedication and struggle during a long yet hopeful process.

AbstractThe assessment of claims of conscientious objection to military service under freedom of religion or belief provisions has been an evolutive process in international human rights law. In Turkey, the right to conscientious objection to military service is not recognized, nor is there a specific punishment due for non-performance of military service on grounds of religious or philosophical beliefs. Military service is compulsory for every Turkish male citizen. The article in hand aims, firstly, to provide a survey on the status of the right to conscientious objection to military service in international human rights law and to propose a harmonizing interpretation that would allow for the evaluation of cases of conscientious objection under relevant provisions protecting freedom of religion or belief and secondly, to evaluate the Turkish legislation in relation to conscientious objection to military service and highlight human rights issues that arise due to a lack of legal regulation on conscientious objection to military service.

This thesis aims to describe and analyze the politicians who belong the right-wing political conservative traditions in Turkey by the mediation of their understanding and mentality. In this framework, the study primarily intends to investigate and analyze their perceptions of political and ideological imaginations. Turkish right seems to have a quite heterogeneous structure. While the recognition of the heterogeneity embodied around the political-institutional structuring is crucial to understand the Turkish right-conservatism, focusing merely on the heterogeneity and differences is inadequate to understand the right-conservative tradition. This study aims to analyze the aforesaid diversity and heterogeneity in the axes of politics and ideology. In spite of its heterogeneous qualifications, there are some attributions which made the Turkish right-wing conservative tradition homogeneous on certain economic, social and cultural issues. In this context, the study aims to analyze and understand the differentiations and affinities among the politicians who belong to the mainstream right-wing conservative political parties by focusing on the politicians discourses.

This thesis is an attempt to analyse the narrative structure of the Turkish satiric comedies that were produced in the 1980s. It focuses on the relation between the narrative structure of the satiric comedies and the socio-political atmosphere of the period. It argues that the satiric comedies aimed to criticize the new right policies and the social transformation in the 1980s through the opposition between the &ldquo
honourable&rdquo
hero on the one hand, and the &ldquo
swindler&rdquo
figure(s) or the &ldquo
degenerated order&rdquo
on the other. The narrative tools and stereotypes were used to represent the decline of such social values as solidarity, collectivism and philanthropy and rise of new ones like individualism, competitiveness and self-reliance. The study also analyzes the transformation of satiric comedies themselves throughout the decade, focusing on the change in the construction of oppositions and conflicts, and the emergence of nostalgia and romanticism as part of their critical discourse.

In this thesis we empirically examine whether the Turkish stock market is driven by rational bubbles over the period between March 1990 and February 2012. The bubble periods are estimated using a recently developed right-tailed unit root test, the generalized sup augmented Dickey-Fuller test of Phillips, Shi and Yu (2011a). Applying their bubble detection and location strategies to weekly price dividend ratio series, we find strong evidence for the existence of rational bubbles in the Turkish stock market benchmark indices as well as sector indices. Our located bubble periods may give early warning signals of the subsequent Turkish financial crisis.

The main objective of this study is to analyze how labor&rsquo
s protests against the privatization in Turkey, are reconstructed in news. So, news discourse on labor protests against privatization of SEKA and TÜ
PRAS investigated in five newspapers of Turkey. During analysis, on which reconciliations meaning in the news are constructed was probed by both identifying the linguistic and narrative aspects of the news. Therefore discourse analyses will be applied to study how and on which level a pro-privatization ideology production is realized in the labor protest against privatization news. So, construction of a hegemonic ideology in Turkey by joining various discourse elements, and if there are any conflicts between parties in this construction was investigated.

The main objective of this thesis is to examine the specific place of the Freedom Party (Hü
rriyet Partisi) in Turkish political history. Founded by a group of Democratic Party (Demokrat Parti) members who were expelled from the party in December 1956, the Freedom Party (1956-1958) is crucial for a proper understanding of evolution of the idea and practice of democracy in Turkey. Although mostly neglected by students of Turkish politics and labeled as an insignificant political party, this thesis argues that the Freedom Party is critical for understanding the 1950s and socioeconomic and legal-constitutional developments of the following decade. The thesis also pays a considerable attention to the Forum journal, which began to be published in 1954 by a group of liberal intellectuals and which guided the Freedom Party in ideological and political terms. It is the main argument of this thesis that the Freedom Party and Forum journal introduced a new understanding of politics and this understanding had profound effects in the following decades. The ideological transformation of the Republican People&rsquo
s Party (Cumhuriyet Halk Partisi) after the second half of the 1950s and the role of HP in this process is another topic of the thesis.

This thesis analyses linguistic policies in Bulgaria, during the Ottoman, monarchical, communist and post-communist periods and its effects on the Turkish minority in Bulgaria. The linguistic policies in Bulgaria did not follow consistent policies
on the contrary, it followed different policies in different periods. The aim of this thesis is to analyse how the Turkish minority experiences and perceives linguistic rights in the post-communist period, such as study of and in Turkish language, Turkish minority media, use of minority personal names, naming of topographical places and the status of Turkish language in official and administrative institutions. For this purpose, in-depth interviews were carried out in ISiklar (Samuil) municipality in Bulgaria, where Turks constitute the absolute majority of the population. As a result of the analyses of the experiences of the Turkish minority, it was observed that (Turkish) linguistic rights and language were experienced by the Turkish minority in terms of ethnolinguistic identity. It is concluded that symbolic power and diglossia relationships between Turkish and Bulgarian languages affected the ways of perception of (Turkish) linguistic rights by the Turkish minority in Bulgaria.

The main concern of this thesis is to analyze the transformation of domestic human rights discourse by looking at the shifting representations of the idea of human rights. The representation of the idea of human rights in &lsquo
Turkey Human Rights Movement Conferences&rsquo
in different political contexts during the period 1998-2010 is evaluated with reference to three areas of literature on the idea of human rights and with a social constructionist perspective which begins with the proposition that ideas and practices concerning human rights are created by people in particular historical, social, and economic circumstances. The different conceptualizations of legitimation of the idea of human rights, the shifting representations of the idea of human rights as civil and political rights and economic, social and cultural rights and the varying constructions of domestic human rights language amongst local and universal claims in respect of human rights within different political contexts is explored. In this framework, the research design of the study is envisioned to evaluate these issues in the context of &lsquo
Turkey Human Rights Movement Conference&rsquo
texts. The final reports of eleven conferences held in the period 1998-2010 are analyzed by the method of &lsquo

Resumen

This study examines the market reaction to rights offering announcements in Turkey. Even though the topic is extensively studied in the finance literature, there is still research going on for emerging markets. The first part of this study measures market reaction to rights offering announcements for six different information arrival dates. The results are significantly negative except for the case of the announcement of the rights offering period. Additionally, the sample is divided into two sub-periods as before and after the 2001 crisis. The results show that there is a significant difference in market reaction and this difference is attributed to the change in economic policy after the 2001 crisis. The second part of the study examines the determinants of this market reaction and the findings suggest that bonus issues are positively related and there is also evidence that firms time their equity issues. The third part analyzes the long term performance of equity issuing firms in two subgroups as financial and non-financial firms. The results provide evidence of a negative performance and this finding is consistent with the results of previous studies.

Homer's stories of Troy are part of the foundations of Western culture. What's less well known is that they also inspired Ottoman-Turkish cultural traditions. Resumen

Developing countries need energy supply. Turkish economy is one of the most dynamic in the region. The consumption of electric power in the country is growing rapidly. But the price of electric energy in Turkey is one of the detrimental factors. Of all the neighboring countries, Turkey has one of the highest prices for electric energy. While some academicians and non-governmental organizations supported the Turkish government's plans for establishment of nuclear power plants in Turkey, some others opposed it. Due to increased energy demand, Turkey is continuing to explore the possibilities of introducing nuclear power. Gaining acceptance from local populations, however, may be problematic because nuclear power has a negative image and risk perceptions are complicated by a range of psychological and cultural factors. The main aim of this work is to investigate Turkey's nuclear preferences is it right. We will discusses the Akkuyu nuclear energy projects, market trends and analysis. In addition we will look at Turkey’s nuclear energy policies.

Resumen

One of the major problems encountered in the implementation of the rule of law is in the absence of the meaning of law or what it wants to tell is not clearly defined, the true meaning is revealed through interpretation. In labor law and social security law; Although the review will benefit from the rules for the common law, workers-interpretation in favor of the insuree is effective. This policy is considered as one of the fundamental policies of the Labour and Social Security Law. Located between the basic policies of business law, the protection of the workers, which is a consequence of the interpretation in favor of the insuree policy, shows itself in the form of interpretation in favor of the insuree in the social security law. One factor for necessity of supporting interpretation in favor of the insuree is, social security right is among the basic human rights. In particular, the interpretation of legislation related to the social security right by constitutional guarantee, it is important to keep in mind this basic policy. The overall purpose of the social security law is to benefit from this right by more people, namely the expansion of the scope. In this study, the place of interpretation in favor of the insuree and limitations related to this interpretation will be examined in the light of samples of Supreme Court Decisions and regarding substance of the Constitution and laws.

When the legislative has delimited rights and freedoms illegally, Constitutional Court should step in as an efficient assurance and this forcefulness is undoubtedly related to the structure of the Constitutional Court. The Constitutional Court's organization and election of the members of the Constitutional Court and status have a great importance for freedom of the Court. As a matter of fact, the only way to protect people’s fundamental rights and freedoms is possible with independent verdict. Judiciary which fulfills the function of judgment behalf of the nation and the judges who hold the judicial power, have an indispensable importance. The assurance of people’s right and freedoms could be provided only, when the court has accomplished their mission away from all kinds of pressure and influence. The freedom of judges also means their appointments, employee rights and working condition therefore; in first place, the organization of the Turkish Constitutional Court (General Assembly, Department, Division, Commission), then the election of members of the Turkish Constitutional Court and the status are compared with the regulation of Macedonia, Germany, Austria, France, Italy and Spain.

Resumen

Turkey faces various problems because of her distinctive geo-strategic importance have made her a transit country. The most important of those are migrations towards Europe due to socio-economic disasters like starvation, poverty or unemployment as well as geopolitical disasters like war or internal turmoils. Although the political and economic dimensions of migration are prominent, these are not the focus of this study. The issue in here is to identify whether immigrants, whose number has almost reached almost five million as wars and political chaos within neighbouring countries have forced a huge number of people to flee to Turkey, have right to work and social security according to the Turkish law. In this vein, the paper aims to clarify the content of the right to work and social security for immigrants in the long-term, instead of the short-term social assistances in accordance with human rights and social policy implementation in Turkey. For doing so, the paper firstly deals with Turkey’s commitment to the international law. Secondly, it analyzes the regulations related to the right to work and social security within the national law. Finally, the paper discusses the problems occur during the implementation of law and regulations and suggests solutions for overcoming such problems.

Strike is a temporary action for a mass refusal of employees to work in order to ensure that their demands are met. It is called “Strike” in English (which means to break, to burn, to attack) because the first strike events occurred in England as which involved breaking the machines using brake blocks. Workers used to show their reactions towards their employer as by breaking the machines. The same phenomenon existed also in France. Workers in France used to leave their working places all together and go to the Greve area next to River Seine and seek solution to their problems in the cafes. This is how the concept of going on strike, Aller à la Grève (in French), was adopted by Turkish. Strike is a right for workers. It is to leave a workplace unanimously. It is not considered a reason for annulment of employment contract. It is legal and aims to ameliorate the working conditions. Workers should possess the same conditions as their employer in order to determine working conditions by their own free will. Although the employer seems to possess a stronger position as he/she owns the workplace, the workers may possess the same rights as their employers by becoming members of a trade union. When the workers and the employer are unable to reach an agreement on the working conditions, all the workers leave their workplace and go on strike. They partially or completely hamper the activities of the employer. During the strike the workers do not receive their salaries.

There has been much discussion on the issue of whether financial crisis are caused by external factors or internal factors. This research has attempted to demonstrate what were the real reasons whether internal or external factors, behind the Turkish financial crisis in 2001. The crucial question that demands an answer is ‘which one of them overwhelmingly triggered the crisis. It was argued that before the crisis occurred, the Turkey economy had been affected by some unfavourable external shocks such as, rise in crude oil prices which increased the current account deficit; however, it can be seriously solved by employing correct finance technique that using long-term capital and direct investment instead of short-term capital. Therefore, external factors effects on the economy can be eliminated by right monetary policy, which means they were not the key factors. On the other hand, there were many internal factors behind the crisis such as fragile finance and banking system, ruling out dis-inflation negative effects and seasonal factors and so on. It could be advocated that these factors led the Turkish economy into uncertain situation and they had central part in the crisis because, when the last global financial crisis was occurred in 2008, although all unexpected external factors were soared, the Turkish economy was less affected, because the Turkish economy has been become more durable by solving the internal triggering factors.

Resumen

The relationship between performance and innovation is covered most extensively in neoclassical economic theory and Schumpeterian approach. These two approaches explain the relationship between innovation and performance in different ways. The neoclassical theory predicts that innovation emerges in competitive markets while Schumpeterian approach predicts it will emerge in imperfect competitive markets. Using data for the period 2008-2013, this study investigates the relationship between innovation and competition level in the Turkish Manufacturing Industry. Data analyzing method is Two-Step System Generalized Moments of Method. Performance variables of the study are net profit margin, return on assets and return on equity. R&D intensity is innovation indicator. Industrial competition level is measured by Herfindahl-Hirsckman Index. The results of Two-Step System Generalized Method of Moments analysis show that R&D intensity affects positively performance variables in contrast one lag of R&D effects negatively. Furthermore, competition intensity also improves performance. Positive coefficient of R&D variable supports the view of innovation has the characteristics of providing competitive advantage. The negative coefficient of R&D lag indicates the problems related to the protection of intellectual property right. This finding can be interpreted that innovation operations are imitated approximately after a period. The positive effect of competition intensity supports the prediction of Schumpeterian approach.

Our aim in this research is to discuss the correspondence with the Ottoman State during the Crimean War, as well as the opposition of Sheikh Shamil, with whom the Russians encountered during their invasion of the North Caucasus. Crimea is a Turkish country, has historically been a place of invasion by various foreign forces due to its geographical location and strategic location. The growing appetite of the Tsarist Russian Empire, the main purpose of which was to capture Istanbul and the right to vote in the straits, led to the beginning of the Crimean War. The Russian leadership began the war, by taking advantage of the privileges granted by the Ottomans to Christians Catholics in Jerusalem, the Armenians in Anatolia and the Greek Greeks. Although the Ottomans ended their relations with the Russians, but the Russian army went on a new offensive. Despite the fact that they did not openly declare war, they captured Eflak (Romania) and Bogdan (Moldova). On October 4, 1853, the Ottoman State declared war on Tsarist Russia. On the other hand, as far as the interests and power of the Ottoman State in Crimea were weakened, the Turkish rulers approached the Russians and over time fell victim to the Russian leadership's plan. Resumen

The competences of the test and calibration laboratories are provided by two complementary methods. The first of these methods is the on-site audit carried out by the administrative and technical committee established by TURKAK (Turkish Accreditation Institution) according to the requirements of TS EN ISO / IEC 17025 [1]. The other technique is interlaboratory comparison and proficiency testing to evaluate laboratory performance and ensure the quality of results. Investing in the right equipment, training personnel, defining methods, documenting, calculating uncertainty, even performing internal verifications do not guarantee reliability or accuracy. It cannot answer the question of whether we can produce the same results as the same testers in the world. It is necessary to prove that the laboratory can actually produce accurate results externally by going through comparison tests with other national/international laboratories.
