Resumen
Peri-urbanized rural areas are villages in which the non-agricultural population and industries are concentrated to a certain extent but rural administration is still practiced. It is an important factor affecting the quality of China's urbanization. On the basis of clarifying the characteristics and formation mechanism of peri-urbanized areas, the paper develops a method of identifying the peri-urbanized rural areas in China that is, the number of industrial employees in the village is not less than 900 and the grass-roots organization is the village committee. It makes an estimation of the peri-urbanization rate with the firm-level data of the first and second National Economic Censuses, and finds that the distribution of industrial employment at village level in China is “scattered” and “fat tailed”. While most of the industrial enterprises in rural areas are scattered, peri-urbanized rural areas centralize more than half of the industrial employees; China's peri-urbanization level is relatively high with a growing and deepening tendency, and it is closely related to the economic development.

Many problems exist in the urbanization of medium-sized cities, such as, low functional strength, uncoordinated industries, not strong economic support, weak carrying capacity and radiation force, small urban scale, not close contact with big cities and small cities, towns. The aim of new urbanization should be to achieve healthy development of urbanization. Some specific methods and measures are proposed on construction of new urbanization in medium-sized cities, such as, cumulative and circulating development of industry and agriculture, coordinating urban and rural areas, optimizing the allocation of resources by the institutional innovation and the layout of urban system, strengthening public services in urban and rural areas, setting circulating and replacement system of urban and rural land, improving methods of the performance appraisal, constructing new professional towns of characteristic and various types of agricultural industrial parks, which are specifically described with an example of Xiaogan.

China's urbanization patterns and policies since 1949 have been the focus of a good deal of attention. The main elements of this “Chinese Model” have been the massive “rustication” movements, the recruitment of large numbers of city dwellers to work in rural areas, strict controls on rural-urban migration through food rationing and household registration, and the expansion of rural employment through the development of rural industries. While controlling urban population growth has been problematic to most governments of developing countries, it has been widely accepted that China, particularly in the Maoist era, has been successful in this sphere. The “Chinese Model”, therefore, may offer such countries great promise as an alternative approach.

Based on the analysis of the current new rural construction in China and relationship of origin and resource of city and countryside, the tridimensional development of rural residences are proposed to improve the land use efficiency in response to the demand for garden leisure and tourism from city levels in the urbanization process from the prospect of urban and rural complementation and resource optimization. It will thereby convert the industrial structure in the countryside, develop the local eco tourism and relevant service industries and increase the income and employment opportunities of farmers, which can change the quality of rural life and establish the tridimensional development models of new rural residence in China under the mechanism of city and countryside complementation and interaction fundamentally.

Large-scale rural labor transfer is considered an important means of promoting urbanization and poverty alleviation; however, it has been difficult to fully reveal the complexity of mountain labor transfer using traditional theory. In this study, macrostatistics and microsurvey data were employed to conduct an empirical analysis of rural labor transfer in Xichang, highlighting the regional features of rural labor transfer in the southwest mountainous areas of China. The results show that the employment structure of rural labor is dominated by agriculture; however, its proportion is decreasing annually. The development of secondary and tertiary industries significantly contributes to the non-agricultural employment of rural laborers, who transfer mainly to the building, industry, and consumption fields—especially consumption, which has the greatest ability to absorb surplus rural labor. Migration of the population and farmers’ per capita net income promotes rural labor transfer, while the amount of rural labor, the urbanization rate in townships, agricultural development, and the topography have lagged effects on the process. This study argues that rural labor transfer in the mountains has regionality, multi-pattern, and gradient features; therefore, the promotion of rural labor transfer should consider local urbanization and poverty alleviation in such a manner that aligns with the local natural and socioeconomic conditions of the mountainous areas.

Since the 1978 economic reform, China has undergone a historical process of rapid urbanization. Although this process has been recognized as a key factor in the development of sustainable growth in China, low quality rural labor continues to limit the effectiveness of the country’s urbanization. Our study uses a spatial analysis framework to explore how the education level of rural laborers moderates the effect of urbanization on economic growth with provincial data collected from 1996 to 2015. Our results reveal that the influence of population urbanization on sustainable growth is mediated by the improvement of consumption capacity of urban dwellers and the industrial structural changes. The education level of rural laborers adjusts the urbanization’s influence on the consumption capacity of residents, which further affects economic growth. Empirical evidence indicates that the educationally limited rural population negatively moderates the impact of urbanization on sustainable economic growth by restraining the consumption capacity of migrating rural labor. It is also found that in some provinces with less-qualified rural labor, such as Gansu, Yunnan and Qinghai, population urbanization has not contributed to a corresponding economic growth, indicating that these provinces may have undergone urbanization without growth. These findings suggest that basic education is critical to the growth of income and consumption capacities of rural labor when laborers are migrating to urban areas. To achieve a valid urbanization process and sustainable growth, state and local governments must improve the basic education scheme, especially the nine-year compulsory education in Chinese rural areas through public financial investment and policy support.

<p>Modernization of Chinese society witnessed significant retreat of primary and growth of secondary and tertiary industries. The result of rapid urbanization has been accompanied with rapid rural depopulation, context of which is currently labeled by intertwining of many correlation factors. Rural depopulation can be perceived as a social problem and as a reason or other social problems, affecting sustainable socio-economic development. In turn, rural depopulation and relevant policy-making are also interplaying, making the issue more irreversible.<strong></strong></p>

On the basis of evaluating the index system of Agricultural Ecology and urbanization in Hanzhong city, this paper studies the degree of coupling coordinated development by using the coupled coordinated development degree model. It can be used for reference in the construction of new urbanization in other similar areas of Shaanxi Province.

In the background of ongoing urbanization in China and prominent “dualistic” contradiction between urban and rural areas, rural revitalization is extremely urgent. Currently, common problems concerning industry, ecology and humanities exist in rural areas. This paper attempts to figure out the causes for differences in industrial development in rural areas on the basis of macro data analysis and industrial spatial distribution. Given the lack of quantitative analysis of the relationship between urban and rural development and industrial structure, this paper adopts SPSS statistical software to conduct regression analysis on the statistical data of Taiyuan City in the past ten years. Based on the relationship between industrial proportion and urban-rural income ratio, this paper proposes how the adjustment of urban industrial structure promotes the industrial development in surrounding rural areas and the narrowing of urban-rural income gap. From the perspective of rural industry undertaking or complementation with urban industry, this paper then puts forward the idea of undertaking the transfer industry within the scope of ensuring the aggregation effect of the city center and the carrying capacity of the ecological environment, proposing an industrial development path from agriculture to processing industry and then to culture, tourism and recreation industry for the villages in Taiyuan.

In the 21st century, rural regions suffer from the consequences of globalization, the slow diversification of the economic base, rural depopulation processes and the growing pace of urbanization, declining employment in traditional sectors and many other problems that ultimately constitute a source of low territorial competitiveness. Rural entrepreneurship and the development of knowledge-intensive rural entrepreneurship are crucial to ensuring the growth of innovation performance of rural regions. It is highly required to examine the needs and localization factors of knowledge-intensive activities and their ability to generate innovation based on the inner potential of rural areas. In this paper, we try to identify on a basis of case study of a selected region innovative activities in small and medium-sized companies from knowledge-intensive industries that are located in small rural local economies. The results of the survey show motives and barriers for the location of these sectors in rural areas, as well as the relatively high innovation performance of companies in the sample.

China's urban and rural development has entered a new stage of comprehensive transformation. The advent of the era of metropolitan development and the strategy of Rural Revitalization are two important national strategic backgrounds of this study. As the highest urbanization rate in Southern Jiangsu, rural and urban development needs synchronous resonance. Rural areas, as an important role in the integration of the Yangtze River Delta and the development of Shanghai Metropolitan Area, play an important role in regional cohesion and complementary functions, and are an important part in the overall construction of the metropolitan area. Jinxi Town is located in the southern end of Jiangsu Province, bordering Qingpu District of Shanghai, and between Suzhou and Shanghai. In ancient China, Jinxi was a traditional town of fish and rice and water culture. During the period of reform and opening-up, Jinxi worked closely with surrounding cities to create a brilliant chapter of "Sunan Model" and "Kunshan Model". In the new stage of development, Jinxi Town shoulders the heavy responsibility of more ecological functions and reduction of construction land indicators. It is not only more responsible for ensuring food production safety and protecting ecological functions, but also more demanding for rural revitalization. It is also more urgent to study its development path and strategy. Firstly, this paper takes Jinxi's contemporary mission as the starting point, secondly, through the analysis of Jinxi's function orientation, population, industry and space, and then puts forward the general strategic requirements of Rural Revitalization according to these four aspects. Thirdly, it demonstrates several different types of villages in Jinxi town, respectively. The cases of upgrading agriculture, industrial integration and development, demonstration of rural community and industrial retreat to build Jinxi Town to revitalize villages in the countryside. Finally, through the follow-up revision and improvement of planning formulation, to help the effective implementation of Jinxi Town's Rural Revitalization strategic planning. Through this study on the Rural Revitalization of Jinxi Town, on the one hand, it comprehensively implements the national deployment and the task of Jiangsu as a benchmark; on the other hand, it earnestly follows the law of rural selfdevelopment, and in the theoretical category of regional economy, it is based on the development of metropolitan area and the background of Rural Revitalization era, with Chinese characteristics, Shanghai. Along with the global wave of urbanization, urban agglomerations with megacities as the core have become the main form of urbanization in various countries. The polarization effect around the metropolis leads to the centripetal flow of capital, labour, land and other resource elements in the surrounding small towns, which causes the shrinkage of small towns in the metropolis, such as population reduction, economic recession, idle housing and dilapidated space. The shrinkage of small towns in the metropolis has become a global issue. However, as an important spatial unit in the spectrum of urbanization that serves, connects and couples urban and rural areas, the shrinking phenomenon faced by small towns has an important influence on the healthy development of urbanization. Exploring the development path of adaptive shrinkage for small towns has become an important part of the healthy urbanization of metropolises. Based on the public data of population, land and economy in Wuhan, China from 2004 to 2014, this paper uses GIS and other spatial analysis technologies to comprehensively measure the relevant characteristics of the shrinkage of small towns. The results showed that the small towns in Wuhan are in the form of "unbalanced shrinkage" under a local growth. And the towns present a spatial pattern of "circle increasing shrinkage" around the boundary of main downtown. With a further exploration of the formation mechanism of "unbalanced shrinkage", it is found that this shrinkage pattern is caused by a combination function of various factors, such as downtown deprivation in the policies supply, centripetal delivery of social capital and reconstruction of regional division of labour network. Based on this, this paper tries to propose some response paths for small towns in metropolitan areas to adapt to the "unbalanced shrinkage". First of all, the small towns should integrate into the regional differential development pattern and strive for the institutional dividend. Secondly, the small towns should promote an industrial transformation, and then attract the market release of social capital. Thirdly, the small towns should improve the living environment and promote intensive use of land. Through these paths, we can stabilize the three-level structure system of “urban-township-village”, and ensure the healthy urbanization of metropolitan areas.

Contemporary cities are faced with a rising population due to rural to urban migration, significant demographic changes, climate risks, economic shifts and rapid technological change. The proposals for new cities and its development process is looked at as a “ready- made” finished fit for all model where the planning fails to acknowledge the existing demographics and friction on ground. This paper argues that there is a disparity between vision and planning for Dholera Smart city. It investigates the strategy cantered on land use adopted by the Dholera Special Investment Region and its land development mechanism to understand the process of city making. It critically reflects on the Town Planning scheme model of development and the idea of greenfield city planning. Investigating Dholera as a case for special investment region and it tries to position it in the theoretical understanding of paradigm shift in the model of urban governance. The paper critically reflects on the narrative of speculative urbanism and state rescaling in the case of Dholera greenfield city. This research argues that new cities by themselves are not an answer to the urbanization challenges that India is facing in contemporary times. Resumen
The role of agriculture sector is understood as being vital for economic development and well being of rural areas. Common agriculture policies in the EU and production shocks in agriculture sector reflect in production changes that causes direct and indirect effects for other industries development in the region, as well as, households’ income. This paper aimed to evaluate agriculture sector’s direct and indirect impacts for the economy by analyzing sectoral linkages and multiplier effects. Input-output analysis techniques were applied. Both output and income multipliers were evaluated. This paper supports the idea that agriculture sectors were more multiplying the economy than other sectors on average. This sector remains important catalyst of the economy, especially while taking into account development challenges in rural areas.

Resumen
The study aimed to explore the current situation and services efficiency level of problems of Institutional framework of government support for Ukrainian farms. Nowadays, the agrarian sector of the economy shows a positive dynamics of growth, forming in recent years about 14% of gross value added in the country and about 40% of foreign exchange earnings on exports in Ukraine. This article aims to examine, through content analysis and statistical description, the importance of the agrarian sector in the national economy and its role in ensuring the country's food security requires the sustainability and effectiveness of its development based by experiences of USA and Europe practices. Therefore, the study examined the development of farming and service cooperatives are the necessary actions of the state, aimed at ensuring that a person working on the ground can earn enough money to be interested in continuing the work on his own land. Research data were collected from State Statistics Service of Ukraine, World Economic Forum and The European Statistical System. Research results showed that creating new jobs in the countryside are taxes to local budgets, and the development of rural areas, and the slowdown of urbanization, the reduction of the rate of extinction of the Ukrainian village. Such economic results, supplemented by the solution of other problems that farmers say, will obviously be better prepared for the opening of the land market in the future.

Rise in human population, industrialization, urbanization, intensified agriculture and forestry pose considerable risks to water supply and quality both on global and regional scale. While freshwater resources are abundant in Latvia, during recent years increased attention has been devoted to water quality in relation to anthropogenic impacts. Forest cover in Latvia equals 52% and forest management and forest infrastructure building and maintenance are among the activities that may, directly or indirectly, affect water quality in headwater catchments. Sedimentation, eutrophication and export of hazardous substances, especially mercury (Hg), are of highest concern. To address these topics, several initiatives have started recently. In 2011, cooperation programme between Latvian State Forest Research Institute (LSFRI) “Silava” and JSC “Latvia’s State Forests” was launched to evaluate the impact of forest management on the environment. This programme included research on the efficiency of water protection structures used at drainage system maintenance (sedimentation ponds, overland flow) and regeneration felling (bufferzones). In 2016, within the second stage of this cooperation programme, a study on the impact of forest management on water quality (forest road construction, drainage system maintenance, felling) was started on a catchment scale. Since 2016 LSFRI Silava is partner in the Interreg Baltic Sea Region Programme project “Water management in Baltic forests”. By focusing on drainage systems, riparian zones and beaver activity, this project aims at reducing nutrient and Hg export from forestry sites to streams and lakes. While this project mostly has a demonstration character, it will also offer novel results on Hg and methylmercury (MeHg) concentrations in beaver ponds in all participating states. This paper aims at summarizing most important challenges related to the impact of forest management on water quality and corresponding recent initiatives striving to offer solutions.

The purpose of this paper was to evaluate the efficiency of investment activity in the communes in Poland. The commune is a basic unit of local government in Poland, and rural and urban-rural communes constitute the vast majority of municipalities. Communes in their own name and on their own account carry out public tasks that cover all tasks of local interest, including technical and environmental infrastructure. Despite many researches on the efficiency of communes, there are no studies on selected activities as well as on rural areas only. The nonparametric method of technical efficiency Data Envelopment Analysis (DEA) was used in the study. The inputs and the effects of investment activity of rural and urban-rural communes in 2007-2013 were compared. This period was related to the duration of EU support programs. The study was conducted on the basis of data from the Local Data Bank which is Poland's largest database of the economy, society and the environment. The ranking of investment activity for communes were made based of the calculated average for indicators of efficiency. The studies conducted show that the amount of expenditure incurred on the studied spheres of investment activity of the analyzed communes does not translate into their efficiency. This is connected with the possibility of obtaining additional funds from EU. Information on the use of EU funds for financing the municipal investments were not included in the study due to lack of data before 2010. Among the analyzed rural and urban-rural communes the most efficient ones were located in the Mazowieckie, Świętokrzyskie and Lubelskie voivodships, although they were not fully efficient throughout the considered period. Due to its closeness to the capital, the municipality of Mazowieckie voivodeship belongs to an area with a high degree of urbanization. Communes from the Świętokrzyskie and Lubelskie voivodships belong to regions characterized by a high share of rural areas. The dynamic development of infrastructure is extremely important in terms of divergence between regions of the country.

Like many other states, North Carolina’s population dynamics have shown a definitive shift toward greater urbanization. Some of the population increase in urban areas is in-migration from outside the state. However, net population loss in many of North Carolina’s rural areas has been on the rise for years. Population outflows of this magnitude can bring an array of unique challenges for rural small firms. Chronic rural issues like unfavorable geography, endemic poverty, and poor infrastructure for business can pose serious economic development challenges. According to some scholars, level of rurality or geographical isolation is the primary variable in explaining why economic development outcomes vary across the United States. We assess the literature to determine what role small business development and complimentary strategies have in rural economic growth.
