Resumen
In this study, it was aimed to discuss the free reading activities (FRA) practised for 1 hour at 21 different Village Institutes in Turkey in pedagogical respects. In this regard, FRA, applied within the scope of an extra programme, was analysed in terms of content and method on the basis of cognitive and affective learning. When the findings of this research were evaluated, it was seen that raising literary readers is a part of the educational activities at the institute. The FRA is a programme design supporting the enrichment of intellectual, emotional, social and aesthetic developments. The main purpose of education in the village is the problem of selecting and preparing the books to be read during free reading hours in a well manner. The educators of the period implementing the FRAs created an original model of education appropriate to the social reality of the people and in accordance with their educational needs. Keywords: Free reading activities (FRAs), village institutes (VI), Turkish curricula, document review.

Resumen
ABSTRACT THE POPULISM OF THE VILLAGE INSTITUTES: A CONTRADICTORY EXPRESSION OF KEMALIST POPULISM Aytemur, Nuran Ph.D., Department of Political Science and Public Administration Supervisor: Assoc. Prof. Dr. Mehmet Okyayuz March 2007, 217 pages This thesis analyzes the populism of the Village Institutes by comparing it with Kemalist populism. In this context it is worth to say that throughout the thesis populism is defined as government by the people and discussed in relation to democracy. In order to do so &ndash
as a first step - the democratic structure and function(ing) of the Village Institutes are discussed with reference to their fundamental principles, organizational structure, and educational program. Secondly, the contradictory conceptualization of the &ldquo
people&rdquo
and the separation between the &ldquo
intellectual&rdquo
and the &ldquo
people&rdquo
is tried to be analyzed with reference to the writings of ismail Hakki Tonguç
(who is called as the architect of the Village Institutes), the memoirs of the graduates of the Village Institutes, and indepth interviews made with their graduates. The question hereby is to what extent this understanding of populism involve in itself what can be called the &ldquo
paradoxical elitism&rdquo
of the populist ideology, which arises out of the tensive relation between &ldquo
social-egalitarian&rdquo
and &ldquo
administrative-institutional&rdquo
aspects of populism. It is claimed that despite the similarities with Kemalist populism, the Village Institutes shifted the emphasis from the &ldquo
administrative-institutional&rdquo
to the &ldquo
social-egalitarian&rdquo
aspect of populism and surpassed the boundaries of Kemalist populism by implementing democratic principles like &ldquo
equality&rdquo
and &ldquo
self-government&rdquo
, and encouraging participation and by attempting to create a new kind of intellectual through &ldquo
education within work&rdquo

Resumen
This dissertation aims at analyzing the debates among intellectuals concerning humanism, and concurrently designed &ldquo
Turkish Humanism Project&rdquo
during the nation/identity-building process in the early decades of Turkey&rsquo
s Republican Era. During inö

Era (1938-1950), the nationalism and westernization of Atatü
rk&rsquo
s reforms turned into an uncompromising secularism, and consequently humanist culture and &ldquo
humanism&rdquo
became the quasi-formal ideology of the state. In order to spread the newly designed cultural policy, then unnamed &ldquo
Turkish Humanism Project&rdquo
was developed. The present dissertation starts with debates on humanism among those intellectuals who were influential over the decision of the state to support humanist culture. Following that, it analyzes the three pillars of the project, namely, Greek and Latin lessons in high school curriculum, establishment of the Translation Office, and opening of the Village Institutes, respectively. In the dissertation, the emergence of humanism in the country is discussed in an historical perspective. Moreover, the general understanding of both the intellectuals and the state of humanism as a solution to the problems faced in cultural and national identity-building process and in westernization movement is demonstrated. As that perception evolved into another perception that humanism was now the cure to all kinds of problems in the society, humanism was charged with tasks too burdensome for such a project to accomplish. This evolution is also demonstrated in the dissertation. The failure of all three pillars of Turkish Humanism Project is attributed not only to the political turmoil during the period but also to the inability of country&rsquo
s intellectuals to conceptualize any phenomena in question as well as their turning the project into a &ldquo
utopian romanticism&rdquo
in the course of time. Nevertheless, the most important factor behind the failure is defined as the rejection by then existing social structure of a concept to alien Turkish national-being, imposed on the society. While the dissertation aims at revealing the intellectual map of the early Republican intellectuals, it also attempts at making an inventory of the debates about &ldquo
humanism&rdquo
, and hence modestly contributes to the existing relevant literature which is insufficient and at times inaccurate.

A matéria é atual e urgente.
The fields of the Historical Monument Preservation and the Sustainability in the Civil Construction, although distinct, present certain degree of integration. They are areas that share of eminently collective processes in the advance of the knowledge, and that if contemporaries consecrate as important cultural traditions for the confrontation of the deterioration of the urban spaces. The substance is current and urgent. However, the debate on the architectural project in this area is incipient. How to evaluate the current interventions in degraded buildings? Which the relevance of the Theory of the Restoration and Sustainability in the construction of the recent cultural scenario? How to reintegrate abandoned buildings to the urban dynamics? These are complex issues that deserve attention. Therefore we consider the analysis of three interventions in eclectic buildings in the city of São Paulo, and whose strategies of occupation keep it summons usual relation with the adoption of uses and occupations. We will debate, therefore, a residential project - the condominium Américo Simões, and two academicals buildings - the Institute Oscar Freire of the College of Medicine of the USP, and the FAU - Vila Penteado, of the same university. Each in case were analyzed through a system of values, where the individual and collective dimensions of projects are articulated in intention to produce a vision of set of the proposals. The first value is called cultural, that is, it has its definitions attributed to the historical and aesthetic research and attributes to the real properties common values of interest to all the society. As, on the other hand, it receives the name from authorial value and turns it the recognition of the contemporary decisions, of the responsible architect for the proposal, and that they are gifts in the party architectural of the restorations. Of our point of view this methodology offers to learning possibilities technician and ethical of this debate in particular, where we believe to be desirable the approach enters the trends of Preservation and Sustainability in the architectural projects.

This thesis interrogates the early work of the urban theoretician Kevin Lynch (1918-1984) through examining two different contexts of production. The first context encompasses a transnational scale, the Anglo-American field of Urban Design, in which Kevin Lynch was a key person contributing as much to the constitution of institutions as to the production of theoretical literature. The second scale, more local, is that of the group attached to “The Perceptual Form of the City” research program (1954-1959) that Lynch co-directed while at the School of Architecture and City Planning at the Massachusetts Institute of Technology. These two contexts are simultaneously examined through a particular text, The View from the Road (1964) that, with Gordon Cullen’s Townscape (1961) and Learning from Las Vegas (1972) by Robert Venturi, Denise Scott Brown and Steven Izenour, attempted to develop representations of visual sequences. These three texts propose very different modes of representation while explicitly participating in a genealogy within the Urban Design field. The analysis of each text, understood within this framework, allows us to understand the driving force of these translations. Focusing next on “The Perceptual Form of the City” research program, its premises and its sequels, the reconstitution of this story reveals how this translation was fabricated. The action of the different actors participating in this research and of the institutions who contributed to it, including the Rockefeller Foundation, is analyzed as is the interplay of ‘discourses-resources’, such as cognitive psychology, and of the ‘people-resources’ mobilized

Resumen
Part I of the book focusses on three villages in the Municipality of Përmet: Bënjë, Kosinë and Leusë. Bënjë, which lies entirely within the "Bredhi i Hotovës - Dangëlli" National Park, has undergone anthropization processes since prehistoric times. Due to its landscape and architectural value, it was recognised in 2016 as a “historical centre” and as such has come under the protection of the National Institute for the Cultural Heritage. There is little information concerning the history of Kosinë. The inhabitants show a strong connection with the Byzantine Church of the Dormition of Mary, but regrettably, it was impossible to go back to the origins of the current settlement. The village of Leusë, instead, existed before 1812, the year in which the Church of the Dormition of Mary was built. Today, the image of the village is a consequence of the partial reconstruction occured after the severe damage suffered during World War II. In the first chapters, the importance of the intangible heritage is stressed. Përmet’s food heritage is well-known on a national scale for its typical products (spirits, fruit preserves, dairy, meat, honey and bakery products), which result from the favourable climatic conditions and the rich biodiversity of the area. The tradition of the Tosk iso-polyphony, the hospitality of Përmet inhabitants and their historical devotion to religion, knowledge and study emerge with great strength together with the craftsmanship traditions and the exceptional skills of the itinerant and seasonal master builders. In the following chapters, the multiple aspects of the tangible heritage are analysed. The landscape in Përmet includes a vast variety of habitats, which have preserved to a large extent their original qualities. It is deeply marked by the Vjosa River and other several minor watercourses that crisscross the territory. A special attention is given to the historical built heritage of the villages, and specifically to three architectural assets (all listed as category I Cultural Monuments): the Katiu Bridge in Bënjë (an Ottoman bridge of the 18th century), the Church of the Dormition of Mary in Leusë (a Post-Byzantine building of the 19th century), and the Church of the Dormition of Mary in Kosinë (a Byzantine building of the end of the 12th century). For each of the aforementioned issues, the theoretical and historical analysis are closely bound to an evaluation of those features of the cultural heritage that could be enhanced to guarantee a sustainable tourism development of the area. Each chapter ends with a consistent set of specific intervention strategies. They are substantive tools for action aimed at public and private local actors.

The text is devoted to anthropological and medical research conducted in 1943 in Wawrzeńczyce, today in Kraków district, by scientists employed at the Institut für Deutsche Ostarbeit (Institute for German Works in the East), a Nazi institution created by Governor Hans Frank in occupied Kraków. One of the sections of this Institute was to review human races within the General Government. Thus, in many localities of southern Poland, people representing various ethnic groups were subjected to anthropological measurements and medical surgeries. Among others, 378 adults were examined in Wawrzeńczyce. This place was selected as an example of a native Polish village. This event was not permanently remembered in the collective memory of the residents, but thanks to the extensive collection of materials from German research discovered after several decades in the National Anthropological Archives in Washington, the basic facts about this event could be reconstructed and the value of the documentation collected at that time could be recovered.

Resumen
Despite the fact that we live in a country where the farmers' associations are created among the first on the Old Continent, and where one of the first Institute for Nature Protection is created, statistics warn us that the demise of several hundred Serbian villages and thus the emptying of strategically important areas of the state of Serbia today, is a serious development problem. In this paper an analysis of the rural, age and educational structure of the population, in rural areas of the Republic of Serbia, has been performed. The authors believe that the situation is not hopeless and point out that the sustainable development of the village is possible only if favorable local preconditions for it are met. Therefore, it is necessary to revive and institutionally expand the competencies of rural local communities as a form of local rural self-government in the Serbian folk tradition. Accordingly, decentralization and polycentric development are the main conditions for the renewal of the population and devastated parts of Serbia. Moreover, native networks and integrated rural development are models applicable through LAP in accordance with the characteristics of the area. Nowadays, it is necessary to raise people's awareness of the importance of rural survival and sustainable management of resources in agriculture, i.e. to breathe new life into rural areas, which would also be a motive for staying in the countryside.

Resumen
The research aimed to study the influence of different tillage-and-planting systems on the soil density of chernozem southern in the central steppe of the Crimea. The soil density is a very important parameter both in the direct seeding and conventional tillage since the no-tillage crop production system is that left soil undisturbed. The stationary experimental site is situated in the village of Klepinino Krasnogvardeyskiy district Republic of Crimea (Department of Field Сrops, FSBSI “Research Institute of Agriculture of Crimea”). This report provides data for 2019. Even though the direct seeding does not include topsoil loosening, the soil density parameters are optimal (1-1.4 g/cm3) in the 0-10-centimeter layer for the development of the roots of the studied crops. In the 10-20 and 20-30 cm layers, the soil in the reporting period is a little over-compacted despite the farming system

Resumen
The two national technical universities in Switzerland, viz. the Swiss Federal Institutes of Technology at Lausanne (EPFL) and at Zurich (ETHZ) have a rich and long tradition in nuclear education. Student research in nuclear engineering, particularly at the doctoral level, has usually been conducted in collaboration with the Paul Scherrer Institute (PSI) at Villigen, the national research centre where most of the country’s fission-related R&D is carried out. A significant part of this R&D is carried out in close collaboration with the Swiss Nuclear Utilities (swissnuclear). The four above, key national players in nuclear teaching and research in Switzerland — EPFL, ETHZ, PSI and swissnuclear — have recently pooled resources in implementing a new Master of Science degree in Nuclear Engineering (NE). The present paper describes the main features and experience acquired to date in the running of this, first-ever, common degree offered jointly by the two Swiss Federal Institutes of Technology. The program, although naturally addressing Switzerland’s needs, is clearly to be viewed in an international context, e.g. that of the Bologna Agreement. This is reflected in the composition of the first two batches, with about 70% of the students having obtained their Bachelor degrees from universities outside Switzerland. Starting September 2010, the curriculum of the EPFL-ETHZ NE Master will be upgraded, from its current 90 ECTS credit points (3 semesters) to a 120 ECTS (4 semesters) program. An overview is provided of the current 90-ECTS curriculum, as also a sketch of the changes foreseen in going to 120 ECTS.

Resumen
ABSTRACT Background: Most of the neonatal deaths that occur after 6-48 hours postpartum can be prevented with appropriate newborn care and initiated immediately after delivery through adequate and standardized first neonatal visit. In Indonesia, it is still not in accordance with the expected target. This study aimed to analyze the factors that influence the first neonatal visit from various levels through a multilevel analysis approach. Subjects and Method: This was a cross sectional study with samples of individual level (level 1) was 1014 mother babies, village Level (level 2) as many as 95 village managers, public health center (level 3) was 51 manager of child health programs, and district level (level 4) was 13 managers of health programs in eight provinces Indonesia. The dependent variable was first neonatal visits. The independent variables were birth attendant and pregnancy counselling (level 1), number of village midwives and community control in development (level 2), partnership and resources (level 3), and policy strategy (level 4). Data analysis was performed through univariate, bivariate, multivariate analysis with logistic regression and multilevel modeling using multilevel regression logistic random intercept analysis run on Stata 14.0. Results: At level 1, birth attendants increased first neonatal visits (OR = 3.21; 95% CI 95% = 1,984 to 5,182; p <0.001), pregnancy counselling (OR = 1,705; 95% CI 95% = 1,162 to 2,503; p = 0.007) significantly. At level 2 modelling, the number of village midwives increased the risk of the first neonatal visit (OR = 1,815; 95% CI = 0.950 to 3,467; p = 0.049), community control (OR = 2,659; 95% CI = 1.396 to 5.066; p = 0.009) significantly. At level 3 modelling, partnerships and resources significantly increased the first neonatal visit (OR = 2,131; 95% CI = 1,114 to 4,078; p = 0.012) significantly. At level 4 modelling, birth attendants significantly increased the first neonatal visits (OR = 3.056; 95% CI = 1.901 to 4,914; p = 0.029) significantly. Conclusion: Birth attendants, pregnancy counselling, the number of village midwives, community control, partnerships and resources, birth attendants increase the risk of first neonatal visit. Contextual village areas, public health center, and district health offices have contextual effects on the first neonatal visit. Resumen
This paper aims to investigate major determinants of interprovincial migration in Turkey until 2010. In recent decades the magnitude of migration in absolute terms has increased considerably: During 1975-1980, 3.6 million people migrated, which constitutes 9.4% of the total population. These numbers have increased to 6.7 million people and 11.2% in the 1995-2000 period. The rate of increase is especially tremendous for the 1985-1990 period with 41%. Over the years the composition of migration has also changed: In the past rural-to-urban migration was predominant; however, today there is remarkable amount of urban-to-urban migration. During 1975-1980, 66% of the total migrants were towards urban centers, which increased to 75% during 1995-2000. On the other hand, the percentage of total migrants towards the village centers declined from 34 to 25 in the respective periods. From 2008 on, the Turkish Statistical Institute (TUIK) started publishing yearly unemployment statistics at provincial level, which permits an analysis of Turkey’s migration patterns within the Harris-Todaro framework. Moreover since 2007, TUIK started implementing Address Based Population Registration System, which enables tracking migration moves continuously, rather than by intermittent five to ten year periods. However, data was not adequate to test Turkey’s migration within the Harris-Todaro framework, especially due to lack of average wages at the provincial level. Therefore, utilizing the 2010 provincial level data, we tried to explain Turkey’s internal migration based on variables such as population born outside of their current province, number of university students, and a proxy variable we developed for average wages.

Texto completo
Resumen
In 2018-19, the Government of Uttar Pradesh (UP) became the first state in India to assign a unique property code to every rural land parcel to ensure its exclusivity. The Unique Property Identification Code (UPIC) is a 16-digit code combining census village code, khasra/ gata number, division of khasra, and land type. It has been used as a common identification number to integrate various other land-allied applications such as Bhu-Lekh, Bhu-Naksha, RCCMS, PRERNA, and Anti-Bhu-Mafia in the state. This policy brief is a part of the study on land records modernisation aspects in UP conducted by the Indian Institute for Human Settlements (IIHS). The study found that some aspects of the UPIC needed improvement. This policy brief also compares UPIC with the Unique Land Parcel Identification Number (ULPIN), launched by the Ministry of Rural Development, Government of India, in some other states.
