AbstractBiosecurity is a multi-disciplinary topic that covers areas of policy, public health, economics, and science. This chapter focuses on the technical scientific aspects of the current international biosecurity framework. We discuss these technical areas in terms time horizon. We begin this chapter with review of current technology within the international biosecurity framework and discuss weakness and opportunities for further work. We then focus on near-term technical developments and imminent opportunities to strengthen the existing framework. Specifically, we break down the range of issues into biological threat prevention, detection, and response. We discuss how technical tools can assist in policy development and the engineering cycle of Design, Built, and Test. Finally, this chapter describes a ‘futuring’ exercise conducted by the working group that created this chapter to explore broader longer-term issues in the biosecurity space.

AbstractERA Acute is a model for environmental risk assessment of acute discharges. The calculations follow a common framework for all environmental compartments, whilst maintaining the mechanistic integrity of each compartment and/or VEC group, by using compartment-specific inputs of oil exposure and VEC-specific geographical distribution, vulnerability and recovery-defining parameters/functions. The method allows for using three different levels of detailing in VEC in the exposure and impact calculations. For the highest level of detail, a second step calculates recovery times in three time-factors, as well as the ERA Acute-specific RDF which combines the extent of impact and recovery. The continuous functions of impact and recovery calculations are presented in this chapter, separately for all four compartments. All data are calculated in grid cells, facilitating the use of GIS for viewing inputs and results. The methodology adds up impacts from grid cells to populations, and calculates result statistics from single simulations to scenarios, to multi-scenario DSHAs and cases.

In this chapter, we stress the importance of thinking a MAS in all its aspects (agents, environment, interactions, organizations, and institutions), using a more integral vision. We show that a genuine organizational approach has to take into account both the environment and the institutional part of MAS societies. Then, we propose the MASQ (Multi-Agent System based on Quadrants) meta-model, which constitutes an abstraction of the various aspects of an OCMAS (Organization Centered Multi-Agent Systems), extending AGR (Agent/Group/Role). MASQ is based on a four-quadrant framework, where the analysis and design of a system is performed along two axes: an interior/exterior dimension and an individual/collective dimension. We give a conceptual definition of this approach and we will show that it is possible to apply it to practical models.

But as mobile devices such as Personal Digital Assistant (PDA), SmartPhone, and consumer appliance continue to flourish, it becomes a significant challenge to provide more tailored and adaptable services for this diverse group. To make it easier for people to use mobile devices effectively, there exist many hurdles to be crossed. Among them is small display size, which is always a challenge. Usually, applications and documents are mainly designed with desktop computers in mind. When browsing through mobile devices with small display areas, users’ experiences will be greatly degraded (e.g., users have to continually scroll through a document to browse). However, as users acquire or gain access to an increasingly diverse range of portable devices (Coles, Deliot, &amp; Melamed, 2003), the changes of the display area should not be limited to a single device any more, but extended to the display areas on all available devices. As can be readily seen from practice, the simplest multi-device scenario is when a user begins an interaction on a first access device, then ceases to use the first device and completes the interaction using another access device. This simple scenario illustrates a general concern about a multi-device browsing framework: the second device should be able to work cooperatively to help users finish browsing tasks. In this article, we propose a cooperative framework to facilitate information browsing among devices in mobile environment. We set out to overcome the display constraint in a single device by utilizing the cooperation of multiple displays. Such a novel scheme is characterized as: (1) establishing a communication mechanism to maintain cooperative browsing across devices; and (2) designing a distributed user interface across devices to cooperatively present information and overcome the small display area limited by a single device.

Creativity drives innovation and improves the quality of products, problem solving skills, information technology solutions and entrepreneurship. Curriculum standards for CS education typically lack the emphasis and coverage to promote or encourage creative approaches to Software Engineering, focusing on technological solutions rather than innovative design. As a result, creativity is not directly rewarded. This chapter discusses the development of a multi-agent system to apportion rewards for creative contributions to collaborative and group problem solving among students in a software projects course. Encouraging creativity in a classroom team environment, especially for software development, needs a collaboration framework that combines idea management with a motivating reward system. Their multi-agent reward system works directly with the idea capture and visualization portion of SEREBRO, a Web application that combines social networking with software product development tools to foster creativity. The authors discuss the multi-agent reward system and an initial evaluation of its use in a computer science course.
