Pełny tekst źródłaEconomically vulnerable countries affected by extremely violent natural hazards often experience enormous human, material, and economic damage, leading to international solidarity efforts to assist them in their post-disaster recovery process. In the case of Haiti, after the 2010 earthquake that marked the island's history, international aid supported the country and its people in rebuilding, with the government’s guiding principle of “building back better.” This research focuses on the linkages established between operational interventions for the reconstruction and repair of housing based on traditional construction methods and local building cultures, and research interventions under the ReparH programme (Reconstruire parasinistre en Haïti), funded by the ANR. This programme was carried out in collaboration with various Haitian, French, and international actors, reflecting an interdisciplinary approach. The main question this thesis seeks to answer is: what are the interests, challenges, and key factors of an interdisciplinary action-research approach in a post-disaster reconstruction context in an economically vulnerable country regularly exposed to natural hazards?A state-of-the-art review was conducted on three main themes: disaster risk reduction, the interactions between research and action, and the interactions between disciplines. A corpus of 139 written documents was gathered, supplemented by 35 semi-structured interviews conducted with a comprehensive approach involving actors from various organisations and disciplines engaged at different levels of the analysed interventions. Using thematic mapping methods, this corpus was processed to develop a general map of interventions, intervention maps, and a map of disciplines. These maps help to situate and understand the contexts and evolutions of interactions between the different actors. Moreover, a qualitative analysis using NVivo software, adopting an inductive approach inspired by Grounded Theory, was employed to break down the interactions that can be established between research and action, as well as between academic research disciplines and the professional world.This thesis identifies several conditions for effective interdisciplinary action-research collaboration in a post-disaster reconstruction context: preconditions, those during implementation, and finally, those necessary for the sustainability of results. The preconditions are mainly linked to the availability of financial and human resources, the convergence of actor interests, prior knowledge of the contexts, the ability to identify and build relevant partnerships, and the coordination of existing expertise and actors. Conditions conducive to execution are related to appropriate personal, interpersonal, and intercultural attitudes, curiosity and openness to others, the use of methodologies that leverage the expertise of various disciplines while remaining flexible and adaptable, the establishment of continuous interactions among stakeholders, effective coordination, and reasonable management of the timeline between research and the emergency of action. As for the conditions required for sustaining the results, these revolve around the involvement and accountability of permanent ecosystem actors, the long-term nature of interventions, the strengthening of local capacities, and communication and dissemination at various levels and in different, adapted formats

This funding agency is part of the incentive public policy dedicated to research. In the current context of rationalization of public funding, this organisation supports the efficiency of the research system thanks to its major tool, the thematic research programme. The study of this tool design, both at the strategy level and at the object level, is based on four approaches: the stakeholders and their actor games, the use of concepts, the creation of collective knowledge and, the prescription printed in the calls for proposals and the one perceived by research teams. This work leads us to characterize the process of programme design regarding to industrial models and to the strategy-as-practice approach. It also highlights leverages that can be mobilized in order to design innovative research programmes

Pełny tekst źródłaThe National Research Agency (ANR) created in 2005 brings the French research system closer to Anglo-saxon ones, where funding agencies play an important part in research policies. Based on an investigation of the ANR and two funding programs in plant genomics and green chemistry, this dissertation shows the significant role played by the ANR in the transformation of funding allocation in France. It contributes both to sociology of science policies and to sociology of organisations. We use data from interviews with researchers, statistical analysis of submitted projects and various reports and media contents. We show that the ANR is an intermediate and semi-autonomous organisation whose aims have significantly evolved since its creation in 2005. The definition of its missions has been a continuous object of struggles which can be seen in the « career » of the agency. Because the ANR mainly « governs through projects », its activities led to the multiplication of competitive calls for projects in France. Some of the consequences are the singularisation of local situations, the scattering of research communities and a change in how researchers behave regarding fundings. More broadly, we show that the multiplication of competitive project funding opportunities leads to an « economy of projectified research ». In this type of economy, the main issue for researchers is to control the way their research is converted into « project » in order to be funded
