Purpose. The aim of the article is determining the conditions of rational use of agricultural land conditions and substantiation of measures to optimize the distribution and rational use of agricultural land. Methodology of research. General scientific and special methods are used to achieve this goal: the dialectical method of scientific knowledge – to consider the essence of the rational use of land and its protection; synthesis – to clarify the relationship between the subjects of land relations; analysis – to assess the constituent elements of agricultural land; graphic – for visual display of the obtained results; abstract and logical method – for the formation of conclusions and research proposals. Findings. The state and rational use of land in the region and the state are studied. The structure of agricultural lands in Ivano-Frankivsk region and Ukraine is analysed. The main ecological and economic aspects of land tenure and land use in agriculture are described, including changes in land relations. The main reasons that caused the negative trends of rational use and protection of land in agriculture are identified. Measures have been developed for the rational use of land in the economic activity of land and its protection. Originality. Approaches to the interpretation of the concept of “rational use of land” are systematized and generalized. Measures on rational use of agricultural lands in economic activity are offered, namely: creation and realization of innovative scientific and technical programs in the field of rational use of lands and their protection; improving the regulatory framework in the field of land relations; development of a mechanism for financing programs; introduction of environmentally friendly ways of agricultural production, etc. Practical value. The expediency of studying and forming the conditions of rational use of agricultural lands is proved. The results of the study can be used by agricultural enterprises in conducting business activities. In recent decades, Russia has experienced substantial transformations in agricultural land tenure. Post-Soviet reforms have shaped land distribution patterns but the impacts of these on agricultural use of land remain under-investigated. On a regional scale, there is still a knowledge gap in terms of knowing to what extent the variations in the compositions of agricultural land funds may be explained by changes in the acreage of other land categories. Using a case analysis of 82 of Russia’s territories from 2010 to 2018, the authors attempted to study the structural variations by picturing the compositions of regional land funds and mapping agricultural land distributions based on ranking “land activity”. Correlation analysis of centered log-ratio transformed compositional data revealed that in agriculture-oriented regions, the proportion of cropland was depressed by agriculture-to-urban and agriculture-to-industry land loss. In urbanized territories, the compositions of agricultural land funds were predominantly affected by changes in the acreage of industrial, transportation, and communication lands. In underpopulated territories in the north and far east of Russia, the acreages of cropland and perennial planting were strongly correlated with those of disturbed and barren lands. As the first attempt at such analysis in Russia, the conversion of cadastral classification data into land-rating values enabled the identification of region-to-region mismatches between the cadaster-based mapping and ranking-based distribution of agricultural lands.

The goal is to study the importance of rational use of land area for cultivation of crops. At the same time, a decisive role is assigned to increasing their productivity in order to ensure food security of the republic. Methods – economic-statistical, factor analysis and marketing research. Results – the need to improve the mechanism for the return and redistribution of empty unused in agriculture has been identified. It was determined that their status should be increased in order to be involved in agricultural turnover. The forecast for the sown area and the efficiency of cultivating crops has been calculated. The authors note that the return of unused lands to agricultural use will increase their productivity by up to 32%, and will also meet the need for agricultural products. Conclusions - it is necessary to accelerate the process of transferring this category of land to the state for their full exploitation for agricultural purposes, since the area of arable land for agricultural purposes is decreasing, which negatively affects the productivity of some agricultural plants. Rational land use in agriculture and solving the country's food problem contribute to increasing soil fertility, combating erosion, which poses a significant threat to the sustainability of agroecosystems, and reducing their degradation. In countries with developed economies, a systematic land accounting method is used. Its distinctive characteristic is the ability to carry out registration and accounting activities with land plots within the region and low unit costs. In Kazakhstan, it is advisable to use this approach in relation to agricultural lands, a significant share of which constitutes the country’s land fund. The proposed methods will reduce the number of abandoned land masses, increase investment attractiveness, and also support peasant (private) farms.

The importance of land distribution across all sectors of the national economy cannot be overstated, particularly in agriculture. Agricultural land plays a critical role in meeting the population's food needs and satisfying the demand for raw materials in the industry. The fertility of the land is the main productive property in agriculture. Continuous improvements in land productivity, combined with the adoption of innovative technologies, are key factors in modern agriculture development. However, natural and anthropogenic factors are negatively impacting agricultural land productivity, leading to a decrease in productivity. To prevent this, urgent measures must be taken to improve the reclamation conditions of agricultural lands, develop regions following climate change, and effectively organize cadastral reclamation activities. Additionally, monitoring the reclamation condition of agricultural lands is crucial in times of scarcity. This research focuses on the assessment of the melioration condition of agricultural land in the Pakhtakor district of the Republic of Uzbekistan, using geoinformation technologies and remote sensing data. These technologies enable the low-cost, timely, and high-accuracy measurement of changes in soil conditions over large land areas. By continuously monitoring the earth's surface, we can identify existing problems and develop timely solutions to address them. In research, enhancing agricultural land productivity is a critical task for modern agriculture development. Innovative technologies and effective monitoring strategies, such as geoinformation and remote sensing techniques, are essential to achieving this goal. Through this research, we hope to contribute to the continued improvement of land management practices and sustainable agriculture in Uzbekistan.

Land legislation - the Land Code of the Russian Federation, the Federal Law " Land Management", the Federal Law "Turnover of Agricultural Lands", the Federal Law "State Regulation of Agricultural Lands Fertility" proclaimed the obligation of state authorities, local governments, legal entities and individuals realize their activities with preservation of land as the most important component of the environment and a natural resource, and carry out measures for the reproduction of the fertility of agricultural lands. There are proclamations, but no effective economic, administrative mechanisms and institutions of enforcement to save productive land and soil fertility. Regulations for the environmentally safe use of separately cultivated plots of arable land, contours of hayfields and pastures with spatial identification of the boundaries of their action on the map for land management have not been established – we can see negative impacts of excessive cultivation of arable land. The proposed measures to ensure the fertility of agricultural lands are aimed not at land use with soil-saving agricultural technologies in the process of agricultural activities when growing crops (in accordance with the established regulations), but at restoration of soil fertility after depletion of agricultural land use through reclamation and other measures for agrochemical services. This article proposes to restore the compulsory land management activities in case of identification of lands with water and wind erosion and other negative impacts with the development of regulations for environmentally safe agricultural land use for each field or part of it, the contour of hayfields and pastures exposed to negative impacts of anthropogenic or natural load. It is easier to prevent than to cure.

Detection of the exchange and distribution of agricultural lands allows many projects and plans to be made and interpreted correctly, such as food safety, planning, and environmental risk analysis. From this point of study in the spatial changes and distribution of agricultural land in time across Turkey were examined. CORINE Land Cover (CLC) data was used to identify agricultural land and examine changes over time. As a result of the study, it was observed that agricultural lands increased slightly from 1990 to 2018, but this increase has not always been in the form of preserving existing agricultural lands and adding existing agricultural lands. While some areas have lost their agricultural land characteristics, some areas have become agricultural land. New agricultural areas are usually realized by the transformation of forests and semi-natural areas while the agricultural areas that disappear are provided from heterogeneous agricultural areas. The Central Anatolia region stands out in the distribution of agricultural areas by region. The region with the highest concentration of agricultural land in terms of both proportion and area is the Central Anatolia region. Also, the Central Anatolia region is the region with the most intensive Non-irrigated agriculture. The area where irrigated agriculture is proportionally most made is the southeast Anatolia region. According to province-based, the provinces with more than 40% of the provincial surface area are Kırıkkale, Kırşehir, Nevşehir, Aksaray in the Central Anatolia region, Gaziantep and Şanlıurfa in the Southeastern Anatolia region, Edirne and Tekirdağ in the Marmara region. The provinces of Artvin, Tunceli, Bingöl, and Hakkari are the provinces where the percentage of agricultural land is below 10%.

The purpose of the article is to reveal the experience of the functioning of the market circulation of agricultural land in Denmark, in order to further implement in Ukrainian practice, the positive and avoid negative aspects of this experience. Research methods. The study used an empirical method (comprehensive assessment of the modern model of market turnover of agricultural land in Denmark); generalization and systematization (construction of the concept and logical-structural model of economic turnover of lands); abstract-logical method (theoretical generalizations and formulation of conclusions). Research results. It was found that the tightly regulated market turnover of agricultural land in Denmark was changed to a more liberal one, with permission to buy land for foreigners, but this not only did not attract investment as expected, but on the contrary, led to even more negative and crisis phenomena in country. The main tools, mechanisms and conditions of land turnover in agriculture of this country are determined. Scientific novelty. The main purpose of regulating the market turnover of land in Danish agriculture has been established. The legal framework of Denmark for regulating the market circulation of agricultural land has been studied. The structural and logical scheme of market circulation of agricultural lands is formed. The provisions on the Ukrainian model of regulating the market turnover of agricultural lands were further developed, taking into account the experience of the studied country. Practical significance. The results of the study of the experience of the Kingdom of Denmark on the market turnover of land, in terms of granting non-residents access to the right to purchase agricultural land, is a clear practical answer and a caveat that should undoubtedly be taken into account in Ukraine. The application of the Danish experience should help to build an effective model of market turnover of agricultural land in our country. Tabl.: 1. Figs.: 1. Refs.: 18.

Agricultural lands, like other categories of land, perform an ecological function as the main object of nature and habitat of man and all living and plant organisms, as well as an economic function as the main object of real estate and the main means of production in agriculture. In order to protect the land, landowners and users are obliged to take measures: to restore the fertility of agricultural land; to protect lands from water and wind erosion, mudslides, flooding, waterlogging, secondary salinization, drying, compaction, chemical pollution, production and consumption wastes and other negative impacts; to protect agricultural lands from overgrowing with trees and shrubs, weeds, preservation of the achieved level of reclamation. Greening of agricultural activity, observance of norms and requirements of land and ecological legislation by subjects of agricultural production are of fundamental importance. The article analyzes the current state of agricultural land use and provides suggestions for improving the efficiency of these lands.

Pressures caused by high population growth in various places increase the needs for lands. The aims of this research are to determine the availability and needs of agricultural lands in Santan 1 and Santan 2 watersheds, East Kalimantan, Indonesia as well as to classify land capability which are key aspects in managing land resources. Land availability was determined based on the local actual total production of all commodities, such as agriculture, plantation, and livestock at the sub-district level. Land needs were determined based on the land area required for decent life needs per resident. While land capability was determined using weighting analysis of the limiting factors. Results of this study show that land availability on Santan 1 and Santan 2 watersheds is inadequate to fulfill the needs of inhabitants for agricultural lands. There are 19,053 hectares of lands currently available for agriculture, while there are 56,969 hectares of lands required for agriculture, implying a deficit of 37,916 ha of land. Analysis on land capability shows that lands with eutropepts and tropudults soil with total extent of 16,650,9 hectares are potential to be developed for dryland agriculture, such as seasonal crops, while tropohemist soil is suitable for farmland development, such as lowland rice. The spatial plans in Santan 1 and Santan 2 watersheds do not have adequate lands with agricultural capability since the cultivation areas are situated in VI and VII class with limiting factor of slope and erosion. We find there is undeveloped land in the form of bushes with an extent of 12,989,3 hectares in Santan 1 watershed and 7,055.54 hectares in Santan 2 watershed as potential lands to be developed for dryland agriculture. The results of this study suggest that when establishing neighborhood and hamlet should refer to soil characteristics with certain land capability and cultivation activities not to be done on lands with slopes of >15%.

Sobretudo nos últimos anos, o Brasil tem intensificado as políticas de reforma agrária e combate à pobreza rural. No entanto, o debate sobre o tema tem ignorado questões importantes relacionadas à origem da concentração fundiária e à eficácia dos instrumentos adotados. A tese tem como objetivo analisar o papel de políticas públicas voltadas ao mercado de terras, considerando um critério de eficiência agrícola, em um ambiente em que (i) as pessoas adquirem terra não apenas para a produção agrícola, mas também para outras finalidades, e (ii) o mercado de arrendamento de terras não funciona adequadamente. Mostra- se que essas duas características não apenas afetam a eficiência da alocação de recursos destinados à agricultura como também têm importantes conseqüências para o desenho de políticas públicas. O capítulo 1 apresenta um modelo teórico que estabelece os princípios básicos da análise sistemática das imperfeições do mercado de terras brasileiro e suas conseqüências para a política econômica. Os capítulos 2 a 4 discutem, respectivamente, aspectos de implementação do programa de reforma agrária redistributiva, da taxação de terras e questões associadas ao mercado de arrendamento de terras. Por fim, a conclusão resume os principais resultados encontrados, as limitações e a pesquisa futura.
In the last few years, the Brazilian government has been intensifying economic policies of land reform and poverty alleviation. However, the debate about this issue has been overlooking important questions related to the land concentration and the effectiveness of the policy instruments. The aim of the dissertation is to analyze the role of such policies in an environment in which (i) land property provides non-agricultural benefits and (ii) the land rental market does not work well. The results indicate that these two characteristics not only ffect the agricultural efficiency but also the design of development policies. Chapter 1 presents a theoretical model establishing the main framework of the analysis, considering market imperfections and their consequences to the land policies. Chapters 2 to 4 discuss some issues of the implementation of three policy instruments - the land reform program, the land tax and the land rental market. The conclusion summarizes the main results of the dissertation, some limitations and the guidelines for future research.

The main objective of this dissertation was to assess whether cultivated area in Iraq, as estimated using satellite remote sensing, changed during and as a result of war and sanctions. The first study used MODIS NDVI data during OIF and the end of UN sanctions to study changes in cultivated area for Iraq as a whole and to identify spatial patterns. The results revealed significant changes in cultivated area for Iraq as a whole, with cultivated area decreasing over 35,000 ha per year. Regionally, there was little change in cultivated area in northern governorates in the Kurdish Autonomous Region, significant decreases in governorates in central Iraq, and initial increases in governorates containing the southern marshlands followed by decreases related to drought. The second study used Landsat images converted to NDVI to study changes in cultivated area in central Iraq for four periods of conflict, and relates those changes to effects on food security. The results indicated that cultivated area changed little between the Iran-Iraq War (1980 to 1988) and the Gulf War (1990 to 1991), increased by 20 percent (from 1.72 to 2.04 Mha) during the period of United Nations sanctions (1990 to 2003), and dropped to below pre-sanction levels (1.40 Mha) during Operation Iraqi Freedom (2003 to 2011). Finally, the third study builds on findings from the second study to address patterns of agricultural land abandonment in central Iraq. The largest areas of abandoned land were those cultivated during the Late Sanctions period (2000-2003). Further, the results indicate that proximity to surface water and roads are strong indicators of continuity of agricultural land use, and that abandoned lands are positioned in peripheral regions more distant from surface water and the transportation grid. We also found that surface soil salinity is increasing in the cultivated lands of central Iraq, regardless of whether it was cultivated during every period or during only a single period. The overall findings indicate that the UN sanctions had the greatest impact on cultivated area, which increased during sanctions, when food imports all but ceased, and then decreased after sanctions ended and food imports resumed.

A deterministic computer model was developed to continuously simulate the runoff from surface and subsurface-drained fields in the St. Lawrence lowlands. The model simulates all of the major hydrologic and hydraulic processes occurring both above and below the ground. Input data requirements include hourly rainfall, daily potential evapotranspiration, soil physical properties, field dimensions, open channel geometry and drainage system specifications.
Events for the years 1978 to 1982 were simulated, to compare the runoff characteristics between 20 ha, clay loam, surface-drained and subsurface-drained fields. Further simulations were conducted to examine the hydrologic effects of wide-spaced, deep, parallel field ditches.
Hydrographs for the one-in-200-year storm were also simulated. All of the simulations confirmed that the peak flow rate on the subsurface-drained field was less than that of the surface-drained field. Longer times to peak and lag times occurred on the subsurface-drained field.

This thesis explores topics in Agricultural Economics and is composed of five papers. In the first paper (Chapter 2), a latent-class stochastic frontier model is used to estimate efficiency scores of farmers in Ethiopia. Compared to conventional models, which assume a unique frontier, much lower inefficiencies are found, suggesting that part of the inefficiencies uncovered in the literature could be an artefact of the methods used. The second paper (Chapter 3) revisits the link between cereal diversity and productivity using a panel dataset in Ethiopia. The results suggest that the positive effect between cereal diversity and productivity becomes much smaller when households who produce teff (a low-productivity and high-value crop) are excluded from the sample, hinting at the possibility that results could be driven by yield differentials between cereals, rather than diversity. The third paper (Chapter 4) estimates the labour impacts of the adoption of Soil and Water Conservation technologies (SWC) in Ethiopia. The results suggest that adopting SWC technologies leads to an increase in adult and child labour. Understanding the labour impacts is important in itself, but it also raises concerns about using impact evaluation methods that require no change in inputs as an identifying assumption of impacts. Paper 4 (Chapter 5), assesses the pertinence of a drought index that has recently been proposed in the literature by Yu and Babcock (2010) and argues that it defines drought too narrowly. An extension to this index is proposed and we show, using a dataset of Indian districts, that the original index is likely to underestimate the impacts of drought. In Paper 5 (Chapter 6), we identify data-driven ranges of rainfall for which the marginal effects of a rainfall-temperature index (RTI) are different and then we discuss how the impacts of drought have changed over the 1966-2009 period in India. Finally, Chapter 7 concludes.

AbstractFrom a qualitative study of sugarcane production in Chemelil(western Kenya) and insights drawn from the Kenyan land reform enacted in 2012, this study contends that the goal of land reform to provide farmers with certainty of rights to land to invest in and benefit from agriculture is heavily weakened by the farmers’ lack of control over agricultural inputs. Land reform and intensive agriculture, such as sugarcane production, share the same market-based land discourse, where land is considered an environmental asset to be harnessed efficiently for high productivity. Although this discourse supports the application of high inputs for maximum agricultural outputs, it has also eroded farmers’ power and control over their lands. This loss of power and control occurs through the supply of high-cost agricultural inputs from external sources, such as state research agencies and the Chemelil Sugar Company. The control of inputs by sources external to farmers stifles possible farm-based innovations that could reduce farming costs. The chapter, thus, contends that, although land reform aims at farmers’ utmost benefit from land, the farmer’s lack of control over agricultural inputs limits the benefits they derive from land use for intensive agriculture; this is especially true in the case of small-scale farmers.

In the management of agricultural lands in the Republic of Bulgaria, according to the current legislation, natural persons - owners and users of agricultural lands, legal entities, state bodies and local authorities take part. The Law on the Ownership and Use of Agricultural Land, the Law on the Protection of Agricultural Land, the Regulations on their Implementation and other legal acts regulate the active role of local authorities in the management of agricultural land. This management covers a serious range of tasks and activities, such as: management of lands from the municipal land fund; - consolidation of massifs of agricultural land; reclamation of agricultural lands; exchange of agricultural land; - renting and / or leasing and similar. In addition, local authorities participate in the management of agricultural land, cooperating with the territorial structures of the Ministry of Agriculture and Food and other state bodies. The subject of consideration and analysis in the report are some conceptual aspects of the management of agricultural land by local authorities, and the subject of examination are primarily the legislation in this area and the resulting positive and negative effects of their implementation.

However, at present, the potential of the reclaimed lands of the Non-Black Earth Region remains largely unrealized. In world agricultural practice, land reclamation combined with the use of modern technical means is an important factor in the development of agriculture, a condition for a consistently high level of agricultural production. Therefore, in all countries, reclaimed lands are given a special status, and the necessary amount of reclamation fund of agricultural lands is created.

Land is the most important means of production in agriculture. Valuation of agricultural land resources takes into account the acreage and land quality. Changes in the land use structure are stimulated by many factors. It ought to be remembered that the farmland also provide space for purposes other than agriculture or forestry. The paper presents those changes in the land use structure in Poland which took place in the period of 2002–2010. On the basis of the data by the Central Statistical Office [GUS] and its Agricultural Censuses of 2002 and 2010 the authors propose an agricultural holding territorial importance indicator, land location indicator, change indicator for agricultural land turned into non-agricultural land and analyse the total area of agricultural holdings. The major determinants (internal and external factors) of those changes are also described. The aim of the study is to analyse the changes taking place in the Polish agriculture. They were taken into account natural, ecological and urban determinants as well as to the Common Agricultural Policy. The analyses were conducted at the level of voivodships and poviats and were contained agriculture land and non-agriculture land. The area of agricultural land is decreasing as it is being dedicated for other – non-agricultural – purposes, especially for housing purposes.

The possibilities of green agriculture in the agro-terraced mountain regions of the North Caucasus, as well as the legacy of the sugar industry (Kursk region) in land use, as a potential for integrated agriculture in the Chernozem zone, are considered.

The agriculture in Slovakia has undergone structural changes since its accession to the European Union (EU) in 2004, that have been linked to the adoption of the Common Agricultural Policy of the EU Member States. The article focuses on the Nitra region as a typical agricultural region of Slovakia and its development from the agricultural point of view from 2004. Compared to other Slovak regions the Nitra region has good soil climatic ratios, for the development of agriculture. The Nitra region has the largest share of agricultural land which is characterized by a high-level share of arable land from total agricultural land. The region has the highest values in gross agricultural production from the 2004-2016 reporting period. It has good results in plant and livestock production. The region has the highest employment in agriculture. Despite the decline in agricultural land, as well as a decline in total employment in agriculture, the region has the highest employment in agriculture in Slovakia. It is characterized by a well-developed business structure for intensive agricultural production.

Agriculture, which includes many aspects like vegetative and animal production by utilization of soil and water resources and enhancement of efficiency and quality, has been considered the most environmentally-friendly sector up to date and meets nutritional demand of one fifth of world population. On the other hand, due to utilization of intensive input for maximization of yield per unit area of land, agriculture has become a sector which may also result negative impacts on the environment. For this reason, environmentally-friendly agricultural policies have started to be implemented in many countries besides the implementation of policies based on increased agricultural production. In this context, Environmentally Based Agricultural Land Protection (ÇATAK) Program has started to be implemented in Turkey since 2006 for protection of soil and water quality, prevention of erosion and mitigation of agriculture-derived negative impacts. The Program is executed by the Ministry of Food and Agriculture. Within this scope, environmentally-friendly practices are being supported by awarding grants to the beneficiary farmers. This study aims to address the extent to which implementation of ÇATAK Program has contributed to land protection based on a review of environmentally-friendly agricultural practices and beneficiary activities. Additionally, the place of environmental subsidy is assessed within the agricultural funding scheme being implemented in Turkey.

Agriculture is a sector where the impact of climate change leads to high risk and vulnerability in the activities of farmers. The negative effects are reflected in the direction of changes in agricultural land, decrease in productivity, soil erosion, salinization, deterioration of crop conditions and others. Solving such problems is a challenge for farmers trying to balance the need to produce enough food and the negative effects of using farmland in an environmentally sustainable way. The purpose of this report is to identify the main features of the concept of environmental sustainability in the use of land resources, to derive the basic sustainability criteria, and to analyze the state of land resources on the basis of substantiated criteria.

In this paper, we document the Simplified International Model of agricultural Prices, Land use and the Environment (SIMPLE). SIMPLE is a partial equilibrium model which is designed to better understand the competing forces that influence the global farm and food system and how these drivers influence long run agricultural land use, production, prices, GHG emissions and food consumption. SIMPLE has been developed under the principle that a model should be no more complex than is absolutely necessary to understand the basic forces at work. Therefore, unlike other global models which are generally more complex and disaggregated, SIMPLE is parsimonious and tractable. Indeed, our historical validation over the period 1961-2006 confirms that SIMPLE can be used to simulate the long run changes in the global farm and food system given exogenous shocks in a few key drivers of world agriculture. Equally important is that we demonstrated how SIMPLE can be used to assess the relative contribution of each of the individual drivers to the endogenous changes in world agriculture via the numerical and the analytical decomposition tools. With these tools at hand, SIMPLE offers a more robust analysis of both historical and future long run changes in the global farm and food system. Land reforms sacrifice property rights in the name of a fairer distribution. The trade-off they imply makes their study of interest to Economic Historians: do the benefits of reduced land inequality justify the violation of property rights? The discussion about land reforms factors in both the social and efficiency consequences of land inequality. The debate preceding the Portuguese Agrarian Reform echoes these concerns and culminated in an anti-latifundia sentiment crystallized in the legislation used to justify the land occupations of 1974 to 1976. The aim of this paper is to critically assess the efficiency arguments used to justify the occupations. Was land productivity lower in latifúndio counties? A unique dataset drawn from primary sources was specially assembled to answer this question. Through standard OLS regression, this study finds that the number of agriculture journeyman per employer landowner has a statistically significant effect on agricultural productivity after controlling for geographical and soil characteristics. It also finds that introducing literacy as a control causes the effect of land inequality to disappear leading to the conclusion that policies aimed at improving human capital would have been just as effective as a land reform. Further, this study also identifies the crop mix selected as the proximate channel of transmission. Farmers in the region with the highest levels of land inequality favoured less valuable crops, like wheat. An arid climate combined with a lack of irrigation infrastructure and wheat protectionism justify this preference.
