In recent decades, Russia has experienced substantial transformations in agricultural land tenure. Post-Soviet reforms have shaped land distribution patterns but the impacts of these on agricultural use of land remain under-investigated. On a regional scale, there is still a knowledge gap in terms of knowing to what extent the variations in the compositions of agricultural land funds may be explained by changes in the acreage of other land categories. Using a case analysis of 82 of Russia’s territories from 2010 to 2018, the authors attempted to study the structural variations by picturing the compositions of regional land funds and mapping agricultural land distributions based on ranking “land activity”. Correlation analysis of centered log-ratio transformed compositional data revealed that in agriculture-oriented regions, the proportion of cropland was depressed by agriculture-to-urban and agriculture-to-industry land loss. In urbanized territories, the compositions of agricultural land funds were predominantly affected by changes in the acreage of industrial, transportation, and communication lands. In underpopulated territories in the north and far east of Russia, the acreages of cropland and perennial planting were strongly correlated with those of disturbed and barren lands. As the first attempt at such analysis in Russia, the conversion of cadastral classification data into land-rating values enabled the identification of region-to-region mismatches between the cadaster-based mapping and ranking-based distribution of agricultural lands.

The goal is to study the importance of rational use of land area for cultivation of crops. At the same time, a decisive role is assigned to increasing their productivity in order to ensure food security of the republic. Methods – economic-statistical, factor analysis and marketing research. Results – the need to improve the mechanism for the return and redistribution of empty unused in agriculture has been identified. It was determined that their status should be increased in order to be involved in agricultural turnover. The forecast for the sown area and the efficiency of cultivating crops has been calculated. The authors note that the return of unused lands to agricultural use will increase their productivity by up to 32%, and will also meet the need for agricultural products. Conclusions - it is necessary to accelerate the process of transferring this category of land to the state for their full exploitation for agricultural purposes, since the area of arable land for agricultural purposes is decreasing, which negatively affects the productivity of some agricultural plants. Rational land use in agriculture and solving the country's food problem contribute to increasing soil fertility, combating erosion, which poses a significant threat to the sustainability of agroecosystems, and reducing their degradation. In countries with developed economies, a systematic land accounting method is used. Its distinctive characteristic is the ability to carry out registration and accounting activities with land plots within the region and low unit costs. In Kazakhstan, it is advisable to use this approach in relation to agricultural lands, a significant share of which constitutes the country’s land fund. The proposed methods will reduce the number of abandoned land masses, increase investment attractiveness, and also support peasant (private) farms.

The importance of land distribution across all sectors of the national economy cannot be overstated, particularly in agriculture. Agricultural land plays a critical role in meeting the population's food needs and satisfying the demand for raw materials in the industry. The fertility of the land is the main productive property in agriculture. Continuous improvements in land productivity, combined with the adoption of innovative technologies, are key factors in modern agriculture development. However, natural and anthropogenic factors are negatively impacting agricultural land productivity, leading to a decrease in productivity. To prevent this, urgent measures must be taken to improve the reclamation conditions of agricultural lands, develop regions following climate change, and effectively organize cadastral reclamation activities. Additionally, monitoring the reclamation condition of agricultural lands is crucial in times of scarcity. This research focuses on the assessment of the melioration condition of agricultural land in the Pakhtakor district of the Republic of Uzbekistan, using geoinformation technologies and remote sensing data. These technologies enable the low-cost, timely, and high-accuracy measurement of changes in soil conditions over large land areas. By continuously monitoring the earth's surface, we can identify existing problems and develop timely solutions to address them. In research, enhancing agricultural land productivity is a critical task for modern agriculture development. Innovative technologies and effective monitoring strategies, such as geoinformation and remote sensing techniques, are essential to achieving this goal. Through this research, we hope to contribute to the continued improvement of land management practices and sustainable agriculture in Uzbekistan.

Land legislation - the Land Code of the Russian Federation, the Federal Law " Land Management", the Federal Law "Turnover of Agricultural Lands", the Federal Law "State Regulation of Agricultural Lands Fertility" proclaimed the obligation of state authorities, local governments, legal entities and individuals realize their activities with preservation of land as the most important component of the environment and a natural resource, and carry out measures for the reproduction of the fertility of agricultural lands. There are proclamations, but no effective economic, administrative mechanisms and institutions of enforcement to save productive land and soil fertility. Regulations for the environmentally safe use of separately cultivated plots of arable land, contours of hayfields and pastures with spatial identification of the boundaries of their action on the map for land management have not been established – we can see negative impacts of excessive cultivation of arable land. The proposed measures to ensure the fertility of agricultural lands are aimed not at land use with soil-saving agricultural technologies in the process of agricultural activities when growing crops (in accordance with the established regulations), but at restoration of soil fertility after depletion of agricultural land use through reclamation and other measures for agrochemical services. This article proposes to restore the compulsory land management activities in case of identification of lands with water and wind erosion and other negative impacts with the development of regulations for environmentally safe agricultural land use for each field or part of it, the contour of hayfields and pastures exposed to negative impacts of anthropogenic or natural load. It is easier to prevent than to cure.

Detection of the exchange and distribution of agricultural lands allows many projects and plans to be made and interpreted correctly, such as food safety, planning, and environmental risk analysis. From this point of study in the spatial changes and distribution of agricultural land in time across Turkey were examined. CORINE Land Cover (CLC) data was used to identify agricultural land and examine changes over time. As a result of the study, it was observed that agricultural lands increased slightly from 1990 to 2018, but this increase has not always been in the form of preserving existing agricultural lands and adding existing agricultural lands. While some areas have lost their agricultural land characteristics, some areas have become agricultural land. New agricultural areas are usually realized by the transformation of forests and semi-natural areas while the agricultural areas that disappear are provided from heterogeneous agricultural areas. The Central Anatolia region stands out in the distribution of agricultural areas by region. The region with the highest concentration of agricultural land in terms of both proportion and area is the Central Anatolia region. Also, the Central Anatolia region is the region with the most intensive Non-irrigated agriculture. The area where irrigated agriculture is proportionally most made is the southeast Anatolia region. According to province-based, the provinces with more than 40% of the provincial surface area are Kırıkkale, Kırşehir, Nevşehir, Aksaray in the Central Anatolia region, Gaziantep and Şanlıurfa in the Southeastern Anatolia region, Edirne and Tekirdağ in the Marmara region. The provinces of Artvin, Tunceli, Bingöl, and Hakkari are the provinces where the percentage of agricultural land is below 10%.

The purpose of the article is to reveal the experience of the functioning of the market circulation of agricultural land in Denmark, in order to further implement in Ukrainian practice, the positive and avoid negative aspects of this experience. Research methods. The study used an empirical method (comprehensive assessment of the modern model of market turnover of agricultural land in Denmark); generalization and systematization (construction of the concept and logical-structural model of economic turnover of lands); abstract-logical method (theoretical generalizations and formulation of conclusions). Research results. It was found that the tightly regulated market turnover of agricultural land in Denmark was changed to a more liberal one, with permission to buy land for foreigners, but this not only did not attract investment as expected, but on the contrary, led to even more negative and crisis phenomena in country. The main tools, mechanisms and conditions of land turnover in agriculture of this country are determined. Scientific novelty. The main purpose of regulating the market turnover of land in Danish agriculture has been established. The legal framework of Denmark for regulating the market circulation of agricultural land has been studied. The structural and logical scheme of market circulation of agricultural lands is formed. The provisions on the Ukrainian model of regulating the market turnover of agricultural lands were further developed, taking into account the experience of the studied country. Practical significance. The results of the study of the experience of the Kingdom of Denmark on the market turnover of land, in terms of granting non-residents access to the right to purchase agricultural land, is a clear practical answer and a caveat that should undoubtedly be taken into account in Ukraine. The application of the Danish experience should help to build an effective model of market turnover of agricultural land in our country. Tabl.: 1. Figs.: 1. Refs.: 18.

Abstract. Sopian A, Hardwinarto S, Aipassa MI, Sumaryono. 2019. Gap analysis of land availability and land needs to identify potential development of agricultural lands in Santan watersheds, East Kalimantan, Indonesia. Biodiversitas 20: 1097-1105. Pressures caused by high population growth in various places increase the needs for lands. The aims of this research are to determine the availability and needs of agricultural lands in Santan 1 and Santan 2 watersheds, East Kalimantan, Indonesia as well as to classify land capability which are key aspects in managing land resources. Land availability was determined based on the local actual total production of all commodities, such as agriculture, plantation, and livestock at the sub-district level. Land needs were determined based on the land area required for decent life needs per resident. While land capability was determined using weighting analysis of the limiting factors. Results of this study show that land availability on Santan 1 and Santan 2 watersheds is inadequate to fulfill the needs of inhabitants for agricultural lands. There are 19,053 hectares of lands currently available for agriculture, while there are 56,969 hectares of lands required for agriculture, implying a deficit of 37,916 ha of land. Analysis on land capability shows that lands with eutropepts and tropudults soil with total extent of 16,650,9 hectares are potential to be developed for dryland agriculture, such as seasonal crops, while tropohemist soil is suitable for farmland development, such as lowland rice. The spatial plans in Santan 1 and Santan 2 watersheds do not have adequate lands with agricultural capability since the cultivation areas are situated in VI and VII class with limiting factor of slope and erosion. We find there is undeveloped land in the form of bushes with an extent of 12,989,3 hectares in Santan 1 watershed and 7,055.54 hectares in Santan 2 watershed as potential lands to be developed for dryland agriculture. The results of this study suggest that when establishing neighborhood and hamlet should refer to soil characteristics with certain land capability and cultivation activities not to be done on lands with slopes of >15%.

Abstract At present, attention a lot is paid to agriculture development. For example, the “State Program for the Agriculture Development and the Agricultural Products, Raw Materials and Food Markets Regulation”, the May 14 Russian Federation Government Decree, 2021 No. 731 “On the State Program for the Agricultural Lands Effective Involvement and the Russian Federation Land Reclamation Complex Development”, subsidies are allocated for agriculture, etc. But in our country some regions, the agricultural industry is a non-priority. This also applies to the Irkutsk region. The article reveals the reasons for the agriculture backwardness in the Irkutsk region. In particular, the main reasons for this are that the agricultural land use nature idea is usually determined by the agricultural land structure in the district total area; the Irkutsk region land’s natural fertility cannot be considered high; agricultural production low efficiency, etc. The question arises, what are the most realistic directions and prospects for the agricultural land use development in the region in the coming period? It is necessary to develop a concept for agricultural land use in the Irkutsk region, and it should be based on the land intensification basic principles; to bring agricultural products to the consumer, i.e., improve infrastructure and processing services in the region agricultural areas; personal subsidiary and peasant (farm) farms should complement large enterprises, since the first of them can more efficiently use the agricultural land and their location-specific features, etc.

Land resources are one of the most important resources in the environmental management system. This resource is necessary for almost all types of human activity: agriculture, construction, industry, mining, recreation, etc. According to the intended purpose in the Land Code of the Russian Federation, lands are divided into seven categories, differing from each other in the economic and legal regime of use. One of these categories is agricultural land. This category of land includes territories necessary for obtaining agricultural products or other purposes related to agriculture, as well as they are geographically distributed outside settlements. Lands of this category of designated purpose are characterized by a high level of anthropogenic impact (agro-preparatory processing of the territory, obtaining agricultural products, placement and grazing of livestock), which significantly affects the indicators of natural biodiversity downward. In order to study the state of land resources in the South of Russia, an analysis was made of the dynamics of changes in the area of agricultural land in the regions that are part of the Southern Federal District. The relevance of the work lies in the study of the current state of agricultural land in the South of Russia. The aim of the work was to study the dynamics of changes in the area of agricultural land in the period from 2009 to 2019. Statistical and analytical methods of geographical research were involved in the work, information was searched for on the state of lands of this category of lands in a certain period of time. In the course of the work, information was collected on the state of agricultural land in each of the regions that are part of the Southern Federal District and the features of changes in the area of land of this category were determined.

The article delves into the land management mechanism within the general land management system to maximize the effective utilization of agricultural land, investment opportunities, and productivity potential in rural areas, and to create conditions for its social transformation into a powerful factor of economic growth. Given the state's sustainable development strategy for land use, the introduction of the land market, and the conceptual shift of community development to territorial and spatial planning, which is a crucial tool for land resource management, attention is focused on several tasks that must be accomplished to improve the land management mechanism in the general system of managing land resources in the agricultural sector. Specifically, it is necessary to guarantee the most efficient and ecologically safe use of all agricultural lands suitable for profitable production of agricultural products; create territorial conditions for the consolidation of land plots and better their use by implementing measures that ensure the preservation of lands and their involvement in agricultural production; restore disturbed and degraded lands and bring them to the conditions suitable for agricultural production, among others. In order to effectively implement certain actions, it is necessary to pass all stages of planning for the rational use and protection of agricultural land at a legislative level. This will help to formulate and set relevant requirements for land management regulations within defined territorial zones, including provisions regarding the use and possible changes of these rules. The land management mechanism plays a crucial role in the land management system by carrying out various functions. The tasks of agriculture in the implementation of the land management mechanism within the general system of land resource management in the agricultural sector are also clearly defined and formulated.

The paper outlines the research of main features of functioning of agricultural enterprises in Lviv region based on statistics and selected data of State Land Agency of Ukraine. The research shows the decline in the number of agricultural enterprises related mostly to insufficient land relations formed in the country. The author argues that substantial changes occurred in the structure of land use and land ownership of Lviv region in the process of land reform. In particular, the lands granted by residents to forestry or agricultural enterprises prevail in the structure of land resources of the oblast. Non-public agricultural associations prevail among agricultural enterprises – users of land resources. In terms of functional use, the land resources of agricultural enterprises mostly consist of arable lands. The structure of crop areas represents the real state of affairs and determines the specialization of agriculture in Lviv region taking into account the zonal soils and climate conditions, market conditions (internal and external), social and economic situation and environmental requirements to forming of agricultural landscapes. Land resources of agricultural enterprises in Lviv region show orientation of agricultural production on crop farming with prevailing industrial crops based on the chemical composition and quality of soils. The paper examines the qualitative composition of lands in the region and the peculiarities of maintaining their fertility. The author argues that soils mineralization substantially influences the quality of the grown agricultural products. On this basis the paper reveals the problems and obstacles of the management of land resources use by agricultural enterprises. Their overcoming should become the primary task towards strategic maintenance of efficient functioning of agricultural enterprises.

This study assesses the impact of insecure land tenure on sustainable agricultural development in Africa to demonstrate how the economic profitability of agriculture strongly depends on land tenure security. The Republic of Benin is used as the case study following the country’s recent enactment of land law 2013-01 that focuses on reorganizing the land sector, which has suffered from inappropriate management since the colonial era. Through an interview survey among landowners and presumed owners combined with standardized observations in designated rural areas, issues related to the use and management of rural lands in the Republic of Benin are highlighted and discussed. The result demonstrates that agricultural economic profitability strongly depends on land tenure security. The outcome reveals land security as a key factor for sustainable agriculture toward poverty reduction and confirms the unbreakable link between land tenure security, agricultural production, and sustainable development.

In the context of the reform of the sale of agricultural land, the priority is to optimize land use, which is to find a balance of land that would meet their environmental, economic and social compliance with the functions of the agricultural sector. Two main approaches to the optimization process are considered. The first is by intensifying agriculture with significant energy costs, land depletion and the inevitable increase in environmental pressures. And the second is the gradual formation of a balanced agrosphere with alternative agriculture and environmentally friendly livestock. The structure of land plots in terms of regions of Ukraine, which in the conditions of the land market does not promote balanced land use, is analyzed. Acquired arable land will not be transferred to other categories of land at auctions, even if it is significantly degraded. When forming the pricing policy in the land sector, it is important to compare the value of arable land in Ukraine and European countries. This comparative analysis shows the underestimated value of arable land in Ukraine (the lowest figure in Europe is less than 1 thousand euros / ha) at the initial stage of sale. It is estimated that the six-year lease of arable land at this stage of land reform is more appropriate than their sale. The fact of plowing part of pastures under these conditions and increasing the share of arable land in river valleys, drained lands, etc. is alarming. According to the results of the calculations, Table 1 shows the value of arable land, pastures, hayfields by administrative regions. The comparative characteristic of agricultural lands on the available highly productive lands is carried out. The highest share of such lands in Ternopil, Poltava and Cherkasy oblasts was found out, which provides for their highest valuation. The created map diagram of the general cost assessment of agricultural lands demonstrates their land resource potential and reflects the spatial differentiation of this indicator by typological groups of regions. The authors analyzed the optimization model of land use in Ukraine, developed by a group of leading domestic scientists under the project "Sustainable Development Programs", and proposed to consider the category of productive lands as basic arable lands, the share of which in Ukraine is 44.8% of arable land. The directions of reforming land relations in Ukraine taking into account historical traditions and granting the highest status of the basic land user - the rural community are offered. At the same time to make calculations, based on the results of which to identify production types (specialization) of farms, which will be the most objective, as it takes into account local natural and economic conditions; - on the basis of specialization of peasant farms, study of types of land use in enterprises of various forms of ownership and data on natural land fertility to perform agricultural zoning of the territory; - in each allocated agricultural area, the whole array of land in use, divided into at least 3 groups: 1) lands of peasant farms, which over time should be granted the right of life ownership with the possibility of inheritance and on which the state should support non-profit, subsistence farming; 2) lands withdrawn from agricultural circulation due to the destruction of their natural fertility and those to be transferred to the nature reserve fund, and, over time, included in the national ecological network; 3) lands that have not yet lost their natural fertility and those that are in the use of agricultural enterprises of various forms of ownership. Key words: land optimization, monetary valuation of agricultural lands, land resource potential, spatial differentiation of lands, land relations.

Today in Uzbekistan, fines are imposed for sanctioning violations of agricultural lands, which are used irrationally in protecting agricultural lands and preventing them from escaping from agricultural turnover. The calculation of these fines is included in the category of administrative offenses and is punishable by fines. This is a very recurring violation of the use of agricultural land for purposes other than those intended for illegal use. The imposition of fines is not sufficient to determine the amount of the basic calculation in Uzbekistan, and it is not effective enough to protect them. In order to increase the effectiveness of sanctions, it is advisable to impose fines for the illegal use of agricultural land in the protection of agricultural lands, taking into account the size of the land, the soil fertility, and the yield that can be obtained from it. Because it significantly increases the amount of fines and allows you to direct these fines for the efficient use of these lands. Therefore, this article offers suggestions for improving the method of calculating the amount of fines for improper use of agricultural land, taking into account the size of the land, soil fertility, and productivity.

Introduction. Land reform is entering a crucial stage, which involves the gradual acquisition of the right to buy or sell agricultural land by individuals and legal entities. In such conditions, it is important to substantiate the mechanisms and trends that will be characteristic of the market for agricultural land lease, as these mechanisms today provide organized high-commodity agri-food production. Purpose Substantiation of economic and legal bases of the land lease market functioning after entry into force of norms on free sale of agricultural lands. Method (methodology). Data from the State Statistics Service of Ukraine, the State Geocadastre and the Ministry of Justice were used. Economic and legal theoretical and practical provisions related to land relations in agriculture of Ukraine are considered. Monographic and abstract-logical methods, as well as methods of comparison, generalization and analysis are used. Results. The nature of land relations in agriculture and the predominance of rent as a tool for land accumulation by agricultural enterprises is established. The size and structure of the agricultural land market are characterized, including the volumes of leased land are determined, the emphasis is on the leading position of lease in the system of land redistribution in the industry. Prospects for the development of land relations from the standpoint of entry into force of the law № 552-IX provisions. Peculiarities and expectations from the introduction of the agricultural land market are substantiated. It is established that due to the existing relations on the market of agricultural lands and the existing restrictions on their purchase and sale, economic use of land will continue to take place mainly on lease, the share of which will gradually decrease, but still remain significant.

In the conditions of competition and limited resources, sources of income, lean production has recently been developing and, at the same time, lean management accounting is developing. Agriculture in the Russian Federation is characterized by a slow movement of capital, high dependence on natural and climatic conditions, low economic manoeuvrability, and the predominance of collective and shared ownership of land. Agricultural production uses natural factors for the cultivation of biological assets and the production of agricultural products free of charge: the natural fertility of agricultural land, natural pastures for grazing, solar and wind energy, etc. Chernozem lands are the most important fertile lands in the world. 40% of the most fertile chernozem lands are concentrated in Russia, in five regions, one of which is the Kursk region. The processes of land degradation are mainly inherent in agricultural land, or rather arable land. The economic state of agriculture in Russia does not allow for the full implementation of measures to preserve soil fertility, and even more so to take them into account. The purpose of the study is to study the state of agricultural land fertility from the point of view of management accounting. In accordance with the set goal, the following tasks were identified: fertility was identified as an object of management accounting for agricultural land, and the indicators that should be taken into account were determined. The novelty of the research conducted by the authors consists in the development of management accounting that is appropriate for long-term planning of measures for the effective use of agricultural land. In the course of the study, general scientific and special research methods were used on the basis of systematization of theoretical and practical material. The natural fertility of agricultural land is not taken into account anywhere in the costs of agricultural production, as well as its cost price, is not reflected in the accounting. Currently, there is no data collection system that covers all aspects of agricultural land and should serve as a basis for improving the agricultural sector. Results: the analysis of land resources in Russia, in the Kursk region is presented; the comparative characteristics of land in accordance with IAS and AR 6/01 are shown. It is proposed to keep records of soil fertility, to allocate "agricultural land" in the reporting, to distribute subsidies depending on changes in the level of fertility, but taking into account zoning.

The long-term non-use of the most part of productive agricultural lands is connected with the organization of their use - the regulation of land relations and the administration of land resources. Lack of the unified federal information system on agricultural land and land suitable for agriculture but taking a part of other categories of land, the incomplete land cadastre with an inaccurate location of boundaries, excessive retention of agricultural land in state and municipal property used on short-term lease, undeveloped market for agricultural land, excessive concentration of agricultural land in some individuals and legal entities and lack of land in family peasant (farmer) households, favorable conditions for the growth of land rentiers, limited access to land for local rural residents and other numerous problems associated with the loss of development institutions (such as land management), inefficient administration of agricultural land (for example, land redistribution fund) and imperfection or non-implementation of land legislation (when the declarations are not supported by the implementation mechanisms). The article presents the strategy for development of the land policy for agricultural land use, shows the problems and their causes as well as the mechanisms and tools to overcome. Іntroduction. At present it is important to assess the role of each region in the formation of effective and rational land use to improve agricultural land use in Ukraine. One of the leading agricultural regions of Ukraine is Sumy region its agricultural lands occupying a significant part of the country. The problem is that a large part of the Sumy region suitable for the agricultural land use is plowed, which leads to a high level of the soil exhaustion. Purpose. The purpose of the article is to estimate the use of agricultural land in Sumy region, development and substantiation of possible directions for improving efficiency of land use region. Results. The efficiency of industrial activity depends on the total area of used land and its fertility. As already mentioned, Sumy region is one of the leading agrarian regions of Ukraine, its agricultural lands occupy a significant territory of the country. Therefore, the analysis of the efficiency of land use is the primary task for the development of agriculture in the region. Today, farms do not have a significant place in the development of the agrarian sector in Sumy region as the lands in their possession are not used effectively. The necessary condition for improving the management of land resources in the current circumstances is the right choice of economic forms at the local level, which will ensure the rational use of land, solution of environmental problems, inflow of funds to the local budget and, importantly, the creation of jobs. To increase the responsibility of landowners and land users for violating the requirements of land use, it is necessary to improve the mechanism of state control over the use and protection of land. A number of measures are proposed for solving existing problems in the use of land in agricultural sector of Sumy region. Conclusion. Thus, the article evaluated the state of agricultural land use of Sumy region, namely: the structure of agricultural land farms of the region is analyzed; It was discovered that farms play a a small role in the economy of agriculture of Sumy region, they have not sufficiently high ratios of the land resources use. The basis of the reasons for the low efficiency of land use in farms are factors of both micro-and macro-economic character, and overcoming these problems is possible only with the assistance and support of the state.

Accurate and complete information on the status and use of agricultural lands is required to take rational managerial decisions in the agricultural industry. Their aim is to ensure agricultural development and the effective use of agricultural lands, in particular. Analysis of information sources containing data on the status and use of agricultural lands shows that there are data pitfalls related to the area of agricultural lands and the area of agricultural lands not used as intended. This study revealed that there is misinformation about the area of vacant agricultural lands and the area of unclaimed land areas in the Russian Federation. The reliability of the available information on the area of agricultural lands of different ownership forms is questionable, provided that the division of agricultural land occurs at a slow pace. Accurate, complete, and timely information on the land market and accurate state cadastral assessment of agricultural lands will reduce the information asymmetry that impairs the selection, and improve the conditions for the agricultural land market operation. The existing problems with the accuracy and completeness of information on the status and use of agricultural lands should be resolved through improvements in the Unified Federal Information System for Agricultural Lands. The system was put into operation in 2018 by the Ministry of Agriculture of the Russian Federation, which collects and consolidates information on agricultural lands. To do this, it is required to develop a mechanism that allows the EFIS ZSN to receive information from various sources, while one of the information providers should not be interested in its content.

ABSTRACTSince modification of agricultural production choices in developing countries often provides positive environmental externalities to people in developed countries, payment for environmental services (PES) has become an important topic in the context of economic development and poverty reduction. We consider two broad categories of PES programs, land-diversion programs, where lands are diverted from agriculture to other uses, and working-land programs, where agricultural production activities are modified to achieve environmental objectives. PES programs are generally good for landowners. The distribution of land and land quality is critical in determining poverty impacts. Where ES and agricultural productivity are negatively correlated and the poor own lands of low agricultural quality, they stand to gain from PES programs. Consumers and wage laborers may lose where food supply is inelastic and programs reduce labor demand. Working-land programs may have better distributional effects than diversion programs.

The article discusses the problems of accounting for agricultural land, reasons for the lack of an in-tegrated data accounting system. It is noted that the declarative nature of cadastral registration and state monitoring do not provide a complete record of data on the qualitative characteristics of land plots. Attention is focused on the discrepancy in the reported data on the amount of land in the composition of agricultural land provided by various departments, the lack of information on the boundaries of agricultural land, the lack of cartographic material. The study used the method of information and ana-lytical review of the regulatory documentation of the Ministry of Agriculture and Rosreestr, types and sources of information in the UFIS AL (Unified Federal Information System of Agricultural Lands). A number of problems in the functioning of the UFIS AL have been identified, due to the lack of a legal framework governing the general procedure for collecting data for monitoring the condition and actual use of agricultural land. The lack of data integration between the state information systems UFIS AL and USRER is shown. The aim of the study is to develop technological solutions for updating infor-mation about agricultural land. As a result of the study, an information model for accounting for agricultural land in the Russian Fed-eration was proposed. The necessity of carrying out an inventory of agricultural lands is substantiated. A technological scheme for updating information on agricultural lands based on the results of an inventory, which should be integrated into federal information systems, including the USRER, is pro-posed.

We developed a land cover and land use mapping framework specifically designed for agricultural systems of the Sudan-Sahel region. The mapping approach extracts information from inter- and intra-annual vegetation dynamics from dense stacks of Landsat 8 images. We applied this framework to create a 30 m spatial resolution land use map with a focus on agricultural landscapes of northern Nigeria for 2015. This map provides up-to-date information with a higher level of spatial and thematic detail resulting in a more precise characterization of agriculture in the region. The map reveals that agriculture is the main land use in the region. Arable land represents on average 52.5% of the area, higher than the reported national average for Nigeria (38.4%). Irrigated agriculture covers nearly 2.2% of the total area, reaching nearly 20% of the cultivated land when traditional floodplain agriculture systems are included, above the reported national average (0.63%). There is significant variability in land use within the region. Cultivated land in the northern section can reach values higher than 75%, most land suitable for agriculture is already under cultivation and there is limited land for future agricultural expansion. Marginal lands, not suitable for permanent agriculture, can reach 30% of the land at lower altitudes in the northeast and northwest. In contrast, the southern section presents lower land use intensity that results in a complex landscape that intertwines areas farms and larger patches of natural vegetation. This map improves the spatial detail of existing sources of LCLU information for the region and provides updated information of the current status of its agricultural landscapes. This study demonstrates the feasibility of multi temporal medium resolution remote sensing data to provide detailed and up-to-date information about agricultural systems in arid and sub arid landscapes of the Sahel region.

Introduction. The basis of the assessment of the market value of agricultural land is the theory of land rent or excess income generated during the use of land for obtaining the agricultural products. In turn, this income is determined not only by the natural conditions and quality of the land, but also by the prices of the products produced. It is also determined by the quantity, demand and supply of agricultural products in the sales markets, the level of wages and other costs in agricultural production, as well as the prevailing rate of interest on capital and the established rate of profit in agriculture. Methods. To solve the set research tasks, a complex of general scientific research methods was used: abstract and logical (when forming principles, theoretical generalizations and conclusions); monographic (study of scientific works on the regularities of the formation and development of land relations, research on the processes of formation, formation and development of land relations in Ukraine); hypotheses (determining the characteristics of land as a commodity and the specifics of the process of formation of the land market in Ukraine); statistical, method of synthesis and economic analysis, calculation (research of effectiveness and organization of land use in the agricultural sector); specification and formalization (development of approaches for determining the price of agricultural land plots). The results. A scientific approach to the reproduction of land resources in agricultural enterprises is proposed, which is based on a complex of organizational and economic tools of socially responsible management of activities, in particular: calculation of land tax and rent based on the adjustment of the value of agricultural land, creation of a corresponding special fund, motivation of agricultural producers to apply organic fertilizers, which will help increase the fertility of agricultural lands. Discussion. In the post-war period, the problem of monetary valuation of agricultural lands will significantly worsen, which will be caused by the revival of agricultural production in the corporate sector of the agrarian economy. In connection with this, there is a need to use the cost method of price formation, and as the main article, in our opinion; the costs will be related to the reclamation and demining of agricultural land. The modern concept of rural development implies the use of agricultural resources, primarily agricultural land, for other (non-agricultural) activities besides its agricultural purpose. The integral aim of this concept of rural development is the maximization of economic results, besides the sustainable development of rural areas, environmental protection and the production of strategic (staple) agricultural products. The objective of this paper is to define the general, theoretical, quantitative model for the determination of the size and quality of agricultural land which, considering the above-mentioned demands (criteria), is optimal for the utilization in agricultural production in certain regions. The remaining agricultural land would be available for the non-agricultural purposes. The economic optimal model for the selection of agricultural land in the traditional agriculture is the model of linear programming. The criteria of the land selection for traditional agriculture are the economic effectiveness (measured by net income or by gross national product) and the economic efficiency (measured by the production economy). The maximum economic effectiveness is determined by the standard method of linear programming and the maximum economy by the method of broken linear programming. The solution of compromise can be determined by multi-criteria programming, based on the minimum differences. The limitation groups in the mentioned variations of the model are: limitations of production quotas of agricultural products, minimum quantities of staple agricultural products, limitations of processing plants in a region (minimum and maximum), limitation of crop rotation, limitations of the needs in animal husbandry for bulky for age and limitations of agricultural land according to various types of utilization. By quantitative defining of the structure and size of agricultural land for traditional agriculture, “the surplus” and structure of agricultural land available for non-agricultural purposes is automatically determined.

The paper addresses the influence of various types of taxes on changes in differential (Ricardian) land rent, and the economic performance of agricultural producers. Labour and capital taxes lead to higher prices for agricultural products, causing a decrease in consumer demand and lower income for agricultural producers (mostly utilizing marginal land). A polynomial single-product model has been used to demonstrate that reducing the tax burden on agricultural producers – specifically taxes on labour and capital – will result in increases in differential land rents on the average and relatively better plots, and/or the emergence of the rent on the marginal land. Thus, substituting labour and capital taxes for land/property taxes reduces the overall tax burden of agricultural producers on marginal lands.

There are many problems in the system of land use, they are especially clearly manifested in agriculture. The area of land, in which the development of erosion, deflation and other negative natural processes are possible, is increasing, this leads to a decrease in soil fertility. To eliminate the problems, it is necessary to develop measures to rationalize agricultural land use and thereby increase agricultural potential. The most important resource in agriculture is land. The volume of agricultural production depends on the rational use of land, on its quantitative composition and structure. With perspective planning, it is necessary to establish the structure of agricultural land, hence the need for transformation of land is next. It has been established that when designing the transformation in modern conditions, it is necessary to distinguish clearly natural and cultural land complexes, because from economic viewpoint, the differences between natural and cultural lands of the same type are no less significant than between types of land within the complex. The economic efficiency of measures for the transformation and improvement of lands is determined by the increase in the yield of gross products, the growth of profitability. Important factors of transformation of agricultural land are singled out. The main criterion of the economic efficiency of the corresponding transformation should be the payback of capital investments, and the methodical basis should be the transfer of land from less intensive to more intensive. The efficiency of land use is characterized by the increase in manufacturing high-quality products with the lowest labor costs and funds per unit. With regard to agriculture, its essence means obtaining the maximum number of products from each hectare with the lowest costs of live and embodied labor. With equal investments of labor and funds per unit of area, there are differences in the number of products obtained. Under the influence of human labor, these differences can be both smoothed out and intensified, affecting the output of products for the worker, profitability and other economic indicators of the efficiency of agricultural production. Keywords: transformation, land resources, agriculture, efficiency, optimal distribution.

Introduction. The foundation of the creation of ecologically clean land masses is the economic organization of the territory. The leading component of ecologically safe land use is the need to determine the suitability of land soils for the cultivation of raion crops and the maintenance of maximum soil quality adapted to the quality of crop rotation. Aim and tasks. In the article the purpose of planning the organization of land mass structures is determined. The task of the internal land management is to formulate a strategy for using land masses that would maximally focus on the actions of land users in optimizing, transforming and using land to the natural conditions of the region. Research results. Measures to create ecologically pure land masses are carried out directly at agricultural enterprises, therefore, agricultural land use is a prerequisite for them. The organization of agricultural land use envisages for business entities, the establishment of a warehouse, the transformation of lands and conservation of degraded and low productivity land, which at the present stage has become the most effective factor in the environmental optimization of land use. Agroecological organization of the territory includes measures on four systemic properties of agroecosystems: productivity, stability, stability and uniformity. All four properties are interrelated in agroecosystems. Without these links it is impossible to organize the territory in order to create conditions for rational use and protection of land, which is demanded by the agricultural land management system. Conclusion. In the article the necessity of characterization of qualitative and quantitative characteristics of lands is grounded in order to find out the influence of the creation of the land mass and the appearance of possible dangers. The basic stages of the transition to environmentally safe agriculture and the formation of ecologically clean land masses have been determined. The types of development of the land mass are described: one-time and step-by-step. The complex problems that may be encountered by an enterprise of any ownership type in the transition to the maintenance of ecologically pure agriculture are determined. Creation of ecologically pure massifs of lands and agroecological organization of the territory includes a system of measures for the adaptation of agricultural production, agriculture to the peculiarities of the natural environment, along with the system of levers of state management of rational ecologically safe use of agricultural land. So the necessity of state support and motivation for enterprises planning to switch to the production of ecologically clean products and the formation of ecologically clean land masses has been substantiated.

The aim of this study is to discuss the feasibility of the strategy to utilize unused lands for production purposes in Turkey and the effects of the land resources in Turkey on the implementation of the strategy. An unused (unproductive) land is a land that reduces the quality in terms of components that define a land, causes adverse conditions to affect the land use, and is not utilized for agricultural purposes within a crop rotation period of time. Published in the Official Gazette No. 30224 of 10/28/2017 and put into effect, the Year 2018 Program reads: "The utilization of unused agricultural lands for production purposes shall create models for the effective operation of agricultural farms". In addition, the sub-paragraph 11 on Policies and Measures, which are set out under the title of 5th Growth and Employment Strategy as a part of the 2019-2021 Medium Term Program in accordance with the Presidential Decree No. 108 of 9/20/2018, reads: "Organizational and legal infrastructure shall be established to utilize unused agricultural lands for production purposes." From this perspective, there is a need to reform the unplanned land use and the forms of property and use as it is one of the agricultural infrastructure problems in Turkey. The importance of introducing a system to give a true picture about the market of agricultural lands and making sure it is influenced less by other industries is self-evident. The land resources that Turkey currently has, challenges concerning those lands and agricultural structure make it difficult to execute the strategy. There are some major social, economic, legal and technical barriers to the achievement of the goals. This study offers recommendations on how to remove those barriers based on the figures of a study commissioned by the Ministry of Agriculture and Forestry, and analyzes the unused agricultural lands in Turkey and the possibilities to utilize them for production purposes. Agricultural lands are utilized for non-agricultural purposes, and the studies over how to utilize unused agricultural lands with conditions that reduce the quality of lands in terms of components that define a land point to a contradiction between what is intended and what is actual. Without making any land use plans, it is impossible for any effort of developing a land use strategy to be efficient.

Agricultural land conversion due to urbanization, industrialization, and many other factors is one of the significant concerns to food production. Therefore, analyzing the temporal and spatial variation of agricultural lands is an emerging topic in the research world. However, an agrarian country like Sri Lanka was given weaker attention to the temporal and spatial variation of the land use, including the agricultural lands. This study presents an extended analysis of temporal and spatial variation of land use patterns in Sri Lanka, specifically looking at the agricultural land conversion and land surface temperature (LST) change. Remote sensing techniques and geographic information system (GIS) were used for the presented work. The satellite images from three Landsat’s were analyzed for 2000, 2010, and 2020 to identify the potential land use conversions. In addition, LSTs were extracted for the same period. Significant and continuous increases can be seen in the agricultural lands from 33.94% (of total area) in 2000 to 43.2% in 2020. In contrast, the forest areas showcase a relative decrease from 38.51% to 33.82% (of total area) during the analyzed period. In addition, the rate of conversion from agriculture to settlements is higher in the latter decade (2010–2020) compared to the earlier decade (2000–2010). Only general conclusions were drafted based on the LSTs results as they were not extracted in the same months of the year due to high cloud cover. Therefore, the results and conclusions of this study can be effectively used to improve the land use policies in Sri Lanka and lead to a sustainable land use culture.

The paper aims to present the situation of agricultural lands and the effects of their management on the sustainable development of agriculture in the North-West Development Region of Romania, at the level of 2023. The study is based on data taken through the sociological survey method based on a questionnaire, of a number of 276 respondents. The collected data were interpreted for the following indicators: the type of agriculture practiced, agricultural techniques applied, the involvement of agricultural farms in associative forms, the surface of agricultural land, irrigation of agricultural land, fragmentation of agricultural land, types of crops and the use of modern technologies for a digital agriculture. After analysing the data, it is observed that a predominantly conventional and mixed agriculture is practiced, using an average of 150 hectares per farm. Due to the large presence of arable land, the main crops are field crops, represented by cereals and fodder plants. Permanent crops represented in particular by permanent meadows are owned by the majority of farmers (87.3%), and horticultural crops are present in only 27.17% of farms. Modern technologies have a high potential in the development of the region and must be exploited more in the future.

Abstract In recent years, the increase in population and the decrease in agricultural lands and water shortages have caused many problems for agriculture and farmers. That is why scheduling is so important for farmers. Therefore, the implementation of an optimal schedule will lead to better use of agricultural land, reduce water consumption in agriculture, increase efficiency and quality of agricultural products. In this research, a scheduling problem for harvesting agricultural products has been investigated. In this problem, there are n number of agricultural lands that in each land m agricultural operations are performed by a number of machines that have different characteristics. This problem is modeled as a scheduling problem in a flexible workshop flow environment that aims to minimize the maximum completion time of agricultural land. The problem is solved by programming an integer linear number using Gams software. The results show that the proposed mathematical model is only capable of solving small and medium-sized problems, and due to the Hard-NP nature of the problem, large-scale software is not able to achieve the optimal solution.

Abstract The authors of the article focus on the issues of sustainable ecological and economic development of agricultural land and water resources in the region. The formation and development of land resources in agriculture, in particular, its organizational, ecological, economic and technical state, have been analyzed. The main problems and reasons affecting the efficient use of irrigated lands have been investigated and the current state of land resources in agriculture has been analyzed. It has been determined that in order to prevent further degradation processes on agricultural lands and ensure the preservation of their fertility, it is necessary to strengthen state regulation of nature conservation activities at all levels. First of all, through the elements of institutional support, it is required to streamline the management functions in the field of land relations for the use, protection and protection of agricultural lands from degradation processes. The conceptual provisions of the formation of an ecological and economic mechanism for the protection of agricultural lands from degradation processes are substantiated, taking into account the legal, organizational, economic and social aspects of such formation. Modern reclamation technologies are proposed as agro biological methods of plant protection in conditions of aggravation of land degradation processes. The application of these provisions made it possible to form theoretical and methodological guidelines for building an ecological and economic mechanism for the use of land resources in agriculture, provides for the ordering of a set of elements, and the relationship of its main components, which are implemented in the form of tools, methods and technologies.

The present study examines the changes in the use of different types of agricultural land in Bulgaria during the period from 2007 to 2021. The analysis of their dynamics makes it possible to reveal some factors that influence the course of development of Bulgarian agriculture. From the beginning of the considered period until 2014, there is a clear tendency to decrease the area with agricultural purpose in the country. This reduction is mainly due to a reduction in uncultivated land. These lands represent abandoned perennials and unused arable land for more than five years. The decline of these lands is usually related to factors such as urbanization and non-agricultural land use. Unlike uncultivated land, the size of the country's utilized agricultural area hardly changed over the period. The agricultural area in use covers arable land, perennial crops, nurseries, permanent grass areas and family gardens. There is a significant dynamic in the occupation of the listed types of land during the period, which is more pronounced until 2014. The greatest decrease as an absolute value within the framework of the used agricultural land is in permanently grassed areas. They decreased by almost 480,000 ha from 2007 to 2014. As a relative value, the largest decrease was for vineyards. They are halved over the covered period. Weaker downward changes are reported for family gardens and mixed permanent crops (mainly berry crops). There is an increase in the areas with orchards - by about 20% for the period. The largest increase is recorded for arable land - 430 thousand ha. This increase is mainly due to the reduction of permanently grassed areas and vine plantations. The main part of the arable land is occupied by cereals and technical crops, and the share of these plantations increases during the period. Among cereals, wheat has the largest share, while among technical crops - sunflower. Vegetables have an insignificant share in cultivated land.It can be summarized that changes in agricultural land use in Bulgaria from 2007 to 2021 show a complex interplay of factors, including urbanization, land use changes and changes in crop preferences. These trends imply the need to continue the analysis and adaptation of Bulgarian agriculture to ensure sustainable development and economic viability.

Streszczenie:
In recent decades, the agriculture of Altai Krai has been considered an agro-industrial complex. The total land area is 17 million hectares, and more than 11.5 million hectares are classified as agricultural lands. The area of arable land amounts to 6.5 million hectares. More than 90% of total agricultural land area, to various extents, is subject to erosion and soil blowing; less than 10 kg of mineral fertilizers are required. According to expert estimates, agricultural crops experience an acute lack of nutrients in the soil, which deteriorates the quality of the crop. In this regard, contemporary agricultural land management in Altai Krai is highly volatile and unsustainable. One example is the Strategic Direction of Scientific and Technological Development of the Russian Federation and other long-term regulatory documents defining the development of agriculture in the next 10–15 years, which establish the transition of some agricultural organizations to an alternative, high-tech, and environmentally friendly organic agricultural sector. Organic farming is based on the management of organic agricultural land. In those territories that conform to certification requirements, organic land management in Altai Krai can partly become an alternative path to an agro-industrial one. However, to move to a high-tech level of organization of contemporary agricultural land management in Altai Krai, it is necessary to implement all measures related to the geo- and agro-ecological justification of the use of the territory. To be exact, it is crucial to conduct (1) retrospective analysis of land management (based on the materials of soil surveys and land management systems for collective and state farms developed in the last century); (2) assessment of the ecology of the structure of the agricultural landscape and the structure of acreage and crop rotation system; (3) modeling of the agricultural landscape and the ratio of land; (4) ecological and economic analysis of land-use models.
