The selection of the best supplier to fulfil the needs of the store in the continuous sale of electronic goods requires a selectivity process using many factors, namely product quality, product price, service, and product delivery speed. However, the number of alternatives to be selected can make it difficult for decision makers to determine the best choice in the selection process. Therefore, a decision support system is needed to support decision making so that the selection of the best electronic goods supplier can be done easily and quickly. The decision-making method used to make accurate decision results on the decision support system for selecting the best supplier of electronic goods in this study is MFEP. The sample data used in this study consists of 6 (six) alternatives and 4 (four) criteria as a factor in determining alternative ranking results. In the final results of this study, it was concluded that the A4 alternative had the highest value (0.3758) compared to 5 (five) other alternatives, namely A6 (0.3544), A1 (0.3484), A3 (0.325), A2 (0.3136), and A5 (0.2828). So that alternative A4 is the most recommended alternative for decision makers to choose as a supplier of electronic goods.

The development of private divorce mediation appears to offer a friendly and informal alternative to the "hostile" adversarial divorce. A close analysis of its claims, however, shows them to be largely unproven. Urgent attention should therefore be given to the philosophical base of the movement. There is also a need for empirical research and for standardised training. Further unanswered questions relate to the part to be played by different professions, and to professional ethics. It is submitted that the appointment of Family Advocates is a step in the right direction but that the establishment of a full Family Court will best protect children's interests.

The purpose of this thesis is to provide a robust epistemological justification for Evidence Based Medicine (EMB), and thereby to demonstrate the epistemological short comings of Complementary and Alternative Medicine (CAM). CAM has received support from both philosophers, such as Rorty and Feyerband, and the Sociology and Anthropology of Medicine. The thesis will thus review both the internal coherence and the application of non-realist arguments, and counter non-realism with the realist epistemology and philosophy of science that is represented by C.S. Peirce’s pragmatism. Rorty and Feyerabend and others have developed radical forms of scientific antirealism in the latter 20th century. Subsequently, sociologists developed even more intractable forms of anti-realism, which they applied to the social study of science. This approach served to challenge the legitimacy of orthodox scientific practice (including EMB). A practical expression of this controversy was immediately identified in the question of the role of scientific authority in a democratic society. That question was immediately applied to the status of alternative medical systems and their legitimacy vis-a-vis EBM in terms of the controversy over what has come to be termed "medical pluralism": If scientific medicine has no particular authority, should other, medical systems, epistemically incompatible with EBM, be made available as well? The thesis will suggest that non-realism is in fact a marginal position within the philosophy of science. Scientists, medical researchers and medical practitioners may thus appeal to the philosophy of science in order to justify their authority in the face of challenges from CAM. However, it will be suggested that they are frequently ill-served by a reliance on a simplistic understanding of the philosophy of Karl Popper. An alternative will be proposed in the philosophy of C. S. Peirce. His pragmatism offers to medical research and medical practice a way of understanding and justifying the scientific process, a justification of realism in the face of non-realism, and a resource for the criticism of CAM and medical pluralism, as at once epistemologically ill grounded and potentially dangerous to patients and the general public.

<p> Attrition among students costs individuals, institutions, and communities. As a result, alternative schools are growing rapidly. In 2010, over half a million students were enrolled in public alternative schools in the nation (Carver, Lewis, & Tice, 2010). Alternative programs offered at secondary, middle, and elementary schools exhibiting a variety of practices, structures, and philosophies combat this epidemic of attrition. This mixed study investigates best practices in an alternative middle school setting from a student's perspective. Uncovered exemplars could allow administrators to implement strategies best suited to meet alternative middle school students' needs. Qualitative data consisted of two rounds of interviews with 10 participants. Quantifiable data collected included Idaho Standard Achievement Test scores (ISAT), grade point averages (GPAs), and attendance records prior to attending Span Academy and after completion of the program. Results from the ISAT scores revealed eight to 13 points of growth, equivalent to two to three years of growth. GPAs on a 4-point scale improved 1.5 points in language and 1.3 points in math. Students who achieved Level 5 and transitioned had 26 fewer absences while attending Span Academy than their previous year in school. In accordance to research protocol, two questions were rephrased to eliminate ambiguity and retain the integrity of student responses. Finally, it also became apparent that students attending alternative programs carry a stigma. This understanding provided an awareness that resulted in changed practices and procedures at Span Academy. Additionally, this research revealed that alternative middle schools, like Span Academy, contrary to the original design as a transition school, are better served as a 2-year intervention program, where the research revealed few students transitioned as of 2009 to present, and most preferred to remain at Span Academy through their eighth-grade year. Accordingly, Span Academy redesigned its program from a typical transition school to a comprehensive 2-year intervention program. Overwhelmingly, the student responses, supported by the quantifiable data, resulted in two overarching themes of accountability and relationship. The results from this research not only lend to best practices in an alternative middle school environment, but provide answers and strategies to best assist students in a traditional setting as well.</p>

While the Best Interest of the Child (BIOC) standard has been used since the 1970’s, alternatives such as the Approximation Rule have recently been proposed to remediate perceived weaknesses in BIOC. This study examines the applicability of the Approximation Rule using cross-sectional data collected from 517 children (age 10-18) of divorced parents using the Co-Parenting Behavior Questionnaire (CBQ). Data for all co-parenting and parenting variables (n = 517) were analyzed to determine relationships by time since divorce and custodial relationship. Physical custody was associated with significant differences in children’s’ ratings of both co-parenting and parenting effectiveness. Results for time since divorce revealed only one significant relationship with all divorcing parents showing significant decreases in ratings of inter-parent conflict over time with the most substantial reductions occurring 5 years after the separation. Findings were then used to measure the accuracy of the assumptions in both the Approximation Rule and in BIOC.

Reservoir sedimentation and water quality trading are examined from economic and environmental perspectives. Each topic and the resulting policy implications are relevant to stakeholders at the local, state, and federal levels. Reservoir sedimentation has been recognized as a major environmental, social, and economic issue in much of the Midwestern US. There is an effort to focus public and private funds to achieve the greatest return on the investment from soil erosion and sediment reduction strategies. How can physiographical and economic relationships within the watershed be quantified in such a way to provide insights into the selection of alternative management strategies? This study focuses on answering that question by integrating a physically-based watershed model with an economic analysis of alternative sedimentation reduction strategies for the case of Tuttle Creek Lake located in northeastern Kansas. Several key finding of this study are that both physiographical and economic factors must be considered for cost-effective conservation to occur. Considering these factors and targeting BMP implementation from 8 to 23 times more cost-effective than random implementation. If targeting cannot be done effectively or if “intangible” costs of BMP implementation are too large, dredging is likely to be more cost-effective. While this research compares the cost-effectiveness of various BMP implementation approaches in Kansas with dredging, the benefits associated with each of these strategies is not addressed. While there is substantial evidence that nonpoint sources have lower nutrient reduction costs than point sources, experience with water quality trading (WQT) reveals a common theme: little or no trading activity. These outcomes suggest the presence of obstacles to trading that were not recognized in the design of existing programs. To examine the ways that various market imperfections may impact the performance of a WQT market, an agent-based model is constructed, which simulates a hypothetical point-nonpoint market. This study first presents an overview of the concepts and simulation modeling technique used and then analyzes the effects of two prominent market impediments identified in the WQT literature: information levels and trading ratios. The results imply that if market designers feel that only a limited number of trades will be consummated, creating an institution that provides accessible information about buyers’ prices is preferred to providing information about sellers’ prices. Overall, more information is always better, but it becomes less important with higher trading ratios.

This study examined how carded female members of Canadian national teams used and perceived Complementary and Alternative Medicine (CAM). The research was guided by the following question: How do elite Canadian female athletes use Complementary and Alternative Medicine? Additionally, the research was infonned by three subsidiary questions, namely: (1) How do they perceive and experience CAM?; (2) Why do they use/not-use CAM?; (3) What roles do they perceive CAM to play in their athletic development?; and (4) How is the use of CAM negotiated within existing sport structures? Using qualitative research methods, 12 female athletes were interviewed twice using a semi-structured interview format for a total of 22.5 hours. The athletes were questioned about their first experiences of using CAM and the situations that lead them to explore new treatments. The athletes were also asked about their continued use ofCAM and the reasons for the ongoing treatments as well as the role they perceived CAM and CAM practitioners to have in their athletic careers. Previously, the extant literature concerning CAM use among athletes indicated that 56% of varsity athletes used CAM although this research gave no indication as to the frequency with which CAM treatments were utilized. The women in my study reported that, when carded, they used CAM treatments extensively and frequently (from two appointments a month up to two appointments a day). At the same time, the women in this project revealed that their ability to access services was highly contingent on their status as carded athletes and the associated monthly stipend from Sport Canada. Within different sports organization, gendered, and hegemonic hierarchies further delimited access to CAM. My findings suggest that while injury may have been the impetus for the first treatment, the ongoing use of CAM was more closely associated with an effort to prevent chronic conditions and physical imbalances from escalating and thereby restricting their ability to fully participate in their sport. These findings have theoretical implications for expanding our understanding of the value CAM holds for those who use it. The data also bridge the gap between the existing literature which has examined the influence of the sportsnet on an athlete’s belief, attitudes, and actions, and research into rates CAM utilization in special populations. Finally, this project reveals that elite female athletes perceive CAM to be an essential part of their athletic training.

Abstract Fiberglass reinforced plastic (FRP) made from epoxy vinyl ester resin is the preferred material of construction for piping, ductwork, tanks, hoods, scrubbers, and stacks in pulp and paper processing plants. The conversion of wood to paper requires the use of highly corrosive bleaching chemicals that have proven to be far too harsh for conventional materials such as stainless steel and tile linings. Furthermore, FRP provides a considerably more economical alternative to high nickel alloys and other expensive specialty metals. The purpose of this paper will be to explore the diverse applications of FRP in pulp and paper processing and compare it to corrosion resistant metal alternatives.

Abstract During the design phase of chemical reactors and other process vessels subjected to severe corrosive environments, material engineers must decide from a plethora of options. The challenge is to match the operating environment with the best material the first time through, and to avoid the high cost of failure. All corrosion resistant materials will succeed in certain environments, yet will fail in others. Corrosion resistant alloys or glass linings are often selected because they are seen as the lowest risk options. Unfortunately, these high cost solutions sometimes fail due to chemical attack or physical breakage. Fluoropolymer linings are a proven, cost-effective solution in many corrosive environments thought to be the exclusive domain of exotic alloys or glass linings. Properly selected, they are less prone to chemical attack than corrosion resistant alloys, and are less fragile than glass lined vessels. While they cannot operate at temperatures above 300 °F without a protective layer of chemical resistant masonry, they can provide significant life cycle cost savings in harsh corrosive environments below 300 °F. This paper details two case studies regarding chemical reactors in harsh corrosive environments, one constructed with a corrosion resistant alloy and the other with glass lined steel. Both systems experienced multiple failures before being replaced with lower cost fluoropolymer lined steel. The paper concludes with an overview of the procedures required to ensure a successful fluoropolymer lined system.

<p>Building new infrastructure is a crucial part for developing society. Bridges are one part of the infrastructure that has large impact on both cost and climate. Such impact depends on the bridge design, which should be carefully chosen early in the project with several possible alternatives. In Sweden, it has become quite common to evaluate the Life Cycle Cost (LCC) and Life Cycle Assessment (LCA) for different bridge alternatives. This study investigates how three different steel materials in a steel-concrete composite bridge have different impact in a Cost-Benefit Analysis (CBA). In a CBA, all consequences for society are addressed and not only project specific aspects, in comparison to a LCC and LCA. The results show that the alternative with the lowest investment cost during construction is not the best alternative from a CBA point of view. This tells us that society and future generations will need to pay the extra cost if that alternative is chosen.</p>

Abstract Alternative consumable anodes were evaluated in the laboratory for use in cathodic protection systems for steel reinforced concrete bridges in coastal environments and in areas where deicing salts are employed. The anode materials included zinc hydrogel foil and thermal-sprayed Zn, Zn-15Al, and Al-12Zn-0.2In alloys. They were evaluated for service in both impressed current (ICCP) and galvanic (GCP) cathodic protection systems. ICCP anodes were electrochemically aged at current densities of five to fifteen times that used by the Oregon Department of Transportation (Oregon DOT) in typical coastal CP systems (2.2 mA/m2 based on anode area). GCP anodes were electrochemically aged at a rate defined by the steel-anode couple. Both types of anodes were exposed to 80°F, a relative humidity of 85 pct., and were periodically wetted with deionized water. The Zn anode gave the best performance in ICCP systems. The four anodes all produced sufficient current density suitable for use in GCP systems. The anodes materials, ranked in increasing order of GCP current output, were: thermal-sprayed Al-12Zn-0.2In, Zn hydrogel, thermal-sprayed Zn-15Al, and thermal-sprayed Zn.

For the purpose of achieving a sustainable city, there has been a significant increase in the construction of green buildings in recent years. Since these are properties with characteristics that differ from those of ordinary buildings and, therefore, few transactions of comparable properties can be collected in the market area in which they are located, it is very difficult to apply the Revealed Preference Methods for green buildings appraisal. These cases produce the same conditions common to industrial products, where it is necessary to estimate goods that have never been traded previously or have little historical data regarding potential consumers� expectations. Usually, the techniques to use here are based on surveys and hypothetical markets, which consider a range of possible scenarios to estimate the value of goods through the preferences stated by the market operators. It may be assumed that resorting to Stated Preference Techniques in special contexts it is preferable to use alternative methods that produce reliable opinions of value. The paper proposes a property appraisal procedure that, by applying Discrete Choice Experiments, allows selecting the alternatives that are most likely to meet the market�s preference and estimating: a) the incidence of the characteristics in market price formation both for consumers and producers; b) the market share of possible alternative properties, derived from different combinations of the characteristics and the best marketability alternative; c) the hypothetical market price associated with possible alternative options. After outlining the key elements of the issue, the main methodological and operational aspects of the proposed methodology are described.

In Deutschland und Europa versuchen Verkehrsunternehmen und -verbünde bereits seit längerer Zeit gegen das Fahren ohne (gültigen) Fahrschein vorzugehen, ihre Fahrgeldeinnahmen zu sichern und zu steigern sowie die Quote der Personen, die den ÖPNV ohne (gültiges) Ticket nutzen, zu minimieren. Auf Grundlage des ersten Arbeitspaketes (Literaturanalyse zum Stand der Forschung: Schwerdtfeger et al. 2016) wurden Maßnahmen untersucht, die zum Erreichen der genannten Ziele beitragen. Der Fokus liegt dabei auf Best Practice Beispielen, also Maßnahmen, die in der Praxis als erfolgreich hinsichtlich der Reduzierung des Fahrens ohne (gültigen) Fahrschein sowie hinsichtlich der Einnahmesicherung und -steigerung angesehen werden. Das Ergebnis der Untersuchung ist eine umfangreiche Auseinandersetzung mit Best Practice Beispielen in Bezug auf das Fahren ohne (gültigen) Fahrschein. Außerdem wurden aktuell diskutierte Ansätze alternativer Finanzierungsinstrumente hinsichtlich ihrer Eignung zur Finanzierung des ÖPNV untersucht. Zwar können alternative Finanzierungsinstrumente derzeit noch nicht als Best Practice eingestuft werden, allerdings stehen sie in direkter Beziehung zur Einnahmesicherung im ÖPNV-Sektor.

In this best practice paper a mixed integer optimization approach to the selection of sanitary landfill site sizes and locations in a regional context is explained and illustrated using stylized cost and location information adapted from a real case study. After reviewing the basics of the heuristic approach to solid waste disposal site selection, the optimization model is laid out and solved in the case study context, initially in terms of financial costs. In a subsequent section, a way of incorporating the relative environmental damages of alternative locations into the model is suggested, and the example is re-solved with environmental costs included to show how they can influence the identification of the best set of sites. Suggestions about model refinements appear in a concluding section.

Review question / Objective: The aim of this study was to compare the therapeutic effects of various stem cell types, sources and routes of administration on chronic decompensated cirrhosis by using network meta-analysis. Condition being studied: Liver cirrhosis is an important public health problem that puzzles the world. It is divided into compensatory stage and decompensated stage. Once the patient enters decompensated stage, the treatment is very limited, and liver transplantation is currently the best and only approach to improve the survival rate of decompensated cirrhosis4. However, liver transplantation is difficult to be widely applied due to the lack of donor organs and high cost. Therefore, it is very important to study the alternative treatment of liver transplantation. Stem cell therapy as a promising frontier treatment for decompensated cirrhosis, is becoming one of the best feasible alternatives to liver transplantation in recent 20 years. It is very important and necessary to optimize the factors such as cell sources, types, and delivery route, etc. before taking stem cell therapy as a routine clinical treatment. It is believed that the network meta-analysis of the efficacy of various types of stem cells from different sources and routes of administration in the treatment of chronic decompensated cirrhosis can provide useful very clues for clinical practice.

In this paper, I argue that despite their different circumstances (size, location, history, demography), the Zapatistas (Chiapas, Mexico), Boggs Center (Detroit, USA), and Casa Pueblo (Adjuntas, Puerto Rico) share common lessons that are worth considering, at a time when there is so much uncertainty and disagreement about how best to address social injustices and much disillusionment with representative democracy. After a summary of the history and accomplishments of each of these American communal activist organisations, I present the common lessons and consider some challenges and possible objections. They provide an alternative between naïve optimism and cynical passive pessimism. They practice horizontal models of conviviality and a holistic, ecological, and experimental approach to ameliorating injustices.

This white paper provides a step-by-step review of the methodology and data sources for development of compressor methane emission factors (EFs), and develops updated EFs based on Subpart W compressor measurement and leak survey data. The methodology is analogous to that used in a previous GRI/EPA Methane Emissions Study. In all cases, updated T and S compressor emission factors are lower than historical emission factors, and significantly lower in some cases. The updated emission factors provide a current best-estimate of T and S compressors emissions, and can be used to update emission estimates in the EPA Annual GHG Inventory Report, and to provide an alternative method for the annual estimate of compressor emissions for Subpart W.

This paper attempts to evaluate the effectiveness of Bolivia's labor market institutions, particularly the Plan Nacional de Empleo de Emergencia (PLANE). It is found that unemployment as conventionally defined may not be the most important problem in Bolivia's labor market, as the non-salaried market is always an alternative. While un- employment durations and unemployment scarring consequences are relatively low, labor market regulations and labor market programs do not help to increase the size of the formal market, apparently as a result of Bolivia's rigid labor markets and labor policies based mainly on temporary employment programs. Such programs, however, may have helped to smooth consumption. Given the country's high level of infor- mality, protection policies are second best to active policies specifically designed to increase the productivity/employability of vulnerable populations.
