Zhang, Yuejiao. "DEFINING WORKPLACE INFORMATION FLUENCY SKILLS FOR TECHNICAL COMMUNICATION STUDENTS". Doctoral diss., University of Central Florida, 2010. http://digital.library.ucf.edu/cdm/ref/collection/ETD/id/2828.

Streszczenie:
Information fluency refers to the ability to recognize information needs and to gather, evaluate, and communicate information appropriately. In this study, I treat "information fluency" as both an overall competency and as a collection of knowledge and skills. The purpose of this study is to explore the specific workplace information fluency skills valued by employers of technical communicators, to find out how instructors perceive and teach these skills, and to suggest how these findings can inform our teaching practices. Within the framework of qualitative methodology, this study employs two data-collection instruments, including a content analysis of online job recruitment postings and a survey of technical communication instructors across the United States. The study discovers that when hiring technical communicators, employers require candidates to have skills in information processing, information technology, and critical thinking. Candidates must be able to identify their information needs, and must know how to use specified tools to gather, evaluate, and communicate information. It also reveals that although "information fluency" is a new terminology to a majority of instructors, the skill sets that constitute information fluency already existed in their knowledge. The study's last finding suggests that the opportunity for an internship is perceived as the most helpful in students' acquisition of information fluency skills. This dissertation concludes with a list of specific employer-valued information fluency skills, recommendations for program administrators and instructors for implementing information fluency, as well as recommendations for future researches on this subject.

Streszczenie:
This thesis is an exploration of how the communication of technical information can be facilitated by practices of collaborative media. While focusing on the domain of bicycles and more specifically on hobbyists working on their bikes, the aim of this study has been to show possible directions for the design of collaborative media for hands-on kind of work environments in general. Two design experiments were carried out in the process. While the first one attempts to connect local work with global resources, the second experiment is more deeply connected to an existing local community of bike enthusiasts and their practices of learning and knowing. Through carrying out the two design experiments, an argument was made that involving existing social structures into collaborative media design solutions is crucial due to the fact that these existing resources are deeply connected to practices of learning and knowing. However, more work needs to be done to generate more detailed solutions for different domains.

Wardell, Erika A. "Gender composition of online technical communication collaborations". Master's thesis, University of Central Florida, 2011. http://digital.library.ucf.edu/cdm/ref/collection/ETD/id/4719.

Pełny tekst źródła
Streszczenie:
Online collaborations are more prevalent in society due to electronic communication allowing students and professionals to communicate with each other, without needing to spend time or money traveling. The lack of visual cues in electronic communication means writing styles primarily set the tone of a message. A group member's gender can affect his or her writing style and what he or she assumes about the message. The differing writing styles and potential gender bias can cause misunderstandings, which delay projects and sometimes lead to ostracizing a group member. The gender composition of an online collaboration, therefore, can have a positive or negative effect on a project. This study helps technical communicators understand how to manage online collaborations effectively to produce a successful project. The study explains how the effects of gender composition on a project are influenced by electronic communication, gender roles, and online collaborations. Society-imposed gender roles include differing writing styles for each gender causing gender bias in both writing and reading electronic messages. Group members, monitors, and project managers must take care in managing online collaborations due to the differences in each gender's communication style, and differences in gender roles and expectations for multinational online collaborations. The study shows mixed-gender collaborations have increased chances of misunderstandings because of the differing communication styles of each gender compared to same-gender collaborations. However, the advantages of mixed-gender collaborations outweigh the disadvantages due to the variety of ideas, motivations, and expectations. Technical communicators understanding how all the major topics relate together to influence a collaboration are better able to manage an online collaboration and reduce the chances of misunderstandings to create a successful project.

Brkich, Carrie. "Using narrative to improve reflection in technical communication". Master's thesis, University of Central Florida, 2011. http://digital.library.ucf.edu/cdm/ref/collection/ETD/id/4859.

Pełny tekst źródła
Streszczenie:
This thesis explores why instructors should use narrative intentionally and effectively with reflection to better understand adult students' perceptions of experiential learning activities in technical communication. The frequent use of narrative in technical discourse reminds us that the tone of technical texts is often appropriately informal, personable, and reflective. A closer analysis of narratives provides instructors with valuable opportunities to learn more about the motivations for and barriers to learning for adult students and to better understand how these students situate themselves in larger social and cultural narratives. Narrative serves many purposes in technical communication. Not only does narrative add a human element to technical discourse, but it also invites interrogation and inquiry into the technical communicator's decision-making process. For these reasons, narrative is commonly paired with reflection exercises in experiential learning programs as a way for students to make sense of their learning experiences. If instructors can capture the essence of how adult students make sense of their learning experiences, they can determine if experiential learning is an effective pedagogical approach to teaching technical communication to adult students. Using examples of ongoing, initial and summative, and alternative reflection exercises, I illustrate how narrative can be used to facilitate the learning process in adult students and gain access to these students' perceptions of experiential learning activities in technical communication.

Streszczenie:

The purpose of this qualitative exploratory case study was to uncover the perceptions of Information Technology Outsourcing (ITO) project leaders and project teams regarding knowledge transfer between client and vendor partners during the opening and closing transition phases of the ITO projects. Purposeful sampling was used to identify ITO knowledge assets, including project team members as well as documents and artifacts, within the participating organizations that may provide information regarding the knowledge transfer processes during the transition phases of the ITO project. The sample criteria were ITO project team members from one US-based client organization and the US company’s international vendor partners. The study population included project managers, analyst, developers, subject matter experts (SMEs) and other ITO knowledge workers involved in ITO project from one US-based organization. Interview and document analysis was done with the aid of NVivo Pro 11® research software. Four themes emerged from the study participants' responses including (a) KT approaches to plans and processes relative to opening and closing phases of ITO projects; (b) KT dependencies relative to IT project team members reliance on project tools, processes, and artifacts; (c) Determinants of KT success or failure relative to project team member's perceptions; and (d) The role of documentation relative to communication and distribution of KT outcomes. This qualitative exploratory case study may provide insights into additional aspects of knowledge transfer during ITO transition phases, which may be used by IT leaders and project teams to plan for successful knowledge transfer during the transition phases of ITO projects.

Cuvar, Kenneth M. "Balanced and collaborative outsourcing of IT services| A qualitative Delphi study of enterprise partnerships". Thesis, University of Phoenix, 2015. http://pqdtopen.proquest.com/#viewpdf?dispub=3721947.

Pełny tekst źródła
Streszczenie:

Large organizations continue to outsource information technology services as a method of cost-savings rather than knowledge acquisition. This prioritization leads to failed sourcing projects and increases in overhead expenses. The purpose of the study was to achieve a consensus in regard to an effective staffing balance and collaboration in information services outsourcing. The study canvassed an expert panel of 49 IT professionals in a 3-round Delphi study. This study provided understanding of the internal IT professionals’ relationship with domestic contractors and offshore resources. Information was gathered from IT professionals with experience working with external partners. The study explored procedures to enhance outsourcing models. This was completed by answering the research questions: (R1) what do IT professionals perceive is an appropriate balance of internal staff, domestic contractors, and offshore resources in a global organization? In addition, (R2) when collaborating with external support, what communication and collaboration techniques should be integrated into a sourcing strategy? A qualitative Delphi method was followed, and participant’s responses were analyzed to achieve research findings.

Recommendations were to maintain a 50% to 70% staff of internal employees, have the domestic contract labor equal to offshore labor, and maintain open, frequent communication with external partners. Over-outsourcing passes too much knowledge to the external partner, reduces internal knowledge, and creates a dependency on the external firm. These issues can be overcome by increasing collaboration across firms. Project managers should closely monitor the performance of external teams. IT organizations should acquire external resources based upon skills first, and costs second. Management should integrate firms to ensure the parent organization retains critical knowledge.

Streszczenie:
This exploratory study examines documentation practices and processes in ten small non-profit organizations. The objectives of this study were to answer the following two research questions: (1) What organizational needs do small non-profit organizations have that are relevant to technical communication? and (2) How are small 501(c)(3) organizations attempting to meet these needs? Which of these attempted solutions are ineffective? Semi-structured interviews were conducted with two people from each organization: the executive director and a volunteer. Interviews were transcribed and analyzed, and grounded theory was used to identify coding categories related to documentation development. Primary findings suggest that interviewees are aware that they need documentation, yet they often postpone developing such documentation until problems develop. The study findings also suggest that interviewees across different nonprofit organizations value documentation for similar reasons. Strategies are provided for technical communicators interested in working with nonprofit organizations, and additional research avenues are identified.

Streszczenie:
The study explores a set of genre-hybrid reviews, 1999-2001, characterised by a standpoint of ecological rationality, and produced by a professional writer for a professional environmental management organisation. The interaction between such managers has not been studied before in terms of professional communication and was delineated as a new field of enquiry. The issues of tact and Face were important for this organisational community, which shared characteristics of contact communities and Communities of Practice. Methods used derive from studies of text in context, and organisational communication. The assembly of theoretical material is one outcome of the study, which tackled three questions: 1 To assess in what way the reviews made a contribution to the organisation, Weick's equivoque and the notion of the Fractal were combined to explain the text as an active organ for collaborative organisational learning and knowledge management. Thereby the texts are presumed to have contributed to the organisation's goal to enhance knowledge and practice in environmental management among managers drawn from diverse intellectual backgrounds. 2 To address the question of the technical characteristics of the reviews, narrative polyphony concepts provided suspension dialogia, which complemented the notion of translation suspension. 3 To address how the reviewer had managed to reproduce organisational patterns despite his inconsistent moral standpoint, the search for a theoretical position travelled through code-switching, pragmatics and translation, emerging with a concept similar to intersemiosis, labelled 'codehandling'. The combination of questions produced complex answers. Translation constructs, such as dynamic equivalence, increasingly emerged as productive and suitable to complement emerging endogenous approaches in environmental management literature. The genre-hybrid is argued to have altered the social function of the review. In prioritising interaction, it put at risk the organisation's strategic tact 10 structure. Nevertheless, the reviewer managed the risk within acceptable limits and produced popular and successful reviews.

Streszczenie:
The increases in commercial documentation over the past 50 years and the permeation of computers into all areas of business has led to a major increase in the individual's reading load. This thesis proposes a method of writing procedural documentation to enable rapid appreciation of the 'aboutness' of such material, thus making the reading task more efficient. The method is derived from a document structure which is used as a basis for the development of rules to construct a hierarchy of in-text headings which encapsulates the 'aboutness' of the text. Reading efficiency is achieved through needing to only interpret the headings to understand what the document is about. The method was tested by having control and experimental groups complete the same series of questions, answers to which were derived from a set of documents. The set used by participants in the experimental group contained headings structured according to the proposed method; the set used by participants in the control group contained headings which were not structured according to the proposed method. All variables other than headings were negated or neutralised. Answer accuracy and completion times of the groups were compared. On average the experimental group, who used documents containing headings structured according to the proposed method, had 7.5% better accuracy and completed the questions in 13.5% less time overall. These improvements are assumed to be due to the differences in heading effects.

Streszczenie:
With the increasing reliance on digital technology in our lives we, more than ever before, depend on software products and services. The development of such products and services is thereby becoming more complex and sophisticated. In these large software projects, developers often have to make compromises or settle for less than optimal solutions in order to reach deadlines or deliver a product to market in time. This can cause what is known in the industry as Technical debt, the accumulation of cost created by "shortcuts" taken during development. The goal of this paper is to design a concept of a visualization tool to aggregate and present an overview of technical debt in a software development project. Based on this goal, the study tries to answer the following question: Can a visualization tool help software development teams manage technical debt by improving awareness and communication about technical debt strategy and priorities?. A literature study on the topics of technical debt management and information visualization techniques is conducted in order to create a foundation for the work in this study. By leveraging concept driven design research, a survey is conducted and based on the results, an interactive prototype is developed and evaluated, in order to answer the research question. The prototype is evaluated through a critique session including semi-structured interviews with expert users working in software development projects. The main findings are that a visualization tool, like the one proposed in this study, could be used to help developers and other stakeholders in software projects to raise awareness about technical debt strategies and priorities. However, more research are required in order to refine the tool and visualizations included in the prototype.

Extrinsic motivation may affect knowledge sharing in a virtual community. As virtual communities have become ubiquitous, understanding knowledge sharing in virtual communities has become very important. Knowledge sharing is one of the factors that allow virtual communities to be viable. This study sought to observe knowledge sharing in a virtual community, which does not use extrinsic motivation techniques as incentives to share knowledge. This correlation study used a framework that included the elements of social capital and outcome expectations. This study found that extrinsic rewards over time appear not to be important in knowledge sharing. The long term effect may be that extrinsic rewards are much less important than the design of the virtual community and the internal motivation of the members of the virtual community. One-hundred and thirty-three persons participated in this study.

Streszczenie:
The World Economic Forum (WEF) found that Botswana's information and communication technology (ICT) networked readiness index (NRI) had declined from position 89 in 2012 to 104 in 2015. A decline in Botswana's ICT NRI resulted in a modest gross domestic product (GDP) growth increasing from 4.2% in 2012 to 5.0% in 2015. The purpose of this qualitative multiple case study was to explore strategies ICT service provider managers use to build employee competencies to address ICT infrastructure performance deficiencies. The target population for this study consisted of over 120 managers from 2 ICT service providers located in Gaborone and Francistown in Botswana. The conceptual framework for this study was information technology (IT) competency model. Face-to-face interviews with 15 managers and a review of 12 company documents were gathered and all interpretations from the data were subjected to member checking to ensure the trustworthiness of the study findings. The thematic analyses of participants' interviews and company documents resulted in the emergence of 3 common themes: developing professional employee competencies through training, promoting knowledge acquisition and skills transfer, and developing budgets for funding the development of employee competencies. Participants cited training and professional development as a reason for ICT infrastructure performance deficiencies. Social implications from this study include developing strategies business managers can use to build employee competencies to improve ICT infrastructure performance, which could result in improved services to citizens and enhanced national development, social transformation, and economic diversification.

Streszczenie:
My thesis discusses whether culture can be used to predict visual design preferences in documentation and whether cultures with similar attributes demonstrate similar visual design preferences. The visual design of a document is an important element in effective communication to an audience. If the audience is outside the United States, it is important to understand the attributes of that culture to create documents that are most effective for the audience. Cultural theorist Geert Hofstede describes cultural attributes in terms of six cultural dimensions: individualism versus collectivism, high versus low power distance, high versus low uncertainty avoidance, masculinity versus femininity, long-term versus short-term orientation, and indulgence versus restraint. This thesis explores whether we can identify visual design preferences in high uncertainty avoidance cultures and high power distance cultures, such as Spain and Latin American countries. To explore this topic, a study was done on sample report documents from a single company which operates in the United States, Latin America and Spain. Choosing only one company to collect samples from provided a way of discounting different corporate cultures as an influence on standards, tools and how documents are developed. As a framework for comparison of the documents, Kostelnick's visual design matrix was used to analyze the documents for graphics, data displays, document unifiers, decoding devices, and cuing devices. The results show that some elements of visual design can be predicted by cultural attribute, and there is a correlation between different cultures and their preference for similar design elements. For U.S. technical communicators working on documents for Latin American and Spanish audiences, documents need to be shorter in length with simple data displays and need to use more cuing devices to be effective for audiences in these cultures.; This study also shows that for technical communicators designing documents for audiences in other cultures, studying the audience and the specific attributes of that culture will provide direction on how to design an effective technical document for that audience.

Streszczenie:
To illustrate the intersection of ethical language and ethical frameworks within technical communication, this dissertation analyzes the history and documentation of the human radiation experiments of the 1940s through the 1970s. Research propositions included clarifying the link between medical documentation and technical communication by reviewing the literature that links the two disciplines from the ancient period to the present; establishing an appropriate historiography for the human radiation experiments by providing a context of the military, political, medical, and rhetorical milieu of the 1940s to the 1970s; closely examining and analyzing actual human radiation experiment documentation, including proposals, letters, memos, and consent forms, looking for established rhetorical constructions that indicate a document adheres to or diverts from specific ethical frameworks; and suggesting the importance of the human radiation documents for studying ethics in technical communication. Close rhetorical analysis of the documents included with this project reveals consistent patterns of metadiscourse, passive and nominal writing styles, and other rhetorical constructions, including negative language, redundancies, hedges, and intensifiers, that could lead a reader to misunderstand the writer's original ethical purpose. Ultimately this project finds that technical communicators cannot classify language itself as ethical or unethical; the language is simply the framework with which the experimenters construct their arguments and communicate their work. Technical communicators can, however, consider the ethical nature of behavior according to specific ethical frameworks and determine whether language contributes to the behavior.

The expanding online world complicates these issues by increasing the pace of digital change, making the potential audience both more diffuse and more remote, and creating a more complex online rhetorical situation. E-portfolios provide a vivid way to examine this complex technological situation, and in this study, the author examines four cases of students creating online portfolios in a technical communication classroom. The author looks at both their e-portfolio process as well as their product, interviewing them to get a sense of how they used rhetoric, identity, and technology in an attempt to form a coherent professional presentation through a technological medium. In addition, the author looks at some issues inherent in e-portfolios themselves that may be applicable to a technical communication classroom, as this medium becomes ever more popular as a way of assessing both programs and the students themselves.

Streszczenie:
Inadequate software development collaboration processes can allow technical debt to accumulate increasing future maintenance costs and the chance of system failures. The purpose of this qualitative case study was to explore collaboration strategies software development leaders use to reduce the amount of technical debt created by software developers. The study population was software development leaders experienced with collaboration and technical debt at a large health care provider in the state of California. The data collection process included interviews with 8 software development leaders and reviewing 19 organizational documents relating to software development methods. The extended technology acceptance model was used as the conceptual framework to better understand the social and cognitive influences on the perceived usefulness of collaboration in reducing technical debt. An inductive analysis of the data was used for coding, triangulation, and identifying themes related to the use of collaboration strategies to reduce technical debt. Prominent themes included using collaboration at all stages of development, using continuous verification processes, promoting a participatory culture, and using tools to support distributed teams. The study findings showed an environment that promotes collaboration, a culture that encourages participation, and accessibility to collaborative tools that may reduce technical debt in software projects. The results of this study may contribute to positive social change by demonstrating how individuals with diverse backgrounds and different perspectives can work together to improve critical software that people depend on every day.

Streszczenie:
Information, communication and entertainment (ICE) appliances are consumer electronics and information and communication technologies (ICT). Forecasts suggest that ICE appliance use will soon become the most significant domestic electricity end-use in the UK. Knowledge concerning “real world” ICE electricity consumption is currently limited and it has been suggested that this deficiency could lead to ineffective policy programmes. This socio-technical study measured ICE appliance electricity consumption in fourteen UK households’ and undertook household interviews to explore the behavioural factors that influenced the measurements recorded. The interviews were informed by two social psychology theories: (i) Triandis’ (1977) Theory of Interpersonal Behaviour (TIB); (ii) Rogers’ (2003) Diffusion of Innovations Theory (DIT). The study supports the position that ICE appliance use and standby power consumption are significant electricity end-uses in UK homes. Key appliances that contributed to the sample’s average electricity consumption are identified. Inconspicuous electricity consumption from network appliances is an issue of particular concern due to policy gaps. The interviews found that a range of internal and external factors influenced ICE appliance use. Behavioural intentions and habits were found to be facilitated or impeded by personal ability, knowledge and physical constraints. Social structures and expectations also supported the more expansive ownership and use of ICE appliances and energy consumption was an issue largely excluded from adoption decisions. The findings imply that a multifaceted approach is required to reduce household ICE appliance electricity consumption. This study supports the recent implementation of minimum energy performance standards and provides further recommendations that include: (i) improved product design; (ii) the expansion of mandatory energy labelling; (iii) improved electricity consumption feedback in UK homes; (iv) the use of behaviour change campaigns; (v) the integration of ICE appliance energy saving objectives into UK policies.

Streszczenie:
At the same time as we are seeing ever increasing numbers of people actively using social networking sites, and growing evidence of increased participation in campaigning and digital activism, we are seeing a decline in democratic participation in the UK at both a national and local level. This thesis examines these two contrasting effects within the context of Local Government in the UK and explores what the impact might be at the neighbourhood level. The work discusses the influence of place based online activity on democratic decision-making Local Government and the ways in which traditional processes of decision-making, democratic participation and community engagement practice may need to change to reflect the upward pressure that is being exerted by citizen use of new technologies and adjust the way in which Local Government facilitates citizen participation in decision-making. The work develops the concept of Digital civic space as an alternative to eParticipation platforms and discusses how such spaces are being used to connect online activity with democratic processes at present and how present experience may be used to inform future developments. Employing an Action Research method, the research analyses three projects in order to examine the nature of the pre-existing participation online and the impact of creating online civic spaces to connect the participants both to each other and to local decision-makers. Design criteria are proposed which describe the necessary qualities of public-ness, openness, co-production, definition of place and identity and the thesis reaches conclusions as to how these criteria might better connect local resident with the democratic decision-making processes for their communities.

Streszczenie:
Women are currently underrepresented in the Science, Technology, Engineering, and Mathematics (STEM) fields. The purpose of this thesis is to explore how this underrepresentation translates to a gender gap in the field of technical communication and how this gap causes women to challenge the predominant objectivist paradigm in the field. Through an investigation of peer-reviewed journal articles, periodicals, critical theory, and articles published in online magazines such as Slate, I identify the gendered nature of modern technology and discuss to what extent a shift in the predominant paradigm has occurred in the professional arena. In looking at several theoretical approaches and contemporary examples, I conclude that a significant paradigm shift has not in fact occurred due to an underlying, culturally promoted sexism. Additionally, I conclude that neither new approaches in the technical communication classroom, nor attempts to increasingly include women in the technological fields will result in a significant paradigm change by themselves. I also point to a need for further meaningful research in how sexism influences the professional world as well as a more thorough conversation regarding a fundamental shift in workplace relations between the genders.

Streszczenie:
In the area of project management, it is well understood that effective communication processes impact positively on project performance. Despite this, project teams still struggle to develop effective communication plans that address their project communication needs. The evidence of this is that many project problems are attributed to poor communication. The literature addresses the needs and shortcomings of group communication and communication planning in general; but there is however, a scarcity of literature describing how to plan for the internal communication needs of high-performance civil engineering teams. With the limited literature available on the topic, this study seeks to validate how effective the current communication planning methods are at Aurecon in meeting the communication needs of its project teams. This qualitative research project is a case study of communication planning within the project teams at Aurecon in Port Elizabeth. A semi-structured interview process was followed, addressing specific questions, without limiting the direction of the interviews. Project team members, working on high performance projects, were asked for their thoughts, feelings and suggestions about existing communication practices and project communication planning. Overall, it was found that the existing communication-planning practices at Aurecon did not have any beneficial effect on how team members communicate. It was concluded that project teams would benefit from improved communication-planning processes that are more inclusive of their specific communication needs. Organisations working on high-performance projects will benefit directly from the research, which challenges these organisations to think more broadly about how they plan for communication at a project level. The research provides practical suggestions for improving the way that teams plan their communication processes; and it does so by focusing on the communication needs of the team members. Recommendations are made to professional bodies, tertiary institutions, project organisations – and most importantly – to project team members themselves. The recommendations to project team members include taking ownership of communication practices, asserting their views, as well as making their needs known.

In this work, the focus is on communication of technical information. As a case study was used an assignment to make an operator’s manual and an instruction manual as well as a manual for spare parts concerning the filler NM-602 for Norden Machinery AB. Norden Machinery AB is world leading within tube handling and produces about 150 tube filling systems a year. The manuals belongs to a middle size machine that fills 60 tubes per minute, the buyer is Sirius Machinery Inc. in the USA, which is a company in the same concern as Norden Machinery. To the machine belongs an operator manual which is the document that is always supposed to be beside the machine and provides information about the daily routine. The machined also has an instruction manual and spare part manual, these are more detailed and they describe how the machine is built. In order to produce these manuals I used different computer programs. The one that is more special is Zert Infologic, because Norden Machinery is one of the first companies to use this program. Zert Infologic is specially designed to manage large amounts of technical information. Shannon and Weavers communication model was used to analyse the information in the manuals.. An important aspect were how does the information get transmitted to the customer and if there is noise that disturbes or complicates the process. With a special focus on noise, the results indicate that the main obstacles to the successful information transmission are the language in the manual, the technical level of the manual and the knowledge of the writer.

Streszczenie:
This thesis is about grounding an increasingly common practice in an established theory where no explicit theory currently exists. The common practice that is the subject of this study is information security. It is commonly held that information security means maintaining the confidentiality, integrity (accuracy) and availability of information. It seems that a whole industry has built up with tools, techniques and consultants to help organisations achieve a successful information security practice. There is even a British Standard containing around 130 controls, and a management system to guide organisations and practitioners. In the absence of many alternatives this British Standard has grown into something of a requirement for organisations who are concerned about the security of their information. The British Standard was developed almost entirely through the collaboration of some powerful blue-chip organisations. These organisations compared their practices and found some key areas of commonality. These common areas became the foundation of many information security practices today. Although there has been considerable evolutionary change the fundamentals, and not least the principles of confidentiality, integrity and availability, remain largely the same. It is argued in this thesis that the absence of a theoretical grounding has left the domain as weak and unable to cope with the rapidly developing area of information security. It is also argued that there was far too little consideration of human issues when the standard was devised and that situation has worsened recently with greater reliance on information security driven by more threats of increasing complexity, and more restrictive controls being implemented to counteract those threats. This thesis aims to pull human issues into the domain of information security: a domain which is currently dominated by non-social and practical paradigms. The key contribution of this thesis is therefore to provide a new model around which information security practices can be evaluated. This new model has a strong and established theoretical basis. The theory selected to underpin the new model is in the broad domain of critical social theory.

The primary purpose of this study is to develop a methodology that can be used to assess IS effectiveness in the Turkish Army. This study starts with the review of the information system effectiveness and assessment paradigms. Afterwards, influences of the characteristics of the Turkish Army on IS effectiveness assessment techniques are investigated. Observations and interviews are determined as the favorable data collection techniques. A user perceived effectiveness assessment instrument for semi-structured interviews is developed. Then a case study is applied to assess IS effectiveness in one of the units of the Turkish Army. At the end of the thesis, a qualitative assessment methodology based on maturity and key determinants of a successful IS are proposed for the Turkish Army.

Streszczenie:
Poor communication due to cultural differences between IS developers and system users has been cited as one reason why user requirements are not captured to the necessary level of detail and completeness, resulting in lower levels of system usability. This project set out to (a) better understand the nature of the 'gap' that apparently exists between users and developers of systems, especially in relation to the gathering of user requirements, (b) examine the role of the technical writer in relation to Hirschheim and Klein’s (1989) paradigms of the Analyst as Systems Expert and Analyst as Facilitator, (c) explore whether a system can be made more usable (as defined by the SOLE model) by the technical writer acting as a facilitator between user and developer during requirements gathering, and (d) explore factors which influence the problem of developer and user resistance to existing integrative processes. To these ends, an action research project was performed in which the researcher does the work of a technical writer on a commercial software development project in which he is to develop a statement of user requirements after facilitating communication between the project stakeholders, including IS developers and users. The research is designed to allow the researcher to outwardly act in the capacity of a technical writer performing a commercial contract, such that to the client he did not appear to be other than a technical writer. Hence the research site could have been any organisation wanting a technical writer to develop the user requirements for a software development project. The research site is the Energy Trading Department a leading retailer of electricity and gas in Australia. EnergyCorp had been formed some two years earlier to capitalise on newly deregulated markets. The organisation's annual sales at the time were in the region of A$1.5 Billion.
