The article is devoted to the analysis of the content and results of the First International Lvov Forum, dedicated to the 90th anniversary of the birth of Academician D. S. Lvov (1930–2007). The forum was held on October 20–21, 2020 at the State University of Management with the support of the Russian Foundation for Basic Research (RFBR), project No. 20-010-22058. Major Russian and foreign scientists, academicians and corresponding members of the Russian Academy of Sciences, leading Russian universities, universities of the Czech Republic, France, Bulgaria and other countries took part in the First Lvov Forum. The Forum discussed fundamental problems of modern Russian and world economic science, including: the problem of the crisis of the paradigm of economic theory; the problem of the relationship between philosophical and economic knowledge; the need to form a new paradigm of economic science; the problem of interaction between society, state and business at the micro, meso and macro levels in the face of modern challenges; place and role of Russia in the world socio-economic system; development strategy of the Russian socio-economic system in the context of the new paradigm of economic science in the context of modern challenges. The discussion of the above fundamental problems was on the basis of a synthesis of the principle of dichotomy and a systematic approach. The First Lvov Forum took a significant place among such major Russian scientific events as the Gaidar Economic Forum, the Krasnoyarsk Economic Forum, the Moscow Economic Forum, etc. due to the relevance of the problems considered at the Forum, the novelty of the methods proposed for their solution. The ideas of Russian and foreign scientists presented at the Forum can be used for the further development of modern economic theory, as well as for the development of programs for the development of the Russian economy at the micro, meso and macro levels.

A growing literature speaks to how non-state actors (both corporations and civil society) increasingly play roles in global governance such as lobbying inter-state deliberations or filling governance gaps in the provision of public goods. Far less analysis, however, has been devoted to how such actors attempt to supply new and original global policy processes altogether. How does a non-state actor acquire sufficient authority to become an anchor of global governance. Over the past forty years, the World Economic Forum (WEF), a business-funded and business membership non-profit foundation, has also gradually emerged as a standing site of multi-stakeholder interactions and negotiations. It convenes diverse actors through its various summits, facilitates joint initiatives among them, and attempts to shape procedural and substantive norms at the global level. Does the WEF's role as a bridge among state and non-state actors make it a legitimate site of multi-stakeholder global policymaking. What does the WEF story tell us about the conditions under which organizations can serve to anchor global policy processes within a multi-actor world society. This dissertation provides an anatomy of the WEF and account of how its functions have evolved in its first four decades. It argues that as the WEF has transitioned from a primarily business-driven management forum into a fuller multi-stakeholder vehicle, it has acquired sufficient recognition and authority to become a unique non-state hub of global policy processes. It attempts to demonstrate this through a detailed analysis of how the WEF's roles have expanded to encompass various convening, facilitation, and norm entrepreneurship activities. It also examines whether the WEF's evolving mission statements and business models have empowered it to adapt to its multiple constituents' priorities while affording it increasing neutrality among them and independence from any one of them. Can the WEF (and similar multi-stakeholder bodies) move beyond being considered supplements to the existing inter-governmental organizations which anchor the international society of states towards being the main legitimate sites for world society interactions. This analysis contributes to the empirical literature on new global governance instruments as well as pluralist accounts of the evolving global policy architecture.

L’obiettivo del presente elaborato è quello di identificare eventuali tendenze nella gestione delle metafore nei discorsi di natura economica da parte di interpreti professionisti. Il lavoro consiste nella creazione e analisi di un corpus di discorsi originali pronunciati da oratori madrelingua inglese e le relative rese in simultanea verso lo spagnolo delle edizioni 2019 e 2020 del World Economic Forum Annual Meeting di Davos. Il primo capitolo presenta un excursus storico che ripercorre l’evoluzione dello studio della metafora nel corso del tempo. Il secondo capitolo illustra le principali caratteristiche dei linguaggi specialistici, per poi concentrarsi sul ruolo che le metafore ricoprono al loro interno e, in particolare, all’interno del linguaggio specialistico dell’economia. Il terzo capitolo presenta la metodologia di lavoro: il contesto scelto per lo studio, la creazione del corpus, il quadro teorico di riferimento per le categorie di metafore e di strategie interpretative su cui strutturare l’analisi, il processo di estrazione delle metafore e la loro organizzazione nella tabella per la raccolta dei dati. Il quarto capitolo espone i risultati dell’analisi, sia a livello generale sia per ciascuna categoria metaforica contemplata. Nel quinto e ultimo capitolo, si traggono le conclusioni dello studio e si offrono degli spunti di riflessione per eventuali ricerche future.

National economic competitiveness is a major concern to governments, firms, and individuals in an increasingly globalised world. Culture is known affect economic competitiveness, but there is little existing research that links Hofstede’s cultural dimensions with the Human Capital Indicators in the World Economic Forum’s Global Competitiveness Index. U-blox is an international firm with offices around the world. The firm has grown through acquisitions and has become a key player in the wireless communication and positioning semiconductors business. The chosen topic will study the cultural aspects of a selected group of u-blox subsidiaries. The values in a workplace are in fact influenced by culture and by their human capital. Using Hofstede’s dimensions to analyse the cultural factors, it is possible to study the international context of the human capital in each subsidiary by using reliable international indicators provided in the Global Competitiveness Index.

This thesis examines the role of the World Economic Forum (WEF) in the rule-making of 21st century global governance. If offers a critique of existing accounts on the transnational capitalist class (TCC) and the WEF, as a site of this class, that are based on an artificial differentiation between state and market actors. Such artificiality assumes a power relationship that allows market actors to discipline state managers and shape the state’s policy-making along their accepted principles and norms. Thus, the involvement of the state in the WEF’s activities is viewed as a manifestation of this disciplinary power. The thesis argues that the state participates in such activities in response to the imperative of managing capital-labour relations at a global level necessary to reproduce the capitalist social relations of production within its jurisdictions. From an Open Marxist perspective, it argues that the state is a political manifestation of class struggle and an inherent feature of the social relations of capital accumulation. Whilst this indicates that state managers pursue policies that favour the reproduction of the social relations of production, this imperative is not deterministic or a reflection of the disciplinary power of the market. This thesis shows that the argument that the WEF has an influence over the state’s social and economic policy-making is not supported by evidence. It presents a substantial, archive-based, re-assessment of the influence of the WEF’s discourse of international competitiveness over the state. It shows through studying the institutionalisation of competitiveness in the UK how the country has responded selectively to the imperative of state competitiveness. It demonstrates that the engagement of state managers with the discourse of competitiveness is an attempt to secure the circulation of global capital within the economy in order to help reproducing capital accumulation that drives economic growth, employment and living standards.

Masters in Public Administration - MPA<br>Small enterprises (SMME) have become central to South Africa's efforts to create jobs, alleviate poverty and develop the economy. SMMEs, however, face a wide range of problems, with "market access" one of the key bottlenecks. This centres (i.a.) around the ease of access to outsourcing markets of larger corporations and public-sector procurement opportunities. To address some of these specific challenges in the Western Cape, the Business Opportunity Network (Bon) was established in 1995 as an NOO. It was at that stage a path-breaking institution in the Western Cape, paralleled by only a few in the rest of the country. It is the purpose of this minithesis to assess the role, operation and evolution of the Bon. This study examines the background and particular factors that lead to the establishment of the Bon as a business-linkage organisation. Then critically assess the actual process of how the Bon attempted to facilitate SMME access to corporate and public-sector procurement in the Western Cape's metropolitan and platteland areas from 1994 to 2004. Thereafter moving toward the evaluation of the process, an assessment of the effectiveness of Bon's business-linkage efforts in the light of a continuously changing and evolving procurement environment. It is also the intention to reveal and assess how Bon's procurement support relates to BEE efforts unfolding in the Western Cape

The work consists of an analysis of the company´s current state, the theoretical background and the proposal part. The part of thesis analyzing the company´s current state focuses on whether the company has a competitive strategy and strategic goals set. The theoretical part describes the issue of competitive strategy, the process of strategy formation and competitive advantages. The third part includes the comparison of Sulko to the top ten competitors at the market and also there is a practical example of all companies´ responses to customer´s demand for a product. Finally, the optimal competitive strategy is determined.

Dissertação de Mestrado em Gestão e Políticas Públicas<br>De acordo com a maioria dos estudos , o impacto do IDE nos países recetores é significativo e contribui para a criação de condições que promovem a competitividade nacional. Neste contexto, o presente trabalho analisa o impacto do IDE na economia cabo - verdiana e examina os dados publicados pelo World Economic Forum sobre a competitividade externa de Cabo Verde. Ao longo do trabalho pretende - se reunir da dos necessários para responder à uma questão principal : “Em que medida o IDE contribui para o aumento da competitividade da economia cabo - verd iana no contexto internacional?”. Como resultado, verificamos que o IDE desempenha um papel significativo no financiamento da economia cabo - verdiana, sendo o principal impulsionador do setor do turismo. Observamos que CV ocupa uma posição menos favorável perante um conjunto de países selecionados como competidores diretos e a sua competitividade externa, em termos globais, é considerada reduzida. Por fim, concluímos que existe uma correlação positiva entre o IDE, o PIB per capita e a competitividade, embora não seja possível quantificar o impacto do IDE no aumento da competitividade de Cabo Verde. A evolução positiva do PIB per capita coincide com o período de maior expressão dos investimentos estrangeiros em CV<br>According to most studies , the impact of FDI in receptor countries is significant and contributes to the creation of conditions that p romote national competitiveness. In this context , this paper analyzes the impact of FDI on the Cape Verdean economy and examines the data published by the World Economic Forum on the externa l competitiveness of Cape Verde . Along the work is intended to gather the data needed to answer a key question: " To what extent FDI contributes to increasing the competitiveness of the Cape Verdean economy in the international context?”. As a result , we find that FDI plays a significant role in fin ancing the Cape Verdean econom y , being the ma in driver of the tourism sector . We note that CV occupies a less favorable position from a set of countries selected as direct competitors a nd its external competitiveness, overall , is considered low. Finally, we conclude that there is a pos itive correlation between FDI, GDP per capita and competitiveness, although it is not possible to quantify the impact of FDI in enhancing the competitiveness of Cape Verde. The positive evolution of GDP per capita coincides with the period of highest expre ssion of foreign investments in CV.

Mestrado em Ciências Empresariais<br>Num mundo dinâmico como o de hoje, o empreendedorismo revelou-se como uma forma de sobressair e de ganhar vantagens competitivas como vários estudos têm demonstrado ao longo dos anos. Uma questão que se encontra ainda por responder, a qual endereçamos neste trabalho, é como a competitividade afeta o empreendedorismo. Utilizaram-se os pilares do Global Competitiveness Index (GCI) - instituições, infraestruturas, ambiente macroeconómico, saúde e educação primária, formação e educação superior, eficiência de mercado dos bens, eficiência do mercado laboral, desenvolvimento do mercado financeiro, preparação tecnológica, dimensão do mercado, sofisticação do negócio e inovação - que, todos juntos, definem a competitividade de uma nação, e os dados provenientes da Total early-stage Entrepreneurial Activity (TEA), desde 2006 até 2015. Adicionalmente, utilizando a classificação de Porter, dividimos os países em factor-, efficiency- e innovation driven economies, por forma a perceber como a competitividade afeta o empreendedorismo de acordo com o grau de desenvolvimento económico de cada nação. Verificámos individualmente como cada pilar afeta o empreendedorismo em geral e para cada estádio. Os resultados obtidos demonstram algumas relações esperadas entre os pilares da competitividade e o empreendedorismo, mas provam também que alguns conceitos suprimem o empreendedorismo<br>In a dynamic world as today, entrepreneurship has revealed itself as a way of standing out and gaining competitive advantages as several studies have shown in the past years. One main question that is left to understand, which we address in this work, is how competitiveness affects entrepreneurship. We used Global Competitiveness Index's 12 pillars - institutions, infrastructures, macroeconomic environment, health and primary education, higher education and training, goods market efficiency, labor market efficiency, financial market development, technological readiness, market size, business sophistication and innovation - which, together, define a nation's competitiveness, and used data related to the Total early-stage Entrepreneurial Activity from 2006 to 2015. Additionally, using Porter's classification, we divided countries in factor, efficiency and innovation-driven economies to understand how competitiveness affects entrepreneurship according to a country's stage of economic development. We individually check how each pillar affects entrepreneurship in general and for each stage. The results show some expected significant relations between competitiveness's pillars but also proves some concepts supress entrepreneurship.<br>info:eu-repo/semantics/publishedVersion

The circular economy is an economic model focused on reducing waste generation and promoting resource reuse. It has gained popularity as a sustainable solution to the linear economy's negative impact on the planet and socio-economic conditions. Implementing the circular economy involves replacing the concept of "end of life" with reduction, reuse, recycling, and restoring materials at various levels, from micro to macro. To explore the benefits and barriers of implementing the circular economy in the business environment, a literature review was conducted using the Web of Science Core Collection database. Among the 1,510 initial search results, 17 relevant articles were selected for analysis with application of snowball method. These articles represent contributions from various countries, with a majority from outside Europe. The analysis of the selected articles revealed six basic groups of benefits and barriers associated with the circular economy. Benefits include improved public relations, cost savings, competitive advantage, economic growth, environmental restoration, and job creation. However, barriers such as organizational culture, lack of information, financial constraints, inadequate legislation, low awareness, and limited customer interest pose challenges for implementation. While the circular economy offers numerous benefits, its successful implementation starts at the micro level, requiring businesses to overcome internal barriers. Companies must innovate their business models, consider future directions, and navigate financial challenges. Despite obstacles, the circular economy presents an opportunity for cost savings, improved company image, and positive environmental and societal impact. By embracing this model, businesses can contribute to a sustainable and prosperous future.

Clear and unambiguous categories and concepts defined in accordance with generally accepted epistemological principles are some of the cornerstones of each scientific discipline. The objective of this paper is to critically highlight selected problems related to the creation and use of categories and concepts and their symbols in economics. The paper describes in examples the inconsistent use of symbols (the income example), the unsystematic use of concepts (the labour force example) and, in particular, the creation and use of ambiguously defined categories or concepts in a situation where economic science already has an established concept for the reality concerned (the rent example). Adequate methods are chosen for an article of this type. The initial method is desk research, followed by analysis, deduction, induction and exploration. In addition to the actual critical description of the problems, an appropriate solution is proposed to the problem presented in each example. However, the paper also makes references to links with other economic disciplines and the current socio-economic reality. The purpose of the presented critical reflection on selected issues related to economic terminology is, on the one hand, to achieve greater understanding in scientific communication and, on the other hand, to facilitate educational impact, but also to find a common ground between academics and practitioners to the extent that social practice is intertwined with economic theory.

The study addresses the question of the future of the circular economy after the economic shocks brought about by the COVID-19 disease pandemic and the energy crisis linked to the war in Ukraine and other phenomena. It is based on the hypothesis that global climate agreements are closely linked to deepening globalisation. The latter is identified here as the most significant economic trend of the late twentieth and first two decades of the twenty-first century. The working hypothesis is that if pandemics and energy crises mark the end of further globalisation or even begin a process of deglobalisation, this could very well threaten the future of climate agreements and the withdrawal of many countries from their commitments. At the same time, the climate agreements are one of the cornerstones of the promotion of the circular economy in developed countries, since it is the commitments made under these agreements (currently, the Paris Agreements in particular) that underpin legislative action to promote the circular economy. At the same time, globalisation is defined as a primarily economic process, the essence of which is to maximise the exploitation of comparative and absolute advantages, in other words, to maximise the efficiency of cooperative links. This means that if the hypothesis formulated is fulfilled, the deglobalisation process must necessarily imply a reduction in the overall efficiency achieved globally. At the same time, the study formulates the hypothesis that the reduction in global pressure to implement the circular economy will be largely substituted by national and regional pressures. However, these will not be motivated by efforts to prevent climate change, but by the need to reduce dependence on global logistics and on the supply of raw materials and components or intermediate goods from countries with unstable access to their own geopolitical objectives for strategic reasons.

As China rises so does its involvement abroad, in particular in various African countries. The aim of this paper is to use the world-system theory advanced by Immanuel Wallerstein and apply it on the case of Chinese economic and geopolitical activities on the African continent. The analysis is thus based on the division of the world into core, semiperiphery and periphrey. These areas are divided on the basis of the sophistication of their production, which results in the creation of monopolies and quasi-monopolies. The paper shows the nature of trade between China and Africa, which confirms the basic pattern of relations in the hierarchy of international economic relations. Whereas China moved in the hierarchy from the periphery to the semiperiphery, Africa remains a periferal world region. The paper also shows Sudan and Taiwan as special cases that offer a different understanding of the Chinese foreign policy. The question with these two cases becomes whether China practices a single foreign policy and how human rights and their normative power influence Chienese policy. The conclusion normatively assess the consequences of Chinese policy for Africa. Overall the paper is written from a political-economic perspective and emphasizes the economic element in international relations bordering the subfield of geo-economics.

The paper focuses on the current issue of business and its environmental aspects with regard to the circular economy in the Slovak business environment. As indicators of corporate environmental behavior, companies' approaches to the circular economy, willingness to invest in environmental technologies and implement environmental innovations, and character interactions of companies with the market and competition are defined. One of the approaches that forms the basis of such behavior is the circular economy. The aim of the article is to define the environmental behavior of Slovak companies and their decision-making on the concretization of environmental approaches and strategies in business activity and to identify the areas of concretization of the environmental behavior of Slovak companies operating in various industries and their environmental engagement. It was based on the assumption that Slovak companies show environmental awareness depending on their size, economic strength and the subject of their business. Factor analysis based on the KMO test was used to identify the individual groups of environmental approaches that are applied within the company's business activities, thus verifying the correlation between the variables. The highest intensity of environmental manifestations of business behavior was expected for economically strong companies operating in manufacturing sectors located in the western regions of Slovakia with the highest interaction with customers and partners who take into account the environmental behavior of companies and competitors. An increase in the intensity and a stronger enforcement of environmental behavior in the business activities of Slovak business entities compared to the present will require an increase in the support of the business environment at the macro, meso, and micro levels. Not only high-quality legislation or various support mechanisms in the financial and technological fields, but also continuous information of these business subjects and effective support of science and research are essential.

The aim of the paper is to find out the impact of import and export of fruits on the domestic market through the trends of import and export of selected fruits in the Slovak Republic. The period under study is 2010-2022. The data are from the DataCube database (SUSR), Situational and Outlook Commodity Reports for Fruit and Vegetable Commodities (VUEPP) and Eurostat. Descriptive analysis and regression analysis are used in the paper. During the period under review, the consumption of southern fruits exceeded that of temperate fruits. The amount of fruit imported was higher than the amount exported. Twice as much southern fruit was imported into Slovakia as temperate fruit in the period under review. Bananas, apples, mandarins and oranges accounted for the largest share of fruit imports. Imports of all fruits are on an increasing trend. As far as fruit exports are concerned, exports of temperate and southern fruits from Slovakia were almost balanced during the period under review. Apples and bananas accounted for the largest share of fruit exports. Exports of all fruits, except plums and sloes, are on an increasing trend.

The attention to environmental protection, sustainability, CSR, circular economy, and other related concepts became increasingly important to economies and their businesses nowadays, especially at the EU level. The upcoming Corporate Sustainability Reporting Directive (CSRD, Directive 2022/2464) which requires many businesses to report on sustainability, is a good example. In the Czech Republic, many large companies are already publishing their non-financial reports voluntarily or obligatorily. The presented research focuses on the Circular Economy (CE) concept and aims to asses, whether CE-related topics can be found in these types of reports. Thus, 50 large companies were selected and the level of their CE-related information in non-financial reports was assessed. Additionally, the overall assessment of the existence of these reports was made. Each company was given the evaluation score according to the amount of CE-related information published in its non-financial report or on the website. The results show that reports can bring necessary CE-related information, especially Sustainability reports or Corporate Social Responsibility reports. However, the quality of the non-financial reports depends on the fact whether organizations obligatorily publish them due to Directive 2014/95/EU or expect the obligation due to Directive (EU) 2022/2464. Those organizations that do not have to follow these directives do not publish almost any CE-related information.

The text focus on a sensitive topic within the EU, the crisis around the operation of the Turów coal mine in Poland. The mine is located in the Turószow Spur on the borders of Czechia and Germany. The whole Three-border Region belongs to the economic periphery or semiperiphery, although the particular states have visible economic differences. The mine's operation violates many ecological norms, and its location brings adverse cross-border environmental effects. Polish authorities insist on the mine operation despite foreign complaints and international criticism. They are pretty successful with their diplomacy mixed with ignorance. Polish officials promote economy and energy; meanwhile, the neighboring states and the EU prefer ecologically sustainable development and fair neighbor relations. As human geographers, the authors use various methods: desk research of economic, geographical, political, and ecological sources connected to the Turów Mine and Tree-border Region, analyzing available statistical data, media analysis, survey, and expert interviews. The main focus is on Czech-Polish affairs, but some overlaps are inevitable. The study reveals differences in priorities between Poland and its neigbors, leading to conflicting narratives. Together with economic and developmental asymmetries, they determine the status quo mostly regardless of the environment and related pressure from the EU, promoting the struggle against climate change.

Family businesses are founded with a vision of long-term sustainability and longevity over generations. Therefore, succession in a family business is an important prerequisite for achieving this goal, representing one of the greatest challenges for contemporary family businesses. We are now in an era in which the millennial generation, which is known for their interest in innovation and technology, is among the potential successors. However, the relationship between family business innovation as a potential motivating factor and the next generation’s intention to take over the family business has not been sufficiently investigated. This study examines the relationship between family businesses’ innovativeness and potential successors’ intention to take over the family business. On a sample of 18,000 responses from university students in the role of a potential successor to a family business, we demonstrate a positive correlation between the intention to take over a family business and the innovativeness of that business. Although the Cramér’s V coefficient indicates weak association, it is evident that the relative number of potential successors of family businesses increases with a higher rating of innovativeness. We also show that this trend has not changed over the last five years. The innovativeness of the family business plays an important role in the next generation's decision whether to continue with the business and ensure the longevity of the family business over generations. Our findings may therefore be relevant for owners of family businesses in addressing potential succession issues.

The article deals with ecological awareness and consumer behaviour. The aim of the article is to examine a cohort of students at the University of Economics in Bratislava, specifically students of the Faculty of Commerce, in the context of ecological behaviour. In the article, we focus on (1) identifying the perceived importance and motivation for Deposit Refund System (DRS) in the context of the student's gender and educational level. We also examine the connection between perceived importance and motivation for DRS. In our work, we use primary research, which we evaluate with the help of statistical methods. The results indicate that gender has a significant effect on the perceived importance of the DRS, but a university degree does not. Within the framework of perceived motivation, the investigated factors did not have a significant impact. It can be concluded that there is a link between the importance and motivation for DRS in the studied cohort. The results can be used to raise ecological awareness.

In the last two years, the United States has reversed the post-World War II trend toward the lowering of trade barriers and a commitment towards multilateral free trade. Citing a need to “level the playing field” and hold trading partners accountable to their commitments, the current Administration has moved towards a more protectionist and perhaps mercantilist position vis-à-vis trade policy. One of the Administration’s first actions in this regard was the decision to leave the Trans-Pacific Partnership (TPP) agreement, followed thereafter by raising tariffs on steel and aluminum imports. When considering countries of phenomenal economic development and growth, Korea is among the top tiers. While there are other economies with similar economic growth, including those of Singapore, Hong Kong, and Taiwan, the economic growth of Korea is exceptional considering that the country lacked basic economic foundation in the past. R. Lucas Jr. (1993), a Nobel Laureate in economics and also a renowned scholar of the respective field, praised the country's economic success, by stating that "I do not think it is in any way an exaggeration to refer to this continuing transformation of Korean society as a miracle". As an evidence for his argument, he asserted "Never before have the lives of so many people undergone so rapid an improvement over so long a period, nor is there any sign that this progress is near its end". Yet, the history of Korea is more than just its outcome; it is the history of continuous national ordeal, a series of challenges and crisis that required people to toil night and day to overcome the situation. If it were not for today's splendid economic success, it would have been more appropriate to describe the history of Korea as that of wretchedness and misery. The fact that South Korea became one of the leading nations in the world is nothing less than a miracle, considering that it underwent many hardships after its independence such as fratricidal Korean War, a long period of dictatorship, 4.19 revolution as a reactionary to the dictatorship, 5.16 military coup, the engagement in the Vietnam War, two oil crises, another military coup afterwards, civil revolutions, a foreign exchange crisis, and the global economic crisis. Economic growth means value-added increase in a certain period of time. To boost this value-added increase, the elements of production such as labor, capital, and land must be both accumulated and invested. Furthermore, it requires the effective use of these elements by combining them when necessary, so that the best value can be drawn out. In other words, the vital factor in economic growth is raising productivity. Then, given similar situations, how come some countries show different performance in factor accumulation or productivity improvement? The accumulation of resources and increase of productivity depend on economic incentive. Proper institution in an economy that provides incentives for economic agents enables factors to flow and to be accumulated where productivity is high. It also gives motivation for innovation and improvement of productivity. Competition in product markets and acquisition of resources and raw materials with low cost through an open-door policy can induce the accumulation of elements and improvement of technology, where in a broader perspective, open-door policy can also be considered as a part of institution.The growth of the Korean economy is unique since only a few economies could demonstrate compatibly high growth rates for a long period. However, at the same time, Korea's case is never unique as its success story is based on factor accumulation, productivity enhancement and, most of all, a fundamental called institution. Its growth was possible due to the fact that there was a proper functioning of market backed by the establishment of proper institutions. The Korean government indeed worked favorably towards the establishment of institution and running of economy in a market-friendly manner. Some features of its growth pattern are worthwhile to be illustrated as there are still a large number of developing countries and high income countries with unstable institutions worldwide, which could gain from a part of Korea's story, at least, and collect substantial knowledge for their future growth.

Although interregional cooperation in trade and investment between Latin America and Asia-Pacific has been on the agendas of countries in both regions for some time, initiatives have been few, with meager results. The lack of tangible results is related to the economic asymmetries between the two regions and a purely inter-industrial nature of bi-regional trade. The incipient drive in bi-regional trade up to the Asian crisis was triggered by the economic boom of East Asia on the one hand, and growth recovery, economic reforms and integration, on the other. Now, coupled with the slowdown of the US economy and the standstill of Japanese economy, the sustained impulse of these factors is uncertain. The present economic relations between the two regions do not reflect the potential for interregional trade and investment that exists in an increasingly globalized world. The current low level of economic interaction, especially in the aftermath of the economic crises experienced in each region in recent years, calls for joint actions in the economic sphere. Given the embryonic stage and limited country coverage of ongoing consultations on bilateral free trade agreements, the recently created Forum for East-Asia Latin America Cooperation (FEALAC) should address the issues of market access and bi-regional economic integration, and promote concrete integration initiatives.

The World Economic Forum (WEF) views competitiveness as the potential of a country to grow in a sustained way over the medium to long term and thus create prosperity for its citizens. The Global Competitiveness Index (GCI), developed by Professor Xavier Sala-i-Martin of Columbia University together with the WEF, represents a powerful tool to shed light on the complex set of factors, policies, and institutions that determine the level of national productivity and therefore the diverging growth experiences of countries. Identifying the long-term drivers of economic growth becomes even more relevant in the current context of global economic downturn, in which short-term urgencies tend to dominate political debate and political agendas. In this situation, policymakers neglect the longer-term view at their peril, since economies displaying strong competitiveness fundamentals are able to better weather business cycle downturns and ensure that mechanisms enabling solid economic growth going into the future are in place.

As a result of renewed regional interest in biogas technology, the Network for Biodigesters in Latin America and the Caribbean (RedBioLAC) was formed to increase dialogue concerning: a) Promotion and management of biogas projects; and b) Innovations in the field. The network has exemplified the productivity of having a forum of opportunities to tackle and share valuable innovations in materials, marketing, and approach to a project's management and finances. Currently, RedBioLAC is building momentum by beginning development of a web-based project information sharing and management platform. This document aims to provide a snapshot of the current reality and synthesize conclusions on the economic, institutional, cultural, and technical factors that need to be addressed. Finally, the emerging RedBioLAC is presented as a forum for exchanging experience and strengthening biodigester programs in Latin America.

This study investigates Korea's success in the area of skills development and what role the Korean government played during the stages of Korean economic development since the 1960s. Major achievements connected with the Korean skills development system over the last few decades are described and evaluated. However, it is worth noting that the Korean system has confronted challenges, arising from rapid changes in the economic and social environment that have put the sustainability of its current skills development system into question. In this regard, this study also analyzes the direction the Korean skills development system is moving toward and makes policy recommendations concerning how current challenges may be better handled.In doing so, the notion of lifelong skills development is derived. This notion signals a shift away from a government-led, supply driven model towards a locally based, demand-driven model, in order to align the supply of education and training programs with the needs of local business, and the improved effectiveness of Korea's skills development system over the coming years. The Korean government has played a key role in establishing the skills development system over the last few decades. Government intervention in skills development has addressed both the public and private sector. In the public sector, government initiatives established vocational education and training institutions in response to rising demand for skills, and according to economic development strategy. In the private sector, government legislation established regulations and institutions that incentivized private employer investment in in-plant training by providing financial support (e.g., levy-exemption) until the late 1990s, with the levygrant system under the Employment Insurance Act effective since 1995. These measures helped employers to bear costs related to training prospective and existing employees. Additionally, national qualification systems helped job seekers to undertake vocational training, which was in high demand throughout the labor market. This paper briefly describes challenges and concerns connected with establishing a lifelong skills development system in Korea. The analysis will focus on how the existing government-led VET system may be transformed into a public-private partnership based model that provides better VET programs. Additionally, the VET system needs to foster lifelong employment or employability rather than lifelong jobs, which was previously the cornerstone of the Korean employment system. Regarding career development, policy intervention needs to disestablish the "monorail" career trajectory of school-work-retirement, in favor of diversified careers by establishing flexible and competency-based qualification systems. This paper also describes some examples of instances of application of the lifelong skills development system in Korea. In-depth case studies are carried out regarding the development and application of National Competency Standards, the local-industry tailored skills development system, and reform of secondary vocational education focused on specialized vocational and Meister Schools in Korea. However, the Korean central government must still perform a significant role in managing and monitoring skills development. It should continue to use policy to foster public-private partnership in skills development, as local municipalities and sectoral stakeholders are yet to develop their own capabilities in this area. In addition, National Competency Standards (NCS) and regional Human Resources Development (HRD) committees need to further develop their roles and functions in order to better meet the diversified demands of business and employees and adapt to rapid technological and organizational changes.
