This thesis is a study of the establishment of the music curriculum in state-supported schools in South Australia from the beginnings of such schooling until 1920. There will be a discussion of issues to be explored and the method by which this investigation will proceed. A literature survey of relevant research will be included, after which there will be a sketch of the development of state-supported schooling in South Australia. Several broad themes have been chosen as the means of organising the historical material: the rationales offered for the inclusion of music in schooling, the methodologies, syllabi and materials of such music instruction, the provisions for teacher training in music, both preservice and as professional development for established teachers, and the place and function of music in schooling. Each of these themes will form the framework for a chronological narrative. Comparisons will be made with three neighbouring colonies/States concerning each of these themes and conclusions will be drawn. Finally, overall conclusions will be made concerning the initial contentions raised in this chapter in the light of the data presented.
Although this study is principally concerned with the establishment of music in state-supported schooling, there will be a brief consideration of the colony of South Australia from its proclamation in 1836. The music pedagogical context that prevailed at that time will be discussed and this will, of necessity, include developments that occurred before 1836. The period under consideration will close in 1920, by which time the music curriculum for South Australia was established, and the second of the influential figures in music education was at his zenith. At this time there was a new school curriculum in place which remained essentially unchanged for several decades.
As well as the broad themes identified, this thesis will investigate several contentions as it attempts to chronicle and interpret the establishment and development of music in state-supported schooling in South Australia up to 1920. The first contention of this thesis is that music in state-supported schooling, once established, did not change significantly from its inception throughout the period under consideration. In seeking a discussion of the existence and importance of the notion of an absence of change or stasis, the theory of punctuated equilibria, which identifies stasis as the norm in the evolutionary growth of species, will be employed as an insightful analogy. It should be recognised that stasis exists, should be expected and may well be the prevailing norm.
The second contention of this thesis is that advocates were and continue to be crucial to the establishment and continued existence of music in state-supported schooling. For change to occur there must be pressure through such agencies as motivated individuals holding positions of authority, and thus able to influence the educational system and its provisions. The pedagogical method introduced into an educational system is often that espoused by the acknowledged advocate. During the period under consideration there were two significant advocates for music in state-supported schools.
The third contention of this thesis is that music was used in South Australia, as in the other colonies/States, as an agent of social reform, through the selection of repertoire and the way in which music was employed in state-supported schooling. Music was considered inherently uplifting. During the nineteenth and early twentieth centuries, the music selected for school singing carried texts with messages deemed significant by those who controlled the education system. The repertoire was not that of the receiving class but came from a middle class tradition of fully notated art music in which correct performance and notational reading were emphasised. A sweet, pure vocal tone was desired, as strident, harsh, speaking tones were perceived as a symptom of incipient larrikinism which was not desired in schooling. Music was seen as a contributor to good order and discipline in schooling.

This ethnohistorical study identifies maritime resources of southwest Australia which were subject to human exploitation prior to 1901 and provides an overview of how, when and why this took. place by integrating historical, archaeological, ethnographic, and natural-science information. The resources included for discussion arc whales, seals, seabirds, guano, oysters and pearls, and fish. An argument is developed that the socio-spatial relationship which existed between peoples and marine• estuarine species in the region was determined by the physiography and climate. This relationship has always been imperfect, if not chaotic because of the unpredictability of the resources through long and short term cyclic phenomena. Control of access was the key to furthering economic and social advantage for all peoples, and this control could be sustained by a complex matrix of customary beliefs and/or law. An abundant resource could occasionally engender friendly interaction, however ruthless competition, and resource over-exploitation emerged as predominant themes. The study proposes that regardless of cultural origins, the finite nature of southwest Australian maritime and estuarine resources has long been recognised, and the resultant priority of people was to maximise effort at the most opportune times in order to augment socioeconomic advantage.

This study set out to investigate the understanding of psychological interventions and their place in practice (psychological mindedness) at an Australian mental health service and whether or not it was possible to train clinicians to introduce cognitive behavioural therapy to practice. The study investigated if, after training, clinicians' self-efficacy and readiness to use learnt skills is increased as they begin to deliver cognitive behavioural therapy (CBT) to patients. To do this a methodological approach was adopted, developed and delivered in the spirit of action research and conducted utilising a practice development model, that employed skills based education and experiential learning methods. A staff scoping survey was conducted to ascertain the psychological mindedness of clinical staff and to gain a picture of the availability of talking therapies across the health service. Following this survey an eight-day CBT training course was developed and delivered. A pre- and post- course questionnaire was applied to gain data on participant’s readiness to use skills and an increase in their self-efficacy pertinent to CBT that they learnt during the course. The results of the scoping survey showed that there was use of talking therapies by clinicians and that these clinicians desired training in CBT. The results of the CBT course questionnaire showed that it is possible to increase clinician’s self-efficacy and readiness to introduce skills to practice post attendance on an eight-day CBT training course. The delivery of focused talking therapy training across a mental health service can over time and with adequate levels of support and supervision, enable the delivery of CBT to service users. Principles of action research, practice development and the use of skills based education and experiential learning methods if implemented and supported actively can increase patient’s access to psychological therapies and train staff in the application of the same.

The purpose of this study is to examine, from past, present and future perspectives how registered clubs in New South Wales (NSW), Australia strategically manage problem gambling in their machine gambling operations. Seven stages of research are presented and discussed in some detail. The final stage considers implications of key developments during 1998-1999 for the future management of problem gambling by NSW clubs. It was found that by the end 1999, the future direction of NSW in addressing problem gambling pointed toward a combination of legislation and self-regulation, under the leadership of the Registered Clubs Association of New South Wales. The thesis concludes by identifying seven key factors that emerged from the findings as influencing the way in which NSW clubs have managed problem gambling. South Africa has experienced a notable increase in adolescent drug use during the country’s transition from apartheid to democracy (Central Drug Authority [CDA], 2006). These findings are verified by epidemiological studies and two national youth risk behaviour surveys, highlighting the need for effective drug prevention interventions. Whilst drug use spans across age, gender and social strata, the rapid increase in both legal and illicit drug use among adolescents in the Northern Areas communities of Port Elizabeth has been particularly pronounced. The South African Community Epidemiology Network on Drug Use (SACENDU) statistics, which reflects on racial demographics in accordance with the Population Registration Act of 1950 (South Africa, 1950), reports that, in the year 2011, the ‘Coloured’ population constituted 62 percent of those individuals seeking treatment for drug abuse, compared to 15 percent ‘African’ treatment seekers in Port Elizabeth (Dada, Plüddemann, Parry, Bhana, Vawda & Fourie, 2012:44). Furthermore, methamphetamine use by persons under the age of 20 years in Port Elizabeth increased fivefold in a three-year period, i.e. from 7 percent in 2008 to 39 percent in 2011 (Dada et al., 2012), with the ‘Coloured’ population group accounting for the majority of methamphetamine users. These statistics reinforce a long-standing racial stereotype that associates ‘Coloured’ racial identity with an enhanced susceptibility to drug use. The National Drug Master Plan (South Africa, 2012a), and the Prevention of and Treatment for Substance Abuse Act (Act no 70 of 2008) propose that drug prevention programmes should address the values, perceptions, expectations and beliefs that the community associates with drug abuse (South Africa, 2008b). This view emphasises the importance of drug preventions interventions that are culturally sensitive and contextually relevant. The current study was guided by two conceptual frameworks, i.e. the Social Constructionist Framework and the Ecological Risk/Protective Resilience Framework, and focused on the Northern Areas of Port Elizabeth, a historically marginalised community inhabited by a predominantly ‘Coloured’ indigenous/ethnic group. The goal of the study was to enhance understanding of the socio-cultural meaning attributed to cultural identity, drug use, non-use and drug prevention in the Northern Areas of Port Elizabeth, with the view to developing guidelines for drug prevention interventions that are culturally sensitive and contextually relevant. The following objectives were formulated in order to achieve the goal of the study: • To explore adolescent narratives regarding the constructs ‘Coloured’, drug use, non-use and drug prevention programmes of three distinct groups of adolescents (drug users, non-users, and TADA peer mentors) from the Northern Areas. • To explore and describe the social service practitioners’ (social workers and social auxiliary workers’) constructions of drug use, non-use and drug abuse prevention in relation to adolescents from the Northern Areas, and how such constructions inform the drug prevention services rendered to adolescents from these communities. • To review the data collected from the adolescent narratives and the social service practitioners’ reflections on their drug prevention programmes against existing theory and models for drug prevention. • To synthesise the above information with a view to developing guidelines for culturally sensitive drug prevention programmes relevant and responsive to the specific social constructions of adolescents from the Northern Areas. A qualitative research approach, located in a narrative tradition of inquiry research design, was employed to achieve the goal of the study (Riessman, 2008). The study was conducted in two phases. The first phase involved an empirical study with the four sample groups (i.e. adolescent drug users, adolescent non-drug users, Teenagers against Drug Abuse [TADA] peer mentors and social service professionals (i.e. social workers and social auxiliary workers)). Phase two involved the co-construction of the practice guidelines for culturally sensitive and contextually relevant drug prevention interventions. Phase one started with the informal exploration of community stakeholders’ views on the identified research problem and the process of gaining access to the research population. Several gatekeepers (i.e. teachers, social workers, the Families Against Drugs [FAD] Support Group representatives, a minister of religion and a community stakeholder) were engaged to assist in recruiting participants from the four sample groups. A non-probability purposive sampling method was employed to purposively recruit 29 adolescent non-drug users and ten adolescent peer mentors (via the TADA Programme at one school). The same sampling method, followed by a snowball sampling technique, was employed to recruit the two remaining sample groups of ten adolescent drug users (in the recovery process) and nine social workers and social auxiliary workers respectively. The sample sizes were determined by the principle of data saturation.The data generation method used in respect of the non-users took the form of semi-structured written narratives, administered in a group context during school time, followed by a second round of data generation. The life-grid (Wilson, Cunningham-Burley, Bancroft, Backett-Milburn & Masters, 2007:144), a qualitative visual tool for mapping important life events, was employed to guide the co-construction of the biographical narratives generated during the individual semi-structured interviews with the sample of adolescent drug users. Focus group interviews were used to enhance an understanding of the peer mentors and social service practitioners’ views on the construct ‘Coloured’ and their existing drug prevention programmes. Each of the individual and focus group interviews was audio-recorded, transcribed and complemented by the field notes. Informal data gathering occurred through participant observation of two drug prevention programmes, attendance of a FAD Support Group meeting, and interviews with community volunteers and the South African Police Services (SAPS) Youth Development Forum. Both the content and the context of the narratives were analysed to arrive at the research themes, sub-themes and categories. The content of the narratives was analysed by employing categorical content analysis, whilst the form of the narratives (i.e. how the stories were told) was analysed by using the socio-cultural approach to narrative analysis (Grbich, 2007:130). The journey metaphor emerged from the adolescent drug users’ narratives, depicting a prototypical storyline of a drug use journey, starting with experimentation and culminating in abuse and dependence for some and an early exit from the journey for others. The conclusions that can be drawn from these findings illuminate key protective factors and processes at a multisystemic level that can be strengthened to enhance the adolescents’ resistance to drug use and/or delay the onset of use. Embedded in the participants’ narration of the drug use journey were nuances relating to internalised stereotypes of ‘White’ supremacy and ‘Coloured’ inferiority as an explanatory framework for venturing onto and prolonging the journey.The two themes that emerged during the process of content and narrative analysis of the qualitative data (from both adolescent drug users and non-users) were as follows: Constructing drug use as a ‘Coloured’ phenomenon and reconstructing ‘Coloured’ identity; Risk and protective factors located at individual, family, peer, school, community and societal domains. The four themes that emerged during the data analysis of the peer mentors and social service practitioners’ narratives were as follows: Construction of ‘Coloured’ identity; socio-cultural meaning construction about the reasons for drug use amongst adolescents from the Northern Areas; description of drug prevention services rendered in the Northern Areas; and reflection on barriers to rendering drug prevention interventions.

In this minithesis I conduct a critical discourse analysis to take on a double-pronged task. On the one hand I explore the social phenomenon of the contestation between supporters of then-ANC deputy president Jacob Zuma and supporters of his rape accuser. The trial, which took place in the Johannesburg High Court between mid-February and early May 2006, stirred intense public interest, both locally and internationally. The performance of thousands of Zuma’s supporters and a far smaller number of gender rights lobby groups, both of whom kept a presence outside the court building throughout the trial, received similar attention. Second, I examine how the Sowetan, a national daily tabloid with a black, middle-class readership, mediated the trial through pictures of the theatre outside the court and letters to the editor. The study is informed by post-Marxist and cultural studies perspectives, both approaches that are concerned with issues of power, ideology and the circulation of meaning within specific sociocultural contexts. A rudimentary thematic content analysis draws out some of the main themes from the material, while the critical discourse analysis is located within a theoretical framework based on concepts from Laclau & Mouffe’s theory of meaning, which assumes a power struggle between contesting positions seeking to invalidate one another and to either challenge or support existing hegemonies. This is further informed by, first, Laclau’s theorisation of populism, which assumes that diverse groupings can unite under a demagogue’s banner in shared antagonism towards existing power, and second, by concepts from Mamdani’s theorisation of power and resistance in colonial and post-colonial Africa, which explicates three overarching ideological discourses of human rights, social justice and traditional ethnic practices. The study, then, explores how these three discourses were operationalised by the localised contestations over the trial.

This study integrates sociological theories of social class with poststructuralist theories of subjectivity, representation and consumption, to consider the complex ways in which the representational practices of institutions and individuals are implicated in the production of violence in schools. This work draws particularly on a case study of incidents of sexual violence which occurred at an elite private school in Sydney during 2000, in which four students were charged with a range of offences committed against younger peers over a period of months. The assault incidents received widespread media coverage and sparked intense public debate, in response to which a media strategies consultant was engaged by the school to liaise with members of the press. This study demonstrates the extent to which the interrelationships between systems of signification (in particular, written and visual texts) and other social systems, (for example, families, schools, and political economy) function in the constitution of subjectivities and the production of meaning, and takes as its focus the interrelationship and functioning of texts, discursive practices and social practices which pertain specifically to the assault incidents described above. Data are derived from a range of sources and genres, including promotional materials, personal and general correspondence, media reports, and interviews, necessitating a variety of qualitative analytic methods. Informed by critical post-structuralist theory, in particular the work of Bourdieu, Foucault, and de Certeau, this work considers questions pertaining to the operation of power within social institutions, with particular emphasis on the constitutive function of discourse. The analysis extends current conceptualisations of school violence through a post-structuralist interrogation of, and linking of violence to, educational consumption, which has predominantly been theorised according to sociological or economic models. The argument is made that the market ideologies which pervade contemporary social and educative practice, together with the representational practices and disciplinary regimes of schools, function in the constitution of social subjects who occupy multiple ambiguous subject positions in the patriarchal hierarchies which characterise the power relations and institutions under consideration, thus implicating institutions in the production of violence.

This micro empirical research reports on the resettlement experiences of South Sudanese Australians. It develops an argument to explain why the South Sudanese community persistently report a strong sense of disrespect from the Australian Government and Australian society more generally. The study demonstrates that the community's call for respect is a summation of their protest against economic and social exclusion in the public domain and interference from care and protection authorities in the private domain of the family. Members of the Sudanese community see education and employment as the main pathways to inclusion in their new society and to regaining their dignity lost in forced migration. But their efforts to obtain employment are often thwarted by structural impediments and discrimination from employers. As a consequence they feel robbed of the opportunity to participate and to attain respect in their new environment. The experience of being prevented from fully realising identities to which they aspire in their new society heightened the importance of preserving heritage values and structures within Sudanese families. These structures, while giving form and meaning to family members, have also become highly contested in their new cultural environment both from within and outside the Sudanese community. Care and protection authorities were quick to respond to inter-generational conflict and violence among Sudanese families. Yet, lack of cultural knowledge and understanding of the reasons for non-compliance with Australian family law among Sudanese parents led to inappropriate interventions, undermining Sudanese family structures. Parents at large were left feeling disempowered in their parenting roles and confused about the purpose of government interventions. Rather than engaging with the confusion of Sudanese parents, agencies rebuffed their growing grievance and anger adding to the emerging narrative in the Sudanese community of their unfair and disrespectful treatment at the hands of authorities. Threatened and distrustful that care and protection were eroding their families' future and the heritage virtues underpinning their cultural and self-identities, Sudanese parents responded by socially distancing themselves. The last part of the thesis takes a psycho-social approach to show how the Sudanese Australians' strong sense of disrespect is linked to a range of systemic barriers or threats from the government and its authorities to pursue and cultivate aspects of their selves that are fundamental to their core identity. The community's call for respect was an expression of grievance and resistance to elicit some response of care and concern from those holding economic and social power over them. It was their protest, the purpose of which was to assert their personal dignity and to object to their neglectful treatment. It was an appropriate and responsible demonstration of engagement with their new country: the Australian Government needed and had a responsibility to hear their voices. The research concludes by arguing that a more inclusive and responsive handling of resettlement support by the government is more likely to result in positive resettlement outcomes, including a sense among humanitarian migrants that their treatment is fair, just, and respectful of their positive understanding of themselves.

The last four decades of the nineteenth century witnessed a significant growth of leisure hours for a growing number of South Australians, particularly working class males; it was accompanied by an upsurge in both organised and informal recreation activity. The upsurge owed much to major advances in communication during the period – in transport by rail, steamship and late in the century, the bicycle, to the network of telegraph stations which by the mid 1870s, spanned much of the colony, the country and finally linked the colony to much of the wider world, and to the growth of local and daily newspapers and specialist journals. Industry, government and commerce drove these advances, but recreation benefited from all of them and came to be a major element of commercial activity itself, as some activities generated not only participants, but spectators and audiences. These developments in turn stimulated a demand for facilities, both indoor and outdoor, which came to be met by private groups, public authorities and commercial operators, or combinations of the three. However, not all sections of the South Australian community looked favourably on aspects of these developments. Some social, religious and political forces, both separately and later as an alliance, combined to target elements of the recreation activities which emerged within the new leisure, particularly those of the working classes. They feared a return to public disorder arising from unseemly and licentious behaviour which accompanied many of the activities of the occasional pre-industrial seasonal leisure periods. These forces drew on contemporary programs in America and Britain in their campaign to quell ‘social evils’ including intemperance, gambling and what they regarded as inappropriate behaviour on Sundays, the Lord’s Day. They advocated the uses of statutes to constrain, if not eliminate what many in the community regarded as acceptable recreational activity. Others from the reforming forces determined on ‘rationalising’ the recreation of the working classes by introducing programs which they regarded as educational and self-improving, based essentially on their own middle class experience. A further restraint were contemporary conventions which determined matters of dress, conduct and behavioural expectations affecting areas of recreational activities; they were particularly severe on women. Other conventions affected full participation by men in a small number of sporting activities. The thesis examines the origin, nature and conduct of these forces in South Australia each of which sought to discipline aspects of mainly working class recreation of the period. In this thesis I explore the conflicts which have arise between middle class' conservationists and working class timber communities. I examine the New South Wales rainforest controversy as a case study and seek to place the animosity and hostility which arose there within the context of class analysis. At the same time, I integrate other important dimensions of social life, particularly rural ideologies and ideologies of masculinity, into an overall analysis of class power. I show that important cultural divisions underlaid the political conflict, particularly differing conceptions of nature and history, and that these had their roots in different labour processes.
After introducing my theoretical framework, I provide an economic context for my cultural analysis by examining the restructuring of the north coast hardwood timber industry during the 1960s and 1970s. This is followed by two chapters which analyse the labour process in the timber industry. Here I explore both class struggles on the shop-floor and cultural productions which arise within the workplace and in rural communities. The subsequent chapters focus more closely on environmental politics. I analyse the New South Wales rainforest campaign by offering a critique of 'pluralist' political strategies and I then locate this campaign within a wider context by briefly overviewing the anti -uranium and green bans campaigns of the 1970s. One of my major conclusions is that environmental politics is flawed by the neglect by activists of the class effects of their political activities. Assessments of political campaigns solely in terms of ecological goals are seriously deficient because they fail to register how conservationists' actions facilitate capitalist strategies of industry restructuring and thereby further entrench capitalist class power.
Theoretically, my thesis is based on principles of 'realist' methodology and I use concepts drawn from labour process theory, class analysis, and the theory of ideology. The thesis is heavily weighted toward oral history material, gathered during field work interviews on the north coast of New South Wales. I analyse this material using 'popular memory' theory and other studies of working class culture. In so doing, the thesis provides timber workers with a voice in a debate which has largely been dominated by 'middle class' conservationists.
Politically, the thesis is an intervention into current debates about new social movements and their relationship to the left. I argue that an effective alliance between socialists and environmentalists entails a rejection of wilderness politics in favour of urban environmental issues.
I conclude that 'pluralist' political strategies of lobbying for state- conferred concessions should be rejected in favour of strategies which develop alternative economic programmes at local and regional levels.

Changes in access to natural resources impact the people and communities reliant on those resources for their livelihood. Australia's Regional Forest Agreements (RFAs), signed between 1997 and 2001, aimed to rebalance the productive use and conservation of commercially valuable public native forests. They resulted in reduced access to these forests for wood production, along with other changes, and were accompanied by mitigation strategies intended to assist those most impacted to adjust to the changes - particularly forestry businesses, their employees and rural communities. Despite the significance of the RFAs to Australian forest policy, little ex-post facto (after the fact) social impact assessment (SIA) has been conducted to monitor social impacts and evaluate the mitigation strategies. I conducted an ex-post facto SIA, investigating the social impacts experienced by members of the native forest industry in upper north-east New South Wales and south-west Western Australia as a consequence of RFAs and associated changes. While other groups were also affected, I focused on these groups due to the complexity of analysing social impacts and a focus on in-depth, rather than broad, analysis. I interviewed owners of, and workers employed by, forestry businesses affected by the RFAs; government employees responsible for industry management and regulation; and representatives from industry, community and environmental groups. I used an adaptive theory approach, encouraging an iterative process of data collection and analysis in conjunction with critical review and modification of current theory. Research findings are presented as four papers. The first two papers analyse the social impacts experienced by participants in the two case study regions. In each case, social impacts manifested both as a result of the policy negotiation process and the final outcomes of that process, beginning prior to the completion of the RFAs and evolving over time. Social impacts were experienced cumulatively, and included tangible (physical) and intangible (symbolic or psychological) elements. These results highlighted the multiple interacting factors that influenced how people experienced and responded to the RFAs and associated changes, including personal factors, the provision of mitigation strategies, and additional changes in the forest industry. The implications of the findings for SIA theory and practice are analysed in the third and fourth papers. The third explores the complex nature of cumulative social impacts that result from multiple policy processes and the influences of external factors and individuals' responses. It draws on results from the Western Australian case study to present a framework for the assessment and management of cumulative social impacts, adapted from a framework developed for the mining sector. The fourth paper evaluates the mitigation strategies implemented in the two case study regions, and identifies implications for designing, implementing and monitoring future mitigation strategies. These four papers contribute to understanding the complexity of social impacts and provide lessons for those involved in negotiating and introducing change, and assessing, managing and monitoring social impacts. Acknowledging this complexity and the consequent difficulty of predicting social impacts encourages ex-post facto SIA as a critical learning opportunity, the results of which contribute to SIA theory and practice.

The abundant and cost effective nature of coal as an energy source is reflected in forecasts of strong growth in global demand for coal, particularly from the non-OECD countries of China and India. New South Wales (NSW), with its abundant coal resources, is well placed to provide coal resources to meet this growth in demand through expansion of existing coal mines and the development of new mines. However, this would have a range of potential environmental, social and cultural impacts and would require Environmental Impact Assessment (EIA) under the NSW Environmental Planning and Assessment Act, 1979. Standard EIA encompasses a range of technical studies to assess the biophysical impacts of projects but provides no theoretical or practical framework for weighing up positive and negative impacts to determine if a project should proceed or not. The application of neoclassical welfare economics through benefit cost analysis (BCA) can remedy the deficiencies of standard EIA and aid in more efficient decision-making. This is particularly the case where nonmarket valuation methods are used to estimate the welfare effects of environmental, social and cultural impacts. Nevertheless, historically BCA and nonmarket valuation have rarely been undertaken as part of the NSW EIA process. This thesis addresses the significant gap that exists in converting the conceptually developed techniques of BCA and nonmarket valuation to practical application in the policy realm. It does this through the application of BCA, including nonmarket valuation, to a sequence of coal mining case studies over an 18 month time frame in a real policy setting. It finds choice modelling (CM) to be the preferred approach for the valuation of multiple impacts and mutually exclusive policy options. The thesis demonstrates that the community hold significant positive values for reducing the impacts of coal mining on streams, Aboriginal heritage, upland swamps, native vegetation and rural villages. The CM case studies also show that community welfare would be significantly reduced by any proposals that decrease the length of time that the mines provide employment. Social and cultural attributes are therefore relevant attributes for inclusion in CM studies of coal mining proposals. The thesis also provides evidence that the community holds positive economic values for the provision of biodiversity offsets, through planting and protection of vegetation in the landscape. Integration of the CM results into BCA demonstrates how nonmarket valuation can enhance the role of BCA as a tool for decision-making. While CM has a number of strengths over other nonmarket valuation methods, its application can also be associated with a number of methodological issues, particularly around the framing of the questionnaire. A number of attribute framing issues in the application of CM are examined. Split sample analysis in the CM applications is used to examine the impact of including additional policy relevant attributes in choice set design, providing cumulative impact information instead of project specific impact information and using different temporal payment vehicles. The nonlinearity of the attribute representing employment provided by the case study mines, is also investigated.

Increasingly people move across borders in attempts to resettle in unfamiliar environments. Often these people are refugees, fleeing familiar settings due to conflict, war, political persecution or environmental changes. In their new location, they are expected to integrate and develop a sense of belonging. This integration is mainly concerned with a two-way process of adapting and settling, with measurable outcomes such as citizenship, employment, political participation, housing and access to welfare (Ager and Strang, 2008:26; Atfield et al., 2007; Castles et al., 2002). Belonging is often discussed as the expected end-result of this integration process where a sense of shared values and understanding is cultivated (Vasta, 2009), a sense of home, community and acceptance is achieved (Hamaz and Vasta, 2009); and feelings of connectedness realised (Atfield et al., 2007). This thesis argues that analyses of integration and belonging are intertwined, combining structural outcomes of an integration process and the emotional aspects of belonging. Integration is analysed as an experience for new arrivals, while belonging is analysed as the affective state of this experience. The research examines the experiences of South Sudanese Australians establishing their new lives in Canberra, Australia. Data was gathered through face-to-face interviews as well as observation and participation. I use Ager and Strang's (2008) theoretical framework of integration where ten 'domains' are identified to analyse possible outcomes. Into this framework I introduce the concept of belonging as the emotional aspect, which involves the interplay between self, agency and structural positioning (Hamaz and Vasta, 2009). The majority of participants' narratives revealed that integration and belonging occur when people feel a sense of equal opportunity in quotidian and mutual interactions with others. Experiences of recognition and mutuality emerged as essential for the development of a sense of belonging in the participants' narratives. These experiences differed among the participants, particularly with regard to their gendered position within social structures. Through emphasizing the co-constitution of integration and belonging, and the interdependence between self, agency and structural position, my data revealed how experiences of mutuality in social relations (social capital) can lead to a sense of common belonging in a new country.

Measuring socioeconomic position (SEP) in population chronic disease and risk factor surveillance systems is essential for monitoring changes in socioeconomic inequities in health over time. A life course approach in epidemiology considers the long-term effects of physical and social exposures during gestation, childhood, adolescence, and later adult life on health. Previous studies provide evidence that socioeconomic factors at different stages of the life course influence current health status. Measures of SEP during early life to supplement existing indicators of current SEP are required to more adequately explain the contribution of socioeconomic factors to health status and monitor health inequities. The aim of this thesis was to examine how a life course perspective could enhance the monitoring of SEP in chronic disease and risk factor surveillance systems. The thesis reviewed indicators of early life SEP used in previous research, determined indicators of early life SEP that may be useful in South Australian surveillance systems, and examined the association of SEP over the life course and self-rated health in adulthood across different population groups to demonstrate that inclusion of indicators of early life SEP in surveillance systems could allow health inequities to be monitored among socially mobile and stable groups. A variety of indicators, such as parents’ education level and occupation, and financial circumstances and living conditions during childhood, have been used in different study designs in many countries. Indicators of early life SEP used to monitor trends in the health and SEP of populations over time, and to analyse long-term effects of policies on the changing health of populations, need to be feasible to measure retrospectively, and relevant to the historical, geographical and sociocultural context in which the surveillance system is operating. Retrospective recall of various indicators of early life SEP was examined in a telephone survey of a representative South Australian sample of adults. The highest proportions of missing data were observed for maternal grandfather’s occupation, and mother’s and father’s highest education level. Family structure, housing tenure, and family financial situation when the respondent was aged ten, and mother and father’s main occupation had lower item non-response. Respondents with missing data on early life SEP indicators were disadvantaged in terms of current SEP compared to those who provided this information. The differential response to early life SEP questions according to current circumstances has implications for chronic disease surveillance examining the life course impact of socioeconomic disadvantage. While face-to-face surveys are considered the gold standard of interviewing techniques, computer-assisted telephone interviewing is often preferred for cost and convenience. Recall of father’s and mother’s highest education level in the telephone survey was compared to that obtained in a face-to-face interview survey. The proportion of respondents who provided information about their father’s and mother’s highest education level was significantly higher in the face-to-face interview than in the telephone interview. Survey mode, however, did not influence the finding that respondents with missing data for parents’ education were more likely to be socioeconomically disadvantaged. Alternative indicators of early life SEP, such as material and financial circumstances, are likely to be more appropriate than parents’ education for life course analyses of health inequities using surveillance data. Questions about family financial situation and housing tenure during childhood and adulthood asked in the cross-sectional telephone survey were used to examine the association of SEP over the life course with self-rated health in adulthood. Disadvantaged SEP during both childhood and adulthood and upward social mobility in financial situation were associated with a reduced prevalence of excellent or very good health, although this relationship varied across gender, rurality, and country of birth groups. Trend data from a chronic disease and risk factor surveillance system indicated that socioeconomic disadvantage in adulthood was associated with poorer self-rated health. The surveillance system, however, does not currently contain any measures of early life SEP. Overlaying the social mobility variables on the surveillance data indicated how inequities in health could be differentiated in greater detail if early life SEP was measured in addition to current SEP. Inclusion of life course SEP measures in surveillance will enable monitoring of health inequities trends among socially mobile and stable groups. Life course measures are an innovative way to supplement other SEP indicators in surveillance systems. Considerable information can be gained with the addition of a few questions. Explores the intricacies of girls' micro-social lived realities within larger macro-social contexts and the notion of identity as process by centring on the process of 'self-making' by ten teenage girls, living in Adelaide, South Australia in the mid 1990s. The main hypothesis argues for the strategic role of play in the constitution of 'self-making'. This is contextualised within an analytical framework of 'social praxeology', highlighting the importance of social networks to the ways the teenage participants themselves perceived and negotiated subjectivities. Argues that the young participants in this study acquired their sense of cultural (self) identities through three aspects of 'bodily praxis' - place, space and play. While the understandings of the girls and their familial and social groupings provides the focal point to the analysis, these were framed within the perspectives of sixty-five other young people and over fifty significant adults in various social institutions and wider social networks and further contextualised by a reflexive analysis of the research process itself.

Talent management is a source of competitive advantage and will be achieved by those
organisations that are able to attract, develop and retain best in class individuals. It is thus not
just a human resources issue but rather an integral part of any organisation’s strategy.
Due to negative perceptions about South Africa, skilled workers are immigrating to countries
such as Australia to the detriment of the South African economy. This loss is not necessarily
being replaced by graduates or through immigration. Government policies such as Broader-
Based Black Economic Empowerment (BBBEE), Black Economic Empowerment (BEE) and
Affirmative Action (AA), compound the issue by then decreasing the pool of skilled
applicants that may occupy skilled and senior posts in organisations. Globally there is a
shortage of skills and due to employee mobility they can use any opportunity that presents
itself.
The objectives of this study was to determine the factors which lead to the emigration of
skilled South African’s to Australia and then once these factors are known to propose
retention strategies to role players to stem the emigration tide.
To achieve these objectives a survey was prepared based on previous studies and a link to the
web questionnaire was distributed to the population via an Australian immigration agent. The
link was sent to all the agent’s clients around the world and thus consisted not only of South
Africa respondents but also elicited international responses, which will be used for
comparison purposes only. Only 48 South Africans responded to the survey and although
limited, it was sufficient for the purposes of this study. The demographic profile was mainly
male and dominated by Generation X.
Using a Likert scale respondents were questioned on their levels of satisfaction in their
country of origin and in Australia through an adaptation of a study by Mattes and Richmond
(2000). The study of Hulme (2002) was adapted and incorporated into the questionnaire,
where respondents were given the opportunity to rank considerations for leaving South Africa
and factors that would draw them back. Respondents were provided with the opportunity for
responses to open-ended questions to include other considerations for leaving and factors that
would draw them back. Results from these survey items revealed that the primary reasons driving skilled South Africans to emigrate was safety and security, upkeep of public
amenities, customer service and taxation. In contrast, South African migrants had high levels
of satisfaction with safety and security, upkeep of public amenities and customer service in
Australia. Respondents indicated that factors that would draw them back to South Africa
would be improvements in safety and security and government, followed by family roots,
good jobs and schools.
The study also looked at the permanence of the move. If skilled individuals returned with
new-found skills and experience then it could be a potential brain gain for South Africa. The
results of this study found that 43% of respondents had no intention to return, 42% did not
supply a response and only 10% were undecided on whether to return or not.
To attract, retain and develop talent, the South African government and the private sector
would need to work in partnership to develop policies that would satisfy the lower-order

A random population survey (n=601) and a survey of vegetarians (n=106) were conducted to examine South Australians' beliefs about meat and vegetarianism. Meat beliefs, barriers and benefits of vegetarianism, meat consumption, personal values, use of and trust in sources of food/nutrition/health information and demographic variables were measured via a written questionnaire.
There were differences in the responses of vegetarians, semi-vegetarians, and non-vegetarians. For example, vegetarians were more likely than non-vegetarians to use and trust unorthodox information sources and to hold universal values (e.g. 'equality').
The factors associated with meat consumption and four sets of health-related beliefs about meat and vegetarianism (Meat is Necessary, Vegetarianism Health Concerns and Appreciates Meat, Meat is Unhealthy, Health Benefits of Vegetarianism) were examined. Other (health and non-health) beliefs, barriers and benefits of vegetarianism were the most important factors overall to be associated with these beliefs and with meat consumption. Information sources were also associated (particularly orthodox, unorthodox, mass media, advertising, and social sources). Together, these results provided insight into how consumption of meat and plant foods might be influenced.
Finally, the proportion of prospective vegetarians was gauged. Approximately 15% of non-vegetarians were found to hold similar beliefs about vegetarianism as vegetarians. Prospective vegetarians were distinct from vegetarians and the remaining omnivores. For example, they were less likely than the remaining omnivores to eat red meat as frequently or to be Anglo-Australian.
The research suggested that a significant portion of the population is interested in vegetarian diets, but that certain barriers need to be overcome if this is to increase and lead to dietary change; in particular, the beliefs that vegetarian diets are nutritionally inadequate and that meat is essential for health. Tailored communications about how to prepare healthy, tasty vegetarian meals may also be useful. The results indicated the sources of food/nutrition/health information that may be most appropriate to disseminate such messages. Additionally, it was found that ethical (e.g. environmental, animal welfare) issues were linked to health and dietary behaviour. They may need to be more fully addressed by health professionals if the public is to obtain maximum benefit from plant-based diets, with minimum risk.Thesis (Ph.D.)--Department of Public Health, 2001.

This thesis examines the archaeological record on the West Coast of the Eyre Peninsula in
South Australia with a view to identifying the pattern of behaviour associated with sites
present on this coast. The sites are notable in that they are extensive and feature high
proportions of stone artefacts but contain little or no shell material. This thesis seeks to
explain the virtual absence of shells by considering a number of environmental, behavioural,
demographic and cultural issues. Is the archaeological record a product of post-depositional
disturbance or resource availability, or did other environmental influences such as a shortage
of water restrict adaptive behaviour so as to exclude or minimize interaction with the sea.
Alternatively, is the subsistance strategy indicated by the archaeological record a result of
other cultural influences. Ethnohistorical evidence is examined to investigate the subsistence
patterns which operated on this coastline. Linguistic, technological and social factors which
may have influenced the economic choices made by these coastal people are considered and
compared with the archaeological record. The thesis then examines the interpretation of the
West Coast evidence in the context of other coastal studies both in Australia and overseas to
contribute to the current debate regarding the role of the sea in the evolution of hunter-gatherer
subsistence economies.

The phenomenon of migration has given rise to prolific research emphasising the psychological adaptation of persons post-immigration. This study focuses on psychological preparation pre-immigration.
Literature study and empirical research establish that an immigrant's adaptation is influenced by migration motivation and expectations. Several phases of adaptation occur, during which time individual stress is influenced by one's perception of the balance between the stresses of the new environment and one's personal and external resources. Various migration stressors could be identified in the sample group of South Africans living in Australia.
Personal and external resources include effective coping strategies, a positive, committed outlook, strong self-esteem as well as a cohesive family and an acquired support system.
Finally, guidelines were produced reflecting that the preparation for immigration is a complex and highly individualised task comprised of providing information, encouraging self-assessment and supplying training to improve the coping startegies of the individual.Educational Studies
