Discipline reports filed in a local prison over a seven-year period were analysed. During this time four different governors were in office, and the numbers of reports filed during each governors' term were compared. There proved to be a significant difference in numbers of reports filed during each governor's term, suggesting that the management regime instituted by the governor of a local prison may have a strong effect upon either the incidence of disruptive behaviour, its recording, or both. One of the governors in this study, under whom discipline reporting frequency was low, had worked at another prison which had been the subject of the Prescott (1976) report. At that time, this governor had been singled out for mention as the governor who had presided over an apparently peaceful prison as measured by discipline reports, supporting the view that a particular governor's management style may be important in influencing levels of disruptive behaviour in the prison situation.

The object of this research is the communication means used in administrative activity by the office of the governor of Yakutia. The author examines the communicative sphere of activity of the governor as one of the crucial. The governor is the representative of the interests of federal government, government policy in the region, and informant about its state for the central authorities. To fulfill all the listed functions, the governor must convey various information to his subordinates and the population, as well as acquire information on the entrusted administrative-territorial district. Characteristics is given to the main communication channels of the governors along the lines top-bottom and bottom-top. Special attention is turned to the governor's reports and “congresses of competent persons". The governors of Yakutia have actively used the communicative capabilities of the annual report as the official communication channel with central authorities and the monarch. The example of information potential of such communication means is the development the questions of exile and transformation of the Cossack regiment. The “Congress of Competent Persons" held at the turn of the XIX – XX centuries in Yakutia has become a communicative platform for discussing the relevant for Yakutia problem of land use, as well as an effective instrument for establishing dialogue between the government and local society. The novelty of this research consists in articulation of the problem, and is defined by poor development within the modern historiography of the regional component of communication system of the Russian Empire. Viewing the governor’s power through the prism of communicative space contributes to more profound understanding of the mechanisms of political culture in the Russian Empire.

In 1754 the newly-arrived governor of Angola, António Alvares da Cunha, announced to the court in Lisbon that, inspired by plans his uncle had made in 1725, he had decided to revive the old attempt to find a way overland to link Angola and Mozambique. He was initiating this enterprise by sending, at his own expense, an expedition to the fair of Cassange, the farthest known point eastwards of Luanda, to gather information about the lands between Angola and Mozambique. The governor's envoy was Manoel Correia Leitão— an experienced trader, but one who had never been to Cassange— accompanied by a pilot, António Roiz Grizante, whose task was to fix the latitude of Cassange.A suspicious reader could conclude with the subsequent governor António de Vasconcelos, that this venture was a slave trading expedition by Leitão to recover some debts. But it was financed by the governor and one suspects that the whole enterprise was in fact a joint business venture, disguised as an exploration, because governors were forbidden to trade. Be that as it may, the reaction from Lisbon to this news was unexpected. The governor was ordered to abandon his plans and to recall his envoys because this enterprise was too “delicate.” Knowledge about it was to be shrouded in absolute secrecy and a report about this was to be treated as top-secret. Whereupon the governor recalled Leitão.

This article is devoted to the analysis of the report of Governor–General A. P. Besak on the management of the Orenburg region for 1860–62. The author of the article paid special attention to the description of the position of the indigenous Bashkir population contained in the report. According to A. P. Bezak, the main tasks of the government concerning the Bashkirs of the region for that period were to be translated into a taxable state, the development of agriculture among the indigenous population.

The article is devoted to the analysis of reports on the gubernia supervision (obozrenie) in the Russian Empire as a special type of reporting documentation, which has not been studied enough. There is comparative analysis of the supervisions of the Arkhangelsk, Vologda, and Olonets governor-general, and Olonets governors of the first quarter of the 19th century. It is concluded that they differed from the annual governor's reports and were regulated by circular law. The article attempts to trace their evolution over the second quarter of the 19th century, considering the gubernia supervision reports a kind of paperwork in the system of “general local supervision” carried out by the governor. Establishment of government inspection (reviziya) as the most important means of control over the local government occurred under Paul I. Since then, there implemented principles and mechanisms of both “higher” (Senate) and general local supervision. Supervisions, as well as Senate inspections (reviziyas), had a common program. Inspector and civil governor, when considering complaints and requests of the gubernia inhabitants, could initiate an investigation into officials’ abuses to remove them from office. The reports’ content coincided with problems of the most faithful governor's reports; the former, however, did not have an established form. As a rule, they were compiled either for structural divisions of local government, or thematically. Personality of the gubernia head, their interests and administrative experience are quite discernible in the reports. In comparison to annual reports, more attention was given to the governor's personal analysis and proposals. Gubernia supervision reports became an important channel of communication, through which the central government received the necessary information on the state of gubernia institutions and could evaluate the activities of the governors. Reports frequency, established by law, was not always respected; it varied with gubernias. In the first half of the 19th century gubernia supervision reports evolved from a variety of governor’s reporting documentation to their inclusion in annual most faithful reports. This was the result of the government policy to unify paperwork, reduce volume of interdepartmental correspondence, and expand methods of covert supervision over local government. The evolution of the gubernia supervision reports did not change their nature.

The Governors' reports are reviewed as the channel of communication between the regional and central authorities. Consideration of the reports allows us to identify the regional peculiarities and priorities of Yakut governors and also determine their personal contribution to the solution of issues and the inheritance of the predecessors' strategy. The emperor's notes on the reports allows us to identify the problems of regional life that the monarch was interested in, and to consider the “channels” of communication between the center and the periphery in Imperial Russia.

CSR is an element in improving people's welfare. Through the establishment of a CSR Forum which was established based on the Bengkulu Governor's Decree Number: P.127.Dinsos. In 2018 concerning the Establishment of the Bengkulu Province CSR Forum, the Regional Government seeks to increase the participation of every company in Bengkulu. However, the results have not been effective, this is because the formation of this forum was not accompanied by the authority and mechanism in the form of a Governor Regulation. Theimpact is that CSR implementation in Bengkulu Province is small and not focused. The problem in this research is how the implementation of CSR after the issuance of the Bengkulu Governor's Decree Number: P.127.Dinsos. 2018 concerning the Establishment of the Bengkulu Province CSR Forum and What Are the Obstacles in the implementation of the CSR forum. This type of research is empirical, data sources obtained from interviews, documents, as well as literature and legislation relevant to the research. The result of thisresearch is the finding of a 16% percentage of the participation rate of companies in Bengkulu, from a total of 196 companies in Bengkulu, only 33 companies registered by the CSR Forum have distributed CSR. The rest of this company never reported the distribution of CSR. This is very inconsistent with the Utilities Theory because large companies in Bengkulu Province have not contributed too much to the Environment and Society, and are still focused on Company Profits only. Furthermore, in the second discussion it was also conveyed that several obstacles were experienced by the CSR Forum, among others: The government has not yet embraced the forum in relation to companies, There is no Regulation on Implementation Mechanism in the Investment Law and the TDP Law, the Report Submission Mechanism is not Clearly, the absence of basic technical rules for implementing CSR reporting, absence of punishments and sanctions from the local government to companies for distributing CSR.

A Board of Inquiry was appointed by the Governor of California to investigate the 1989 Loma Prieta Earthquake. The formation of the Board was prompted by earthquake damage to bridges and freeway structures and the desire to know not only what happened, but how to prevent such destruction in future earthquakes. The Board made fifty-two specific findings and eight recommendations. They identified three essential challenges that must be addressed by the citizens of California, if they expect a future adequately safe from earthquakes: 1) ensure that earthquake risks posed by new construction are acceptable; 2) identify and correct unacceptable seismic safety conditions in existing structures, and; 3) develop and implement actions that foster the rapid, effective, and economic response to and recovery from damaging earthquakes The Loma Prieta earthquake should be considered a clear and powerful warning to the people of California. Although progress has been made during the past two decades in reducing earthquake risks, much more could have been done, and awaits doing. More aggressive efforts to mitigate the consequences of future, certain earthquakes are needed if their disastrous potential is to be minimized and one of the most fundamental of responsibilities of government is to be fulfilled—to provide for the public safety. The Governor signed an Executive Order implementing the principal recommendations of the Board that may prove to be the most significant step to improve seismic safety within the State taken in the last several decades. It establishes the policy that all state owned and operated structures are to be seismically safe and that important structures are to maintain their function after earthquakes.

State mandates and guidelines significantly influence local land use planning; however few studies have been conducted to empirically detect the gaps in sustainable environmental planning between the state and local jurisdictions. This paper analyses the California Governor's Environmental Goals and Policy Report (EGPR) and 116 local comprehensive land use plans to develop a set of measurable indicators to detect gaps in local planning efforts to incorporate state goals and policies. Descriptive results indicate that the local jurisdictions reached approximately half of the state's sustainable environmental planning goals. The major gaps existed in some region-wide, global-wide, long-term, cumulative, and strategically critical environmental elements. Regression results further highlight the major factors that significantly influenced local jurisdictions' environmental planning abilities. Six policy recommendations are provided to reduce these gaps.

In this paper, the energy efficiency and dynamic performance of servopneumatic drivers are studied aiming at the correct sizing of the system components. The study is carried out through a non-linear dynamic model of a servopneumatic system. The simulation data are used along with the operating point method in order to understand the effect of loading conditions in the system performance, which is then used as a tool for component sizing. The results show the effects that the piston area has on the energy efficiency and dynamic behavior of the system. Moreover, the dependency of the servovalve size on the piston area is elucidated. A procedure to design an effective combination of piston area and sonic conductance of the servovalve is presented. A practical case where a servopneumatic system is being designed for the speed governor of a hydraulic turbine is described, evidencing the suitability of the proposed method for servopneumatic systems.

Through the secondary data analysis method, collect counties from the important statistical indicator query system of counties and citiesCity Governance Indicators Project, and from the full-text newspaper database, collect new heads of county and city leaders during the year before the annual satisfaction survey.The total number of articles reported in the report; Finally, the results of the county and city chiefs' satisfaction survey conducted by the World Magazine every year were used as data. This study uses quantitative research methods to perform statistical analysis through statistical software. The research methods used are as follows: 1. Description statistics to understand the current status of each variable; Second, Pearson correlation coefficient, to understand the degree of correlation between variables; Regression analysis, through multiple linear regression models, observe multiple dependent variables (governance performance variables and media reporting variables) Interpretation and forecasting ability of the county and city chiefs. The results of this study are as follows: 1. The governance performance of municipalities is superior to other counties and cities; In the performance change, it will significantly affect the satisfaction of the heads of the county and city for public construction; third, the number of news reports of the heads of the counties and cities will not. There is a statistically significant impact on the satisfaction of the heads of the counties and cities; the number of news articles of the heads of the four and six capitals is generally the head of other counties and cities. In particular, the number of news articles that have served as the mayor of Taipei is the highest; fifth, the economic performance and financial status of the county and city are not satisfied with the administration of the county and city leaders. Degree has a significant impact. However it was for a long time allotted to a very minor role in translation theory. Actually, it is not just rhetorical device for talking about politics, for they exemplify how people ordinarily conceive of politics. Moreover, metaphors are also frequently used in the language of politics. Although it is only one aspect of political discourse, but it’s useful starting points for looking at some of the ways in which political language operates. For example, the metaphor “Election is War” is one of the most elaborately used metaphor to account for the political metaphors. This kind of metaphor often deludes people into believing that negotiation and compromise are forbidden by the rules. Our purpose of this paper is to demonstrate the wide range of metaphor usage in German and Chinese campaign language. Because so many metaphors surround political issues are rooted in fields of war, sport, contest or anything other than confrontational – even if we are not always consciously aware of these roots – it is high time for translation theory to make a start on thorough and systematic discussion of the translation of metaphors. The paper therefore focuses metaphors as an essential part of the language of politics. It aims to classify and analyze the metaphorical expressions used in the news coverage of the 2003 California Governor Election. Data were collected from newspaper coverage and web sites during the election period, roughly from August to November 2003. It analyzes the cultural content of metaphors in newspapers and web sits on the election. In order to illustrate the differences of metaphorical usage in the politics between German and Chinese, we also put the Chinese news coverage of the Taiwan Presidential Election together. Data were collected from as well newspaper coverage and web sites from August 2003 to March 2004. We found that the pervasive lexicon of metaphors can reflect the local election culture. In Addition, we attempt to show the various metaphors reflect not only the universal tendencies of human conception, but also the culture of language-specific characteristics. Meanwhile, in this thesis we also deal with interesting aspects of translating political metaphors, such as the words, expressions and metaphors rich in culture specific connotations. So do the problems of translating it. What emerges from our actual analysis is that the translatability of metaphor fluctuates according to the complex of cultural and linguistic factors involved in each particular case. Furthermore, by interlingual comparison and contrast we intend to identify and analyze the specific cultural and linguistic components of a given metaphor and provide different methods of translating metaphors to unravel the complexities of the culture-bounded phenomenon of metaphor.

Dissertação de mestrado em Economia<br>As previsões macroeconómicas são parte integrante dos documentos de política orçamental, estas exprimem a avaliação da situação económica, no presente e as suas perspetivas futuras. Contudo, frequentemente, os governantes tentam ocultar o real estado económico do seu país. O recurso a previsões demasiado otimistas para as variáveis macroeconómicas, tem contribuído para a descredibilização dos governos de vários países, nomeadamente dos europeus, e pode ter contribuído para a ocorrência de défices, que muitas vezes têm uma resolução muito difícil. Em Portugal, este fenómeno tem-se vindo a verificar e várias podem ser as razões. Com esta investigação pretende-se entender, se existem razões económicas ou políticas que possam levar ao enviesamento nas previsões, ou se a entrada em vigor do Pacto de Estabilidade e Crescimento influenciou o enviesamento. Testaram-se vários métodos de estimação e resultou mais adequado o método das regressões aparentemente não relacionadas (SUR – Seemingly unrelated regression). Os resultados obtidos sugerem que, entre os anos de 1981 e 2017, os erros nas previsões do défice e da taxa de crescimento do PIB, foram influenciados não só pelo ciclo económico, como também por razões políticas, nomeadamente em anos de eleições as previsões foram mais otimistas. A entrada em vigor do Pacto de Estabilidade e Crescimento, também condicionou o enviesamento das previsões. Foi feito um alargamento do estudo de Portugal a mais países da União Europeia (Bélgica, Espanha, França, Irlanda e Reino Unido). Os resultados revelaram que, para o conjunto dos países, entre os anos de 1995 e 2017, os governos de esquerda fizeram previsões mais otimistas tanto do saldo orçamental como da taxa de crescimento do PIB. Todavia, a criação de Conselhos de Finanças Públicas, levou à diminuição do excesso de otimismo nos erros de previsão do saldo orçamental. O ciclo económico influenciou os erros nas previsões, sendo que, em anos em que o Hiato foi positivo isso se tornou mais notório.<br>Macroeconomic forecasts are an integral part of the budgetary policy documents, which express the assessment of the economic situation at present and its future prospects. However, it has often been noted that rulers try to hide the real economic status of their countries. Over-optimistic forecasts of macroeconomic variables have been increasing. This has led to the discrediting of governments in a number of countries, namely in European countries, and may be the cause of successive deficits, which often have a very difficult resolution. In Portugal, this phenomenon has occurred and several may be the reasons. This investigation intends to understand if there are economic or political reasons that could lead to biases in the forecasts, or if the entry into force of the Stability and Growth Pact influenced the biases. Several estimation methods were tested and the method of SUR - Seemingly unrelated regression considered to be the most appropriate. The results obtained suggest that, between 1981 and 2017, the forecasts errors in the deficit and GDP growth rate were influenced not only by the economic cycle but also by political reasons, namely in elections years the forecasts were more optimistic. The entry into force of the Stability and Growth Pact also led to bias in the forecasts. An extension of the study of Portugal to more EU countries (Belgium, France, Ireland, Spain and United Kingdom) was made. The results for the set of countries, between 1995 and 2017, showed that left-wing governments made more optimistic forecasts of both the budget balance and the GDP growth rate. However, the creation of the Public Finance Councils has led to a decrease in the over-optimism in the deficit forecasts errors. The economic cycle influenced the forecast errors, and in years in which the Output Gap was positive this became more notorious.

Walt Whitman reports the Barbarossa’spassage through Buttermilk Channel. It is a large German vessel with a draft of 28 feet. He writes an article for the Brooklyn titled, “It’s really a Channel”: “A few years ago moderate sized barks had an unhappy habit, in consort with their towboats, of going aground near the Atlantic Dock gap. There was much recrimination, a good deal of hard swearing, but there was no dispute that there was a [sand]bar in Buttermilk Chan-nel.” Whitman provides an antecedent about the Channel’s name: “the title of Buttermilk Channel is derived from the days of the Revolution when a two gun battery swept the upper bay. The colonists were not over blessed with wealth or food and the farmers drove their cows across the [sand]bar that then led to Governor’s Island. When the cows missed the low tide they had to swim home and as a result their lacteal processes resulted in sour milk. Hence Buttermilk Channel.”

AbstractFirst of all, I claim that Jörg Baten and Mathias Blum (2015a) have provided inaccurate data on Estonian male height. I discuss in more detail the most broadly used international data sources on human height in the next chapter. At this point, I only state that the decadal average of 173.4 cm for adult Estonian men born between 1890 and 1899 is not supported by other sources. The most reliable reports are surveys of provinces, presented annually by Russian governors to the central government, as they are based on the largest number of observations (N). According to this source, the mean height of draftees (N = 1654) to the Russian army in 1913 from the Estland Province was 172.0 cm (Obzor Èstljandskoj gubernii na 1913 god: 44). I use this 172.0 cm value in my quantitative analysis, although this correction only makes Estonians appear as the second tallest males (following Swedes with 172.4 cm and sharing second place with New Zealanders).

This chapter studies Charles Penningroth's report on the Bacarri campaign for William Moore, the administrative assistant to Colonel Wallace Cadet Taylor, the commander of the northern Luzon Philippine Constabulary (PC). In his narrative, Penningroth noted that Walter Franklin Hale enlisted six hundred Kalinga warriors who looted, burned, and butchered as they moved from village to village. He concluded the report by claiming that “Throughout the trip not one suga was seen by nor was any hostility shown to Lt.-Gov. Early and his escort.” He also reported that numerous village headmen begged John Early to protect them from Hale and his army. Penningroth's report was the smoking gun the PC needed to put Dean Worcester in his place, because since the 1908 creation of Mountain Province, Worcester had engaged in a bitter political fight with Brigadier General Harry Hill Bandholtz, who led the PC. Indeed, Penningroth's Bacarri report provided the evidence they needed of Worcester's draconian and unjust system of rule. The PC then concluded that because Hale used his personal army to murder civilians and burn villages, the PC would no longer provide escorts for his lieutenant governors. In short, they would no longer obey the secretary of the interior's dictatorial decrees.

Sir Edmund Andros (1637–1714) was one of the most experienced colonial administrators of the seventeenth century. He served as colonial governor of New York from 1674 to 1683, as governor of Virginia from 1692 to 1698, and as proprietary governor of Maryland from 1693 to 1694. He was less successful, though, in his tenure as governor of the Dominion of New England from 1686 to 1689. Andros was in office when Parliament removed the Catholic King James II (1633–1701) from the throne in the Glorious Revolution of 1688. He faced a revolution of his own in 1689 that led to his imprisonment. He was shipped back to England to account for his loss of control. The “Report of His Administration” is Andros's own account (written in the third person) of his activity in the dominion.

The welcoming environment that New York had provided for Progressive penology turned hostile in the 1920s, when fear of a crime wave led to an all-out attack on discretionary justice. Scathing accounts of the governor’s pardon power and the Parole Board’s release of prisoners serving indeterminate sentences appeared in the press, and in 1926 draconian mandatory sentencing statutes, known as the Baumes laws, clipped the board’s capacity to parole repeat offenders, yet nothing short of constitutional change could remove the chief executive’s powers. This chapter traces how a spate of prison riots in 1929 helped prompt a compromise between the Republican legislature and Democratic governor Franklin D. Roosevelt. This resulted in a revamped board geared to operate with business efficiency. Thus, a measure of sentencing discretion was restored, while the governor retained sole authority to reprieve and commute death sentences.

The text of the reports of the governors of the Yenisei Governorate have significant peculiarities, such as pre-reform language of the reports, outdated spelling norms, old letters and symbols. In addition, photos of the reports may contain various artifacts related to the peculiarities of writing and scanning of these documents. Standard recognition methods for recognizing report texts are inefficient, so the authors have developed a specialized algorithm for recognizing text in such images. The algorithm includes two stages: line detection in the image using the CRAFT model and subsequent text recognition using the TPS-ResNet-BiLSTM-Attn model. Self-created combined datasets were used for training and testing the models. Experimental studies confirm the effectiveness of the proposed methods.

The reference governor modifies set-point commands to a closed-loop system in order to enforce state and control constraints. In this paper, we describe an approach to reference governor implementation for nonlinear systems, which is based on bounding (covering) the response of a nonlinear system by the response of a linear model with a set-bounded disturbance input. Such a design strategy is of interest as it reduces the online optimization problem to a convex quadratic programming (QP) problem with linear inequality constraints, thereby permitting standard QP solvers to be used. A numerical example is reported.

Abstract For several US communities municipal waste combustor (MWC) ash recycling has been a commercial reality for almost a decade with over 1 million tons processed and beneficially used to date. Yet, despite the successes to date a recent report by the Integrated Waste Services Association shows less than 5% of the 7.5 million tons of ash generated in the US is recycled and beneficially used [1]. The technological, scientific and myriad of commercial successes categorically demonstrate the feasibility of ash recycling. The next step is for communities, regulatory agencies, transportation departments, and customers to partner with businesses to recycle their ash stream in an economically and environmentally sound manner. An example of this “partnering for progress” is the focus of this paper. The ash recycling partnership described in this paper was presented the Pennsylvania Governor’s Award for Environmental Excellence in 1999. Proving that Partnering is a win-win situation for businesses, communities and the environment.

Full Authority Digital Control systems are the premier control system. The applications are limitless (motorcycles to power plants and everything in between). Over the past 15 years, the US Navy has worked successfully with Woodward Governor Co. to develop and implement FADC LOCOPs for use in a number of applications including DDG and CG class ships gas turbine generators. The FADC LOCOPs provide closed loop control features as did the old analog control systems. But the FADC LOCOPs add the ease and speed of control improvements via software change, constant data monitoring/recording and network connectivity. The network connectivity advantage is still early in development; however this key feature of the control system opens up many doors. Distance support can be taken to an entirely new level via the network. Imagine a setup where if the control detects an abnormality…an email containing control system data gets sent to the blackberry of the In Service Engineering Agent (ISEA) so immediate action can be taken to maintain system reliability and reduce overall system cost. This future can help save money and avoid expensive catastrophic failure via condition based maintenance. In this future, it is possible that eventually the ISEA suggestions can be prompted right back to the FADC LOCOP so the sailors onboard can communicate with the ISEA via the FADC LOCOP. Essentially, every ship could have the ISEA (or an ISEA representative)onboard 24 hours a day seven days a week via FADC LOCOP communicating over a network. The system is not this evolved yet. However, several Navy Programs are working in conjunction towards a similar future including DDG Modernization and Integrated Condition Assessment System (ICAS) via Maintenance Engineering Library Server (MELS) and Integrated Performance Analysis Reports (IPAR). FADC LOCOPs are the foundation upon which these improvements rely to be implemented…thus the premier control system.

Introdução: Apesar dos avanços tecnológicos e descobertas a malária ainda tem causado preocupação nos governos de vários países, sendo a doença infecto parasitária de mais ampla distribuição no mundo, sendo a que mais causa mortes no mundo segundo a Organização Mundial da Saúde (OMS), em seu relatório (World malaria report) de 2021, referida enfermidade causou 241 milhões de infecções e destas 627 mil evoluíram para óbito, por abandono do tratamento e outra fração pelo o fato do parasita ter ganhando resistência aos tratamentos convencionais que se tem disponível. Objetivo: este resumo tem como objetivo avaliar o estado da arte sobre as posologias de primeira escolha descritas em literatura dos medicamentos empregados nos tratamentos da malária utilizados, os quais vêm sendo utilizados nos últimos dez anos. Material e métodos:-se as seguintes metodologias de busca e parâmetros: a) definição do argumento (tratamento convencional de primeira escolha contra a malária); b) escolha das palavras chaves (tratamento, malária, medicamentos, plasmodium); c) período das publicações (20/06/2012 a 20/06/2022); d) identificação publicações. Resultados: Em esta revisão pode se constatar que em diversas referências, há disponibilidade de muitos esquemas terapêuticos medicamentoso com a associação de diversas moléculas para o tratamento contra a malária, sendo os tratamentos de primeira escolha as seguintes associações: cloroquina e primaquina sendo o primeiro dia cloroquina e primaquina associados, segundo e terceiro dia somente cloroquina, do quarto ao sétimo dia somente primaquina para o tratamento de Plasmodium vivax, outro recurso terapêutico descrito na literatura e Quinina, Doxiciclina e Primaquina com intercalação de drogas sendo a quinina, doxiciclina nos primeiros três dias, do quarto ao quinto dia somente doxiciclina e no sexto dia a primaquina fechando o esquema terapêutico contra Plasmodium falciparum, outra associação e mefloquina com primaquina com o primeiro dia sendo mefloquina e do segundo ao sétimo dia sendo primaquina completando o esquema terapêutico contra Plasmodium vivax e Plasmodium falciparum, outra terapia e o uso de cloroquina por três dias contra Plasmodium malariae. Conclusão: Concluiu-se que os tratamentos de primeira escolha disponíveis contra a malária ainda possuem uma eficácia relevante contra casos da doença.

In the second half of the 18th century, prior to the onset of the French Revolution, following detailed reconnaissance to evaluate the state of the coastal fortifications of the Grand Duchy of Tuscany, the construction of seven new forts was ordered at various points along the sandy coastline. This initiative also included the conversion of the abandoned Marze saltworks and the Trojan Tower into fortifications. The first of these, Forte dei Marmi, was constructed between 1785 and 1786. It featured a squat, three-storey quadrangular structure with an annexed semicircular platform on the seaward side, which served as a prototype for the remaining six forts: Cinquale, Bocca di Serchio, Marina di Bibbona, Marina di Castagneto, San Rocco (now Marina di Grosseto), and Bocca d’Ombrone.This undertaking commenced during a period of peace under the rule of Pietro Leopoldo of Habsburg-Lorraine, whose administration had adopted a strictly neutral stance. This policy led to the demobilisation of many urban and rural fortresses built by the Medici in inland Tuscany, alongside significant reductions in the size of the fleet and the army, as well as the resolution of border disputes with neighbouring states.Although the persistent, albeit diminished, threat of Barbary pirates remained, the reinforcement of the coastal defence system served additional purposes: health-related measures (primarily concerning the spread of the plague) and economic-commercial objectives, such as the enforcement of customs duties and the suppression of smuggling.By examining published studies and archival documentation, this paper aims to reconstruct the events involving Livorno governor Federigo Barbolani da Montauto and several prominent architects and engineers within the government’s circle. These individuals contributed to the drafting of projects, reports, maps, and drawings, which provide insights into the true motivations behind the strengthening of the coastal military system. These motivations encompassed not only the creation of well-armed defensive structures but also the establishment of health and customs houses.

Как в самом присоединении, так и дальнейших мероприятиях принимал участие Николай Валерьевич Чарыков, крупный дипломат и заметный учёный. Сразу же после окончания военных действий Н. В. Чарыков и генерал А. В. Комаров совершили ряд поездок по присоединённой территории. В записке, опубликованной в специальном закрытом сборнике, российский дипломатический чиновник сообщал о поездке по берегам пограничной реки Теджен (Герируд). Цель поездки заключалась в том, чтобы выяснить наличие дороги на восточном берегу реки Теджен. Н. В. Чарыков даёт подробное описание данной местности. Особое внимание он обращает на наличие в данной местности стратегически важных колодцев с питьевой водой, выделяет наличие пашни. Автор изучил структуру пограничного гарнизона ближайшей персидской крепости, составил представление об армии Персии. Н. В. In 1884, an event occurred that received such a common name as the “peaceful accession of Merv”. The accession of Merv led to the need to resolve a number of subsequent issues. Both in the accession itself and in further events, N. V. Tcharykow, a prominent diplomat and a prominent scientist, took part. Immediately after the end of hostilities, N. V. Tcharykow and General A. V. Komarov made a number of trips around the attached territory. In a note published in a special closed collection, a Russian diplomatic official reported on a trip along the banks of the border river Tejen (Gerirud). The purpose of the visit was to find out the existence of a road on the east bank of the Tejen River. N. V. Tcharykow gives a detailed description of this area. He pays special attention to the presence of strategically important wells with drinking water in the area, highlights the presence of arable land. The author studied the structure of the border garrison of the nearest Persian fortress, made an idea of the army of Persia. N. V. Tcharykow conducted a survey of the mountain range in case of hostilities. Accession of Merv has caused changes in the structure of Russian government in Central Asia. Previously, relations with the Central Asian khanates were carried out through the Turkestan governor-general, but now the situation has changed. In the considered note of N. V. Tcharykow, the problems of both the accession of Merv itself and the issues related to the consequences of this accession are raised – the integration of new territories into the Russian Empire and the building of a new security contour with neighboring states.

In the summer of 2009, Governor John P. DeJongh, Jr. announced that the Virgin Islands Water and Power Authority (WAPA) had just signed two 20-year Power Purchase Agreements, and the Virgin Islands Waste Management Authority (VIWMA) had signed two 20-year Solid Waste Management Services Agreements with affiliates of Denver-based Alpine Energy Group, LLC (AEG) to build, own, and operate two alternative energy facilities that will serve the residents of St. Croix, St. John, and St. Thomas. The alternative energy facilities, to be built on St. Croix and St. Thomas, have a projected cost of $440 million and will convert an estimated 146,000 tons per year of municipal solid waste into refuse-derived fuel (RDF) using WastAway Services® technology, which will be combined with petroleum coke as fuel in fluidized bed combustion facilities to generate steam and electric power. These sustainable projects will provide 33 MW of electric power to St. Thomas and St. John and 16 MW of electric power to St. Croix, and will help to provide long-term cost stability for electric power and solid waste management in the Territory. Construction is expected to start in spring 2010 with an anticipated completion date during the fourth quarter of 2012. This procurement is a significant achievement for the U.S. Virgin Islands. When the projects are fully implemented, they will allow the Territory to reduce its dependence on oil, recover the energy value and certain recyclable materials from its municipal solid waste, and divert this waste from landfill. Since VIWMA has the responsibility to collect and/or dispose of solid waste year-round, having a system incorporating multiple solid waste processing lines and an adequate supply of spare parts on hand at all times is crucial to meeting the daily demands of waste receiving and processing, and RDF production. Also, with the location of the US Virgin Islands in a hurricane zone, and with only one or two combustion units available in each Project, the ability to both stockpile waste pre-RDF processing and store the produced RDF is very important. Gershman, Brickner &amp; Bratton, Inc. (GBB)’s work has included a due diligence review of the Projects and providing professional support in VIWMA’s negotiations with AEG. GBB’s initial primary assignment centered on reviewing the design and operations of the RDF processing systems that will be built and operated under the respective Service Contracts. VIWMA needed to undertake a detailed technical review of the proposed RDF processing system, since this was the integration point of the waste collection system and waste processing/disposal services. GBB, in association with Maguire, was requested to provide this review and present the findings and opinions to VIWMA. In the completion of this effort, which included both a technical review and participation in negotiations to advance the Service Contracts for the Projects, GBB made direct contact with the key equipment suppliers for the Projects proposed by AEG. This included Bouldin Corporation, the primary RDF processing system supplier, with its patented WastAway technology, and Energy Products of Idaho, the main thermal processing equipment supplier, with its fluidized bed combustion technology and air pollution control equipment. Additionally, since the combustion systems for both Projects will generate an ash product that will require marketing for use and/or disposal over the term of the Service Contracts, GBB made contact with LA Ash, one of the potential subcontractors identified by AEG for these ash management services. Due to the nature of the contract guarantees of VIWMA to provide 73,000 tons per year of Acceptable Waste to each Project for processing, VIWMA authorized GBB to perform a current waste stream characterization study. Part of this effort included waste sorts for one week each in February 2009 on St. Croix and March 2009 on St. Thomas, with the results shared with VIWMA and AEG, as compiled. The 2009 GBB waste stream characterization study incorporated historical monthly waste weigh data from both the Bovoni and Anguilla Landfills that were received from VIWMA staff. The study has formed a basis for continuing to augment the waste quantity information from the two landfills with the additional current monthly results compiled by VIWMA staff going forward following the waste sorts. The final GBB report was published in December 2009 and includes actual USVI landfill receipt data through August 31, 2009. The information contained in this document provides the underpinnings to allow for better tracking and analysis of daily, weekly and monthly waste quantities received for recycling, processing and disposal, which are important to the overall waste processing system operations, guarantees and cost projections. GBB’s annual projections are that the total waste on St. Croix is currently over 104,000 tons per year and over 76,000 tons per year on St. Thomas. The thermal processing technology selected for both Projects is a fluidized bed process, employing a heated bed of sand material “fluidized” in a column of air to burn the fuel — RDF and/or Pet Coke. As such, the solid waste to be used in these combustion units must be size-reduced from the myriad of sizes of waste set out at the curb or discharged into the large roll-off boxes or bins at the many drop-off sites in the US Virgin Islands. While traditional RDF would typically have several days of storage life, the characteristics of the pelletized RDF should allow several weeks of storage. This will be important to having a sound and realistic operating plan, given the unique circumstances associated with the climate, waste moisture content, island location, lack of back-up disposal options and downtime associated with the Power Generation Facility. During the negotiations between AEG and VIWMA, in which GBB staff participated, in addition to RDF and pelletized RDF as the waste fuel sources, other potential fuels have been discussed for use in the Projects and are included as “Opportunity Fuels” in the Service Contracts. These Opportunity Fuels include ground woody waste, dried sludges, and shredded tires, for example. Therefore, the flexibility of the EPI fluidized bed combustion boilers to handle multi-fuels is viewed as an asset over the long term, especially for an island location where disposal options are limited and shipping materials onto and off of each island is expensive. This presentation will provide a unique behind-the-scenes review of the process that led to this historic agreement, from the due diligence of the proposed technologies, to implementation planning, to the negotiations with the contractor. Also discussed will be the waste characterization and quantity analysis performed in 2009 and the fast-track procurement planning and procurement of construction and operating services for a new transfer station to be sited on St. Croix.

Previous financial analyses used the approach of calculating net present values of cash flows to determine a benefit cost ratio and this report uses the same approach. Additionally, an overall program rate of return (ROI) is reported and will be accumulated over time into a rolling 5-year average. The ROI is expressed as a BCA ratio, which is commonly used by State DOTs and national transportation research agencies when expressing the return on the research investment. By using total program costs in the analysis, rather than just the individual project cost, a very conservative BCA ratio is obtained. Interestingly, the quantified cost savings from a single project frequently underwrites the cost of the entire research program in a fiscal year.

These agreements tied IDB-9 to a series of reforms broadly intended to strengthen the strategic focus, development effectiveness, and efficiency of the Bank to help it remain relevant and competitive in the years ahead. IDB's Office of Evaluation and Oversight (OVE) was charged with conducting a midterm evaluation to assess whether these reforms were being implemented fully and effectively. Southern Ontario offers valuable insights into the supply chain dynamics of fish harvesting and processing across the Great Lakes region. This report analyzes the existing supply of raw materials produced by fish processing plants and evaluates the feasibility of integrating these resources into other markets. The synthesized report compiles and integrates information from various databases. The analysis examines the quantities and rhythms of fish components from Walleye and Yellow Perch. The findings reveal that combining components from the two species can mitigate supply volatility throughout the year. Specifically, the analysis shows that the standard deviation of the weekly proportion of multi-species heads (1.09%) is smaller compared to the standard deviation of individual species - Walleye (1.27%) and Yellow Perch (1.45%). The reduced standard deviation for multi-species data suggests that incorporating diverse species smooths out the extreme fluctuations in weekly supply, making it more attractive for new markets to incorporate these materials into their value chains. Additionally, the report identifies several viable upcycling models for repurposing fish by-products and highlights transformative upcycling models from other regions. The implications of this analysis suggest that substantial quantities of fish discards could lead to a broad range of upcycling opportunities for processing plants. By exploring these options, plants can enhance their economic and ecological performance.

This report presents the results of case studies on nontraditional agricultural exports in Petrolina-Juazeiro (northeastern Brazil), Ecuador, and Guatemala, analyzing the role of public policy in developing these products and the effects of nontraditional agriculture on the rural poor.
