This article explores the roles of public policy in career guidance delivery. Traditionally, most career guidance services have been structured towards the provision of social welfare to the public sector. The New Right critique of this has led to attempts to apply market principles to guidance delivery. This can take the form of a market or quasi-market in guidance. However, guidance can also be viewed as a market-maker: a means of making the labour market and education and training markets work more effectively. Some experiments in applying these principles in the UK and elsewhere are analysed.

The revitalization of the Indonesian Traditional Market has prolonged problems, becoming a never-ending story, particularly in public building standards in the last decade. A competitive traditional market is public need, where the affordable prices and infrastructure are the central consideration. This research aims to figure out the current condition of the Indonesian Traditional Market and the needs of future policy towards a competitive environment of the marketplace in a metropolitan city context. However, Western culture has been mixed into the current management of the Indonesian Traditional Market. The insight of the ideal traditional market for the metropolitan city, as well as Semarang, is the standard from Indonesian public market guidance and a lesson learned from other countries. This research was conducted between 2014-2017. A case study method was applied, using semistructured interviews, document investigation of Detailed Engineering Design (DED) and field observation of registered traditional markets in Semarang. The results will determine the current implementation of Traditional Market standards in Semarang. The infrastructure performance and redefinition category among marketplaces are suggested as a consideration toward the competitive traditional market on public building policy.

Career development is a continuous process in which an individual uses information about himself, collects it and uses it to master the vast of professions and apply it to himself. This report discusses people with disabilities and their opportunities to integrate into the Latvian labor market.

Career guidance had been a strong variable for consideration in democratic societies at global level. Individual autonomy and choice making is imperative for indulging in better market economy. Career guidance programs, if introduced at university level are very helpful for students in overcoming hesitation in career choices and selecting desirable study paths. The study compared career guidance needs among students at higher education level in Pakistan with reference to gender. Mix method design was adopted to extract data from graduating students enrolled in Management Sciences through questionnaire and semi structured interviews (male=100, female=100). Findings illuminated that male students (μ=4.1) have a clear idea about career guidance through internship programs whereas female students (μ=3.1) differed in their views about it. Male students suggested that career planning strategies, if implemented in their course may help designing lifelong careers whereas female students’ focus was towards development of effective career skills only. It is suggested that career guidance is on the brink of coming a national reality at all of the educational levels, so it may be included as a vital part in curriculum. Furthermore, as female students in our society are given less projection so they may be provided with more chances of exposure towards their future careers. One of the main economic benefits associated with the sustainable character of buildings is certainly the reduced use and energy consumption. The savings can be very significant, especially when you consider that a non-residential building, energy-efficient point of view, can be achieved a power savings of 30% (Kats, 2003). This, combined with the rising energy prices and growing awareness of environmental issues, has gradually shifted the demand towards buildings with good sustainable features; as a result, the concept of "sustainability" has become a real "driver" for designers " (Turner and Frankel, 2008).However it is appropriate and interesting to understand whether and to what extent a general trend, widely shared, is recognized by the market in terms of value.To simplify, it is appropriate to distinguish between the evidence of statistical data and considerations that have significant but only qualitative characteristics; then highlight statistics that demonstrate the relationship between the buildings performance in terms of sustainability, and the corresponding market value and, at the same time, raise the motivation and guidance of end users and investors to see if the market can push towards sustainability because of there issues such as economic benefit and convenience, and not only opportunities and responsibilities.

The central role attributed to Seán Lemass and T. K. Whitaker in the transition of the Irish economy from protectionism to a free market economy has recently been questioned. In fact, it is more likely that a set of factors and influences combined led to the eventual opening up of the Irish economy. In the same vein, this article reveals that the American authorities, at the request of William Norton, assisted Ireland in setting up the campaign to attract foreign direct investment in 1955–56, providing detailed guidance and much-needed advice to an inexperienced industrial development authority. Despite Dublin’s best endeavours, American investors did not initially rush to Ireland. This article explores some of the reasons that may have held back American investors.

In an evolving global workplace, it is increasingly important for graduates and school-leavers to possess an understanding of the job market, their relevant skills, and career progression paths. However, both the marketplace and career paths are becoming increasingly dynamic, with employees more frequently moving between sectors and positions than was the case for previous generations. The concept of a “job for life” at a single organization is becoming less prevalent across sectors and cultures. In such a context, traditional approaches to career guidance, which often focused upon identifying a suitable occupation for adolescents at an early stage and establishing a route towards it, are being challenged with the need to communicate the value of transferrable skills and non-linear progression paths. This article explores the role digital games might play in allowing learners to develop these skills as part of a wider careers guidance programme. Through a case study of the “MeTycoon” serious game, the potential reach of such games is discussed, with 38,097 visits to the game's website, and 408,247 views of embedded educational videos. An online survey of players (n=97) gives some insight into their opinions of the game's impact and appeal, with positive comments regarding the design of the game and its emphasis on creating an enjoyable gaming experience whilst providing educational content.

Do mergers raise substantial additional issues when the parties have significant innovation programs? To answer this, we examine the merger-related efficiencies that arise only with substantial innovation, arguing that innovation-intensive mergers should be treated more leniently than mergers without this dynamic dimension. We provide guidance on evidence that might determine the magnitude of such efficiencies. Next, we argue that where innovation is “directed” towards a product market, dealing with product line overlap should allay concerns about postmerger innovation. If research is not directed, we argue that theories of harm linked to the product market are unconvincing. Instead, one should look at theories of harms in the innovation market, which stem from the advantage in being first to innovate. Such first-mover advantages can be rooted in patent protection, switching costs, or network effects. This approach helps explain some of the remedies recently imposed on transactions such as Dow-Dupont and Bayer-Monsanto.

This article concentrates on youth transitions into the labour market in one EU member state, Greece. The aim is to explore ways in which the Greek state has responded to the problem of youth unemployment, looking at policies (passive and active) introduced to address this. It reveals that state policies and social norms deeply embedded in the Greek culture, rather than encouraging acquisition of ‘full-citizenship’ and financial independence, restrict young people's chances for independence from the family. As is the case in other southern European countries, in Greece, the family and informal clientelistic networks of relatives and friends have acted as the primary source of economic and social support for young people. We argue that four co-centric circles circumscribe the type of citizenship available to a young person and have implications for young people's acquisition of full citizenship and financial independence: (a) the family, (b) friends and acquaintances, (c) changes in the labour market and (d) opportunities offered to the young unemployed through passive (benefits, social assistance) and active (vocational training) labour market policies available. With regard to young peoples’ ability tobecome financially independent, these either exercise a centrifugal force, encouraging dependency upon others (especially parents and close friends) for care, guidance and support, or a centripetal force, encouraging them to assume full rights and responsibilities of adulthood.

Purpose The purpose of this paper is to report on the findings of a survey conducted by the Royal Institution of Chartered Surveyors (RICS) to discuss the extent to which qualified valuers have adapted their valuation practices in the light of guidance published by RICS in respect of sustainability and commercial property. The findings are placed within a wider debate between assessment of market value and investment value (worth). Design/methodology/approach The paper is a theoretical discussion incorporating the results from an empirical survey of valuation practitioners. Findings The paper reveals that guidance published by RICS in 2011 has achieved limited, but variable, impact in terms of impacting on valuation practice due to a combination of factors including lack of knowledge of the guidance, non-requirement of clients to request sustainability reporting within valuations, paucity of data. It found that where worth (investment value) is required, sustainability factors are more likely to impact the calculation than where an estimate of market value is prepared. The paper identifies theoretical problems and practical barriers hindering an integration of sustainability aspects into valuation practice. Research limitations/implications The empirical work was conducted prior to the embedding of guidance within the mandatory provisions of the “Red Book”; the study therefore reports on a direction of travel rather than the current position. The implications for research are the requirement to enhance data capture and to seek ways to break down the barriers to more comprehensive integration of such data so that worth and market values may begin to converge. Practical implications The paper has practical implications for both the education of valuers which is proposed through the RenoValue project discussed in the paper and for the RICS in monitoring progress towards more specific integration within valuers’ calculations. Further, the paper identifies that clients and lenders have a key role to play through the instructions given to valuers. Social implications There is now widespread recognition that properties which are not resource efficient and which are not equipped to flex to changing occupier needs may not currently be “future proofed” in investment value terms and are likely to see value erosion over time. Further, buildings have a key role in terms of climate change policy. Whilst new buildings can be mandated to meet improved efficiency standards, the ways in which buildings owners can be encouraged to upgrade will be important moving forward. One way is through a value chain response. Originality/value The survey is the most comprehensive investigation of valuer’s practice in relation to sustainability and the assessment of market value and worth undertaken. This provides a unique insight into the effectiveness of professional guidance and enables an informed discussion as to appropriate ways to enhance guidance moving forward.

Many young people today followed the same path to pursue their dreams however ended up failing, not a surprise because 80% of the startups fail in first 5 years. As technology innovation and market competition on Internet continue to accelerate, college students need guidance and support more urgently now than ever before. Meanwhile most entrepreneurship programs offered in colleges and universities provide only general strategy-innovation-finance guidance for broad entrepreneurship while lack concentration on online startups or connection to Internet technology. We proposed a technology-business-environment model that could help guide universities in nurturing, building, and shaping their students' dreams and goals towards creating a successful Internet startup business. Finally, we demonstrated a course outline for an Internet entrepreneurship course designed for undergraduate students. Such course can be used as a core course in an entrepreneurship program or an elective course in Information Systems (IS), other sub-disciplines of computing programs, or business programs.

Purpose The purpose of this study is to shed light on how accounting, which has been recognised as a contributor to the modernity problem, has been influenced by secular anthropology, which hinges on the concept of “self”. Based on Akbar S. Ahmed’s concept of Islamic Anthropology, Islamic Accounting Anthropology (IAA) is proposed as an answer to shift the accounting paradigm. Design/methodology/approach A case study in Indonesia was conducted by studying the development of the nation’s Shariah accounting from the perspective of diffusionism as an approach to anthropology. Following the constructivist tradition, IAA, which rejects the Social Darwinism notion of the superiority of the West over the East as the basis of the evolution of civilisation, is used as tool to realise Islamic norms through synchronic-diachronic study, constructing an accounting concept and invoking accounting transformation through accounting education. Findings This study finds that accounting has been greatly affected by secular Western culture through education and educators as agents that find their legitimation in country policies. Standard setters have also taken the same stance by siding with the capital market. By proposing IAA, it is hoped that Islam will replace the concept of “self-interest” as the faith of accounting and promote welfare for the ummah. Research limitations/implications The problem of modernisation lies in the newfound faith of self-interest. In accounting, self-interest is ingrained in accounting theories such as Positive Accounting Theory, Entity Theory and Agency Theory, and thus accounting has become a tool to support neoliberal society. IAA will help produce accounting that is rooted in local wisdom and necessity yet very much embedded in Islamic values. Practical implications IAA suggests that accounting education must be geared towards anthropology detached from the Orientalism-secularism concept. This shift can be accomplished by integrating IAA into the accounting education curriculum. Social implications Based on IAA, accounting practices can be designed under the guidance of the Quran and result using a synchronic-diachronic approach. By changing the ontological view through accounting education, accounting can drive societal consciousness towards the welfare of society instead of self-happiness. Originality/value Islamic accounting and anthropology are two subjects that are rarely discussed concurrently.

China has been actively integrating itself in the global economy through Foreign Direct Investment (FDI) and increasing trade flows. In order to further expand its foreign market ambition and reinforce itself as a leader in the world economic system, China unleashed the Belt and Road Initiative (BRI). One of the main economic incentives behind this initiative is to strengthen China’s integration with Central and Eastern European (CEE) markets. In recent years, an emerging trend for Chinese investors to invest in CEE countries such as Poland can be observed. The aim of this research is to analyze the changing patterns and motives of Chinese Outbound FDI (OFDI) to Europe during the period of 2009–2017 under the guidance of BRI. To explore the heterogeneity of Chinese investments behavior within Europe, this paper summarizes the apparent characteristics of Chinese investment patterns in Western Europe and the CEE region. We show that BRI has — against all expectations — no impact on Chinese investment in the CEE region but — in line with expectations — Chinese investors have changed their motives to invest in CEE countries with a shift towards the service sector. To investigate the impact of BRI on Chinese investors, the period of study is divided into two phases: (1) 2009–2013: period before the proposal of BRI and (2) 2014–2017: period after the initiation of BRI. Then the rationale behind the observed differences is examined in detail.

Forward guidance—the issuance by a central bank of public statements concerning the likely future settings of its policy instruments—is widely regarded as a new tool of monetary policy. The analysis in this paper shows that Federal Reserve policymakers from the 1950s onward actually accepted the premises of forward guidance: the notion that longer-term interest rates are key yields in aggregate spending decisions; and the proposition that indications of intentions regarding future short-term interest rate policy can affect longer-term rates. Over the same period, they were nevertheless wary about providing forward guidance regarding short-term interest rates, fearing that this could generate untoward market reactions or lock the Federal Open Market Committee into inappropriate rate settings. They concentrated on describing future policy in terms of achievement of economic objectives, with their commentary on interest-rate prospects usually confined to consideration of the longer-term factors affecting rates. Even in these years, however, there were infrequent occasions—notably in 1974 and 1982—when policymakers provided more explicit guidance regarding the path of short-term rates. In the 1990s, a consensus developed in U.S. policy circles that was more receptive toward the notion of guiding longer-term interest rates by providing indications of future FOMC actions. This consensus developed even before concerns about the lower bound on short-term rates became prevalent in U.S. policymaking. The new mindset, which stressed the stabilizing effects on the economy of communication of policy intentions, set the stage for the emergence of forward guidance as a monetary policy tool.

Institutions of Higher Education seek to instil in their students the scientific competencies throughout the guidance of different included courses in their curriculums. However, the assimilation of diverse methodologies evidence the lack of development of those scientific competencies necessary for professionals to be graduated and therefore required by the labour market. This research examines the research competencies of students of higher education sample (N=189) to determine their appreciation towards scientific competencies they consider to have developed in both their educational processes. The results prove the perception of subjects in respect to the development of interpersonal and intrapersonal skills, decision-making, problem-solving and acquisition of scientific competences, the basic ones; use of technology, appropriation of new knowledge, self-learning and search of information, specialized competences, drafting of reports, design of articles, presentations, development of degree works and definition of new projects. The application of ANOVA detects that there are significant differences according to the gender of subjects on competencies referred to the search of physical information where women stand out, and reading comprehension of documents in English where men stand out. Besides, it’s demonstrated that these competences contribute to students’ critical thinking. IES required to include research as mechanism to strengthen the education. In recent years, as the largest emerging market, China's economic development has gradually shifted from the high growth stage to the high-quality development stage. The company is an essential micro-subject of macroeconomic activities, and an entrepreneur's academic background is a critical factor in achieving high-quality corporate development. This study takes the data of IT listed companies in China from 2012 to 2017 as the sample, Screening research samples based on academic experience requirements based on requirements for current or former teaching and research positions in universities, then makes an empirical analysis on the connection between academic executives and companies innovation ability. The results indicate that there is a significant positive correlation between executive academic experience and the company's innovation ability, i.e., academics-type. There is also a significant positive correlation between the average tenure of executives and innovation ability, which still holds after the robustness test. Researching the relationship between the academic experience of the executives of listed companies and their innovation ability can not only enrich the research on the characteristics of the senior management team, but also provide theoretical guidance for the construction of senior management team, and provide a few suggestions for the improvement of innovation ability and the formulation of government-related policies.

Background: This study was formulated for the comparative evaluation of the knowledge and attitude of the general dental practitioners and non-orthodontic specialties about the orthodontic treatment. Methodology: Data of this cross sectional study was collected from 100 general dentists between an age ranges of 30 to 50 years using simple random sampling from all over Lahore. Results: The percentage for the positive responses was 85.69% whereas the negative response rate was very low which was reported as 14.3%. This showed that dental practitioners in market are practicing orthodonticskills. The response rate of general practitioners was: 60.42% positive responses and 39.57% negative responses were obtained which showed that more than half of general dental practitioners have a positive attitude towards orthodontic treatment guidance to their patients with general complaints. Conclusion: The overall attitude of general dental practitioners is satisfactory towards orthodontic treatment in general patients. Moreover, dental practitioners in Pakistan are were well aware of the Skills used before, during and after the orthodontic treatment. The development of the tourism industry in the south of Bali tend to be uncontrolled and opened an opportunity for other development of alternative tourism destination in other regions of Bali such as Singaraja. One of destination with natural and cultural tourism attraction is Ambengan Village. In the increase of tourist demand, the community needs to do some innovations and development of tourism product. Furthermore, it requires to prioritize the existing market segmentation and reaching the other one. It necessary due to the existing product has some weaknesses compared to tourism product attributes. The objective of this research is to discover the tourist’s profile and their perception of ecotourism product in Ambengan Village with qualitative and quantitative method. To obtain the data, the research instruments used were questionnaire to 100 mixes of domestic and international tourist, interview guidelines to government, village chief, local community, and checklist observation. Majority of the tourist were satisfied with natural attraction been offered, informative local people, and safety atmosphere surrounding area. The local community has been aware of tourism potential in their village. They are in the state of euphoria level. However it wasn't completed with other supported attributes such as accommodation; restaurant; accessibility; route direction; moneychanger and souvenir shop. Government needs to allocate more budgets in supervising the community to develop tourism potential. The data obtained also assists them practically to create marketing strategy and guidance of ecotourism product in Ambengan Village.

Purpose This paper aims to discuss the compliance duties of Swiss banks toward the Chinese exchange control in case of PRC residents’ deposits. Design/methodology/approach The paper matches the Swiss regulatory framework and practice in matter of banks diligence with that of the PRC exchange control and tentatively identifies the consequences resulting thereof for Swiss banks. Findings The paper finds that exchange control does fall within the scope of the Diligence Code. It suggests that banks should broadly interpret the related provisions. While in case of infringement, Chinese penalties can still be rated as a remote and moderate threat, they might strengthen. Meanwhile, the Swiss ones, under the Code, are serious. Research limitations/implications The paper does not cover other forms of overseas investment from China, namely, commercial investment. Besides, there is no related jurisprudence or practice as of yet; therefore, the findings of the paper need to be tested. Practical implications The paper suggests that the compliance officers of Swiss banks should familiarize themselves with the specificities of the PRC exchange control to anticipate the related risks. Originality/value Sino-Swiss compliance and bilateral assistance in financial matters are still unchartered waters. Because the Greater China market is of growing significance for Swiss banks, they might welcome early guidance to avoid repeating their mistakes with the USA and the EU.

The need to satisfy the continuous requirements of the market, the need to keep the quality of products and services, as well as the need to improve their processes become a difficult task for organizations. DevOps arises to handle this continuous change because it addresses the reduction of the gap between development and operation. However, the influence of this new paradigm in organizations becomes a big challenge, mainly related to a cultural change. If the change of culture is not properly implemented, it could impact a team with negative consequences. In this context, there is no specific guidance that helps organizations with their implementation. Based on the lack of guidance, this paper presents the Reinforced DevOps Guidance, which aims to help teams to achieve an evolution of their software development, software delivery, and project management processes toward a proper DevOps implementation. The guidance uses a web platform that allows a dynamic implementation. That way helps teams to understand the set of tasks to be followed and the impact of their implementation on their current organizations. This paper shows both an overview of the guidance, highlighting the web platform, and its application in a very small entity (VSE). The results show that the use of the guidance: provides support toward addressing the effort in VSEs; gives the information of the technology, processes, and teams aspects that should be improved; and allows the cultural change in a pace supported by VSEs.

Japan agricultural cooperative known as JA in Japan is the citadel of small farmers’ livelihoods. For almost 60 years, JA was the driving force behind small farmer-supportive policy in Japan. The reverse is the case in Nigeria where agricultural cooperatives are not tailored towards organized support; therefore Nigerian farmers face the brunt of the market, policy and economy. While there are emerging challenges for JA, its relevance remains undaunted in marketing, farm guidance, credit, insurance, and subsidy among others. The paper examines the need for adapting the JA agricultural cooperative model in Nigeria and the needed institutional contexts. Alleviating rural poverty in Nigeria requires building farmers capacity through cohesive farmers’ organizations that will act as channels for introducing agricultural technologies for production and processing, gaining access to quality inputs, credit and technology, reduce farm gate losses and enhance harmers access to market and generally improving their capacity for negotiating better deals in the political system and gaining more control over their socioeconomic position in the Nigerian social system. The JA model of agricultural cooperatives is a relevant case study to building an organization that would meet farmers’ needs and help in agricultural development.

We argue that ways of thinking about poverty changed dramatically due to the Great Transformation in Europe which created a market society. These ways spread to the rest of world due to the colonization and global conquest of Europe. The market society requires a labor market which de-humanizes people turning them into commodities. This and other related changes in attitudes toward wealth and poverty are the sources of the difficulties created by poverty and inequality. An Islamic approach requires re-creation of society on the basis of generosity and cooperation, values which are antithetical to greed and competition, the basis of market societies. We sketch a three-dimensional approach to resolving problems created by inequalities and poverty, based on spiritual, social, and institutional components. In each area, the source materials of Islam and Islamic history provide ample guidance and precedent for a radically different approach to these problems.

Purpose The purpose of this paper is to perform a comparative analysis on the attitudes of rural and urban Irish consumers towards cultured meat. Design/methodology/approach A mixed methods exploratory sequential design was used. This involved collecting qualitative data first, through group interviews, and using the results of these to design the questionnaires for the quantitative data collection, which was analysed using SPSS 24.0 ®. Findings Urban consumers were more receptive towards cultured meat and more concerned about the environmental impact of current meat production practices. Rural consumers were more concerned about the possible damaging effect cultured meat production could have on agri-business and the livelihood of Irish farmers. The safety of the technology emerged as the biggest concern for both sets of consumers. Research limitations/implications The sample size used for the qualitative research resulted in a 95% confidence level and a confidence interval of 5.55. A larger sample number would give a tighter confidence interval and a more accurate representation of consumers’ attitudes. Practical implications This research could give guidance to food companies of how to market cultured meat products towards Irish consumers based on their concerns and their perceived benefits of the technology. Social implications This research added to previous research performed in Ireland showing that urban consumers are more receptive towards new food technologies than their rural counterparts. Originality/value This is the first paper comparing the attitudes of rural and urban Irish consumers towards cultured meat and adds to the literature on this emerging subject area.

A good point-of-care diagnostic test holds a promise to reduce inappropriate use of antibiotics by enabling early detection of the pathogen and facilitating rapid testing of antimicrobial susceptibility. India has taken many initiatives in the recent past to augment the development and deployment of diagnostics in Indian health care system. Funding opportunities to promote innovation in diagnostics development were started in early 2000s through various ministries and departments. India released National Essential Diagnostics List which enlists essential tests and there is now Free Diagnostics Service Initiative of Government of India under National Health Mission that mandates to provide all essential tests free of cost. We wanted to understand how these initiatives have impacted the diagnostics that could be of use in containment of antimicrobial resistance (AMR) and whether there is a smooth process for bringing indigenously developed products relevant to AMR into the healthcare system. We conducted a longitudinal survey (January 2019 and January 2021) to understand the availability of market ready indigenous rapid diagnostics for AMR in the country and their progress towards introduction in the private market or uptake in healthcare system. We found that many innovators and developers are working towards development of rapid tests that can be useful in the containment of AMR in India. While there are many promising diagnostics on the horizon, the pathway for uptake of indigenously developed diagnostics in healthcare system remains disjointed and needs to be harmonised for the investments made towards development to translate as tangible gains. Since most of these efforts are government funded, it is incumbent upon the government to also provide a seamless pathway to make these diagnostics available in health care system. In absence of this guidance, most of these diagnostics will sit with the innovators/developers and will never be used for the purpose they were intended to serve.

The intricate patterns of cell migration that are found throughout development are generated through a vast array of guidance cues. Responding integratively to distinct, often conflicting, migratory signals is probably crucial for cells to reach their correct destination. Pax6 is a master transcription factor with key roles in neural development that include the control of cell migration. In this study, we have investigated the ability of cells derived from cortical neurospheres from wild-type (WT) and Pax6 −/− mouse embryos to integrate diverging guidance cues. We used two different cues, either separately or in combination: substratum nanogrooves to induce contact guidance, and electric fields (EFs) to induce electrotaxis. In the absence of an EF, both WT and Pax6 −/− cells aligned and migrated parallel to grooves, and on a flat substrate both showed marked electrotaxis towards the cathode. When an EF was applied in a perpendicular orientation to grooves, WT cells responded significantly to both cues, migrating in highly oblique trajectories in the general direction of the cathode. However, Pax6 −/− cells had an impaired response to both cues simultaneously. Our results demonstrate that these neurosphere derived cells have the capacity to integrate diverging guidance cues, which requires Pax6 function.

In the enlargement process, the agriculture and food sector merits particular attention because trade and policy issues between the candidate countries and the EU are more important in this sector than in any other. In 2001, Hungarian agriculture’s contribution to GDP was 4.5 percent and agriculture represented 6.2 percent of the total employment. The share of agricultural and food products in total exports was 7.5 percent. Agricultural policies in Hungary have developed in the context of a transition towards market economy and in anticipation of entry into the EU Common Agricultural Policy (CAP). Producer prices in Hungary are by up to 20 percent lower than EU domestic producer prices (with the exception of beef, maize and sugar-beet). Domestic consumer prices are, in average, closely aligned with the world market prices, and in 2001, consumers were paying the world market prices. Progress made so far by Hungary provides a good basis for implementing the acquis in the agricultural sector, however, strengthening of the administrative capacity with regard to the Common Market Organisation mechanisms and structures relating to the European Agricultural Guarantee and Guidance Fund is a priority. For Hungary, the issues of equality of treatment and no distinction between the old and new members of the EU are at least as important as the level of transfers it will receive. The revised draft common position of the European Commission does not seem particularly equitable and should be improved by the end of the accession negotiations.

We empirically investigate if the incorporation of inflation expectations helps improve the forecasting performance of a suite of univariate inflation models. Since inflation forecasts are instrumental to the conduct of an effective monetary policy, any possible improvement in the inflation forecastability may tend to enhance the effectiveness of monetary policy—by providing forward guidance both to the monetary authority and the market to effectively anchor inflation expectations. Our results are robust across specifications of our baseline models, sample sizes and forecast horizons. The introduction of inflation expectations, whether contemporaneously or with a 6-months lead improves the predictive ability—both in-sample and out-of-sample for 6 and 12-month horizons. Deterioration however is observed for a 3- month horizon, which point towards the weak representation of the expectations data for a 3- month horizon. Over the last decade two key changes affecting employability, labour market operation and policy delivery are austerity and the expansion of the use of information and communication technologies (ICT), especially web-based technologies. Increasingly, given pressures for cost savings and developments in ICT, employers’ recruitment and selection strategies are at least partly web-based, careers guidance and public employment services are moving towards ‘digital by default’ delivery and job seekers are expected to manage their job search activity and benefit claims electronically. So, what are the implications of austerity and technological change for employability? This article presents a critical review of the literature on ICT and its relation to, and implications for, employability in a context of austerity. A new framework for employability is presented and those aspects of employability where ICT plays a key role are highlighted. It is concluded that in the context of austerity and technological change more is demanded of individual job seekers/workers, as they are expected to take greater responsibility for their marketability in the labour market. This means that individuals’ attributes and skills are of enhanced importance in conceptualisations of employability. ICT skills have a key role to play in employability, but not at the expense of more conventional social skills which remain very important alongside digital literacy.

The current main issue in the construction sector in Europe concerns the energy refurbishment and the reactivation of investments in existing buildings. Guidance for enhancing energy efficiency and encouraging member states to create a market for deep renovation is provided by a number of European policies. Innovative methods and strategies are required to attract and involve citizens and main stakeholders to undertake buildings’ renovation processes, which actually account for just 1% of the total building stock. This contribution proposes technical and financial solutions for the promotion of energy efficient, safe, and attractive retrofit interventions based on the creation of volumetric additions combined with renewable energy sources. This paper focuses on the urban reality of Athens as being an important example of a degraded urban center with a heavy heat island, a quite important heating demand, and a strong seismic vulnerability. The design solutions presented here demonstrate that the strategy of additions, because of the consequent increased value of the buildings, could represent an effective densification policy for the renovation of existing urban settings. Hence, the aim is to trigger regulatory and market reforms with the aim to boost the revolution towards nearly zero energy buildings for the existing building stocks.

In the modern business environment, emphasis is placed on timely production, requiring timely delivery and fast and predictable release of goods at the borders. Experiencing delays in the supply chain of goods increases transaction costs, which can, in consequence, raise the price of export and import products. South Africa is a developing state that needs to be competitive on every front to secure economic growth considering the current push towards the African Continental Free Trade Area (AfCFTA). This article aims to tackle the issue of non-tariff barriers to trade, particularly restrictive customs and administrative procedures at border crossings in the Southern region, by exploring trade facilitation measures which can be crucial for integration and development. Trade facilitation regulates behind-the-border measures and encompasses reform of a country’s customs policies and infrastructure as customs operations can be characterised by a complex array of requirements for traders, including documentation requirements. This article accordingly examines how South Africa is evolving its customs environment to facilitate trade further and to enhance market access of goods into the country and the Southern region. South Africa has adopted a Custom Modernisation Programme (CMP) under the guidance of the South African Revenue Services (SARS). The adoption of this programme can potentially reduce the delays in trade transactions at border points.

Wave energy is one of the most promising renewable energies available with its very large resource. The waves generated by the wind field are steadier than the wind field itself, rendering wave energy more consistent than wind energy. It is also more predictable than wind and solar. Wave energy is making continuous progress towards commercialisation, and thanks to an increasing number of deployments at sea, the sector is increasing the understanding of the costs and economies of these projects. No wave energy converter has been demonstrated to be commercially viable, and it is yet to be proven that wave energy can contribute to the renewable energy mix. In this context, and in order to find an economically viable solution for exploiting wave energy, it is important to assess the economic potential of a particular concept throughout the entire technological development process. At early development stages, this assessment can be challenging and present large uncertainties. Notwithstanding, it is important to perform the economic assessment already at the early stages in order to identify possible bottlenecks or potential improvements or modifications of a concept. This work presents guidance for the economic evaluation of a wave energy concept at an early development stage by setting up the economic frame based on a target LCoE. It involves the understanding of the entry cost to be achieved for a specific target market and evaluating the breakdown of costs based on a detailed technology agnostic database of costs. The guidance is then applied to a new type of wave energy converter, in which the primary coupling with the waves is through hydrodynamic lift forces.

Market interventions to protect public health are likely to be subject to EU law challenge as contrary to the rules on free movement. In the Scotch Whisky case the CJEU stressed the importance of defined public health objectives and supporting evidence in the analysis of whether interventions are justified as “appropriate” and “necessary”. This article considers the wider implications of this judgment for the application of the proportionality test in free movement cases and in the case of innovative interventions that are adopted on a complex evidence base. The article argues that the unusual development that Scotch Whisky made to the CJEU’s wider trend towards greater engagement with evidence should be treated with caution, and that it is possible for national courts to apply the new guidance on the role of evidence in the proportionality analysis with sensitivity. The article also argues that policymakers must now be more aware of how they frame innovative interventions and the evidence supporting them.

INTRODUCTION: Risk of cardiovascular disease (CVD) events increases with age. With treatment, individuals with highest risk accrue greater absolute risk reduction. New Zealand’s CVD guidelines provide no upper age limit for risk assessment. Guidance for treating those over 75 years is limited. Little is known about GPs’ attitudes regarding assessing and managing cardiovascular risk among older people. METHODS: A 39-item questionnaire including three cases representing various risk was developed and administered to 500 GPs randomly selected from a registry. RESULTS: Of the GPs, 379 were eligible; 86 (22%) responded to the questionnaire. Most were male (57%), between 40 and 59 years of age (74%), of European ethnicity (57%), had a medical degree from NZ (60%), and had been practising for at least 10 years (98%). Respondents were less likely to assess risk with increasing patient age and more likely to manage risk according to individual risk factors, rather than absolute risk. Marked variation occurred in intent to assess risk for a patient aged 78 years, according to living environment, co-morbidity, and functional status. In general, respondents indicated that they would usually assess risk for a 78-year-old community-dwelling patient without dementia but not for such a patient living in residential care or with dementia. DISCUSSION: This is New Zealand’s first report of GPs’ perspectives about assessing and managing CVD risk for older patients. Findings are consistent with international studies. More support and training in lifestyle assessment is needed, as well as clearer guidance for assessing and managing risk among older patients. Sustainable use of resources is an act of social responsibility, in which all the factors that benefit or exploit that resource are involved. Education, with its most important goal—finding a place in the labor market in the form of a career—is a process that involves multiple financial, human and institutional resources. The present study analyzes to what extent the careers that young people in Romania build correlate with their personal interests. Using the Holland Test, the interests of a group of engineering students were identified. It was observed that there are three typologies of people: those who have chosen their field of study according to their interests, those who are interested in interdisciplinary fields of which engineering is a part and the third category, who have no interest in the field of engineering. The percentages of the three categories are approximately equal, which should determine the change of educational policies in Romania, in the sense of promoting and practicing career guidance for the early discovery of young people’s interests and the sustainable convergence of all resources towards them.

During the past decade China's leaders have called repeatedly for reductions in administrative interventions in the economy, for greater reliance on economic “levers,” for decentralization of economic decision-making, and for an increased role of markets. Although the need for liberalization is fairly widely accepted, debate over how far and how fast to proceed has continued. One view initially proposed by Chen Yun sees China moving towards a system where a “planned economy is primary, and markets are supplementary” (jihua jingji wei zhu, shichang tiaojie wei bu). Others advocate moving beyond Chen Yun's vision to a system where, in fact if not in name, allocation takes place primarily through markets. International evidence shows that the demand for STEM workers is expected to grow significantly. Despite this, students’ interests and motivation towards STEM learning especially STEM Vocational Education and Training (VET) is not increasing. This Skills Gap phenomenon has driven many countries to adopt policies and take initiatives to help close it. The purpose of this research is to study what factors influence the enrolment of students in Vocational STEM courses. The participants were students following a STEM programme at the Institute of Applied Sciences, MCAST. A quantitative research methodology was adopted for this study. An online cross-sectional survey questionnaire, containing Likert scale responses, was used to collect data. The SPSS Statistics 24 program was used to analyse the data and test it for reliability and validity. Factor analysis was carried out to reduce the initial independent variables into a fewer number of dimensions.The study found that parental advice, students’ interest in STEM subjects, their previous work experience and their positive attitude towards VET education are most influential in students’ enrolment in vocational STEM courses. It also highlights the need for school guidance officers to acquire more knowledge about VET STEM careers and accurate labour market information so as to assist students to make well-informed career path decisions. The findings of this study will provide valuable insight as to the causes of low enrolment within MCAST STEM programmes and help stakeholders determine the measures and strategies needed to encourage participation in STEM vocational studies.

Foreign direct investment is significantly important for the emerging market countries or countries in transition. Scientific literature provides plenty of evidence that FDI may have both negative and positive influence on economic growth. However, research proves that just specific type of FDI may bring benefit to the host country. Thus, a targeted FDI policy is essential for directing foreign capital into problematic business areas or regions. The goal of the article is to propose a complex targeted FDI policy, the employment of which would give benefits to the host country and achieve its strategic goals. Benefit-opportunities-costs-risks analysis and analytic network process method are used for the empirical research. Final results reveal that Lithuania, attracting FDI into research and development area, gains great benefits and exploits opportunities. At the same time, the highest costs might be generated while implementing a FDI policy in this area. A FDI policy towards service sectors would cause the least amount of risks. These results are significant for academics as the basis for further research, and decisions-makers as guidance for the development of the national FDI policy.

Why does an industrial alliance upgrade sometimes quickly and sometimes very slowly? The answer to this question can scientifically reveal the key driving forces of the sustainable intergenerational evolution of industrial alliance innovation ecosystems. From the perspective of structural evolution, we analyzed and compared the key driving forces using a longitudinal case study from the 2G to 3G, and then to the 4G innovation ecosystems of China’s Time Division Industrial Alliance (TDIA). The findings showed that the internal key driving forces influencing the intergenerational evolution of the industrial alliance innovation ecosystem include the superiority of the new innovation ecosystem, the sustainability of the old ecosystem, and inheritance between the new and old ecosystems. Market demand and government policy indirectly affect the intergenerational evolution by shaping the environment in which the innovation ecosystems are embedded. This research will support industrial alliances and core members in making strategic innovation ecosystem decisions and support governments in designing related policies with scientific theoretical guidance and decision-making references. In particular, this study aimed to offer inspiration for the promotion of the successful sustainable evolution of China’s TDIA towards 5G.

The development of the self and custom housebuilding sector can work towards increasing the supply of housing and alleviate some of the strain on the housing market in England. Although it is not a solution for everyone, improving self and custom housebuilding can add diversity to the market, increase housing affordability, and produce sustainable homes. This has been recognised by the UK Government, which has introduced legislation which aims to assist self and custom builders on the journey to building their own home. The goals of the legislation are to ensure every local authority in England keeps a register of individuals who want to build their own home, to consider this register when carrying out other planning functions, and to grant sufficient planning permissions for those on the register. This paper evaluates the ‘self-build and custom housebuilding registers’ from the perspective of transaction costs and perceived effectiveness. This is achieved through semi-structured interviews with local authority planners, private-sector planners, property developers, and national bodies. The findings of this study identify that the primary transaction costs occur in the eligibility tests stage of the register application and relate to the uncertainty felt by applicants post application. The paper concludes that these could be rectified by implementing a more consistent and fair system. The perceived effectiveness of the register varies considerably. The paper determines that the policy requires significant change in order to meet the goals it set out to achieve, which includes model Supplementary Planning Guidance documents and a robust support system for applicants.

The requirements toward the human resources are evolving as well. At the same time, the expectations of the candidates toward the employers are getting more demanding in terms of working conditions and appreciation. Employee profiles and change management are key aspects of HR management while the companies are striving to adjust their learning and development programs, working environment and structures in order to retain and develop their associates. Companies start to measure their employees’ satisfaction, than converting to employee engagement and nowadays more and more organizations are focusing on employee NPS (net promoter score)1, which is not only promoting the products or services of the company they are engaged in, but also the company as an employer. This paper is focusing on employee satisfaction, employee engagement and eNPS (employee net promoter score). It gives guidance what are the global trends with local impact, presenting results from several surveys on the Bulgarian market of global and local companies executed between 2012 and 2017. The primary focus of the research is to outline which channels and ways of communications are the most beneficial in the attempts of the business organizations to address their employees, boost their enjoyment and motivation and make them ambassadors of the product and services they produce, but also promote them as an employer. Presenting the outcome of the surveys is giving guidance on top drivers for employee satisfaction, engagement and loyalty. It is leading to conclusions that are enlightening the associates’ interpretation of those drivers in the different contexts of business environment. The organizations are conducting internal surveys within their global structures, but also participating in researches on the local market in Bulgaria to cross check the findings and the trends. Local cultural differences are influencing the organizational culture and trends of the business. The paper analyses the results related to the Bulgarian market and provides further recommendations as to how to address the findings resulting from the survey.

PurposeThe purpose of this study is to assess differences between the guidance offered by cultural studies in the services literature and the retailing literature for emerging markets. To research these differences, the role that the contact person has towards South African township residents' willingness to buy is to be assessed.Design/methodology/approachA services quality survey of black (ethnic Xhosa) township residents was performed for two different retail types: new, small, independently owned grocery retailers located within the townships, and established, large, national chains located within the city centres. The influence of these services quality measures on willingness to buy was assessed using the partial least squares method for each of the two retail types. Differences between the model parameters for these two retail types were assessed using ANOVA.FindingsThe results show that, consistent with the retailing literature, the contact people in these new, small, local and independently owned retailers focus extensively on empathy to influence willingness to buy, while the contact people in the large, traditionally white‐owned national retailers jointly focus on assurance and responsiveness to influence willingness to buy, and spend very little effort on empathy.Research limitations/implicationsResearch implications are based on the usefulness of supporting theory, namely that the guidance offered by the cultural studies in the retailing literature is more predictive than that in the services literature for the emerging South African retailing market.Practical implicationsIt is found that core elements in relationship marketing are well ingrained in collectivist Xhosa cultural norms. The results suggest that these cultural norms can, and should, be leveraged by the new independently owned grocery retailers.Originality/valueThe research addresses a key concern within emerging markets and offers practical help for retail development within this dynamic economic setting.

(1) Purpose: The main objective of this research was to determine if and how the COVID-19 pandemic impacted new entrepreneurial opportunities. The study also focused on finding the means of actions that can positively affect the future entrepreneurial field. (2) Methodology: Initially, the literature review was approached, the complementary evaluation of the researchers’ interest sustaining the timeliness of the analyzed topic. The empirical analysis implied conducting a multiple statistical regression on how the new entrepreneurial opportunities can be affected by relevant variables. (3) Findings: The obtained results highlighted a potential beneficial effect of the COVID-19 pandemic on entrepreneurship, namely determining new entrepreneurial opportunities. The need to consider new directions of action in entrepreneurship was also outlined, the online migration and the adaption to new market configurations being considered essential promoters of change. (4) Practical Implications/Originality/Value: Although existing research focused, to a large extent, on analyzing the COVID-19 pandemic’s effects on entrepreneurship, few of them highlighted a future perspective that would ensure the continuity of entrepreneurial processes in extreme conditions, such as those under study. The present research could contribute to the specialty literature enrichment while serving as guidance to the entrepreneurship practitioners towards the implementation of long-term visions and processes.

In this paper a group of young people from Torshavn, the capital of the Faroe Islands, share their personal reflections and views on the ‘Faroese father’ in present-day society. The material from this qualitative study is used to examine and analyse the role and position of the father in relation to his family and working life, his masculinity and identity, and his general historic status in society. The main aim of the paper is to outline and illustrate a pattern of transition in Faroese fatherhood resonating new gender and family values, but also a social shift towards a (late) modern and diversified labour market with emerging female-dominated professions. Seen from the son’s and the daughter’s perspective, this paper suggests, the father’s place in the life of his children mirrors a very special relation associated with feelings of affection, safety, and guidance. Drawing on theoretical scholarship from fatherhood research in the tradition of critical men’s studies, as well as from anthropological family studies, this paper contributes to scientific reviews of fatherhood and masculinity in small island communities in shift. This study is part of the larger research project called Faroese Fatherhood in Transition (2018-2021) financed by Research Council Faroe Islands.
