Streszczenie:

This research developed a methodology for the capacity planning of a furniture finishing system using both deterministic analysis and stochastic simulation. The thesis includes the development of an interface through which users can interactively build a simulation model of a finishing system. The Excel-based interface de-couples data input from the simulation model construction and execution. This provides a user-friendly tool for analyzing a finishing system. A manufacturing manager unfamiliar with simulation techniques can use the interface to conduct simulations and experiment with various input parameters such as line loading techniques and line speeds. Through the interface, results from the simulation can be used in an iterative process to analyze and refine design parameters of the finishing system. Adjustments to input parameters are made, and the model is re-simulated until the user discovers and eliminates any problem areas within an existing finishing system or accurately determines the required workstation capacities for a proposed system.

Melting of frozen water in food products is denoted thawing. The phase change requires energy, and takes place at a constant temperature for pure water. For mixtures of water, fat, protein and ashes (i.e. foodstuffs) this phase change will take place at a gliding temperature. Thawing is physically the opposite process to that of freezing. The heat flow is reversed and instead of extracting heat from the product, heat is directed into it. Although opposite processes, thawing is more difficult to carry out with respect to predictability and controllability. This is due mainly to three aspects:

1. Increased heat flow resistance as the thawing proceeds.

2. Reduced temperature difference (ΔT) between product and media.

3. More difficult to monitor the process and product end temperature accurat

The food processing industry depends on a continuously and safe supply of raw material, in order to utilise process equipment better, improve production planning and to create stable and secure working environment for the employees. The fish industry is very important for Norway, and its export value (NOK 30,6 billion in 20011) is the second highest after oil and higher than gas. The fact that supply of fresh raw material (i.e. fish) often is dependent on seasonal variations, weather conditions, quotes and regulations (governmental and international), has been a great intensive to use frozen raw material in the fish process industry.

A survey amongst 155 fish processing plants throughout Norway showed that 75 % of them used thawing in their production and further 23% claimed that they would do so in the future. 93 % of the companies that thawed did so in an uncontrolled manner. The challenges in industrial thawing are many:

• Block frozen products changes size during thawing and are generally more difficult to handle

• The product texture are temperature dependent

• Size variations – both single fish and batches

• Use of both fresh and frozen raw material

• Company culture

Thawing by heat transfer through the surface has been studied for three different products; Salmon, Cod and Mackerel. A slightly different approach has been used for these products depending on the raw material availability, industrial needs and relevance.

We show that, under certain conditions, instead of solving stochastic capacity expansion problems, we will obtain the same optimal solution by solving deterministic equivalent problems. Since only the first decision must be implemented immediately, knowing the optimal first decision is nearly as good as knowing the entire optimal sequences. Hence if we can solve the problem with 'big enough' finite horizon such that the first decision remains optimal for longer than this finite horizon, then we identify the 'big enough' finite horizon as forecast horizon. The forward dynamic programming recursion can be used to solve a finite horizon problem. An efficient forward algorithm has been developed to obtain the first optimal decision and forecast horizon. A heuristic algorithm also has been derived to prove an initial decision is within known error bound of the optimal first decision. Several examples are examined to investigate how a decision will be affected by randomness. (Abstract shortened with permission of author.)

This is a study on organizational knowledge and capacity, with a particular focus on how learning takes place and how capacity can be developed to improve public service organizations. It has wider implications for how we think about learning in all types of organization. The study adds theoretically and empirically to the limited literature that addresses organizational capacity in public organizations. It examines explanations of capacity that may be associated with better performing local authorities and organizational sharing of knowledge and service improvement. The research design and methodology incorporate a conceptual framework and an empirical measurement instrument designed to investigate factors that explain organizational capacity. A longitudinal, quantitative survey of the population level of all 388 English local authorities examined comparisons of organizational capacity between better performing and lower performing councils. The findings provide empirical evidence of the relationship between better performing organizations and greater organizational capacity. Those organizations with greater capacity for learning can draw on prior knowledge to increase their current capacity. Capacity contributes to explanations of the relationship between an organization’s particular environment, and utilization of its internal potential, including organizational knowledge, for future performance. The study concludes with a reformulated definition of organizational capacity. It also finds that capacity building derives from different perspectives and is conceptually different from organizational capacity. It draws attention to the importance of context for organizational studies, and calls for definitions and operational measures that are suitable for all sectors.

In the Caribbean region, clusters hold tremendous potential because of the predominance of small and micro enterprises, their weak link in value chains and the scarcity of specialized inputs. The Compete Caribbean Partnership Facility (CCPF) has backed a capacity-building campaign for the cluster approach with the aim of mainstreaming cluster interventions in the region. This report explores how the process of mainstreaming is taking shape among those business support organizations (BSOs) involved in the CCPF project, currently involved in the implementation of cluster projects. The study addressed these questions: (i) Have the BSOs improved their capacity to identify, design, and implement sustainable cluster initiatives? (ii) Is the cluster approach becoming mainstream in the Caribbean region? Based on primary evidence, the main findings are as follows. BSOs have played a key role by engendering a collaborative culture amongst clusters. One of the main achievements in implementing cluster programs is the increasing cooperation between clusters. Among the BSOs, there is general agreement over the usefulness of monitoring the cluster implementation when taking informed decisions, but the collection of information is also challenging. In the Caribbean region, cluster policies do not yet represent the core of industrial development policies; nonetheless, the potential for a more regional approach to cluster mainstreaming has surfaced in interviews. Policy recommendations for introducing and promoting the mainstreaming of a cluster approach in the Caribbean region should take a three-pronged approach that focuses on (i) cluster organizations, (ii) national ecosystems, and (iii) regional ecosystems.

This study is an unprecedented effort in Brazil to evaluate the effectiveness of public incentive programs to develop technological capacity of firms. There are currently no empirical evaluations that have explored the impacts of this type of program on the performance of the Brazilian industrial firms in greater depth, particularly for those beneficiaries of these programs. This study therefore evaluates the FNDCT's impact, particularly its cooperative modality, which comprises a joint university-enterprise project for technological innovation. The results indicate that the FNDCT has positive impacts on private R&D expenditures of beneficiary firms. This rejects the hypothesis of crowding out and strengthens the hypothesis of the existence of crowding in between public and private funds. The results on the economic performance of beneficiary firms are, however, inconclusive.

This document concerns the regulatory oversight and governance of high-hazard industrial activities. A complex set of laws, regulations and institutions contribute to the social control of these activities, reinforcing and serving as a complement to the risk prevention mechanisms put in place by operating companies. This document focuses in particular on the relationship between regulators and the regulated entities and the impact of the quality of this relationship on industrial safety. The scope is the prevention of major accident hazards in different industry sectors (process industry, transport, energy), in France and at an international level. The document addresses a broad range of meanings for the term “regulator”, including the entities and people who play an official role in regulatory control and societal governance: legislators, control authorities, inspectors, as well as certified third parties with a mandate to control specific activities, and the internal risk control organizations within firms. This document aims to outline the impacts of the regulator-regulatee relationship, its contribution to the governance and control of major accident hazards, and the factors that determine the quality of this relationship and its capacity to contribute to safety.

Timber construction can radically cut carbon emissions. The construction sector is accountable for c. 40% of global emissions, a third of which comes from the production of building materials. Replacing concrete and steel with timber offers a huge opportunity to reach the carbon neutrality goals. Nordic and Baltic countries have a unique advantage in leading the way, given the vast forest resources available, a long legacy of the forestry industry and wood building, the in-built industrial capacity, and the well-functioning and interlinked supply chains across the Baltic Sea Region (BSR). Yet, decisive policy measures are needed to overcome technical, regulatory, and cultural obstacles. Challenging the status quo and creating a market shift demands holistic and collaborative approaches that can enable systemic change, as well as targeted measures to navigate through country-specific obstacles.

This work provides an institutional, legal and policy review of crucial aspects of land records modernisation systems in Gujarat. Recognising the significance of land and its management for the state economy, Gujarat was among the early states to computerise its land records and processes and integrate them. In 2009, the state introduced resurveys using modern technology, which resulted in promulgation of updated records in more than sixty percent of villages, before being paused in 2018. Apart from political leadership, administrative initiatives such as documenting procedures and operational guidelines, incentivising of regular progress and reporting, and regular capacity building helped the state in making a significant progress. Gujarat is among the most urbanised and industrialised states in the country, and this volume presents case studies on the state of land and property records in urban and industrial areas, and the attempts to modernise them.

Increasing the slow pace of adoption of environmental taxes across low-income countries has become a significant priority among international financial institutions, multilateral development banks, and international donors. Yet little is known about the practical institutional, administrative, and political obstacles that have led to their slow implementation and how they can be made more appealing, especially across sub-Saharan Africa. Based on an extensive literature review and 16 in-depth interviews with ministries of finance, revenue authorities, and other government stakeholders across six African countries, this paper provides some evidence that will support action and research on this theme. While there are differences across the countries covered, a lack of data and analytical capacity to develop effective environmental taxes is a common theme, as well as the historical prioritisation of their revenue mobilisation capacity over their environmental impact. A great variety of government actors with a mandate over natural resources, often with competing policy priorities, coupled with a lack of coordination fora, has also impeded the harmonisation of the environmental charges they levy. These measures are also often perceived to be regressive and to pose an obstacle to industrial development, lowering their appeal, given that poverty reduction and employment creation are an overarching priority. Nonetheless, support for introducing specific environmental tax measures exists across the population and policymakers, especially if their revenue can be earmarked for environmental purposes.

It is with great pleasure that we announce the release of the “Frost Byte” dataset. The dataset was collected during research on fault detection and diagnosis (FDD) approaches and their transferability to heterogeneous systems of industrial refrigeration systems at the Technical University of Applied Sciences Wildau. The data collection took place between 2018 and 2019 and is intended to supplement the ASHRAE 1043-RP dataset (Comstock & Braun, 1999), which has been the only publicly available data source in this area to date. For comparison purposes, the method of data collection was chosen similarly, whereby this dataset collection was carried out using a ~ 100 kW refrigeration capacity ammonia system with plate heat exchangers. The dataset contains steady-data equally sampled from five classes: 1. Normal (fault-free operating condition) 2. Reduced Condenser Water Flow 3. Reduced Evaporator Water Flow 4. Non-Condensable Gases 5. Refrigeration Leak Each class was investigated under changing operational conditions and varying fault severity levels (SL).
