In this article, a critical analysis is made of whether Internet platforms are appropriately regulated and whether there are ways in which Internet platforms could be better regulated. This article argues that there is an argument for a combination of self-regulation and legal regulation rather than just one of these approaches for regulatory purposes. Moreover, the current approach to regulation in the United Kingdom tends towards such a hybrid regulatory approach compared to the American approach that leans more in favor of preserving the free market for digital business. Explaining the laws regulating platforms in the United States, as well as ways to combat abuse. The research concluded several results, including that more laws must be provided to regulate online platforms, and that online platforms represent a basic pillar of human life that needs more regulation in human life, and that it must be reduced The almost absolute immunity of the platforms, and the researcher recommended that more studies and comparisons be done to define the concept of the platform and lay the foundations and ways to organize the platforms and make comparisons between European and Arab countries in the foundations of regulating platforms and mediators.

The article provides a general description of the process of formation and subsequentreform of the European Union legislation regulating legal relations with the participationof intermediate service providers (internet intermediaries).The study of the main EU regulations governing the activities of Internet intermediariesis carried out using the historical method. The author's classification of the periodsof development of EU legislation in the relevant area into three stages (periods) includesthe period of formation of legislation governing legal relations involving Internet intermediaries, the period of transformation of the existing legal framework, and the latest period,which includes the adoption of regulations as acts of direct effect. The author highlightsthe peculiarities of the formation, development, and reformation of EU legal acts regulatinglegal relations involving Internet intermediaries. The author identifies and describesthe factors that influenced the reform of legislation and highlights the problems and judicialpractice on this issue. The author describes, in particular, the ambiguous interpretationof the term «information society service,» the problematic nature of the so-called «safeharbor» regime, the vagueness of the obligation to report and remove illegal content, theuncertainty of the «duty of care» regime and the prohibition of general monitoring, whichled to inconsistencies in the approaches of the judges of the European Court of Justice,and the difficulty of applying the provisions on the exemption of Internet intermediariesfrom civil liability.The author substantiates the general tendency of the transformation of approaches tothe liability of Internet intermediaries, in particular, in the context of changing the socalled“safe harbor” regime towards strengthening liability and imposing on Internet intermediariesthe obligation to take certain active steps to ensure intellectual propertyrights and other rights of users on the Internet, in particular, through the prism of keyprovisions of Regulation (EU) 2022/2065 of the European Parliament and of the Council of19 October 2022 and Regulation (EU) 2022/1925 of the European Parliament and of theCouncil of 14 September 2022.

The purpose of the article is to provide a list and briefly analyze international legal mechanisms, as well as legal sources and acts of the EU aimed at regulating the use of the Internet and electronic communication technologies within the organization; identify areas, status and directions of internal and external harmonization of the described regulatory mechanisms. Scientific novelty of the work is to consider the mechanisms and basic regulations of the European Union in the process of their creation and in terms of their role in the formation of a single digital space of the organization. Specific works of domestic scientists in the relevant field were generalized and supplemented, as well as the basis for further research was established. In the early 2000s, EU lawmakers focused on the develop-ment of basic regulations in the field of telecommunications, digital networks and Internet services. As a result, a number of Directives and decisions have been adopted since 2002; at the same time, the development of regulatory mechanisms that would operate within the digital space of the EU actively lasts since 2009. This new stage in the process of developing harmonized mechanisms for regulating electronic communications services and the Internet culminated in the adoption in 2009 of a number of legal documents, including Regulation (EU) 1211/2009, which established the Body of European Regulators for Electronic Communications (hereinafter – BEREC), which took over the role of the national regulatory authority (hereinafter – NRA). In 2018, as part of the creation of a single digital space in the EU, an updated BEREC Regulation was adopted, as well as the Electronic Communications Code (hereinafter – the Code).Now the field of electronic communications and the Internet is undergoing numerous stages of development and reform. The research identified the main directions of EU policies, which include measures to harmonize and unify legislation for more effective interaction within both the EU and external partners: cybersecurity, copyright and personal data, and telecommunications services. These areas, since 2013, have been the focus of efforts, given the complexity of regulation and a rapid development of technologies. In the article, the author covers come theoretical and practical aspects of the European Commission’s activities on Internet regulation and describes the creation of the EU single digital space in terms of the process as a whole.Thus, the result of the study was a descriptive analysis of the process of formation of the EU’s legal framework, roles of organizations and institutions and the status of electronic communications and the Internet regulatory mechanisms.

<p>In recent years, the industrial Internet has developed rapidly. In order to improve the reliability, real-time, and economy, Automated Guided Vehicle (AGV) in intelligent manufacturing system becomes an indispensable technology. However, the current AGV system relies too much on the fixed network bandwidth environment in information transmission and management. When the traffic demand changes frequently, this form of network configuration lacks network resource management mechanism. Further, it leads to the problems of delay, waste of network flow, and inability to dynamically allocate network resources. So it is vital to improve the AGV system. Therefore, this paper proposes three predictive control algorithms and a Network Cable Scheduling algorithm to manage the network resources. They are Markov Chain Linear Programming Regulation (MCLPR) algorithm, Prophet Linear Programming Regulation (PLPR) algorithm, and Machine Learning Linear Programming Regulation (MLLPR) algorithm. The experimental results show that PLPR and MLLPR algorithm have high efficiency in the aspect of regulation. MLLPR algorithm has the lowest cost. MLLPR algorithm has the strongest leakage limitation ability, followed by PLPR algorithm. The balance regulation efficiency of MLLPR in none “4 + 1” mode is the highest in different network cable modes.</p> <p> </p>

As an extension of my earlier work on ‘Internet Regulation in Singapore’ (Lee and Birch, 2000), this paper provides an update on Singapore's relentless drive towards new media regulation and ideological/political control. Taking on board the discourse of auto-regulation — that regulating the internet in Singapore is really about ensuring an ‘automatic functioning of power’ for the sake of political expedience and longevity — this paper offers some new insights into the politics of internet auto-regulation in Singapore, from its humble beginnings of censorship and ‘sleaze’ control (in the mid-1990s) to recent attempts at restricting free flows of information via new laws governing foreign broadcasters and the ‘liberal’ stifling of online political campaigning and debates (in 2001). I conclude that, despite its authoritarian leanings, the ‘success' of Singapore's internet and cultural policy of auto-regulation gives it the potential to become the global-accepted regulatory mindset.

Internet law represents one of the youngest branches of law, which emerged from the need to expand the existing and create a new regulatory framework that would regulate the internet and introduce the necessary legal security and protection for its users. Internet Law or Cyber Law is largely intertwined with the Law on Information and Communication Technology, as a legal field which encompasses the regulation of contractual relations established by means of information technology, the right to privacy and data protection, freedom of speech and intellectual property, internet security, copyright on computer program codes and databases, criminal offenses arising from actions on the internet, as well as the tax aspects of online goods and services exchange. In contrast to the broader scope of IT law, Internet law refers to a narrower segment of this legal field related to the internet, regulation of internet management at all levels, management of internet domain names and IP addresses, etc. Internet law (or Cyber law), in a broader sense, encompasses those parts of the legal system and legal domains that are related to the internet and provide protection to its users. To address the issue of domain name registrant liability and determining their identity, it is necessary first to explain the governance structure of the internet and the informational and legal nature of internet domains. Although the internet is often said to be free and belonging to everyone, this complex system does not operate entirely on its own, which means that it is not perfect to the extent that its structure is fully automated. Addressing the topic of internet fraud and educating colleagues and the general public are aimed at preventing fraud. The lack of awareness about how internet scams operate continually leads to new victims, and insufficient knowledge of legal provisions and potential penalties can create potential perpetrators of this crime. When complex topics are explained in simple terms, it represents a significant step in educating individuals, both in the legal and technological aspects from a legal perspective. Such academic work should not deter people from using the Internet, nor should it present an obstacle to progress and the digitization of difficult and time-consuming paperwork obligations. Instead, the objective is to timely educate individuals so that the utilization of the digital world can be integrated into all segments of society as quickly as possible. This will facilitate the functioning of daily life, including business operations, while still remaining within the bounds of legal regulations. Therefore, it is extremely important to educate people on how to avoid internet fraud.

Vicious incidents caused by internet violence that seriously pollute the Internet ecology. Internet violence is an anomalous act that uses the Internet as a medium to endanger the normal order of the Internet and infringe on the personal rights and interests of others through insults, slander, human flesh searches and other behaviors. At the criminal law level, insult and defamation are the main crimes that criminal law applies to internet violence. When applying criminal law to regulate internet violence, there is a phenomenon that "the law does not punish the public" and existing crimes are poorly regulated or even absent. To deal with internet violence at the criminal law level, we should clearly define the boundaries of criminal law’s involvement in social governance, clarify the responsible parties, and adjust the scope of application of relevant crimes.

The article discusses the regulation of broadcasting via the internet, comparing the experiences of Kazakhstan and the United States. It provides examples of foreign legislative practices and considers both Russian and US approaches to internet broadcasting regulation. The internet system is not subject to legal regulation. This is due to the fact that the system has no owner and develops in accordance with its technological features. The article's authors draw objective conclusions about the direct impact of self-regulation on Internet broadcasting, which is crucial for its regulation. They also analyse the procedure of Internet broadcasting in the USA, providing a comparative legal analysis due to its extensive application in the country. В статье поднимаются вопросы касающиеся сравнительного регулирования вещания посредством сети Интернет на опыте Республики Казахстан и США. В работе приведены примеры опыта зарубежной законодательной практики по регулированию интернет-вещания, рассмотрена практика как российского опыта, так и передового в этой сфере США. Интернет-система не подлежит правовому регулированию и это понятно – система не имеет владельца и развивается в соответствии со своими технологическими особенностями. In the article raises the actual issue of legal regulation of the Kazakhstan Internet space. The author examines the issues of combining the methods of legal regulation and self-regulation on the Internet.Prospects of soft law in the international regulation of the Internet, in countries such as the United States, Britain and Russia are assessed from different points of view. Especially the author draws attention to such topics as terrorism, pornography and encroachment on the honor and dignity of citizens.The relevance of this topic is expressed in the fact that, the Internet is still not sufficiently regulated from the legal point of view. The constant increase in the number of subscribers and the growing importance of information exchange through the Network attract the public's attention to the problems of regulation, the development of rules for the fair, legitimate functioning of the Internet by the state. Internet legislation is a set of laws, other normative acts (national and foreign states) which are regulating relations in the virtual space of the Internet. As an Internet relationship is considered only those relations that are connected with the social and legal regulation of the virtual space that is with the regulation of this space on the basis of the norms of law, morals, ethics and other means.The main problems of legal regulation are related to the order and conditions of the use of telecommunications networks and protection of the rights and legitimate interests of various entities during the transfer of information in global computer networks. There is a need to develop an adequate national legislation with all modern requirements, moreover in existing laws on the legal regulation of the Internet space in Kazakhstan prescribed severe penalties, and they haven’t an alternative solutions. This issue causes criticism of both among professional journalists and among the public.At present, the domestic information legislation of Kazakhstan and other countries are very extensive. However, it is still far from perfect and requires working out and adoption of new acts.

This study aims to determine the effect of self-regulation on internet gaming behavior. The method used is a systematic review of seven databases (Scopus, Sage, ScienceDirect, CINAHL, ProQuest, Cambridge, Pubmed) published from 2017 to 2020. The results show that there is a significant relationship between self-regulation and internet gaming behavior disorders. Low regulation was associated with more excellent reports of impaired internet gaming behavior, self-regulation directly impacting internet gaming behavior, or mediator between determinants and internet gaming behavior. Self-development strategies, self-monitoring interventions and self-instruction strategies are the dominant types of self-regulation techniques for some studies. In conclusion, the intervention of increasing self-regulation can prevent internet gaming behavior disorder.

Abstract Regulators are confronted with the fact that with the rapid pace of change and innovation on the Internet, regulatory initiatives are often rendered irrelevant almost as soon as they are proposed. How can regulators craft a durable approach that can remain relevant in this fast-changing environment? The authors propose a framework of platforms that Internet Service Providers may deploy, and discuss the regulatory implications for each type of platform. They demonstrate the utility of their approach by applying their model to the current policy problems raised by specialized services, minimum quality regulations, and structural separation.
