This paper suggests that the conception of fundamental uncertainty grounding post-Keynesian monetary macroeconomics is consistent with a particularly complex type of decision making characterized by the social determination of preferences and outcomes. Contrary to the argument that positivism grounds post-Keynesian analysis, such a framework of analysis reflects a world in which knowledge is situated. As a practical consideration, this paper considers briefly the implications for a gendered theory of financial instability in a Post-Keynesian monetary framework.

Rent seeking has once again become an important topic in economics. However, rent seeking poses challenges that standard economic theory is not well equipped to handle. This paper develops a working definition of rent seeking that can be applied to post-Keynesian growth models. The main finding is that, in a post-Keynesian framework, rent seeking will have an effect on income distribution and average productivity. The first part of the paper, “The Freeze,” restates the simplified Keynesian framework of fiscal activism pioneered by Jargen Pedersen (1937) and Alvin H. Hansen (1941). The framework is a macroeconomic model in which investment, the bond supply, price, the money wage rate, and the rate of interest are all frozen. Using government purchase and the tax rate as its policy instruments the paper solves the model and finds its fiscal multipliers.

We use the Annual Macroeconomic database of the European Commission (AMECO) to confirm that textbook multipliers are nearly always greater than one and that they increase during recessions. Propensity to import falls in recessions through the combined effects of the amplified fall in investment and the high import content of investment. A change in saving behavior may also raise the multiplier. These findings strongly support the need for countercyclical fiscal policies during recessions.

The developments in macroeconomic theory in the 1930s had far-reaching theoretical implications for the attitude towards fiscal policy. In the following decades numerous articles and books analyzed the effects of fiscal policy on the economic activity. The analyses were often closely related to the Keynesian macroeconomic framework and the multiplier. The object of this paper is to draw attention to a book which analyzed fiscal policy from a different perspective.
