This research studied Phuket, Khon Kaen, and Chiangmai province policy on smart city. Also this research used smart city concept to provides an essential data and suggestion for executive committee. Thus, This research employed by a qualitative research methodology as a documentary research. Moreover, this research compares three main country which are EU, Japan, Singapore, then Thailand and narrow down to provincial area which is Phuket, Khon Kaen, and Chiangmai. After that it will interpreted and suggested for smart city which are help Phuket, Khon Kaen, governor and chief executives improve quality of life in Phuket, Khon Kaen, and Chiangmai province. The research found that Thailand has initiating on smart country policy and strategy which are focus on ICT system but it does not succeed to implement in province and local level. In provincial level, Phuket, Khon Kaen, and Chiangmai have been initiated but there is no concrete plan also in local level it stills struggle from basic needs of infrastructure. Therefore, this research recommended that Phuket, Khon Kaen, andChiangmai governor and chief executive need to startup action plan which linked both province and local level.

This paper presents an investigation of the inventory of greenhouse gas (GHG) emissions in the energy sector by energy supply in Khon Kaen province, Thailand. Studied areas are classified into 3 categories, which are city centre metropolitan, rural village and academic campus. The studied areas are Khon Kaen metropolitan, Nonthong village and Khon Kaen University (KKU), respectively. The GHG inventories of these areas are calculated and compared. GHG emissions are calculated by type of energy supply, which are electricity, petrol, LPG and CNG. We have found that 77 percent of GHG emissions in Khon Kaen metropolitan come from electricity consumption. In contrast, 59 percent of GHG emissions in Nonthong village come from the use of petrol. However, there is only a slight difference between the GHG emission contributions from two major sources of greenhouse gases in Khon Kaen University, where electricity use and petrol use contribute 50 and 42 percent, respectively. Finally, An insight into different characteristics of areas would help regulators to design suitable GHG reduction measures for each community. Some suggestions for GHG reduction measures were made.

Soil stratum in Khon Kaen province, located in Northeast of Thailand, is well-known as a wind-deposited fine-grained soil (i.e. silty sand and silty clay). It is normally called “Loess or Khon Kaen Loess”. This soil in disturbed stage is usually extracted from the borrow pit and subsequently compacted for infrastructure applications. The compaction resulted in silty sand or silty clay aggregation with unpredictable properties. Although required for infrastructure design, studies on Khon Kaen Loess are limited. Thus, this research examines the compaction behavior and predicts soil parameters at various clay contents under a series of compaction energy on Khon Kaen Loess. The results showed that the maximum dry unit weights of samples could be related to the dry unit weight at plastic limit (PL), while the optimum water content (OWC) was correlated linearly with the PL. The samples with higher PL presented the higher OWC. In addition, the maximum dry unit weight and OWC of samples could be estimated using the developed equations validated with the other research results.

Bioclean was produced by using various diversities flowers while bioextracts were produced by using available raw materials such as vegetables, fruits, herbaceous crops, etc., and together with molasses, and the 18 species of zymogenic synthetic microorganisms [18 ZSMs]. The target of the products of bioclean and bioextracts as biofertilizers liquid (2013) was aimed to service for environment cleaning and green area on the event ofPilot Institutions Big Cleaning Day 2013at the two institutions ofKhaen Thong Childrens Home (Khon Kaen) and Srisangwankhonkaen School in Khon Kaen Province. The both products were analyzed and investigated properties products by the procedures of crops field test and water quality treatment for fishes living before monitoring to serviceable places. Furthermore, the products of bioextracts had been applied to green area forKallapaphruek treesalong all the roads atKhon Kaen University. The satisfactory on using project products of the two target institutions ofKhaen Thong Childrens Home (Khon Kaen) and Srisangwankhonkaen Schoolwere 85.8% and 88.5% respectively, evaluated by the expert board of nine committees.

The aim of this research is to understand local service delivery in Thailand's post-2006 national political crisis. The researcher collected qualitative data in four municipalities in Khon Kaen Province. The analytical framework covered five moderating variables: political institutions, civic engagement, political leadership, governance, and political economy. The results were mixed. Local service delivery suffered from weakening electoral mechanisms, suspended local autonomy, weakened civic participation and policy networks, insecure local administrators, worsened central-local trust, and the detrimental effect on local economies. However, there were opportunities for improved, or maintained, local service delivery through the lessening of administrative procedures, a fast-track mechanism for citizen complaints, stronger collaboration among local governments and with the private sector, local citizen initiatives, effective local leadership, and increasing trust between local governments and their constituents. In conclusion, national political crisis caused not only negative impacts, but also created opportunities for improving or maintaining local service delivery.

Background Colorectal cancer (CRC) is an important health problem and a major cause of morbidity and mortality in worldwide. In Thailand, the trend of CRC incidence during the last two decades has been still slight increase in overall and noticeably increased in men. Although several randomized control trials (RCT) have demonstrated the effectiveness of population-based CRC screening using guaiac fecal occult blood test, there is no RCT to support the implementation of CRC screening using fecal immunochemical test (FIT) as a primary screening tool. It is of great interest to know the sample size and effectiveness while planning a population-based RCT for CRC screening with FIT for countries with intermediate or low incidence of CRC. Aims The objectives of this thesis are; (1) to describe changes in the incidence of CRC among four aged groups which consist of persons who aged under 45 years, aged 45 years and older, and persons who aged under 50 years, aged 50 years and older from 1989 to 2012, (2) to provide some details and the results to date of a colorectal cancer screening trial using FIT, (3) to simulate a hypothetical trial cohort by applying the five-state natural history of CRC model to project effectiveness, and to determine sample size based on primary and surrogate endpoints for the proposed population-based RCT for CRC screening in Kohn Kaen. Methods To describe the trends of CRC incidence rate, we retrieved the data from the Khon Kaen population-based cancer registry to analyze for describing the trend of CRC incidence rate between 1998 and 2012 among four aged groups (persons aged under 45 years, persons aged 45 years and older, persons aged under 50 years, and persons aged 50 years and older and the target population of the trial aged between 45 and 74. Joinpoint regression analysis was employed to detect changes in trends among each line segment and overall lines showing whether increasing or decreasing, using annual percent change (APC) and average annual percent change (AAPC), was statistically significant. The preliminary results of CRC screening of Khon Kaen in Thailand were reported. The projected effectiveness and sample size required for the proposed population-based RCT for colorectal cancer screening with FIT was assessed on the basis of natural progression of colorectal cancer from pre-clinical phase to clinical phase. Results Regarding the trends of CRC incidence rate, the crude and age-standardized incidence rates of CRC between 1989 and 2012 in Khon Kaen for those aged 45 years and older and those aged 50 years or older were found to be gradually increasing over time both when men and women were combined or considered separately. The rates for men were higher than for women through the period from 1989 to 2012, whereas CRC incidence tended to be higher in women than men over the same period. For preliminary results of CRC screening of Khon Kaen in Thailand, 92 people (8.7%) were positive for screening using FIT. This rate was higher than that reported from the previous study in Thailand, which indicated that the incidence of positive FIT cases in the screening programs may be increasing. Our results also showed that f-Hb concentrations vary with sex and age: the f-Hb concentrations were higher in older than in younger participants and higher in males than in females. Given 100% of attendance rate and 100% of colonoscopy compliance rate, biennial screening with FIT was anticipated to reduce 34% mortality of CRC and 52% advanced CRC. The sample sizes for primary and surrogate endpoints based on the projected incidence of 54 per 100,000 were 43,047 and 23,352, respectively. Conclusion The incidence of colorectal cancer in Khon Kaen, Thailand, has shown a gradual increase in both the elder and the young population. Future studies should consider subsite distributions of CRC. The f-Hb concentrations by sex and age from the preliminary results of the randomized controlled trial showed the same trend found in the literatures. Given the results of incidence and the preliminary results of this trial, we projected the effectiveness of screening with FIT and demonstrated the determination of sample size in planning a RCT with disease natural history underpinning by considering the distribution of disease from a specific area.

This chapter is about outdoor projectionists in Thailand and draws on in-depth interviews with four individuals running outdoor projection businesses and fieldwork observations of their work and that of others at different locations around the country: in the northeastern provinces of Khon Kaen and Udonthani, the central province of Samut Prakhan, and the suburbs of Bangkok. The chapter examines a widespread form of projection practice that is not embedded within institutions of commercial entertainment, but which thrives within a ritual economy of transactions between humans and a complex cosmology of supernatural personages. The chapter contributes to an expanded historiography of film projection and presentation that would include a wider range of locations and a more complex understanding of the diversity of projection and display technologies and practice. In particular it takes up Brian Larkin’s invitation to ‘take the religious field seriously as a determinant of the evolution of what cinema does’.

This chapter illustrates how the Thai Buddhist community appeared more harmonious and stable—and more resilient to the exogenous pressures of the Cold War—than the Buddhist establishment of neighboring Laos, just to the east across the Mekong from Khon Kaen, Ubon, and other Isan provinces. By 1958, Cold War tensions in Laos had already escalated to an intensity never experienced in Thailand—a civil war loomed. The chapter shows how U.S. officials, undertaking a series of Buddhist programs on both sides of the Mekong under separate United States Information Service (USIS) and Asia Foundation auspices, sought to ensure that the clerical establishments of both countries would serve their interests in the Cold War fight.
