AbstractThis article uses the British colonial history of border making in northern India to examine the assumptions and contradictions at work in the theorizing, configuring, and mapping of frontiers and borders. It focuses, in particular, on the development of the ‘water-parting principle’ – wherein the edge of a watershed is considered to be the border – and how this principle was used to determine boundaries in the northwestern Himalaya, a region that had long-established notions of border points, but no borderlines. By the twentieth century, the water-parting principle would become the dominant boundary logic for demarcating borders in mountainous regions, and would be employed by statesmen, treaty editors, and boundary commissioners around the world. But for the northwestern Himalaya, a region that British colonial officials considered to be the ‘finest natural combination of boundary and barrier that exists in the world’, making a border proved much more difficult than anticipated.

The effects of target borders on the ability of observers to resolve moving targets (Landolt Cs) under a range of conditions were examined. Contrary to reported findings with stationary targets, it was predicted that the presence of borders would improve acuity for slow-moving targets because (i) overall stimulus energy is kept relatively constant as target detail varies, and (ii) a low-spatial-frequency component is held constant as target detail varies. In an experiment in which a two-sided border (above and below the target) was used, the predicted beneficial effect of the border at slow speeds was obtained. The results are discussed in terms of practical implications for the assessment of dynamic visual acuity as well as the potential neural mechanisms underlying performance.

This article advances the understanding of borders with respect to their epistemological, ontological, and empirical intersections with violence and conflict, which remain understudied within critical border studies. Specifically, the article explores the potential of recent interdisciplinary research on the border–migration nexus to find critical resources that might foster a better understanding of the complex relationships between borders, violence, and conflict. From this viewpoint, the border is not only a site of the founding violence of the sovereign power, but borders – reconceived as borderscapes – can also be regarded as a site of generative struggles where alternative subjectivities and agencies could be shaped. The article concludes with a call for an applied, committed, and engaged research capable of recovering its inherently political dimension moving towards a ‘politics of hope’ and beyond the simplistic yet dominant interpretations of the border–violence–conflict intersections, which are trapped in the ‘politics of fear’.

Abstract This article begins to undertake a human rights analysis of the increasing number of migrants who die annually while trying to cross the borders of Europe in an irregular manner. Over the past 20 years, border policies increasingly focus on (pro-active, extraterritorial, privatized, and securitized) border management instead of on classical (reactive, territorial, and public) border control. On the basis of existing data, it seems plausible to assume that the increasing migrant mortality is an unintended side-effect of this shift from control to management. The article argues that it is possible to collect data, which are more reliable than those presently available, and presents data from a pilot project carried out on Sicily in November 2011. Presuming better data can be collected; two diverging human rights approaches are developed – a conventional approach holding that European states are not accountable under human rights law for these side-effects and a functional approach holding that human rights law does impose obligations on European states in this context. On all four doctrinal issues which are relevant to the problem (jurisdiction, positive obligations, standing, and collective state responsibility), these diverging approaches lead to diverging doctrinal positions. A choice between the two approaches implies not only legal but also moral, ethical, and political choices.

The length of common border between two geographical units is frequently used as a basic weight in spatial analysis. The newest methodological propositions such as tests for hierarchical relations (Markowska et. al. 2014; Sokołowski et. al. 2013), regional spatial moving average and new spatial correlation coefficient (Markowska et. al. 2015) are using border lengths. In cited references new methods have been illustrated by analyses for EU NUTS2 regions. It is obvious that borders between regions belonging to different countries have different socio-economic impact than borders between regions lying in the same country. A new simple method for assesment the importance of borders is proposed in the paper. It is based on a chosen macroeconomic variable available at NUTS 2 level (e.g. GDP, infant mortality, Human Development Index). For neighboring regions bigger value is divided by smaller value giving the local importance of the given border. These measures of local border importance can be than average for borders within the same country and for borders for each pair of neighboring countries.

As intolerance against Mexican Americans and Mexican migrants persists in the United States-- apparent in the passage of Arizona State Bill 1070, Arizona House Bill 2281, and multiple English-only laws-- Chicanas and Mexicanas continue to resist by sustaining relationships and knowledge through storytelling. This dissertation employs a floating borderlands framework to explore how Chicanas and Mexicanas in the United States-Mexico borderlands use storytelling in oral and written traditions to keep cultural and regional knowledge. Floating borderlands is an interdisciplinary framework that reveals survivance, that is, survival as an act of resistance, through cultural maintenance, agency, and creativity in lived experiences. Drawing upon concepts and research from disciplines that include Mexican American Studies, American Indian Studies, Gender and Women's Studies, and Education, floating borderlands reveals how storytelling helps Chicanas and Mexicanas maintain an understanding of home and homelands that facilitates resistance to obstacles such as racial and gender discrimination and challenges to their right to be in these spaces. This dissertation acknowledges multiple forms of knowledge keeping by Chicanas and Mexicanas throughout the last two centuries; recognizes intersectionality; and complicates or creates multiple layers in narratives of the U.S.-Mexico borderlands. This project is directly informed by narratives of Chicana and Mexicana life in the borderlands. It centers oral and written traditions, including my original poetry. The centrality of the police in everyday life means police officers are in position of power to actively support or threaten democratic activities (Sklansky, 2008) for example during protests. In democracies, policing duties should be performed in ways that sustain democratic values, rather than undermine them (Loader, 2006), yet that is not always the reality. Police training is one of the tools for aligning officers' behaviour with societal norms; it is considered a protection against the possibility that police officers abuse the wide-ranging powers they hold (Manning, 2010). Training programs are therefore a basic feature of all police forces' organizational approach. Despite its centrality, training has not received extensive academic attention; there is a pressing need to understand the impact of training on police behaviour and the mechanisms thorough which it operates (Skogan & Frydl, 2004). This thesis attempts to advance the evidence-base of democratic police training following the Medical Research Council's framework for the development and evaluation of complex social interventions (Craig et al., 2008). The Israeli Border Police was chosen as the context to examine the potential of training to advance democratic norms. The three stages of the research project included: theoretical modelling of the existing complex training intervention to assess its alignment with existing evidence; participatory development and piloting of a training curriculum on policing of protests in a democracy that used an Adult Education approach and introduced Procedural Justice-related components; and a pilot quasi-randomised study to evaluate this training. Analysis and reporting are carried out in a way that allows assessment of prospective scale-up and generalisability. Flowing from the empirical work, four strands of theoretical contributions are put forward. First, a theoretical model of police training is proposed, drawing on social psychology constructs. Second, contact theory, which originates in peace education, is proposed as a possible platform for designing both police training and their evaluation studies. Third, four factors limiting the efficacy of Procedural Justice & Legitimacy based training interventions in deeply divided societies are outlined. Fourth, the Border Police case study is used to substantiate the value of participatory research methods for advancing knowledge translation and evidence-based policing.

This by implication would mean that the best way to prevent child abduction is to desist from international marriages and moving abroad.The modern reality is that 
relationships are being formed internationally. In the same breath, relationships are easily un-formed and the family fractured. The emotional impact of any breakup is usually 
tense, and it follows by implication that this will be exacerbated if a child is involved. For reasons that will be expounded on in the thesis, many caregivers, usually mothers have 
opted to abduct their children. Some have opted to apply formally to relocate. Relocation disputes are widely regarded as one of the most controversial and difficult issues in 
family law internationally. These disputes usually arise pursuant to a relational breakdown, when the resident parent (usually the mother) seeks to relocate with the children 
either 
domestically or internationally. This causes a significant impact 
on contact arrangements with the other parent (usually the father). Depending on the country in which they find themselves and the laws applicable to relocation with the child, mothers are faced with the decision to remove the child either lawfully or wrongfully. International family law 
jurisprudence has been developed over time to assist with custody and relocation disputes. &lsquo
Much has been written on the Hague Convention &ndash
its flaws and its successes, its 
effectiveness and utilization. This thesis aims to look specifically at relocation disputes within the context of international parental child abduction
more specifically, it sets out to 
explore whether there is a link between those phenomena, and whether the Hague Convention is sufficient for dealing with relocation disputes. I hope to make a convincing 
argument that if there were an international instrument regulating relocation, there would be uniformity and consistency. People&rsquo
s confidence in the legal processes would be 
restored, motivating them to apply formally to relocate and, in doing so, the incidence of child abductions would be reduced.

Freedom of movement is a matter of individual freedom rather than only a tool for addressing global distributive injustice. Freedom of movement has normative value whether or not it concerns interstate borders. Migration, in the sense of interstate relocation, is a subcategory of movement, which can involve travel, temporary relocation or permanent relocation--a brief walk, or a move halfway around the world. My argument about freedom of movement has two essential elements: first, that freedom of movement has noninstrumental value, not only instrumental value, and that it deserves more weight and attention than liberals usually give it; and second, I justify this and its implications by emphasizing the cross-scalar connections between local and global movement and showing that the difference between internal and interstate movement is not as significant as is usually assumed to be. Freedom of movement is proposed as a unit of concern and a matter of degree, with principles and restrictions functioning in parallel at both levels. The cohesive account of liberal freedom of movement offers the chance to think about people moving and staying as one overarching category. This challenges the characterization of migration as anomalous and captures the chance to treat like cases alike. Chapter Two makes an argument for freedom of movement as a noninstrumental liberal value to which the normative weight of the instrumental value of freedom of movement is added. Chapter Three explores small-scale movement in the countryside and the city and proposes a stronger valuation of freedom of movement particularly vis-à-vis private property rights. Chapter Four considers theoretical and legal arguments involving intrafederal movement in the United States and Germany and compares intrafederal exit to exit from the state. Chapter Five considers several free movement regimes in Europe to draw out the similarities between interstate, intrafederal, and local movement. Throughout these chapters I show that there are many legitimate ways in which freedom of movement can and should be restricted at the internal level, but this is not sufficient to conclude that interstate movement can be arbitrarily restricted.

The European continent might be seen as a definite entity. However, there is complexity under the surface: for starters, there is no clear sense of the geographical boundaries of the territory due to the continuity of land at East; over the time, this has raised the question of where does Europe end and Asia begin, and whether Europe should be considered a continent despite not complying with the criteria. Consequently, many intellectuals have preferred to regard it more as an imaginary space, prioritising the political, cultural and historical dimensions. This thesis intends to demonstrate the necessity to consider Europe as a 'moving target', a flexible concept that has changed – and will continue to change – through time. By examining significant periods of time and narratives, it will be visible how, time and time again in the past, borders have fluctuated, institutions have waned, identities have been re-shaped. In more recent history, the idea and identity of Europe have been redrawn once again due to the heavy influence of international organisations and their regulations. With this analysis, I will try to define more clearly today's main aspects of the European continent.

El objeto de este estudio ha sido examinar el papel de la mujer y más concretamente los personajes femeninos en las obras cinematográficas Mujeres al borde de un ataque de nervios, (1988) y Todo sobre mi madre, (1999) del cineasta Pedro Almodóvar. Además de profundizar en el tema de la mujer, hemos estudiado la evolución de los papeles femeninos entre ambas obras y el fenómeno social llamado la Movida y su influencia en las películas elegidas. La conclusión de nuestro estudio, señala que los personajes femeninos, a pesar de mostrarse en el papel de víctima, son fuertes y tienen fuerza para cambiar su destino. Sobre todo en cuanto a las protagonistas se refiere. La Movida tiene un rol importante especialmente en Todo sobre mi madre.

Towards a peripatetic practice: negotiating journey through painting investigates painting as a way of comprehending lived experience of travel. The project develops from curiosity about journeys and their potential for bringing the artist into encounters with the world, and proximate to its issues and concerns. Aims of the project focused on peripatetic practice as a means of redirecting a personal experience of rootlessness towards connecting with others, and considering and communicating the complexity of cross-cultural experience through painting. Objectives as such were to investigate through practice the function and form of peripatetic painting, and to document this through film and writing. The study acknowledges travel as an ancient way of knowing the world and takes inspiration from the paradigm of the nomadic storyteller as exemplified in the Bengali tradition of Patuya Sangit (scroll performance). With a sense of the capacity for painting to provide spaces of connection and empathy, the study draws on the writing of John Berger and Suzi Gablik, exploring a confluence of ideas about the evolving social role of the artist. Key influences are historic and contemporary peripatetic creative practices, which include the writer Freya Stark, the colonial painter William Simpson, and the artists Phil Smith and John Wolseley. The project also incorporates methodological approaches which borrow from anthropology, situating the artist as observer, participant, and ultimately, agent. Practice in this context is immersive, and takes on social, interactive dimensions for which making paintings becomes a means of knowing and questioning the nature of cross-cultural experience. Explorations took the form of increasingly immersive journeys in Australia, India and Pakistan and a series of paintings utilising extended scroll formats with additional outcomes of documentary films. As the key research spaces for practice-led research, the scroll paintings employ pencil, collage, watercolour and oil, and a metaphoric fusion of styles and techniques of painting and drawing, notably Persian miniature and life portraiture as a means of accounting for and sharing the abiding experiences and encounters yielded through travel.

This shows that films have become an important industry of government. Movies can be literatures, languages or arts; they not only makes abstract scripts to be materialize, they also make us think deeply, allowing readers to get the visual stimulation, but also to makes literary of movie more imaginative, to give readers more emotional investment in the two complement each other, that is why schools like to use the image of teaching, or discussion the film to reached the main reason for affective education. For example, we can know the value of films or discuss the social issues by the movies. However we can learn about social problems from movies. At the end of 2009, the Taipei Golden Horse Film Festival created a new project called &auot;LGBT&auot;, meaning cross-border in gender. The trends show us cross-border of gender was wave by &auot;Brokeback Mountain&auot;, perhaps reflecting the trends in the world. Biological gender of past was changed to become social gender. A lot of different phenomena in gender gained visibility. Some stars showed their androgyny more opening and homosexual parades were legal. Lady Gaga, Soda Green, Jing Chang from super idol, Chris Lee and Jeno Lau from super voice of female, they all have some points of androgyny. We can know social issues in political, economic, educational and sexual culture, comparing the attitude of Eastern and Western. And apply the research positive result to teaching and thinking, otherwise involvement the significance and valuable of the progress time. The textbook outlines issues related to the procedure for submitting documents and information necessary for customs operations when moving goods across the customs border of the Eurasian Economic Union. Based on the provisions of international regulatory legal acts regulating the transportation of goods by various modes of transport, as well as the provisions of the customs legislation of the Eurasian Economic Union and the Russian Federation, the content of the main documents required for customs operations is disclosed. At the end of each chapter there are questions for self-control and tasks for independent work. It is intended for students in the specialty 38.05.02 "Customs", it can be useful for declarants, specialists in customs operations.

AbstractThe chapter will defend the argument that a certain interpretation of migrants’ (particularly refugees in our case) protests against border controls should be taken as a manifestation of claiming cosmopolitan citizenship. The argument has both an empirical and a normative dimension. On the empirical dimension of the argument, we will present and interpret migrants’ protests in Idomeni, Greece, regarding the closure of the EU borders in 2016. Did migrants claim certain rights, such as the right to mobility? Did they claim state citizenship? It will be argued that none of these claims represented their political subjectivity at the time. Moving on to the normative dimension of the argument it will be revealed that there is something inherent in migrants’ acts of protesting that might be taken as claiming cosmopolitan citizenship of a certain kind, challenging, among other things, methodological nationalism. Migrants’ protests challenge border controls, the state’s supposed ‘right to exclude,’ and strive for occupying a ‘place’ in the world.

AbstractMigratory pathways across the borders of South Eastern Europe have been commonly recognised within public and policy discourses as the ‘Balkan Route’ (Frontex, 2018; UNHCR, 2019). Yet those pathways do not follow one linear route across the official border checkpoints of former Yugoslav states – Serbia and Bosnia, to the European Union – Croatia and Hungary (Obradovic-Wochnik & Bird, 2019; Stojić & Vilenica, 2019). As often encountered by displaced populations, the journeys consist of perpetually moving onward and being pushed backward across diverse European towns, highways, mountains, forests, rivers, minefields, and camps, necessary to cross to reach western or northern Europe. Displaced people stranded in Serbia and Bosnia generally call their border crossing attempts the ‘game’; the term that conveys the daily mobility struggles, violence and deaths.

Traditionally, art history divided the arts into four genres: painting and sculpture, poetry and music. Hence the art-historical canon was dominated by a strict division into the arts of space and those of time. Movement (both of an internal and externalized kind) did not find a place within this classificatory corset. In 1766, Gotthold Ephraim Lessing framed the classical art-theoretical approach through his famous text ‚Laocoon: An Essay on the Limits of Painting and Poetry‘, in which he splits the arts into those unfolding in time and those unfolding in space. Lessing’s ‚Laocoon‘ is the founding text defining poetry and music as time-based, sculpture and painting as space-orientated. By 1900, this strict system of classification and hierarchization began to dissolve, giving way to cross-border experiments in the arts of the twentieth century up to the present day. This overturning of classical genre divisions between the static and the dynamic arts, between sculpture, installation, and performance enables us to examine artworks as variations of movement in terms of ‚constellations between scene and scenario‘. Furthermore, the development of movement as an artform implies the activation of the audience in participatory arts practice.

The historical development of Istanbul’s gecekondu areas (informally-originated neighborhoods) can be broadly interpreted as a progression toward the center and subsequent re-peripheralization, both in sociopolitical terms and in actual urban geography. While Istanbul emerged in recent decades as a magnet for transnational migrants and for capitals pouring into the debt-fueled real estate sector, many such neighborhoods have been targeted by speculative socio-spatial restructuring projects, while also absorbing much of the migratory influx. The recent economic crisis plunged these urban redevelopment sites into a deadlock, generating a fragmented urbanscape in which multiple layers of uncertainty, suspension, and informalization overlap and interact. This chapter explores the unfolding transformation in Fikirtepe, the largest ongoing redevelopment project in the city, which has seen its social and urban fabric torn apart by the redevelopment and is currently stuck in an unstable but protracted limbo. As Fikirtepe becomes “unlivable” for many of its long-time dwellers, a number of migrants are moving in, etching out a living: a collateral effect of redevelopment failure, creating a space of opportunity for new disenfranchised populations with varied backgrounds, legal statuses, and life trajectories. Within this setting, this chapter analyzes the periphery as a condition that is articulated, reproduced, and transformed through embodied practices. With their practices, narratives, and trajectories, those who inhabit such botched urban transformation embody different layers of the periphery, contributing to shape an understanding of it as a perspectival condition with a polyvalent spatiality and temporality.

The chapter presents the authors’ views on ‘Moving Forward’, specifically on the development of better data to evaluate the impact of competing migration policies on border deaths, the need for an overarching vision for border control and migration, and the requirements for what is perhaps the most viable option currently, ‘muddling through’. Even in today’s difficult environment, many practical, legal, and technological initiatives flourish that could help prevent deaths; these initiatives provide a pragmatic way forward. To keep continued crises from becoming the new normal, we must use these promising practices to develop, and gain acceptance of, a migration framework that prevents border death.

Abstract The swept area of a two dimensional object undergoing motion in its plane of definition is the union of the area occupied by the object at all positions during the motion. A methodology for determining a close approximation to an exact swept area for a known arbitrary motion is developed here. The methodology has use for preventing interference between links of a planar mechanism during synthesis. Criteria for determining individual points falling on the border of the swept area from the body during any instant of the motion are derived from envelope theory. Points on the swept area boundary are determined at the initial position of the sweeping body for computational efficiency. The swept area is constructed from these points plus sections of the border of the moving body at select positions. Overlap of the swept area onto itself is handled by splitting the overall swept area into a small number of individual swept areas free of overlap. An eleven-step swept area algorithm is clarified with an example.

Este trabajo explora los cambios que acontecen actualmente en las dinámicas de regeneración urbana de las grandes metrópolis contemporáneas que apuestan por modelos de economía urbana incorporados a la globalización. El peso de la producción cultural y de las industria creativas se acompaña de nuevos personajes y estilos de vida directamente vinculados a la “nueva economía”, innovadora y social, cuyos movimientos representan hoy la piedra de toque de las dinámicas urbanas que afectan a las áreas centrales. Proponemos analizar estas dinámicas a partir de los casos de Madrid y Buenos Aires en función de tres factores detectados: la rehabilitación del patrimonio urbano, las políticas de lugar de la economía del conocimiento, y la transformación comercial de los mercados tradicionales y el comercio de proximidad. Sostenemos que estos tres vectores refuerzan los procesos de renovación urbana desplazando la frontera de la gentrificación a nuevos marcos de actuación y límites territoriales. This paper explores the changes taking place today in urban regeneration dynamics of the big metropolis that are committed to contemporary urban economic models incorporated in globalization. The weight of the cultural and creative industry comes together with new characters and lifestyles directly linked to the innovative and social "new economy", whose movements today represent the touchstone of urban dynamics affecting central areas. We propose to analyze these dynamics from the cases of Madrid and Buenos Aires, in terms of three identified factors: the policies for rehabilitation of urban heritage, the policies for placing knowledge economy, and commercial transformation of traditional markets and local shops. We argue that these three vectors reinforce urban renewal processes moving the border of gentrification towards new frameworks and territorial frontiers.

Many regions in Poland are said to be a unique example of preservation of cultural heritage. These include many examples of Pomorskie, Kujawsko-Pomorskie, Wielkopolskie and Dolnoslaskie voivodships. These regions are known to preserve the traditional way of life and customs as well as the architecture, especially the sacral architecture. It is also much easier to build mutual trust and social capital in them, because people from those regions can always refer to the universal values of their ancestors. However, there are also regions which, under the influence of migration and post-displacement processes after World War II, have lost their cultural and social character. Economic emigrants and displaced people from the Eastern Borderlands and Central Poland shared poverty and desire to settle. Will they succeed, and is there a chance to recreate and build a new identity? Those are the questions we are trying to answer, and the following article presents some of the results. By moving the border of autobiographical and ethnographic methods, authors adopt an autoethnographic method (narrative interviews, participant observation, biographical methods), which means turning to narratives as a way of research and as an expression of the search for a different relationship between the researcher and the subject and between the author and the reader. The researchers use their own experiences as a source of description of the culture in which they participate and examine. As a result, the text is a story created by the local community and researchers, aimed at reproducing and creating identity in the post-immigrant rural communities based on experienced and historical memory. The research was conducted in the years 2016-2017 in the above mentioned voivodships.

Abstract This study has been done on Late Cretaceous tight clastic reservoir located south west of Abu Dhabi city with the border with Saudi Arabia. The field was discovered in the 1960s and a few wells were drilled subsequently. The Tuwyail clastic reservoir is characterized as tight with average permeability below 1 mD. The trap is identified as structural trap as north south anticline with gentle dip in both sides. Total of six wells were drilled targeting Tuwyail reservoir which part is of Wasia group. However, assessing potential of this accumulation poses a great challenge not only in terms of understanding of the depositional system which still unknown before but also in terms of quality of the legacy data like well data that impact the modeling studies. The aim of this paper is to provide an insight on integrated workflows for assessing the different uncertainties on clastic systems with limited data, focused on the most important sensitivities parameters impacting the oil in place, like reservoir proportions, free water level [FWL] and lateral distributions of the sedimentary elements within the area of interest which playing a big rules in future developing of the field. Before moving to full field development a full uncertainty and sensitivity analyses were conducted for the Tuwayil reservoir to find the highly uncertain parameters that impacting the future development of the reservoir, in the same time the main challenges is the limited data with low quality as the wells had been drilled in 60s with limited technology at that time and the core data were left in a bad conditions since the filed was left behind.

The past decade has been marked by a growing awareness of the potential harms of personal computing. This recent development was spurred by a surge of news reports, films, and studies on the unforeseen side effects of constantly using networked devices. As a result, the public has become increasingly aware of the cognitive, ideological, and psychological effects associated with the constant use of personal computing devices. Alongside these revelations, a growing chorus of activists, journalists, organizers, and scholars have turned attention to surveillance technology-related matters of a different kind—those related to the carceral state and border patrol. These efforts have sparked a shift in the public consciousness, from individual experiences of technology users to how technology is used to maintain social divisions. These studies show how the explosion of network devices not only changes society but also maintains longstanding divisions between social groups. This field review highlights key concepts and discussions on information technology, surveillance, carceral governance, and border patrol. Specifically, it explores the evolution of information communication technology and racial surveillance from the late nineteenth century until the present. The review concludes by exploring avenues for bringing these conversations into a transnational dialogue on surveillance, technology, and social inequality moving forward.

Interdepartmental Memorandum of Understanding (IMOU) 5170 between Natural Resources Canada (NRCAN), the Geological Survey of Canada (GSC) and Transport Canada Innovation Centre (TC-IC) aims to gain new insight into slow-moving landslides, and the influence of climate change, through testing conventional and emerging monitoring technologies. IMOU 5107 focuses on strategically important sections of the national railway network in the Thompson River valley, British Columbia (BC), and the Assiniboine River valley along the borders of Manitoba (MN) and Saskatchewan (SK). Results of this research are applicable elsewhere in Canada (e.g., the urban-rural-industrial landscapes of the Okanagan Valley, BC), and around the world where slow-moving landslides and climate change are adversely affecting critical socio-economic infrastructure. Open File 8931 outlines landslide mapping and changedetection monitoring protocols based on the successes of IMOU 5170 and ICL-IPL Project 202 in BC. In this region, ice sheets, glaciers, permafrost, rivers and oceans, high relief, and biogeoclimatic characteristics contribute to produce distinctive rapid and slow-moving landslide assemblages that have the potential to impact railway infrastructure and operations. Bedrock and drift-covered slopes along the transportation corridors are prone to mass wasting when favourable conditions exist. In high-relief mountainous areas, rapidly moving landslides include rock and debris avalanches, rock and debris falls, debris flows and torrents, and lahars. In areas with moderate to low relief, rapid to slow mass movements include rockslides and slumps, debris or earth slides and slumps, and earth flows. Slow-moving landslides include rock glaciers, rock and soil creep, solifluction, and lateral spreads in bedrock and surficial deposits. Research efforts lead to a better understanding of how geological conditions, extreme weather events and climate change influence landslide activity along the national railway corridor. Combining field-based landslide investigation with multi-year geospatial and in-situ time-series monitoring leads to a more resilient railway national transportation network able to meet Canada's future socioeconomic needs, while ensuring protection of the environment and resource-based communities from landslides related to extreme weather events and climate change. InSAR only measures displacement in the east-west orientation, whereas UAV and RTK-GNSS change-detection surveys capture full displacement vectors. RTK-GNSS do not provide spatial coverage, whereas InSAR and UAV surveys do. In addition, InSAR and UAV photogrammetry cannot map underwater, whereas boat-mounted bathymetric surveys reveal information on channel morphology and riverbed composition. Remote sensing datasets, consolidated in a geographic information system, capture the spatial relationships between landslide distribution and specific terrain features, at-risk infrastructure, and the environmental conditions expected to correlate with landslide incidence and magnitude. Reliable real-time monitoring solutions for critical railway infrastructure (e.g., ballast, tracks, retaining walls, tunnels, and bridges) able to withstand the harsh environmental conditions of Canada are highlighted. The provision of fundamental geoscience and baseline geospatial monitoring allows stakeholders to develop robust risk tolerance, remediation, and mitigation strategies to maintain the resilience and accessibility of critical transportation infrastructure, while also protecting the natural environment, community stakeholders, and Canadian economy. We propose a best-practice solution involving three levels of investigation to describe the form and function of the wide range of rapid and slow-moving landslides occurring across Canada that is also applicable elsewhere. Research activities for 2022 to 2025 are presented by way of conclusion.

The COVID-19 pandemic has been tremendously difficult for many people across the globe. What was initially viewed as a health crisis affected societies to their core, many of which were already grappling with the devastating effects of climate change, as well as other challenges such as political instability and conflict. While each of these crises has its own identifiable causes, the increasingly interconnected nature of our world means that these shocks or hazards and the knock-on effects from them cannot be viewed in isolation. Indeed, the number of record-breaking disasters witnessed over the past years and their cascading effects across sectors and borders have illuminated those interconnections as never before. Similarly, interconnections became very visible whenCOVID-19 started to spread around the globe. The unfolding pandemic prompted a range of policy measures to limit the spread of the virus and avoid health systems becoming overwhelmed. Yet the effects of these measures, including stay-at-ho-me orders and shutdown of public life, while highly important to prevent health system collapse and reduce COVID-19 fatalities, hit the most vulnerable the hardest. Underlying vulnerabilities such as poverty, precarious jobs in the informal economy, lack of access to education and, structural gender biases were exacerbated by the pandemic. This report sheds light on the complexity of risks in a highly interconnected world, and present lessons for risk management. Focusing on COVID-19, it shows how, through the interconnectedness of societies and the underlying vulnerabilities within them, the direct and indirect impacts of the pandemic have revealed the systemic nature of risk. Through a case study approach, it demonstrates how the pandemic triggered a multitude of impacts far beyond the direct health crisis, including joblessness, debt, civil and domestic violence and the derailment of their children’s education, among many others. In many locations, women suffered disproportionately, whether as a result of bias in employment patterns or other pre-existing gender biases in society. Drawing on insights from different case studies across the world, this report also offers lessons from the pandemic for understanding risk more systemically, and presents recommendations for risk management moving forward.
