We firstly proposed a GOP-level bit-stream structure that completely eliminates data dependencies between any two of successive GOPs. Based on the bit-stream structure, we developed GOP-level parallelization algorithms for SVC/MVC. By using full search scheme, both of the parallel encoders achieve a speedup proportional to the number of threads used. Finally, we integrate the proposed framework
