To facilitate the solution of complicated problems in the complex, dynamic environment, the systems theory based on evaluation of the relationships between their constituent parts and allowing the systems approach to be applied to the analysis of complex structures, phenomena and processes should be used. In this case, it is possible to change the state of the considered complex objects or effectively manage them. To manage a system, you should first quantitatively evaluate its state. For this purpose, a formalized model reflecting the object should be constructed. The above model will reflect the considered object from various perspectives. Taking into consideration that a system is a structured set of interconnected elements, a set of criteria, including a great number of these elements, should also be structured. In this way, the hierarchical structure of the criteria will be obtained. To evaluate it quantitatively, a certain amount of criteria which an expert is able to analyse should be used for making a subsystem. If the number of elements in the subsystem is too big, the structuring continues by introducing some additional hierarchical levels. The obtained hierarchically arranged set of criteria may be quantitatively evaluated by using multicriteria methods.

The Vesuvian Villas are a system of architectural assets that, due to important artistic, historical and typological characteristics, have relevance that is not only local. However, due to ineffective management policies and insufficient financial resources, the system of the Vesuvian Villas is subject to abandonment or to invasive transformations for speculative purposes. The management policies for these real estate goods would require a profound theoretical and operational review that, together with the overcoming of the binding instrument as the only guarantee of protection, pursues conservation through synergies founded on appropriate uses of the Vesuvian Villas. This innovative path is difficult to implement due to the substantial rigidity of the architectural structures and the transformations aimed at renewing the forms of use, but mostly for the lack of available financial resources. Starting from the analysis of the relationships between conservation and transformation of the historical architectural asset, the paper proposes a multicriteria analysis model for the evaluation of the "vocational" nature of the "Villa Vesuviana" property, aimed to its conservative reuse. This suitability was assessed starting from a set of indicators explaining the actual state of the building (typological, morphological, structural and artistic characteristics) and its location. The indicators have been evaluated through qualitative judgments made using the hierarchical analysis technique. Particular attention was paid to the evaluation of synergies deriving from complementary uses.

ResumenEn este trabajo se desarrolla un modelo de gestión para las empresas inmobiliarias, que permite analizar su desempeño periodo a periodo bajo un esquema de mejora continua, el cual puede ser aplicado por las empresas independientemente de su tamaño. El modelo en cuestión ha sido generado con los juicios de valor de especialistas en gestión inmobiliaria de empresas chilenas, a través del uso de la metodología de análisis jerárquico de proyectos. El método de Análisis Jerárquico de Proyectos (AHP), utilizado para determinar las prioridades de cada elemento de evaluación, ha permitido establecer valores precisos, consistentes y consecuentes de medición del desempeño de la gestión en el negocio inmobiliario. El proceso de desglose de los objetivos en criterios agrupados bajo un esquema estructurado con 26 variables, posibilita disponer de un cuadro de mando integrado, que devela los aspectos más significativos para el negocio inmobiliario, de los cuales 9 explican cerca del 70% del índice de gestión de desempeño. Destacando una preocupación equilibrada entre rentabilidad, crecimiento y estabilidad, lo cual muestra que las empresas tienen como objetivo su permanencia en el mercado y no sólo rentabilizar una inversión. De igual forma el modelo muestra una significativa preocupación por los clientes externos de la empresa y también al cliente interno, ya que, manteniendo satisfecha a las personas, se logra una mayor productividad y el logro de los objetivos de las empresas.AbstractThe development of this work is a management model of real states companies that allows analyze its performance in a time control period under a continuous improvement scheme, this model could be applied in all types of companies regardless of its size. This management model has been generated with value judgment of Chilean specialist in real states companies, through a project hierarchical analyze method. The Project Hierarchical Analyze method (AHP), used to evaluate the priority of each evaluation element, has allowed to establish precise, consistent and consequence values for measuring the development of real states management business. The process of target breakdown into grouped criteria under a structured scheme of 26 variables, allows to construct an integrated control panel, showing the most relevant indicators for the real states business, of which 9 can explain near 70% of the key performance indicators. Highlighting a balanced concern among profitability, growth and stability, which shows that companies aim their stay in the market and not just a return on investment . Similarly the model shows a significant concern for the external customers of the company and also the internal customer, since keeping people happy, higher productivity and achieving the objectives of the companies is achieved.

Site selection is one of the most important choices in the start-up, expansion, or relocation of any business. Construction of a new industrial system is a significant long-term investment, and identifying the site is a vital step on the path to the success or failure of the industrial system. Site suitability assessment in Southeast Nigeria, like elsewhere, is influenced by inherent conflicts and a complex network of socioeconomic and ecological constraints, necessitating the use of a flexible decision-making support tool capable of incorporating multiple evaluation criteria, including the perspectives of various decision-makers. In this study, a GIS-based multi-criteria approach was used for site suitability evaluation for the large-scale petrochemical industry in Southeast Nigeria. The objectives of the study include reviewing planning concepts and existing planning guidelines for the siting petrochemical industry, defining important factors and criteria needed for the establishment of the industry in the area, determining potential locations for the proposed industry through the combination of these factors, while considering constraints, using multi-criteria analysis and produce maps showing suitable sites. Datasets used for the study comprised satellite images for land use, SRTM, climate data, geology, soil, rainfall and disaster risk. The methodological approach enabled the evaluation of relative priorities of locating sites for the petrochemical industry, based on a set of criteria such as physiography, land slope, distance to river, soil type, rainfall, climate, land use land cover, distance to geological structures, land systems and geomorphology, distance from settlement, accessibility, distance from Central Business District (CBD), and disaster risk. Analytical Hierarchical Processes (AHP) were used in comparing criteria through matrix comparison and derive relative weights of the criteria. The weighted overlay was used to integrate suitability criteria maps to derive the final suitability map. An iterative post-aggregation constraint was applied ·to identify potential sites as a basis for delineating potential areas for the petrochemical industry. The final suitability map showed that 31% of the region was unsuitable for such industries due to the presence of developed areas such as built-ups, and residential and commercial areas. However, 35% of the region had less suitability while about 9% was highly suitable. In general, all the states in the southeastern region had high potential for large-scale petrochemical industries as 37 out of 95 local government areas in the region had highly suitable locations. It was recommended that demographic and environmental impact assessment be implemented in order to ensure suitable or potential sites would be effective and resourceful for the people, communities, and the region at large. In this way, industries can exist with less harmful impact on the environment while promoting economic growth and sustainability.

A number of multicriteria decisions must be made during construction investment processes. A number of support systems for multicriteria tasks of construction investment processes are available. Part of them is reviewed in this article. Effectiveness of the construction investment process is greatly influenced by an appropriate formulation of a construction contract. In order to formulate effective construction contract, multicriteria techniques for evaluation and comparison of the contracts must be created. Beside technical, organisational and economic aspects of construction, legal aspects of a construction contract must be also analysed in order to create such techniques. Therefore legal decision‐making systems are also reviewed in the article. A conclusion can be made from the review that decision‐making systems for construction contracts are not available currently. One of the main tasks in the creation of multicriteria support systems is the formation of a multicriteria indicator system. In this paper the structure of construction contracts are analysed and a hierarchical model of a construction contract is presented. Construction contracts have to be made evaluated and compared to this model. On the basis of this model, significance of indicators should be determined and a multicriteria decision support system should be created in further research stages.

Two main paradigms split the core of the debate on governance structures: the maxi-minimizing and the satisficing paradigms. Some differences between the two has been hidden by the (only apparently) similarity of the “maximum” and “maximal” concepts. If the maximizing behavior refers to the maximum of the utility function and not to the maximal of a binary preference relation, then satisficing does not correspond to maximizing behavior. Besides such differences, from an empirically grounded point of view the maxi-minimizing approach to choose and to evaluate governance structures has relevant limitations. The remarkable limitations of the maxi-minimizing approach become further evident and crucial when one acknowledges that the comparison between alternative governance structures is – like almost any other human choice – unavoidably multicriteria. The absence of tradeoffs among the different criteria prevents the generalized use of a single real-valued function (utility, profit, cost, etc.) to represent decision maker's goals. However, multicriteria problems can be solved when properly dealt with outranking methods. These are heuristic choice algorithms fully consistent with the satisficing paradigm and with the behavioral economic theory. In order to show its effectiveness, a tutorial example is discussed in detail comparing the three main forms of governance structures: market, hierarchy and network. They are scrutinized by four evaluation criteria: profitability, effectiveness, accountability and organizational capability. It will be demonstrated that the outranking algorithm can solve multicriteria decision making problems under conflicting criteria of evaluation. Outranking solutions are at the same time satisficing solutions, that take into account and operationalize the Simonian “levels of aspiration” through concrete parameters.

AbstractThe present paper proposes an extension of the multicriteria Bipolar method, introduced by E. Konarzewska-Gubała, and its application to the control of multistage, multicriteria decision processes with a fixed number of stages. At each stage, two sets of reference points are determined, which constitute a reference system for the evaluation of stage decisions. At the end of the process, multistage alternatives—compositions of stage alternatives—are evaluated. The procedure proposed, which includes elements of the Electre methodology, allows to assign each multistage alternative to one of the six predefined, hierarchical classes, and then to perform ranking within each class. The purpose of the paper is to present and substantiate the dynamic Bipolar procedure. An essential part of the paper is a numerical example which illustrates the notions and relationships introduced.

The uniform concept of synthesis of construction materials with special properties as multicriteria difficult technical system with use of an iterative way is offered. Composite materials with complex hierarchical structure are considered as a set of typical elements and communications between them (multilevel structures). Transition from one level to another is offered to be carried out on the basis of allocation of substructures (the macroscopic elements interconnected in the easy and clear way). On the basis of experimental data assessment of statistical communication between 14 properties of materials for various 10 structures is defined. The annex of methods of rank correlation to synthesis of epoxy composites on their properties on the basis of the analysis of statistical data is given.

This article covers the problem of processing of Big Data that describe process of complex networks and network systems operation. It also introduces the notion of hierarchical network systems combination into associations and conglomerates alongside with complex networks combination into multiplexes. The analysis is provided for methods of global network structures study depending on the purpose of the research. Also the main types of information flows in complex hierarchical network systems being the basic components of associations and conglomerates are covered. The main approaches for the formation of generalized conclusions about operation quality of complex hierarchical network systems are analyzed. Advantages and drawbacks of the “weakest” element method and a weighted linear aggregation method are determined. Nonlinear aggregation method is proposed for evaluating the quality of the system, which consists of elements of the same priority. Hybrid approaches to form generalized conclusions are developed based on the main aggregation methods. It is shown that they allow to obtain more reliable aggregation results.

Countries across the globe have started taking measures to reduce the greenhouse gas emissions andto power the future with more sustainable forms of energy. One such initiative towards sustainableenergy generation is through wind energy. The wind energy contribution has shown a drastic increasein Sweden during the last few years. However there are several issues due to improper siting of windmills. This thesis aims to conduct a multi-criteria evaluation to determine suitable wind farm sites inVästernorrland County. The spatial planning through multi-criteria evaluation is done jointly usinganalytical hierarchy processing and weighted linear combination in ArcMap. There are 29 criteriataken into account and the buffer zones from each criterion are decided based on Swedish legislation,discussions with stakeholders and from similar previous studies. Three scenarios namely green,economy and tourism are created giving emphasize on the aspects as the title implies. The scenarioeconomy has the least area with very high suitability scores when compared to the other two scenarios.The results obtained for the three scenarios are grouped into classes with suitability scores. About 60%of the total area is unsuitable for wind farm installations and most of the area has less to moderaterange of suitability. The major constraints that restrict the wind mill installations are spaces with landcover like water, roads and national protected areas. Based on the suitability scores, the best three sitesare finally selected which covers the three scenario aspects. Other sites are excluded due to reasons likelow suitability, closeness to the county boundary and too small in size. Among the best three sites, twosites already have permission to build wind farms. The proposed third site is about 2.5 squarekilometres located to the south-east of the county. In conclusion, the project result not only shows thatthere are more potential<br>Länder över hela världen har börjat vidta åtgärder för att minska utsläppen av växthusgaser och att iframtiden övergå till mer hållbara energikällor. Ett sådant initiativ mot en hållbar energiproduktion äratt satsa på vindkraft. Vindenergi har visat en drastisk ökning i Sverige under de senaste åren. Detfinns dock flera problem på grund av olämplig placering av vindkraftverk. Avhandlingen syftar till attgenomföra en utvärdering av flera kriterier för att bestämma lämpliga lägen för vindkraftparker iVästernorrlands län. Den fysiska planeringen genom utvärdering av flera kriterier görs gemensamtmed hjälp av en analytisk hierarki-bearbetning och vägd linjär kombination i ArcMap. Det tas hänsyntill cirka 29 kriterier och buffertzoner för varje kriterium bestäms utifrån svensk lagstiftning,diskussioner med intressenter och liknande tidigare studier. Tre scenarier, med respektive tonvikt påekologi, ekonomi och turism skapas och analyseras. Scenario ekonomi har det minsta området medmycket höga lämplighetspoäng jämfört med de andra två scenarierna. Resultaten som erhållits för detre scenarierna grupperas i klasser med olika lämplighetsresultat. Cirka 60% av den totala arealen ärolämplig för vindkraftsanläggningar och majoriteten av området har mindre till måttligt lämpligtutbud. De stora begränsningarna som sätter gränser för vindkraftsanläggningar är de områden somupptas av exempelvis vatten, vägar och nationella skyddsområden. Baserat på lämplighetspoängen ärde bästa tre platserna utvalda som representerar de tre scenarierna. Andra platser utesluts på grund avskäl som låg lämplighet, närhet till länets gräns och alltför små områden. Bland de utvalda områdenahar två redan tillstånd att bygga vindkraftparker. Den föreslagna tredje platsen är cirka 2,5kvadratkilometer belägen i sydöstra delen av länet. Sammanfattningsvis visarprojektet resultatet intebara att det finns fler potentiella platser men identifierar också de mest lämpliga platserna förinstallation av vindkraftverk i Västernorrlands län.

Pour un problème de commande optimale linéaire-quadratique monocritère les lois de commande partiellement en boucle fermée à deux niveaux sont étudiées. Une généralisation des moyens de synthèse de ces lois est proposée. Pour les problèmes multicritères linéaires-quadratiques, l'utilisation des stratégies de Nash et de Stackelberg nécessite la résolution d'un ensemble d'équations matricielles couplées. La solution analytique exacte de tous les jeux de Stackelberg en boucle ouverte et d'une large classe des jeux de Nash est obtenue. Ces résultats s'appuient sur les propriétés des spectres des matrices caractérisant les conditions nécessaires à satisfaire par les différentes stratégies.

La segmentation est une tâche cruciale en analyse d’images. L’évolution des capteurs d’acquisition induit de nouvelles images de résolution élevée, contenant des objets hétérogènes. Il est aussi devenu courant d’obtenir des images d’une même scène à partir de plusieurs sources. Ceci rend difficile l’utilisation des méthodes de segmentation classiques. Les approches de segmentation hiérarchiques fournissent des solutions potentielles à ce problème. Ainsi, l’Arbre Binaire de Partitions (BPT) est une structure de données représentant le contenu d’une image à différentes échelles. Sa construction est généralement mono-critère (i.e. une image, une métrique) et fusionne progressivement des régions connexes similaires. Cependant, la métrique doit être définie a priori par l’utilisateur, et la gestion de plusieurs images se fait en regroupant de multiples informations issues de plusieurs bandes spectrales dans une seule métrique. Notre première contribution est une approche pour la construction multicritère d’un BPT. Elle établit un consensus entre plusieurs métriques, permettant d’obtenir un espace de segmentation hiérarchique unifiée. Par ailleurs, peu de travaux se sont intéressés à l’évaluation de ces structures hiérarchiques. Notre seconde contribution est une approche évaluant la qualité des BPTs en se basant sur l’analyse intrinsèque et extrinsèque, suivant des exemples issus de vérités-terrains. Nous discutons de l’utilité de cette approche pour l’évaluation d’un BPT donné mais aussi de la détermination de la combinaison de paramètres adéquats pour une application précise. Des expérimentations sur des images satellitaires mettent en évidence la pertinence de ces approches en segmentation d’images<br>Segmentation is a crucial task in image analysis. Novel acquisition devices bring new images with higher resolutions, containing more heterogeneous objects. It becomes also easier to get many images of an area from different sources. This phenomenon is encountered in many domains (e.g. remote sensing, medical imaging) making difficult the use of classical image segmentation methods. Hierarchical segmentation approaches provide solutions to such issues. Particularly, the Binary Partition Tree (BPT) is a hierarchical data-structure modeling an image content at different scales. It is built in a mono-feature way (i.e. one image, one metric) by merging progressively similar connected regions. However, the metric has to be carefully thought by the user and the handling of several images is generally dealt with by gathering multiple information provided by various spectral bands into a single metric. Our first contribution is a generalized framework for the BPT construction in a multi-feature way. It relies on a strategy setting up a consensus between many metrics, allowing us to obtain a unified hierarchical segmentation space. Surprisingly, few works were devoted to the evaluation of hierarchical structures. Our second contribution is a framework for evaluating the quality of BPTs relying both on intrinsic and extrinsic quality analysis based on ground-truth examples. We also discuss about the use of this evaluation framework both for evaluating the quality of a given BPT and for determining which BPT should be built for a given application. Experiments using satellite images emphasize the relevance of the proposed frameworks in the context of image segmentation

Paradigm debates in the educational research community are a frequent if not common occurrence. How do paradigm debates in other educational fields, such as curriculum and supervision, shape educators' understanding and practice? In this volume, it is suggested that educators' adherence to particular views of curriculum and supervision is influential in guiding their beliefs and subsequent actions. For example, a widely accepted belief is that if an individual adopts a mechanistic view of the curriculum, then s/he is likely to deliver a curriculum grounded in pre-established objectives and evaluate student achievement in relationship to formulated objectives. Postmodernists contend that such educators are bound by rigid bifurcation and a constrictive linear logic. In supervision, educational leaders who favor leadership styles comprised by autocratic behaviors, tend to create school climates that favor a top-down approach to human relationships. Autocratic leaders rely on hierarchical organizational structures and styles that seek to instill compliance and subordinance. Yet prospective administrators who want concrete proposals put in practice find modern perspectives of supervision helpful. In contrast, postmodern supervisors allege that such leaders disallow the emergence of relevant and authentic relationships that might occur when conventional hierarchical structures are diminished and open lines of communication between teachers, students, administrators become normative. The chapters in this book present an in-depth analysis of how an individual's predisposition towards modern and postmodern views of curriculum and supervision are likely to influence: (1) curriculum development, (2) teaching styles, (3) leadership styles, (4) teacher and student evaluation, and (5) the missions intrinsic to the creation of professional preparation programs that serve to promulgate existing practice or create a new order of teachers and administrator.

AbstractThe evaluation of clustering structures is a crucial step in cluster analysis. This study presents the main results of the hierarchical cluster analysis of variables concerning a real dataset in the context of Higher Education. The goal of this research is to find a typology of some relevant items taking into account both the homogeneity and the isolation of the clusters. Two similarity measures, namely the standard affinity coefficient and Spearman’s correlation coefficient, were used, and combined with three probabilistic (AVL, AVB and AV1) aggregation criteria, from a parametric family in the scope of the VL (Validity Link) methodology. The best partitions were selected based on some validation indices, namely the global STAT levels statistics and the measures P(I2, Σ) and γ, adapted to the case of similarity coefficients. In order to evaluate the clusters and identify their most representative elements, the Mann and Whitney U statistics and the silhouette plot were also used.

This chapter is dedicated to presenting the optimization method employed, which primarily utilizes the functionalities provided by GIS (geographic information systems) and remote sensing for data structuring, cross-referencing information layers, and spatial analysis across various themes. It incorporates a multicriteria hierarchical analysis approach, enabling the integration of multiple decision criteria into a unified model. This approach involves conducting comparative evaluations of each pair of criteria and calculating their weights for the comparative assessment of each pair of options concerning each sub-criterion. Both methods employed showcase a robust multicriteria decision support tool. It is noteworthy that ensuring the validity of the SCS-CN procedure necessitates the incorporation of other supply models to enhance the accuracy of determining suitable locations for water accumulation structures.

The evaluation of client&amp;apos;s/patient&amp;apos;s health condition is the basis for determination of nursing problems/diagnosis and the nursing planing. Changed health condition to better is also the indication of successful performance of nurse&amp;apos;s work. The evaluation of the appropriateness of nursing interventions is based on positive alternations of individual daily activities. That is why a constant, in-fixed- intervals monitoring of client&amp;apos;s changed health condition on the basis of attributes or indicators, determined within the individual daily activities, is suggested. At that stage a problem, how to aggregate the individual estimates of indicators into an overall health condition evaluation, emerges. A multicriteria decision-making theory is used for that purpose. Practically that means the introduction of the measuring scale of 3 or 5 descriptive values and the aggregate function into the hierarchically structured indicators, which are in accordance with the International Classification for Nursing Practice (ICNP). In the following article the evaluation case using the shell of expert system DEX (Decision Expert) will be presented. The logical operations and the transparent interpretation of the evaluation within the expert system DEX enables a full presentation of the aggregated knowledge.

Interpretation methods for learned models used in natural language processing (NLP) applications usually provide support for local (specific) explanations, such as quantifying the contribution of each word to the predicted class. But they typically ignore the potential interaction amongst those word tokens. Unlike currently popular methods, we propose a deep model which uses feature attribution and identification of dependencies to support the learning of interpretable representations that will support creation of hierarchical explanations. In addition, hierarchical explanations provide a basis for visualizing how words and phrases are combined at different levels of abstraction, which enables end-users to better understand the prediction process of a deep network. Our study uses multiple well-known datasets to demonstrate the effectiveness of our approach, and provides both automatic and human evaluation.

The innovative and effective solutions for the strategic and operational planning management of organizations are discussed. The author reviews current and past challenges of the strategic and operational planning and describes two novel solutions with practical implementation for improving these processes. The first one is a numerical indicator V-index that represents the level of accomplishment of operational plans of the entire organization, its units, and members of staff. The V-index serves operational plans with hierarchical and non-hierarchical structures. The second solution is a novel context-free grammar operational planning language for a formal definition of the planning process. All examples and case-study presentation are based on fragments of the faculty/departments/programs of some fictional educational institution (university).

XML-based data dissemination networks are rapidly gaining momentum. In these networks XML content is routed from data producers to data consumers throughout an overlay network of content-based routers. Routing decisions are based on XPath expressions (XPEs) stored at each router. To enable efficient routing, while keeping the routing state small, we introduce advertisement-based routing algorithms for XML content, present a novel data structure for managing XPEs, especially apt for the hierarchical nature of XPEs and XML, and develop several optimizations for reducing the number of XPEs required to manage the routing state. The experimental evaluation shows that our algorithms and optimizations reduce the routing table size by up to 90%, improve the routing time by roughly 85%, and reduce overall network traffic by about 35%. Experiments running on PlanetLab show the scalability of our approach.

&lt;p&gt;Accurate bridge condition assessment is essential for bridge management and maintenance. Traditional hierarchical evaluation methods in China have highlighted two key issues: components with minor defects are often scored lower than those with severe defects, and the defect names in inspection reports do not always align with those described in the relevant guidelines. This paper introduces a modified bridge assessment method to address these issues. The proposed methods include adjusting the scoring model to prioritize structural defects and reduce deductions for non- structural defects. Subsequent to this, a machine learning-Enhanced text classification model is developed to automatically identify defects and differentiate the structural ones and non-structural ones. The accuracy of the proposed method was validated using inspection reports of bridges in Shanghai. This method provides valuable improvements to evaluation and management processes.&lt;/p&gt;

Responding to the COVID-19 pandemic required dramatic changes and new ways of working from civil services around the world. Within this, the immediate pandemic response and shift to remote work have captured most attention, but there has been less analysis of the other ways in which civil services adapted, or of how these changes have shaped the post-pandemic reform agenda. To gain insight on these questions, we interviewed 14 heads of civil service (or other similarly senior officials) from countries on all six continents to understand how they interpret the transformations that have occurred, what they are doing to institutionalise and deepen them, and what they perceive as the next frontiers for change. We find that the pandemic imposed a dual imperative on civil services: the need for greater speed, flexibility, and decentralisation of decision-making on the one hand, and for greater coordination and collaboration on the other. These two imperatives sat in tension with each other and led them to make a range of changes, many of which revolved around the common theme of questioning, unpacking, and remaking the traditionally hierarchical structures and norms of their institutions. The specific changes made varied across countries and spanned from the adoption of agile ways of working to the creation of new coordination mechanisms, the adoption of new modes and styles of leadership, and intensified training systems focusing on a broader scope of skills. Senior leaders viewed these changes mainly as an acceleration of pre-existing trends rather than as new ideas, and saw technology as an enabler but not a driver of change. Looking past the emergency response phase of the pandemic, leaders are not unanimous in their views on which of these changes are likely to be permanent. However, many perceive an urgent need to change structural aspects of people management and leadership development – from training to personnel evaluation and career management – in order to resolve the challenges and tensions that emerged in this process, and this effort dominates their thinking about institutionalising and continuing change in the medium- to long-term.
