To attract and retain students, universities are confronted with increased demand to provide housing options that meet the new expectations of the millennial generation. Recent trends and housing preferences are examined. The results of surveys detailing some of these new demands and how universities are attempting to address these demands are discussed. Additionally, universities are under pressure to efficiently use their limited resources and, as government support for higher education declines, public universities are seeking other sources of funding for major projects. Suggestions are made for unique partnering and financing options.

In this article we argue that the concept of need is as vital for moral theory as it is for moral life. In II we analyse need and its normativity in public and private moral practice. In III we describe simple cases which exemplify the moral demandingness of needs, and argue that the significance of simple cases for moral theory is obscured by the emphasis in moral philosophy on unusual cases. In IV we argue that moral theories are inadequate if they cannot describe simple needs-meeting cases. We argue that the elimination or reduction of need to other concepts such as value, duty, virtue or care is unsatisfactory, in which case moral theories that make those concepts fundamental will have to be revised. In conclusion, we suggest that if moral theories cannot be revised to accommodate needs, they may have to be replaced with a fully needs-based theory.

Globalization brings new challenges for education and training program as it demands new skills, awareness, approaches, and training. This demands medical personnel to serve clients who come from other countries around the world with effective English communication skill. In a more specific purpose in a job setting, an employee will need specific English related to his job description. As far as medical profession is concerned, medical personnel need English language in their professional settings. The demand for English for Occupational Purposes (EOP) grows proportionally to the universal demand for employees, who can function in English, in their fields of specialization. It therefore demands medical personnel to acquire English competences to meet with their desired level of English proficiency skills. What English competences are needed and whether they need English training program will determine the urgency needs analysis on the medical personnel English communication skills. This study is aimed at investigating the communicative needs of medical personnel at professional level in survey-based research. The data were collected, analyzed and interpreted qualitatively by administering observational notes, interview, and questionnaire among medical representatives. Further, this study is expected to gain beneficial outputs such as research report, proceeding after having been presented in national or international conference, and could be further developed into learning module for training program.

An age stratified random sample of 2280 adults over the age of 60 years, from three different areas of England, were interviewed and examined by a dentist in order to assess their dental status needs and demands. The towns of Salisbury (representing an urban community in the South of England), Darlington (representing an urban community in the North of England) and Richmondshire in North Yorkshire (representing a rural community) were the areas used. This allowed Salisbury and Darlington, the two towns used in one of the original population studies of adult dental health in 1962, to be revisited after 30 years. Response rates were around 55%, and a postal follow up of refusers allowed the influence of sampling bias on key dental factors to be established. The final sample was mostly ambulant and severe disability was rare, except in the oldest subjects (75^). Four dentists conducted the examinations, but one examiner (the author) undertook half of the examinations in each area. Geographical location, age and social class were strongly related to edentulousness. The percentage edentulous ranged from 11% in the younger (age 60-64) Salisbury non-manual workers to 90% in the oldest (age 75^) Darlington unskilled manual workers. A further 10% of the total sample in all three areas was edentulous in one arch. Complete dentures were rarely free of faults, but the relationships between denture faults, as assessed by the dentist, and reported dissatisfaction were weak. In the dentate sample, partial dentures were worn by 40%. Most of these were made of acrylic and were of a simple tissue supported design. Around 20% had had a partial denture made in the past which they were unable or unwilling to wear. Decay, periodontal attachment loss and tooth wear increased with age, but geographical variations were small. The most important influence on the dental health of the dentate was dental attendance pattern. Subjects who only attend the dentist when driven by pain had about six fewer teeth, six fewer filled teeth, and about twice as much decay (taking into account the number of teeth left) as those who attend for check-ups. 40-50% of the sample had some moderate periodontal attachment loss, but signs of more severe disease were found in only 10-25%. CPITN was an inappropriate measure of periodontal disease in an elderly population; loss of attachment and tooth mobility were preferable. Some moderate tooth wear affected about 40% of the sample, but did not seem to be closely related to functional problems. Most of the teeth with root surface decay, advanced periodontal disease and severe wear were concentrated in a minority of the sample. Demands and attitudes in the dentate varied with geography, gender and social class. Dental non-attenders were more common among men (particularly in the North) and people from manual backgrounds. A perceived lack of need for treatment was the major reason given for non-attendance. Fear of edentulousness and a preference to have restorative treatment were more common in the south. Few subjects reported difficulty with access to dental care. The risk factors for dissatisfaction and difficulty with eating were analysed using a model of the factors contributing to oral health and well being. The presence of unfilled anterior spaces and social and demographic variables were the major risk factors for dissatisfaction with aesthetics. Symptoms and the number of missing teeth were the most important factors leading to eating difficulties and dissatisfaction with masticatory function. Partial dentures are much more likely to be worn when there are less than 20 teeth, and where there is an anterior space. Number of posterior contacts and dental attendance pattern were the other major determinants of partial denture wearing. Partial dentures were a major risk factor for having root surface decay and fillings. Oral health goals for the elderly, taking into account the need to retain sufficient teeth to function through life, are presented. The absence of partial dentures, 20-24 teeth and 2-4 posterior contacts are seen as the desirable minimum, although these requirements may reduce with age.

The following thesis investigates contemporary issues within the applied physiology of soccer refereeing. 1) Training performance. The impact of a high intensity training regime was examined in a group of elite-level soccer referees. Following a 16-month training period the referees’ performance on the YoYo Intermittent Recovery Test (level 1) improved by 46.5%. 2) Match Demands. The effect of match standard and referee experience upon the objective and subjective match loads of referees was investigated. Match heart rates (HR) and ratings of perceived exertion (RPE) were both related to standard of competition, with the match loads being higher on the higher standard of competition. Referee experience had no effect upon the referees’ match responses. Using a semi-automatic, video match analysis system the referees’ match activities and factors affecting these activities were also examined. Physical performances were related in part to the physical performances of the players; whilst the distances covered during the first half were related to second half coverage. 3) Ageing and performance. The effect of ageing upon referees’ fitness levels and physical match performances was addressed. Regression analysis revealed a trend towards an agerelated reduction in physical fitness, as determined by the referees’ fitness tests. Match activity analysis demonstrated a clear age-related decline in physical match performance, although this decline did not impair the referees’ ability to keep up with play. 4) Fitness and match performance. The validity of the FIFA referees’ fitness tests was examined. Interval test HR load was significantly correlated to the referees’ match coverage, both total distance and high intensity running. Sprint test scores also demonstrated a significant relationship with the referees’ match sprinting distances. However, given the strength of the relationships only the sprint test showed appropriate construct validity for the physical assessment of soccer referees.

Mestrado em Gestão e Planeamento em Turismo<br>Tourism is increasingly basing its activity in creating unique and authentic experiences, where the tourist seeks to fulfil their expectations and create memories that make the whole trip been a wise decision. The research made in this field of study lacks of a structure that explains the experience as a constant interaction between the tourist, the destination and the experience itself. The present dissertation seeks to address this problem through a study about a generation that seeks more and more experiences in their travels: the millennials. This cohort is considered a market with huge potential and less volatile than its predecessors. Using Centro de Portugal region as a case study, this research aims to know if the territory studied is prepared to meet the millennials´ needs and demands. In order to respond to the objective set previously, were conducted interviews to 19 different entities, with preponderance in the region´s tourism industry, both public and private sector, and also taking into account the level of their operation (national, regional, local). These entities´ specificities served as a way to confront the organisations´ answers and analyse what the entities think about the millennials´ general characteristics, the Centro de Portugal´s actual touristic performance and the millennials´ behaviour when visiting or planning to visit the region. The results show that the entities are prepared to meet the needs and demands of millennials, being capable of an agreement on their main characteristics, mostly of sources of information used and the possible advantages brought by a millennial segmentation. However, the entities should improve their capacity for cooperation and exchange of information, mostly related to understand the millennials ´travel motivations but also any other tourist who visit Centro de Portugal.<br>Cada vez mais o turismo se baseia em criar experiências únicas e autênticas, onde o turista procura satisfazer as suas expectativas e criar memórias que façam toda a viagem ter sido uma decisão acertada. A pesquisa efetuada nesta área de estudo carece de uma estrutura que explique a experiência como uma interação constante entre o turista, o destino e a experiência em si. A presente dissertação procura colmatar esse problema através de um estudo sobre uma geração que procura cada vez mais experiências nas suas viagens: os millennials. Este grupo de pessoas é considerado um mercado com enorme potencial e menos volátil que os seus antecessores. Usando a região Centro de Portugal como caso de estudo, esta investigação tem como objetivo saber se o território em estudo está preparado para ir de encontro às necessidades e preferências da geração millennial. Para responder ao objetivo referido anteriormente, foram realizadas entrevista a 19 entidades com preponderância na indústria turística da região, quer do setor público e privado e tendo em conta igualmente o nível de atuação das mesmas (nacional, regional, local). Estas especificidades das entidades serviram para confrontar as respostas das mesmas no que toca a analise da geração millennial na sua generalidade, a situação atual da performance turística do Centro de Portugal e o comportamento dos millennials que visitam ou tencionam visitar a região. Os resultados obtidos apontam para a capacidade do Centro de Portugal em entender quais as características desta geração, as fontes de informação que usam nas suas pesquisas e as vantagens que advêm numa segmentação baseada neste grupo. Contudo as entidades devem melhorar a sua capacidade de cooperação e troca de informação, principalmente no que toca a entender as motivações dos turistas, tanto um turista regular que visita a região como um millennial.

The aim of this study was to investigate the demands, pressures and needs experienced by teachers in special needs schools (referred to as schools with learners with barriers to learning), with the aim of providing guidelines for teacher support to promote wellness. To attain this aim, the study had the following specific objectives or aims: 1. To determine the demands made on and pressures experienced by teachers as stressors. 2. To determine the needs which teachers experience to alleviate these stressors that arise as a result of the demands and pressures experienced by teachers in a special needs school. 3. The provision of guidelines for teacher support in order to promote wellness. 4. To make recommendations for the promotion of the wellness of teachers in a special needs school. A qualitative research design was considered to be the most appropriate for gaining in-depth insight into the demands, pressures and needs of these teachers. Data was collected through phenomenological interviews and direct observations. This data was then organised into categories and subcategories and direct quotations were presented verbatim. Research findings were compared with the relevant literature to identify existing information and possible differences, and the findings were then recorded in the form of two articles. As explained above, the primary goal of this study was to identify and describe the demands and needs experienced by teachers in special needs schools and to formulate guidelines for support to promote wellness. The study also showed that students need mentally and physically fit adults who can guide them as they find their way in the world. It is thus necessary to develop and promote the use of programmes and instruments to identify specific needs and stressors, so as to more accurately predict, prevent and alleviate demands that can be detrimental to health, and to provide and support guidelines to promote wellness in teachers..<br>Thesis (M.Ed.)--North-West University, Potchefstroom Campus, 2005.

Traditionally, employment advice and guidance services in the UK have occupied distinct realms despite government efforts to align and integrate the education and skills and welfare-to-work frameworks. Conceptually, studies of front-line service delivery have often adopted a street-level perspective. This study offers a governance approach that focuses on how adviser behaviour is steered through managerial methods and how advisers steer user behaviour through the use of discretion and trust. The study explored how advisers mediated the tensions between managerial concerns and user needs to achieve policy goals, among others to turn service users into more active citizens. Based on 38 semi-structured interviews with service managers and advisers in combination with service characteristics and policy aims, a service typology was developed which was then applied to eight case study services. The analysis showed that employment advisers in the different service types applied very diverse strategies to achieve an outcome for the service user, but that within service types the strategies were similar. Due to the different service structures and advisers’ varying ability to apply discretion, various kinds of trust could be established, which potentially allowed the advisers to influence a change of service user behaviour. This could range from highly coercive methods to empowering individuals. The findings showed that advisers were subject to similar pressures as they applied to service users when mediating managerial influences. There was evidence that ability to use discretion was a vital pivot point in how advisers mediated tension between the service demands and user needs. This in turn was related to the adviser’s ability to achieve sustainable outcomes for the service user.

This thesis focuses on the relationship between undergraduate translation curricula on the one hand, and students’ needs and market demands on the other hand, using translator training in Saudi Arabia as an example. This case study provides strong support for the argument that market demands and student needs should be reflected in the curriculum of translation training courses. There is a shortage of research on the relationship between translation curriculum design and situational context, and the recommendations of my study are generalizable to other locations, especially those where translator education is still a relatively new subject of study. The tools used in this study are extended questionnaires of three stakeholder groups: (i) final-year students following translation courses at three universities in Saudi Arabia, King Saud University, Imam Muhammad ibn Saud Islamic University and Effat University; (ii) translation instructors teaching translation at those universities; and (iii) translators working in the Saudi translation market. The questionnaires administered to students and instructors enabled me to identify their perceptions of the needs of students and the market, while the questionnaires administered to translators working as professionals in the market enabled me to identify both the actual needs of the market and professionals’ view of the translation courses and their graduates. Follow-up interviews with a fourth important group of stakeholders, namely curriculum decision makers in translation departments, were conducted once I had identified the students’ needs and the demands of the market, and the thesis discusses the relationships between the views of all four stakeholder groups. It is my hope that the study will contribute to enhancing the development of curricula in undergraduate translation courses.

This study aims to examine if the compatibility of the person with the working environment is related to their engagement. There are three factors in compatibility with the working environment (person-environment fit): person-job fit, which addresses the compatibility between the skills of the person and the work it executes; person-organization fit, which is related to the personal values compared to the organizations values; and needs-supply, which addresses the individuals perception as to have their needs met by their work and the organization where he works. Constructs of organizational behavior such as job satisfaction, organizational commitment and turnover intentions are commonly used as successor variables in compatibility studies (fit) however, no studies about the relationship between work environment compatibility (person-environment fit) and engagement at work were found. This quantitative research approach was based on the Perceptions Fit instrument proposed by Cable and DeRue in 2002; and UWES instrument - Ultrech Work Engagement Scale of Schaufelli and collaborators, 2006. We studied 114 respondents with at least six months in the current activity and at least five years in the labor market. The analyses by Structural Equation Modeling by PLS (Partial Least Squares) method support the hypothesis that the greater the compatibility between the person and his work, the greater their engagement. In addition to the central hypothesis of the work that the person-job compatibility influences the engagement at work, the influence of fit dimensions on engagement were tested and the results showed that the needs-supply dimension has the most influence on engagement. This study starts the discussion on the relationship between a persons compatibility with the work environment and their engagement, suggesting reapplication of the method in different audiences, so that the results can be used for<br>O engajamento no trabalho é um dos objetivos dos gestores de pessoas. Ancorado no mÃtodo dialÃtico, as necessidades foram analisadas em sua articulaÃÃo com a totalidade, buscando a explicitaÃÃo das mediaÃÃes e contradiÃÃes envolvidas. Realizaram-se entrevistas semiestruturadas com moradores, observaÃÃes de campo, aplicaÃÃo de questionÃrio, alÃm de pesquisa documental. Evidenciaram-se cinco conjuntos de necessidades: necessidade de produtos e serviÃos biomÃdicos; necessidade de dinheiro para consumir produtos e serviÃos biomÃdicos; necessidade de alimentos saudÃveis; necessidade de hÃbitos saudÃveis; e necessidade de boas relaÃÃes interpessoais com os trabalhadores dos serviÃos de saÃde. Embora agrupadas, elas sÃo singulares aos modos de vida individuais e coletivos, tecidos numa trama que articula atores sociais, polÃticos, culturais, econÃmicos, cientÃficos e midiÃticos; e revelam contradiÃÃes em sua maioria desfavorÃveis à satisfaÃÃo das necessidades de saÃde e um processo de reproduÃÃo social fortemente direcionado para a acumulaÃÃo do capital. As necessidades de saÃde sÃo multidimensionais, assumem conteÃdos e formas diversificadas, conforme as especificidades de vida e saÃde dos sujeitos individuais e coletivos. Carecem, para sua apreensÃo, de mÃtodos inscritos em diferentes tradiÃÃes de pesquisa, sendo apenas parcialmente capturadas pelos indicadores epidemiolÃgicos tradicionalmente utilizados nos sistemas de saÃde.<br>The health needs of the population are not answered satisfactorily, outlining challenges of various orders to health practices. Overcoming this scenario implies knowing the needs of social groups and creating tools and strategies to meet them, which requires efforts of sciences and practices in public health.This research examines health needs in urban peripheries of a midsize city in Northeast Brazil. Anchored in the dialectical method, needs were analyzed in conjunction with their entirety, seeking clarification of mediations and contradictions involved.Semi-structured interviews were conducted with residents,besides field observations, questionnaires, as well as documentary research. They evidenced five sets of needs: need for biomedical products and services; need for money to consume biomedical products and services; need for healthy food; need for healthy habits; and need for good interpersonal relationships with employees of health services.Although grouped together, those needs are singular to the individual and collective lifestyles, woven into a web that articulates social, political, cultural, economic, scientific and media actors; and reveal contradictions that are mostly unfavorable to meet the health needs and a process of social reproduction that is strongly targeted to the accumulation of capital.Health needs are multidimensional,they assume diverse forms and contents, according to the specificities of life and health of individuals and groups. For their recognition, they require methodsenrolled in different research traditions, being only partially captured by the epidemiological indicators traditionally used in health systems.

AbstractThe currently EU-wide largest survey on the future of skills for professionals in the IT sector reveals a new configuration in skill demands. The skill study differentiated between three sets of skills: Business, Technical, and Future Skills and surveyed IT and HR professionals from more than 300 organizations in 27 European member states to assess the importance of skills today and within the next three to five years. It took place in the Blockchain sector, which stands exemplary for digital transformation of economies. It turns out that participants attribute high to very high importance to Future Skills over Technical and Business Skills. This brings up questions for new qualification pathways and strategies with a string focus on Future Skills. The study presented here provides an in-depth analysis of surveys and research skill demands for IT professionals and an analysis of skill supply, which has been investigated through a multi-method and multi-stakeholder research design.

Abstract A need to establish guidelines for inspection of vessels and piping subject to wet H2S cracking is growing. Certainly there is no practical way to inspect the I.D. of most piping, except for UT, and this can be like looking for a needle in a haystack. Questions about what percentages of internal WFMP inspections should be performed are difficult to develop a standard rule of thumb for. Demands upon engineers from management to increase equipment safety and reliability while minimizing turnaround frequencies, produces quite a challenge. A program to help answer these needs is presented. Use of Acoustic Emission, Automated ultrasonics, field metallography with replicas, flaw sizing and wet fluorescent magnetic particle inspection are discussed in detail.

The social significance of donkey milk for human health stems from its potential advantages for vulnerable populations, including children and those with special dietary needs. The variation in its composition throughout lactation indicates that it can be adapted to fulfil the specific nutritional demands of these groups. The focus of this paper is to investigate the chemical profile of donkey milk and the changes that occur during lactation. The study was performed on samples taken at various stages of lactation, from colostrum to milk. The results revealed fluctuations in protein, fat, lactose and dry matter, reflecting the milk's adaptation to the changing needs of the foals. The results indicate a significant increase in lactose content from 6.24% in the second month of lactation to 6.42% in the sixth month. Regarding the protein level, it decreased from 1.88% in early lactation to 1.41% during late lactation. This study has important implications for the use of donkey milk in human nutrition, providing insight into its potential use in product development for targeted sensitive groups such as infants and people with special nutritional needs.

Abstract The product architecture developed by a design team will have a tremendous impact upon customer satisfaction and market acceptance of a product. Yet most work in product architecture centers around configuring them for cost savings, manufacturability, and other production-driven concerns. Here, we propose a customer need basis for defining a product architecture. Customer needs analysis can provide a list of requirements for a product to sell. At any moment in time, one can assess a market population to establish target values for product features and represent those targets as probability distributions. Alternatively, one can also trace a few products through their use in time, and establish desired target values as a set of different distributions. Comparing these two distribution sets for every important customer need can point to the type of architecture a market population desires. When population and time distributions match, feature adjustability is required. When these distributions are different but constant in time, a family of product variants is more appropriate. When the population distribution changes over time, the feature must be isolated so it can be upgraded over time. If the distributions across both time and population are narrow, a single offering will supply the needs of the market. An instant film camera product is used as an example of the relationship between customer need distributions and appropriate product architecture.

The modern low emissions gas turbines operate under some of the most challenging operating conditions as more demands are exercised on their performance. For example, the future engines will have higher thrust-to-weight ratio, improved fuel efficiencies, and high overall pressure ratios. Furthermore, the environmental safety needs will dictate many of the future low emissions combustor designs to be either Lean-Premixed (LP), Lean Direct Injection (LDi), Rich-burn-Quick quench-Lean burn (RQL) or catalytic. These will impose additional demands on developing unique high temperature materials that can survive in oxidizing and reducing environments, under high temperature and pressure conditions, and have other material properties such as superior strength and stiffness. In this paper, first we discuss the salient features of advanced low-emissions gas turbines and their needs for unique material technology development. Next, we discuss the state-of-the-art material technology development as it is applied to current gas turbines. And, finally we review the material developments that will be needed for the future gas turbine engines.

The concept of statistical literacy needs to be refreshed, regularly. Major changes in the ways that data can be accessed from government and non-government agencies (the ‘semantic web’) allow everyone to access huge databases, to create new variables, and to explore new relationships. New ways of visualising data provide further challenges and opportunities. The Open Data movement, and the rise of data driven journalism are increasing public access to large scale data via the media. Here, we map out the potential and pitfalls of the semantic web, and discuss the rebalancing of statistics curricula that is required. The most obvious challenge is the need to introduce students to the exploration and analysis of large scale multivariate data sets. We present examples of our visualizations of complex multivariate data, and describe some examples of use in classrooms. General issues of pedagogy and curriculum innovation are discussed.

As increasing power generation needs are met with gas turbines, it is clear that exhaust heat recovery presents a considerable opportunity to reduce operational costs and enhance thermal efficiency. Typically, a system may provide power, process heat and cooling. However, each utility may have a daily demand curve with peaks that do not necessarily coincide in time. Hence, it is necessary to devise strategies that ensure meeting the needs of each user continually while maintaining high thermal efficiencies. To study these situations, a dynamic model of a system comprising a gas turbine, a heat recovery steam generator, and absorption machine was developed. The transient response of the system was studied to determine the effects of sudden changes in demand. Two control strategies utilizing proportional integral controls were considered. The first strategy relied on operating the turbine to meet the power required by the consumer. When power demands were low and steam and cooling demands high, a secondary control strategy operated the turbine to meet the steam demands, thus maximizing the thermal efficiency of the systemThe first strategy relied on operating the turbine to meet the power required by the consumer. The old traffic structure from the 1930´s is replaced by a modern urban space and transportation node designed by Foster + Partner and Berg arkitekter, adopted to demands and requirements of the future i.e. increased capacity for pedestrians and cyclists, heavily increased discharge capacity for Lake Mälaren, attractive areas for the public close to the water and several restaurants and cafés.&lt;/p&gt;&lt;p&gt;This mega project (€ 1.4 Billion) cannot be described completely in a single paper so therefore two objects of special technical interest have been chosen and are described below: the water regulation system as well as the unique 3.400 Tons steel bridge, transported in one piece from China.&lt;/p&gt;

Written for the Second Congressional Commission on Education and based on existing research, this Policy Note provides a snapshot of the country’s technical and vocational education and training (TVET). It finds that enrollment and graduation from TVET programs have increased over time, but the COVID-19 pandemic has impeded this progress. People are more inclined to seek community-based training programs than enterprise-based training programs. In terms of reasons for taking TVET, participants are starting to appreciate the program’s value in upskilling and retooling beyond just gaining employment opportunities. This Note also highlights various issues and concerns surrounding the regulation and implementation of TVET. It reveals that there appears to be a stronger emphasis on achieving equity than TVET’s primary goal of producing graduates with skills that meet the constantly evolving demands of the labor market. To attain the policy objectives of TVET, the authors recommend (1) promoting TVET’s responsiveness to the needs of industries, (2) striking a balance between equity and efficiency goals without compromising one over the other, and (3) enhancing the training providers’ capacity to deliver flexible training while acknowledging the different capacities of TVET clients.

The COVID-19 pandemic has dealt a huge blow to every country, and many governments have struggled to meet their populations’ urgent needs during the crisis. The International Monetary Fund (IMF) has stepped in to offer extra support to a large number of countries during the pandemic. However, Oxfam’s analysis shows that as of 15 March 2021, 85% of the 107 COVID-19 loans negotiated between the IMF and 85 governments indicate plans to undertake austerity once the health crisis abates. The findings in this briefing paper show that the IMF is systematically encouraging countries to adopt austerity measures once the pandemic subsides, risking a severe spike in already increased inequality levels. A variety of studies have revealed the uneven distribution of the burden of austerity, which is more likely to be shouldered by women, low-income households and vulnerable groups, while the wealth of the richest people increases. Oxfam joins global institutions and civil society in urging governments worldwide and the IMF to focus their energies instead on a people-centred, just and equal recovery that will fight inequality and not fuel it. Austerity will not ‘build back better’.

The material intensity of the energy transition has been a topic of growing importance in the literature and policymaking over the last decade. Much of this debate has been founded on a range of future demand forecasts of the material requirements of the energy transition, primarily at a global level. However, these forecasts have varied considerably, which has created uncertainty about what materials may be deemed critical, both in terms of future material needs and in securing future supply. In this work, we use a dynamic material flow model to estimate future material requirements at the country level and assess the material demands of the energy transition in Saudi Arabia under different scenarios. We vary the metrics related to demand and its contextualization in terms of supply, along with key underlying assumptions, to highlight crucial design questions future material demand estimation at the country level and areas in which uncertainties may arise.

Research from the ClimVis Europe project shows that climate information must be presented in more effective ways to reduce climate risks and support adaptation. Users need information that is easy to access, in their own language, and designed to help them make connections between real-time weather events and long-term climate developments. Users of weather and climate data in Europe are aware of only a few (if any) relevant, available tools that provide them with the insights into current, future and long-term meteorological trends that they seek. However, efforts to boost awareness of available tools, while important, will not be enough to meet user demands. Providers of climate information need to consult with stakeholders to co-develop new tools to meet needs and support the uptake of information. Existing European tools have two key shortcomings: limited language and insufficient context. The provision of climate information exclusively in English excludes many users (especially at local and regional levels and in Eastern Europe and Russia). Tools do not link real-time extreme weather with long-term past or future climate trends; such connections are essential to assess climate change-related impacts and adaptation needs. We interpret the results as a call to action, to enhance related communication that is fundamental to the need to reduce climate risks and support adaptation.

Federalism settles decision-making power to state levels close to the citizens. This political decentralization should enable political output being as responsive and corresponding as possible to the diverse demands and needs, thus, resulting in politically happy citizens. As such, federalism and decentralization may represent a polity of good governance. Based on the theoretical literature and previous empirical studies the paper undertakes a large N, cross-section analysis of the relationship between federalism and political satisfaction. The empirical result shows that federalism as well as decentralization appear not to have a statistically significant relationship with political satisfaction. Neither the pro- nor the contra-argument in federal theory survives empirical scrutiny.

For the purposes of this evaluation, these countries are labeled as Higher Middle Income Countries (HMIC). The evaluation will focus on how well IDB has adapted to changing client needs in terms of its business model, financial instruments, and knowledge products. The evaluation will use a mixed methods approach. The analysis will draw on five building blocks, including (i) country case studies, (ii) a review of OVE CPEs, (iii) structured interviews with country stakeholders and IDB staff, (iv) thematic background notes, and (v) a comparative portfolio analysis.

This study undertakes a broad-based evaluation of public expenditures in Belize in order to identify ways of enhancing economic and social gains from public services. It reviews the budgeting and financial management systems used to translate public finances into public services, with a focus on social services that meet the needs and demands of the people of Belize. The study will show that although budget system and budget performance issues themselves yield a large menu of potential budget reforms, recent adverse macroeconomic developments in Belize arising out of persistent government deficits and debt build up currently dominate the government¿s financial and budgeting options and affect the choices that can be made in reforming the budget system. Some immediate problems facing the Belize economy are outlined.

Public interest, research and policies about dual language education and the multiple benefits of bilingualism and biliteracy have led to shortages of bilingual education teachers in the state and nation. School districts and educator preparation programs are actively looking for pathways of bilingual teacher preparation to meet local demands for more dual language programs. Modeled after medical residencies, teacher residencies are deeply rooted in clinical training, typically placing residents in classrooms with experienced teachers in high-needs schools where they are supported in their development. Teacher residencies allow for the recruitment of teachers, offer strong clinical preparation, connect new teachers to mentors and provide financial incentives to retain teachers in the school/district of residency. Little is known however, about bilingual teacher residencies in the state. Following a review of various data sources, researchers find that, to date, there are few bilingual teacher residencies offered and that there is a need to expand and study bilingual teacher residencies as one of the most viable pathways to respond to this shortage.

Global nutrition needs are increasing and aquatic foods have recently been identified as crucial in addressing many of the world’s urgent challenges, including hunger and malnutrition. This synthesis highlights the importance of aquatic foods as a source of protein, micronutrients and income, its potential to meet increasing food demands, as well as the challenges in aquatic food production and harvesting. Most importantly, it provides an overview of management initiatives and innovative solutions for secured sustainable access to aquatic foods in the future. Aquatic foods provide micronutrient-rich foods for 3.3 billion people and support the livelihoods of more than 800 million people. Small-scale fisheries, in particular, play a key role in supporting the diversity and nutritional benefits of aquatic foods. However, the capture and production of aquatic foods is not always sustainable, and access to these foods may be unequal. At the water-land nexus, new ways of producing aquatic foods hold the potential to reduce the climate footprint in the food system. The governance of, and investment in, aquatic food systems needs to aim to preserve, support and improve aquatic species diversity and to improve access to this highly nutritious food. These efforts need to include multiple stakeholders, such as fishers, community agencies, policy makers and researchers, and be firmly established in both the latest research and in a local/regional context - ecologically and socially. By incorporating different aspects of aquatic foods, this synthesis aims to inspire and inform the reader about the importance of these systems, and means for a sustainable way forward.
