Streszczenie:
The purpose of the article is to develop conceptual provisions of diversification of development of rural territories in Ukraine in terms of decentralization. The paper proves that diversification should be considered as a means of ensuring integrated development of rural territories in connection with the need to create new mechanisms for interaction between all rural territories, the need to optimize existing agricultural activities and introduce new productions. The author argues that there are important reasons for the diversification of development of rural territories, including low level of material well-being and employment of rural residents, low profitability of agricultural enterprises, environmental pollution and degradation of soils. Ensuring the diversification of the development of rural territories is suggested to be based on the principles of unity and integrity, taking into account the process of decentralization, with due consideration of geographical, economic, ecological, ethnic and demographic characteristics of each rural territorial entity. The factors of containment of the process of diversification of rural territories’ development in terms of decentralization are identified, including the insufficient legislation, limited natural resources, low level of public awareness, lack of financing of rural development programs from the State budget; lack of entrepreneurial experience of population; lack of start-up capital to start a business. The factors stimulating the process of diversification of the development of rural territories are allocated, including the reform of decentralization; conducting business trainings; providing consulting assistance in the legal and economic spheres. The directions of diversification of development of rural territories are determined including the diversification of agricultural production, diversification of non-agricultural activities and diversification of sources of financing.

In modern world, the relevance of researching new approaches to the formation and functioning of economically capable territories in order to overcome significant problems in both the rural and the urban territorial communities and ensure their sustainable development under the influence of exacerbation of endogenous and exogenous risks is significantly increasing. Obviously, the current crisis situation of the territorial communities of the country, especially rural areas, cannot satisfy the interests and needs of citizens, communities and enterprises of all forms of ownership, as well as does not contribute to providing residents of the territories with jobs and modern public services. In addition, the search for new strategic approaches to the management of the development of territories aimed at reducing the differentiation of the level of socio-economic development of regions (territories, communities, etc) is actively carried out by equalization of conditions of economic activity, rational use of their production and resource potential, achievement of sustainable economic growth, increase of socio-economic indicators of living standards of citizens of Ukraine. The significance of the formation of the necessary legal framework for the functioning of a separate administrative-territorial system (region, territory, community, etc), assessment of its condition for further use in public administration of territorial development determines the importance of developing and implementing an effective system of regulatory documents to solve socio-economic problems and stimulate sustainable regional development in Ukraine, in particular territorial communities.

The renewal of society is a broad term in its original sense but in the context of the article, it is linked with issues of depopulation, territorial polarization, and shrinking processes in Latvia. One of the “hot points” for local governments has been finding ways to attract people and promote the development of rural territories for the past decades. Both theoretical and practical solutions for maintaining rural society and promoting the renewal of society are the development of the cultural environment. Cultural activities directly affect public participation, cooperation among the population, the development of creativity, and promotion of inclusive society, health and society renewal. As recent investigations show, cultural environment is broadly developing in rural territories of Latvia. The research of cultural environment as a potential for the renewal of society of Latvia is a novelty due to the beginning of the National Research Program for the period 2014–2017 funded by the Government of Latvia (EKOSOC LV projects 5.2.4., 5.2.8.). The aim of the article is to analyze cultural environment as a potential for renewal of society in rural territories of Latvia. The research object is planning and development documents of local governments, different agents of rural territories. The results of the study reveal development of cultural environment in rural regions in Latvia. However, these practices are fragile yet and need support. They can bring forth new social and economic structures and serve as promoters of the smart development of rural territories in Latvia. For this reason, local governments should create their strategies to appreciate and support cultural activities as their potential for renewal of rural society.

The subject of the research is a set of innovative organizationaland managerial relations that effectively transform the socio-cultural sphere ofthe rural territories of Ukraine. The goal of writing this article is to developpractical and scientifically-methodical recommendations on how to increase theefficiency of using the potential of management (through innovative methods) inthe socio-cultural sphere of the rural territories of Ukraine. Methodology of thework – system-structural and comparative studies (for the formation of themechanism of effective innovative methods of managing organizations of the sociocultural sphere) monographic analysis (when studying the problems of functioningbased on limited state funding); historical and economic analysis (in assessing thestate and dynamics of the development of organizations of the socio-cultural sphereof the rural territories of Ukraine). Results of work-analysis of the managementof organizations of the socio-cultural sphere of the rural territories of Ukrainewas carried out, the implementation of which revealed the depressed andunderdeveloped infrastructure of the socio-cultural sphere of the rural territoriesof Ukraine, which increases the disorder and the poor quality of management ofthis sphere; it was proposed to implement the latest innovative methods in themanagement of organizations of the socio-cultural sphere of the rural territoriesof Ukraine within the framework of civil responsibility, parity in the relationsbetween the state and the citizen and the system of controlling weak areas ofmanagement. Presents innovative management techniques for the regulation ofbusiness processes that contribute to solving various shortcomings in the activitiesof socio-cultural organizations and significantly increases the efficiency andcompetitiveness of such an institution in the socio-cultural sphere of rural territoriesof Ukraine. Conclusions-the introduction of a management system that uses amore efficient organization of staff labor, as well as the use of the controllingprocess, provides a new optimal path for the development of domestic social andcultural institutions in rural areas in conditions of a shortage of state funding.Controlling as the leading function of the Directorate becomes a prerequisite forsuccessful operation in order to achieve strategic results. Its importance lies inthe fact that in the management process, the controlling process becomes not justan element of management, but a system by which all management decisions areformed.

The study deals with the formation of a model of sustainable and effective development of agriculture and rural areas as the main task of implementing the State agricultural policy. The relevance of the tasks set by the author lies in considering the living conditions in the countryside as an integrated approach to the country's economy in order to diversify the types of activities in rural areas, create new sources of income. The directions representing a new economic paradigm of rural development in Kazakhstan are justified. The ways of implementing a comprehensive policy are shown, which consists in the partnership of public structures, local governments, public organizations and private sector, so that in the future, rural areas will become the most important socioeconomic and ecological subsystem of society. One of the key issues in the development of a model of modernization of the Kazakh countryside - the methodology for assessing the strategy and taken measures are highlighted. It is noted that monitoring of a wide variety of regional situations in rural settlements is of great scientific importance in creating a reliable and objective basis for developing substantiated measures to improve the quality of life of the rural population and determining priorities. The author states that the implementation of the "Auyl - El besigi" program contributes to the development of support and satellite villages, which have the potential to increase the level of life and well-being of rural residents, modernize the social infrastructure of the SNP JSC "Fund for Financial Support of Agriculture" allocated significant amounts to ensure employment of the rural population. The program condition in the funded projects should be startups, proposals for non-agricultural areas of expansion of activities in rural areas.

Abstract. The purpose of the work is to justify the impact of potential changes in the concept of territorial management and organizational mechanisms for regulating socio-economic processes arising from the Strategy for Spatial Development of Russia for the period up to 2025 on the prospects for the functioning of rural territories. Methodology and methods. In the course of research based on the dialectical method of cognition, systemic and evolutionary approaches, general scientific methods (analysis and synthesis, induction and deduction) and special methods (comparative-historical, expert and abstract-logical) were used; official information sources were analysed: legislative acts of the Russian Federation and regulatory legal documents of the Government of Russia; materials from Rosstat and a number of analytical research centres; studied the works of Russian and foreign scientists on spatial development. Results. Based on the application of the provisions of general economic theory, theories of economic zoning and interregional economic interaction, new theories and concepts of regional development, the current state and possible prospects for increasing the participation of rural territories in interregional and interstate economic cooperation, improving their infrastructure support were studied; justified options for more active involvement of rural populations in economic and entrepreneurial activities. Scientific novelty consists in considering the potential opportunities and relevant directions of rural development in order to increase their contribution to overall economic growth; systematization of organizational and economic measures of state regulation (including the most acceptable methods and tools for modern dynamically changing internal and external conditions), and preparation of recommendations for competent authorities at the regional and municipal levels, the practical use of which will create the basis for improving the financial and economic management mechanism spatial development.

Small entrepreneurship in rural areas plays a significant role in the Ukrainian economy, since its development contributes to the economic growth of the welfare of rural residents, the acceleration of scientific and technological progress, contributes to the saturation of the territorial markets with the necessary goods and services, and provides employment of freed labor resources. However, one of the main problems that slow down the development of small businesses in rural areas is the lack of financial support at the regional and national levels. A prerequisite for the further successful development of small business in rural areas is the stable and comprehensive state regulation. To date, there is no single algorithm of state intervention in the sphere of entrepreneurial activity. Each state, in accordance with socio-economic conditions of development, establishes state priorities and general state development. Small entrepreneurship in rural areas develops under the influence of external participants in the process: the state, local governments, and competitors. In reforming the economy, small businesses in rural areas have assumed the role of creator of the foundation for creating a new management system. The creation of small enterprises in rural areas allows solving a number of organizational and economic tasks, namely: the refusal of centralized management due to its ineffectiveness; creation of conditions for the reduction of the number of employees due to the elimination of ineffective units; the implementation of rational transformations for the further development of a particular area of the entire region. State regulation and support for the development of small businesses in rural areas in Ukraine should include a system of regulatory, economic and organizational measures that will promote the living standards of the population in rural areas, increase the efficiency of economic activity and rational use of available resources. Consequently, the further development of rural areas of Ukraine depends on how the state, community and rural dwellers work in this regard. The reasons for the slowdown of rural areas are the lack of human capital in rural areas, as well as financial support. It is also necessary to develop a single legal space within which social partnership of all members of society can be realized for the common goal – development and prosperity of not a separate group of people, but of the entire population of our rich country. Prospects for further research we see in the future the study of regional features of state support of small business in rural areas.

Gli scenari che ne sono derivati operano una sintesi tra questi due approcci, integrando l’interpretazione patrimoniale con i processi di diagnostic territorial e con la costruzione di territorialità condivise.

AbstractRecent economic, demographic, and spatial changes have profoundly modified urban and rural areas and generated new territories, characterized by varying degrees of urbanity. The classification methods traditionally used to identify them are based on the distinction between urban and non-urban areas and are no longer functional to describe the territorial outcomes of these transformations. New methods have therefore been formulated and implemented in recent years to replace them. EUROSTAT has developed and updated periodically its own methods, intended to methodologically support scholars to read territorial diversities and transformations. Being the basis for the production of official statistics and data comparison between regions, these methods have fully replaced all the other methods that singular statistical offices of European countries had previously developed. Several government institutions began adopting specific territorial classifications in their strategic planning documents. These methods differed from those implemented by statistical offices, providing a more accurate and detailed framework for national and regional policies. This also happened in Italy, with ISTAT (Istituto Nazionale di Statistica—National Statistical Office) and many governmental institutions (e.g., National Government Institutions, Department for Economic Development and Cohesion, Ministry for Agricultural Policies, National Rural Network), experimenting with their own urban–rural classification methods to map all or part of the Italian territory. This paper offers an overview of the methods formulated and implemented in Italy over the last 15 years by ISTAT and governmental institutions. During this time, these institutions have developed six different methods to define urban and rural territories and to delimit territories with several degrees of urbanization, such as peri-urban areas. Specifically, ISTAT uses the EUROSTAT method to produce international and national statistics. Governmental institutions adopt methods based on economic and demographic data, which identify various territorial categories in addition to urban/rural ones, in their strategic planning documents. These findings result from desk research based on an analysis of official documents and scientific papers.

AbstractHong Kong has a dual land regime in the urban and rural territories. The urban areas on both sides of Victoria Harbour (8.8% of land, excluding Country Parks on Hong Kong Island) and new towns (about 15.3% of land) house over 90% of the city’s population (about 7.5 million) with an extremely high population density of about 26,000 per km2. After deducting Country Parks and Special Areas (about 40% of land), the rest of the rural New Territories (traditional settlements leased by the British Government in 1898 for 99 years) constitutes about 35% of land, but houses 5.5% of all residents with a substantially lower population density of about 1,000 per km2. China’s Open Door Policy since 1978 has led to economic restructuring in Hong Kong, changing its occupational structure, intensifying income inequality, and leading to socio-economic and spatial segregation. Whilst the affluent classes continue to concentrate in traditionally central locations in urban areas, or in luxurious residential enclaves in rural New Territories, the less well-off tend to be marginalised and live in remote new towns or rural New Territories. The latter is also a result of a skewed power relationship between the government and the property sector in directing spatial development that breeds a hegemonic (dis)course and regime of urban-biased and property-dominant development, sustaining the government’s coffer through a high land price policy.

AbstractUsing the lens of the new patterns of mobility and lifestyle entrepreneurship in the context of counterurbanization movements, this chapter explores the relationship between tourism and immigration, beyond the traditional approach of immigrants as tourism entrepreneurs. The study focusses on a Portuguese rural county, Penamacor, which, for several decades, has suffered a continuous exodus of population and the consequent aging of the remaining population but where, recently, there was a spontaneous phenomenon of foreign people arriving and settling in the area. Thus, through the case of Penamacor, this study aims to answer the following questions: Who are these migrants, and what are their motivations for mobility and to settle in the territory? Are they all the same? How do they make a living in Penamacor? In particular, it seeks to understand whether entrepreneurship (in tourism or other sectors) is a possibility of income generation for these immigrants. Furthermore, it intends to understand what the impact of these immigrants in the territory is, concerning the creation of wealth and well-being in the community. Do they act as community entrepreneurs? Does their presence in the territory generate other mobility flows, through the attraction of other (family and friends) tourists or immigrants?

The article presents the analysis of the Associations of Gardeners of Lithuania, the undergoing changes in their territories. Since the establishment of the amateur gardening comprising 56 associations, there has been a tendency of privatizing a great number of agricultural land parcels owned by the amateur gardeners; the traditional gardening tends to be substituted for a single family housing. The objective of the article is to discuss the current situation in the territories allocated for the amateur gardens, to point out the tendencies of their future development taking into consideration different regions of the country and to assess the problems concerning land usage and management. The associations of gardeners comprise 216932 individual gardeners; they manage 228673 land parcels owned by them, which totally occupy 20714 ha. The major part of the land allocated for the associations of gardeners is the privatized land by the members of the associations, i.e. the territory makes 70.4 %. The survey of the experts of the municipalities on the current state of the territories of the amateur gardens and the assessment of the particular locations of gardens, presented the results, which confirm that the majority of the associations of gardeners failed their main purpose and new development tendencies appeared depending on their geographical location. The associations of gardeners has come across with a great number of problems on territorial planning, engineering communication services, and services maintaining the needs of the associations, the expansion as well as development of these areas.

In the world, the question of the good practice to manage of territory is a pillar of the implementations of Sustainable Development Goals 2015-2030. The authors are working in collaboration with a holistic approach at the topic. In this way, the Smart Communities and Smart Territories are the new paradigms in 21th Century to solve the question of the adaptation at the Climate Change and to guarantee, for the future generation, the conservation and promotion of all potentialities of each territory and identity of areas. Until now, they have use a deductive method to analyse and show, in the framework of the Sustainable Development, the Community Led Local Development (EU Programme for CLLD) and Ecosystem Services, the need to move from an emergency management approach to pre-emptive territory management. The results of this research have produced the original and autonomous configuration of a new and innovative strategy and governance based on a model that puts in synergy the three aspects of the framework that has been given the name of Territorial Management Contracts (TMC). The TMC, appear a possible shared and democratic model that could to combine the territory risk management with solutions of development driving and sharing by the local populations. This innovative approach is strictly linked with the targets of the Sustainable Development Goals 2015-2030 and the Europe 2020 (smart, sustainable and inclusive). The authors argue that the TMC model is now sufficiently mature to pass from the processing phase to that of the implementation that in the Payment of the Ecosystem Services (PES) finds a concrete reinforcement of the scientific analysis carried out.

The development gap between regions and even countries has always been actual problem in field of regional policy. Regional development disparities especially are important problem in territories with unfavourable socio-economic situation. To minimize this problem, many Eastern Europe countries, including Latvia, implemented special economic zones and free ports as regional development instrument with aim to mitigate regional development differences between regions by attracting investments and creating new jobs. Experience with special economic zones in Latvia are likely close with Poland’s case, thus experts from Poland affirms that, every 100 jobs given in special economic zone create on average about 72 jobs outside the special economic zone hosting territory and 137 jobs in neighboring counties. Latvia, since the restoration of sovereignty, established five economic zones in total – two of them are situated in Latgale, which is the least developed region of Latvia. Researchers have not been widely contributed to analysis of special economic zones impact to regional development. Authors evaluated impact of created job places of special economic zones in Latgale region to unemployment level. Results of research show that special economic zones as regional development instrument creates significant impact to regional development in territories with unfavourable socio-economic situation.

Community projects implemented by using LEADER method during the programme period of 2014–2020 have new requirements for projects‘ effectiveness that are related with business development in the context of territorial development. Practice of past period shows that while preparing and implementing local development projects most rural community organizations brought up-to-date priorities of investors, not those of development of rural territories. The problem is that during implementation of projects there is a lapse into fragments, single or short-term goals unrelated to use of project’s results for development of populated locality. Research goal – having analysed theoretical peculiarities of projects‘ management, to distinguish directions that determine effectiveness of community projects. Structure of research methodology consists of theoretical analysis of factors determining project‘s succession and research of case of community projects implemented by using LEADER method. Researches of factors determining project‘s succession are based on analysis of research of scientific projects‘ management. The case researched a succession of community projects implemented in Prienai district during the period of 2007–2013 and use of the results in designed forethoughts during the period of 2014–2020. In the article, there is a scheme of management of effectiveness of community projects prepared and directions that determine succession of community projects distinguished.

The disjuncture between a territorial infrastructure and local cultures is most overtly witnessed in the development of pipelines, which are large infrastructural conduits used to transport oil or gas, deployed primarily between points of extraction and refining. This article examines the typology of the pipeline and its relationship to both territorial and local systems for their eventual future productions. Specifically, it focuses on the South American “Uruguayana-Porto Alegre Pipeline”, which will unify a series of separate pipelines developed over the past two decades. Spanning 3,100 kilometers across Argentina, Bolivia, Uruguay, and Brazil, and linking northern regions to the southern cone once completed, this energy ring will redistribute flows of energy, wealth, and people across the territory. As new pipelines and their associated infrastructures cross the once remote hinterland, it exposes these rural settlements and local ecologies to development pressures. This case study will use two design-research projects to investigate how the pipeline can be leveraged to reassert local cultures, economies, ecologies, and values.

Solidago canadensis L. (Asteraceae) spread throughout the world and also is enlisted in the National list of invasive species (2012). Here the allelopathic activity of the species was assessed in terms of further understanding of their distributions over the range of native spread. The invasion success of S. Canadensis was tried to base on the estimation of the total phenolics content (TPC) in the plant aqueous leachates at different growth stages. Allelopathic impacts (total phenolics content, total concentration and dynamic, conventional coumarine units, CCU) of S. canadensis were examined during 2012-2013 in Laboratory of raw materials, agro and zootechnics research, Aleksandras Stulginskis University. The plants were sampled in spring (May, rosette), summer (June, flowering) and autumn (September, seed maturity) for preparing the aqueous extracts. The biochemical (allelopathic) characteristics of S. canadensis aqueous extracts were examined at different plant growth stages. Principal (0–9) and secondary (0–9) growth stages as per universal BBCH scale description and coded using uniform two-digit code of phenologically similar growth stages of all mono- and dicotyledonous plant species. The TPC ranged between 0.968 mg ml-1 to 23.591 mg ml-1 depending on the plant ontogenetic stage, plant part and extract concentration (r = -0.7). Due to accumulated allelochemicals, the invasive S. canadensis, might acquire distribution advantage in new territories outside the native habitat range, through the inhibitory effects on germination of native plant species.

The objective of the project is to reach sustainable development in rural areas through Design Aapproaches. Sustainable means that matches the three dimensions, people, planet and profit. Sustainable development consists of goals and strategies that together provide alternative tracks to conventional development, offering improved livelihoods to the poor in ways that promote both their empowerment and the conservation or improvement of key natural resources so that the basis of productive activities can be maintained into the future (Lele 1991; Pretty 1998). The topic of rural development is relevant becouse of the quantity of people, poor or extremely poor, living in rural territories. More than 3 billion people live in rural areas. Design rarely deals with rural development and with the definition of a system that can facilitate the growth and the development of the territory. If it does, it usually focuses on products or services. The most important futures, which globally all rural areas share in common, are remoteness and isolation. Many rural sociologists argue that small structure and cooperation are important strengths that contribute to ethic and social identity. The central role that play territorial context and relationships in the Systemic Design Approach (SDA) makes it a very effective approach to support and encourage rural development in a sustainable way. Applying the SDA, it is possible to manage local resources and local products in a way that allows the economic strengthening of the farmers and communities that live in the territory. The Systemic Design team of the Deparment of Architecture and Design (DAD) of Politecnico di Torino has been engaged for years into the develop of the Systemic Design Approach, that can be summed up by five principles (Bistagnino, 2011): Output > Input: the output (waste) of a system becomes the input (resource) for another one Relationships that generate the system, each one contributes to the system Auto-generation systems sustain themselves by reproducing automatically Act locally: context is fundamental because it values local resources (humans, cultures and materials) and it helps to modify local problems in new opportunities Man at the centre of the project: Man is connected to social, cultural and ethic environment It is essential to start from the current state of the art, that allows to define strengths and weaknesses, before to design the system, made of flows between actors.

Adherence to the principles of sustainability in the acquisition of different funds and financial instruments is one of the basic conditions for obtaining funding. In the field of cultural project management, sustainability is more difficult to assess because the concept of culture is multifaceted and not always quantifiable. Identifying and promoting the sustainability of the results of cultural projects outside large cities and in rural areas is particularly important, as each project implemented should serve the growth and cultural development of the area. Unfortunately, the lack of research on this issue proves the need to invest a great deal in identifying and analysing the situation. There is a lack of studies analysing the contribution of cultural projects to the development of regional territories and their long-term benefits. To do this, the research set a goal: to study the practice of ensuring sustainability of results of cultural projects in Zemgale planning region, Latvia. The research used quantitative and qualitative research methods - content analysis of Zemgale Planning Region municipal websites, document research and analysis of Zemgale Planning Region (state institution), as well as semi-structured interviews. The study reveals certain practices that municipal authorities are pursuing to ensure the sustainability of cultural projects, such as linking different activities, using the 'project basket' principle etc., but overall it has to be concluded that sustainable cultural project management still needs to be expanded and improved. There is often a lack of links and feedback between project applicants and final beneficiaries. There are no clear indicators to measure sustainability. New approaches need to be found not only to learn how to integrate sustainability principles into project management, but also to introduce a set of convenient and practical steps to make the desirable sustainability scenario described in theory a common practice in cultural project management.

Peri-urban spaces in the Global South are regarded as sites of radical and often violent of transformation of social and spatial structures, of brutal dispossessions of lives and livelihoods to make way for speculative real estate development and the accumulation of capital through the expropriation and commodification of land. What kinds of politics and governance configurations emerge in the peri-urban areas of mega-cities? A host of state and non-state actors such as developers, aspiring middle-class urban dwellers are reimagining these sites. This paper investigates the complex governance and livelihood transformations following the upgradation of Bidhan Municipality to a Corporation in 2015 through the state driven merger of the existing planned satellite township of Salt Lake with the surrounding unplanned rural and urban areas. The paper argues that a new politics of unsteady alliances characterises the messy, unsettled and restless territories of the newly formed Municipal Corporation. A highly contingent, informalised and powerful configuration of non-state actors – locally known as Syndicates control the development dynamics and political fortunes of the periphery
