The purpose of the article is to develop conceptual provisions of diversification of development of rural territories in Ukraine in terms of decentralization. The paper proves that diversification should be considered as a means of ensuring integrated development of rural territories in connection with the need to create new mechanisms for interaction between all rural territories, the need to optimize existing agricultural activities and introduce new productions. The author argues that there are important reasons for the diversification of development of rural territories, including low level of material well-being and employment of rural residents, low profitability of agricultural enterprises, environmental pollution and degradation of soils. Ensuring the diversification of the development of rural territories is suggested to be based on the principles of unity and integrity, taking into account the process of decentralization, with due consideration of geographical, economic, ecological, ethnic and demographic characteristics of each rural territorial entity. The factors of containment of the process of diversification of rural territories’ development in terms of decentralization are identified, including the insufficient legislation, limited natural resources, low level of public awareness, lack of financing of rural development programs from the State budget; lack of entrepreneurial experience of population; lack of start-up capital to start a business. The factors stimulating the process of diversification of the development of rural territories are allocated, including the reform of decentralization; conducting business trainings; providing consulting assistance in the legal and economic spheres. The directions of diversification of development of rural territories are determined including the diversification of agricultural production, diversification of non-agricultural activities and diversification of sources of financing.

In modern world, the relevance of researching new approaches to the formation and functioning of economically capable territories in order to overcome significant problems in both the rural and the urban territorial communities and ensure their sustainable development under the influence of exacerbation of endogenous and exogenous risks is significantly increasing. Obviously, the current crisis situation of the territorial communities of the country, especially rural areas, cannot satisfy the interests and needs of citizens, communities and enterprises of all forms of ownership, as well as does not contribute to providing residents of the territories with jobs and modern public services. In addition, the search for new strategic approaches to the management of the development of territories aimed at reducing the differentiation of the level of socio-economic development of regions (territories, communities, etc) is actively carried out by equalization of conditions of economic activity, rational use of their production and resource potential, achievement of sustainable economic growth, increase of socio-economic indicators of living standards of citizens of Ukraine. The significance of the formation of the necessary legal framework for the functioning of a separate administrative-territorial system (region, territory, community, etc), assessment of its condition for further use in public administration of territorial development determines the importance of developing and implementing an effective system of regulatory documents to solve socio-economic problems and stimulate sustainable regional development in Ukraine, in particular territorial communities.

The renewal of society is a broad term in its original sense but in the context of the article, it is linked with issues of depopulation, territorial polarization, and shrinking processes in Latvia. One of the “hot points” for local governments has been finding ways to attract people and promote the development of rural territories for the past decades. Both theoretical and practical solutions for maintaining rural society and promoting the renewal of society are the development of the cultural environment. Cultural activities directly affect public participation, cooperation among the population, the development of creativity, and promotion of inclusive society, health and society renewal. As recent investigations show, cultural environment is broadly developing in rural territories of Latvia. The research of cultural environment as a potential for the renewal of society of Latvia is a novelty due to the beginning of the National Research Program for the period 2014–2017 funded by the Government of Latvia (EKOSOC LV projects 5.2.4., 5.2.8.). The aim of the article is to analyze cultural environment as a potential for renewal of society in rural territories of Latvia. The research object is planning and development documents of local governments, different agents of rural territories. The results of the study reveal development of cultural environment in rural regions in Latvia. However, these practices are fragile yet and need support. They can bring forth new social and economic structures and serve as promoters of the smart development of rural territories in Latvia. For this reason, local governments should create their strategies to appreciate and support cultural activities as their potential for renewal of rural society.

The subject of the research is a set of innovative organizationaland managerial relations that effectively transform the socio-cultural sphere ofthe rural territories of Ukraine. The goal of writing this article is to developpractical and scientifically-methodical recommendations on how to increase theefficiency of using the potential of management (through innovative methods) inthe socio-cultural sphere of the rural territories of Ukraine. Methodology of thework – system-structural and comparative studies (for the formation of themechanism of effective innovative methods of managing organizations of the sociocultural sphere) monographic analysis (when studying the problems of functioningbased on limited state funding); historical and economic analysis (in assessing thestate and dynamics of the development of organizations of the socio-cultural sphereof the rural territories of Ukraine). Results of work-analysis of the managementof organizations of the socio-cultural sphere of the rural territories of Ukrainewas carried out, the implementation of which revealed the depressed andunderdeveloped infrastructure of the socio-cultural sphere of the rural territoriesof Ukraine, which increases the disorder and the poor quality of management ofthis sphere; it was proposed to implement the latest innovative methods in themanagement of organizations of the socio-cultural sphere of the rural territoriesof Ukraine within the framework of civil responsibility, parity in the relationsbetween the state and the citizen and the system of controlling weak areas ofmanagement. Presents innovative management techniques for the regulation ofbusiness processes that contribute to solving various shortcomings in the activitiesof socio-cultural organizations and significantly increases the efficiency andcompetitiveness of such an institution in the socio-cultural sphere of rural territoriesof Ukraine. Conclusions-the introduction of a management system that uses amore efficient organization of staff labor, as well as the use of the controllingprocess, provides a new optimal path for the development of domestic social andcultural institutions in rural areas in conditions of a shortage of state funding.Controlling as the leading function of the Directorate becomes a prerequisite forsuccessful operation in order to achieve strategic results. Its importance lies inthe fact that in the management process, the controlling process becomes not justan element of management, but a system by which all management decisions areformed.

The study deals with the formation of a model of sustainable and effective development of agriculture and rural areas as the main task of implementing the State agricultural policy. The relevance of the tasks set by the author lies in considering the living conditions in the countryside as an integrated approach to the country's economy in order to diversify the types of activities in rural areas, create new sources of income. The directions representing a new economic paradigm of rural development in Kazakhstan are justified. The ways of implementing a comprehensive policy are shown, which consists in the partnership of public structures, local governments, public organizations and private sector, so that in the future, rural areas will become the most important socioeconomic and ecological subsystem of society. One of the key issues in the development of a model of modernization of the Kazakh countryside - the methodology for assessing the strategy and taken measures are highlighted. It is noted that monitoring of a wide variety of regional situations in rural settlements is of great scientific importance in creating a reliable and objective basis for developing substantiated measures to improve the quality of life of the rural population and determining priorities. The author states that the implementation of the "Auyl - El besigi" program contributes to the development of support and satellite villages, which have the potential to increase the level of life and well-being of rural residents, modernize the social infrastructure of the SNP JSC "Fund for Financial Support of Agriculture" allocated significant amounts to ensure employment of the rural population. The program condition in the funded projects should be startups, proposals for non-agricultural areas of expansion of activities in rural areas.

Global warm-up makes the political agenda on highest levels. However, the science should make itself publicly heard, and not in the part of fundamental studies of nature only, but in the part of social science and social research of administrative tools as well. We offer three circles of quest that attract numerous scholars in the science of management and administration touching the context of complementing new ecological imperatives in running the rural territories: (1) the relevance of new environmental mentality to practical principles of existing rural administrations, (2) the communication challenges, opportunities, and risks in introducing new qualitative criteria into existing social technologies, which dominate modern rural administration patterns, (3) the importance of alternative in technological development of modern rural territories with a high agrarian overload, including the managing of alternative energy introduction, and trial of unprecedented technological schemes.

Abstract. The purpose of the work is to justify the impact of potential changes in the concept of territorial management and organizational mechanisms for regulating socio-economic processes arising from the Strategy for Spatial Development of Russia for the period up to 2025 on the prospects for the functioning of rural territories. Methodology and methods. In the course of research based on the dialectical method of cognition, systemic and evolutionary approaches, general scientific methods (analysis and synthesis, induction and deduction) and special methods (comparative-historical, expert and abstract-logical) were used; official information sources were analysed: legislative acts of the Russian Federation and regulatory legal documents of the Government of Russia; materials from Rosstat and a number of analytical research centres; studied the works of Russian and foreign scientists on spatial development. Results. Based on the application of the provisions of general economic theory, theories of economic zoning and interregional economic interaction, new theories and concepts of regional development, the current state and possible prospects for increasing the participation of rural territories in interregional and interstate economic cooperation, improving their infrastructure support were studied; justified options for more active involvement of rural populations in economic and entrepreneurial activities. Scientific novelty consists in considering the potential opportunities and relevant directions of rural development in order to increase their contribution to overall economic growth; systematization of organizational and economic measures of state regulation (including the most acceptable methods and tools for modern dynamically changing internal and external conditions), and preparation of recommendations for competent authorities at the regional and municipal levels, the practical use of which will create the basis for improving the financial and economic management mechanism spatial development.

Small entrepreneurship in rural areas plays a significant role in the Ukrainian economy, since its development contributes to the economic growth of the welfare of rural residents, the acceleration of scientific and technological progress, contributes to the saturation of the territorial markets with the necessary goods and services, and provides employment of freed labor resources. However, one of the main problems that slow down the development of small businesses in rural areas is the lack of financial support at the regional and national levels. A prerequisite for the further successful development of small business in rural areas is the stable and comprehensive state regulation. To date, there is no single algorithm of state intervention in the sphere of entrepreneurial activity. Each state, in accordance with socio-economic conditions of development, establishes state priorities and general state development. Small entrepreneurship in rural areas develops under the influence of external participants in the process: the state, local governments, and competitors. In reforming the economy, small businesses in rural areas have assumed the role of creator of the foundation for creating a new management system. The creation of small enterprises in rural areas allows solving a number of organizational and economic tasks, namely: the refusal of centralized management due to its ineffectiveness; creation of conditions for the reduction of the number of employees due to the elimination of ineffective units; the implementation of rational transformations for the further development of a particular area of the entire region. State regulation and support for the development of small businesses in rural areas in Ukraine should include a system of regulatory, economic and organizational measures that will promote the living standards of the population in rural areas, increase the efficiency of economic activity and rational use of available resources. Consequently, the further development of rural areas of Ukraine depends on how the state, community and rural dwellers work in this regard. The reasons for the slowdown of rural areas are the lack of human capital in rural areas, as well as financial support. It is also necessary to develop a single legal space within which social partnership of all members of society can be realized for the common goal – development and prosperity of not a separate group of people, but of the entire population of our rich country. Prospects for further research we see in the future the study of regional features of state support of small business in rural areas.

The paper researches some aspects of regulative maintenance of investment activity in Ukraine and at the level of territories (on the example of Lviv) in the condition of reforming local governments. The author suggests his interpretation of “an investment capacity of a territorial community”. The specifics of managing the investment activity of territories is outlined, and the groups of needs of local governments, the realization of which is the ground for territorial communities’ activity, are defined. The sources of funding of local governments’ investment needs are characterized. The scheme of balancing investment needs and investment opportunities (sources) as a component of management of a territory’s investment activity is suggested. The conditions of securing positive consequences of the process are examined. The analysis of directions of state support of economic and social development of territories in 2020 shows that regional development programs are funded at 12.7%, while other social, environmental, and innovative directions – at a level less than 5%. The paper emphasizes the need of local governments to independently search for ways to implement socio-cultural projects by efficient use of their investment resources and capacity. For a general analysis of investment activity, the investment in the socio-economic development of Lvivska oblast in 2017-2019 is analyzed. The growing volumes of capital investment and the prevailing share of investment in the purchase of machines and equipment are emphasized. The conclusion on insufficient growth of rural areas’ capacity is made. The problems in the attraction of investment in the economies of cities and consolidated territorial communities are defined. The solution of these problems will contribute to the implementation of new approaches to investment activity at the territories of local communities from the viewpoint of the need to secure their financial capacity and sustainable development of settlements.

The ongoing process of regional reform in Latvia involves the vision of both rural and urban territories. The nexus between the city and the countryside and inclusion of it into realistic policy is deemed a good approach for solving failures of the European cohesion policy. To study cohesion between rural and urban areas, there is a need to identify the meaning of two concepts – the city and the countryside. The field rural and urban territories interact is the regional spatial level. And to manage regional development the normative framework is important. Aim of the research is to find does the new regional reform in Latvia is in close cohesion with the New Urban Agenda, especially linkages of rural and urban. Development politics included in research tend to include a question regarding rural-urban interaction, but only in some points. Documents of the United Nations included in research provide a very clear definition of the actions to be taken to ensure cohesion between urban and rural territories. The next step would be to assess and understand how to achieve. The issues of creation and opportunities of cohesion have been discussed in Latvia. It is not clear does the ongoing regional reform in Latvia will achieve declared goals regarding rural-urban interaction after ongoing discussions with the local municipalities.

Linked to extractive practices, territorial dispossession can be traced back to the colonisation of Abya Yala. From a decolonial commitment, this article complicates notions of dispossession and extractivism as merely emerging from war in Colombia and focuses on their presence in Campesinas territories. Based on the conceptualisations of the coloniality of power and coloniality of gender, I narrate how territorial dispossession and extractivism are felt in women’s ‘body-lands’ through foreign tourism/conservation development and new export crops in two rural veredas in the Colombian Andes and in the Sierra Nevada de Santa Marta where I conducted participatory visual projects in 2016. From a relational understanding of place, I also demonstrate the ways that the rural population is resisting and negotiating within these processes. Ultimately, I make a call for feminist scholars to politically commit to the dismantling of the coloniality of gender, and to the resistances to territorial dispossession and extractivism (epistemic and economic) that rural women are leading in place in the Global South.

As many other countries, Russia suffers from fast depopulation of rural areas and decline of rural economy. For years, the state policy for mitigate negative consequences of these processes was considering agriculture as the main pillar of rural development and most of governmental finding was oriented to its support. Recently, the new state strategy for rural development was formulated, and in 2019 an ambitious national program approved. It assumes different options for rural territories to develop economy and achieve welfare, depending on natural and human resources availability, remoteness and other features. The paper presents a review of the current state of rural areas of the Russian Federation. It focuses on the main issues the countryside faces at the national level and also reveals regional differences in rural development. The study is based mainly on the author’s analysis of national statistical data sources, including the Russian Agricultural census of 2016, and the results of conducted survey. Possible effects of the measures of the new state policy of rural development such as encouraging community-based initiatives and promotion of housing construction through preferential rural mortgage loans programs are analysed. Finally, the authors provide a brief description of impact of the COVID-19 pandemic on rural development in Russia and attempt to forecast its further implications.

In the context of decentralization, the crisis state of rural areas and the unstable development of the agro-industrial complex of Ukraine, scientists and practitioners of the agrarian sector of the economy are forced to look for new innovative approaches to organizational and economic mechanisms for managing technological processes within the agro-industrial complex. The accumulated set of negative factors in agriculture has resulted in a problem that hinders the development of the agro-industrial complex and especially in rural areas. An attempt to solve this problem based on the development of agro-industrial integration has not yielded the desired results yet. The established integration formations such as holdings, financial and industrial groups and other corporate structures are not interested in investing their funds in the development of personnel policy, scientific and raw material base, where investments are required not only in research and production but also in social infrastructure. Some heads of agrarian associations understand that processing and trading organizations from the subsequent work with their raw materials receive unequal profits, begin to organize the processing of raw materials and the sale of finished products by their enterprises. This can lead to large unreasonable costs and duplication of purchased products without taking into account the real demand of the region. And in this case, the interests of the rural population are not taken into account. Farmers, it would seem, live in the countryside, are interested in developing the infrastructure of their village, but they do not have enough funds and most of them are barely making ends meet. Agricultural scientists and practitioners see a way out of this situation through the formation and development of agro-industrial clusters, which, in their opinion, will make it possible to overcome the disunity in the management of the agricultural economy and rural areas. The development of rural areas is envisaged through the cooperation of enterprises and their integration based on a scientific and methodological approach and cluster principles.

The subject of the research is an expert analytical assessment of the arguments for enhancing the manifestation of interest and the adoption of programs by the country’s top authorities to improve agricultural policy, accelerate the development of conditions and mechanisms for the implementation of socio-economic problems and interests of the population of rural areas. Using the methods of economic and statistical analysis and logistic and expert assessment, chronic and urgent problems in agro-industrial production, in social engineering, stimulating the interests of the rural population and developing new mechanisms for their implementation are analyzed. Results. The assessment of the state of social engineering infrastructure at the level of the region, federal district and country is given. A model of the mechanism for motivating and realizing the socio-economic interests of the population of rural areas, the author’s presentation of the visions of experts, agricultural scientists on the role of the state and modern agricultural policy in the effective development of agricultural sectors and improving the quality of life in rural areas are proposed. Conclusions. The importance of the adopted new State Program for the integrated development of rural areas was noted, priority directions and ways of developing the mechanism for realizing socio-economic interests, increasing the level of employment and consumer ability of the rural population, etc.

This article critically introduces the sociology of rural areas through rethinking and reinterpreting contemporary world contexts of rural sociology and factual representation of the Russian rural life, applying qualitative methods of analyzing in-depth interviews with Tyumen Region’s south residents. The authors employ theoretical and methodological approaches, mainly used in classical and modern academic literature on rural realities. The scientific approach of this article, alternative to the popular perspectives of political economy and sociology of postmodernism, is based on compounding the interactionist theory and social constructionism with economic sociology, and relies on the growing status of qualitative methods used not only in rural sociology, but also in social geography. The case studies on contemporary rural life problems provide the foundation for discussion and criticism. This article also presents the first results of 2020 field research within the framework of a project aimed at studying institutional factors and forms of Tyumen Region south rural areas development. The authors prove the importance of assessing current problems and functioning prospects of the two most important Russian countryside social institutions — the local (municipal) government and business/entrepreneurship, which are considered through the dominant scenarios of their interests’ interaction with reproduction, preservation, and sustainability of rural areas. The authors’ conclusions are drawn from theoretical and empirical results of generalization and conceptualization of rural life peculiarities, considered through the prism of sociological theories of the countryside and world contexts of this scientific field. This article focuses on illustrating rural areas adaptability and versatility to many external shocks, as well as on contributing to the discussion of the current challenges, problems and opportunities that are opening for rural sociology in the realities of modern Russian rural life. Recommendations, stemming from the current world agenda of rural sociology, propose a relatively new concept of rural politics, displaying the “placed-based” paradigm. The paradigm is to reduce the inequality and inefficiency in agricultural production by removing barriers and seeking opportunities in given locations (villages and small towns), especially those which lag behind more dynamic territories in key resources. In other words, these are the “territories of growth” (an increase in population density and yield, expansion or small reduction of farmland); “territories of stagnation” (a decrease in population density, farmland and yield); and “territories of contraction” (a decrease in population with a significant reduction in farmland and yield). However, even for these highly generalized socio-spatial characteristics, there is only approximate information that does not allow classifying the scenarios of rural regions reproduction. Spatial dimension indicates the diversity principle of economic change and development. Adaptation of programs to eliminate disadvantages and enhance strengths of territories is likely to help achieving a high return on investment in rural policy through grants, loans, subsidies, subventions (State Program 2020-2025). Placed-based policies should have the greatest impact on lagging regions, reducing regional inequalities, facilitating regional convergence of rural areas. The concept of “territories of growth — stagnation — contraction” is not yet verified by large studies. Theoretical grounding of placed-based policies, originates from economic concepts, broadening them with spatial, cultural, social and institutional dimensions. There is evidence that the placed-based strategy will advance lagging regions and boost the country’s economy. A social policy based on this concept can be a tool for rural areas development, ensuring the complementarity between efficiency and equity. The scientific novelty of this research lies in the development of a conceptual-categorical scheme that demonstrates the interaction of various branches of government, agricultural actors of different levels and entrepreneurs as a result of their interests coordination. The interaction is presented in a form of impact that macro-actors have on micro- and meso- subjects at the local level, which is very important for tracking the formal-informal ratio in rural residents’ lives.

RESUMO:O avanço do agronegócio na região oeste do Pará tem produzido novos conflitos agrário-territoriais para o campesinato-agroextrativista, acirrando a problemática da terra e das disputas por territórios. O artigo analisa a situação fundiária e as dinâmicas socioterritoriais da Área Federal da Gleba da Bota, localizada no município de Belterra. A metodologia adotada assenta-se na abordagem qualitativa e cartográfica, trabalho de campo, entrevista e diálogos com instituições públicas e comunidades rurais afetadas pela monocultura da soja. Como resultado tem-se os conflitos entre os agentes hegemônicos e as comunidades rurais dos projetos de assentamentos, indicando a expropriação e grilagem de terras públicas pelo agronegócio e as resistências do campesinato-agroextrativista, com o fortalecimento das territorialidades camponesas e a defesa dos territórios culturais, de trabalho familiar e comunitário, exposto na síntese entre a geografia da estrada com a geografia dos rios.Palavras-chave: Amazônia; Território; Campesinato; Agronegócio; Espaço Agrário.ABSTRACT:The advance of agribusiness in the western Pará has produced new agrarian-territorial conflicts for the peasantry-agroextractivist, aggravating the problems of land and disputes over territories. The article analyzes the socio-territorial situation and dynamics of the Federal Area of Gleba da Bota, located in the municipality of Belterra. The methodology adopted is based on the qualitative and cartographic approach, field work, interviews and dialogues with public institutions and rural communities affected by soy monoculture. As a result, there are conflicts between hegemonic agents and rural communities in settlement projects, indicating the expropriation and spoil of public lands by agribusiness and the resistance of the peasantry-agroextractivist, with the strengthening of peasant territorialities and the defense of cultural territories , of family and community patterns of work, exposed in the synthesis between the geography of the road and the geography of the rivers.Keywords: Amazon. The research was conducted in order to study the existing forms of regulation of territorial and industrial relations and determine on this basis the directions of small and medium-sized businesses with large agricultural formations, municipal government bodies and other institutions located in a specific rural area. Taking into account the economic practice that has developed in recent years, the following main types of territorial-industrial relations are identified. The first type is associated with large-scale investment of financial and industrial groups in new production, with the introduction of new resource-saving technologies. The peculiarity of such territorial-industrial relations is the emergence and development with the significant participation of Federal and Republican state authorities. The second type is territorial-industrial and socio-economic cooperation of small and medium-sized businesses with large organizations of various industry specialization and different forms of ownership. And, finally, the third type of relationship is cooperation of small and medium-sized businesses, as well as integrated formations with municipal authorities in the formation of local budgets, as well as in solving socio-cultural and other General territorial problems. At the present stage of development of agriculture and rural territories, at least three directions of formation of contractual territorial-production structures have been identified: economic associations; consortia created by interested enterprises and organizations; associations for coordination and cooperation. The listed territorial and production structures of interaction of small and medium-sized businesses with large agricultural formations, municipal government bodies located in a specific rural area, lead to inter-organizational relations in rural areas, which become regular and stable, contribute to the solution of socio-economic problems

Purpose This essay looks at how various forms of residential tourism or lifestyle migration, produced by people arriving from the cities and territories of the so-called Global North, have triggered complex processes of social-spatial modification in the landscapes and rural environments of Vilcabamba, Ecuador, a small Andean village of approximately 5,000 inhabitants in the southern part of the canton of Loja. The paper aims to discuss this issue. Design/methodology/approach Residential tourism in rural areas is a phenomenon that can be investigated by combining socio-economic studies with spatial analyses to define the specific characteristics of territories and environments affected by this phenomenon. In the case of Vilcabamba, the relationships and conflicts between imaginations, spaces, ecologies and desires have taken the form of a complex “implicit project”, a “palimpsest-project” intended as a set of territorial descriptions, interpretations and transformation actions triggered by a plot featuring migrant tourists, activists, eco-institutions, schools, artisans, intellectuals and artists. Though weakly connected to one another, these subjects nonetheless produce substantially coherent actions. Findings Two main hypotheses are given as: the first is that in particular rural contexts, such as the Andean area around Vilcabamba, dwelling practices and economies related to residential tourism have triggered processes through which these areas have progressively become peripheries to distant metropolitan territories and are reconfigured as sets of specialised places. The second hypothesis is that Vilcabamba and its rural surroundings can be viewed as a particular “contact zone” in which different types of residential tourists and local dwellers interact, together with different economies of tourism. In this case the reference is, on the one hand, to the logics and discourses of the so-called extractive tourism, a concept that describes the processes of “extracting” and converting local cultural characteristics, and “indigenousness”. To support these hypotheses, the result is the construction of a spatial representation of the ways in which specific practices of residential tourism are territorialised, and how they modify the meaning and functioning of rural spaces. Originality/value What is new in the paper is the attempt to define a spatial representation of transnational spaces trying to highlight relationships between extractive tourism and remittance urbanism.

AbstractThe formalization of ‘informal’ customary land rights is at the core of current rural land policies in Africa. The dubious impacts of such policies on agricultural production, and the recomposition of land rights and governance they cause, have been studied widely. But their territorial dimensions are hardly acknowledged. Studying the implementation of a rural land rights formalization project in central Benin, this article highlights the links between territorialization and plot-level land rights formalization. It first unpacks the notion of the village and presents a conceptual framework for analysing the superimposition of and contradiction between customary and administrative territories. Using two case studies, it then examines the conflicts that arise during formalization operations and their outcomes in terms of the mapping of land rights and political and administrative change. This article shows how the political organization of the territory and the socio-spatial inequalities resulting from the history of settlement shape the results of plot-level land rights registration (which explains why large parts of village territories have not been registered), and, in turn, how these registration operations lead to new territorialization processes and increase the heterogeneity of land tenure rights within the territory.

The article explores a phenomenon of agrogorodok originated and implemented as state policy of rural revitalization in the former Soviet country of Belarus beginning with 2005-2010 State Programme for Rural Revival & Development and continuing in further 5-years programmes up till now. The term “agrogorodok” is defined as a new type of rural settlement which features public facilities, industrial, social and transport infrastructures to ensure a high (here: compared to urban) standard of living for its residents and residents of adjacent territories [1].Wherein in terms of population it remains well below the size of a town and belongs to the lowest level of rural settlements. Currently over 1500 such settlements have been created (against targeted number of 1481 till 2010 as set in [1]). The article is to assess critically the policy against the so-called heroic tradition of modernist thinking to reform way of living via large-scale top-down state-led planning projects combining affordable housing, built public infrastructure as applied to declining rural areas. Further, for the current discourse on territorial development is focused almost exclusively on urbanisation, such specific approach targeting rural while having in its core the idea of some sort of urbanisation (understood as approaching urban standard of living in rural areas) is needed to be conceptualised to find its place in addressing and reinventing rurality in urban world. Such invention of a new type aiming at reconciling urban and rural is to be defined and conceptualised as a contribution into typology. The historical context of a post-soviet country, where continued aggressive state intervention into inter alia rural areas had produced distinct configurations of rural settlements in their transition from traditional to modern, also enriches such exploration of transformative power of ideologies / policy towards landscape. The article, tracing almost 15 years of policy implementation, reveals yet one more failed promise of salvation grinning through the gap between concept and its real appearance.

The forestry complex plays an important role in the rural economy of the municipalities of the Komi Republic. However, due to the nature of the distribution of forest resources and types of forestry activities, its effectiveness and impact on the socio-economic development of territories is different. This provision actualizes the development of a methodology for evaluating the effectiveness of the forest complex in rural areas of the Komi Republic and proposals for directions and mechanisms for its improvement. The purpose of the research is to develop ways to improve the efficiency of the forest complex of rural areas of the Komi Republic. The object of the research is the methodology for assessing the efficiency of the forest complex in rural areas of the Komi Republic, as well as the directions for its improvement. The hypothesis of the research is to measure the effectiveness of the functioning of the forest complex of the region based on the structural-territorial differentiation of territories. The methods used of the research. The methodological features of the study are: structuring the efficiency of the forest complex on the production, socio-economic, spatial and bioeconomic; use of a set of indicators characterizing these aspects of efficiency; aggregation of indicators into group and final efficiency ratings by districts; analysis of the factors that determined the spatial differentiation of the efficiency of the forest complex. The statement of basic materials. As a result of a study on a structured set of indicators, a picture of the structural and territorial differentiation of the efficiency of timber industry activity was obtained, formed by the distribution of relevant indicators characterizing the influence of various factors using a rating score. The modern limitations of the development of the forest complex of municipalities of the republic with a rural economy are highlighted. The оriginality and practical significance of the research lies in the possibility of conducting a typology of rural areas according to the level of efficiency of the forest complex, as well as proposing directions and mechanisms for its improvement, applicable to each group of districts. Conclusions of the research. An integrated assessment of the efficiency of the forest complex of rural areas has allowed to identify areas with high, medium and low levels of efficiency, as well as a separate group of areas with “non-forest” specialization or with a weak forest industry. Prospects for the further use of the results obtained can be adjusted by the strategy of socio-economic development of territories, as well as new approaches to the location of productive forces in the North.

The development of rural areas in the context of decentralization of power has led to the search for effective mechanisms for public administration. What is the socio-psychological profile of the inhabitants of successful self-organizing rural settlements and what management technologies are proposed for rural development? The purpose of the study is to establish and recommend a mechanism for improving the technology of territorial communities management on the example of Family Homesteads (FH). The research methodology is based on structured interviews and unstructured conversations with the inhabitants of family homesteads, the leadership of local self-government and experts in the field of rural development. The self-organization of settlements illustrates them as harmonious communities and a model of the society of the future, practicing sustainable development. It was determined that success in the development of rural areas by settlers of a new type is due to their age characteristics (average settler age 35 years), high level of education, active lifestyle and investment activity. The advantages of the practice of public administration of the territory are established with the help of blockchain technology, which allows to reduce administration costs and promote resource participation.

It is shown that the pandemic in Ukraine has caused new challenges and increased the risks to the sustainable progress of territorial communities, and quarantine measures have deepened the negative trends in strengthening of their financial capacity. The processes of formation and use of financial resources of territorial communities of Ukraine in the conditions of a pandemic are analyzed. Emphasis is placed on the peculiarities of the COVID-19 crisis at the local level (asymmetric impact on the development of territories, negative financial and economic effects, uncertainty in financial and management decisions). The tendencies of pandemic influence on financial indicators of territorial communities in the context of selected groups (cities of regional significance, urban, settlement and rural territorial communities) are revealed: reduction of financial support of local budgets from the state budget, slowdown of growth of tax revenues on basic taxes; reduction of financial resources to ensure the economic development of territories, etc. Problems that negatively affect the strengthening of financial capacity of communities are identified, including: lack of vertical coordination and coordination of actions of public authorities and local governments in addressing the effects of the pandemic and ensuring the development of territories; unsystematic nature of the reaction of local authorities to the crisis; excessive orientation of local governments to finance social expenditures and delegated powers while reducing the amount of economic direction; low communication of local governments with residents of communities (especially rural) in the conditions of remote work. The influence of cognitive, social and psychological factors on decision-making is proved, which is peculiar both to individuals and groups of persons in the part of: substantiation of non-systemic character and short-term perspective of reaction of governing bodies of different levels to the crisis; underemployment of hired workers; establishing systematic communication between the authorities and residents; formation of effective mechanisms of interaction and support of citizens taking into account behavioral representations of people.

The article substantiates the role of entrepreneurship in the revival of rural areas of Ukraine. The main problems and obstacles for the development of modern agricultural business are presented. The attention is paid to the high share of households in the total production of agricultural products, as well as the crisis situation regarding the employment situation of the rural population. Possibilities of employment for the inhabitants of rural territories by activating the initiative of unemployed citizens to organize their own business activity are considered. The peculiarities and motives of the implementation of the diversification strategy for economic entities, including agricultural producers, are revealed. The existing and perspective directions of diversification in some regions in Ukraine are analyzed. The main directions of formation of organizational and economic mechanism of diversification of entrepreneurial activity at the expense of activation of new forms of employment of population are summarized, which will contribute to the complex socio-economic and ecological development of rural territories in Ukraine.

At the present stage in the domestic scientific environment, the problems of ensuring sustainable development of rural areas are insufficiently studied and require further study. The goal of sustainable development of rural areas is a balanced development of the economic, social and environmental spheres, aimed at ensuring a favorable life of the population. The article considers the economic aspects of the functioning of rural territories of Pavlodar region and provides a comprehensive assessment to solve the problems of socio-economic development of these territories in the current and long-term perspective. As a base of analysis and assessment used statistical data of the official website of the Committee on statistics of MNE of RK, and also empirical observation and informational resources of local Executive bodies region. Based on the results, which identified systemic problems of the rural economy that have a negative impact on the level and quality of life of the rural population. These include, first and foremost, the dominant raw material orientation of the rural economy, low labour productivity, due to the significant moral and physical deterioration of the production-technical base, including the excess of the lifespan of the majority of equipment, as well as the rate of fleet renewal machines relevant regulatory requirements, using a separate are subject obsolete resource-intensive technologies. It is shown positive dynamics of key indicators of agriculture, which developed in the first place, due to government regulation of agriculture and the creation of an enabling environment through the extension of the relevant package of measures of state support aimed at the development of this sector of the national economy. Recommendations aimed at activating the processes of rural economy diversification have been developed. Analysis of the state of domestic beekeeping shows that this market niche in the national economy is not sufficiently developed and this industry has a significant unrealized potential. Significant benefits of the development of the beekeeping industry are shown, which will have a positive impact on strengthening the export positions of non-resource orientation, increasing employment of the rural population, crop yields, solving the problems of degraded agricultural land, etc. The economic feasibility and effectiveness of investment projects in the field of beekeeping development, which simultaneously provide a significant social effect, are justified. For the transition of rural territories to a qualitatively new level of development, based on the conclusions made about the priorities of rural development, the authors justify strategic prospects for further development using the internal mechanism of their functioning, reserves of economic growth and taking into account the specifics and features of administrative-territorial units.

The aim of the study is to monitor the social, performance and financial-economic indicators of each rural area of the region on the basis of an analysis of the "problem map" and the "development reserve diagram", as well as to develop long-term programs for social and economic development. Methods. A package of methodological materials was developed to ensure systematic and comprehensive monitoring of the current state of the rural areas in the region and their reserves of socio-economic development. Results. The authors propose a new methodology for monitoring the sustainable development of the agro-industrial complex and rural areas on the basis of an integrated approach aimed to assess the socio-demographic situation, indicators of agricultural performance, financial and economic parameters and municipal management, which distinguishes it from the well-known methods of analyzing statistical data, municipal reports and economic subjects, expert evaluation of indicators and qualimetric method. The complex nature of monitoring, the objectivity of assessments of social as well as the performance and financial-economic indicators allow us to figure out the rating of each rural area of the region, which should be taken into account when providing government support and subsidizing agriculture and supporting the rural areas. Conclusion. We suggest, developed by us, a scheme of the guaranteed strategic development of rural areas which can be implemented in any region of Russia subject to the creation of maps of land zoning, development of regional and municipal schemes for the rational allocations, production and processing of agricultural products, development of a package of regulatory and legal documents, practical tools and recommendations, regulatory and legal framework for improving leases, development of a methodology to monitor the current state of the rural areas and their reserves of socio-economic the development.

The appearance of new trends and models of tourism consumption has allowed the proliferation of rural tourist facilities in northern Extremadura. This article analyzes the economic, social, and heritage (natural and cultural) variables to relate them to the tourism offer and demand in these areas. The present study used geostatistical techniques such as Principal Component Analysis (PCA) and their spatial location through Geographic Information Systems (GIS) to determine the distribution and degree of incidence of these variables in the territories. The results obtained confirm the existence of imbalances in the tourism sector, which made it possible to determine which tourist territories have implemented the best lines of action to receive visitors, increase economic income, and preserve the population in rural areas with deficiencies in their tourism development.

The paper describes the possibility of forming a tourism and recreation cluster in depressed rural communities through a process of territorial planning (based on the example of rural settlements in Borisoglebskii and Bolsheselsky municipal districts of the Yaroslavl region). On the basis of the identified negative features of socio-economic status of the territories of rural settlements confirmed their depression and overall difficulty of further development. Substantiated what is happening now with changing functions of rural areas. As one of the potential strategic directions of development analyzed are the changes in the prevailing agrarian economy through the organization of tourist and recreational facilities. To this end, the group factors are identified that need to be supported in the implementation of this plan: a variety of tourist activities, natural and environmental, social and economic factors. In general, the article highlights that the formation of the tourist and recreation areas is conducive due to the immense open spaces, historical and cultural sites, unique landscapes, convenient geographical position. The problems of the deployment of tourist services on these territories are identified, which are mostly related to the imperfection of the legislation in relation to recreational areas, the existing practice of taxation and social and economic status. As a result, it is shown that in the procedure of spatial planning and in the process of identifying all the features and trends the functional role has changed and formation of qualitatively new areas of management has happened. Determined is the severity of the recreational functions of the system of settlement with respect to the combination of suburban settlements and second-home and production facilities.

The subject of the research is the structure of the labor market of rural areas through the development of enterprises of rural green tourism. The purpose of the work is to identify problems and trends of employment of rural population and to substantiate the organization of alternative types of employment in rural areas through the development of rural green tourism enterprises. Methodological basis of the article became general scientific methods of cognition, generalization, method of comparative analysis, statistical and other methods of research. Results of work The labor market in the countryside is characterized by the curtailment of job offers through the holding of agrarian production, its modernization. There is an increase in labor productivity, the release of large masses of the rural population, a decrease in the levels of its income and life. This leads to the search for and justification of alternative types of employment in the countryside. One of them is the definition of rural green tourism and its enterprises. Moreover, the organization of small tourist enterprises and agro-villages in the village does not require significant investments and special professional training of workers. They are based on the use of material resources of farmers, personal peasant and households, as well as the traditions of hospitality and the rural way of life of Ukrainians. The field of application of results. The results of the study can be used by the state executive authorities in improving the structure of the labor market of rural areas. Conclusions With the purpose of developing the rural economy and expanding the labor market for rural residents, we proposed the development of rural green tourism enterprises. The organization of new types of economic activity in rural areas is intended to increase the incomes of rural population. With the active development of unique and competitive destinations for rural green tourism, for which rural areas are used as an advantage, rather than treated as a disadvantage, it is possible to reach a sufficiently high level of profitability. This will give impetus to the further development of the countryside and the emergence of adjacent or serving businesses.

The role of the municipal level in the country’s governance system is underestimated. Most of the rural areas are located far from the centers of socio-economic development with no ability for independent budget formation and the management of rural areas is carried out by untrained personnel. The Altai region has the largest number of rural municipalities and has agricultural specialization, so the subject of the article is the problems of rural areas’ development of agricultural specialization at the managerial level. The purpose of the study is to identify and substantiate the most important elements of rural areas to highlight it as an object of strategic planning. The directions and mechanisms of interaction should be taken into account in the complex programs of socio-economic development of rural areas, such approaches will attract investments to the territory, ensure the creation of new jobs and reduce the outflow of population to cities. The Altai territory is one of the pilot regions, where the use of digital technologies in agriculture is actively introduced, which emphasizes the importance of effective development of the region.

This study measures the communication ability of wineries in two extreme territories of Southern Italy, Mount Etna and the island of Pantelleria. The evaluation of four dimensions of web communication was carried out by the AGIL Scheme (i.e., adaptation, goal-attainment, integration, latent pattern maintenance). The study provides a generalizable model to be applied in other similar studies. Additionally, focus groups of experts were carried out. The method proved to be suitable to measure the communication effectiveness of wineries through websites. Extreme territories may add value to the wine, regardless of the brand. The heroic wines may become the symbol of these territories, helping environmentally safeguard and contrast territory abandonment by rural communities. The findings highlight that effective communication of heroic viticulture may be used to reposition these wines and increase their competitive advantage in foreign markets. The study generates new ideas for reflection on new types of web communication.

Nos últimos anos as indicações geográficas (IG’s) têm sido consideradas como indutoras de desenvolvimento de uma região, com a valorização dos recursos territoriais e possibilitando o surgimento de novos nichos de mercados. Nesse contexto, o trabalho tem por objetivo compreender as políticas públicas como instrumentos indutores do desenvolvimento para os territórios que tenham o registro de indicações geográficas. A pesquisa se caracteriza como descritiva, bibliográfica e um estudo de caso. Decorrente da valorização dos recursos territoriais com a possibilidade do surgimento de novos nichos de mercados, nos últimos anos as IG têm sido consideradas como indutoras de desenvolvimento de uma região, principalmente a partir de políticas públicas. E este fato pode ser verificado na região delimitada pela Indicação de Procedência dos Vales da Uva Goethe. Neste sentido, as IGs podem ser pensadas como uma ferramenta de ocupação harmoniosa do espaço cultural produtivo, aliando a valorização de um produto típico e seus aspectos históricos e culturais, à conservação da biodiversidade e o desenvolvimento rural. In recent years, geographical indications (GIs) have been considered as inducing the development of a region, with the valorization of territorial resources and allowing the emergence of new market niches. In this context, the study aims to understand public policies as inducing instruments for the development of territories with geographical indications. The research is characterized as descriptive, bibliographical and a case study. Due to the valorization of the territorial resources with the possibility of the emergence of new market niches, in the last years the GIs have been considered as inducers of development of a region, mainly from public policies. And this fact can be verified in the region bounded by the Indication of Origin of Goethe Grape Vales. In this sense, GIs can be thought of as a tool for harmonious occupation of the productive cultural space, combining the valorization of a typical product and its historical and cultural aspects, biodiversity conservation and rural development.

Since tourism industry is considered to be the one of the simplest and fastest industries to make profit, the paper argues that the realm of those “new economies” proposes new opportunities to develop sustainable tourism at rural territories and in towns. As far as the reality of the digital and the sharing economy lightens the process of capitalizing the natural, cultural, intellectual and human resources of any territory, we propose the approach to develop tourism industry at rural territories and towns as a tool to raise the level and quality of locals’ life. The objective of the paper is to research the existent apps promoting tourist and other services in the chosen Districts of the Northwestern Federal District of the Russian Federation, to propose a tool to integrate the tourism industry of those Districts into the digital and the sharing economy of the World, and to calculate whether the use of this tool is cost-effective.

AbstractThis paper takes a holistic approach to the data for rural hinterlands in the Black Sea region in the fourth century BCE to reveal pan-Black Sea patterning, importantly including the southern coast and the territory of ancient Sinope. During a period of dynamic mobility and prosperity, the rural hinterlands of Greek settlements around the Black Sea expanded in ways that demonstrate significant regional commonalities in terms of increased settlement, intensified agricultural infrastructure, new connections via road and path networks and the inclusion of dependent territories beyond the traditional chora. Decisions to expand rural territory and intensify agricultural production were taken at the local level, but this patterning demonstrates that such developments were also a response to the dynamics of Black Sea economic and political networks. The associated increased density of occupation and connectivity in these rural hinterlands made them key facilitators of social networks, creating stronger ties between Greek settlements and other local communities, and ultimately enmeshing a more diverse group of people within Black Sea networks.

The article summarizes the factors that have the most significant negative impact on the development of social and economic spheres of rural areas. Research on the response of human capital to destructive manifestations in the economy is highlighted, as well as a number of factors of manifestation of these destructive phenomena in the development of rural areas. Analyzed the most priority problems of development of rural areas in relation to each stage of social progress. Isolated and characterized the key steps in the development of the agricultural sector and its spatial framework of rural territories, namely with the settlements in which they lived rural, and has concentrated material and technical means of production. The highest priority issues of rural development in relation to each stage of social progress are analyzed. The key stages of development of the agricultural sector and its spatial basis – rural areas, namely with the settlements in which the villagers lived and the material and technical means of production were concentrated, are highlighted and characterized. Special attention is paid to the causes of migration of the rural population, which in turn has led to the search and analysis of certain measures to inhibit the negative effects of this process. It was found out that the implementation of agrarian and land reforms, as well as the transition to a socially oriented model of market economy had a negative impact, resulting in an increase in the number of degrading villages and the formation of new organizational and legal forms. A number of negative trends affecting the development of the agricultural sector have been identified, among which the social resources of rural areas are a priority. It was found that the main element of social resources of the village is the rural population, the lion's share of which belongs to labor resources, which act as a link, which determines the interdependence of its economic and social development. It is substantiated that the constant presence of the socio-economic system, which is a rural area, in a state of counteraction to "external shocks" causes changes in the specific content of the characteristics of the environment and its resources, which requires consideration of its state in developing strategic rural development programs. The basic principles of formation of human capital reproduction potential of rural territories are allocated, functions of rural territories as a habitat and vital activity and directions of purposeful policy of rural development are generalized. The Francigena Way (Via Francigena) is a long international itinerary that was awarded recognition as a Culture Route of the Council of Europe. It starts in Canterbury (UK), touches 13 European regions and ends in Rome. An ancient track of this route is in Sicily (Southern Italy), and its name is Magna Via Francigena (Great Francigena Way). This track is a pilgrimage route that connects two ancient port cities, Palermo and Agrigento, passing through internal rural territories that now deal with the exodus of population from rural to urban areas. The route passes through the Sicilian territory named “Upper-Belìce corleonese”, a rural area around the city of Corleone (a little village known worldwide for the sad Mafia events) that includes a number of municipalities. In the past, this religious pilgrimage was a fundamental part of the expression of faith for Christians and now still represents for Sicilians a strong symbol of Christian identity. In recent decades, pilgrimage tourism around the world has grown significantly each year. The aim of the study is to know the pilgrims’ motivations for choosing the Magna Via Francigena pilgrimage as a vacation and any possible similarities between pilgrimage tourism and food and wine tourism, in the wider context of sustainable and slow tourism. The Policy Delphi method was applied to collect the opinions of the stakeholders involved. The study highlighted the strong link between religious motivations and local enogastronomy, culture, art and nature. Results will support policy-making in the development of integrated territorial tourist marketing strategies.

The current transformational changes in rural areas, amid the processes of decentralization of the current management system, create new conditions that are more or less conducive to the successful organization of rural residents' livelihoods. The urgent task of today is to study the practical problem of the effective development of rural territories, the insufficiency of its development and the complex tasks of revitalization of rural territories of their resource potential in the context of intra-regional features of rural development, which is the basis for carrying out scientific research in accordance with these topics. The purpose of the study is to explore ways to solve problems of regional development, especially rural development, which has never been neglected by economic science, since sustainable development of the country and its regions is impossible without the social revival of the village. Also, a comprehensive theoretical and practical study of issues of management and state regulation of rural development, in particular, the substantiation of socio-economic and environmental problems of the development of the Ukrainian village, the isolation of rural areas, the formation of organizational and economic mechanism of state support for their development and implementation of modern state agricultural policy. Methodology. The problematic of the development of the potential of rural territories is based on the use of multifaceted scientific methods of knowledge of phenomena and processes. Application of statistical methodology in the process of analyzing the dynamics and tendencies of rural development, the effective functioning of agriculture, which is the basis for the study of problems of rural development in general. Economic and statistical research is based on specific techniques, their totality forms the methodology of statistics (methods of mass observations, groupings, generalizations, time series, index method, etc.). Results. In the conditions of formation of market relations in rural areas, especially in the period of economic instability in the country, the study of preconditions for ensuring balanced potential of rural development on the basis of internally oriented motivational factors, justification of priority types of economic activity of rural territories of the region with observance of ecological requirements becomes extremely relevant. One of the main areas to reform the regional development management mechanism is the development of local initiative. The practical implementation is to use the method of delegation of authority as one way of establishing the competence of local public authorities, which is an important part of the decentralization of the executive power, and is of great importance for all processes of the rule of law and, in particular, for improving the efficiency of the local government system. public authority. The Institute of Delegation of Authority in the current context is important for the functioning of public authority in rural areas. In addition, the introduction of a programmatic targeting method in the budgetary process of rural development will help to ensure transparency of the budgetary process, which will clearly define the goals and objectives for which the budgetary resources of the region are spent, which in turn will increase the level of control over the results of implementation of budgetary programs. This approach will improve the quality of fiscal policy-making, the efficiency of distribution and the use of budgetary resources in rural areas. Value/originality. Neste artigo, exploramos dimensões da colonialidade de poder expressas nos processos de dominação engendrados na instalação de estruturas logísticas para o escoamento de mercadorias para exportação – como o minério de ferro e produtos do agronegócio – que atravessam o estado do Maranhão rumo aos mercados internacionais. Desde a década de 1950, começaram a ser implantadas rodovias federais, estradas de ferro e portos na região, relacionadas às políticas desenvolvimentistas dos governos brasileiros. Essas obras foram executadas sobre espaços territoriais que abrigam uma diversidade de povos e comunidades tradicionais, provocando deslocamentos, eliminando espaços de roças, entupindo igarapés. Nos últimos anos, as estruturas criadas entre as décadas de 1950 e 1980, principalmente, começaram a ser ampliadas, duplicadas e também novos projetos passaram a ser executados, com forte interesse do capital internacional. As propostas amparam-se sobre a imagem desses espaços territoriais como espaços vocacionados para exercerem a função de portos e estradas. Since the 1950s, federal highways, railroads and ports in the region began to be implemented, related to the development policies of Brazilian governments. These works were executed on territorial spaces that shelter a diversity of traditional peoples and communities, provoking displacements, eliminating spaces of roças, cloggingigarapés. In recent years, structures created between the 1950s and the 1980s, mainly, began to be expanded, duplicated, and also new projects were implemented, with keen interest from international capital. The proposals are based on the image of these territorial spaces as spaces designed to perform the function of ports and roads. The deep changes in the development of the Ukrainian rural sector under the influence of gaining political independence, carrying out agrarian and land reforms, full replacement of state power and phased reform of the administrative-territorial system are analyzed. It has been established that the rural sector of Ukraine covers two key components: the industrial-branch (primary production and technologically related industries) and socio-territorial (rural and small urban settlements with population, objects of social sphere and territory as spatial basis of primary production). Asymmetry of their development lies in the fact that the food complex enhances production, but this is not accompanied by an increase in living standards and quality of the rural population living environment. In recent years, the rural sector has a number of new challenges and acute problems that require in-depth research and development and implementation of measures to overcome asymmetry in its development based on a number of innovations. Among the innovations are the completion of the administrative-territorial system post-soviet reform, the gradual shift of the responsibility center for the development of the rural sector into the combined territorial and rural communities; the continuation of systemic safety methods implementation at primary production and completion farms at processing and food enterprises; Significant increase in the volume of local budgets as a result of management decentralization and the fiscal system, capitalization of natural resources and non-performing objects, introduction of local taxes; the active development of families and farms, and especially on lands that will be transferred to the jurisdiction of the united communities, and the revival of agricultural activity on abandoned lands grappling with the deserted villages, etc. The brainstorming and overcoming the consequences of destructive processes in rural areas, and especially in crisis zones, should ensure the implementation by united communities of measures to create favorable conditions for the placement of non-agrarian activities, the inclusion of small farms in production and distribution chains, the creation of professional mini-associations of food producers, agricultural production and service cooperatives for the purpose of labor-intensive production operations prompt execution, timely collection and sales of grown products, assistance in solving domestic problems of rural population, facilitating the accessibility of remote village residents to basic services, etc. Areas of research in the rural sector are systematized, in the course of which implementation of the results will ensure the strengthening of sustainable development of rural areas. Among them: methodical recommendations for assessing the productive potential of rural communities and ensuring the increase of tax revenues to the budgets of the combined territorial communities, taking into account the availability of rural assets (natural resources, minerals, other objects) and their inclusion in the economic circulation; the development of conceptual foundations, the formation of economic echanisms and tools for supporting families and farms, which will be organized on unoccupied agricultural lands, as well as on the basis of labor generations revitalization; improvement of existing mechanisms and tools for managing the development of the rural sector in order to increase the effectiveness of the new administrative-territorial organization system and self-organization of citizens; formation of an effective model of small farms involvement in the production of final food products and its promotion in production and distribution chains, etc. Key words: rural sector, industrial-branch component, socio-territorial component, rural territories, challenges and problems, asymmetry and balanced development, united territorial and rural / domestic communities, depressive zones, family and farming farms.

As urbanization and industrialization continue to spread through China's countryside, the central government has officially declared the construction of master planned eco-industrial zones and eco-cities as primary strategies for accelerating the transformation of industrial structure and the prevailing model of economic development, as well as for “constructing a socialist economic, politically, culturally… and ecologically civilized… harmonious society” (NPC 2011: chapter 1, np). Based on recent fieldwork, this paper demonstrates how these strategies extend beyond the “green washing” of rural land enclosure and transformation, arguing that processes of rural dispossession are linked to the commodification and circulation of natural capital. This paper analyzes processes of environmentalization and enclosure as linked state-led strategies for governing economic growth, rural transformation and interventions into global market-based solutions to climate change as integral problems of Chinese national development and modernization. As a basis for theorizing the relationships between Chinese models of “green development,” forms of environmental governance and new circuits of accumulation, the paper utilizes a case study of Yixing city, where eco-city, renewable energy and ecological conservation projects are being planned in tandem, enclosing over 300 square-kilometers of rural land and displacing over 50,000 residents since 2006. The technical and discursive “dividing practices” (Foucault 1972, 1977) of local government planners are examined in conjunction with the scalar construction of rural land as a fungible national “resource” under central government policies for renewable energy development, food security, “ecological withdrawal of agriculture” and arable land reclamation quotas (e.g. State Council 2007). Following Marxian scholarship on the enclosure of access to land and the establishment of property regimes as ongoing moments of “primitive” accumulation and state-territorial projects (Thompson 1975; Harvey 2003; Hsing 2010; Peluso and Lund 2011; Corson and MacDonald 2012), this paper argues that rural land enclosure in China functions in different circuits of accumulation corresponding to varied constructed scales of environmentalization. The paper analyzes such environmentalized transformations, including ecological set-asides, non-fossil fuel energy generation, and high-intensity non-village agriculture and the requisite conversion of collectively owned rural land into state controlled urban land, as a process of territorialization. Drawing upon the work of Poulantzas and recent scholarship on environmental enclosures (e.g. the volume by Peluso and Lund 2011), I argue that the construction of discrete environmental functions for—and apart from—rural land is fundamental to the constitution of “homogenizing enclosure” and territoriality as the “institutional materiality of the state” (Poulantzas 1978: 93–107). Following Lefebvrian analysis of the production of space (Lefebvre 1991[1974]; e.g. Roth 2008), I find that such abstraction refigures the local in a process of territorialization, highlighting the importance of state power to the establishment of market-based forms of environmental governance and the circulation of “natural capital.”

The relevance of the topics investigated due to acute socioeconomic problems of extinction of Russian villages. Desertification is in the process of disappearance ten thousand villages, which continues its devastating pace. The article addressed the issue of the revival of Russian villages, construction, and upgrading of rural settlements based on the realization of the Federal program "sustainable development of rural territories in the years 2014-2017 and for the period up to 2020". Revival and construction of rural settlements today mainly involves the development of agricultural holdings on the basis of which will be established equipped agricultural town. Any country associated with a particular way of perceiving not only significant monuments of its culture and architecture but also the types of rural settlements. The village is not a business project; and thelifestyle of a Russian man, a certain way of all cultural, social and economic relations. Currently, the increase of rural settlements and revitalizing rurallife is happening on several fronts: a) building settlements with agro holdings; b) farms; c) creating few ecovillage; d) Renaissance village through the townspeople-truckers as a new phenomenon. Types of rural settlements in Russia are very diverse. They are, first and foremost, thelandscape of the countryside, the direction of agricultural production, ethnic features. In residential areas with recreational and cultural potentials, farms should be promoted and personal subsidiary farms, which will focus on quality and a variety of agricultural products. The revival of villages and rural areas concerned, first and foremost, the provincial small farmsteads landlords "high hand", little knownlocations of handicrafts. It is proposed to simplify thelegislation documents for the category of "noteworthy" in relation to the territories of rural settlements with historical and cultural potential.
