Reforming local government organizations is of decisive significance. Reform at the local level is not only affected by the exemplary role of the central government organization reform, but also has its own special background and contents. Reforming local government is a greater challenge than reforming the central government as there usually are few posts offered by local governments at lower levels or few private companies in the small cities and towns of China with the capacity to absorb the downsized government employees. Beijing, Zhejiang, Liaoning, Sichuan, Guangdong, and others have made valuable explorations into the formidable task of reform, and each city has accumulated a wealth of experiences.

AbstractUsing an institutional perspective, this paper explores coexisting job search methods in reforming China. Analysis of the 2003 Chinese General Social Survey data shows that China's labour markets are segmented into institutional niches by two key factors: the type of ownership of work organization and the status of the work organization in the market. The effectiveness of job search methods varies across the different institutional niches. Hierarchical arrangements and social networks remain powerful means of obtaining jobs in the state sector, including both monopolistic and competitive work organizations, while job searches using a market-oriented method are comparatively useful for winning jobs in the non-state sector irrespective of whether organizations are competitive or monopolistic in terms of market competition. This paper not only illustrates the value of an institutional approach to labour market research but also reveals the scope of market penetration in China's emerging labour markets.

AbstractCivil society organizations are often seen as playing a crucial role in helping to mitigate the exclusion of weaker states, giving voice to marginalized communities, and raising environmental and developmental concerns within the trade system. The politicization and demystification of the global trade agenda by civil society also opens up space for a more diverse set of actors to influence trade negotiations. This article examines the evolution of the WTO secretariat's engagement with civil society within this context and argues that the dominant mode of engagement, as manifest in WTO Public Forums and civil society participation in ministerial conferences, is no longer fit for purpose. Rather it reflects an outmoded strategy that once served to underscore the existence and value of the WTO as an international organization and works to neutralize political contestation and publicly promote the benefits of free trade. It is now in need of reform.

Purpose To support the success of their students and faculty, libraries have to understand changing user needs. Robust user assessment programs and analysis of service patterns can reveal many of those needs. Many libraries have responded to changing user expectations by consolidating service desks and providing better organization of user services. Recent advances in assessment have added to libraries’ capacity to refine the scope and goals of service desk mergers. Assessment and analysis support better conceptual frameworks for realigning organizational structures and overarching service models. The paper aims to discuss these issues. Design/methodology/approach Using a renovation and organizational restructuring in Ekstrom Library at the University of Louisville as a case study, this paper examines the assessment process, organizational restructuring, and physical renovation that resulted in service desks merging. Findings This study found that comprehensive and ongoing user assessment is crucial to planning for renovations and service changes. User needs awareness must then be linked with organizational models and service delivery systems. Service desk mergers will be successful when they result from thoughtful assessment and analysis. Research limitations/implications Other case studies with assessment driven renovation projects, service desk mergers, and organizational changes would be useful to add to these findings. Practical implications This paper provides a process and framework for library leadership who are evaluating and revising service delivery models. Originality/value The perspectives and process described in this case study will be of value to improve library service delivery models.

In recent years, the World Trade Organization (WTO), the multilateral trading system, has faced many difficulties and challenges due to the great vows of anti-globalisation and trade protectionism. The appellate body, as a significant portion of the Dispute Settlement Mechanism (DSU) of the WTO, has been suffering from an unprecedented crisis of suspension because the United States continues to prevent the appointment of vacant members. Now to save the World Trade Organization from an unprecedented crisis of survival reform has become a consensus. However, each member has a different opinion concerning the basic principle and specific contents of WTO reforms. In general, it is proposed to increase the flexibility of the negotiation mechanism and break the deadlock in multilateral negotiations caused by "consensus" and advocate the system in terms of substantive rules. It is proposed to establish new trade regulations, strengthen trade fairness, and eliminate investment Obstacles; in terms of disciplinary constraints, it advocates better use of the WTO's review and supervision functions and strengthens the constraints on members' compliance with transparency and notification obligations. In dispute settlement, it proposes to amend the relevant agreements as soon as possible To break the deadlock in the selection of judges of the Appellate Body and ensure the regular operation of the World Trade Organization. China clarifies its primary position and fundamental concerns, based on the existing paper, and introducing specific reform programs to participate more effectively in the WTO reform process. Qualitative research methodology has been applied to the following article.

During last couple of years, the academic community, national civil servants in charge of trade policies, and employees of international economic organizations have intensively discussed reforming the World Trade Organization. All participants of the debate tend to agree that the system of multilateral trade regulation in its present form does not match expectations and requirements. There is less unanimity regarding the reasons that have resulted in the poor performance of the institution under review. As for possible ways to solve the problem, existing opinions differ dramatically. Both expert views and official proposals of WTO members (Canada, EU, Japan, China and some others) deal with prospects for the Doha round, modalities of future agreements, decision-making process, and a range of other questions waiting for uneasy answers.

The results of the reform of Russian higher education widely discussed among the pedagogical and expert community are characterized by the ambiguity and inconsistency of assessments. Special attention should be given to the need and results of the reforming in relation to the departmental universities of the power block which ensure the implementation of the country’s security functions. The features of the organization of the educational process in the departmental higher educational institutions of the power block are presented on the example of educational organizations of the EMERCOM of Russia system, starting from the entrance examinations stage and ending with the employment of graduates. The article considers the main directions of reforming the Russian higher education institutions and presents a critical analysis of their implementation in relation to departmental educational organizations of higher education of the power bloc. The peculiarities of the activities of departmental educational organizations of the power block, the tasks to be solved and the functions performed related to the training of specialists in the field of ensuring the security of a country require a balanced approach from the government education authorities when implementing measures aimed at the maximum integration of the higher education system into the global education system.

The ways in which the language of reformers intersects with and informs reform implementation is important to our understanding of how education policy impacts practice. To explore this issue, we employed critical discourse analysis (CDA) to analyze the language used by a 21st century skills-focused reform organization to promote its program alongside the language that local actors used to explain its implementation. We examined source materials, field notes, interview data, and publicly available organizational data collected over a five-year period to critically examine how discourse 1) illustrated alignment between the stated and implicit audience for the school reform program and 2) shaped subsequent implementation. Analyses suggest the reform organization promoted itself through a discourse that all students in all reform schools were being prepared for college, career, and civic life. There was a significant misalignment, however, in the discourses regarding the appropriate student audience for the reform. Local actors questioned whether the reform program 1) was suitable for all students and 2) provided necessary supports for all students in all schools. This misalignment led to uneven implementation and resulted in some educators dismissing the goals of the program as unrealistic. Given that educational agencies have considerable freedom to choose among diverse reform programs, our analysis suggests it is important to understand the discourses through which reform organizations advertise models, implementers justify adoption, and educators respond.

The article discusses current issues of reforming the territorial organization of local self-government in order to improve the quality of resolving issues of local importance, fixed by federal law for certain types of municipalities. The legal literature currently summarizes the law enforcement practice on this issue, which indicates the presence of a number of problems that need to be resolved. These include the discrepancy between the objects of competence and the powers and territories ensuring their implementation. Some controversial aspects are considered in this article: the directions of reforming the territorial organization of local self-government and attributes of municipalities are identified; the basic regulatory acts in a temporary context and their effect in modern condition are analyzed; the levels of territorial organization are indicated and the difficulties of resolving issues of local importance are revealed. Finally, using the example of municipalities of the Udmurt Republic, the main approaches to the reorganization of inefficient territories related to municipal management are explained, which justifies the expediency of municipal reform and the need for its generalization in scientific research.

The paper deals with the problems of reforming the organization of the production of high-tech products in Russia. A comparative analysis of the state and significance of these industries in the economies of developed countries and Russia shows the need for reforming the structural organization of production. On the example of the aviation industry, an analysis of the improvement of industrial production was carried out. Evaluation of the effectiveness of relevant measures shows that they contribute to the conservation of closed obsolete business-production models, monopolization of the final integrator in accessing and using investments, low labor productivity and outflow of personnel, lack of effective interaction of the scientific and technological sector with domestic academic university science. This impedes the formation of the competencies necessary to carry out a technological breakthrough and increase the competitiveness of the industry in the global market.The paper presents a model of vertical integration of the technological chain of value added reproduction in the form of network organizational structures of suppliers of modules, units and nodes of the final complex technology based on domestic manufacturers. The paper discusses the benefits of the heliocentric organization of the production of the final complex technology, the cluster organization of the supply of intermediate products (modules, units, nodes). It is shown that the separation of the functions of the final integrator contributes to the distribution of risks along the DVCS. At the same time, the attention of the final integrator is concentrated on the development of the final complex products, the organization of the supplier system and after-sales service. The cluster organization of intermediate production opens up the possibility of its diversification and direct access to investment flows, which stimulates the development of production. The authors have developed mechanisms for ensuring the competence of manufacturers to their functional purposes in the central air traffic control system and the organization of a network management system.

The article deals with the current trends of reforming the institution of working time and to investigate the impact of distance work on the struc- ture of permanent life of this legal institution. The methodological basis of the study include formal-logical method used in the analysis of legisla- tive provisions on distance work as separate forms of work organization; system-structural method and the method of synthesis used in the study of foreign experience in the implementation of distance work and its impact on reforming the institution of working time, as well as formal-dogmatic and modeling method used in establishing the status of distance workers in Ukraine. The article explores the concept of "distance work", establishes its main features and characteristics. The author pays considerable attention to the issue of distribution of working time of the employee when establishing distance work, the "autonomous" nature of the organization of work- ing time by the employee. In addition, the issue of extending the rules of internal labour regulations for distance workers has been studied. The author comes to the conclusion that it is necessary to further analyze the trends of reforming the institution of working time in view of the spread of distance work, especially in lockdown conditions caused by the spread of coronavirus COVID-19. This paper analyzes a significant number of sociological studies on the use of distance work, including the distribution and duration of working time in distance work. The author emphasizes the need for statistical observations on the distance form of work organization at the state level, as currently there are no relevant mechanisms in Ukraine, which complicates the study of this phenomenon. In addition, the author gives examples of current trends in reforming the institution of working time, taking into account foreign experience.

The wto has become one of the key international organisations responsible for regulating international economic relations among states. At first glance, the wto Agreement makes very democratic provisions with respect to decision-making. All formal wto decision-making organs are open to all members. Independent of population size, economic might or contribution to international trade, each member of the wto wields a single unweighted vote—i.e., ‘one member, one vote’. Thus, at the formal level, all appears to bode well with the wto decision-making process. This seeming well-being, however, belies the true nature of the problems and challenges the decision-making process is encumbered with. This article undertakes analytical exegesis of the provisions on decision-making in Articles ix and x of the wto Agreement. The article also explores possible options for reforming the wto decision-making process and its implications for developing countries.

This historical case study examines the rhetoric, action, and outcomes of educational policy reforms in Egypt during the first quarter-century of the presidency of Mohamed Hosni Mubarak. The findings are based on an extensive review of Egyptian government, international organization, and project documents as well as interviews with key stakeholders. The study focused on proposed and implemented changes in the organization and distribution of various governance and management functions across school/community, district/idarra, governorate/muddiriya, and national/central levels of the education system. During the period under review Egypt experienced movement though uneven toward increased decentralization, with calls for deconcentration of responsibility in 1981, Ministry of Education actions that restricted local decision-making authority in the 1990s, and some concerted efforts toward delegation and devolution of authority as well as responsibility after 2001. In terms of community participation, during this period there were calls for and actions toward implementing broader and deeper forms and degrees of involvement by parents, civil society, and businesses. We draw on the following concepts to analyze a develop an account of these developments: institutional framework, financial resources, system leaders' capacity and political will, civil society's leaders' capacity and political will, global dynamics, and the role of international organizations

AbstractThis article considers an essay on provincial government written by the Yongzheng Emperor of China shortly after his ascension to the throne in 1723. The essay treats provincial governors’ role in personnel, financial and military matters and the problems of China’s southwest. It reflects the emperor’s dissatisfaction with policies in each of these areas, which were all to be the focus of reforming efforts during his reign. But perhaps more important, it expresses the Emperor’s new concern with the value of administrative efficacy. The essay argues that this was a fundamental innovation in the political theology of the Chinese state. Although practical ideas for reform often came from governors themselves, who were closer to the problems than the Emperor and more familiar with the details of solution, imperial leadership created a climate in which reform ideas would be welcomed and implemented.

The article discusses the main elements that contribute to a high-quality audit of economic entities. International reforms carried out by the International Standards Board (IAASB) began in 2011. The Audit Quality Concept was developed, a survey of respondents was conducted and on the basis of proposals in 2013 a final decision was made. The concept is revised and supplemented annually. These changes in the conduct of a quality audit also affected the Russian Federation. In 2018, our country switched to international audit standards. The problems of conducting a high-quality audit in the country are identified: suspension of reforming legislation in the field of auditing; pandemic.

The paper wants to highlight some accounting practices in the early stage of the adoption of accrual accounting in Higher Education Institutions. The accounting reform was one of the core aspects of a process of enforced hybridization of HE institutions. Exogenous and endogenous (organizational) issues emerge, that undermine transparency and comparability of accounting information. Based on structured interviews in 14 Italian universities, the paper provides evidences of the main aspects that hinder the transparency and the comparability of accounting information with the risk to deprive the new accounting rules of their potential for change. Resistance to change could be observed, resulting in a partial or distorted adoption of the new accounting rules: some practices, in particular, aimed at safeguarding the interests of a particular group. The paper propitiates further research based on case studies aiming at understanding how public organizations tend to design internal accounting procedures that preserve the prerogatives of particular groups within the organization. The research overturns the rhetoric of the adoption of managerial practices for the enhancement of efficiency, effectiveness and economy by showing how organizations shape these practices in order to keep the status quo unchanged.

After announcement of PISA monitoring results for 2000 and 2003 the glory of European leader in the general education area has been strongly enshrined for Finland. Its experience has being studied not only in EU. This country�s success is explained by a number of educational system organization features, which have become a result of several school reforms. Some of features related to Finland school system�s reformatting processes in the 1960th, which have become a basis of all further changes in education and caused high productivity of modern Finnish school are characterized in this paper. The author analyzes principles of reforming, defines its prerequisites and factors explaining efficiency of transformations carrying out, pointing to Finnish experience specifics, and draws a conclusion about these factors� importance for creation a scientific theory related to education reforming.

The paper studies key areas of reforming the institute of preliminary investigation in the Russian Federation. The author does not support the position that reduces key problems of reforming criminal cases’ investigation to different organizational and structural changes, to the establishment or abolishment of some agencies. The reform should be based on diverse and, at the same time, systemic measures, including: the conceptual elaboration of the investigation reform; the systematization of the subject, the object and the very procedure of investigation; the rationalization of organizational and management structures of preliminary investigation; the optimization of the system of public and state control over investigation; the improvement of the relations between the investigation authorities and the public prosecutor’s office; the introduction of changes in the mechanism of cooperation between operational search and investigation authorities; the optimization of relations between investigation authorities and the court; the implementation of a complex of measures aimed at improving the professionalism of investigation officers, raising their general and legal cultural level, creating optimal conditions for their work; the reform of the investigation infrastructure. One of the key areas of reforming preliminary investigation is, according to the author, the restoration of the previously abolished supervision authority of the prosecutor’s office (the authority to initiate a criminal case; the right to issue obligatory directions for the investigator; the authority to terminate a criminal case on any grounds provided by law). Practice has shown that the current system of procedural control over the investigation of criminal cases is weak and does not prevent numerous mistakes and oversight of investigation officers. One scenario of a large-scale investigation reform, according to the author, includes the preservation of the Investigative Committee of the Russian Federation, making it the basic structure for the organization of an inter-agency investigation authority.

In today’s challenging and complex world, organizations success depends on productivity, continuous improvement in all dimensions and reforming the pattern of resource utilization. Therefore, organizations, while considering restrictions, should focus on the most effective factors or so-called critical success factors. This paper intends to identify and prioritize the critical success factors, among other, factors influencing success of the organization, using hierarchical analysis and application of tools and related software. Analytic Hierarchy Process provides the possibility to compare the factors via creating matrix of paired comparisons. The case study in this research includes identifying the critical success factors and prioritizing them in Iran Argham Company. Finally, among the results presented, five critical success factors are identified from the forty influential factors. These five factors account for about seventy percent of the organization’s success. It should be noted that most studies conducted in this area focuse on the certain processes and special systems rather than study on the organization as a whole unit. This model can also be generalized to all organizations, including SMEs, and would provide remarkably valuable approaches, especially in competitive markets. In Ukraine, mental health problems are common yet the mental health services available are still old fashioned and based on healthcare approaches used in the Soviet Union, providing mainly inpatient services and rudimentary community services. The World Health Organization (WHO) introduced the Mental Health Gap Action Programme (mhGAP) to reduce the mental health treatment gap all over the world and 2 years later introduced the WHO mhGAP-Intervention Guide (mhGAP-IG), version 2.0 (2016) as not only an educational tool, but also an evidence based guideline to scale up services for mental, neurological and substance use (MNS) conditions with an objective to reduce gap between available health systems capacity and resources for mental health. The main aim of this paper is to describe reforms of undergraduate psychiatry training in Ukraine using Kyiv Medical University as a case example. Kyiv Medical University (KMU) is the first university in Ukraine to introduce the mhGAP-IG in Ukraine. The revised psychiatry curricula in KMU aims to strengthens the evidence based teaching practices, to put emphasis on community orientated mental health care, and to use interactive teaching methods that the university hopes will attract more future doctors to psychiatry and ideally contribute towards the reduction of the mental health treatment-gap in Ukraine.

AbstractThe United Nations was born as an end-result of the Second World War. Its stated purpose was obvious as enshrined in the Charter of the United Nations (“the Charter”) – to maintain international peace and security. The United Nations, however, both in terms of practicality and the will to do such, had been burdened by several problems surrounding them; the ineffectiveness of several bodies such as the Trusteeship Council, the Economic and Social Council (“ECOSOC”), etc.; the overwhelming power of the veto rights vested towards the five permanent members of the United Nations Security Council ("the UNSC"); the strength of certain resolutions towards the international community, to name a few. Though one of the keys to reform the United Nations is by amending the Charter itself, the current development on the issue seems – and continues to seem – moot. Thus, the will to reform has to be from the United Nations itself, since the organization is expected to develop with time and the community, instead of being extremely rigid, dead-locked international organization. The realization of high quality medical measures for protecting children’s health remains an important issue at the stage of reforming the domestic medicine. The aim of this work was to study and analyze the system of medical aid for children in Ukraine. The research focused on normative-legal acts regulating the organization of medical aid for children. The research methods are informative, retrospective, historical, logical and analytical. The analysis of normative-legal documents regulating the organization of rendering of medical aid for children established their formality and economic groundlessness. According to January 2017, only 35 documents were included into the Registry of medical technological documents in the direction of «Pediatrics». It means that many children’s pathological states are not covered by standardization, what reduces the quality of medical aid. The national programs for the improvement of health status of children remained unrealized due to the lack of funding, ill-coordinated links between program implementers, the lack of effective monitoring of the quality and results of realizing the state programs. The implementation result of IMChI strategy was the reduction of mortality rate in children of different age groups in the pilot regions. In terms of reforming the combined model (model III) is the most effective and acceptable for pediatric care rendering. The population expenses reach nearly half of the total funding of the sector, what demonstrates the inconsistencies between the real state of children’s assurance in the health care system of Ukraine and national normative acts. It was determined the necessity of structural reorganization of the system, the optimization of beds number, the increase of medical care funding from state and local budgets, the raising of resource efficiency of health care system and the continued development and implementation of modern protocols (standards) for the treatment of children pathologies.

Objective: Drug Evaluation & Approval System Reforming (EASR) is a major initiative of the State Council’s “Delegate power and optimize service” and “random inspection and information disclosure” policies in the R&D of pharmaceutical industry. The research aims to analyze the impact of drug EASR on the Chinese pharmaceutical organizational structure since 2015. Methods: Based on the relationship analysis between EASR and the organization structure of the government and pharmaceutical industry, this paper uses the Panel Data model to analyze the relevant factors affecting the R&D organizational structure. Results and Conclusion: The results show that it is significantly and positively correlated between the clinical trial behavior and the technology incubator, the domestic technology transfer and the technology macro environment. The organizational structure optimization path of the pharmaceutical industry based on the EASR includes the specialized division, big data model, international cooperation, MAH and technology finance model.

ABSTRACT With its dispute settlement system in peril, the role of the World Trade Organization in mitigating commercial conflict is more important than ever, but its working practices need reform. The Sanitary and Phytosanitary Measures and Technical Barriers to Trade committees have developed a mechanism for members to raise ‘specific trade concerns’ about the laws, regulations, and practices of their trading partners, both proposed and already implemented. These specific trade concerns can mitigate sources of friction and help avoid recourse to formal dispute settlement. This article assesses experience with specific trade concerns and analyzes suggestions for reform of the process and its extension to all World Trade Organization committees. The important World Trade Organization reform question is whether procedural changes in Geneva can make specific trade concerns more effective for all members while facilitating enhanced participation by members who do not now make full use of the possibilities that such procedures offer.

This article analyzes the phenomenon of participatory democracy and the impact of community norms on the process of democratization in the context of reforming the way of political organization of contemporary society. The importance of treating such a subject is revealed by the fact that a series of events from a complex, dynamic and contemporary reality facing contemporary society are drawn. As a result of the investigation, the author concludes that the theoretical conceptions focused on participatory democracy provide support to the society in the conditions of transition to the democratic model, by the development of conditions of social affirmation, participation in the decision making process, development of policies that affect their life, especially directly and not through their representatives elected (as in the case of representative democracy). Active citizenship, generated by civic culture, and participatory democracy organize the principles of claiming and securing the rights of the poor and the excluded, the formation of efficient national systems that sufficiently reflect the particularities of contemporary processes. This article draws on the findings of the international research project on the Institutional Dimensions of Global Environmental Change to evaluate current proposals for reforming organizational arrangements that address environmental protection and especially calls for strengthening the UN Environment Programme or creating a UN Environment Organization. The first section explores pitfalls arising when policy-makers focus on form before sorting out functional matters. The next section examines institutional challenges confronting efforts to create effective environmental governance systems. The final section broadens the scope to address issues extending beyond environmental protection in a world of nation states. The goal is not to throw cold water on specific proposals of those who advocate organizational reform. Rather, the article argues that form should follow function in this realm as in others. By itself, organizational reform cannot achieve environmental protection, much less the broader goal of sustainable development.

The paper analyzes the feasibility of reforming the territorial organization of local self-government at the present stage, in particular, the introduction of such a new type of municipal entity as the municipal district, considers the prerequisites for enlarging municipalities. As a result of the analysis of the arguments used by the initiators of the reform, an attempt was made to formulate the advantages of a new approach to the organization of local self-government, to identify the main problems of organizing the territories of municipalities that are emerging at the present stage, and also suggest ways to solve them.

Countries can choose between a wide range of policy instruments to address climate change. While economists tend to argue for the efficiency of instruments such as environmental taxes, many countries are incorporating subsidies into their plans for limiting greenhouse gas emissions. However, these subsidies may conflict with World Trade Organization rules. This paper analyzes the potential benefits of using climate change subsidies in terms of addressing market failures as well as the risks of protectionism arising from such subsidies. It then examines World Trade Organization rules to determine whether they optimally differentiate between beneficial and harmful subsidy policies. It concludes that existing WTO rules do not provide adequate scope for legitimate subsidies and makes suggestions for reforming subsidies law.
