Pełny tekst źródłaThis research investigates the process of land reclamation in the Egyptian desert over the past sixty years. The agricultural frontier, moving into increasingly constraining drylands, is analysed from the perspective of the actors, their power relations and how they contribute to the recomposition of Egyptian agriculture and its territories. While desert lands have seen the construction, consolidation and expansion of a new agricultural sector dominated by a narrow entrepreneurial elite, they are shaped by a broader set of interests. They constitute a stock of land and water ressources, as well as opportunities for a diversity of actors: political, economic and institutional, public and private, productive and non-productive. Since the 1950s, various stakeholders have indeed projected themselves onto desert lands in pursuit of many objectives, whether to legitimize their position, increase their power, accumulate capital, or, in the case of the most economically and socially fragile, simply to support and feed their families. This work thus shows how marginal desert areas are at the heart of processes of projection, appropriation and negotiation. This thesis, based on about 80 interviews and surveys conducted mainly in the margins of the Nile Delta (2012-15), is part of three research areas in geography: frontier dynamics and territorialisation; the contemporary renewal of agricultural stakeholders and the development of a new agro-capitalism; power relations for resource allocation

That accounts fo its preoccupation to clear up above all the negatif effect of the disguised unemployment and the positif effect of the technical progress on the agricultural surplus. Then this thesis tries to define the notion of the mobilized agricultural surplus and its means to finance the non-agricultural development to explain the causes of the egyptian economic developement crisis. As far as egypt is concerned, the thesis concludes on the following points : 1- the disguised unemployment is an actual phenomenon. 2- the agricultural surplus depends essentially on the technical progress of agriculture. 3- the mobilized agricultural surplus tends generally to increase. 4- the non-agricultural development is caracterized by the relatif growth of the terciary sector. 5- the industrial sector is relatively short of skilled works. Therefore, the thesis insists on the necessity of the agricultural surplus increase the mobilized agricultural surplus and the formation of industrial skilled workers

Pełny tekst źródłaOur thesis deals with the assessments of agricultural and rural projects at Sahel. The analysis of these assessments is divided into two parts which form the structure of the text. The first part takes the census of twenty projects through which have established an assumption for the assessment after studying systematically the main features of these projects: it is a retrospective evaluation method established according to systematical practice on the basis of experienced projects. A second method of evaluation which represents the subjects of the second part in this thesis, is drawn and established according to the aspect of specific methods of development bodies such as “the effect method” of the “French co-operation”, and the method of “organization for united nations industrial development”. From these two methods, we initiate a test of the assessment efficiency applied to two agricultural and rural development projects: irrigated areas project at Matam Podor (Sénégal) and sugar areas project at Banfora (Burkina-Faso). The results of the first and the second parts of this thesis are concordant: the inefficiency of Sahel’s project are due to two fundamental aspects: unfitted conception and working out of projects. On the other hand, there is an inadequate framing of the rural world

Pełny tekst źródłaIt is only since the 1980s that development projects have been designed for small and middle-sized farms, so far kept in the background. They set themselves the goals of increasing the production, improving life conditions of these sectors, by providing them financial and technical aid in order to prevent rural depopulation. Results are unsatisfactory: a development project -of a vertical type- efficient for strongly motivated and well-placed farmers turn out to be ineffective for most of the others. There is no common way of dealing with the majority of people and with the elite. Our objective is to show that this failure is due to a conception which reduces any development project, by neglecting social and psycho-social dimensions, and ignoring the farmers' way of thinking. Starting from the analysis of the situation in a small area, we intend to show how- in response to some technological changes brought about by a development project- farmers in small and middle-sized farms manage their enterprises and organize their practices related to their profession as well as to their family and social life according to their own way of life, their family- farm system and their sociocultural environment. Our analysis -150 top-down treated questionnaires- allows us to distinguish: innovative and extremely professional farmers, in favour of an economic system of increasing productivity, farmers, on their way to better professionalism, approving of modernity and tradition, side by side, anxious to keep their own identity, and traditionalists, characterized by a general withdrawal. To reach the last mentioned categories, a new way of popularizing information should be imagined, which takes into account the aspirations, not to copy them, but to use their own dynamic and their driving dimension

The sophistication of the theoretics has only served principally to justify some introverted anti-development choices. To distinguish productive projects from unproductive projects, financial (ex-ante evaluation) appraisal from economic appraisal, reference prices from market prices. . . And no matter what point of view we would like to underline in the course of this study, it is, in the long run, the fi- nancial balance of power which allows arbitration. Considering these numerous forces which, it will be appropriate to integrate into the relevant environment of the project, how can the appraisal of direct profitability projects take place within the manage- ment of the development of the european community ? what is underlying meaning of the notions of efficiency, viability, financial and economic profitability? if this makes a positive contribution to the improvement of preparation of projects, do we have to wait for a showing down of the rate of setback of projects in the thiro world countries?

Pełny tekst źródłaThis research attempted to analyze the extent to which the vth plan of tunisia contributed to its agricultural development. The work was conducted in a small area in the north ouest of the country (oued souani sector) within which two large scale projects were operating. These projects utilise considerable financial and human ressources and attempt to slow down erosion phenomena and introduce high input cropping systems. Both of them have had limited success. This approach to development based upon individual projects has show its limitations. Our investigation in the area proved it on the basis of : - the discrepancy between the projects objectives and the goals of peasants. - the inadequacy of the technologies offered to local farmin which is mostly of a family and subsistence type. - the inappropriate use of the means available. The present analysis which was limited to a microzone could be generalized to larger areas with similar conditions
