In this work I discuss several key aspects of welfare economics and policy analysis and I propose two original contributions to the growing field of behavioral public policymaking. After providing a historical perspective of welfare economics and an overview of policy analysis processes in the introductory chapter, in chapter 2 I discuss a debated issue of policymaking, the choice of the social welfare function. I contribute to this debate by proposing an original methodological contribution based on the analysis of the quantitative relationship among different social welfare functional forms commonly used by policy analysts. In chapter 3 I then discuss a behavioral policy to contrast indirect tax evasion based on the use of lotteries. I show that the predictions of my model based on non-expected utility are consistent with observed, and so far unexplained, empirical evidence of the policy success. Finally, in chapter 4 I investigate by mean of a laboratory experiment the effects of social influence on the individual likelihood to engage in altruistic punishment. I show that bystanders’ decision to engage in punishment is influenced by the punishment behavior of their peers and I suggest ways to enact behavioral policies that exploit this finding.

The dissertation presents the argument that the formal training of a professional social worker is relevant but not equivalent to the training needs of a professional manager in the social work field. Social work professionals as managers do not, without management training, have the same credibility and/or skills as professional managers of social work. Within the general topic of welfare, research is first directed to the Australian welfare experience in its historic sense. Selecting relevant philosophical and ideological frameworks the writer a) critically explores traditional and contemporary theories, with special reference being made to bureaucracy, organization, and management; b) investigates theories and practices of social workers and social work managers to ascertain their relevance to contemporary Australian society, using the A.C.T. Family Services Branch as an example of a social welfare agency. This assists in explaining the context, functions and obligations of a welfare agency, as it responds to the needs of the community and of the staff it employs.

The purpose of this study is to illustrate the extent to which colonial welfare ideas and practices shaped social welfare in Malaysia, with particular reference to child welfare services. In particular, the study explores the scope in which social welfare services was established and developed by the colonial government, the degree of the colonial government's intervention in child welfare services, and the guidelines used by the colonial officials to resolve child welfare issues during the period of 1946-1957. Midgley's Social Welfare Models considers the role of diffusion of colonial welfare ideas and practices, and the residual conception in the approach to welfare within the context of colonialism. The study has employed archival materials on British colonial administration in Malaya kept in the UK National Archive and the Malaysian National Archive to illuminate Midgley's Social Welfare Model. Interviews with Malaysian ex-welfare officers who had personal experience of working at the Department of Social Work (OSW) during the British colonial period were also carried out. The study indicates that, as a contribution to historical and sociological knowledge, children welfare services in Malaya were first organized for immigrant labourers to ensure a regular and reliable supply of healthy workforce. This denotes that the focus of the colonial government was on the exploitation of Malaya's economy, and social welfare issues were peripheral. This standpoint taken by the British colonial government has indeed conformed to the abovementioned welfare model. The study has also revealed that during the period of 1946-1957, the British made efforts to provide welfare for the people of Malaya with the establishment of DSW in 1946. However, the DSW faced complexity of handling welfare issues, such as children welfare, within a multiethnic society because of the different cultures, values and beliefs that existed. The study also suggests that the needs of Europeans and key workers were the prime concerns of the colonial government for their commercial interests. The study has shown that ideas on welfare from the host country were instituted, although, on some occasions, the government made attempts to adapt these ideas to suit the local circumstances. The study concludes that Malayan welfare policy enacted by the British colonial officials followed British welfare ideas and accepted the role of voluntary bodies in the provision of welfare to children. Thus, the government took a residual approach to welfare in which welfare services were provided for the needy and the government played a minimalist role in welfare provision. Although the colonial government contributed to the development of child welfare services in Malaya during the period of 1946-1957, the implementation of the services did. not follow any specific welfare model and no definite child welfare policy was particularly drawn up for Malaya.

This thesis studies the determinants of grants from the National Endowment for the Arts and identifies the key factors that can account for their variation across communities. The analysis examines the target audience for NEA grants, how the NEA chooses to distribute its funds, and whether the grants aimed at low-income communities are effective in targeting communities that do not otherwise have access to the arts. This study concludes that grants from the National Endowment for the Arts tend to be allocated to communities with higher college graduation rates, but not necessarily higher income levels.

Two specific shifts have occurred in the sectoral bases of welfare provision in the UK since the last war. The first involved in establishment of collective state provision whilst the second has involved a significant expansion of owner occupation. These developments have been interpreted at various times as signifying substantial changes in the nature of British society, particularly in the way that they are alleged to have attenuated class based social divisions and patterns of consciousness. In contemporary debates, owner occupation is alleged to have generated a conservative domestic oriented attitudinal disposition among manual households. Further, such households are held to be profoundly disaffected from state welfare as a result of their experiences as clients in this sector. The Plymouth study, which is reported below, was concerned with public attitudes to welfare. More specifically, its aim was to generate a data base which would enable the relative significance of sectoral patterns of welfare and household class as factors which influence the pattern of public attitudes to issues in social policy to be assessed. This aim was implemented by administering a structured questionnaire to a sample of 150 households in Plymouth. Subsequent empirical and conceptual analyses generated three conclusions. First, people are dissatisfied with the experience of state welfare but it is the distributive impact of welfare which is of the greatest significance in the calculations of the average household. Second, sectoral patterns of welfare do influence public perceptions of issues in social policy, but in a modest and specific way. Third, household class remains the most significant determinant of access to welfare, public or private, and because of this, the most significant influence on the pattern of public attitudes to welfare.

The problem of social choice is the central theme of this study. Our main objective is to prove the existence of a social welfare function in order to put to rest the doctrine of 'natural liberty.' We reject most of the recently suggested solutions to the problem on the basis that they are either incomplete or inconsistent. Our proposed social welfare function is along the utilitarian line. Ratio-scale interpersonal comparisons of cardinal utilities are used to prove its existence. If we are allowed to define utilitarianism more broadly, then our social welfare function will also be unique. Finally, the study argues strongly for more positive action on the part of the government to rectify social injustice.

The United States of America's official seal is inscribed with the quote “E Pluribus Unum.” Translated from the Latin, this phrase means “From Many, One.” Modern America is in fact one nation, built from many; many cultures, religions, and citizens from many different origins comprise the American polity. America is a nation of immigrants. The first immigrants to this country were fleeing religious persecution. Others have come escaping a life of poverty or political repression. Whatever the reason, immigrants come to America in hope of a better life. Despite America's strong immigrant tradition, the issue of membership in the American polity has been a contentious issue throughout our history. Chinese Exclusion, and the National Origins Quota System are merely two policies implemented with the express purpose of keeping foreigners out of America. Over time, anti-immigrant sentiment in America has been fueled by nativism and the desire to allow economic prosperity to benefit American citizens. While nativism has played an important role in determining American immigration policy, many modern-day arguments for a restrictive immigration policy are based on economic considerations. It is often claimed that immigrants take jobs away from citizens. Economic research has shown that modern-day immigrants tend to be lower skilled and have a lower economic performance than natives. As a result, the presence of a large number of immigrants does create greater job competition and lower wages for citizens in low-paying jobs. The desire to keep jobs available for American citizens has been a primary cause of existing restrictions on immigration

This thesis examines the ways in which public sector organisations communicate with people from lower socio-economic communities. The study is guided by the research question: Do the existing communication strategies of public sector organisations serve the needs of low decile communities in New Zealand? The study looks at the communication strategies used by three public sector organisations - Ministry of Social Development, Inland Revenue and Hamilton City Council - to interact with residents of a low-decile neighbourhood in Hamilton. Positioned within the critical theoretical paradigm (e.g., Deetz, 2005; Mumby, 2000) which looks at issues of power, domination and asymmetry in terms of communication practices, the research shows how social policy is socially constructed in order to serve the political aims of the public sector but is not necessarily constructed in terms of the target publics of that organisation. The study uses a three dimensional discourse analysis - text, context, and social practices (Fairclough, 1992) - to analyse the formal communication and information dissemination structures, processes, and texts of these organisations and to examine the ways in which some of the intended target publics of these organisations make sense of them and respond to them. The study includes an analysis of public documents put out by the organisations as well as interviews with youth workers, social workers, and representatives of the specific neighbourhood community. Juxtaposing the textual analysis with the analysis of the interviews facilitates an evaluation of whether the communication strategies of the organisations relate to the context of the socio-cultural practices of lowdecile neighbourhoods.

Perceptions about the place of tertiary or postcompulsory education in the life of the ordinary person have changed along with a broader sweep of changes in the way people view themselves in relations to the world. The meaning of education in general and in particular, that of tertiary or postcompulsory education in the life of people today occupies a very different one to that of as little as forty or thirty years ago. The recent movements in the policies and processes surrounding the structure, form and purpose of higher education in Australia signifies to some extent at least the depth of these shifts in perceptions. In the field of social welfare education changes in political and social attitudes have led to calls for increased accountability in standards of practice in both service delivery and professional education, yet this call has come at a time of change in the cultural climate where there is decreasing clarity about what is expected of social welfare as a service, and of education for professional practice in the area. This thesis contends that the practice of and education for social work and social welfare stand in an invidious position in the current society in that practitioners and teachers, agencies and universities are being called on to be more accountable both philosophically and pragmatically, but that at the same time as this call for accountability presses upon the profession, questions are also being asked about the value basis of professional practice. Criticisms are being levied at the profession some suggesting that it is ideologically bound and ineffective in dealing with social problems seen to be within its scope of contribution to society. With justification these same criticism are being aimed at social work and welfare training programs with suggestions that contend that the education of people to work in the social welfare sector is at a cross-roads. Unless a reassessment of the goals and purposes of education for this field takes place it may lose all social status and relevance, yet there are those who suggest that change is long overdue and that there has been little change in the philosophy and practice of social welfare education The thesis has a primary contention that training people to work as social workers and other professional providers of social welfare in the current society is being placed under the microscope as a consequence of a number of movements in educational and political thought that have had their culmination in the competency movement that has impacted on both tertiary education, the professions and the industries. The institutions in which this training or education takes place have been changed in form and function particularly since 1989, following the Dawkins restructuring of the tertiary education sector and the account of these changes provides a backdrop for the story about social welfare education in Australia. These changes have included the construction of a national training platform with the espoused intention of formulating a seamless web of credentialling linking schools, the workplace, industry based training, DeTAFE and universities. The introduction of Competency Based Education, where training is asked to demonstrate a higher level of accountability and transparency than has been the case in the past, and the introduction of higher, sharper demands for effectiveness and relevance have shaken the universities out of comfortable complacency. In particular the competency movement has placed demands on the professions to demonstrate that they are able to describe their skills, roles and functions in accessible and assessable terms. This demand has also been placed on the social welfare profession. The requirement for the social welfare profession to formulate competencies has thrown into sharp relief an ideologically bound framework of practice that is seen to be out of touch with the needs of the current society, and this has had direct relevance for the education programs preparing people to practice in these areas. Chapter One focuses on views of knowledge and education and goes on to critique the changes in higher education that have occurred over the last half-century in Australia in general and in South Australia in particular, specifically in reference to the programs for educating social welfare workers. This chapter is largely historical, but this history is told with more of an appreciation of the spectacle of history's passing or recycling parade rather than of social progress. Chapter Two addresses the impact and significance of the structural and policy changes within the higher education sector with a particular focus on the competency movement as a demonstration of one of the currently perceived purposes of education. Chapter Three explores responses to the competency movement as further indicators of the views about the purposes of higher education in general and their relevance to those teaching with the social work and social welfare programs. Chapter Four locates voices in the discourse about the social welfare field, the type of work involved in the area, the sort of training needed, and the dilemmas inherent in the profession in the current society. This chapter highlights the need for a consensus position to support the formulation of standards for practice as implied in the design of competencies, and the ramifications of the lack of such consensus. Chapter Five displays the state of disarray in the profession through the analysis of the draft competencies produced so far, where lack of vision and consensus are seen, in the final reckoning, as the stumbling blocks to future clarity of purpose. Of any profession, social welfare work is one of the most difficult to put into competency based form due to both the nature of the work and the lack of a consensus view of its primary goals and purposes, yet it is essential that this can be achieved given the impactful and intrusive nature of the work, and the push for accountability implicit in the competency movement. The thesis concludes with a statement of hope that clearer standards for practice can be formulated and that social welfare education and practice can re-configure to contribute relevantly to the current society.

Welfare-to-work (WTW) programs are an essential part of societal assistance made available to families in need. In ABC County, CA, problems have been found with the implementation and success rates of their WTW program: Temporary Assistance to Needy Families (TANF). Even with funds allotted for the program, ABC County has not been able to design a WTW program that meets the TANF program work participation requirement of 50% of active TANF recipients in a WTW activity. The purpose of this study was to address this need as it related to the TANF program specifically. A qualitative, exploratory, single case study was used to explore how TANF personnel interacted with TANF recipients and how that interaction influenced recipients’ decision to participate in this WTW program. Data was collected from 12 TANF workers using semi-structured interviews, observation sessions, and document reviews. The results of this study indicated that the most relevant strategies TANF eligibility staff could use when interacting with TANF recipients were: cultural sensitivity, motivating, providing information, and empathizing. Shortcomings that were identified and that still need to be addressed and improved upon were communication skills, a general lack of encouragement, judgmental behavior, and personal insecurities. In terms of TANF staff perceptions regarding their influence on client decisions to participate in the program, there were mixed results. Seven study participants believed that they had an influence on client participation in this WTW program while the rest of the participants disagreed with this statement for various reasons. As a result of this research, potential social implications include the improvement of the TANF program overall and an increase in the participation rate of the beneficiaries within the program.

This study examines the relationship between economic and monetary integration culminating in Economic and Monetary Union (EMU) and welfare state trajectories focusing on the cases of Belgium, Italy, and Greece in the 1990s. The conventional wisdom on this relationship expected that EMU would lead to across-the-board downsizing of the European welfare states through imposing macroeconomic austerity in general and budgetary restraint in particular. The study questions the validity of this prediction which is represented by the austerity hypothesis. Based on an analysis of social expenditure data in the run-up to EMU the study reveals that spending levels remained largely stable and therefore that the welfare states of the EMU-candidates largely escaped radical retrenchment. Avoiding significant and systematic expenditure retreat was possible not only in the face of powerful fiscal pressures but also during a period when policymakers had the opportunity to justify even the most draconian measures in the name of achieving EMU membership. Hence the study addresses the following puzzle: How could Europe's welfare states largely avert across-the-board downsizing during the 1990s despite fiscal pressures they faced on the road to EMU? Through an examination of episodes of welfare reform in three critical cases (Belgium, Italy, and Greece) which needed to go through drastic budgetary cutbacks for EMU membership, the study shows that the Maastricht criteria did compel successive governments in these member states to propose radical welfare reforms, vindicating the conventional wisdom's expectations. In episodes of welfare reform, however, governments discovered that their reform capacities were largely limited due to domestic opposition from an alliance of entrenched interests. The convergence period was marred with recurrent mass mobilization of unions against welfare reforms which forced governments to scale back their original ambitions or scrap them altogether. This shows that the expectations of the conventional wisdom that EMU would actually lead to massive retrenchment of Europe's welfare states, however, are not borne out by the evidence on welfare state trajectories in the 1990s.

Since Sweden has one of the most comprehensive welfare states, the role of voluntary organizations active in the field of welfare is often neglected. The unique Swedish nonprofit sector is characterized by 1) the tradition of popular mass movements in which members are central and the real owners of the organization, 2) large membership and volunteering, but low employment levels, 3) dominance in the fields of culture and recreation, but the relative marginalization in welfare. This Ph.D. dissertation empirically studies work and the perception of work in voluntary welfare organizations (VWOs) in Sweden. I completed a series of 38 interviews of employees and volunteers in four VWOs: 1) a children’s rights organization; 2) a women’s center; 3) a volunteer bureau; and 4) a humanitarian organization. A quantitative survey of some 200 VWOs supplements the qualitative data. Looking at the internal work setting and interactions between workers one realizes that work in VWOs is influenced not only by the popular mass movements (folkrörelser), which are the foundation model of all Swedish voluntary organizations, but also by paradigms emerging out of the public and for-profit sectors: 1) the public paradigm permanently shapes voluntary welfare organizations through the action of paid workers who often have public sector work experience; and 2) work in voluntary organizations is partly integrated into the regular labor market, and interfaces emerge between volunteering and professional life (for-profit paradigm). The private sphere also interferes with volunteering. Finally, this sheds a new light on the claims of VWOs that they are autonomous, “free” entities, and their contribution to social integration and strengthening of social ties.
