Many countries is developing in the context of a multitude of global trends and challenges that noticeably change the “picture” of the world, positions, interests and opportunities of various players. An important role in the formation and change of this “picture” belongs to the sphere of science, technology, and innovation. Over the past 20 years, the European Commission has paid attention to the development of cluster policy. Today stands out several trends in the development of European cluster policy. In our opinion, economic activity in clusters tends to concentrate in certain areas, thus, clusters contribute to regional development and overcoming economic imbalances. Studying the accumulated European experience in the field of cluster initiatives and current trends allows us to identify the advantages and disadvantages of the existing mechanisms for the formation of Russian clusters. The article analyzes the Russian experience in the implementation of programs for the development of pilot regional innovation clusters and formulates signs of their sustainability.

During the research, the conceptual and categorical apparatus of the concept of "cluster" was analyzed and its essential features were determined. The distinctive features of clusters and territorial production complexes are investigated. The modern approaches to the study of clusters are considered and the analysis of foreign experience to the formation of cluster models of economic development is made. The main advantages of the cluster approach to the development of regional economic sectors are identified. The components of the cluster approach to regional development management have been clarified. The analysis of existing approaches to the definition of the concept of tourist cluster is carried out and three fundamental characteristics of the tourist regional cluster are determined. The stages of forming the life cycle of the tourist cluster are considered. Methods for assessing the potential and level of cluster development are investigated. The advantages of the cluster approach to the development of the tourism sector of the regional economy are identified.

Abstract. The article deals with the development trends of the modern Russian system of secondary vocational education (SVE). The current state of SVE in the Tomsk region is described. Regional peculiarities and strategic goals of transformation of SVE in the context of socioeconomic development of the region are presented. A theoretical rationale for the cluster approach to the development of the SVE system is provided. The need for productivity changes in the regional SVE system using the cluster approach is demonstrated. A project for updating the SVE infrastructure in the Tomsk region, reflecting the principles and mechanisms of cluster policy, is proposed. The basic characteristics of two clusters – educational clusters and educational-industrial clusters – are presented. Scientifically justified hypotheses about the regularities and the effective functioning of these clusters are formulated. Cluster-driven organizational and pedagogical methods of integrating SVE practices and continuous professional development of the current personnel of the real economic sector are pointed out. Methods, management tools, and conditions for successful integration are mentioned. Conditions for the realization of pedagogical interaction between subjects participating in industrial cluster communities are presented. The existing practical experience of the Tomsk region with clusters in SVE transformation is summarized. Socioeconomic and pedagogical prospects of interaction between clusters and networks in SVE for solving urgent and future tasks at the regional level are predicted. The materials of the article are based on the results of educational design and research methods of theoretical analysis, survey, and expert method.

The article analyses problems of cluster’s formation in Lithuania. The reasons why clusters in Lithuania are evolving slowly are described in this article. Also cluster’s development process in a logical sequence is submitted. The article accented that the Lithuanian cluster’s policy principles should assess the specific Lithuanian conditions, the positive foreign experience and strategic objectives of competitiveness.Lithuanian status of fisheries sector is estimated. Also the main problems in this sector are named: complexity of management, decreasing of fishing quota, shorter season of cod fishing, economic problems. The article made assumptions that the clustering process should ensure more sustainable development of the sector, a new operational quality creating the ability to compete at lower prices and innovation. Also it was emphasized that clustering processes should assess such factors as: sector’s culture, competitive opportunities and sustainable development of the region.During formation of this cluster it is recommended to assess the fisheries sector as the component of Lithuanian maritime economy. Lithuanian maritime cluster should be developed allowing for common features inherent in clusters, assessing sustainable development principles of the sector. In this way Lithuanian maritime cluster combines not only the fisheries sector but also the activities characterized by Lithuanian maritime economy.

Positive influence of industrial clusters on regional development, employment, productivity and innovations is obvious, thus the development of new clusters is still actual topic. The article focuses on the identification of new clusters in Slovak regions and statistically determines the most perspective ones, as the potential of clusters in Slovakia has not been fulfilled yet and lags behind all neighbouring countries. Article uses national and regional employment data and quantifies the regional and industrial share of businesses on the total employment, both in Slovakia and in each industry sector. The methodology relies on static shift-share analysis in order to quantify the dynamic shift in employment over the middle-term period. From identified sectors only those, which recorded the most dynamic regional contribution towards the change in employment, are presented. Potential clusters in each region are compared with existing cluster network in order to find coincidence between the cluster possibilities and regional strategies. The article examines the outlook for innovation clus&shy;ters in Russian areas with a high potential for technological and sci&shy;entific advancement.&nbsp;<strong>Methods.&nbsp;</strong>The study&#39;s tasks were resolved using both theoretical and empirical research methods. The former include the abstraction, generalization and systematization methods. The lat&shy;ter include the methods of algorithmization, comparative analysis and modeling, which allowed for a comprehensive analysis of the evolution of innovation clusters, and helped formulate the outlook for the coor&shy;dinated development of the economy of regions and clusters.&nbsp;<strong>Results and Discussion.&nbsp;</strong>The authors, guided by the criterion of innovation-sec&shy;toral orientation of Russian innovation clusters, identified the different types of clusters formed in the Russian regions, examining their strat&shy;egies and development priorities, which predetermine the decision in favor of a specific development direction.&nbsp;<strong>Conclusion.&nbsp;</strong>The potential fu&shy;ture development paths of regional innovation clusters in Russia were taken into consideration; management strategies and priority develop&shy;ment areas to increase the effectiveness of clusters in the regions were formulated. This article is devoted to the study of economic and geographical approaches to cluster identification at the regional level. Most modern research on the identification of regional clusters is aimed at studying economic aspects, almost completely ignoring geospatial factors. The aim of the research is to analyze economic and geographical approaches to the identification of clusters at the regional level, taking into account the problem of variability of area units. The subject of the research is the study of approaches to the identification of clusters at the regional level. The study used such methods as: comparative, statistical, descriptive, systemic, analysis and synthesis. Research hypothesis. Identifying methodological limitations of cluster identification methods at the regional level in the context of economic and geographical approaches will allow a more comprehensive consideration of the cluster potential of the territory, determine the confidence interval and identify cluster structures at different levels of aggregation. The statement of basic materials. This article considers economic and economic-geographical methodological approaches to the identification of regional clusters (model of intersectoral balance, multi-sector analysis, localization and specialization coefficients, Ellison-Glaser index, Duranton-Overman method of the smallest distances, Propulsive indicators, etc.); the classification of methods of identification of regional clusters which take into account aggregation of territories is given; the technique of primary estimation of cluster potential of the territory and typology of industries on a parity of regional and branch conditions of development is offered; the index of spatial clustering is analyzed. The originality and practical significance of the research is due to the geospatial factors of clustering (MAUP) in the identification of regional clusters, which allows to determine the geographical boundaries and the unique clustering threshold for clusters at different levels of aggregation. Analysis of economic and geographical approaches to the identification of regional clusters taking into account the geospatial aspects of clustering allows to determine the degree of concentration / dispersion at certain intervals of distances with justification of clustering thresholds at different levels of aggregation. Conclusions and perspectives of further research. The economic-geographical approach to the identification of regional clusters, in contrast to the economic one, takes into account the MAUP factor, which allows to use it at different levels of aggregation and to determine geographical boundaries and a unique clustering threshold. However, further research is needed on methods for identifying regional clusters in order to develop an integrated approach that will take into account as many factors as possible and allow the most accurate identification of potential cluster formations.

In this paper the author describes activities at Aalborg University, Denmark, and gives examples of how a university, together with its regional partners, can actively influence and support the development of new high-technology knowledge-based industry clusters. In order for a region to achieve an internationally recognized cluster that can act as an engine for broader regional development, widespread local support is essential. The author argues that the most effective and long-lasting clusters are those that benefit from the support of a wide range of regional players. With this in mind, she presents two different approaches to cluster development in the region of Northern Jutland through a discussion of its telecommunications and biomedical technology clusters.

However, in modern times developing countries take risks of establishing business clusters and get the expected economic and social rewards. The work observes peculiarities of regional agri-food cluster formation and management in developing countries in the frames of the Romanian “AgroTransilvania” cluster. Based on the empirical analysis and the “CIPM” (“Cluster Initiative Performance Model”) technique, author conducts an expert assessment and finds out how the cluster’s members combine cooperation and competition in order to achieve outstanding results. The research paper encompasses practice-oriented models, including a diamond model for the Romanian agri-food market, a target board of the observed cluster, as well as a map of its members.

Abstract. Groundwater drought is a spatially and temporally variable phenomenon. Here we describe the development of a method to regionally analyse and quantify groundwater drought. The method uses a cluster analysis technique (non-hierarchical k-means) to classify standardised groundwater level hydrographs (the standardised groundwater level index, SGI) prior to analysis of their groundwater drought characteristics, and has been tested using 74 groundwater level time series from Lincolnshire, UK. Using the test data set, six clusters of hydrographs have been identified. For each cluster a correlation can be established between the mean SGI and a mean standardised precipitation index (SPI), where each cluster is associated with a different SPI accumulation period. Based on a comparison of SPI time series for each cluster and for the study area as a whole, it is inferred that the clusters are independent of the driving meteorology and are primarily a function of catchment and hydrogeological factors. This inference is supported by the observation that the majority of sites in each cluster are associated with one of the principal aquifers in the study region. The groundwater drought characteristics of the three largest clusters, which constitute ~ 80 % of the sites, have been analysed. There are differences in the distributions of drought duration, magnitude and intensity of groundwater drought events between the three clusters as a function of autocorrelation of the mean SGI time series for each cluster. In addition, there are differences between the clusters in their response to three major multi-annual droughts that occurred during the analysis period. For example, sites in the cluster with the longest SGI autocorrelation experience the greatest-magnitude droughts and are the slowest to recover from major droughts, with groundwater drought conditions typically persisting at least 6 months longer than at sites in the other clusters. Membership of the clusters is shown to be related to unsaturated zone thickness at individual boreholes. This last observation emphasises the importance of catchment and aquifer characteristics as (non-trivial) controls on groundwater drought hydrographs. The method of analysis is flexible and can be adapted to a wide range of hydrogeological settings while enabling a consistent approach to the quantification of regional differences in response of groundwater to meteorological drought.

The paper analyzes the scientific activity of Russian organizations in five regional scientific clusters of Russia (Yekaterinburg, Novosibirsk, Tomsk, Tyumen, Irkutsk), the results of which in a number of natural science branches of sciences are characterized by high values of the demand index V, citation C and Hirsch H, obtained on the basis of scientometric indices of organizations (publication activity P, C and H) from the database of the Russian Science Citation Index (RSCI). Two such scientific branches have been identified in the Yekaterinburg cluster: geology and mechanics. In the Novosibirsk cluster, where the maximum number of leading organizations is noted, the latter are represented in such research areas as chemistry, physics, cybernetics, electrical engineering, mathematics, electronics and radio engineering, automation and computer engineering, computer science, energy, chemical technologies and industry, geology. In the Tomsk Scientific Cluster, the leading positions of organizations are noted in chemistry, cybernetics, mechanics, chemical technologies and industry, biology. In Tyumen the leadership of organizations in the following scientific fields is noted: chemistry, geophysics, mining. According to the results of the study, it was also revealed that in the by far the biggest number of organizations that are part of the five analyzed scientific clusters, the maximum value of the Hirsch index exceeds 16, which indicates, firstly, the global level of scientific activity of Russian researchers in the relevant branches of science, and, secondly, in the identified organizations, a high level of publication activity based on the results of research should be expected in the future.

The aim of this article is to present the ‘regional cluster quick scan’as an efficient and objective tool to scan a region of interest for the presence, nature and development phase of regional clusters. The ‘tool’developed in this research is based on the relations between the state of cluster development in regions, competitiveness, and economic growth. First, a theoretical model is developed and then this model is applied to a real case to test the validity of the model. The results indicate the possibility of identifying regional clusters and their competitiveness by using Shift and Share analysis.

Industrial clusters nowadays represent a large part of the growth of SMEs (companies), jobs, and specialized regions. Regional growth is influenced by innovative clusters, which facilitate research, cost reduction, and new technical application. Clusters in the IT industry, renewable energy, furniture and agro-industry are popular in Romania's Northwest Region, with Cluj-Napoca being as the capital of gold clusters. The aim of the study was to examine the clustering strategy in Romania's northwestern region, Transylvanian Furniture Cluster, IT Transylvania Cluster, AgroTransilvania Cluster and TREC Transylvania Energy Cluster from the perspective of the Gold Label assessment. The study reveals that the four gold certified clusters share the following characteristics: a formal strategy, a specific strategy that addresses internationalization, innovation, research, development, and know-how, services primarily directed at members, international and transnational collaboration with multiple countries, and national and international funding support programs. The proposed recommendations and activities can contribute to improve each cluster's strategy.

Clusters are becoming one of the drivers of regional and national economic growth. Accumulating around themselves a number of advantages of territorial concentration of economic activity, clusters contribute to innovative development, improving the quality of labor resources, promoting companies to world markets, increasing their competitiveness. The purpose of the article is to define the cluster as a driver of regional economic development based on the analysis of US practice. To do this, the definition of clusters is given and their types are highlighted, the key subjects and the benefits created are identified, the direction of influence on the economy of the regions is formulated, the analysis of US clusters is carried out and modern development trends are identified. It is certain that the cluster in the region has an impact on economic development, forming the sectoral structure of the economy, creating political incentives, increasing competitiveness and productivity, attracting new companies and in other ways. It is shown that clusters can be divided into two groups: oriented to the external market (traded) and internal (local). This classification is important because clusters of the two groups manifest themselves differently in the regions. “External” clusters are interconnected by common technologies and highly skilled workers, they are concentrated in several regions, form the “core” of the regional economy and create a block of service industries. The development of this cluster group is well explained by the theories of exporting regions. The analysis of economic clusters according to the Institute of Strategy and Competitiveness of Harvard Business School showed that the average number of industries in clusters of this group is higher, there is close connectivity between clusters, there is growth in innovative, creative, educational and environmental clusters. The clusters of the group are oriented to the external market, and therefore they are distinguished by a high number of patents received. The construction of the model showed that the growth of the cluster depends on the initial number of employees, the level of wages and the number of patents received. Clusters focused on the domestic market are larger in the number of industries, differ in low wages and require little patenting. The analysis of the distribution of clusters by the number of employees according to Zipf’s law (the “rank-size” rule) showed the validity of such a division of clusters into groups. In conclusion, some current trends in the development of clusters were formulated.

Subject. The article investigates socio-economic relations emerging in the process of formation and development of regional industry clusters. Objectives. The purpose of the study is to determine the relationship between industry clusters and sustainable development of the Volga Federal District regions. Methods. The study employed content analysis with subsequent synthesis of theoretical and methodological provisions of the cluster approach and the concept of sustainable development; standard correlation analysis of MS Excel statistical data. Results. The paper summarized theoretical foundations of the research on industry clusters as elements of the regional structure, and underpinned advantages of the cluster approach. It also unveiled the potential of industry clusters in the regions of the Volga Federal District based on the calculation of clustering indicators; determined and evaluated the interrelation of clustering indicators and indicators of sustainable development, according to economic, social, and environmental criteria; substantiated possibilities of clustering by type of activity. Conclusions. The cluster approach enabled to determine the possibilities of maintaining the economic, social and environmental sustainability of the region. The development of industry clusters requires comprehensive support for both financial and local infrastructure, expansion of investments, including "green" ones.

At present, the problems of improving the management of cluster structures in the economic regions of Ukraine, taking into account the best Romanian experience in accordance with modern challenges related to smart specialization, modernization of production and digitalization of organizational and managerial processes, are especially relevant. For the further development of clusters in Romania it is necessary to develop a set of measures, namely: stimulating exports through internationalization; formation of fundamentally new value chains integrated into vertical industries; business strategy; assistance in financing innovative projects for technology transfer based on the mechanism of public-private partnership and with the involvement of private investment; use of cluster management tools; developing tools that can support efficient resource allocation processes among cluster members; training; formation of proper organizational culture. The implementation of these measures should be carried out with the help of the European Cluster Cooperation Platform and the European Cluster Improvement Program, the EU Action “Cluster Go International”, and the Eurocluster Program for the period 2021-2027. Based on the generalization of the best Romanian experience, it is established that in order to increase the competitiveness of national and regional economies, it is necessary to create cluster structures as effective forms of partnership. However, the study revealed that the current legislation of Ukraine does not pay due attention to the formation and functioning of clusters. To do this, it is necessary to make changes and additions to the Concept of creating clusters in Ukraine, Regional Development Strategies until 2027, and Action Plans for their implementation for 2021-2023 to create cluster structures as a business entity. It is expedient to develop and approve the Concepts of cluster policy and the Target Program “Formation and development of clusters in the regions of Ukraine for 2021-2023”, which should provide for the creation of clusters as a special type of enterprise association in various fields and taking into account regional specifics.

The K-Means algorithm approach can be applied in analyzing the level of potential regional income and expenditure based on regional income and expenditure clusters that have results in the K-Means algorithm testing process, two clusters cluster 1 (C0) is a category of high spending potential consisting of and cluster 2 (C1) and is a low spending potential. The applied K-Means algorithm model has results that show a new insight, namely the grouping of regional income and expenditure budget data for the Tolikara Regency BPKAD based on 2 clusters has cluster results of 47 and 3. In analyzing the level of potential regional income and expenditure, the results of the test have centroid results 1 192973008, 16700000 and centroid results 2 7000000 and 225000000.

Purpose – This paper aims to examine the methodology used to identify clusters on the one hand and assess the economic impact that those may have on regions on the other hand. Design/methodology/approach – The influential work on “clusters”lead by Michael Porter since the 1990s has become a tool for promoting innovation and growth at national and regional level. Even if the theory has become very popular, a few empirical investigations were conducted since. In a recent study, Delgado, Porter and Stern developed a model to investigate the impact of cluster composition on the performance of regions in the USA. They find strong evidence that industries operating in a strong cluster environment perform better. The aim of this study is to improve the methodology used in evaluating the cluster environment and then to replicate their model and apply it to a highly competitive industry in Switzerland, namely, the precision goods sector. It enables to look closely at the importance of the microeconomic environment surrounding an industry at the regional level. Findings – In Switzerland, the precision industry forms a traded cluster in three different regions. The model then reveals that those regions perform better. The results show that industries located in or nearby regions with a strong cluster environment experience higher employment growth rates. Originality/value – It highlights the importance of the microeconomic environment even in small competitive countries.

The industrial cluster is an important source of regional competitiveness and a powerful carrier of regional economic growth. This paper firstly constructs the index system of regional industrial clusters and regional economy, uses artificial neural network-multi-layer perceptron (ANN-MLP) algorithm for contribution analysis, and uses mean square error (MSE) and coefficient of determination (R2) as the algorithm test index, and finally takes Jiangxi province as an example to empirically study the impact of industrial clusters and regional economy in less developed regions. The research results show that the model has high accuracy, when the parameter MSE is 2259314 and R2 is 0.969. Through this research, this paper can help managers make correct decisions and promote economic development. Industrial clusters can drive economic growth, and regional economies can bring more benefits to industrial clusters.

Purpose – This paper aims to analyse the impact of clusters on development and growth at the firm and regional level in Latin America (LA). The past 20 years have witnessed an acceleration of cluster initiatives, assuming their positive impact on firm performance and regional development. However, theoretical development and empirical meta-studies in emerging countries to validate this assumed relationship are scarce. Design/methodology/approach – This paper reviews empirical evidence from a population of 123 studies and a sample of 45 empirical studies including 216 clusters in LA. Findings – It concludes that clusters contribute to both development and growth at the firm- and regional-level contingent to factors such as cluster stage of development, collective efficiency, the pattern of governance of the value chain and the sector in which the firm operates; however, clusters are also a potential source of socio-economic divides. Originality/value – Therefore, these results qualify the conclusions of studies of clusters in developed countries (Porter, 2003; Delgado et al., 2010).

In this paper, we examine the modern cluster theory and the specific features of regional innovation clusters as complex adaptive systems. Clusters have become a typical pattern of industrial organization in national economies under their transition to innovation-driven model of growth. We provide an overview of the contribution of various theoretical frameworks (evolutionary theory, spatial development theory, theory of technological change and system innovation, and Porter’s competitiveness theory) to the cluster concept and consider the latter from the perspective of complexity economics. On this basis, we differentiate true clusters from their nominal counterparts and propose three analytical dimensions to explore clusters, namely, as a special class of industrial agglomerations, as a special class of innovation ecosystems, and as a special class of economic projects (cluster initiatives). We examine the properties of clusters corresponding to each class and demonstrate their role in the geographical and functional fragmentation of production, in the integration of local exporters into global value chains, and in bridging communication gaps and developing collaboration among economic agents. We show that clusters occupy a central place among various types of business networks and have a comparative edge making them key building blocks of the modern industrial landscape. Further, we explain how the innovation capacity of clusters is affected by network synergy effects arising from the triple-helix pattern of collaboration among their participants. Finally, we draw conclusions regarding national cluster supporting policies, including those applied in modern Russia.

The article proposes certain phases and an algorithm to form inter-regional clusters as potential economic growth zones of the regions. Conclusions and Relevance. The inter-regional cluster formation and development should be based on the economic-growth-zone theory and models based on the principles of inclusive development and smart specialization. The results of the study may be a basis to develop a strategy for inter-regional clusters operating at the level of the country's macro-regions.

The focus on the relationship between sustainable development, regionalism and clusterisation of economy formed a scientific interest of the present paper. Based on a questionnaire filled in by a sample of managers from 3 cluster-oriented regions of Russia, the perception of business strengths and weaknesses and the assessment of the external environment were investigated and paralleled with the main causes for the success of clusters or underutilization of the clusters integrated benefits. The efficiency of a region’s cluster-type development was linked to optimization of resources potential and national industrial complex enlargement, growth of market infrastructure, recruiting qualified personnel, attracting small and medium-size innovative businesses, and collaborative engagement of all entities participating in the strategic alliance within a cluster. The purpose of this research was to identify key factors of successful clustering of an economy based on experience of foreign clusters and leading clusters of the Russian economy, and to stimulate the influence of innovative clusters on regional social-economic development in Russia. The research methodology is based on the cluster concept of regional management and numerous case-studies that describe the cases of high-tech clusters nationally and internationally. Conclusions of the study give a plausible picture of the level of development, interrelated with the quality of business strategies in the measured regions, and ask for a comparative analysis of more Russian regions. The present study contributes to the government body of regional management to approach sustainable development of social-economic systems and increasing entrepreneurial activity in the regions of the Russian Federation. Research background: The value of clusters in developing advanced technology products and services as well as promoting regional growth is acknowledged by many policymakers and researchers (Lee et al., 2012). Hence, clusters are identified as enablers of the circular economy and resource efficiency in this study. Companies aim to enhance competencies and create competitive advantages in global competition and this can be achieved through pulling from a common and accessible pool of resources, information and demand for innovation which means that companies can profit from belonging to a cluster.&#x0D; Purpose of the article: The main aim of the article is to overview the scientific literature that addresses the circular economy, identify clusters and their role in the circular economy and suggest how small and medium enterprises could engage in a circular economy through clusters' performance development.&#x0D; Methods: Bibliometric literature analysis enables identifying the latest trends in scientific articles regarding a circular economy and clusters. The analytical hierarchy process (AHP) allows for composing the scheme of the cluster’s competitive advantage within circular economy.&#x0D; Findings &amp; Value added: The findings suggest that resource efficiency is considered to be one of the most important ambitions and clusters can work as enablers of a circular economy for small and medium enterprises (SMEs), gaining a competitive advantage at the same time. Clusters can encourage and provide conditions in which SMEs would turn to a circular economy. The scheme of Cluster's competitive advantage proposed by the author can help cluster's coordinators, policymakers and all the concerned parties to verify the importance of clusters' involvement in the circular economy.

Significant institutional weaknesses of the formation of the management structure of an industry cluster are revealed, the possibility of engineering new structures of governance based on the principles of innovative management is identified. Feature of industrial clusters is the need and necessity of innovation that permeates all structures of the cluster management and all the processes of cluster management and, in turn, creates the preconditions for the formation of business entities the ability to successfully overcome a crisis situation. The purpose of the work is to develop the improved construction of innovational sectorial clustering with the use of effective centralized system of management of cluster business processes, based on diffusion of innovational technologies and their production embodiment. A typical structure of sectorial cluster management does not allow determining goals, tasks, tools, and mechanisms of innovational development of sectorial cluster’s enterprises. Drawbacks of the typical structure of sectorial cluster management are as follows: lack of representation of the scheme of cooperation between cluster members and external environment, format of development of interrelations between cluster’s elements in the sphere of information exchange, movement of material flows and financial resources, lack of formed areas of responsibility and matrices of competences of cluster members in various scenarios of development of external environment.The “structural imbalance” in the system of management of sectorial cluster is determined, which consists in elaboration of production and functional structure and “fuzziness” of responsibility for cluster activities efficiency. This article discusses the issues of cluster policy formation in the Republic of Kazakhstan on the basis of studying the experience of leading countries. The research aim is to find new effective tools and institutions for the development of the cluster structuring of the agro-industrial complex economy of Kazakhstan. Cluster policy in the field of supporting regional clusters starts with the identification of already existing clusters in the region, because by viewing the regional economy through the prism of various local industries and innovative enterprises, regional authorities can identify measures of effective impact and support for their clusters. This research examines the possibilities of using clusters and cluster policy as one of the most important components of the policy for the development and support of small and medium-sized enterprises in Kazakhstan’s agro-industrial complex. The research methodology includes qualitative and quantitative data analysis methods, comparative analysis, and mathematical processing (the Pearson correlation coefficient), as well as the modeling of possible development scenarios. The obtained results show that there are significant opportunities for a wider involvement of small and medium-sized enterprises in the formation of cluster structures of the agro-industrial sector through joint efforts by the government and regional centers in the conditions of innovative development of the country’s economy.

The article develops and theoretically substantiates a typical model of public management for the development of a regional social cluster. The participants of the cluster are identified and characterized according to four sectors of the model: 1) the cluster core and service providers; 2) entities supporting the cluster’s functioning and development; 3) the provisioning sector; and 4) social service consumers. It is noted that all participants are united by common goals, processes, relationships, connections, outcomes, and management methods. The main ideas of the regional social cluster are to improve the quality of life for the regional population. The proposed model’s advantages lie in the clear distribution of cluster formation participants by sectors and types of activities. The typical model of public management for the development of a regional social cluster can serve as a theoretical and methodological basis for forming a national database on social clusters, which is essential for collecting and organizing information on social cluster development within the country.

Due to the need for clustering of the tourist, cultural and museum environment, the need for scientific research among cultural scientists, museologists and other researchers has increased. The relevance of the article is due to the need for analyze cluster initiatives in the context of the transformation of individual museums into museum clusters. The object of the study is the regional museum environment. The subject of the study is the museums clusterization as a tool for the formation of a museum clusters. The purpose of the article is to study the cluster initiatives in the process of forming a museum cluster. To achieve the goal, the following tasks were defined: 1. consider the theoretical and applied aspects of the formation of cluster initiatives; 2. analyze the factors of participants' interest in creating a museum cluster; 3. identify elements that negatively affect the creation and functioning of museum clusters. General scientific research methods, such as the method of analysis and synthesis, were used in the research. The method of scientific forecasting was also applied to create cluster initiatives in the museum environment. Despite the range of published works, which belong mainly to economic scientists, there are very few studies on the introduction of cluster initiatives into the cultural environment, which necessitates further study of this area. The scientific novelty of the research consists in the analysis of cluster activities in various branches of cultural life and the presentation by the author of the specifics cluster initiatives. The article considers a cluster as a special type of business projects based on the collective actions of their participants (cluster initiative). The concept of "cluster initiative" is also defined, the main purpose and objectives of cluster initiatives are highlighted. The Government's White Paper on Enterprise, Skills and Innovation (DTI and DfEE, 2001) requires Regional Development Agencies to develop their cluster strategies further, to include partnerships involving higher education. This paper examines these policy intentions in relation to northern England, and incorporates the results of in-depth interviews with policy-makers from RDAs, DTI, DfES and northern Government Offices. Early cluster development has evidently been influenced by existing sector development strategies and the need for inclusivity in regional partnerships. Clusters have been defined broadly, but engagement with universities has required greater focus on specific regional expertise. The authors question the merit of pursuing specialised clusters in isolation at a regional scale; more effective engagement at inter-regional level is suggested for developing effective cluster strategies.

Industrial clusters have received considerable attention as a regional development strategy. While their efficacy has been debated by academics, clusters have become popular among practitioners. Despite clusters’ acceptance, there have been few attempts to measure their success or their impact on constituent firms. This paper outlines and discusses the metrics developed to evaluate the success of the northwest Ohio greenhouse cluster. The cluster was launched in 2004 to help the industry become more competitive though collaborative problem solving. In identifying success metrics, the authors were cognizant of the fact that they had to reflect the cluster’s objectives and goals. Thus metrics that measured the impact of branding and marketing efforts, reducing energy costs, and increasing collaboration among cluster stakeholders were developed. The work reported in this paper is only the beginning phases of a longer-term, on-going effort to track the progress and success of the northwest Ohio greenhouse cluster.

The article considers foreign experience in the state spatial development strategy in concord with regional clusters, as well as the impact of clusters on the growth of economies of the states and the regions therein. The study sets the goal of identifying the opportunity to implement foreign experience in support of territorial clusters at realization of the Strategy of Spatial Development of Russia. The research is based on conceptual approaches of foreign and Russian scientists in the sphere. Particular stress is made on the specifics of strategic planning systems in the European Union member states; explicitation of the notion of ‘clusters’ and ‘cluster initiatives’; specific nature of operations of specialized cluster organizations and agencies of regional development; experience of support and development of cluster entities in the USA and Canada; actual cluster policies under the strategy of spatial development; defining the role of observatories of spatial development and the cluster observatories in Europe and the USA. The conclusion is made that the implementation of foreign experience in Russia is viable with allowance for national economic policy and with regard of ‘smart specialization’ when every Russian region with its unique resource capacity employs its own development potential. For that end it is necessary to update the regional strategies of socio-economic development, territorial planning patterns, cluster policies in line with the new Strategy of Spatial Development of Russia for the period as far as 2025; invigorate the formation of centers of cluster development in all RF member territories to interact with the regional authorities, develop regional infrastructure for cluster support and start monitoring of cluster support policies; regard the opportunities to build a network of regional observatories of spatial development at Russian flagship universities; initiate the databases integration process; proceed with forming the Russian interactive cluster map

In the 2000s, the socio-economic development strategies of almost all regions of the Russian Federation envisaged the formation and development of regional clusters (mostly innovative industrial ones). While the cluster policy had dirigiste nature: the list of potential clusters, the circle of participants, territorial and non-territorial boundaries, the expected effects of operation were determined by regional administrations. The same type of cluster development mechanisms and tools which do not take into account regional specifics and promising economic specializations have led to premature disillusionment in the cluster concept. Full-scale mature clusters can function successfully if their profile is consistent with the specifics of the region, including restrictive factors hindering economic activity (in the Baikal region this is the so-called "Baikal" factor). The article discusses the promising directions of clustering the economy of the Baikal region in the context of the cluster development of the subjects of the Russian Federation, substantiates the role of cluster policy in increasing the connectivity of the economic space of the country and its regions.

The existence of the evolutionary and artificial components of the development of clusters in the practical implementation of cluster policy determines the relevance of the research. The article contains a comparative analysis of foreign programs for the development of clusters and Russian programs for supporting clusters, which makes it possible to formulate recommendations on forming regional cluster policy. The study makes it possible to identify specific mechanisms and management tools, socio-economic conditions of the territory affecting the success of the implemented cluster development programs. All the cases reviewed show that the decision on which public and private actors should participate in the management of the cluster is very relevant and often affects the overall results of the PPH. According to the results of the study, it is necessary to provide flexible systems for cluster management in order to change this management system depending on the situation. In the long term, the PPH strategy should be consistent with a more general regional and local development strategy. The results of the analysis can serve as a basis for forming a new cluster policy in the region based on the transformation of existing ones, the integration of its new information-analytical and organizational elements, methods and tools, as well as the development of practical recommendations for implementing cluster development programs in the regional economy.

The transition to sustainable development and the new industrial transformation of resource-dependent countries are closely intertwined. The cluster approach is an effective means of realizing industrial potential in the context of innovative development. Clusters’ innovation potential is influenced by the network synergies that result from active regional policies. The article considers the mechanism of supporting regional clusters by creating and maintaining the viability of regional innovative systems that enhance the effect of the creation of agglomerations, and allow industrial clusters to move to innovative clusters. The latter are the highest form of enterprise development, as the connection with territorial advantages is lost. In addition, the article raises the question of the feasibility of diversifying regional economies by creating tourist clusters and promoting their brands. This type allows economies to be more resilient to crises, to increase attention to environmental issues, and to further increase the revenue part of budgets.

&#x0D; &#x0D; &#x0D; This paper explores the relationship between Icelandic regional policy and tourism development. It is inspired by the efforts of the Icelandic government to introduce industry clusters in tourism development over the last few years. With tourism gaining increasing recognition as a central pillar of the national economy and clustering being seen as central means to success, the paper presents a critical evaluation of the cluster concept. The introduction of industry clusters in Icelandic regional policy is illustrated through a short case study from North Iceland, where industry clusters have been promoted in general regional development and tourism for the longest and gone through two successive stages. This case underpins the central argument of the paper that industry clusters as promoted by the Icelandic government do not reflect an engagement with regional socio-spatial specificities and the nature of the tourism product. These specificities need to be recognised and worked with in order to establish the necessary foundations for any successful cluster initiative. Thus the paper concludes with questioning the efficiency of top-down governance approach in enhancing tourism.&#x0D; &#x0D; &#x0D;

Industry cluster is frequently mentioned in the literature of the regional economic development, but there are a few studies about identifying competitive clusters in the region. For this reason, the paper approaches cluster analysis for identifying competitive clusters in Central Vietnam. From location quotient and shift-share analysis, the result reveals that tourism cluster is a competitive cluster for the regional economic development. Then, the study develops the tourism cluster in central Vietnam that includes tourism cluster profile, tourism production network, and tourism value chain. Moreover, the study result provides a basic framework for industry cluster analysis that help policy makers and economic developers to understand economic activities, characteristics of competitive cluster and supranational characters in the regional economy, then deliver strategy and policies for tourism cluster development of Central Vietnam.

The urgency of searching for the optimal format of regional clusters is determined by trends in economic globalization and increasing threats to economic security. The research subject of this article is the construction of scientific and production clusters, focused on ensuring a high level of economic security for both participating organizations and the region with a projection on the national economy as a whole. The purpose of the work is to propose a model of cluster organization of the regional economy that meets the challenges of ensuring economic security. Based on the analysis of existing types of clusters, it has been established that innovative, industrial and other clusters should not function in isolation from each other in order to ensure a full cycle of development and implementation of new types of products. It is shown that, in relation to Russian conditions, economic security cannot be ensured only by the sustainable economic growth of individual enterprises; for this, it is necessary to develop and implement strategies for their integration into scientific and industrial clusters. A model of such a cluster is presented, indicating the role of its subjects in ensuring economic security. Seven security contours of the regional economic system are characterized. The conclusion is made about the important role of the cluster organization of the regional economy in solving the problem of overcoming interregional imbalances.

In order to maintain the sustainable development of resource-based industrial clusters, research on the coupling relationship between resource-based industrial clusters and regional innovation networks is proposed. Combined with the historical data of 11 typical resource-based cities from 2013 to 2021, the grey relational model is used to measure the correlation between resource-based clusters and regional innovation networks. And the concept of capacity coupling and the capacity coupling coefficient model in physics is used as a reference to obtain the coupling degree model of resource-based industrial clusters and regional innovation networks. The coupling degree model is used to measure the coupling degree of the two, and a reasonable analysis is carried out on the result of the measurement. The results show that there is a correlation between resource-based industrial clusters and regional innovation networks. And the correlation between the two is above 0.65, indicating a strong correlation. The coupling between resource-based industrial clusters and regional innovation networks has entered the subsequent high-level coupling stage from the run-in coupling stage that began in 2013 and continues to maintain a high-level coupling. It is pointed out that cluster governance plans should be formulated according to regional differences and local conditions, so as to guide the transformation and upgrading of resource-based industrial clusters and to avoid the negative impact on the regional economy due to resource exhaustion.
