Streszczenie:
Skilled worker is the main fuel to run the construction industry. To enhance construction management processes, worker is a vital factor. Lacking of skilled worker, have a huge negative impact on the construction cost, schedule and quality of construction work. Nine skilled worker parameter is setting out as Bangladesh perspective. The main objective of this study is to reality check of skilled worker parameter by evaluating the status level of worker against each parameter. The study was conducted by questionnaire survey. The questionnaire was designed by a comprehensive literature review and expert opinion. The data were collected through questionnaire survey among the construction workers in Bangladesh. The percentages of workers who satisfy the parameters of construction safety, materials, equipment and tools, labour law and BNBC are 19.35%, 6.45%, 9.68%, 4.87% and 2.30% respectively. The workers having the professional training, minimum education and minimum working experience are 6.45%, 46.06% and 62.50% respectively. And the physically fit worker is found 62.25% in this study. Increased numbers of skilled workers boost the construction process and productivity that creates a very positive impact in the construction industry and enriches the national economy of Bangladesh.

This paper presents new empirical findings in the academically sparse area of low-skilled worker management. Despite their important presence in the labour-intensive sector, a limited amount of research and study has been done regarding low-skilled worker attitude. This empirical paper studied 400 low-skilled Myanmar immigrant workers in the Thai seafood-processing industry to find out the level of their attitude toward job satisfaction, organizational commitment, turnover intention, and job characteristic factors. Descriptive analysis, t-test, ANOVA, correlation, and regression analysis are used in this study. The results reveal a mixture of evidence supportive to that of past literatures and a surprisingly contradictory result in the area of turnover intention. Through this new empirical finding, entrepreneurs and society gain a better understanding of low-skilled workers and understand how to manage and motivate this unique group of employees more effectively and efficiently in the future.Â

There exists very general discriminations and mismatches for the old workers and poor workers. This paper built a model to explain the reason of that phenomenon based on asymmetry information. A skilled worker may be mismatched with unimportant jobs because of the social bias towards old workers and poor workers, in that situation, the expense workers spend to become skilled will not be covered, which will be a big disincentive for workers to be skilled. The disincentive will lead to less skilled workers, so the working performance of certain kinds of workers in the whole society will be worse, which will confirm the discrimination. In that process, the expense to be skilled is a key factor. And we also try to use that model to explain some phenomena, such as East Asian miracle and class solidification.

Abstract One of the ways to address the effects of skilled worker emigration is to restrict the movement of skilled workers. However, even if skilled workers have responsibilities to assist their compatriots, what if other parties, such as affluent countries or source country governments, do not fulfil their fair share of responsibilities? This discussion raises an interesting problem about how to think of individual responsibilities under partial compliance where other agents (including affluent countries, developing states, or other individuals) do not fulfil their fair share of responsibilities. What is fair to expect from them? Taking health worker emigration as a case in point, I discuss whether the individual health workers’ fair share of responsibilities to address basic health care needs decreases or increases when the other parties do not fulfil their share. First, I review the responsibilities that different stakeholders may hold. Second, I argue that there are strong reasons against increasing or decreasing health workers’ fair share of responsibilities in a situation of partial compliance. I also argue that it is unfair for non-complier states to enforce health workers to fulfil their fair share or take up the slack.

Streszczenie:
Malaysia had approximately 2 million migrants in 2018, and this number was increasing dramatically by 25 percent in 2019. Parallels with the aims of country policy to reduce migrant workers' dependency in 2020, managing the workers needs to be clarified. At the same time, the country still needs to keep them for specific sectors. These issues motivate us to analyze the migrant worker's requirements at different levels of skills and wages. Using Computable General Equilibrium (CGE) modeling, at four-level nested CES production function, this study found high skilled migrants will harm wages for the high skilled and skilled groups while the opposite effect was observed for the semiskilled and low-skilled groups. However, when the migrant stock increases slightly below 1 percent, it will reduce the wages for semiskilled workers due to substitution effects. This study also found that the influx of low-skilled migrant workers will reduce salaries for semiskilled and low-skilled workers. The analysis also indicates that a small rise in high skilled immigrant labour will reduce the unemployment rate; likewise, increasing more than 4 percent will increase the unemployment rate. The results provide the policymaker guidelines to employ foreign workers' best skills to control the inequality of wages among skilled and low-skilled workers.

Skill is an important attribute that makes a worker employable in a decent job. In India, successive governments have recognized this fact and have, over the years, taken up a number of investments and initiatives with regards to skill development of the workforce. The National Skill Development Mission introduced in the 2015–2016 year’s budget is based on the underlying positive relationship between skill and employability. But do the skilled workers in India have decent jobs? This article shows that a majority of the skilled workers are employed as informal workers with no employment benefits. We discuss two important reasons that may have contributed to the ineffectiveness of skill development programmes in creating decent job opportunities for workers.

Streszczenie:
This paper examines the implications of labour migration models that rely on employer sponsorship. According to UK government proposals, long-term migration into high-skilled jobs after Brexit will require workers to be sponsored by employers, while workers in low-skilled and low-wage jobs will receive short-term work permits that do not require an employer sponsor. The paper argues that choosing employer sponsorship over worker-driven routes has three key effects: it gives the government greater ability to regulate which jobs migrants fill; it gives employers more power over their workforce; and it increases the administrative burden associated with hiring workers from overseas. This implies that in high-skilled jobs, employer sponsorship is likely to improve the skill composition of labour migrants but reduce the total number of skilled workers admitted; and that in low-skilled positions the government faces a trade-off between the ability to channel workers to specific jobs (including those where employers struggle to attract workers) and the risk of increasing underpayment or exploitation.

Streszczenie:
Platform-based work and corresponding business models are redefining the work landscape. The rapid growth in digital platforms has prospered since the start of the pandemic, enabling various service-based gig work tasks such as Amazon, Uber and Deliveroo. Currently, there is scant literature that examines the well-being of gig workers in the platform economy. In this article, we reflect on the well-being of one category of gig workers, low-skilled service-based gig workers. These workers are often migrants or transient workers who face barriers to enter the job market in a foreign country, need a job to generate an income for the family, often transition between jobs or wish to conduct flexible, temporary gigs afforded by many digital platforms. Informed by an overview of the literature and the International Labour Organization’s (ILO) definition of well-being, our study supports the notion that precarity leads to compromised worker well-being. As a consequence, we identify four themes for gig worker well-being that can be incorporated in the design of platforms to improve the well-being of low-skilled service-based workers: (1) regulatory aspects and contracts to protect the worker, (2) job-related appraisal and reward systems, (3) feeling connected in a work-related social network and (4) algorithmic control and organization of tasks and work. Our study opens discourse on digital platform worker well-being, suggesting improvements to digital platform design to support worker well-being for service-based gig workers and potentially all forms of gig work.

McDonald, Thomas N. "Analysis of Worker Assignment Policies on Production Line Performance Utilizing a Multi-skilled Workforce". Diss., Virginia Tech, 2004. http://hdl.handle.net/10919/26386.

Pełny tekst źródła
Streszczenie:
Lean production prescribes training workers on all tasks within the cell to adapt to changes in customer demand. Multi-skilling of workers can be achieved by cross-training. Cross-training can be improved and reinforced by implementing job rotation. Lean production also prescribes using job rotation to improve worker flexibility, worker satisfaction, and to increase worker knowledge in how their work affects the rest of the cell. Currently, there is minimal research on how to assign multi-skilled workers to tasks within a lean production cell while considering multi-skilling and job rotation. In this research, a new mathematical model was developed that assigns workers to tasks, while ensuring job rotation, and determines the levels of skill, and thus training, necessary to meet customer demand, quality requirements, and training objectives. The model is solved using sequential goal programming to incorporate three objectives: overproduction, cost of poor quality, and cost of training. The results of the model include an assignment of workers to tasks, a determination of the training necessary for the workers, and a job rotation schedule. To evaluate the results on a cost basis, the costs associated with overproduction, defects, and training were used to calculate the net present cost for one year. The solutions from the model were further analyzed using a simulation model of the cell to determine the impact of job rotation and multi-skilling levels on production line performance. The measures of performance include average flowtime, work-in-process (WIP) level, and monthly shipments (number produced). Using the model, the impact of alternative levels of multi-skilling and job rotation on the performance of cellular manufacturing systems is investigated. Understanding the effect of multi-skilling and job rotation can aid both production managers and human resources managers in determining which workers need training and how often workers should be rotated to improve the performance of the cell. The lean production literature prescribes training workers on all tasks within a cell and developing a rotation schedule to reinforce the cross-training. Four levels of multi-skilling and three levels of job rotation frequency are evaluated for both a hypothetical cell and a case application in a relatively mature actual production cell. The results of this investigation provide insight on how multi-skilling and job rotation frequency influence production line performance and provide guidance on training policies. The results show that there is an interaction effect between multi-skilling and job rotation for flowtime, work-in-process, in both the hypothetical cell and the case application and monthly shipments in the case application. Therefore, the effect of job rotation on performance measures is not the same at all levels of multi-skilling thus indicating that inferences about the effect of changing multi-skilling, for example, should not be made without considering the job rotation level. The results also indicate that the net present cost is heavily influenced by the cost of poor quality. The results for the case application indicated that the maturity level of the cell influences the benefits derived from increased multi-skilling and affects several key characteristics of the cell. As a cell becomes more mature, it is expected that the quality levels increase and that the skill levels on tasks normally performed increase. Because workers in the case application already have a high skill level on some tasks, the return on training is not as significant. Additionally, the mature cell has relatively high quality levels from the beginning and any improvements in quality would be in small increments rather than in large breakthroughs. The primary contribution of this research is the development of a sequential goal programming worker assignment model that addresses overproduction, poor quality, cross-training, and job rotation in order to meet the prescription in the lean production literature of only producing to customer demand while utilizing multi-skilled workers. Further contributions are analysis of how multi-skilling level and job rotation frequency impact the performance of the cell. Lastly, a contribution is the application of optimization and simulation methods for comprehensively analyzing the impact of worker assignment on performance measures.

Business leaders’ recognition of the increasing shortage of skilled workers to meet industry demand is a business problem. The purpose of this multiple case study was to explore strategies that business leaders used to recruit skilled workers at 3 manufacturing facilities in South Carolina. The human capital theory was the conceptual framework used for this study. Data were collected from face-to-face interviews with 3 business leaders who demonstrated successful recruitment strategies, a focus group of 4 skilled manufacturing employees hired during the time period of 2018-2019, and a review of company documents. Data were analyzed using Yin’s 5-step process. Six key themes emerged from data analysis: competitive wages and benefits; clean, safe, and stable work environment; employee investment and on-the-job training; use of recruiting agencies and skilled recruiters; strong community relations/image; and industry competition. The implications of this study for positive social change include the potential to provide significant knowledge and skills to manufacturing leaders conducive to the success of recruiting skilled workers to meet their needs. By meeting the demand for skilled manufacturing workers, organizations could boost their bottom line by increasing productivity and sales. Because of greater profits, business leaders could increase their contribution to the community with stable employment and the creation of additional jobs through supplier initiatives.

Jiang, Zhe. "Collective mobilisations among immigrant workers in low-skilled sectors : a study of community organising of immigrant workers in the UK". Thesis, Loughborough University, 2013. https://dspace.lboro.ac.uk/2134/13538.

Pełny tekst źródła
Streszczenie:
Contemporary labour immigration into the UK has been underpinned by two structural positions: the uneven development within the capitalist system and an intensification of competition driving towards flexibility and precarity. Immigrant workers are overwhelmingly concentrated in secondary sectors of the labour market with low pay, long working hours and poor health and safety and closely associated with non-standard work and informal economy where unions are often not available. How these immigrant workers in highly exploitative industries respond to work-related exploitations poses a great challenge to traditional trade unionism. While community unionism has received increasing attention from researchers and practitioners, an institution-centric approach is dominated in the scholarship which tends to overemphasize the role of institutional entity, such as trade unions and NGOs, in shaping collective agency and consider it as the centrality to immigrant workers activism. In contrast to such union-centred research, this study adopts a social movement perspective to explore whether and how community organizing approach can empower immigrant workers and enhance union organizing when globalization compromises its validity. By conducting the multi-method (interviews, surveys, participant observations and videos) ethnographic studies in an immigrant domestic worker self-help group-Justice for Domestic Workers in London over a year and a post EU-enlargement Polish association and local Polish neighbourhood in South Somerset over five months, the research shows that gendered and cultural space rather than traditional industrial entities could offer a political context in which immigrant workers start recognising structural class exploitations and develop an agency and activism for changes. This suggests that the collective mobilizations of immigrant workers in informal and individualised sectors may require creative leaps of sociological imagination in nurturing such communities of coping, wherever they may be occurring - in social clubs, cafés or churches. Community, however, is not a naturally harmonious and unified group setting. The internal divisions and competitions within immigrant communities pose limits to how far ethnic cohesion can serve as a basis for collective mobilization of immigrant workers. The research points to the potential tensions between immigrant community organizations and trade unions to compete for membership and social influence in the coalition building. There is a risk that the institutional goals of immigrant community organizations, in terms of securing funding and expanding its organizational influence, may take precedence over substantive goals of support provision. The research also suggests that academics and practitioners need to rethink the criteria that define the success of worker organising. To win union recognition and achieve collective bargaining agreements in the workplace is a rare case in community organizing of immigrant workers. A distinction should be made between capacity-building from the perspective of workers and organizations involved in community organizing of immigrant workers. There might be a contradiction between organizational developments and grassroots empowerment. Instead of merely focusing on political outcomes as the existing research indicates, more attention should paid to outcomes in social and cultural arenas and how gains in one arena facilitate or hinder gains in another.

Streszczenie:
This thesis is a socio-legal study of the employment conditions of temporary foreign workers (TFWs) in the Saudi Arabian labour market in general and the construction sector in particular, with emphasis on low-skilled TFWs. This thesis adopts a socio-legal approach to the human rights situation of low-skilled TFWs working in the Saudi construction sector. By using migration theories, a human rights-based approach and Islamic perspectives on labour rights, the study questions the efficacy of Saudi domestic law in providing protection to low-skilled foreign workers in the construction sector. This is done by examining the current labour admission policies and the structure of the regulatory framework, including the ‘kafala’ system, recruitment procedures, employment law, working conditions, occupational safety and health hazards and access to the justice system. Grounded theory methodology is followed, with empirical data collection using semi-structured interviewing techniques in two major Saudi cities, Riyadh and Makkah. The data collected from the fieldwork provides the basis for understanding the current situation of low-skilled TFWs, by listening to their experiences. The thesis finds a link between the legal status of temporary foreign workers and the work visa system, which leads to a continuation of exploitation, mistreatment, discrimination, forced labour and the servitude of foreign labour in Saudi Arabia.

The aim of this study was two-fold: firstly, it attempted to focus on the earnings of foreign-born STEM professionals in the U.S. workforce to examine whether this population was at an earning disadvantage compared to the U.S. citizens. Secondly, it aimed to investigate whether legal status acquisition (from temporary work visas to permanent residency) enhanced the earnings of foreign-born STEM professionals in the U.S. workforce. This study utilized a mixed-methods (QUAN/QUAL) research design. ANCOVA (Analysis of Covariance) was used to test the hypothesis in order to determine any statistically significant differences between the group means. Secondary data from the National Survey of College Graduates (NSCG) was utilized for this study. The results of the ANCOVA test showed that temporary worker visa holders were not at earning advantage/disadvantage compared to the U.S. citizens, and there was no statistical evidence that legal status acquisition enhanced the salaries of the foreign-born STEM professionals in the U.S. workforce. The interviews indicated that foreign-born STEM professionals (temporary worker visa holders, LPRs, and naturalized U.S. citizens) were not at earning disadvantage compared to their U.S.-born counterparts. Although the legal status change did not enhance the salaries of the skilled immigrants, it did improve job mobility and overall flexibility.

The main objective of this bachelor thesis is to analyse the dynamic and complex decision-making process that households with temporary overseas migrating family members do before migrating. The aim of this thesis is to understand why this phenomenon occurs in less developed areas, though the background of the thesis is trying to address the need of positive relationship between migration and development. Based on the theorectical benchmark of neoclassical microeconomic theory and new economics of labour migration theory certain factors were identified that could influence the decision to migrate. By using a mixed method with qualitative semi-structed face-to-face interviews combined with a survey of nine question relating to specific factors this study was able to create an understanding of the reality of migrant households, though a micro field study was conducted in Kebumen regency in Indonesia. The findings clearly shows that temporary overseas migration from less developed areas is a household decision that is influenced by local gender aspects and addressed by new well-functioning established markets for overseas work. Our findings also suggests that temporary migration is a way for the family to spread their risks, related to income and farming activites, and to achive further development, where other markets and institutions do not meet their needs. Policies regarding these gender aspects and the need of institutions that could improve the situation are recommended though remittances in that case might have a more long-term sustainable impact on the households.

Streszczenie:
Obsolescence of human skills impacts the support of long field life systems. Human skills obsolescence is a growing problem for organizations as they try to estimate and mitigate the effects of an aging workforce with specialized (and possibly irreplaceable) skill sets. Difficulties with skills obsolescence have been reported in a number of industries including industrial controls, aerospace, and military systems, all product sectors that must support critical systems for 20–30 years or longer. Common workforce planning models do not generally address the obsolescence of skills. Rather, they implicitly assume lost human resources are always replenishable. Nearly all of the existing research associated with the obsolescence of skills focuses on the opposite of the problem addressed in this paper, i.e., workers have skills that are obsolete and therefore need to be retrained in order to be employable. Alternatively, this paper addresses the lack of workers with the necessary skill set and the inability to replace them. This paper describes a model for the obsolescence of skills and skilled worker retention. This research provides a way to quantitatively address the problem of skills obsolescence and provides a basis upon which to estimate the cost of future system support.

Three-dimensional components which incorporate CFRP are molded by skilled workers manually. This makes quality control difficult. In this study, we aim to establish standardization of work and set a standard of quality examination. We focus on the eye movement to examine that the differences of worker’s proficiency level influence on the hand lay-up process. Carbon cloth prepreg was stacked in three layers in the mold. The fiber orientation of the carbon cloth was set using one edge of the mold as the plane of reference. The first layer was 0°, the second was 45°, and the third was 0°. The hand lay-up process was applied and subjects chose their own process and tools. Subject A had 13 years of experience, subject B had 1 year of experience, and subject C had no experience. The process was recorded with a video camera and results compared in an interview format, inspecting footage of the process together with the subject. Subject A’s movements were very smooth, his body and face close to the mold, whilst subject B’s movements were very awkward. Subjects’ use of tools and hands were analyzed. In the mold used for this study, there are roughly three elements. In order to obtain flat smoothness in corner R and the four deep corners of the edge, a high degree of skill was required. A significant gap in mechanical dexterity was clearly observed between an expert and beginners. We will repeat this study on a constant basis with more subjects, and further clarify the elements.

Streszczenie:
In the painting process in automotive manufacturing, the repair polishing process is still done manually by a worker with a sufficient skilled technique. However, the number of skilled workers is decreasing with the aging. In addition, the polishing time and the surface quality after the repair polishing are dependent on the proficiency level of the worker. Thus, skill-independent automation technology for the repair polishing is required. In our past research, the serial-parallel mechanism polishing machine was developed for automating the polishing process. The developed machine can control the tool trajectory, tool posture and polishing force simultaneously. In addition, the polishing force is controlled without external sensors by the reaction force observer system. This study aims to develop a polishing automation method for unknown 3-dimensional curved surface by using the developed machine. First, the tool posture control method on unknown curved surface was proposed. Second, the normal force control method based on the posture information was proposed. By using these proposed methods simultaneously, the tool posture and polishing force were controlled in the normal direction on unknown 3-dimesional curved surface. From the experimental results, the validity of the proposed method was verified.

Streszczenie:
Abstract The purpose of this research is to learn how less-skilled workers (LSWs) and highly-skilled workers (HSWs) coordinate in Nigerian factories, where the formal education gap between these two groups can be quite significant. The study takes place in two factories and two universities across four Nigerian states over the summer of 2018. Drawing on methods of ethnography (i.e. a collection of qualitative methods to closely observe social interactions and practices as to interpret and build theory), it was discovered that resource scarcity hinders team coordination through the occurrence of four obstacles: (1) unclear role boundaries and work processes, (2) poor attitude towards work, (3) under- and overutilization of employees, and (4) worker demoralization and feelings of being undervalued. This paper builds upon previous work on factory coordination in cross-occupational functional groups in Silicon Valley. Theoretically, this paper reveals how the studied manufacturing firms in Nigeria currently perform team coordination and the challenges that prevent them from reaching high efficiency. Additionally, it offers premises for future field experiments to test the generalizability of the findings and interventions to enhance coordination effectiveness and the product development process in Sub-Saharan African manufacturing firms. Implications for the literature on engineering for global development is discussed. Ultimately, this research is a small step towards enabling independent African firms to have the skills, tools, and resources to design and create their own unique solutions for challenges faced in-country.

Streszczenie:
To be competitive in a “deregulated” market, power plant workers must be better qualified and more versatile than ever. Regardless of his or her area of expertise (operations, craft maintenance, plant controls, or other), tomorrow’s plant worker must be better skilled than ever before. Regardless of plant design, fuel type, or loading schedules, the defining difference in plant performance resides in the people who operate, maintain, and manage the plant. Whether it’s how they respond to abnormal operating conditions, how conscientious they are with plant chemistry, or how well they test and maintain critical components; it’s people, not equipment that make the difference between a well run facility and one with never ceasing problems. According to industry statistics, power generation facilities will loose between 30% and 50% of their most experienced workers over the next five years. This means that the people who hold the “tribal knowledge” of your facility will be leaving in the not too distant future. Furthermore, the availability of a trainable labor pool to replace the “Boomers” is in very short supply and difficult to recruit.

Streszczenie:
Many industries are using skids, modules and prefabrications to enhance construction productivity, reduce schedules and thus reduce costs. The leaders in this regard are offshore oil and gas, chemical and refinery, ship building, etc. Atomic Energy of Canada Ltd. (AECL®) has had considerable success at the Qinshan Nuclear Power project in China with the use of modularization, which proved extremely effective in paralleling of activities and shortening the schedule. Extensive use has been made of skids and modules in Japan and this also has proven effective in shortening schedules in the construction of nuclear power plants. Secondary benefits of modularization and prefabrication include decreased site congestion and logistical issues, increased worker safety, and better quality control of fabrication. Modules and prefabrication allow work to be shifted to areas where skilled trades are more readily available from a site where skilled trades are very limited. One of the objectives for the ACR-1000® (Advanced CANDU Reactor®) project is to produce a design to allow for a very secure construction schedule. The construction method and strategy, consisting of extensive use of prefabrication and modularization, has been defined very early in the ACR-1000 conceptual phase of the layout and design process. This is addressed through a constructability programme that integrates the civil design with site erection and module installation. This paper presents the ACR-1000 construction strategy and methods and show examples of how the integrated civil design approach with modularization and prefabrication are utilized to shorten the construction schedule and reduce the project risk.

Streszczenie:
We report our work-in-progress on a new method to train an industrial robot that can learn from the demonstrations of manufacturing tasks by a skilled worker (trainer). A parametrized learning engine is trained based on identifiable features of the trainer’s body and objects. To achieve this, we collected a large number of depth data. Different objects in the scene are clustered using Gaussian mixture model and are manually labelled. Features are engineered to train random decision forest. Feature engineering is required since the number of dimensions (number of depth points) of samples vary because of variations in depth capture. Depth samples are transformed to a lower dimension space of 96 dimensions defined by means and covariance of data distribution. This method has a classification accuracy of 80.72%. Using these features, the robot can identify parts in real-time, tag as well as track them as the trainer moves them during the demonstration. Our ongoing work is on semantic classification of the tracked data into high level actions which will be combined using a set of rules called action-grammar.

This research brief uses nationally representative data from the 2012/17 Beginning Postsecondary Students Longitudinal Study (BPS:12/17) to examine post-college transitions of US undergraduates into the skilled technical workforce (STW), defined here as workers in a collection of occupations that require significant levels of science, technology, engineering, and mathematics (STEM) knowledge but not necessarily a bachelor’s degree for entry. Thus far, empirical research on the STW has been limited by a dearth of data; however, based on newly available data from BPS:12/17, the findings in this report indicate that STW employment provides workers with above-median salaries, more equitable wages, a variety of benefits, and clear career paths. STW jobs attract diverse populations, especially those from underrepresented groups (e.g., Hispanics, individuals from low-income backgrounds, and those whose parents do not have college education). US community colleges and sub-baccalaureate programs play a large role in developing the STW.

Streszczenie:
This literature review draws from academic and grey literature, published largely as institutional reports and blogs. Most information found considered global impacts on employment and the labour market with the particular impact for the very high numbers of youth, women, migrant workers, and people with disabilities who are more likely to be employed in the informal sector. There has been a high negative impact on the informal sector and for precariously employed groups. The informal labour market is largest in low and middle-income countries and engages 2 billion workers (62 percent) of the global workforce (currently around 3.3 billion). Particularly in low- and middle-income countries, hard-hit sectors have a high proportion of workers in informal employment and workers with limited access to health services and social protection. Economic contractions are particularly challenging for micro, small, and medium enterprises to weather. Reduced working hours and staff reductions both increase worker poverty and hardship. Women, migrant workers, and youth form a major part of the workforce in the informal economy since they are more likely to work in these vulnerable, low-paying informal jobs where there are few protections, and they are not reached by government support measures. Young people have been affected in two ways as many have had their education interrupted; those in work these early years of employment (with its continued important learning on the job) have been interrupted or in some cases ended.
