The Infrared Radiometer for Millimetre Astronomy (IRMA) has been commissioned and deployed for site testing for the Thirty Meter Telescope (TMT) and the Giant Magellan Telescope (GMT). Since the launch of the first infrared satellite, IRAS, we have known that a large fraction of stars exhibit significant levels of infrared emission above their predicted photospheric level. We directly detect dust emission in an optically detected, multiply imaged galaxy lensed by the Frontier Fields cluster MACSJ0717.5+3745. We detect two images of the same galaxy at 1.1 mm with the AzTEC camera on the Large Millimeter Telescope leaving no ambiguity in the counterpart identification. This galaxy, MACS0717_Az9, is at z > 4 and the strong lensing model (mu = 7.5) allows us to calculate an intrinsic IR luminosity of 9.7 x 10(10) L-circle dot and an obscured star formation rate of 14.6 +/- 4.5 M-circle dot yr(-1). We report photometric measurements of a sodium resonance guide star against the daylight sky when observed through a tuned magneto-optical filter (MOF). The MOF comprises a sodium vapor cell in a kilogauss-level magnetic field between crossed polarizers and has a very narrow transmission profile at the sodium D-2 resonance of approximately 0.008 nm. The design of the flexure mount recently submitted to NASA Ames for the structural support of the primary mirror of the Space Infrared Telescope Facility (SIRTF) is presented. The flexure system must passively accommodate the differential thermal contraction between the glass mirror and the aluminum structure of the telescope during cryogenic cooldown. This thesis presents the results of a combination of new observations with the Parkes telescope of neutral hydrogen (HI) in the Small Magellanic Cloud (SMC) with an Australia Telescope Compact Array aperture synthesis mosaic. The data are used to study the HI distribution and mass, the velocity field and rotation curve of the SMC, as well as to probe the 3-D structure of the SMC. A kinematic study of the HI data reveals the existence of three supergiant shells which were previously undetectable in the ATCA data alone.
