RésuméCes notes ont pour but de démontrer que tout foncteur exact à droite entre catégories de Waldhausen raisonnables, induisant une équivalence au niveau des catégories homotopiques, définit une équivalence d'homotopie entre les spectres deK-théorie correspondants. Cela généralise un résultat bien connu de Thomason et Trobaugh. Les ingrédients de démonstration sont une généralisation du théorème d'approximation de Waldhausen et une caractérisation combinatoire simple des équivalences dérivées. On étudie par ailleurs la localisation simpliciale des catégories de Waldhausen. On démontre qu'un foncteur (homotopiquement) exact à droite induit une équivalence de catégories homotopiques si et seulement s'il induit une équivalence au niveau des localisations simpliciales. Cela permet de faire le lien avec laK-théorie des catégories simpliciales introduite par Toën et Vezzosi.

Dans ce travail intitulé stratégie de localisation et commerce international, nous avons commencé par l’étude des différentes théories de la stratégie de localisation, nous l’analysons ensuite la littérature sur la localisation selon les approche empirique et finalement. La littérature théorique et empirique menée par les économistes c’est pour répondre à ces trois questions fondamentales dans leurs recherches: Pourquoi une firme se localise-t-elle dans un pays plutôt que dans un autre ? Comment effectue-t-elle son choix ? Quelles sont les différentes modalités de pénétration des marchés étrangers qui lui sont possibles? La lecture de la littérature sur ce sujet montre la multiplicité des angles d’analyse qui a conduit à l’évolution théorique et empirique de cette littérature et à une meilleure compréhension de la stratégie de la localisation. Pour étudier les répercussions de la localisation sur le commerce, nous avons proposé une modélisation empirique appliquée aux exportations et aux importations nationale. Nous avons testé la relation entre les exportations et les importations de ces industries et les investissements directs étrangers.

Cet article vise à faire une brève esquisse du fonctionnement de l’anaphore, de la cataphore et de la déixis telles qu’elles sont définies dans les travaux des linguistes français et francophones. Dans la première section, nous avons étudié l’anaphore en regard de la déixis et de la théorie de la localisation référentielle. Cela nous a permis de démontrer que cette théorie présente le texte comme élément central de la définition de l’anaphore et établit une relation structurelle, pas forcément coréférentielle, entre antécédent et anaphorique. À l’opposé de ce procédé référentiel se trouve la déixis, procédé spatiotemporel qui nécessite la présence du référent dans l’espace de renonciation au moment où l’occurrence est prononcée. Dans la seconde section, nous avons examiné l’opposition texte-situation et la théorie mémorielle, qui met en valeur le mode de donation du référent. Enfin, l’opposition cataphore/anaphore a fait ressortir l’asymétrie totale entre ces deux procédés.

RésuméDans cet article, à partir de la notion d’enlacement introduite dans [7] entre des paires d’ensembles (B, A) et (Q, P), nous établissons l’existence d’un point critique d’une fonctionnelle continue sur un espace métrique lorsqu’une de ces paires enlace l’autre. Des renseignements sur la localisation du point critique sont aussi obtenus. Ces résultats conduisent à une généralisation du théor`eme des trois points critiques. Finalement, des applications à des probl`emes aux limites pour une équation quasi-linéaire elliptique sont présentées.

This article deals with a theory elaborated by the french François Perroux in the fifties, the theory of growth poles. In an integrated framework formed by industrial economics and spatial economics, the purpose is to underline two topics : the birth and development of Perroux concept ; the attempt of the english speaking school of growth centers to take over the french theory. We emphasize too that the making of technopoles can be viewed as a partial updating of growth poles. Finally, we find a theoretical link between growth poles and technopoles : the criticism of weberian location theory.

Ce travail présente différentes caractérisations primales et duales des solutions efficientes (strictes et faibles) pour un problème de localisation multicritères sous contraintes dont certaines généralisent des résultats connus dans le cas sans contrainte. Nous utilisons ces caractérisations pour montrer qu'en dimension deux et avec une norme quelconque, les points faiblement efficients sous contraintes sont projection de points faiblement efficients du problème sans contrainte. Par contre les points efficients et strictement efficients ne vérifient pas cette propriété de projection et seules des propriétés d'inclusion peuvent être obtenues. Nous donnons une méthode itérative permettant de construire l'ensemble des points strictement efficients du plan par décomposition d'une norme polyédrique en normes de type rectilinéaire. Nous nous intéressons ensuite au problème de localisation en présence de centres attractifs et de centres répulsifs. Des conditions nécessaires d'efficience sont obtenues dans un cadre général. Nous donnons ensuite dans le cadre hilbertien une caractérisation des points faiblement efficients ainsi que des conditions suffisantes d'efficience et de stricte efficience. Ce travail se termine par une contribution en localisation compétitive. Nous donnons une caractérisation géométrique des points de Condorcet et des points de Simpson avant d'étudier les propriétés de projection de ces ensembles.

Les nouveaux acteurs, les nouveaux services et les nouveaux contenus multimédias qui transitent sur le réseau internet génèrent un trafic et des débits de plus en plus élevés. Ceci peut occasionner une congestion, source de latence et de dépréciation de la qualité de service ressentie par les utilisateurs. Un fournisseur d'accès à internet dont l'objectif est de garantir un réseau d'excellence doit donc prendre des mesures pour améliorer sans cesse la fluidité de son réseau. Cela passe notamment par la mise en place d'un réseau de distribution de contenus (déploiement de dispositifs sur le réseau existant). Dans un premier temps cette thèse s'articule à présenter des approches de programmation dynamique de localisation de serveurs optimales dans des arborescences. Nous présentons également un approche pour résoudre le problème de déploiement de CDN et de k serveurs/caches à l'aide de l'algorithme exact et polynomial d'intersection de matroïdes. Nous explicitons ensuite ce qu'est un cache et quelles sont ses caractéristiques. Nous définissons ensuite les hypothèses effectuées et la modélisation associée pour le déploiement de caches transparents dans une arborescence, et le liens avec les algorithmes existants présentés précédemment. Nous présentons alors un modèle complet pour un programme linéaire en nombres entiers (PLNE) et un nouveau paradigme de programmation dynamique pour résoudre ce même problème. Nous montrons alors en quoi cette approche se généralise à des problèmes connexes de localisation dans les arborescences, ainsi que les performances pratiques d'une telle approche. D'un regard plus théorique, nous mesurons la capacité d'un réseau donné par le routage optimal de ses demandes, et, de ce fait, ses liens critiques. Nous manipulons alors le problème de flot concurrent maximal (FCM), un problème classique de la littérature de recherche opérationnelle. Nous exhibons alors de nouvelles formulations exactes pour résoudre ce problème, ainsi que les problèmes de multi-flots de manière plus générale. Une heuristique de construction de formulation pour le FCM est également proposée, pour tirer parti de la distribution spécifique des capacités d'une instance. Nous montrons alors la supériorité des performances de ces nouvelles formulations par le biais de comparaisons. Enfin, nous décrivons le premier algorithme exact et fortement polynomial pour résoudre le problème de flot concurrent maximal dans le cas d'une seule source; et nous montrons l'efficacité pratique d'une telle approche, comparée aux meilleures formulations explicitées précédemment
Streaming requirements on internet network are even more driven by new actors, new services and new digital contents. This leads to high probability of congestion, latency and therefore, a critical decrease of quality of service and/or experience for customers. An internet service provider (ISP) whose goal is to guarantee a first-class performance, needs to take measures to constantly enhance the fluidity of the traffic streaming on its network. One way to face the problem, is to build a Content Delivery Network (CDN). A CDN mainly consists in the deployment of different devices on an existing network. First of all, this thesis presents dynamic programming approaches to tackle server location problems in tree networks. Then, we address a variation of the matroïd intersection algorithm to solve the k-server/cache location problem. We start by giving the definition and characteristics of transparent-caching, as well as the hypothesis that we will use it to build models for transparent cache location in tree network. We tract it to a Mixed Integer Program, and formulate a new paradigm of dynamic programming. We show the relevance of such approach for our problem, and to what extent it can be tractable in other related problems. From a more theoretical point of view, we manage to measure the capacity of a network which is given by the optimal routing strategy, and hence, to identify its critical links. We deal with the Maximum Concurrent Flow (MCF), a classical combinatorial optimization problem. We propose new models and formulations to solve this problem exactly, and more general multi-flows problems as well. A heuristic is also given, to adapt the model to the specific instance values. We experiment these formulations to show the improvements they can provide. Finally, we describe the first strongly polynomial algorithm to solve the maximum concurrent flow to optimality, in the single source case. We show the efficiency of such an approach, even compared to the best models previously presented

Cette thèse porte sur le problème d'estimation d'état des systèmes dynamiques appliqué à la localisation routière d'un véhicule. Nous présentons d'abord une méthode crédibiliste dans laquelle les incertitudes sont représentées par des fonctions de masse ayant comme éléments focaux des pavés de R. Nous abordons ensuite l'estimation d'état dans le cas d'un système multi-mode��les en adoptant une modélisation crédibiliste de l'incertitude sur le modèle ainsi que sur la commutation entre les différents modèles. Finalement, nous présentons, toujours dans le cadre de la théorie des fonctions de croyance, une méthode de map matching utilisant mes méthodes d'estimations précédentes ainsi qu'une base de données routière. Les méthodes proposées sont testées sur le problème de localisation avec des données réelles et simulées
This thesis focuses on state estimation with application to dynamic vehicle localization. We first present an evidential approach in which uncertainties are represented by Dempster-Shafer mass functions with interval focal elements. We then handle the case of multiple-model systems using belief functions for modeling the transitions between models. Finally, a map matching method based on belief functions and a guaranteed representation of roads is developed, in order to compute a more accurate estimation of the vehicle position. Experimental results on the vehicle localization problem demonstrate the effectiveness and good performances of the methods presented in this thesis

La performance d'un système de localisation de source passive acoustique basé sur un ensemble de capteurs ne dépend pas seulement du choix des algorithmes d'estimation mais est aussi fortement corrélée à la géométrie du réseau de capteurs et à la position de la source. Cette thèse propose des procédures d'optimisation des estimateurs de position via un positionnement de capteurs optimal. Afin d'optimiser ce processus pour une source "quasi-statique", trois mesures de performance sont traitées, comparées et évaluées : la borne inférieure de Cramer-Rao (CRLB), la dilution de précision géométrique (GDOP) et le nombre de conditionnement. Les deux premières mesures décrivent l'influence du bruit de mesure, décrit par une fonction de probabilité connue, tandis que la dernière est une mesure non-statistique. En considérant le bruit Gaussien et l'estimateur d'un modèle linéarisé, il est montré que la même configuration est obtenue par ces trois mesures. Ensuite ces mesures de performance sont étendues pour une source mobile en proposant deux approches. La première consiste à représenter la zone de surveillance par plusieurs points représentatifs et à minimiser la moyenne des mesures de performance de tous ces points. La deuxième est une approche dynamique, qui modélise le mouvement de la source par des équations d'état. Puis des estimateurs récursifs Bayesiens (par exemple le filtre de Kalman pour des systèmes linéaires) sont appliqués afin de prédire la position future de la source. On sélectionne alors parmi tous les microphones, un sous-ensemble qui minimise la mesure de performance pour la position prédite. Ce sous-ensemble est alors utilisé pour l'estimation
The performance of acoustic passive source localization based on a multiple sensor system does not only depend on the chosen estimation algorithms, but is also strongly correlated to the geometry of the sensor network and the position of the source. This thesis approaches the optimization of theestimation procedure, by utilizing an optimal sensor setup. In order to carry out this optimization procedure for a “quasi-static” source, three performance measures, the Cramer-Rao Lower Bound (CRLB), the Geometric Dilution of Precision (GDOP) and the condition number, are addressed, compared and evaluated. While the two former describe the influence of measurement noise, with known probability density function, the latter is a non-statistical measure. Considering zero-mean Gaussian noise and a linearized model estimator, it is shown that all three approaches lead to the same configuration. The performance measures are extended for a moving source proposing two approaches. The first one is to represent the surveillance area by multiple representative points. In order to assure a good coverage of the zone the average performance measure of all these points is minimized. The second, a dynamic approach, models the source's movement using a state-space representation. Recursive Bayesian estimators, such as the Kalman filter for linear systems, predict the most likely upcoming position of the source. Utilizing an adaptive microphone network, only those microphones, which minimize the cost function for this predicted position, are then selected to carry out the estimation procedure

La plupart des ruptures des structures géotechniques sont associées aux phénomènes de localisation des déformations, qui s'accompagnent toujours d'un adoucissement de la résistance. De nombreuses observations expérimentales montrent que d’importants réarrangements et rotations de particules se produisent à l'intérieur des bandes de cisaillement. Cette thèse vise à étudier numériquement les phénomènes de localisation des déformations dans les matériaux granulaires. Considérant les problèmes de dépendance au maillage dans l'analyse par éléments finis dans le cadre de la modélisation continue classique, un modèle de sable basé sur l' état critique a été formulé dans le cadre de la théorie micropolaire. Un code d'éléments finis pour les problèmes bidimensionnels a été développé dans ce cadre. Ensuite, les simulations d'essais bi-axiaux ont permis d’étudier en profondeur les caractéristiques des bandes de cisaillement en termes d'apparition,d'épaisseur, d'orientation, etc. Dans le même temps, l'efficacité de l'approche micropolaire, en tant que technique de régularisation, a été discutée. L'analyse de l'instabilité dans un continuum micropolaire basé sur le travail du second-ordre a également été effectuée. Enfin,pour une application plus large dans la simulation des défaillances en ingénierie géotechnique, le modèle 2D a été étendu à un modèle 3D. Sur la base de l'étude, les modèles 2D et 3D ont démontré leurs capacités de régularisation pour éviter les problèmes de dépendance au maillage et reproduire raisonnablement les bandes de cisaillement dans les géostructures
Most of the progressive failures of geotechnical structures are associated with the strain localization phenomenon, which is generally accompanied by strength softening. Many experimental observationsshow that significant rear rangements and rotations of particles occur inside the shear bands. The aim of this thesis is to investigate numerically the strain localization phenomena of granular materials. Considering the mesh dependency problems in finite element analysis caused by strains oftening within the classical continuum framework, a sand model based on critical-state has been formulated within the framework of the micropolar theory, taking into account the micro rotations, and implemented into a finite element code for two dimensional problems. Then, the simulations of the shearband in biaxial tests are comprehensively studied in terms of onset, thickness, orientation, etc. At the same time, the efficiency of the micropolar approach, as a regularization technique, is discussed. This is followed by an instability analysis using the second-order work based on the micropolar continuum theory. Finally, for a wider application in simulating failures in geotechnical engineering, the 2D model has been extended to 3D model. Based on the entire study, both the 2D and 3Dmodel demonstrate obvious regularization ability to relieve the mesh dependency problems and to reproduce reasonably the shear bands in geostructures

This review focuses on highlighting the key barriers and obstacles towards achieving locally led development[1] and localisation. While these terms are used interchangeably, the term ‘locally led development’ is more typically used in the international development literature, while localisation is more common in humanitarian circles. There are some issues around the lack of a globally agreed definition and consensus, such as how the lack of definition creates confusion among donors and stakeholders to approach and implement locally led development/localisation. There are no universally accepted simple definitions of terms such as ‘localisation’, ‘locally-led development’, or ‘local actor’. For the purposes of this report, we have adopted an unofficial working definition suggested by the OECD (2023, pp. 3–4): locally-led development is ‘an ongoing development process where local actors have agency in framing, designing, delivering (including control over funding), accounting for and learning, with or without the support of international development co-operation'.

Nous appliquons la théorie de la taxation optimale sur le revenu de James Mirlees (Mirrlees, 1971) sur les données fiscales québécoises. Cette théorie nous fournit un guide normatif pour suggérer des réformes quant à la structure des taux marginaux effectifs implicites. Notre recommandation la plus robuste est de réduire ces taux dans la plage de revenu entre 30 000$ et 55 000$. Nous montrons également qu’il pourrait être efficient d’augmenter les taux d’imposition chez les personnes à revenus plus élevés, selon que le gouvernement ait des préférences redistributives plus élevées, ou selon des paramètres comportementaux des travailleurs. Cette deuxième conclusion est moins robuste et requiert des travaux empiriques additionnels pour être qualifiée de définitive.

Après une discussion des effets théoriques d’une hausse de la taxation des entreprises sur les actionnaires, les travailleurs et les consommateurs, les études empiriques sur le sujet sont discutées suivant quatre dimensions : (i) l’incidence de l’imposition des revenus des sociétés (en ce compris les dividendes), (ii) l’incidence de la taxation de la masse salariale, (iii) l’évitement de la taxation par les choix de localisation des unités de production, (iv) l’évitement de la taxation par les choix de localisation des profits d’un point de vue comptable. L’analyse permet de tirer 9 enseignements utiles pour penser la mise en place des politiques fiscales et leurs implications.

Realities such as the COVID-19 pandemic have expedited the move to online operations, highlighting the undeniable fact that the world is continuing to go digital. This emphasises the need for policymakers to regulate in a manner that allows them to harness digital trade benefits while also avoiding associated risk. However, given that digital trade remains unco-ordinated globally, with countries adopting different approaches to policy issues, national regulatory divergence on the matter continues, placing limits on the benefits that countries can obtain from digital trade. Given these disparities, ahead of the African Continental Free Trade Area (AfCFTA) Phase II Negotiations, African countries have been considering the best way to harmonise regulations on issues related to digital trade. To do this effectively, AfCFTA members need to identify where divergencies exist in their domestic regulatory systems. This will allow AfCFTA members to determine where harmonisation is possible, as well as what is needed to achieve such harmonisation. This report analyses the domestic regulations and policies of four focus countries – South Africa, Nigeria, Kenya and Senegal – comparing their regulatory approaches to five policy issues: i) regulation of online transactions; ii) cross-border data flows, data localisation, and personal data protection; iii) access to source code and technology transfer; iv) intermediary liability; and v) customs duties on electronic transmissions. The study highlights where divergencies exist in adopted approaches, indicating the need for the four countries – and AfCFTA members in general – to carefully consider the implications of the divergences, and determine where it is possible and beneficial to harmonise approaches. This was intended to encourage AfCFTA member states to take ownership of these issues and reflect on the reforms needed. As seen in Table 1 below, the study shows that the four countries diverge on most of the five policy issues. There are differences in how all four countries regulate online transactions – that is, e-signatures and online consumer protection. Nigeria was the only country out of the four to recognise all types of e-signatures as legally equivalent. Kenya and Senegal only recognise specific e-signatures, which are either issued or validated by a recognised institution, while South Africa adopts a mixed approach, where it recognises all e-signatures as legally valid, but provides higher evidentiary weight to certain types of e-signatures. Only South Africa and Senegal have specific regulations relating to online consumer protection, while Nigeria and Kenya do not have any clear rules. With regards to cross border data flows, data localisation, and personal data protection, the study shows that all four focus countries have regulations that consist of elements borrowed from the European Union (EU) General Data Protection Regulation (GDPR). In particular, this was regarding the need for the data subject's consent, and also the adequacy requirement. Interestingly, the study also shows that South Africa, Kenya and Nigeria also adopt data localisation measures, although at different levels of strictness. South Africa’s data localisation laws are mostly imposed on data that is considered critical – which is then required to be processed within South African borders – while Nigeria requires all data to be processed and stored locally, using local servers. Kenya imposes data localisation measures that are mostly linked to its priority for data privacy. Out of the four focus countries, Senegal is the only country that does not impose any data localisation laws. Although the study shows that all four countries share a position on customs duties on electronic transmissions, it is also interesting to note that none of the four countries currently have domestic regulations or policies on the subject. The report concludes by highlighting that, as the AfCFTA Phase II Negotiations aim to arrive at harmonisation and to improve intra-African trade and international trade, AfCFTA members should reflect on their national policies and domestic regulations to determine where harmonisation is needed, and whether AfCFTA is the right platform for achieving this efficiently.

Poliomyelitis (polio) remains a vital global public health challenge, particularly in countries where eradication efforts are ongoing. For almost three decades, polio programme and frontline workers in Pakistan have suffered human and financial losses due to complex political and bureaucratic management, local resistance to programme efforts, and the context of cross-border insurgency and insecurity.1 Many stakeholders in Pakistan continue to have low confidence in frontline workers and polio vaccination campaigns. In this environment, it is essential that vaccination programmes localise – by taking careful account of the local context, improving local ownership of the programmes, understanding and mitigating the issues at a grassroots level, and tailoring efforts to achieve polio eradication goals. This brief draws on evidence from academic and grey literature, data on polio vaccine uptake, consultations with partners working on polio eradication in Pakistan, and the authors’ own programme implementation experience in the country. The brief reviews the social, cultural, and contextual considerations relevant to increasing polio vaccine uptake amongst vulnerable groups in Pakistan’s tribal areas. It focuses on the current country context, in the aftermath of the 2018 merger of the former Federally Administered Tribal Areas (FATA) into Khyber Pakhtunkhwa province (KPK). This brief is part of a series authored by participants from the SSHAP Fellowship, and was written by Luqman Hakeem and Riaz Hussain from Cohort 2.
