Studies have identified the low-bid delivery method as an important factor in causing such delays. The procurement system (low-bid) ignores contractors’ performance, and that is reflected in projects’ performance. Over time, several procurement methods have been adopted to facilitate the successful delivery of construction projects with minimal financial losses in order to offer maximum value to clients. In recent years, the Integrated Project Delivery (IPD) procurement model has been introduced for better overall financial performance. In this model, every member of the project team has a stake in overall profit or risk irrespective of the extent of their roles and change orders and correction of errors and omissions are managed effectively with minimal contractual disruptions. This paper aims to address some of the previously cited barriers in earlier scholarly work, and it proposes a conceptual framework that integrates two novel concepts towards tackling technological and financial barriers in adopting IPD namely, BIM and Smart Contracts (SC). A framework is developed for a BIM-blockchain-IPD whereby the BIM model is integrated with blockchain technology, thereby acting as an immutable and transparent information repository and a platform for interdisciplinary collaboration in Architecture, Engineering and Construction (AEC) projects. The smart contract feature of blockchain technology offers an automated equitable distribution of risk and reward amongst project stakeholders based on agreements at project inception. Thus, the research contributes to a more efficient project delivery method by avoiding information asymmetry amongst stakeholders through a tamper-proof, BIM-enabled Common Data Environment (CDE). The proposed framework is validated with qualitative analysis of information obtained based on AEC industry procurement workflows

AbstractThis paper aims to highlight the role of government and other public authorities in promoting the implementation of circular economy principles in the built environment. Circular construction ecosystem is based on circular building design and the coordinated action of stakeholders along the value chain. Government and local authorities have a special role to play in the built environment as they manage infrastructure and act as regulators and enablers as well. Moreover, circular building design strategies should be encouraged through the government policy tools like public procurement allowing public authorities to formulate tenders that incorporate circular economy principles when purchasing goods, services, and works related to the built environment. The case studies presented show that public procurement can be a valuable tool for promoting circular use of materials and reducing waste, encouraging the construction of circularly designed zero-emission buildings, and stimulating market innovation that reduces the environmental impact of construction while providing benefits to society. Thus, public authorities can be a powerful force driving change and innovation in the construction industry towards more circularity in the built environment.

Building information modelling (BIM) tools and workflows, new procurements methods, and emerging management practices are being adopted on projects to overcome collaboration barriers and improve project performance within the architecture, engineering, construction, and operation (AECO) sector. Academic literature and industry reports recommend the use of collaborative procurement methods such as design and build (DB) procurement and integrated project delivery (IPD) when adopting BIM workflows. However, to date there are little operationalization and empirical evidence of the value realization potential when using BIM in conjunction to these procurement methods. This chapter draws upon five case studies of BIM-based DB projects to analyze and quantify the potential of value realization using clash detection as a use value. The results reveal potential hurdles inhibiting BIM from reaching its full potential. Accordingly, recommended changes to the current processes are suggested to facilitate BIM in enhancing value on DB projects.

In this chapter, we quantitatively analyze the role of network membership in the performance of firms within the public procurement market in Turkey. We use a unique public procurement dataset of all high-value public procurement contracts—those with a contract value worth over TL 1,000,000—awarded between 2005 and 2010. We consider two types of networks: (1) Internet-based procurement-specific networks and (2) business networks established through business associations. Internet-based procurement-specific business networks provide their members with a wide range of procurement related services, access to critical resources, and timely information. Business associations help member firms establish a strong and unified presence, effectively protect their shared interests, and thus collectively influence governmental economic policies. The findings suggest that both types of network memberships are effective in winning public procurement contracts. There is also an overlap among network memberships, with 8.4% of contracts awarded to the firms that have membership in both networks.
