Blonigen and Haynes (2002) calculated that pass-through of antidumping duty estimates to U.S. pricing of 200% would be required to eliminate potential antidumping duties. However, this calculation was based on an error in interpretation of U.S. antidumping practice, that antidumping duties themselves are subtracted in an antidumping calculation. In fact there is no such subtraction, and a pass-through of 100% theoretically suffices to eliminate potential antidumping duties

AbstractThis article analyses economic and legal issues in the WTO dispute between Morocco and Turkey over hot-rolled steel. Over 2013–2014, the Moroccan government conducted an antidumping investigation against two Turkish steel producers. Morocco's investigation concluded that Turkish dumping was retarding the establishment of a new domestic industry; antidumping duties were imposed against both Turkish producers. This study compares the determinants of antidumping duties with those of countervailing duties using data for the U.S. ITC under the World Trade Organization system. The empirical evidences show that the commissioners are responsive to changes in trade balances and unemployment rate. The test of EU antidumping expiry review is the likely continuation or recurrence of the dumping. In this case, the General Court (Second Chamber) of the Court of Justice of the European Union found that the European Council made manifest assessment errors of facts in using the continuation test to extend antidumping duties on the non-dumping applicant. However, due to the high discretion of the Council and the Court in making antidumping decisions, it is not a rigid rule that the non-dumping producers shall be exempt from the duties in the expiry review.

Abstract Exporters incur in dumping when they charge unfair or abnormally low prices abroad. Antidumping laws seek to eliminate these practices. If the targeted firms fail to increase prices or to reduce sales, the imposition of antidumping duties corrects the price distortion. Antidumping activity, the most important form of contingent protection and a major source of trade friction, proliferated in the 1980s and 1990s. The number of antidumping petitions filed by General Agreement Tariffs and Trade (GATT) members surged from about 100 cases in the 1960s to about 1600 in the 1980s and over 2200 in the 1990s. The proliferation of antidumping investigations stems from their use as a protectionist tool in a world where traditional protection instruments have lost their force because tariff barriers are relatively low and quotas are on their way out. In contrast with traditional forms of protection, antidumping duties are temporary measures, selective in terms of target, discretionary in application, based on administrative decisions rather than legislation and are not transparent. These features also characterize other forms of contingent protection. These include countervailing duties intending to counter foreign subsidies and escape clauses allowing the imposition of temporary duties to protect domestic firms from fair but still disrupting market penetration by foreign firms.

This technical paper documents one approach to incorporating monopolistic competition into the GTAP model. In this framework, consumer preferences are heterogeneous, leading to an apparent "love of variety" in the aggregate utility function for each region.
