Recently, the concept of software radar has been proposed. The wide application of the digital technology has become a trend. With the development of modern radar system, the system requires higher and higher performance to the radar receiver. The technology of digital receiver has become an effective implementation method for high-accuracy and wide-band radar receiving systems. However, most of the digital receiver can only receive one wide-band signal with one center frequency. A multi-frequency digital receiver which can receive several center frequencies of signal simultaneously [1] is discussed in this paper. We also describe the theory and the design about digital receiver, introduce digital downconversion (DDC), FIR and decimation, digital beam forming and channel calibration. Based on the research, a realization of multi-frequency digital receiver based on FPGA is put forward. The analysis and simulation is made and the result shows the design of great performance.

This article is intended to introduce electronic reconnaissance digital channelized receiver design ideas based on FPGA implementation structure. It takes the use of polyphase filter implementation of Achieved using the polyphase filter bank channelized receiver as the focus, and makes use of multiple parallel receiving channels to get the results of the simulation. The channelizing is realized in the FPGA device of xc4vsx55 which belongs to Virtex4 group in Xilinx family. During the process of design, highly effective polyphase and the parallel assembly line structure's FFT flexibility are fully considered, which reduce the operand enormously and raise the operating speed.

In this paper, we introduce the design of a digital frequency modulation receiver using FPGA. The main component in the design is digital phase locked loop (DPLL) which compensate any changes between the frequency and phase of the input modulated signal and the frequency and phase of numerically controlled oscillator. The input to the receiver is 8-bit represents the sampled discrete time signal from the analog modulated received frequency modulation signal. The receiver is designed using Xilinx system generator and implemented on the FPGA board (Xilinx Vitrex-7 XC7VX550t board), works with 350 MHz and consumes 120 mW.

UWB digital receiver design methodology with sub-Nyquist sampling in radio monitoring and cognitive radio tasks, processing of overlapped signals in an ultra-wide frequency band without gaps is required. A digital receiver with sub-Nyquist sampling allows solving this problem. However, in practice, we have some issues. There are various kinds of ambiguity in determining the frequency. The nonlinear elements of the path generate parasitic harmonics of the input signal. In the multi-signal mode, the discrimination of signals deteriorates. All this significantly reduces the efficiency of signal analysis. Therefore, a receiver circuit with software implemented means of eliminating the listed disadvantages is proposed. Such a receiver has features characteristic of sub-Nyquist sampling and selectable parameters. A special technique has been developed to systematize the design process of the receiver. The design methodology takes into account the use of the receiver in single-signal and multi-signal modes. The result of the design is the receiver block diagram with a justification of the parameters of its main elements. The proposed methodology makes it possible to evaluate system characteristics such as sensitivity, the number of processing channels and the throughput by the number of superimposed signals. Automation of checking the conditions given in the methodology can significantly increase the speed and convenience of design. It is shown that for the Gigabit Ethernet interface, the through put of the receiver is about eight superimposed pulse or continuous signals. In this case, due to parasitic components arising in the nonlinear elements of the path, it can be reduced to 4 superimposed signals. The actual number of processed signals is also determined by the probability of their overlap, and when receiving pulsed signals, it can be much higher.

Aiming at high-cost, large-size, and inflexibility problems of traditional analog intermediate frequency receiver in the aerospace telemetry, tracking, and command (TTC) system, we have proposed a new intermediate frequency (IF) digital receiver based on Multi-FPGA system in this paper. Digital beam forming (DBF) is realized by coordinated rotation digital computer (CORDIC) algorithm. An experimental prototype has been developed on a compact Multi-FPGA system with three FPGAs to receive 16 channels of IF digital signals. Our experimental results show that our proposed scheme is able to provide a great convenience for the design of IF digital receiver, which offers a valuable reference for real-time, low power, high density, and small size receiver design.

In this paper, we propose a receiver design for satellite ground station use which can demodulate a waveform without specific knowledge of the data rate, convolutional code rate, or line code used. Several assumptions, consistent with the Space Network operating environment, are made including only certain data rates, convolutional code rates and generator polynomials, and types of line encoders. Despite the assumptions, a wide class of digital signaling (covering most of what might be seen at a ground station receiver) is captured. The approach uses standard signal processing techniques to identify data rate and line encoder class and a look up table with coded sync words (a standard feature of telemetry data frame header) in order to identify the key parameters. As our research has shown, the leading bits of the received coded frame can be used to uniquely identify the parameters. With proper identification, a basic receiver autoconfiguration sequence (date rate, line decoder, convolutional decoder) may be constructed.

High dynamic and multi-channel digital GPS receiver can handle the signals with high dynamic range, low S/N ratio and refresh data quickly. A hardware design of high dynamic GPS digital receiver is given. Based on analysis of the effect that high dynamic movement makes on the receiving signals, a scheme of fast-acquisition high dynamic GPS receiver is presented. Exact reckoning of the orbit parameters and the satellite clock parameters are integrated with appropriate algorithms. A DDLL is used to precisely estimate the C/A code delay, a CPAFC loop and a Costas loop to precisely estimate the carrier frequency and phase. The DDLL is assisted with carrier phase. The experimental results show that the receiver meets the design request.

Media extenders or digital media receivers are network devices that are used to retrieve digital media files (such as music, pictures, or video) from a media server and play or show them on a TV or home theater system. A technology that is often associated with these devices is the Universal Plug and Play (UPnP) technology. This technology enables network devices to be used without requiring the user to do network configuration on it. This thesis demonstrates how a device that is normally used for receiving digital television broadcasts can be enhanced to support media extender functionality. The thesis describes the design and implementation of the technologies that are needed to accomplish this functionality. The main topics are centered around on how UPnP awareness and media rendering (decoding) are incorporated into the device.

This report is the outcome of a thesis work done at Linköpings University, campus Norrköping. The thesis work was part of the development of a RF transceiver chip for implantable medical applications. The development was done in cooperation with Zarlink Semiconductor AB, located in Järfälla, Stockholm.

The transceiver is divided into three main blocks, which are the wakeup block, the MAC block and the RF block. The wakeup block is always operating and is awaiting a wakeup request in the 2,45GHz ISM-band. The RF-block is operating in the 400MHz ISM-band and is powered up after wakeup The MAC is the controller of the whole chip. All three blocks in the transceiver structure should be integrated on the same chip, using TSMC 0,18µm process design kit for CMOS (Mixed Signal /RF).

The purpose of the thesis work was to develop the wakeup circuit for the transceiver. The main purpose was to develop the digital control logic in the circuitry, using RTL-coding (mainly VHDL) but the thesis work also included a system analysis of the whole wakeup block, including the front-end, for getting a better overview and understanding of the project.

A complete data packet or protocol for the wakeup message on 2,45GHz, is defined in the report and is one of the results of the project. The packet was developed continuously during progress in the project. Once the data packet was defined the incoming RF stage could be investigated. The final proposal to a complete system design for the wakeup block in the RF transceiver is also one of the outcomes of the project. The front-end consists mainly of a LNA, a simple detector and a special decoder. Since the total power consumption on the wakeup block was set to 200nA, this had to be taken under consideration continuously. There was an intention not to have an internal clock signal or oscillator available in the digital part (for keeping the power consumption down). The solution to this was a self-clocking method used on the incoming RF signal. A special decoder distinguishes the incoming RF signal concerning the burst lengths in time. The decoder consists of a RC net that is uploaded and then has an output of 1, if the burst length is long enough and vice versa.

When it was decided to use a LNA in the front-end, it was found that it could not be active continuously, because of the requirements on low power consumption. The solution to this was to use a strobe signal for the complete front-end, which activates it. This strobe signal was extracted in the digital logic. The strobe signal has a specific duty cycle, depending on the time factors in the detector and in the decoder in the front-end. The total strobing time is in the implemented solution 250µs every 0,5s.

The digital implementation of the control logic in the wakeupblock was made in VHDL (source code) and Verilog (testbenches). The source code was synthesized against the component library for the process 0,18µm from TSMC, which is a mixed/signal and RF process. The netlist from the synthesizing was stored as a Verilog file and simulated together with the testbenches using the simulator Verilog-XL. The results from the simulations were examined and reviewed in the program Simvison from Cadence. The result was then verified during a pre-layout review together with colleagues at Zarlink Semiconductor AB. During the implementation phase a Design report was written continuously and then used for the pre-layout review. Extracts (source code and testbench) from this document can be found as appendixes to the report.

AbstractThe comprehensive realization of social participation for all individuals is a particular challenge in which the working world proves to be an important sphere. Despite normative reference points through socio-political innovations, people with intellectual disabilities and a high need for support are particularly excluded. Even in sheltered workshops, this group of people is excluded from participating in work as the challenges of life and labor in the 21st century are becoming ever more complex and the demands of production and business stricter. As a result, people with intellectual disabilities and a high need for support often fall off the radar in current inclusion efforts and – despite legal obligations – do not receive adequate support to participate in work. To counteract the negligence and tacit acceptance of the deprivation of a large part of the sheltered workshop employees – in the sense of social affiliation by work participation – design options for promoting work participation require careful consideration. This paper analyses the use and impact of technical assistance to promote work participation for people with intellectual disabilities and high support needs and reports the results of a field study on the use of technical assistance in a sheltered workshop.

The upsurge of COVID-19 proved the need to improve higher education capabilities to continue training even during class discontinuity. In UAC’s context, adopting e-learning is also a way to mitigate the significant number of students enrolled yearly (approximately 60.000) and provide quality education to all. Therefore, this research on students’ success and needs aims to identify the optimal learning conditions conducive to academic and professional success. Targeting two schools of UAC, we investigated the online learning environment, considering material and virtual environments, as well as pedagogical support provided to students at UAC. We analyzed the choice made at UAC to promote blended learning. We conducted in-person interviews with students, faculty, and staff and held a focus group with selected students. We collected information about what is being done regarding e-learning and users' perceptions and requested their needs for an optimal learning environment. We found that UAC does not have optimal conditions to provide quality e-learning to students. Many do not have access to devices (laptops, smartphones, or tablets) or a quality Internet connection. Faculty members still seek training, even if some have received Instructional Design and Pedagogy training from Arizona State University. Students and faculty members also express a need to receive coaching, tutoring, and pedagogical support from the technical staff, which are in a low number (only 3 in charge of supporting e-learning at the whole university). Based on this, we recommended that UAC: 1) develop a better material learning environment for students, faculty members, and staff through the acquisition of devices and improvement of the Internet connection, 2) provide training to students on how to learn online, and 3) develop staff capabilities to coach, tutor and support students and faculty members on the integration of e-Learning in academic practices.

The realities of digitalization require changes in strategies for choosing educational technologies. The modern educational process is not possible without the use of digital technologies. Digital technologies have led to the arising and development of blended learning. However, its effectiveness is determined not only by technology. The human factor receives special attention in this direction. Analysis of the World Development Report 2016: Digital Dividends allows us to identify digital competence as a necessary condition for the successful use of digital technologies, and hence blended learning. Learning interactions designing in the process of implementing blended learning requires timely diagnosis of the level of digital competence. A popular tool for this is the Digital Competence Framework for Citizens. To clarify the peculiarities of its use was made an analysis of the experimental implementation results of blended learning in the industrial training in sewing for intended masters. During the research, it was revealed that the most important digital competence areas for the variable learning establishment in the training of future professionals are Information and data literacy, Communication and collaboration and Problem solving. In addition, competence for area Problem solving conduce to increase the level of competence for all other areas. The level of digital competence of the subjects mainly coincide to the characteristics of basic and secondary levels. The obtained data clarified the reasons for the difficulties, decrease motivation and cognitive activity that occur among students using distance courses-resources learning designed for blended learning. Thus, the use of the Digital Competence Framework for Citizens at the initial stage of implementing blended learning can make a rational choice of strategies for combining face-to-face and distance learning technologies.

The NSW Suicide Monitoring System recorded 933 suspected or confirmed suicide deaths in 2023, highlighting the need for effective prevention strategies. The Towards Zero Suicides (TZS) initiative funds non-clinical crisis services like Safe Havens and Suicide Prevention Outreach Teams (SPOTs), providing peer-led, community-based support to individuals in distress. This Evidence Check aimed to evaluate the effectiveness and acceptability of such interventions for people aged 16 and over, informing potential refinements or new approaches in NSW. Fifteen studies from Australia, the US, Canada, Denmark, Belgium, and the UK were reviewed. Digital interventions, including self-help tools, social media campaigns, and crisis text lines, were accessible and well-received, especially among young people. Community-led programs like Wesley LifeForce Networks and Deadly Thinking improved local suicide prevention capacity. Crisis support services, such as Lifeline’s follow-up calls, were linked to reduced suicide risk. Workplace programs, like MATES in Energy, enhanced suicide literacy but showed mixed results for improving mental health. Peer-led and co-designed interventions were generally more engaging and relevant to service users. However, most studies had short-term follow-up, limiting assessments of long-term impact. Research gaps exist for Indigenous and LGBTQIA+ communities, and many studies lacked control groups, making causal links difficult to establish. Moving forward, a combination of digital, community-based, and workplace interventions is recommended. Sustained funding, long-term evaluation, and targeted research are essential to improving non-clinical suicide prevention strategies and ensuring their effectiveness for diverse populations.

Groening, Edward, Mick Moore, Denis Mukama e Ronald Waiswa. Pathways Into the Tax Net: Better Ways to Register African Taxpayers. Institute of Development Studies, maio de 2024. http://dx.doi.org/10.19088/ictd.2024.029.

Systems for registering taxpayers in sub-Saharan Africa are often poorly designed and managed. There are three characteristic problems: the process of registering new taxpayers is not sufficiently targeted on the people and businesses likely to be liable to pay tax; too many (nominal, unproductive) taxpayers are registered; and taxpayer identification (ID) details in the tax register are inaccurate. These problems interact perversely – each exacerbates the others. They will all to a large degree be solved, almost naturally, as a result of: (a) greater digitisation of tax administration generally, and (b) further interfacing between the digital systems of tax agencies and those of other (public sector) organisations, notably cross-government ID databases. But this takes time. There are significant shorter-term registration problems that need policy attention. In part they have not received it yet because these problems are rare in richer countries, which still exercise a huge influence on the tax reform agenda in Africa and other low-income regions. On the basis of recent experience in a range of African countries, we list some taxpayer registration practices that should be abandoned or used sparingly, and some that should be used more widely, to better target registration on those businesses and individuals who should be paying tax.

The Strengthening Host and Refugee Populations in Ethiopia (SHARPE) programme uses a market systems development approach to promote increased self-reliance and economic opportunities for refugees and host communities through the piloting and scaling of interventions across different sectors. This approach is based upon understanding the economic barriers that refugee and host communities face, and working with key stakeholders – including businesses, government, and service providers – to improve market function for people in these regions. This report focuses on evaluating the impacts of investments SHARPE has made in the financial market system, which have focused on developing markets for digital financial services in refugee hosting areas. A highlight of the evaluation are two co-developed randomized control trials, designed to help SHARPE and its partners overcome constraints found while implementing the programme. The report finds evidence that robust markets for digital financial services are emerging in refugee hosting areas near Jijiga and are a little farther behind in Dollo Ado. Enrolment in the mobile money product, HelloCash, has been quite robust, though lower among women and refugees. HelloCash users are more likely to report financial inclusion (beyond inclusion through Hello Cash); they are 8.8 percentage points more likely to report being self-employed; they are 6.1 percentage points more likely to report typically having enough income; and they appear less food insecure than non-users. To try to enrol more women and refugees and catalyse HelloCash use among those groups, we conducted two randomized trials, one which allowed high volume customers to refer customers and receive a small bonus for doing so, and one which provided inactive customers with small incentives to start using the system. The former trial led to increased enrolment, but the share of women and refugees enrolling did not change; the latter led to increased use among women, but not refugees. We conclude with some ideas about further experiments to catalyse more use among refugees.

The MIMI project was initiated by the DSI in partnership with the South African Local Government Association (SALGA), the HSRC and UKZN. The purpose of this initiative was to develop an innovative tool capable of assessing and measuring the innovation landscape in municipalities, thus enabling municipalities to adopt innovative practices to improve service delivery. The outcome of the implementation testing, based on the participation of 22 municipalities, demonstrated the value and the capacity of MIMI to produce innovation maturity scores for municipalities. The digital assessment tool looked at how a municipality, as an organisation, responds to science, technology and innovation (STI) linked to service delivery, and the innovation capabilities and readiness of the municipality and the officials themselves. The tool is also designed to recommend areas of improvements in adopting innovative practices and nurturing an innovation mindset for impactful municipal service delivery. The plan going forward is to conduct learning forums to train municipal officials on how to use the MIMI digital platform, inform them about the nationwide implementation rollout plan and support municipal officials to engage in interactive and shared learnings to allow them to move to higher innovation maturity levels. The virtual launch featured a keynote address by the DSI Director-General, Dr Phil Mjwara; Prof Mehmet Akif Demircioglu from the National University of Singapore gave an international perspective on innovation measurements in the public sector; and messages of support were received from MIMI partners, delivered by Prof Mosa Moshabela, Deputy Vice-Chancellor (DVC) of Research at the University of KwaZulu-Natal (UKZN) and Prof Leickness Simbayi, Acting CEO of the Human Sciences Research Council (HSRC). It attracted over 200 attendees from municipalities, government, business and private sector stakeholders, academics, policymakers and the international audience. @ASSAf_Official; @dsigovza; #MIMI_Launch; #IID
