Resumo:

The role of European documents in the development of learning outcomes is described in the paper. In addition to the main European documents describing the qualification level of graduates, the sectoral frameworks provide a benchmark for learning outcomes in the profile of the program. Compliance with the framework standard is the foundation for a study program to receive a quality label. As an example, the EQAS-Food and EUR-ACE® standards for study programs in the field of food science and engineering are considered. The focus on the framework standards ensure transparency and harmonization of study programs with European best practice.

Resumo:

The article deals with the issue of application of the European Sectoral Qualifications Framework for Military Officer Profession. Paper brings the main results of levelling the Senior Officer Course to the European Core Curriculum for Military Officers (MILOF-CORE). It was found out that 18 out of 35 learning outcomes of the Senior Officer Course were found to considerable degree relevant to the MILOF-CORE, the rest contain a various degree of national specifics. Lessons learned gained from the levelling were employed in a recent revision of study programs of the career courses organized by the Center for Security and Military Strategic Studies of the University of Defence.

Abstract Over 11% of Canadian students are currently enrolled in French immersion (FI) – a program where French is a subject of study and is the language of instruction in at least two content areas. Research shows that stakeholders in FI initial teacher education (ITE) programs identify French language proficiency development as an area of high priority; however, Canadian ITE programs do not typically provide linguistic support. This article reports on an adaptation and implementation of the Common European Framework of Reference (CEFR) (specifically, the European Language Portfolio [ELP]) as part of a remedial 24-week French writing course in an FSL ITE program focused on developing French proficiency. Student-teachers (n = 25) and the course instructor identified strengths and challenges associated with this initiative via surveys and interviews. Findings show participant convergence and divergence on the portfolio experience, raising implications for decision-making related to its use in ITE programs targeting FI teachers.

Resumo:

This paper presents a generalized method for management decision making incorporating risk assessment techniques. The risk based decision making methodology is applied to European Union expenditure programs used to implement its regional policy, such as the community support framework, community initiatives, special initiatives and other European policies. An example is presented for the development of an audit (inspection) program in the region of West Macedonia, Greece, during the implementation of the 3rd Community Structural Support Framework Operational Program. The generic nature of the method permits its use in the management of similar European regional programs in Greece and other European countries. It is also applicable to many other industries interested in applying risk-based management decisions to physical or process based systems. .

The article deals with the urgency of introduction of project-based learning in the Translation Programs of Ukrainian universities and discusses some directions for the introduction of project-based learning (PBL) in terms of translator’s competences as defined by the European Competence Framework for translation programs. The article offers a review of John Dewey’s theory of Project-Based Learning (PBL) and suggests some ways of how to incorporate its elements into the university Translation programs and how the European requirements for MA in Translation can help to determine the directions for the development of the elements of the PBL in Translation Programs. In the framework of the theoretical study, we carried out the review of various sources dealing with the PBL and reviewed the EMT requirements in Ukrainian context.

Resumo:

The purpose of the article is to analyze the regulatory framework for urban policy in some European countries in order to emulate their positive experience and to implement it in Ukrainian legislation. Methodology. The study used general scientific and special methods of legal science, in particular, analysis and synthesis method, logical method, logical and semantic method, historical and legal method, comparative and legal method. The results of the study. The foreign practice of regulatory framework for urban policy provision, the features of its development and implementation have been considered. The content of urban policy in a number of European countries (Latvia, Finland, France and the Czech Republic) has been studied and the relevant programs implemented by the European Union have been examined. Practical implications. The experience of foreign countries has shown that State urban policy is not always set out in a single document, but as a rule is presented in several legal acts or is a component of other State programs, especially in the area of regional policy. Value/originality. The authors have proven that taking into account the peculiarities of regulatory framework for urban policy in Ukraine, it would be appropriate to adopt a separate document on urban policy that would consider the European practice and legislation of the European Union in this area, as well as the peculiarities of Ukrainian cities.

Resumo:

The paper analyzes the documents of the European Higher Education Area and Ukraine, which enable the development and implementation of double/joint degree programs. It has been found that the implementation of double/joint degree programs has been addressed at all ministerial conferences responsible for higher education in the European Higher Education Area. An analysis of the legal framework of Ukraine showed that there are appropriate documents at the national level that allow the development and implementation of double/joint degree programs. The following issues have been identified for the implementation of double/joint degree programs: ensuring sustainability; ensuring proper funding; curriculum development; legal issues; recruitment of students; providing support from national or international organizations/government; program accreditation; academic calendar differences; institutional support; credit transfer agreement; communication with a partner; a fee structure agreement; language issues; the extent of the duration agreement; double counting of credits; negotiation development on the double/joint degree programs development.Key words: European Higher Education Area, academic mobility, European Research Area, recognition of higher education qualifications.

Resumo:

The aim of the European Neighbourhood Policy is to search for a new quality of cooperation between the EU and the states whose membership in the European Union is not presently considered. After preparation in 2004 of basic assumptions of the policy, activity of the ENP states in the framework programmes became a matter of interest of this policy. The paper presents the place of the framework programs in the European Neighbourhood Policy and the changes in participation in subsequent framework programmes, starting from 2002. It focuses on the analysis of instruments available in the seventh framework programme presentation of main assumptions on cooperation between ENP partner states in the Horizon 2020 programme.

Since the end of the 20th century in Europe, there has been a tendency to accumulate scientific knowledge, increase the level of competitiveness of European research and the mobility of scientists themselves. The goals and objectives set by the European Union are realized through the creation of a single European research area and the implementation of special framework programs. It is determined that today the European Union is one of the world leaders in research and innovation. It is scientific knowledge, experience, high standards of research, developed research infrastructure that guarantee many years of successful cooperation between the EU and other countries. Contacts between Russia and the EU in the field of scientific and technical cooperation are developing quite actively. Both in the EU and in Russia, the development of effective innovation policies and programs is important for the development of a knowledge-based economy and an increase in the efficiency of investments in research and development.

This article develops a theory of European power as ‘governmentality’, with a particular reference to European Union (EU)’s engagement of civil society in Indonesia through a package of “civil society strengthening programs”. In contrast to some arguments of ‘normative power’ or ‘civilian power’ in the European Union, that put emphasis on EU’s normative framework in explaining EU’s diplomatic engagements in world politics, this article argues that European Union’s global outreach is best seen as the politics of governmentality, which comprises the spread of norms to the “global south” through various developmental strategies in order to form particular subjectivities based on European Union’s “normative framework”. This argument will be applied to empirically explain the role of EU’s engagement of civil society in Indonesia. To substantiate the argument, this article will analyse (1) the debate on recent theorisation of “European power” in EU and International Relations studies, with a reference to Ian Manners’ conception of “Normative Power Europe”; (2) the snapshot of European Union’s key policies on International Development Assistance in Indonesia; and (3) the case of some projects related to “civil society strengthening programs” in Indonesia.

The article presents the curriculum included in the module "Bulgarian as a Second " language in the Curricula for Bulgarian Language and Literature, organized abroad "from the first to the fourth grade. In these programs the language competence is defined in the degrees of the Pan-European Language Framework - A, B, C. Bulgarian language education outside Bulgaria is realized 3 hours a week in Bulgarian Sunday schools. The aim is for Bulgarian students abroad to master their mother tongue on a comparable level to that of their peers, the learners in Bulgaria. At the end of the fourth grade, the Bulgarians abroad are expected to reach level A2.2. of fluency in Bulgarian language of the Pan-European Language Framework.

The global pandemic and subsequent quarantine measures and restrictions have posed an array of challenges to the structure and procedure of university summative assessment process. Qualification assessment for Foreign Languages major programs in particular is a strict regimen process that involves different stages (oral and written exams, final project viva, internal and external review). Factors of societal change, that provide the backdrop for skillset critical transformation, crucial for the COVID-19 emergency educational framework are considered. The study premise is based on identification of various competency principles, derivative of 21st century skills for university staff members and projected digital literacy requirements. A correspondence between 21st century skills framework, Competences 2020 framework and the newly devised Global Skills framework has been devised. The study objective is to critically review the applied case and best practices of Borys Grinchenko Kyiv University Digital Final Qualification Assessment for students of European (French, Italian, Spanish, English, German) and Oriental (Mandarin Chinese, Japanese) Languages major programs, employed in the year 2020 due to quarantine measures. The survey and analysis of different ICT tools is used to translate real life qualification assessment practices into online blended format. The investigation also seeks to identify various groups of applied digital skills and collaboration skills, utilized through qualification assessment process by all parties (students, faculty and referees). It is determined how in the situation of the COVID-19 pandemic lockdown all elements of the Final Qualification Assessment at Borys Grinchenko Kyiv University for European and Oriental Languages programs have been relegated to the digital, remote or blended format with the use of ICT tools. The qualification assessment regimen for foreign languages major programs was adapted to digital format as a framework (a legal procedure that results in the degree confirmation of a student), the string of consecutive communicative activities according to the legal procedure, the "ritual" scenario. Resumo:

The purpose of this article is to present the development of inclusive experiential education courses in the Czech Republic. The inclusion of people with disabilities (PWD) in recreation, sport, and education has become more prevalent in Czech society. This article describes the conceptual meaning of the term inclusion from both a historical and theoretical perspective based on the work of two Central/Eastern European authors (Jesenský, 1998; Válková, 1998). The article also highlights one case study of The Czech Outward Bound branch Prazdninová škola Lipnice Vacation School Lipnice, which has applied these theoretical perspectives in developing inclusive experiential education programs. This article also provides specific examples of programs and activities that can help enhance the inclusion of PWD within the experiential educational environment.

Purpose – Regulatory pressure, consumer awareness, and the quest for competitive advantage place sustainable products in today’s decision-making spotlight. The purpose of this paper is to explore supply chain dynamics as they relate to sustainable product programs and to empirically develop a framework to align efforts across the supply chain to bring sustainable products to market. Design/methodology/approach – Grounded in systems design, stakeholder theory, and the theory of planned behavior, the authors conduct an inductive empirical study of 28 European and US companies. Findings – The authors make three contributions. First, the authors identify six dimensions of product sustainability, which map to the Greenhouse Gas Protocol’s sustainability scope model. Second, the authors model relational dynamics using systems diagrams to provide a framework that: first, communicates a common understanding of product sustainability; and second, facilitates tradeoff analysis. Third, the authors elaborate behaviors needed to reduce ambiguity and compliance costs. Practical implications – Managers can use the framework to assess product sustainability and evaluate tradeoffs across product dimensions and supply chain participants. Using this insight, managers can design sustainable product programs that engage supply chain participants. Social implications – By identifying dimensions, defining costs, and uncovering tradeoffs, managers can more effectively implement sustainable product programs. Originality/value – The framework provides a much needed source of clarity to mitigate role ambiguity, reduce compliance costs, and promote collaborative behavior in bringing sustainable products to market.

Resumo:

The main objective of the paper is to provide a general overview on Romania’s ability to attract European funds for research, development and innovation. The paper compares the participation of the former communist countries of Europe in FP7 and H2020. The main conclusions of the analysis are: EU12 presents cumulative participation in the research framework programs far below Western Europe; the productivity of EU12 research staff, measured by the ability to attract European funds, has increased significantly, but there are large gaps between the countries analysed; Romania has seen an improvement in the participation in the two European programs, but remains on the last place in terms of EU contribution per inhabitant.

European Inclusive Physical Education Training The purpose of this presentation is to introduce the outcomes of the project European Inclusive Physical Education Training (EIPET; LLP/LdV/TOI/2007/IRL-502). The project aims to tackle difficulties that arise associated with the inclusion of children with disabilities into general education; and associated current deficiencies in initial and continued physical education teacher training to deal with same. The purpose of this article is to describe job specific functions, which general PE teachers can face in inclusive physical education, and related professional competencies, which teachers should acquire in their pre-service or in-service training. The functional map was developed based on the model of service delivery titled PAPTECA to reflect systematic step in teaching children with disabilities in inclusive PE. We will discuss the implication of functional map and competence framework for teacher preparation programs in light of presented barriers and facilitators of inclusive physical education. We will provide practical examples of modules and courses build on the EIPET theoretical framework. We will discuss the possibilities and limitations related to the theoretical principles, practical training and practicum experiences working with persons with disabilities as part of EIPET module (introductory APA courses).

Abstract: The consequent enlargement of the European Union in 2004 and 2007 gave the new-member-states an access to programs and financial sources with significant capacity and impact. The present paper aims to analyze the influence of the social policy framework over the public service delivery in Bulgaria. The first part of the paper is devoted to the general categorization of social services’ suppliers and the already established mechanism of their functioning. In the second part the focus on the conceptual framework introduces the main dimensions of the policy, institutional regulations and operational programs. The third part provides empirical results from the efficiency analysis of the social programs implementation and discussion on their impact.

Should firms treat Europe as a single market with standardized marketing, or should national European markets be treated differently? Which aspects of marketing lend themselves to a more Europe-wide or “Pan-European” approach? What is the relevant definition of Europe? Although currently “Pan-European” marketing is more of a myth than a reality, the trends point toward greater integration, therefore companies need to reassess their European marketing strategies and adapt their marketing operations and programs accordingly, using a coherent framework such as the one proposed in this article.

An analysis of the Bologna Process documents and the legal framework to ensure academic mobility to academic staff and students in Ukraine shows that understanding of the need for further implementation of the below listed: the European Credit Transfer and Accumulation System (ECTS) has been achieved at the level of European and national higher education systems; national qualifications frameworks to be compatible with the EHEA Qualifications Framework (2005); the transcript of academic record as well as European and national higher education quality assurance systems. Significant achievements now include: expanding the international academic and student community; appearance of new perspectives of human resources development; improving career chances of graduates; adaptation of educational programs that are not offered by national higher education institutions; harmonization of national and international education quality assurance processes; practical success in creating an open, attractive and competitive EHEA. According to the Paris Communiqué (2018), the priorities in 2018-2020 for evaluating the quality of cooperation in the EHEA, in particular for ensuring academic mobility, are to implement: 1) a three-tier system compatible with the EHEA qualifications framework and the first and second ECTS cycles; 2) adherence to the Lisbon Convention on the Recognition of Qualifications; 3) ensuring the quality of education in accordance with the standards and guidelines of the EHEA.

The article deals with preparation of lecturers for research-based teaching in the framework of professional development programs at European universities. It has been noted that the development of professional competencies among lecturers, necessary for such teaching, is determined by 2 factors: the orientation of the institutional policy and corporate culture of a higher educational institution towards the introduction of a holistic system of teaching based on research, as well as professional development programs at university aimed at improvement of existing professional competencies and acquisition of the new ones. The article analyzes the experience of University College London (UK) and the University of Gohenheim (Germany) in preparation of lecturers for research-based teaching. It has been confirmed that these higher educational institutions have implemented a holistic research-based teaching system, as well as extensive professional development programs for lectures to prepare them for such teaching, including not only trainings, but also individual consultations and seminars, mentoring support from more experienced colleagues, manuals, scientific resources, online directories, etc. The article presents actual examples of introduction by lecturers of a holistic research-based teaching system into the educational process at all educational levels.

Abstract This paper presents a novel framework, based on traditional system safety modelling approaches, for the representation and comparison of airworthiness aviation frameworks. A disparate array of military airworthiness frameworks have emerged due to a lack of standardisation and the absence of a recognised organisation needed for the harmonisation of military regulatory frameworks.. The complexity and subsequent cost in inter-agency recognition of existing certification programs has led to the establishment of a European forum of military airworthiness authorities. The forum is working towards establishing a common regulatory framework across its European member states. The common framework provides the systematic basis for a certification of military aircraft that can be readily recognised by all of the member states. This will have many cost and efficiency benefits for the EU. The framework and recognition process have recently been accepted as a method for establishing recognition outside of Europe, with some identified shortfalls. This paper establishes a method for overcoming these shortfalls for nations outside of europe. The Product-Behaviour-Process (PBP) Bow-Tie, which is a novel application of the traditional bowtie risk modelling tool, derives test points that capture the airworthiness attestations for the high-level engineering lifecycle processes of design, production and maintenance. The proposed framework is used to provide a comparison between the Australian Defence Force and United States Army regulatory frameworks. The comparative case-study clearly demonstrates the benefit of the PBP Bow-Tie model in its ability to systematically represent the disparate regulatory frameworks. A novel representation of the output is also described, which facilitates a visual comparison of the results. The application of the PBP Bow-Tie framework to the case-study of regulatory frameworks reveals significant differences that need to be addressed in order for inter-agency recognition.

Employers in the United States (US) increasingly offer personalized wellness products as a workplace benefit. In doing so, those employers must be cognizant of not only US law but also European Union (EU) law to the extent that the EU law applies to European immigrants or guest workers in the US. To the extent that wellness programs are implemented in either public health or employment contexts within the US and/or EU, sponsors of these programs can partner with direct-to-consumer (DTC) genetic testing companies and other digital health companies to generate, collect, and process sensitive health information that are loosely or partially regulated from a privacy and nondiscrimination standpoint. Balancing claims about the benefits of wellness programs are concerns about employee health privacy and discrimination and the current unregulated nature of consumer health data. We qualitatively explored the concerns and opinions of public and legislative stakeholders in the US to determine key themes and develop privacy and nondiscrimination best practices. Key themes emerged as promoting a culture of trust and wellness. Best practices within these themes were: (1) have transparent and prominent data standards and practices, (2) uphold employee privacy and nondiscrimination standards, (3) remove penalties associated with biometric outcomes and nondisclosure of sensitive health information, (4) reward healthy behavior regardless of biometric outcomes, and (5) make program benefits accessible regardless of personal status. Employers, DTC genetic testing companies, policymakers, and stakeholders broadly should consider these themes and best practices in the current absence of broad regulations on nondiscriminatory workplace wellness programs.

The results of the analysis of European Research and Innovation Framework Program “Horizon 2020” calls, propositions and projects with their main subjects devoted to the problems of advanced materials, perspective technologies of their production and processing are presented in this paper. Analysis had been made on the base of Horizon Dashboard data. Horizon Dashboard is the suitable instrument created under the requirements of the European Commission, which presents an overview of evaluated proposals (incl. success rates) and detailed statistics and data about funded projects and their participants, broken down by countries and regions, research domain/program part, organization type, etc. Furthermore, this instrument allows to analyze country and organization profiles considering 38 thematic priorities (four of them: advanced materials; advanced manufacturing and processing; nanotechnologies, advanced materials and production; biotechnologies are devoted to materials science aspects), funding received, participations by region, top beneficiaries, collaboration with other countries, SME participation and more. Data about total project numbers, funding, top participating countries, top participating organizations had been presented for the each of four materials science priorities. Special attention had been paid on the participation level, funding, and success rates of Ukrainian organizations. Situation with materials science thematic priorities in the new European Research and Innovation Framework Program “Horizon Europe” had been described and it was underlined the absence of separate materials science working program in “Horizon Europe”, and necessity of the analysis of several working programs such as “Digital, Industry, Space”, «Climate, energy, mobility» and etc. for the search of corresponding materials science topics and calls. Status of Ukrainian organizations in “Horizon Europe “program till signing and ratification of agreement between Ukraine and European Union about participation of Ukraine in Horizon Europe Program had been clarified. Abstract The article sets demographic change in the Alps in the framework of European Territorial Cooperation programs. A statistical overview of selected regions in five Alpine countries serves as a basis for further policy analysis. The latter was undertaken to reveal how transnational projects tackle youth issues, including the difficulties within the labour and real estate markets that appeared to be the most problematic factors influencing (out) migration of the youth. While there is only a minor recognition of the young in current policymaking on supranational, regional and local levels, the analysis showed that the added value of transnational programs for mountain regions and localities can be recognized in the development of multi-stakeholder environments, creating and transferring new solutions for the labour market as well as empowering youth participation in policy processes. However, the extent to which these solutions might contribute to overcoming the challenges of demographic change because of transnational programs is limited by various factors. Among these are the precise governance framework, administrative capacity, and population figures.

Due to changes in educational system of Republic of Kazakhstan, i.e. with the transition into trilingual educa-tion the necessity of training future teachers working in polylingual groups appeared, as so the teacher is or-ganizer of receiving information. Today such training is being realized in more than thirty universities around RK. However, in spite of developing educational programs and realization of future teachers training, there are not standard requirements for selecting teachers yet. The omission of particular requirements influences to the teaching quality and education in whole. In the given article there are presented six competences, which are considered as main for teachers working in polylingual groups. Each competence is presented with the de-scription of main skills and proficiency. The usage of given competences allows to improve educational sys-tem.

The article analyzes the origins and current trends in the development of the crisis response structures and mechanisms within the European Union. The reasons for the failures of the EU in the implementation of the plans of previous decades to create EU Armed Forces separate from NATO are being considered. Thirty-four military, police, border and consultative operations and EU missions in conflict regions are being typologized in the article. It is concluded that the most in-demand operations were EU police and numerous "training" or "consultative" missions aimed at creating modern and professional state security forces in unstable regions. Although formally the European Union is only a subregional international organization, in practice the EU does not consider it necessary to legitimize its own interventions into conflicts through UN mechanisms. Operations and missions are conducted on the basis of the European Council's own policy decisions. However, the EU does not conduct openly coercive military-political missions on its own, leaving decisions on them to the UN Security Council. The article analyzes the structure, types, purposes of several dozen programs of military-technical and military-political cooperation implemented by the European Union within the framework of the EU Permanent Structured Cooperation Program (PESCO). The author structurally subdivides PESCO programs into groups: structures and means of joint crisis response, military-infrastructure programs, naval initiatives, programs in information and communication and cyber-spheres, logistics and military-medical programs, military-training programs. The content of each group's programs is reviewed in detail. The article substantiates the conclusion that the implementation of the currently announced PESCO programs will strengthen mostly the EU's marginal (background) capabilities in operations and missions under the Common Security and Defense Policy. PESCO does not actually include programs directly aimed at any drastic improvement of capability for missions and operations in crisis and conflict regions outside the EU.

Abstract The time span between 2014 and 2020 constitutes a new, multi-annual financial framework. During this time, by negotiating with the European Union, Romania received financing through 5 major types of funds which were part of the European Structural Investments Funds (ESIF) and which were structured in six major Operational Programs, the most consistent of which is POIM - The Major Infrastructure Operational Program (MIOP). Within this financial framework, Romania needs to improve its absorption of funds based on the experience gained in the previous framework, with regards to issues like bureaucracy, corruption, lack of qualified personnel for the implementation of projects, the transition from the quantitative side of projects to the qualitative one, and the lack of a strategic vision. The country shouldn’t continue with justifications of powerlessness that are divided between political and economic factors. Romania needs a viable solution in terms of absorption, because otherwise economic and social development projects cannot be carried out in the near future. Romania's problem is that, after 2020, it has to absorb an amount of around 80 billion euros in European Funds coming from both the Recovery and Resilience Program and the 2021-2027 allocation.

The expediency of developing an integral coordinated information policy of the EU Member States, aimed at unification of the approaches to information security, is substantiated, as well as the experience of the EU Member States in this field aimed at improving the domestic regulatory framework of information security provision is studied.

This article proposes an analytical framework for assessing free and open source software programs in merger control procedures. When one of the merging parties owns the intellectual property rights associated with a Free and Open Source Software (FOSS) program, the competition authorities should first assess the ability and likelihood of the merged undertaking to remove this program from the market. To this end, the authority must evaluate whether the incentive of the merged undertaking to make the program involved in the transaction available post-merger under a FOSS licence will be reduced in comparison with the pre-merger situation. If, post-merger, it is still more profitable for the merged undertaking to provide the program under a FOSS licence than under a proprietary one, this program will then continue to exercise a significant competitive constraint in the market and no competitive concern will arise. By contrast, if the competition authority concludes that the FOSS program may disappear from the market, the authority must assess whether the competitive pressure this program wielded pre-merger will be taken up postmerger. In addition, this article discusses the possible role of FOSS licences in the design of merger remedies.

European Higher Education is growing together. Both students and institutions are increasingly going abroad to obtain or offer education. Lately, the issue of branch campuses, franchising or validation arrangements have caused controversy. While European law guarantees all EU universities to offer their study programs in other EU Member States, there is not yet an overarching form of cross-border quality assurance. A recent study has investigated the prevalence of cross-border provision of higher education as well as its regulation in 27 Member States of the European Union. This article explores existing loopholes and makes recommendations for a European quality assurance framework for cross-border education.

Social policy is a complex and heterogeneous system of political governance, which makes it necessary to study its implementation within the framework of various political systems and their constituent political institutions. Special attention should be paid to the political and social experience of European parliamentary monarchies, in which the elements of social policy are effectively implemented through social programs, the beneficiary, trustee or initiator of which is the monarchical component. A clear example reflecting the implementation of the previously announced principles of social policy in a practical dimension is the social programs of the monarchical component presented in the Principality of Liechtenstein. The article examines the social programs of European parliamentary monarchies, their role in the political process and the influence of the institution of the monarch on the adoption and implementation of relevant political decisions. The assumption is substantiated that the social programs characteristic of monarchical states correspond to the social function of the institution of the monarch, and also contribute to the de-escalation of social tension and the growth of political stability in society. A special monarchical approach allows for the support and protection of those social aspects that, by their nature, have a reduced public interest in non-monarchical states of government, which allows us to talk about the unique experience of European parliamentary monarchies and their contribution to the political and social progress of European states. These statements are confirmed by the experience of the social programs of the Principality of Liechtenstein, which is used as an illustration of these provisions.

The European instruments have started acting adequately in Bulgaria since 1991, when the country was accepted as a member of a number of initiatives and pre-accession instruments were introduced. At a later stage commenced the action of the principal European instruments: the framework programs (1998) and structural funds (2003).They intervened the research and education area as real tools in the late 1990 and are acting up to now, being either options from new programing period of Structural funds functioning or as initiatives of new generation Framework programs (Horizon 2020 and Erasmus+, etc.)This article considers the positive effects of these instruments in three directions consecutively: Financially, as a source of additional resources; Science Metrics-wise, as a volume of scientific production, created with their financial support, and evaluation of this production by the world scientific community; Other benefits.The effect of realizations of this instruments has been explored and achieved results have been analyzed as a fundament for further improvement of their effective absorption and bettering the system of research and education.

The development of legislation on environmental protection in France was significantly influenced by the legislation of the European Union. The close interaction of the legal development of its member states led to the formation of a uniform approach to the implementation of environmental activities. Within the framework of the European Community, and subsequently the European Union, seven sectoral environmental programs for the implementation of measures in the field of environmental protection were developed, which consistently replaced each other. The whole set of legal acts of the European Union and the principles of environmental legislation formed on their basis are reflected in the relevant constitutional law of France, namely the Environmental Charter, and in many other legal acts aimed at harmonizing national and European legislation.

This article analyzes the extent that a European funding instrument, the Framework Programme (FP), has affected the structuring of sociologists’ project collaboration practices in a post-communist Estonia, which joined the EU in 2004. It is hypothesized that to better understand how the FP has structured the sociology discipline in Estonia, its usage should be studied in two distinct levels of academic context; the national and disciplinary levels. Science administrative elite have used the FP as a normative model for implementing national research funding policy reforms. In the case of sociologists, these reforms have engendered a partial auto-exclusion from competition for national grants perceived as highly competitive and resulted in an orientation towards commissioned contract funding both at a national and European level. This exposes the limited structuring effect of the FP in Estonia, a country otherwise considered an exemplary participant in EU programs.

In recent years there have been significant improvements in outcome of rectal cancer treatment. Both new surgical techniques as well as effective neoadjuvant treatment regimens have contributed to these improvements. It is key to spread these advances towards every rectal cancer patient and to make sure that not only patients who are treated within the framework of clinical trials may benefit from these advancements. Throughout Europe there have been interesting quality programs that have proved to facilitate the spread of up to date knowledge and skills among medical professionals resulting in improved treatment outcome. Nevertheless, between European countries remain differences in outcome and treatment schedules that cannot be easily explained. The European CanCer Organisation (ECCO) has recognised these importances's and created the 'European Registration of Cancer Care' (EURECCA) framework to develop a European colorectal audit structure. EURECCA will advance future treatment improvements and spread these to all European cancer patients. It provides opportunities to treat elderly and comorbid patients evidence based while it offers an unique insight in social-economical healthcare matters. As such, ECCO has established the basis for a strong, multidisciplinary audit structure with the commitment to improve cancer care for every European cancer patient.

The purpose of this paper is to explore gender differences in learning experiences among students participating in international study mobility programs. It was undertaken by university students from several institutions of higher learning around Europe in the context of internationalization and intercultural education, which has become a central tenet among European institutions. The research on gender differences in student approach to international study mobility was carried out among 440 university students from five European universities within the context of the Competent student: Experienced Graduate: International Labor Market Key Competency Workshops project, conducted within the framework of the International Partnership Project on Student Mobility financed by the Polish National Agency for Academic Exchange. Taking into account both potential competences that are developed during Short–Term Study Abroad (STSA) programs and the usefulness of specific modes of learning during international study tours, the findings suggest that female students have a higher predisposition towards intercultural experiences on STSA programs.

Since 1983, after the participation of Greece in the European Union (EU), IGME has carried out many research projects relevant to earth sciences funded by the European Commission (EC). Especially in the sector of Marine Sciences, a number of projects have been funded in cooperation with other European Institutes. The main targets of the research projects were relevant to the tasks described in the various framework programs (FP) evaluated by the EC, with the tasks changing according to the decision of the European Parliament. The marine projects became gradually larger in terms of the number of the participating Institutes while their target focused more toward to the society needs such as the sustainable energy resources and environmental problems. In this presentation we will describe the research projects relevant to the above targets that were carried out in the last 10 years partly or entirely in the Greek seas.

In order for those data to be available and used by the international scientific community, a need for standardization and harmonization was imminent. Towards this scope IGME, along with 25 other marine geological and geophysical data centres, located in 17 European maritime countries, participated in the GEO-SEAS project: the implementation of an e-infrastructure. The aim of the project was to enable users to identify, locate and access pan-European, harmonised and federated marine geological and geophysical datasets and derived data products held by the data centres through a single common data portal. All available data have been harmonized according to the GEO-SEAS guidelines and standards. Detailed metadata files were created, accompanied by the corresponding data and additional information files. The standardization, harmonization and provision of data and metadata, carried out through the GEO-SEAS project, are aligned with European directives and recent large-scale framework programs on global and European scales.

Resumo:

The problems of development and use of requirements to education results at the level of subject matter, educational module and educational program are considered in this paper, and also the advantages of training results have been shown. Nowadays the learning outcomes play the key role in European higher education strategy, as well as in strengthening of European dimension in higher education. Learning outcomes have become the basis of Dublin Descriptors forming Qualifi cations Framework in European transfer of credits and their accumulations, in reform of educational courses, introduction of innovations, elaboration of learning modules and educational programs. They improve the practice of international recognition and job placement, stimulate mobility. Learning outcomes promote the achievement of students-centered learning and inculcation of competence-based approach. Application of learning outcomes as dynamic method of educational programs projecting facilitates joint work with employers, and the forward experience of foreign higher education institutions is evidence of it.

EuroPsy – European Certificate in Psychology represents an educational framework and minimum standards for training of psychologists across different European countries. Within this framework, a year of supervised practice is required for entry into independent practice. In Slovenia, supervised practice has not been regulated until now. The paper presents a project which aimed at establishing a mentoring network and developing a model of education program for mentors and students involved either in internship or supervised practice. Steps in the educational process are presented: Acquiring the competence approach and task planning, hands-on activities in practical settings, structured reflection, and assessment of students’ competences and mentors’ role. The project is evaluated and some guidelines for education programs on supervised practice are outlined.

Abstract The poor international competitiveness and the debatable language competences of the English language teaching staff educated in the Republic of Macedonia impose the need to revise the framework of higher education requirements for this profession and educational programs implemented by higher education institutions in the first place, as well as the professionalization of already existing staff. In this process, the main challenge resides in raising the operational level and standardization of the profession, followed by harmonization of national descriptors with the Common European Framework of Languages.

Resumo:

Since the Lisbon European Council in 2000, there has been a growing interest in the European in Europe concerning mentoring in adult education, which, however, has focused primarily on adult learners as beneficiaries, and is linked to their participation in educational programs, as well as their inclusion in the labour market. The aim of this paper is to present a research study aimed at exploring Greek adult educators’ views on mentoring. The findings indicated that adult educators are favourably disposed to mentorship and they describe a framework which incorporates the concepts of teamwork and reflection.
