Abstract The article sets out to stir up the debate on reconciliation project in the post colonial Africa. As we strategise on ways and means of delivering the promise of reconstruction, there is need to pay more attention on the reconciliation for individual and society. In other words, does reconciliation mean blanket forgiveness or reparation? How can we ensure that those who looted Africa account for their misdeeds without further complicating the situation? The article is set on the premise that even though there are many paradigms in African theology of the twenty-first century, minor paradigms (refer to reconciliation, liberation, inculturation, market-theology and charismatic among others) and the dominant paradigm (refer to reconstruction) are both critical in the holistic rebuilding of the post colonial Africa. This said; it is imperative to critically assess reconciliation as an important paradigm – as it runs concurrently with other paradigms in Africa today. In particular, are the Truth, Justice and Reconciliation Commissions taking place in various countries of the tropical Africa, since Tutu’s South African sample of 1995, rooted in African cultural and religious heritage, and hence authentic? How can Africa go about her reconciliative phase?

AbstractThis paper argues that the Confession of Belhar 1986 articulates the story of the Triune God's work of justice, reconciliation, and unity. That story redeems the human stories of injustice, alienation, and division in South Africa. It transforms us into people who make new stories of justice, reconciliation, and unity. The story of Belhar serves as a staff for justice, reconciliation, and unity. The cry for justice, reconciliation, and unity is first outlined (1). Thereafter, Belhar's understanding of justice as compassionate justice (2), reconciliation as the overcoming of alienation between humans and God, and as the overcoming of estrangement among human beings, and reconciliation as embrace (3), and unity as unity in proximity (4) is discussed. Last, an appeal is made for the continued confession and embodiment of justice, reconciliation, and unity in and through churches as spaces of hope (5).

Resumo:

This essay continues the discussion (started in “Part 1” in the April 2012 issue) on the proposals of the Second African Synod for reconciliation, justice, and peace in Africa. In this second part, the theme of reconciliation is developed, while I propose a missional theological praxis of transformation in Africa through African Christianity. The paper argues that this requires the departure from a triumphalistic theology that glories simply in Christian expansion in Africa to a deeper concern on how to bring about the fruits of the eschatological harvest of God's kingdom in the challenging and changing social contexts of African societies. The article proposes how to mine the riches of the new Pentecost currently swiping through Africa by valorizing the agency of African Christians and cultural traditions to bring about a better and more hopeful Africa.

And Zaccheus remained in the tree: Reconciliation and Justice and the Truth and Reconciliation CommissionSouth Africa’s Truth and Reconciliation Commission (TRC) has been praised the world over for its work and its example is being followed by many countries, in Africa especially. In South Africa the TRC has raised hopes and expectations that went beyond the TRC’s functionality within the framework of South Africa’s political settlement and its legal mandate given by Parliament. This contribution argues that there is growing disillusionment with the work of the TRC especially among black communities and that one of the major flaws of the TRC rests in its failure to link reconciliation with justice. Justice here must not be understood within the strict legal terms that some have applied to the work of the TRC but rather from within the expectations created by the TRC itself through its own insistence that its work should be seen as a Christian endeavour. This failure has a direct bearing on the situation South Africa finds itself in today, and the author argues that a return to an understanding of reconciliation that presupposes justice will help address one of the most critical issues in our social, political and theological discourse today.

As important as the need for authentic leadership in the fields of politics, economy and education in Africa may be, the continent is also in dire need of leadership for reconciliation. Against the backdrop of the South African Truth and Reconciliation Commission (TRC), the author – who served on the Commission – discusses five characteristics of leaders for reconciliation. Leaders need to be: leaders with a clear understanding of the issues at stake; leaders with respect for the truth; leaders with a sense of justice; leaders with a comprehension of the dynamics of forgiveness; and leaders with a firm commitment. The insights and experiences of both the chairperson of the TRC, Desmond Tutu, and the deputy chair, Alex Boraine, form the backbone of the article.

Resumo:

In this article the author explores possibilities for cultivating justice with reference to teaching and learning in (South African) universities. It is argued that teachers and learners ought to become responsive, democratic and critical – they need to act justly in order to break with South Africa's apartheid legacy. The author discusses why readiness, deliberation and responsibility – acts of justice – ought to unfold in South African university classrooms and, more importantly, how each characteristic can potentially engender responsiveness, democracy and criticism respectively. Finally, some of the implications of justice through teaching and learning for civic reconciliation in South Africa are explored. The author shows how a responsive (compassionate), democratic (deliberative) and critical (restive) disposition on the part of individuals can offer hope for enhancing civic reconciliation after decades of apartheid rule.

This paper will argue that the union which brought the Uniting Presbyterian Church in Southern Africa into being was based on an inadequate view of reconciliation in a Christian context. While lip service may have been paid to the authentic concept, flawed views have led to many misunderstandings concerning the mission and vision of the new church, and despite attempts at reformation and renewal, reconciliation as justice restored still evades the ethos of the young denomination.

Resumo:

Transitional justice refers to a set of judicial initiatives that have been used in so-called post-conflict societies in transition from war to peace or from authoritarian rule to democracy. By the turn of the millennium, transitional justice had become a dominant global model and the list of countries that have undertaken some form of transitional justice is large and constantly growing. Truth commissions are a popular form of transitional justice. They are defined as investigative bodies that have been mandated by their sponsor governments to clarify controversial historical events and contribute to criminal justice efforts, reparations for victims, development of stable public institutions, and national reconciliation (Freeman 2006: 40–87). What is known to the general publicas a paradigmatic case of the truth commission is, of course, the Truth and Reconciliation Commission of South Africa set up in 1995. It was only after the South African experience that the idea of a truth commission holding public, victim-centred hearings became the norm (ibid.: 24–25).

Resumo:

This thesis seeks to investigate the possibility that the binary opposition between retributive and restorative forms of justice that structures the discourse on justice is unhelpful and unnecessary, particularly for societies seeking to extricate themselves from violent conflict and towards building peace and democracy. I shall argue for the importance of considering restorative justice as conceptually and historically prior to the possibility of retributive justice rather than the negation of one or the other, as well as advocate the potentially greater transformative power of the values of restorative justice which may provide a constructive alternative to retributive justice in the context of post-conflict peacebuilding.

Twentieth century is an epoch that has known the ravages of war, violence, oppression, exploitation and conflict. In a century marked by great human brokenness which has escalated the alienation from God, from one another and from the whole of creation; what would be the proper mission of the Church in such a context? This breakdown of the whole human family which has led to great suffering stares us in the face. It has been an epoch with two world wars, genocides, nature‘s rebellion as the weather and atmospheric conditions have been unpredictable and above all that world development has taken place on the heads of billions of people who live in abject poverty. In a world torn apart by conflicts and division, reconciliation becomes a necessary theological theme for mission, if we are to work for a better future for "All have sinned and fall short of the glory of God" (Rom. 3:23)

"This dissertation seeks firstly to re-examine the merits of the competing philosophies on the role of amnesties in transitional justice. It seeks in particular to investigate the currently popular notion that justice is necessarily retributive and even beyond that, to determine the veracity of the claim that prosecution represents a necessary element of retributivist justice. The objective is to contribute to the ongoing debate by examining and drawing practical lessons from the case of South Africa, which emerged in 1994 from several generations of institutionalised gross violatoins of human rights. Accordingly the Amnesty Committee of the South African Truth and Reconciliation Commission (TRC), the law and the political philosophy undergirding its functions represent the focus of this study. ... This dissertation unfolds into five parts. Chapter 1, as an introduction to the rest of the work, sets out the relevance of the subject under review, the methodology and a brief overview of the chapters. Chapter two reviews the extensive literature on transitional justice and discusses the concepts that may be distilled therefrom. It discusses the contextual determinants of models of transitional justice and sets out the essence of the debate between vengeance and forgiveness as tools for achieving transitional justice. It also discusses the development of international law with respect to the permissiveness of amnesties and both the articulated and other justifications for their use. The burden of the third chapter is to first recount the factual circumstances of South Africa's trnsition and the factors that predicated the promulgation of the Promotion of National Unity and Reconciliation Act 34 of 1995. It then briefly examines the provisions of the statute and it's implementation. It also engages in an empirical assessment of the almost 800 amnesties granted and employs a number of indices to determine whteher the process was even handed and achieved its objectives. These indices are: the politicl affiliations of the awardees; whether or not the crimes for which they received amnesty involved the loss of life; whether or not they had already been punished for thier transgressions and; whether or not they received forgiveness from the vicitms - actual or constructive. Chapter four focuses on some fo the criticisms that the TRC received. It assesses their merits and determines to what extent they subverted the quest for justice in transitional South Africa. In particular it looks at the reasoning of the Constitutional Court in the AZAPO Case, the alleged lack of objectivity of the TRC, its almost exclusively Christian orientation and its almost exclusive focus on abuses of civil and political rights. Chapter five concludes the dissertation by first determining whether or not there are any lessons to be learnt from South Africa's amnesty experience. It then outlines what the lessons are or should be. It closes by making recommendations as to what factors or particular considerations should guide the efforts and aspirations of abused societies that embark on the quest for transitional justice." -- Chapter 1.

The role of alternative justice mechanisms (AJMs) in international criminal justice (ICJ) has been the subject of rigorous debate in recent years. This thesis joins the discussion by investigating whether AJMs can achieve the aims of ICJ that are attributed to criminal prosecutions. If AJMs can attain ICJ goals, there are important implications for the entire complementarity regime at the International Criminal Court (ICC), requiring ICC judges to defer prosecutions in their favour. By establishing a framework against which ICC trials and AJMs can be evaluated, the thesis contributes to the debate and aims to provide an element of consistency in an area which is dominated by creative ambiguity. Arguing that criminal prosecutions have a limited impact on ICJ aims, the thesis considers AJMs generally before undertaking an in-depth historical and comparative analysis of the Mato Oput process in Uganda and the South African Truth and Reconciliation Commission (SATRC). It concludes that Mato Oput does not satisfy the goals of ICJ and therefore would be unlikely to persuade the Court to defer prosecutions. It suggests, however, that an AJM based on the SATRC model would have the potential to attain many ICJ goals and therefore the ICC should declare a situation where the state adopts this method of justice and accountability inadmissible to the ICC. Finally, the thesis examines the decisions of the ICC judges in previous admissibility challenges and argues that they must demonstrate a broader and more flexible approach when interpreting the ICC's mandate if AJMs are to satisfy the complementarity principle. Doing so would also help to avert the growing antipathy of many African states towards the ICC and ensure the future support and co-operation of states parties.

ENGLISH ABSTRACT: This thesis explores whether sustainable peace can be achieved in post-conflict societies using the transitional justice approach. In particular, the truth commission is investigated as a mechanism of transitional justice. The South African Truth and Reconciliation Commission (TRC) was selected as a case study to investigate the relationship between sustainable peace and transitional justice. This thesis analyses whether the TRC Commission followed its mandate, and whether there are any specific definitions, conclusions or recommendations that the TRC through its Final Report undertakes in order to fulfill a specific part of the mandate, namely “to ensure that there would be no repetition of the past” (TRC vol. 5, chap. 8, paragraph 14). This is done through a textual analysis of the Final Report of the South African TRC, where inherent weaknesses of the Final Report in its aim of achieving sustainable peace are read critically and deconstructively. It is further analysed through linking the issue of sustainable peace to the field of transitional justice and the study of political development on how future TRCs can deal with the issue of sustainable peace. This thesis comes to the conclusion that the South African TRC failed to contribute to a significant analysis of how to prevent the repetition of the past. It is argued that this is based on a lack of a coherent theoretical framework, as the Final Report mixes two different truth finding mechanisms: micro-truth finding and macro-truth finding, together with the just war theory. By analysing the TRC’s theoretical framework through textual analysis, it becomes clear that micro- and macro-truth finding is difficult to combine in one report, and that in the South African case the micro-truth finding part is prioritised. However, the macro-truth finding mechanism would have provided a more in depth analysis towards sustainable peace – which in this thesis is read as Galtung’s positive peace and Lederach’s structural peace – and is a necessary prerequisite in order to achieve sustainable peace. Daar word aangevoer dat dít te wyte is aan die gebrek aan ! samehangende teoretiese raamwerk, aangesien die finale verslag twee verskillende waarheidsoekende meganismes vermeng – die mikrowaarheidsoeke en die makrowaarheidsoeke – en ook van die geregverdigde-oorlog-teorie gebruik maak. Deur die tekstuele ontleding van die teoretiese raamwerk van die WVKverslag word dit duidelik dat ! mikro- en makrowaarheidsoeke moeilik in een verslag te kombineer is, en dat, in die Suid-Afrikaanse geval, die mikrowaarheidsoeke voorkeur geniet. Tog sou die makrowaarheidsoeke ! grondiger ontleding bied vir die suksesvolle verwesenliking van volhoubare vrede, wat in hierdie tesis as Galtung se ‘positiewe vrede’ en Lederach se ‘strukturele vrede’ 5 verstaan word. Trouens, die makrowaarheidsoeke is ! voorvereiste om volhoubare vrede te bereik. ! Tradisionele lesing van die geregverdigde-oorlogteorie dra ook by tot ! individualisering van die waarheidsoekende proses, en bied nie voldoende ondersteuning vir die makrowaarhede nie. Laastens word daar deur die dekonstruksie van die uitdrukking nooit weer nie getoon dat hierdie benadering nie in WVK’s of op die groter gebied van oorgangsgeregtigheid tuishoort nie.

Resumo:

Throughout the past three decades the world has witnessed an increased transition of states from autocratic systems to liberal democracies. During such transitions the reconciliation of societies fractured by previous human atrocities is an integral part for success. This article explores the impacts of principles of truth and justice on reconciliation of fractured societies during the process of transitional justice. Throughout the process it will provide an insight on different aspects and levels of the terminology of reconciliation. To illustrate the difference between a judicial approach and the process of amnesty giving, it will contrast the International Criminal Tribunal for the Former Yugoslavia and the Truth and Reconciliation Commission of South Africa. Furthermore, it will provide an analytical account on the impact of internal actors versus external actors on reconciliation of fractured societies. This analysis will provide an understanding of the factors at work during reconciliation as a process and an outcome.

Abstract This chapter provides a unique account of Mozambique’s long, often fraught peacebuilding journey, from the end of its 16-year civil war in 1992 through fifteen years of relative stability despite extreme poverty, corruption and social dislocation, to recent peace negotiations between the ruling FRELIMO party and its rebel nemesis—RENAMO. It examines the diverse initiatives—from financial and diplomatic to the contribution of church-based mediation and grassroots initiatives for justice and reconciliation—that brought the parties to a negotiated settlement, against a backdrop of changing regional and international dynamics. In some ways, the chapter concludes, FRELIMO’s landslide victory in 2019 is likely to complicate the elite bargaining that has helped Mozambique avoid any large-scale recurrence of violence.

In 1955, Emmett Till was 14-year-old when he was kidnaped and brutally murdered by two white men in the Mississippi Delta. This racist incident was one of the key events that galvanized the Civil Rights Movement’s work. Through a com¬munity engagement project to design a memorial dedicated to Emmett Till, this essay explores a studio pedagogy that aimed to introduce social justice in architecture studios. The “Emmett Till Memorial” community engaged project took place in Spring 2020 in the first-year architecture studio of the School of Architecture at Mississippi State University. In this project, we partnered with the Emmett Till Memorial Commission (ETMC) to design a memorial at the Graball Landing site where it is believed Emmett’s body was found. Since April 2008, the ETMC attempts to commemorate this site and it has become a nationally recognized memory site. Unfortunately, the site has been subjected to repeated vandalism. This paper describes the different stages of this community engaged project in a contested site that aimed to embrace transformative service-learning ideas and critical reflection. The service-learning design project integrated field experiences, including visits to historic sites related to Emmett Till’s history and an immer¬sive experience with activists and community organizers from the ETMC. Using critical reflection as a pedagogical approach, discussions among students and community members cen¬tered on how the design outcome of this community engaged project would contribute to community conversations about the future development of the Graball Landing site as well as design vision and values that could be included in the new memorial and its restorative narrative. Students’ design proposals exhibited a wide range of design intentions and sources of inspiration. Employing symbolic and educational features, the diverse design proposals responded to specific environmental conditions of the place and explored how to engage visitors with Emmett Till’s history, the civil rights movement, and the future of racial reconciliation. Finally, this paper discusses how African-American historical sites have intentionally been ignored and marginalized and how architecture educators, students, and community members can partner to preserve sites of memory and to dismantle systematic racism in urban design and architecture.

This qualitative study is an exploration of final year Social Science education students awareness of the intertwined nature of Social Science as a subject and the role of social justice in the classroom of a democratic South Africa. This study finds that South African Social Science teachers interpret or experience the teaching of Social Science in various ways. In the South African transitional justice environment, Social Science education had to take into account the legacies of the apartheid-era schooling system and the official history narrative that contributed to conflict in South Africa. Throughout the world, issues of social justice and equity are becoming a significant part of everyday discourse in education and some of these themes are part of the Social Science curriculum. Through a qualitative research methodology, data was gathered from Focus Group Discussion (FGD) sessions with three groups of five teacher education students in two of the groups and the third having ten participants from the same race, in their final year, specializing in Social Science teaching. The data obtained were categorised and analysed in terms of the student teacher’s awareness of the intertwined nature of Social Science and social justice education. The results of the study have revealed that participants had a penchant for the subject Social Science because it assisted them to have a better understanding of social justice and the unequal society they live in; an awareness of social ills, and the challenges of people. Participants identified social justice characteristics within Social Science and relate to some extent while they were teaching the subject, certain themes within the Social Science curriculum. Findings suggest that the subject Social Science provides a perspective as to why social injustice and inequality are so prevalent in South Africa and in some parts of the world. Social Science content in its current form and South African context, emanates from events and activities that took place in communities and in the broader society, thus the linkage to social justice education. This study recommends different approaches to infuse social justice considerations Social Science; one being an empathetic approach – introducing activities to assist learners in viewing an issue from someone else’s perspective, particularly when issues of prejudice or discrimination against a particular group arise, or if the issue is remote from learners’ lives.

The justice sector in developing countries faces numerous challenges, including a lack of funding, corruption, inadequate infrastructure, and a shortage of skilled personnel. Despite these challenges, there are also growth opportunities, like utilizing technology for better efficiency and transparency. The paper examines the successful financing mechanisms implemented in the justice sector globally. Public-Private Partnerships have proven effective in Latin America, while performance-based financing has worked well in Africa, linking financing to specific results to enhance sector performance. Asia has successfully used social impact bonds to improve financing and access to justice. Crowdfunding is a popular method for financing justice in Europe, providing a new source of funding for legal aid organizations to help increase access to justice for vulnerable communities. It is essential to continue exploring innovative financing strategies to protect the public interest and sector integrity through clear goals, criteria, and ongoing monitoring and evaluation. The paper offers valuable insights into financing options for enhancing the justice sector in developing countries and ensuring citizens' access to adequate and accessible legal services

Countries in the Western Balkans have engaged in various transitional justice and reconciliation initiatives to address the legacy of the wars of the 1990s and the deep political and societal divisions that persist. There is growing consensus among scholars and practitioners that in order to foster meaningful change, transitional justice must extend beyond trials (the dominant international mechanism in the region) and be more firmly anchored in affected communities with alternative sites, safe spaces, and modes of engagement. This rapid literature review presents a sample of initiatives, spanning a range of sectors and fields – truth-telling, art and culture, memorialisation, dialogue and education – that have achieved a level of success in contributing to processes of reconciliation, most frequently at the community level. It draws primarily from recent studies, published in the past five years. Much of the literature available centres on Bosnia and Herzegovina (BiH), with some examples also drawn from Serbia, Kosovo and North Macedonia.

Literature focusing on the aftermath of conflict in the Western Balkans, notes that many people remain focused on stereotypes and prejudices between different ethnic groups stoking fear of a return to conflict. This rapid review examines evidence focussing on various interventions that seek to promote inter-group relations that are greatly elusive in the political realm in the Western Balkan. Socio-political change requires a growing critical mass that sees the merit in progressive and conciliatory ethnic politics and is capable of side-lining divisive ethno-nationalist forces. This review provides an evidence synthesis of pathways through which micro-level, civil-society-based interventions can produce ‘ripple effects’ in society and scale up to affect larger geographic areas and macro-level socio-political outcomes. These interventions help in the provision of alternative platforms for dealing with divisive nationalism in post-conflict societies. There is need to ensure that the different players participating in reconciliation activities are able to scale up and attain broader reach to ensure efficacy and hence enabling them to become ‘multiplier of peace.’ One such way is by providing tools for activism. The involvement of key people and institutions, who are respected and play an important role in the everyday life of communities and participants is an important factor in the design and success of reconciliation initiatives. These include the youth, objective media, and journalists. The transformation of conflict identities through reconciliation-related activities is theorised as leading to the creation of peace constituencies that support non-violent approaches to conflict resolution and sustainable peace The success of reconciliation interventions largely depends on whether it contributes to redefining otherwise antagonistic identities and hostile relationships within a community or society.

Healing justice is a political organising framework that aims to address the systemic causes of injustice experienced by marginalised peoples due to the harmful impacts of oppressive histories, intergenerational trauma, and structural violence. It recognises that these damaging factors generate collective trauma, which manifests in negative physical, mental–emotional, and spiritual effects in activists and in the functioning of their movements. Healing justice integrates collective healing in political organising processes, and is contextualised as appropriate to situational needs. This provided the rationale for a research study to explore the potential of healing justice for feminist activists in Africa, and how pathways to collective healing could be supported in specific contexts. Research teams in DRC, Senegal, and South Africa conducted interviews with feminist activists and healers, in addition to supplementary interviews across sub-regions of Africa and two learning events with wider stakeholders.

This rapid review focuses on the role of civil society in SSR in several contexts. It finds that donor driven SSR is seen to have failed to include civil society, and that such efforts have been focused on training and equipping security forces. However, in some contexts, donors have been able to successfully develop civil society capacity or engage civil society groups in reforms, as in Sierra Leone. There are also several examples of security and justice reforms undertaken by local popular movements as part of regime change, namely Ethiopia and South Africa. In other contexts, such as Indonesia, the role of civil society has led to partial successes from which lessons can be drawn. The theoretical and empirical literature attributes several potential roles to civil society in SSR. These include making security and justice institutions accountable, mobilising a range of social groups for reform, publicising abuses and advocating for reform, offering technical expertise, and improving security-citizen relations. The literature also points to the inherent difficulties in implementing SSR, namely the entrenched nature of most security systems. The literature emphasises that security sector reform is a political process, as authoritarian or predatory security systems are usually backed by powerful, skilled and tenacious vested interests. Dislodging them from power therefore requires significant political will – civil society can be one part of this. The evidence base for the topic is relatively thin. While there is much literature on the theory of SSR from a donor perspective, there are fewer empirical studies. Moreover, scholars have identified relatively few successful examples of SSR. The role of civil society is found to be greater in more economically developed countries, meaning there is less discussion of the role of civil society in many African SSR contexts, for example (except to note its absence). In addition, most research discusses the role of civil society alongside that of other actors such as donors, security services or political elites, limiting analysis of the specific role of civil society.

This paper introduces a general framework for analyzing the impacts of regional and global technological change on long run agricultural output, prices, land rents, land use, and associated GHG emissions. In so doing, it facilitates a reconciliation of the apparently conflicting views of the impacts of agricultural productivity growth on global GHG emissions and environmental quality. As has been previously recognized, in the case of a global change in farm productivity, the critical condition for an innovation to lead to diminished land use is that the farm level demand for agricultural products is inelastic. However, in the more common case where the innovation is regional in nature, the necessary condition for a reduction in global land use and associated GHG emissions is more complex and depends on the relative yields, emissions efficiencies and supply conditions in the affected and unaffected regions. While innovations in agricultural are most common land-sparing at global scale, innovations in regions commanding a small share of global production, with relatively low yields, high land supply elasticities and low emissions efficiencies can lead to an increase in global land use change emissions. A numerical example illustrates these points and suggests that these conditions may hold for productivity shocks in Latin America and Sub-Saharan Africa. These insights are also relevant for the emerging literature on the effect of adverse climate change on global agriculture and associated emissions from land use change. More frequent or intense floods, heatwaves, wildfires, droughts and typhoons devastate people’s homes, livelihoods and the natural world. A clean energy transition is urgently needed to reduce carbon emissions and prevent the impacts worsening. Wealthy countries have the prime historic responsibility for the climate crisis and therefore for its mitigation. But as the clean energy transition gathers speed, it inevitably also impacts lower-income, lower-emitting countries and communities. This research report, written by 20 co-authors from Africa, Asia, Latin America, the Middle East, the US and Europe, investigates the implications of the energy transition for them, and asks how the world can achieve a truly just, as well as fast, transition. The findings highlight the stark choice facing humanity. If the transition is undertaken with justice and respect for communities’ rights at its heart, it offers an unprecedented opportunity to simultaneously mitigate the climate crisis and reduce poverty and inequality. Conversely, an unjust transition, which entrenches or exacerbates inequalities, risks generating public resistance and slowing the transition with devastating human consequences.

In 2015, all United Nations Member States adopted the 2030 Agenda for Sustainable Development which outlines a blueprint to address global challenges across a broad range of themes including poverty, health, education, inequality, climate change, environmental degradation, peace and justice. The Goal 4 of the 2030 Agenda for Sustainable Development, otherwise referred to as the United Nations Sustainable Development Goal 4, seeks to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. Unfortunately, an approximated 263 million children remain out of school around the world. This number includes children who never started formal schooling and children who started school but later dropped out (United Nations Educational, Scientific and Cultural Organization [UNESCO], 2016). Reducing the number of out-of-school children (OOSC) is a key priority for countries across Sub-Saharan Africa, including Nigeria. This is because more than half of children globally that have not enrolled in school live in Sub-Saharan Africa, and more than 85 percent of children in Sub-Saharan Africa are not learning the minimum (UNESCO Institute of Statistics, 2018). Moreover, education is a fundamental human right, a critical driver for economic advancement and a powerful tool for poverty reduction. Hence, no child of school age should be denied access to quality and equitable education, and an opportunity to acquire skills that guarantee future employability and long-term earning. In the Nigerian context, OOSC are prevalent in both rural and urban settings, but rural areas, and isolated or deprived areas in general, consistently show higher numbers of out-of-school children (World Bank, 2019). These children are spread across the country in varying proportions. This situation is of concern to the Federal Government of Nigeria as noted in the Nigeria Education Ministerial Plan (2018-2022) which outlines several strategies targeted at bringing children back to school. In spite of these strategies, the number of OOSC remains significantly high. This insight note aims to provide an overview of the most recent data on out-of-school children in Nigeria, including breakdowns by socioeconomic and other demographic indicators. This will be followed by suggestions of possible interventions, prime of which is the Accelerated Education Programme (AEP), and other interventions which could serve to strengthen the existing laid out strategies by the government in addressing the OOSC problem in Nigeria.
