This study sought to explain the gender differences with respect to risk taking behaviour and startup capital in Uganda, comparing with other countries. The start-up capital of businesses run by females is ostensibly smaller than those run by males in Uganda and in any other country. A number of reasons have been forwarded to explain this variance. Some researchers have linked the size of start-up capital to the risk taking behaviour among other factors. However there is insufficient local or Ugandan empirical research into this difference, given that much of the empirical research are based on western data sets. Data for this study was from the Global Entrepreneurship Monitor (GEM) 2003. A causal research design was used to establish the relationship between risk taking attitude and start up capital. A comparative design was also employed to compare the findings of Uganda with other GEM countries, Chi-square tests, and a two way analysis of variances were used to analyse the data. There are gender differences with respect to risk taking behaviour across all countries under study. However, the gender gap is wider in other countries than Uganda. On the whole, Uganda women are less risk averse as compared to those in other countries. The start-up capital requirement of Ugandan men is more than their female counterparts. In addition, Ugandan men invested more personal start up capital when they are risk averse. Among other recommendations, policy makers should sensitise females about viability of business start ups and encourage women access to ownership of property.

Uganda has been in the world headlines since the mid-1980s, first as a nation severely hit by HIV and AIDS, and later, from the late 1990s onwards, as the first country in sub-Saharan Africa that has managed to reverse a generalised HIV epidemic. Countless newspaper articles, television and radio documentaries and broadcasts, papers, books, and films have been produced about AIDS in Uganda, making the epidemic one of the most thoroughly researched and documented in the world. Medical doctors, virologists, epidemiologists and social and behavioral scientists, both Ugandan and expatriate, have produced massive amounts of scientific information about it since the early 1980s, in addition to which there have been policy papers, evaluation reports, and action plans produced by various government ministries, international donor agencies, and national and international NGOs and relief organizations which document the epidemic from administrative, developmental, and humanitarian perspectives.Uganda's AIDS epidemic has been publicized worldwide through the news media and various international agencies. It is being constantly monitored not only by national authorities and international health experts, but by myriads of Ugandan and international organizations, media, academics, and concerned members of the public using modern means of communication. Some of these national and international bodies not only monitor, report and educate, but demand their say in how the epidemic should be managed. Uganda has become a testing ground for medical and behavioral interventions, as exemplified by AIDS vaccination trials, the social marketing of condoms, antiretroviral treatment, and, recently, by the male circumcision trial. Positive results have then been marketed to other countries in sub-Saharan Africa as successful AIDS prevention strategies.

The year 2015 was set as deadline to realise the Millennium Development Goals (MDGs) which were authored in 2000 by 189 states in the world. Language is at the heart of MDGs (Barron, 2012; Romaine, 2013). Some scholars look at language (development) as a measure and/or determinant of development (e.g. Romaine, 2013). This paper examines Uganda’s commitment to the development and employment of mother tongues in education as a way of realising the quality of education in Uganda. It is important to reflect on the trend and level of mother tongue development and employment in education in Uganda to chart the way forward for the post-2015 period. The paper draws from different studies and reports which have focussed on mother tongue education in Uganda. This study faults the government in many ways for failing to sustain the national initiatives of mother tongue education, particularly in terms of poor financing and failure to monitor the implementation of UPE and mother tongue education programmes. The paper proposes a way forward for the realisation of a meaningful Education for All (EFA) in form of Universal Primary Education (UPE) initiative and the mother tongue education policy introduced in Uganda in 1997 and 2006 respectively.

The Daily Monitor publications ran serialized articles showing the awful state of government hospitals across the country. While the Ministry of Health insists that the problem is not as bad as it is depicted, the level of service delivery in public hospitals has come under serious public scrutiny espousing the cause for concern about policy, practice and research. There should be glaring gaps in management practices as a possible explanation. In this study, we investigated impact of management decision making, structure, processes, communication and management style on hospital performance. The study has emphasized good management as the determinant of better performance of hospitals in the Ugandan context. Findings of this study challenges policy makers to strengthen management processes in addition to mobilizing financial, human and capital resources for hospitals. The study extends the debate on application of management theory with practice in the health sector in the Ugandan context.

The paper is set to analyse the impact of credit risk management on the financial performance of commercial banks in Uganda for a period of 2006–2015 using panel data for a sample of 20 commercial banks. The study employs return on assets as a dependent variable and non‑performing loans, growth in interest earnings and loan loss provisions to total loans as credit risk measures. Secondary data is sourced from the Bank scope database, African development bank and the central bank of Uganda. The study employs descriptive statistics, regressions and correlation analysis. Regression models are to estimate the magnitude of significance of credit risk management on the performance of commercial banks in Uganda. The study revealed that credit risk management impacts on the performance of Ugandan commercial banks. The results portrayed that banks’ performance was inversely influenced by non‑performing loans which may expose them to large magnitudes of illiquidity and financial crisis. Thus given such results, the researcher recommends that banks need to enhance their credit risk management techniques not only to earn more profits but also to maintain a qualitative asset portfolio and attention be given to non‑performing loans, loan loss provision to total loans and growth in interest earnings that were found to be significant. Banks need to design appropriate credit policies that must handle all necessary conditions before advancing credit to their customers and also develop strong credit administration committees and teams that must conduct appropriate and sound loan appraisal evaluations and which must also monitor the loans throughout the required processes right from extending a loan to a customer up to the completion of loan repayments so as to mitigate credit risks.

The increasing costs of healthcare arising largely from the growing population and emergence of non-communicable diseases have exerted pressure on healthcare budgets in poor countries. With a funding gap of 7% to realize WHO recommended target of 15 percent of GDP in Uganda, there is a need for hospitals to be efficient in allocation of financial resources in order to provide the required level of healthcare services. Most studies on Uganda have focused on the technical inefficiency of general hospitals and evidence on their allocative inefficiency is limited. Understanding the sources of inefficiency in the allocation of finances in general hospitals in Uganda is important to improve their performance. The purpose of this study was to determine the allocative inefficiency of the general hospitals in Uganda in order to provide a source of misuse of public allocations to a particular general hospital. Panel data from 22 general hospitals for the period 1997-2007 were used. Allocative inefficiency was estimated using Stochastic Frontier Analysis. The findings show that general hospitals are systematically allocatively inefficient in distributing the public funds given to them. The allocative inefficiencies value is high on payments of employee benefits (34.8 percent), followed by the purchase of drugs (29.2%) and lastly, costs on utilities like electricity and water (14.1%). To address the existing allocative inefficiencies, general hospitals in Uganda can improve the process of hiring of labour and management of staff payroll; monitor procurement of drugs, and reduce wastages in the use of utilities.

Abstract Background Neisseria gonorrhea resistance is a growing problem in Uganda with recent data showing increasing ciprofloxacin resistance up to 100% in this population. The WHO Enhanced Gonococcal Antimicrobial Surveillance Programme (EGASP) was initiated in Uganda in September 2016 to monitor resistance trends. Methods Urethral swabs were collected from men presenting with urethral discharge to the five sentinel clinic sites from September 2016 to March 2017. Samples were transported to a reference laboratory site. Presumptive identification of N. gonorrhea was based on growth of typical appearing colonies on Thayer–Martin in 5% CO2, a positive oxidase test, and observation of Gram-negative, oxidase-positive diplococci in stained smears. Results 116 samples were received to the reference laboratory site of which 70 (60.3%) had positive growth for Neisseria gonorrhea. Mean age was 28.5 (range 17–60). Fifty-one participants (44%) reported at least one prior episode of gonorrhea and 42 (36%) reported antibiotic use within the previous 60 days. Of those with completed Etest (bioMerieux, Marcy-lÕEtoile, France) resistance profiles, 66 (96%) were ciprofloxacin-resistant or intermediate. One isolate was ceftriaxone-resistant by E-test but susceptible by disk diffusion. Conclusion Early results from implementation of a gonorrhea surveillance program in Uganda suggest high levels of resistance to ciprofloxacin (90%) by Etest and penicillin (93%) and tetracyclines (100%) by disk diffusion. Prior studies of gonococcal resistance in Uganda have noted increasing levels of resistance, particularly to ciprofloxacin which until 2010 was the recommended first-line empiric therapy for gonococcal infection in Uganda. Of note, discrepancies were occasionally noted between disk diffusion and Etest results, which requires further investigation. Ongoing surveillance efforts will be crucial to shape clinical guidelines and national policy. Disclosures All authors: No reported disclosures.

On July 29 2000, Uganda held a referendum to decide whether to continue with the ruling Noparty Movement system or to revert to the Multi-party platform. This research entails a qualitative content analysis of the role the media played in driving debate and understanding of the referendum and its role in the country’s democratisation process. The research is informed by Jurgen Habermas’s public sphere paradigm as well as the sociological theory of news production. The research covers Uganda’s two English dailies – The New Vision and The Monitor, examining whether they provided a public sphere accessible to all citizens and devoid of ideological hegemony. It concludes that the newspapers were incapable of providing such a sphere because of the structural nature of Ugandan society and the papers’ own capitalistic backgrounds and ownership interests. The research concludes that such English language newspapers published in a country with a low literacy rate and low income levels, can only provide a public sphere to elite and privileged sections of society. A case is then made that multiple public spheres would be better suited to represent the views of diverse interest groups.

The media today are under pressure from various fronts including governments, businesses as well as cultural interests. In the developed world, this pressure that led to the emergence of a new form of journalism that puts the demands of the market at the forefront. This commercial oriented journalism gives priority to articles that attract mass audiences like entertainment while it downplays information that promotes debates that is necessary for citizens to be able to have a voice on the issues that affect them. And since participation and discussion are cornerstones of a democratic process, market-driven journalism undermines democracy because it narrows down the forum for debate. As a result, active citizens are turned into passive observers in society. Although several studies about this phenomenon have been done in the western world, the same is happening in Africa because the media face similar challenges as in the West; challenges of globalisation and media conglomeration facilitated by the rapid advancing technology. This study, which is informed by political economy and market-driven journalism theories, notes that the media in Uganda are also faced with these challenges. The study is focused on Uganda’s only independent newspaper, The Monitor. The findings indicate that market-driven journalism is taking root at the expense of journalism that promotes citizenship and debate such as political reporting and opinions. For example, there has been an increase of entertainment, sports and supplement articles in The Monitor as compared to declining political reporting and opinions. More so, investigative reporting has dwindled over the years at the expense of increasing use of press releases. This is because entertainment and sports articles can attract big audiences that the newspaper needs to sell to advertisers. Advertisers are important because they provide financial support to the newspaper. However, in a country where democracy is in its formative stages, public information is necessary not only for citizens to make informed decisions but also to spur economic as well as social development.

The provision of basic education through the UPE programme has gained momentum since its inception. This is because since the government took over the roles of paying tuition fee, providing instructional materials, paying teachers and providing school infrastructure, enrolment rose, and has continued to rise. In ensuring that government resources are well utilised, the government mandated the community through SMCs and charged them with the responsibilities of mobilising school resources from the community to supplement government resources that are insufficient for schools, monitoring the utilisation of school resources and undertaking general management roles in schools to ensure that there is efficient education service delivery that promotes teaching and learning. The purpose of this study was, therefore, to explore how SMCs monitor the implementation of UPE in Uganda. The study was driven by the assumption that if school resources are effectively monitored by the community themselves through SMCs, the government‘s objective of ensuring that all school-going children access school could be realized. The study used an explanatory sequential mixed methods approach to conduct a comprehensive study that gave a clear understanding of how monitoring the school resources is effected. Simple random sampling was used to select the sample for the quantitative study and data was collected using a questionnaire while purposive sampling was used to select the participants for the qualitative study and data was collected using structured interview.The result of the study identified the gaps in the way in which the SMCs monitor the school resources. The study results indicate that the SMCs do not have the full mandate to take any decisions that affect the operations of schools. This acts as a demotivating factor to SMCs in undertaking their roles. The study findings further reveal that there is no clear monitoring framework used by SMCs that guides them on what to monitor and how to monitor based on set measurable indicators. This gap leaves the SMC in each school to undertake their duties differently, yet they monitor the same programme. The study further reveal that SMCs encounter challenges in effecting their work; some of these challenges are policy issues and others are administrative in nature. Much as the they have attempted to come up with strategies to handle the challenges, little is being done to address them. The study findings have implications for policy-makers and UPE implementers. The study recommends that the Central Government should consider empowering SMCs through constant training in financial management and understanding policies governing their duties and responsibilities. The study further recommends that for UPE policy of community management of schools to be ffective, Government should put in place the level of education and experience for some one to be elected as a member of SMC.Education Management and Policy Studies

This thesis contains a qualitative content analysis of Daily Monitor, Dagens Nyheter and Svenska Dagbladet’s articles about children, and child soldiers in Uganda. In total, there were 26 articles that have been applied to this study. The purpose of this thesis was to compare all 26 articles with each other to see potential diffrences or similarities. Theory based answers were applied when I was analyzing the articles' differences and similarities. The thematic content analysis applied and used to catagorize the concerning theames in the articles are: children or soldiers (as the major theme), and heroes and victims (as undercategorial theme). Postcolonial, childhood and childsoldier theories were used as the theoretical framework to the thesis, and they were all applied in the analysis. The chosen theoretical framework contributed not only to a critical viewpoint about children, and child soldiers, but also to Western power relations, which appeared in many newspapers. Furthermore, the theoretical framework contributed with different views about children, and child soldiers in different social and cultural contexts.

Considering incidents that make headline news internationally, given the modern information and communication technology revolution, the facility of citizens to rapidly mobilize represents a considerable threat to autocratic survival. While the speed with which popular movements emerge has increased exponentially, and the news of their existence spreads faster and farther, civil unrest has threatened the stability and survival of dictators for centuries. The paranoia and machinations of dictators depicted in films, such as the portrayal of Ugandan dictator Idi Amin in The Last King of Scotland, while sensationalized, capture the astounding array of threats with which unelected leaders must concern themselves. On the one hand, they must worry about insider threats to their standing, such as conspiratorial plots from people within the dictator’s own circle or mutiny among government soldiers. On the other hand, dictators also must monitor threats originating from non-regime actors, such as new alliances forming among once-fragmented opposition groups or the possibility of sustained insurgency or a popular revolution. From force to finesse, autocratic leaders have developed a broad and evolving range of tactics and tools to diminish both internal and external domestic threats to their reign. The success of dictators’ endeavors to insulate their regimes from forces that might challenge them depends on accurate and reliable information, a resource that can be as valuable to the leader as would a large armory and loyal soldiers. Dictators invest significant resources (monetary as well as human capital) to try to gather useful information about their existing and potential opponents, while also trying to control and shape information emitted by the regime before it reaches the public. New information and communication technologies (ICTs), which have drawn a great deal of scholarly attention since the beginning of the 21st century—present both risks and rewards for dictators; inversely they also create new opportunities and hazards for citizens who might utilize them to mobilize people opposed to the regime. While civil unrest could encompass the full range of domestic, nonmilitary actors, there also needs to be a specific focus on various forms of mass mobilization. Historically, more dictators have been forced from office by elite-initiated overthrows via coups d’état than have fallen to revolution or fled amid street protests. Civil unrest, in its many forms, can affect autocratic survival or precipitate regime breakdown. While mass-based revolutions have been a relatively rare phenomenon to date, the actions of many 21st-century dictators indicate that they increasingly concern themselves with the threats posed by popular protests and fear its potential for triggering broader antigovernment campaigns. The ease of access to information (or the lack thereof) help explain interactions between authoritarian regimes and citizens emphasizes. The role of information in popular antigovernment mobilization has evolved and changed how dictators gather and utilize information to prevent or counter civil unrest that might jeopardize their own survival as well as that of the regime.

This chapter assessed the multilayered nature of Uganda's polity. It examines how the Uganda People's Congress (UPC) led local government in Apac district relates with the National Resistance Movement (NRM) led central government in service provision from a gender perspective. The latter provides funds to the local government and is supposed to monitor service provision, the former implements. This has led to tensions and affected service provision. Both the centre and the opposition in Local Governments (LGs) in Apac district want to be the face of successful service provision. Both parties try to undercut each other's support by sometimes sabotaging, delaying or failing service provision. This means that no gender issues will be addressed since there are no services, and if they are there, they are so poor. The conflicts have created room for NGOs to step in to do the monitoring so as to help the communities access services to a good degree of success.

Humankind has not yet discovered a way to prevent drought entirely. Hence, the provision of timely and accurate climate and weather information can help rural and semiurban producers to better prepare for and mitigate the effects of insufficient precipitation (IRI, 2001). Communicating drought information to remote rural populations, however, has been a major challenge in Africa (Stern and Easterling, 1999). Seasonal rainfall forecasts, precipitation, and stream flow monitoring products, key environmental information, and even lifesaving early warnings are commonly trapped in the information bottleneck of Africa’s capital cities, due to the relative lack of infrastructure in rural areas (Glantz, 2001). Without access to reliable communication networks, the majority of Africa’s farmers and herders are cut off from the scientific and technological advances that support agricultural decision-making in other parts of the world. Before the proliferation of radios, cell phones, and televisions, Africans used local methods—interpreting wind speed and direction, cloud formations, vegetation, and insect and bird migrations, for example—to predict weather patterns and the advent or cessation of precipitation. This chapter describes a Radio and Internet (RANET; http://www.ranetproject.net) system for communicating drought information to the rural communities in Niger and Uganda. This system was developed under a disaster mitigation program funded by the U.S. Agency for International Development (USAID). The need for a drought communications system tailored to the realities of rural Africa was initially communicated to the director of the African Centre of Meteorological Applications for Development (ACMAD; http:// www.acmad.ne) by a nomad in the desert of southeastern Algeria when he declined the gift of a radio offered by the young meteorologist researching desert locusts near Djanet. The nomad did agree that information was vital to his survival. “Just tell me where it has rained. I will know where to take my flocks” (personal communication with Boulahya, Hirir, Algeria, February 1988). He explained that he was familiar with every rise and fall of the terrain and would lead his animals every rainy season to meet the water as it flowed in streams to form pools at low spots in the landscape.

This report introduces findings from ten digital rights landscape country reports on Zimbabwe, Zambia, Uganda, Sudan, South Africa, Nigeria, Kenya, Ethiopia, Egypt, and Cameroon. They analyse how the openings and closings of online civic space affect citizens’ digital rights. They show that: (1) when civic space closes offline citizens often respond by opening civic space online; (2) when civic space opens online governments often take measures to close online space; and (3) the resulting reduction in digital rights makes it impossible to achieve the kind of inclusive governance defined in the Sustainable Development Goals (SDGs). We know far more about openings and closings of online civic space in the global North than we do in the global South. What little we do know about Africa is mainly about a single country, a single event, or single technology. For the first time, these reports make possible a comparative analysis of openings and closings of online civic space in Africa. They document 65 examples of the use of digital technologies to open online civic space and 115 examples of techniques used to close online civic space. The five tactics used most often to close online civic space in Africa are digital surveillance, disinformation, internet shutdowns, legislation, and arrests for online speech. The reports show clearly that any comprehensive analysis of digital rights requires consideration of the wider political, civic space, and technological contexts. We argue that countering the threats to democracy and digital rights discussed in the reports requires new evidence, awareness, and capacity. We propose applied research to build capacity in each country to effectively monitor, analyse, and counter the insidious impact of surveillance and disinformation; and a programme to raise awareness and mobilise opinion to open civic space and improve citizens’ ability to exercise, defend, and expand their digital rights.

Researchers interested in remote locations have developed monitoring schemes, sometimes called “Watchful Eye” monitoring, that use a time series of remotely sensed images to assess changes over time to a protected area or habitat. For instance, the European Space Agency (ESA) and UNESCO have set up repeat analyses of satellite imagery for World Heritage sites. The first area for which they developed this technique was the habitat of the critically endangered mountain gorilla (Gorilla berengei berengei) in the Virunga Mountains in Central Africa, including the Bwindi and Mgahinga National Parks in Uganda, the Virunga and Kahuzi-Biega National Parks in the Democratic Republic of Congo, and the trans-boundary Volcanoes Conservation Area. The project developed detailed maps of these inaccessible zones so that protected area managers can monitor the gorilla habitat. Previously, available maps were old and inaccurate (at times handmade), did not completely cover the range of the gorillas, and did not cross national boundaries. Because there was no systematic information from the ground regarding changes over time, researchers also used remotely sensed data to complete change detection analyses over the past two decades. Using both optical (Landsat series) and radar (ENVISAT ASAR) satellite data, researchers were able to quantify rates of deforestation between 1990 and 2003 and relate these rates to human migration rates into the area resulting from regional political instability. Researchers constructed the first digital base maps of the areas, digital elevation models (DEMs), and updated vegetation and land use maps. They faced significant problems in both field and laboratory activities, including lack of existing ground data, dense vegetation cover, and fairly continuous cloud cover. They therefore used a combination of ESA ENVISAT ASAR as well as Landsat and ESA Medium Resolution Imaging Spectrometer (MERIS) optical data. The radar images allowed them to quantify elevation and distances between trees and homes. Landsat and MERIS data helped identify forest cover types, with Landsat providing finer-scale images at less frequent intervals and MERIS serving lower-resolution images more frequently.

Uganda's system of recording births and deaths was unusually comprehensive by colonial African standards, but colonial registration struggled to assign individuals a permanent, accurate identity. Many Ugandans used different names at different times in their dealings with officialdom, and local elites were complicit in this reidentification. The flexibility which is an inevitable component of a name-based registration system in East Africa served to alleviate social tension and exclusion. The possession of multiple names was advantageous to the weak, and could benefit rural elites, but it obstructed the state in its desire to monitor and control its population. The rise of biometric systems of identification is in part designed to bypass the naming problem, but also reflects the growing influence on African governments of two contradictory trends: the tying of aid to concepts of universal rights, and growing awareness of the potential of technology to undermine challenges to governmental authority.

This study investigated the performance of leaf area index (LAI) and photosynthetically active radiation (PAR) in a mountain ecosystem. The authors hypothesized that significant spatial and temporal differences exist in LAI and PAR values in the Manafwa catchment on Mt. Elgon. This was accomplished through field measurements of actual LAI and PAR values of diverse vegetation types along a ~900m altitudinal gradient (1141–2029 masl) in the catchment. In-situ measurements were obtained from 841 micro-scale study plots in 28 sampling plots using high resolution LAI sensors. The findings showed a significant positive relationship exists between elevation and observed LAI (r = 0.45, p = 0.01). A regression model further shows that elevation and curvature of the landscape slope were highly significant (p < 0.00002) predictors of LAI. Finally, the authors detected significant spatial and temporal differences in LAI and PAR values in the study area. The study provides a critical basis for setting up long-term monitoring plans to understand mountain ecosystems and global climate change.

Abstract Evaluating the social impact indicators of engineered products is crucial to better understanding how products affect individuals’ lives and discover how to design for positive social impact. Most existing methods for evaluating social impact indicators require direct human interaction with users of a product, such as one-on-one interviews. These interactions produce high-fidelity data that are rich in information but provide only a single snapshot in time of the product’s impacts and are less frequently collected due to the significant human resources and cost associated with obtaining them. A framework is proposed that describes how low-fidelity data passively obtained using remote sensors, satellites, and digital technology can be collected and correlated with high-fidelity, low-frequency data using machine learning. Using this framework provides an inexpensive way to continuously monitor the social impact indicators of products by augmenting high-fidelity, low-frequency data with low-fidelity, continuously-collected data using machine learning. We illustrate an application of this framework by demonstrating how it can be used to examine the gender-related social impact indicators of water pumps in Uganda. The provided example uses a deep learning model to correlate pump handle movement (measured via an integrated motion unit) with user type (man, woman, or child) of 1,200 hand pump users.

The Early Grade Reading Assessment (EGRA) is used to evaluate studies and monitor projects that address reading skills in low- and middle-income countries. Results are often described solely in terms of a passage-reading subtask, thereby overlooking progress in related skills. Using archival data of cohort samples from Uganda at two time points in three languages (Ganda, Lango, and Runyankore-Rukiga), we explored a methodology that uses passage-reading results to create five learner profiles: Nonreader, Beginner, Instructional, Fluent, and Next-Level Ready. We compared learner profiles with results on other subtasks to identify the skills students would need to develop to progress from one profile to another. We then used regression models to determine whether students’ learner profiles were related to their results on the various subtasks. We found membership in four categories. We also found a shift in the distribution of learner profiles from Grade 1 to Grade 4, which is useful for establishing program effectiveness. The distribution of profiles within grades expanded as students progressed through the early elementary grades. We recommend that those who are discussing EGRA results describe students by profiles and by the numbers that shift from one profile to another over time. Doing so would help describe abilities and instructional needs and would show changes in a meaningful way.
